What a couple of treasures Bobcaygeon has in Kawartha Settlers’ Village, and the Bobcaygeon Music Council.

I was up at Settlers’ Village last week to check out the week-long Summer Music Camp the council has been putting on for five years now.

Every year gets bigger and better.

This year there were a record 61 students, with a full complement of professional musicians as teachers, and all under the capable direction of retired music teacher, Bev Tombler (Toronto’s loss is Bobcaygeon’s gain).

Students from Grades 5 and up were studying flute, oboe, clarinet, saxophone, trumpet, French horn, The Promoter is a local, independently owned and operated trombone, baritone horn, percussion/ news magazine. They were working hard. But they were clearly having fun too.

“I’ve seen kids come in angry and abusive,” says Bev. “They get into the music, and they become a different person.”

Watching her put the jazz band through its paces last week— knowing just when to push harder, and when to offer a word of gentle encouragement—I could see that young people are her passion.

But what a beautiful venue the camp has in Settler’s Village.

I remember when folks were just starting to develop it—and now that I’m back “home,” I’m totally smitten with how it has become such a beautiful place. It brings people together, and local settler history alive.

Best of all, it’s a wonderful location for other community events, including Emma and Stephanie’s upcoming “Fun For Food” carnival (page 30), and Driftwood Theatre’s upcoming Hamlet (page 32).

Of course, the real treasures here are the hundreds of hard-working volunteers who made these things happen. And so many other volunteers have worked together to create so many other communal treasures: the food bank, the fair, fiddle contest, farmers market, museum, Boyd Gallery, scouts and guides, many sports groups, churches….

Geese get lost

I just got back from a walk down to Garnet Graham Park in Fenelon Falls for a swim with my husband and two young sons. What should have been a night to remember, turned into a night I would like to forget.

We rode our bikes up onto the grass/picnic area, which was COVERED in geese feces. You could barely walk an inch without coming across a large pile of disgusting geese poop.

The beach was posted, deemed too dangerous to swim, due to high levels of bacteria in the water.

This beach has already been posted for weeks, and the summer has just begun.

Should this beautiful beach and park not be a top priority for the City Of Kawartha Lakes to keep clean and maintain? Is there not something that can be done to deter these geese and keep them off the beach and grass area?

This is a HUGE problem which affects not only the locals living in the area, but will also affect the tourism dollars brought into Fenelon Falls.

up, how about getting a few dump loads of sand brought in to “freshen” up the beach? So much money, time and effort was spent on adding new boat slips and docking at the locks in Fenelon, why shouldn’t the same effort, time and money be spent on our public beach?

If we can’t enjoy our beautiful lakes that we are so blessed to have, we might as well change our name to “City of Kawartha.” Because our lakes are all posted, closed and downright dangerous to swim in.

What a team

On July 7, my husband, John Tremblay, made a presentation to the City of Kawartha Lakes Council regarding the recommendation from Craig Shanks and company that selling the Bobcaygeon trailer park was the best of the five options stated in his report, and the most beneficial to the city.

John reminded council that according to the CKL official plans, parkland should be preserved and enhanced, not sold. He quoted several passages from both plans supporting this view.

He also compared the Old Mill Park in Lindsay with the Bobcaygeon Park, emphasizing the fact that no such recommendation pertaining to selling was made in the case of Lindsay’s Old Mill Park. “Why the disparity here?” he asked.

Following his presentation, Ward 7 Councillor Brian Junkin, to his credit, moved that in light of my husband’s well-researched information, the recommendation about selling the Bobcaygeon park should be removed. Ward 13 Councillor Kathleen Seymour-Fagan seconded his motion.

However, on second thought, she made her own motion to do an economic impact study instead.

As she seemed unsure how to word her motion, Mayor Andy Letham eagerly assisted her with the wording.

In my opinion, her motion basically nullified Junkin’s motion. In a show of solidarity, following the confusing chit-chat between Seymour-Fagan and Letham, Junkin seconded her motion, unknowingly I assume, cancelling his own motion.

The result is the sale of half of Bobcaygeon Beach Park is a very definite possibility. Our local population is increasing and we need to retain all the parkland we presently own.

CKL needs to sharpen its pencil

Mayor Letham and, I presume, Kawartha Lakes Council in general, have suggested four strategies for dealing with the financial chaos, budgetary madness, and mounting burden of our municipal government. The options are: 1. We can add to the tax increases each year.

