OVER THE BACK FENCE

In this climate of COVID-19, have you found that the smallest thing – a new sound in your house, a different ache or pain, or other random thoughts – has become something to worry about? Recently, I did some deep cleaning of my office at home. The next day, I woke up with a very runny nose. A few days later, a headache appeared.

At first, of course, I thought it was just allergies (although I’ve never had allergies before). So my friendly pharmacist gave me some antihistamines to clear it up. They seemed to work a bit, but the nose got runnier and the headache didn’t go away. So, after overthinking it for a few days and checking in with Doctor Google, I decided to get a COVID test for my own peace of mind.

Looking back on my actions for a few weeks prior to the symptoms, I was always masked in public, washed or sanitized my hands after every trip out to the grocery store (which is really

the only place I’ve been) and had not been within six feet of anyone, least of all anyone inside my home! So if I did have COVID (said my logical brain), where would I have picked it up?

With all these new variants floating around and limited information about them, I thought perhaps that was it.

Again, because being alone gives one a lot of time to ruminate over everything, I was sure I’d become infected with a variant.

The good news ... I tested negative for COVID-19. The bad news ... the realization that, after 65 years, I now have allergies! And another lesson learned, cleaning CAN be bad for your health!

As the vaccine rollout continues, I’m hoping to be on someone’s shot list soon. In the meantime, I’ve decided to turn off my overthink brain and just go with the flow.

I hope you are all staying safe and well. Remember, wear your mask, wash your hands and most of all, be kind to one another!

City Hall CURBSIDE WASTE & RECYCLING TIPS

We all need reminders now and then. City staff have put together a cheat sheet for you with tips on how to properly set out your curbside collection. They appreciate everyone’s efforts to property dispose of waste and recycling - every bit helps when it comes to keeping Kawartha Lakes sustainable and protecting the environment!

Make sure your waste and recycling is set out at the curb by 7am (6am if you live in a downtown core) as collection times can change depending on factors such as weather.

Waste/Garbage • Waste must be placed in clear bags. Due to the pandemic we cannot collect waste that is loose in bins • Each clear bag must be less than 40lbs • Waste bins or containers are not required. If using one, please ensure the container is not a 65 or 95-gallon cart • Waste bins or containers should be sized to hold no more than two regular sized garbage bags • Tissues (Kleenex), paper towel, toilet paper, medical tubing, and diapers are not recyclable.

These items are waste and should be disposed of in a clear bag and tied closed.

NEW SMALL BIZ WEBSITE

A new website has been launched to increase access to information for small business owners, and at the same time increase awareness of Small Business COVID Recovery services available to small businesses.

The new website at www.sbcontario.ca includes the launch of a new brand which will unite the 54 existing Small Business & Entrepreneurship Centres across Ontario.

“Business Enterprise Centres are on the ground in communities across Ontario to provide local advice and support to entrepreneurs,” said Candy Pollard, Business Consultant with the Cornwall Business Enterprise Centre. “It is nice to see ongoing investment in our small businesses and the renewed confidence in the networks that support them.”

LOANS FOR AGRI-BUSINESS

The Community Foundation of Kawartha Lakes (CFKL) in partnership with Business Community Development Corporation (BCDC), is pleased to announce a new loan program geared to support local rural agricultural innovators and entrepreneurs in search of new ways to grow, produce, manufacture or distribute good food - from farm to table.

Agriculture is a leading economic driver in Kawartha Lakes, so a thriving rural economy based on agriculture, is closely aligned with the founding inspiration of the Community Foundation of Kawartha Lakes. Start-up family agriculture and effective farm management has been a strong and long-standing tradition in this community for centuries. The goal of this agri-innovation loan program is to encourage and support this tradition to continue and strengthen for years and maybe generations to come.

“The BCDC is proud to partner and collaborate with CFKL in this new and innovative funding program.

These endeavours help to form the backbone of new and exciting economic development initiatives in our region. We are happy to provide funding to assist entrepreneurs in this important business sector. The goal is to ensure we sustain and develop new ideas for innovation and growth in Agriculture and help diversify their business models and grow revenues for the future,” explains Vince Killen , Executive Director, BCDC. With a low-interest social investment fund, this loan program is geared to assist local farmers and

entrepreneurs interested in food services, new products and innovations, providing access to funding which otherwise would not be feasible or available. Loans between $10,000 and $25,000 are being offered with flexible repayment terms and competitive interest rates to ensure this critical funding gap is filled.

