I live in Bobcaygeon and use a scooter. On Thursday, September 19, my scooter battery died and left me stuck, close to the bottom of Reid St., which is fairly steep. I wish to sincerely thank the two young men who pushed it home for me. It was a tremendous help, as I could not have done it by myself. Thank you so much. R. Faulkner, Bobcaygeon

Roundabout

I enjoyed the article from R. Preston about the traffic bottleneck in Fenelon Falls. The four-way stop would be a workable solution. A more efficient traffic control would be a roundabout. These have been used for centuries in Shelley Bertram Fallis

Europe and in other Canadian cities. There already is one in Fenelon Falls by the arena/community centre. If drivers understand how to use a traffic circle, the flow of traffic never has to stop. Just follow the arrows and yield to traffic already in the circle. There should not be too steep a learning curve, since many drivers already do rolling stops. R. Petty, Lindsay

Road Woes

Just an observation, but I’ve been wondering if the residents of Rokerby have all decided not to pay their municipal taxes. If not maybe they should. The conditions of Duke and Joseph Streets in particular are atrocious. I am referring to the potholes and patches that plague these streets. Year after year they get worse and nothing gets done where other parts of the CoKL get improvement. What’s the deal, has the city forgotten them? Being a thoroughfare to and from other parts of “the city” one would think it would be an consideration. Anyway, as I dodge the holes and lumps on this route, it just makes me wonder why. WATER FEES APPROVED

At the September 24 City of Kawartha Lakes Council meeting, Council adopted changes to the “Mandatory Connection By-Law.” This issue has been circling Council for months. Essentially, properties within servicing boundaries, that are not currently connected to municipal water or wastewater, are charged fixed rate fees by the City. Council had previously lessened the bylaw requirements for these residents to connect to municipal services, allowing them to wait until such time as their drinking water well and/or septic system fails. In the interim, they were subject to fixed rate fees to help maintain the infrastructure until such time as they were required to connect. Now, Council has voted to reduce these fees to $200 per year per service, to be billed quarterly beginning January 1, 2020. Why should those not using municipal water and wastewater have to pay a fee? Mayor Letham said, “We have many examples of services that are paid for by residents and not actually used: everyone pays for roads and not everyone drives, we all pay for arenas and not everyone uses them, people without children still pay school board taxes. We can’t do selective taxing. We can’t offer the water/wastewater service without the fees to support it. This is compromise that will provide relief, but will also help to maintain the water and wastewater system.” There are currently 134 properties that meet the criteria for mandatory connection.

UPDATED NOISE BY-LAW

During the regular Council meeting on September 24, Council approved an updated Noise By-Law, with new processes and administrative measures for better noise regulation and customer service. The new Noise By-Law considers feedback from over 1,000 respondents to the Noise Survey conducted earlier this year. While the majority of the terms in the Noise By-Law remain unchanged, its processes have been updated to reflect requests from the public, Council and municipal staff. Key amendments to the by-law include: * Exemption requests will now be reviewed and approved by Municipal Law Enforcement, rather than Council, for faster turnaround times (excluding multiday requests, which will still be directed to Council). * For greater convenience, residents will soon be able to apply for exemptions online. * Voices, instruments and other amplified sounds have received a two-hour extension. They will now be restricted between 11pm and 11am. For more information, please call the Municipal Law Enforcement Office at 705-324-9411 ext. 1212.

Federal Election coverage A FULL SLATE OF CANDIDATES

The voters of Haliburton-Kawartha Lakes-Brock will not be able to complain about lack of choice for the upcoming federal election. Six candidates have registered so far to contest the riding. What follows is a thumbnail sketch of each of the candidates and what they believe is important in the upcoming vote. Gene Balfour – People’s Party of Canada Balfour, a Fenelon Falls resident, is a committed libertarian who has found a new home in the People’s Party of disaffected former Conservative Maxime Bernier. Balfour ran for the Libertarian Party in the last provincial election and found that Bernier’s new party championed the reduction in size, scope and cost of government that he very much supported. The People’s Party is also the party of climate change deniers from the leader on down to many of the candidates, and those views are widely held by many People’s Party supporters. Many political observers across Canada are watching to see if Bernier’s nascent movement has any significant impact on the electability of the Conservative Party led by Andrew Scheer. Grant Dewar – None of the Above Party Dewar, who ran provincially for the None of the Above Party in the Napanee area in 2018, is championing a movement that can likely trace its roots back to the beginnings of the Reform Party of Preston Manning. The party passionately believes in government by referendum, recall by voters of local members of parliament who do not do their bidding, and real electoral reform that sees the end of the party system with members of parliament directly responsible to the voters who sent them to Ottawa. The None of the Above Party believes in the end of political parties and with people being truly and directly represented by their elected members. Barbara Doyle – New Democratic Party of Canada Doyle, from Lindsay, has been actively campaigning since February 2019. She will focus on a platform that fights for change and progress in areas of affordable housing, universal pharmacare, justice reforms, skilled trades training, and movement on climate policies that include fighting for an aggressive

transition to green alternatives and moving away from carbon-intensive industries. Judith Forbes – Liberal Party of Canada Forbes, from Beaverton, has had to hit the ground running as she was only nominated in June. Forbes will be campaigning on a message of “positive politics” as the Liberals are hoping the election does not degenerate into the kind of mudslinging seen in the Ontario provincial vote of 2018. Liberal campaign planks such as more accessible childcare, support for entrepreneur and business owners, growing the middle class, a Canadian Child Benefit and combating plastic pollution and manmade climate change will be front and centre in Forbes’ campaign. Elizabeth Fraser – Green Party of Canada Fraser, from Bethany, will be championing the Greens’ strong environmental platform. The Greens will also be actively campaigning on significant investments in small business, fostering vibrant municipalities and enhancing employment opportunities for all. Fraser is also a champion for women becoming involved in the political process and is hopeful that this will become an issue of discussion too.