Preposterous. Any private organization that arbitrarily increased the price of its products would

go out of business. That should be the real fate of CKL. 2. We can increase the debt ceiling. Preposterous.

Debt is not a fiscal option for taxpayers, nor for their servants. Debt unravelled the United States housing market. It has, or soon will, unravel the European Union. In the real world, CKL, with a $62 million debt on a budget of $200 million (31 percent), and a debt-servicing cost of $9 million, would be in receivership.

3. We can increase user fees. That is possible except that people already find the fees too high. When people decide to economize, and make do with bread, then the income from cake sales drops to zero.

4. We can reduce the services offered. Reducing services by reducing staff is possible, but very difficult with the gold-plated collective bargaining contract. The result would be more underemployed city staff. In any case the people might well say: “What services?”

Organizations that must survive in the real world have few choices. a) They reduce staff. b) They increase efficiency. c) They claw back salaries, and benefits. d) They do all their work in-house—no consultants. e) They degrade job-level designations. f) The bosses are bosses, not buddies. g) The bottom line is the only truth.

So this is what must be done: 1) Freeze all salaries, and benefits, until they match the lowest 25 percent of employees in the public sector. They would still enjoy far greater security.

2) Reassign titles to reflect the actual job done. Engineering project managers get about $85,000 in the private sector. We pay $150,000.

3) Do not replace employees.

Reassign, and retrain, existing ones.

4) Establish performance goals

5) Improve efficiency by breaking down the groupie approach. Last winter the snowplow pushed a large pile of pebbles onto my lawn.

It took two white trucks, a large yellow TLB, and three CKL men, to remove much of the mess. My pebbles were confiscated by CKL. Then I finished the job myself, which was not so finger picking good. My neighbour employed one person to do a much better job, at about one-tenth the cost to taxpayers—which was probably about $500. In CKL it really does

take three workers to change a light bulb.

6) Establish costs for every activity, from cleaning drains to typing letters. Then require that proper planning, constant quantitative supervision, improved efficiency, better deployment of manpower, and greater effort, reduces those cost.

All publicly funded organizations believe their revenues come from a bottomless pit of taxpayers’ dollars. This must change. They must start—as we all do—with: “How much do we have?” Then they must budget accordingly.

The maximum that CKL has in its budget should be what we, the taxpayers, are prepared to put there. Not what they decide we must put there. Municipal taxes must be kept in line with all our other expenses: food, heating, transportation, rent, and so on.

CKL must pass a bylaw that limits the annual increase in taxes to two-thirds of the Consumer Price Index. That is because we pay the municipal taxes with real dollars; that is the amount left after federal and provincial taxes.

In order to give CKL $4,000 in real money we must earn $5,200.

CKL must pass a bylaw that forces them to pay $7 million off the debt each year. That should eliminate the debt in about ten years. Then the city, like the rest of us, must make do with what is left; and not a penny more. It must be a condition of employment that all department heads keep within their budget.

There must be a concerted effort to steadily reduce the bureaucracy, and the work force.

Get projects done through the process of competitive bidding by qualified contractors.

I watched this being done

by Verulum township council when working on the extensive roadworks near Ancona Point.

Their process was a masterpiece of sensible administration compared to the Little Bob bridge fiasco on Municipal Road 24. It only requires common sense, a bit of experience, and pinchpenny attitude.

Verulum councillors spent money very carefully, as if it came from their own pockets. It does not need a plethora of high-priced intermediaries to ask the right questions, and get the necessary guarantees.

Running a municipality is not rocket science. At CKL it is not a science of any kind.

It is time to sharpen the pencil, time to take tough decisions.

Nice work—and we got it

Front, Helen and Ann Streets in Bobcaygeon experienced three months of traffic and business interruption this spring while Coco Paving undertook a city contract worth more than $1.2 million. The work included installing storm drainage pipe, reprofiling streets and sidewalks, replacing sidewalks, and asphalting parking areas and roads.

The contract was completed on schedule on June 30 with some minor issues being resolved.

The undersigned businesses would like to express their thanks to Coco Paving Ltd. They minimized the interruption to the clients of the businesses, and the contractors paid care and attention to personal requests for consideration for particular issues.

Of particular importance was the contract stipulation that roads and access be guaranteed to pedestrians and traffic from noon on Fridays to 7 am on Mondays.