“It’s exciting for the Foundation to be able to offer the Agri-Innovation loan program to help Kawartha Lakes’ farmers diversify and innovate. We’re looking for applications from people who have a solid business plan but need some capital to get the idea moving forward,” said Harry Stoddart, CFKL Secretary.

Loan proposals are limited only by the applicant’s imagination. They must be innovative in nature by design, and must be supported by a sound business plan or an intriguing idea with achievable goals and expectations. BETTER CELL SERVICE COMING

Residents in Haliburton, Kawartha Lakes, and Peterborough County will now have more reliable cellular services as a result of Ontario’s $71 million investment. Laurie Scott, MPP for HaliburtonKawartha Lakes-Brock joins the Governments of Canada and Ontario, Eastern Ontario Wardens’ Caucus and the Eastern Ontario Mayors’ Caucus to celebrate the awarding of the Cell Gap Project RFP created by Eastern Ontario Regional Network (EORN). Rogers Communications has been selected as the successful bidder.

“Our government’s investment of $71 million along with the partnership between EORN and Rogers Communications is an exciting step towards improving cellular service,” said Laurie Scott, MPP for Haliburton-Kawartha Lakes-Brock. “Helping our rural economies recover and better connect families through reliable cellular coverage has been my focus and I am thrilled we are able to deliver this great news people have been waiting for.”

“I’m thrilled to hear that this project is underway. At the municipal, regional, provincial

and federal government levels, cell coverage has been acknowledged as a top priority. Many people, including our MPP Laurie Scott, Maryam Monsef, MP and members of the Eastern Ontario Warden’s Caucus (EOWC) have worked tirelessly to secure the funding.

This is a much needed investment in connecting our communities, said Andy Letham, Mayor, City of Kawartha Lakes.

The Cell Gap Project will improve cellular service for residents and businesses across the region by expanding cellular data coverage and capacity to better support the use of smartphone applications for video streaming and file transmission.

Rogers Communications was awarded the project through a bidding process led by the EORN that called upon skilled and experienced telecommunication service providers to submit cost effective proposals.

With a $71 million investment from the Government of Ontario and additional investments from other levels of government and Rogers Communications, the Cell Gap Project is now worth

more than $300 million.

Now, more than 300 new telecommunication sites will be built and over 300 existing sites will be upgraded across the region over the next five years.

EORN anticipates that construction will begin this spring with the project being completed in 2025.

FENELON CONSTRUCTION UPDATE

Downtown Fenelon Falls is currently undergoing a full reconstruction project to replace critical infrastructure such as watermain, storm sewer and sanitary sewer. At the same time, the municipality is taking this opportunity to update and enhance the streetscape, including new sidewalks, curbs, gutters and furnishings.

Coco Paving, the construction company completing the project, brought forward a proposal to bring in a second crew to help speed up construction timelines. The project scope, which originally divided the full road reconstruction into two phases, will be moving forward with a faster schedule. Crews will be completing all underground infrastructure replacement by June 18, 2021, including the concrete curb, sidewalk and base asphalt installations as well.

“We believe this will be a benefit to the community as the new schedule will allow us to open the road to traffic sooner, and in this case, right before the peak summer season,” commented Juan Rojas, Engineering Director for Kawartha Lakes. “We’re looking forward

to offering this popular tourist community a refreshed and more accessible upgraded downtown.”

The remainder of the reconstruction project will still be split into two phases, pausing in June and picking back up again after Labour Day Weekend.

LEX COMES BACK FOR 2021

The Lindsay Agricultural Society (LAS) is pleased to announce that they are planning for the 2021 Lindsay Exhibition to be held in-person, September 18 to 26, 2021.

The new LEX schedule for 2021 distributes the competitions across four additional days to reduce the number of people on the grounds and at the barns at any one time to allow for better physical distancing.