Jamie Schmale – Conservative Party of Canada Schmale, from Bobcaygeon, is hoping to be reelected as member for this area. Schmale will be focusing on “pocketbook” issues like taxation, the government deficit and spending, and the elimination of the Liberal Carbon Tax. Schmale hopes that the Conservative platform will appeal to the farmers and small town business owners who make up a significant proportion of the local electorate. The Conservatives will also be suggesting that the Liberals are unduly corrupt and cannot be trusted with a second term. Candidates of all stripes have let it be known that they are looking forward to the multitude of allcandidates meetings that are planned for the riding over the next few weeks. Don’t be afraid to ask a question if possible so you can better understand what these potential members of parliament are promising. The best protection that democracy has is an informed voter. It is up to you to become one.

The show will be open Saturday, October 12 from 10am to 5pm; Sunday, October 13 from 10am to 5pm; and Monday, October 14 from 10am to 3pm. General admission is $5 with children 12 and under admitted for free. There is ample free parking available and a free shuttle bus runs continuously from the upper parking lot to the show. The entire show is under cover, so regardless of the weather, you can browse in comfort.

The Council is looking forward to the first MusicAlive concert on November 2. A few more details to deal with and everything will be ready. Ken Lavigne is bringing a band to back him up, making his performance even more entertaining. Ken names his new show, “3 knights with a tenor”, and features music from Sir Andrew Lloyd Webber, Sir Paul McCartney, Sir Elton John. It also includes some of Ken’s own songs – he’s the tenor. Mark your calendar for Saturday, November 2 at 7:30pm at Trinity United Church on William Street in Bobcaygeon. Refreshments will be on hand after the concert when you will be able to mingle with friends, Music Council members and the entertainers.

I hate to say it, but the colder weather and snow are coming. According to The Farmer’s Almanac (and they are never wrong), winter temperatures, precipitation, and snowfall will be above normal. The coldest periods will be in mid- to late November, January, early and mid- to late February, and early March. The snowiest periods will be in early and mid-December, mid- to late January, mid-February, and early March. April and May will be warmer than normal, with precipitation above normal in the east. Here are a few tips to get your home ready for the onslaught of winter, no matter what it really brings. Check your home heating system Now is the time to schedule a service call for your furnace or other heating system. Change the filters, at least, say the experts. If you’ve got baseboard heaters that have been off all summer, make sure they are clean and clear of flammables. If you heat with a woodstove, make sure the chimney’s cleaned out and you’ve got a good supply of wood on hand. Check your drainage Take a walk around the house to check your downspouts. Make sure the water has a clear path away from the house. Your local hardware store has extensions and other products that can help with that.

Clean your gutters It’s important to make sure water can escape through your gutter system without backing up. So once the leaves have dropped, it’s time to clean the gutters around your roof. Now is also a good time for a gutter inspection to make sure they’re in good shape. Drain outside faucets If you’ve ever forgotten to drain your outside water faucet and suffered a broken pipe, you will remember to do it this time. You can simply shut off the water valve to your outside spigot, then open the outside tap to drain the water from the hose and line. Leave the water shut off until you’re ready to fire it up in the spring. Check your trees Take a walk around your property and look up. Make sure your trees are healthy, especially those that could fall on your home or your neighbour’s home. Unlike hearing aids, which use microphones to amplify sound, cochlear implants use electrical pulses to stimulate the auditory nerve directly, thus compensating for a damaged inner ear. These implants do not restore hearing, but they do give severely hearing-impaired patients the ability to perceive sound. Cochlear implants are made up of two pieces: an external piece that fits over the ear and uses a microphone to capture sound and a processor to translate it, and the internal implant that receives the translation and sends it on to the brain via the auditory nerve. Cochlear implants can be quite helpful to people of any age who find little to no benefit from hearing aids. Children with a hearing loss young as 12 months old may be eligible for a cochlear implant. Experts recommend implantation as early as possible to expose children to sounds during the critical period of language acquisition. When a hearing loss causes diminished communication in your or a family member’s life, it’s time to rediscover the benefits of healthy hearing. PULLING FOR DEMENTIA

The 5th anniversary of the Alzheimer Society of Peterborough, Kawartha Lakes, Northumberland and Haliburton’s Pulling for Dementia Firetruck Pull event raised $34,000 at the Memorial Centre recently. There were 13 teams from businesses around the area competing to see who could pull a 44,000 lb fire truck the fastest. The firetruck was generously donated for the day by Safe Lane Fire Truck Driver Training in Lindsay. While many teams proved their mettle during the day, it was the Minds in Motion team made up of clients who stole the show. The team members met through their participation in the Alzheimer Society’s successful Minds in Motion program. They joined the event in a symbolic show of strength and perseverance by people living with dementia. “This is what it’s all about,” says Jen Johnstone, the event organizer, “People living with dementia are incredibly strong and resilient, and the Minds in Motion team demonstrated that in a beautiful way.” The Alzheimer Society of Peterborough, Kawartha Lakes, Northumberland and Haliburton also would like to thank the main sponsors of the event, LLF Lawyers LPP and Jack McGee Chevrolet for their continued support of the event.