Special thanks also to the city project engineer, Corby Purdy, and daily monitoring inspector Mike De Pinto for addressing minor design and construction issues. Of special interest was the interim reconstruction of the city boat ramp off Ann and Front Streets. This would not have happened without the timely co-operation of the Trent Severn Waterway, and the city’s Parks and Recreation and Capital Works departments, plus the intercession of local Councillor Brian Junkin.

We understand that the next phase will be undertaken in 2016 on Helen and Main Streets.

THE PURPOSE OF THIS MEETING is to present and consider endorsement of Secondary Plans for the urban settlement areas of Bobcaygeon and Lindsay together with mapping modifications to the General Amendment to the City of Kawartha Lakes Official Plan. If the Secondary Plans and mapping modifications to the General Amendment are endorsed by Council, it is intended that the endorsed Secondary Plans and mapping modifications to the General Amendment be referred to the Ontario Municipal Board for consolidation with the Hearing of the outstanding appeals of the City of Kawartha Lakes Official Plan. The updated land use policies and schedules will provide guidance and direction in the management of land and the environment within the urban settlement areas of Bobcaygeon and Lindsay.

THE PURPOSE OF THESE AMENDMENTS is to: 1. Further to the endorsement of the General Amendment by Council on July 7, 2015, introduce mapping modifications based on direction from Council to the General Amendment that amends the City of Kawartha Lakes Official Plan regarding the urban settlement area boundary of Bobcaygeon; 2.

Further to the Public Meeting held on May 27, 2015, introduce policy revisions to the Secondary Plans as considered at the May 27, 2015 Public Meeting based on direction from Council for the urban settlement areas of Bobcaygeon and Lindsay in the City of Kawartha Lakes Official Plan.

The Bobcaygeon Secondary Plan would be revised to consider: • an amendment to change the highway commercial designation to the employment designation on lands in the East Street North and Main Street area of Bobcaygeon; and, • a settlement boundary expansion to include the Comhold Investments lands in the southeast portion of Bobcaygeon for residential uses.

The Lindsay Secondary Plan would be revised to consider an amendment to add retail commercial uses to the Mixed-Use Gateway land use designation contained within the Special Policy #2 (Gateway Area) to be considered for the Bromont Homes lands located at the northeast corner of Lindsay Street and Highway 7; and,

Repeal the Town of Lindsay Official Plan, Township of Ops Official Plan, and the County of Victoria Official Plan for Bobcaygeon and replace these areas with Secondary Plans that reflect current planning policy.

The General Amendment and two Secondary Plans have been prepared to meet a number of key Provincial and local policies, including the 2014 Provincial Policy Statement, the Growth Plan for the Greater Golden Horseshoe, and the City of Kawartha Lakes Official Plan.

City Hall Trent Lakes acts to keep bears and summer residents apart

Trent Lakes will now be closing the Crystal Lake Transfer Station to the public when bears are present.

It’s one of several actions the municipality has taken after the Ministry of Environment and Climate Change (MOECC) said it needs to keep summer residents and bears apart.

Allowing people to enjoy an evening or early morning viewing of bear activity at our local garbage dumps (transfer stations, landfills) is unsafe and a possible legal liability, the ministry told Trent Lakes after a June 22 inspection of the Crystal Lake site.

“People don’t seem to realize that bears (hunting for food at dumps) are wild animals,” said Trent Lakes CAO Lois O’Neill-Jackson in a report to council.

She added that “should a bear be present at any site, especially in the area of the garbage bins, and it cannot be encouraged to leave using the paintball gun, air horns or bear bangers, staff have been instructed to close the site until such time as the bear leaves the site. It is recognized that this may create an inconvenience, but the safety of the staff and the general public using the site is to be the first priority.”

A similar protocol has not yet been implemented at the other transfer stations, however, O’NeillJackson recommended that it should be.

In response to the ministry, the municipality has also: • Removed factors that may be encouraging bears to come to the site, such as giving access to garbage bins with ladders; • Contacted the Ministry of Natural Resources and Forestry about culling nuisance bears when necessary;

• Purchased an air cannon, which generates a random boom noise (used by farmers to keep bears and birds off crops); • Ordered bear bangers (looks like a flare, sounds like a gunshot) to be distributed to the Buckhorn, Cavendish and Crystal Lake sites as soon as they arrive;

Municipal staff will continue distributing air horns, paintball guns, paintballs, etc., for attendants to scare bears from the sites, and will work with the hauling contractor to develop better bin lids, and expects to have them in place by years end.