Assuming the Haliburton Kawartha Pine Ridge (HKPR) Health Unit is not in lockdown, the LAS is confident that all competitive aspects of the LEX will be able to be held in-person using comprehensive protocols that have been designed with the health and safety of competitors, officials, visitors, and volunteers in mind. Other LEX favourites such as the WoofJocks, Demolition Derby, midway rides, and grandstand entertainment will also be available, if restrictions allow.

that adheres to all the required COVID-19 safety protocols,” said Lois Batty, DVM, President of the LAS.

MORE MONEY FOR NON-PROFITS

The Ontario government is investing $105 million through the new Community Building Fund to support non-profit tourism, culture, sport and recreation organizations. The funding will be used to help these non-profits recover from the impacts of the COVID-19 pandemic and meet the needs of their communities.

“Since the beginning of the COVID-19 pandemic, our government has been fulfilling a commitment to be there to support those struggling the most,” said Lisa MacLeod, Minister of Heritage, Sport, Tourism and Culture Industries. “Today’s investment is a critical part of our plan to support the economic and social recovery of communities across Ontario. The Community Building Fund is helping organizations whose programs and services enhance the quality of life for Ontarians and support local jobs across the province.”

The fund will be administered by the Ontario Trillium Foundation (OTF) through two program streams: • The $55-million operating funding stream will provide community non-profits with the support they need to help sustain their operations and create new experiences and events - such as trail systems, heritage attractions, winter activities and local sport and recreation programming - that are critical to the economic and social well-being of their communities.

• The $50-million capital funding stream will go to municipalities and non-profit organizations to carry out sport- and recreation-facility infrastructure repairs, including retrofits and rehabilitation to meet COVID-19 public health protocol requirements and local community needs.

“OTF is proud to be delivering the Community Building Fund on behalf of the Ontario government and actively participate in our province’s recovery,” said Katharine Bambrick, CEO, Ontario Trillium Foundation. “This is critical new funding for organizations that will help re-invigorate communities across Ontario.”

The operating stream of the Community Building Fund will open for applications on March 31, 2021, while the fund’s capital stream will open later in 2021.

While seasons change, it’s time for a change for Pam Vaters, owner of Water Street Clothesline.

Pam loved working Water Street Clothesline AKA “The Hoodie Store” and met amazing locals and cottagers over the last 3 years. However, with the family custom screen printing and embroidery plant in Bobcaygeon so busy and hiring because of COVID-19, she is needed to oversee its operations.

“Not knowing if the government would shut us down from one week to the next, we couldn’t commit to hiring staff last year, so working seven days a week and not getting to spend time at the cottage proved just too much,” said Pam. “Our lease expired in February, so our last selling day will be Saturday, April 3. I have, however, signed on again as the Harbor Host for Buckhorn, Bobcaygeon and Fenelon Falls for the AGLCA (Loopers) so I will still be around.”

Peterborough & the Kawarthas Economic Development (PKED) and Kawartha Lakes Economic Development are excited to announce the launch of the refreshed and improved KawarthaChoice.com.

As the latest update of the well-established Kawartha Choice FarmFresh (KCFF) program, KawarthaChoice. com is built to connect consumers and local businesses with the Kawartha Region local food sector.

The KCFF program was created as an economic recovery tool in 2003, to showcase and support local food sector businesses in the Kawartha region, and that support continues today. The COVID-19 pandemic, and its impact on food businesses across the region, has shed a new light on the desire to eat locally. More consumers than ever are looking for ways to discover and support local food businesses. In response, the KCFF program recognized the opportunity to provide residents and businesses with a modernized and interactive platform.

For residents and visitors to the Kawartha region, this is a place to search for and discover sources of specific local foods and engage with farms, food services, restaurants, farmers’ markets, retail stores and agricultural experiences across the region.

For the local agri-food business community the refreshed online platform provides a destination to find current programs, resources and services; KCFF members can keep their public profile up to date, attract visitors and boost their business; they can also connect, share information and learn from one another through a virtual member hub with forums and message boards.

The refreshed platform is part of a larger collaborative project funded in part by the government of Ontario, through the Rural Economic Development program, to specifically address regional needs in recovery from the pandemic.

The three-pronged project also included two training programs for farmers and food entrepreneurs to develop skills in value-added food product development and farm financial and business management. An asset inventory and needs analysis was conducted to better capture the current makeup of the agri-food sector and identify areas of future

economic development work.

SOROPTIMIST AWARDS

Soroptimist International of Kawartha Lakes presented two women with cheques for the ‘Live Your Dream Award’ at their virtual club meeting in February.

Both women have faced barriers to their education goals but with the assistance of the Soroptimist club, have made their education and future dreams more attainable.

Laura Herr was so pleased to receive her firstplace cheque in the amount of $2,000.

She is studying to be an RPN at Sir Sandford Fleming College and plans to continue her studies to become a Registered Nurse.

Second place recipient Ashley Cassells received $1000 and is using her award cheque to help with the costs associated with continuing her education at Georgian College in the Social Service Worker program. Ashley’s plans include obtaining her Bachelor’s Degree in Criminology or Forensic Psychology, or applying to the OPP.

In addition to providing the primary financial support for their families, eligible applicants must be enrolled in, or have been accepted to, a vocational/ skills training program or an undergraduate degree program and must demonstrate financial need. Live Your Dream Award recipients may use the cash award to offset any costs associated with their efforts to attain higher education, such as books, child or dependent care, tuition and transportation.

The on-line application portal is open from August 1 to November 15 each year.

Soroptimist clubs have been economically empowering women with the ‘Live Your Dream’ Awards since 1972. In the fiscal year 2019-2020 Soroptimist International of the Americas (SIA) disbursed more

than $2.8 million in education grants to 1,770 women, many of whom have overcome enormous obstacles including poverty, domestic violence, sexual assault, and drug or alcohol addiction. Since 2012, the Kawartha Lakes Club has awarded 16 women with financial assistance to a total of $17,500. GROVE THEATRE POSTPONES PRODUCTION

After careful consideration, the team at The Grove Theatre has decided to postpone the mainstage production of A Midsummer Night’s Dream, the Musical, initially scheduled for this coming July, until the summer of 2022. In no way does this diminish The Grove Theatre’s utmost commitment to the completion of the stunning open-air amphitheatre or to the launch of the company, but signals our topmost priority: the safety of audiences, artists and the community.

Our aim is to ensure that the venue will be ready and available for use by the creative minds at The Grove Theatre, and by other members of our community, for events more suited to COVID-era restrictions than a major musical. Local bands, artists and community groups have already inquired about how they may animate the amphitheatre in the months to come.

Work on the site to welcome these proposed events will continue into the Spring and Summer.

The construction of a box office, concession stand and technical booth will rise in the Spring. The backstage area will be completed when the snow melts. Accessible paths and parking will be laid when the earth is dry. With the support of the community, The Grove Theatre has accomplished a great feat thus far, but it is vital that the momentum that has built so steadily since this project was first announced is maintained. The continuing generosity of donors, sponsors, volunteers and patrons is essential in the pursuit of The Grove Theatre’s goals.

At its conception, the people of Fenelon Falls asked for a gathering place where residents, cottagers and tourists could come together and celebrate this artistic community. With the support of the Kawartha Lakes area, the team at The Grove Theatre has made this community-led dream a reality. The team wishes

to celebrate everyone’s integral contribution to the immense success of this dream thus far, as the beautiful site continues to develop into a space that will enrich the lives of the community for years to come.

At this point, the grounds have been carefully selected. The trees were minimally cleared and the land carefully shaped. The stage is in place. The Grove Theatre arose from a shared vision in the community: a vision of renewed connection, of rewarding enterprise, of joyful gathering, with all the fun, laughter and spontaneity that have been missing from the community’s lives of late. The show will go on – and The Grove Theatre wants the entire Kawartha Lakes community with us all the way.

The Ontario government is making a historic investment in 80 new long-term care projects including one in Lindsay. These spaces are part of the government’s delivery of 30,000 much-needed longterm care spaces over ten years.

Extendicare Lindsay is being allocated 96 new spaces and 64 upgraded spaces. This project will result in a 160-bed home in Lindsay.

In addition to modernizing the long-term care sector, these projects will help reduce waitlists and end hallway medicine. Province-wide, these investments also support key government priorities, including eliminating three and four bed ward rooms,

creating campuses of care and providing new spaces for Indigenous, Francophone and other cultural community residents.

Kawartha Lakes Health Care Initiative (KLHCI) extends their sincere congratulations and appreciation to Dr. Peter Anderson on the event of his retirement, effective April 1, 2021. KLHCI thanks him for the many years of care that he has provided to his patients.

Computerized Tomography (CT) scanning combines a series of images taken from various angles to create cross-sectional views of a patient’s bones, blood vessels and soft tissues. The Ross Memorial’s CT scanner allows radiologists to confidently diagnose disease and injuries, to provide precise direction for surgeries, and to guide cancer treatments.

At the Ross, the CT team conducts more than 12,000 scans every year.

The RMH Foundation provided $1.25 million toward the almost $1.7 million cost of the kitchen project.

The hospital’s kitchen was part of a $7 million expansion that opened in 1960 and brought the hospital’s bed capacity to 139. While the hospital has grown significantly since then, the kitchen has only seen minor upgrades over the years. This is where the Nutrition Services team prepares approximately 400 inpatient meals every day.

With funding from the RMH Foundation, construction began in the kitchen one year ago and was completed in phases to allow for continued food

preparation for patients. Work included replacing and relocating the vast exhaust hood system with a state-of-the-art system, a new kitchen layout to improve workflow and accommodate new work areas including a hot food preparation area. The kitchen features modern flooring and ceiling materials that are IPAC (Infection Prevention and Control) approved , and a new hand-wash station.

“At the Ross, we believe that food is medicine.

Healthy meals help our patients gain their strength and recover from injury or illness,” said Kelly Isfan, RMH President and CEO. “People in the community may never see the hospital’s kitchen, but the work that happens there plays a big role in their care. I’m proud of our Nutrition Services team for persevering during this

FLOOD WATCH IN EFFECT Otonabee Region Conservation Authority has issued a flood watch (March 25, 2021) for all waterbodies/watercourses in the Otonabee Region watershed including the City of Kawartha Lakes.

A FLOOD WATCH is issued to alert municipalities and residents that flood conditions are a possibility.

Unseasonably warm and dry weather is thawing the ground and releasing a significant potion of the snowpack in the area north of the Kawartha Lakes (i.e., Haliburton Lakes/ Reservoir Lakes Region). This is important to Otonabee Conservation’s Flood Forecasting and Warning (FFW) program because northern waterbodies/watercourses are hydrologically connected to the Kawartha Lakes, Otonabee River, Rice Lake and Trent River (i.e., Trent-Severn Waterway). As a result of inflows from the north, we are currently seeing rising water levels/flows on the Trent-Severn Waterway (TSW).

In the Otonabee Region watershed, we have also been experiencing unseasonably warm and dry weather, which has melted the snowpack and thawed the ground. As a result, we are currently experiencing high water levels/flows in the Ouse River, Indian River and Otonabee River watersheds, but no flooding concerns.

However, starting tonight, an intense Texas Low will migrate into the Region,

raising flooding concerns. This low-pressure system, which brought widespread flooding to the USA, is expected to deliver 20-30 millimeters (mm) of rain before shifting eastward on Friday, March 26th. The rain is expected to aggressively increase the inflows to the Kawartha Lakes, causing water levels on the Kawartha Lakes to increase, rapidly.

Accompanying the Texas Low will be 30-50 kilometers per hour winds and the possibility of thunderstorms.

Increasing water levels and strong winds will combine to cause the already weak ice cover on the Kawartha Lakes to break-up which could translate to ice damage and ice/ debris jamming around water control/water conveyance structures. If thunderstorms occur, localized rainfall amounts of 40 to 50 mm could be realized, which is sufficient to cause localized flooding, especially where drainage is poor. Another dosing of rain will begin on Saturday and continue into Sunday, delivering a total of approximately 10 mm over the 2 days. St. Andrew’s Presbyterian Church is pleased again to be offering outdoor Church Services Starting March 28th at 10 a.m. till about 11 a.m.

Due to the Cov’d you must stay in your cars and sorry access to the church building is forbidden at this time The church agenda will be available at the front door on Saturday and Sunday or may be obtained from the Members passing them out on Sunday.

Donations to the church are greatly appreciated and will be collected on your exit from the service .