The MOECC expressed concern that site attendants might be encouraging bears to come to the site by giving them access to garbage bins with ladders. O’Neill-Jackson reported that the ladders are only there to help the bears exit half-full bins after hours—so staff don’t return the next morning to find an upset bear stuck in a bin.

No current actions are completely effective at keeping bears from the site, she added. And the MOECC recognizes that fixing the bear problem at the transfer station may take a number of months.

Bears, like humans, are stubborn and determined creatures, especially when it comes to easy food pickings. Forest-based transfer stations are right in the heart of bear habitat.

Perhaps it’s time to learn from other places like Banff National Park town where money is spent on bear proof bins and people are educated on how to properly deal with waste materials.

Hydro electric project in the works at Buckhorn dam

A proposed hydroelectric project at the Buckhorn dam has area residents and business people raising concerns about construction noise and timing of the project, and about both the short- and long-term impact on tourism and resorts around the dam.

They raised the issues at a public meeting at the Buckhorn Community Centre on July 16.

Trent Lakes council had already heard a presentation about the project on July 14 from Mike Owen, Director of Project and Risk Management at Peterborough Utilities Inc.

He told council that Peterborough Utilities wants to install a $2.5 million, low-head turbine generator at the Buckhorn dam near the Trent Severn lock. The turbine would generate 1.5 to 2.5 megawatts of electricity.

Peterborough Utilities Inc. has a deadline of Sept. 1 to get all stakeholders onboard in support of its Buckhorn Hydro Project proposal.

Owen said that once it is completed the project will be almost invisible to the general public. This is certainly the case with a similar-sized generation project that was installed at Fenelon Falls a couple of decades ago.

In addition to clean, secure, reliable electricity, said Owen, the hydroelectric installation will generate local jobs and municipal revenue.

Trent Lakes can invest up to 10 percent in PUI’s project or choose not to invest at this time. A 10 percent investment would range from $375,000 to $600,000 with a minimum internal rate of 12 percent return on that money.

Council will inform PUI at its August 11 meeting whether the project has municipal support.

Trent Lakes Mayor Bev Matthews used the “shot gun effect” at the July 14 council meeting to blast a few citizens who are abusing municipal staff at landfill sites, and in the municipal office.

The mayor said this poor behaviour of swearing at staff and a sense of entitlement over employees would stop now.

“Treat our staff with respect,” she fumed. “If you don’t, you’ll be dealt with.”

It seems a few people have abused the goodwill of the reuse stations at landfills by taking everything and then bringing back what they don’t sell. Then yelling and swearing at staff who question their actions.

As well, office staff have been taking verbal abuse from citizens when they don’t get the answers they want immediately.

The mayor wants everyone to understand there is a code of decency posted in the office and council chamber which states clearly how to conduct oneself when there.

“We are not going to take it (this bullying).”

She said. And it appears she means it.

Verulam Water Tower to get a makeover

Kawartha Lakes Council has approved a $450,000 tender to rehabilitate the interior and exterior of the Verulam Water Tower.

A tower inspection showed several problems in the coating on the interior of the tank, which could accelerate corrosion of the exposed steel.

The exterior paint has also started deteriorating and even peeling on many areas of the tower.

The Verulam Water Tower, at the Corner of Verulam Road and Colborne Street East, is important to the delivery of safe drinking water in Lindsay.

Work should begin in early August and be completed by Nov. 30.

OPP in Trent Lakes get tough with aggregate haulers

Last week they stopped 71 trucks and found many infractions to the Highway Traffic Act. Police response included issuing a three-day suspension, and laying charges for having no licence, insecure loads, and no log book.

The mayor stressed that people are very concerned with the dangers these heavy trucks pose to local traffic, and said she will encourage the OPP to continue this inspection blitz.

In the absence of any real information, rumours are flying around Bobcaygeon nearly a week after man was killed on Fall’s Bay Road in the early morning of July 15.

At press time, the Ontario Provincial Police would only confirm that a homeowner on Fall’s Bay Road “encountered an apparent armed intruder in his residence and after a brief interaction, the intruder was dead.” The police arrived at 4:20 am on Wednesday, July 15.

They also identified the dead man as 43year old Robert Leslie Martin, formerly of Spruce Grove, Alberta, and said that a vehicle connected with the death had been found near Kushog Lake, south of Carnarvon.

A neighbour and an employee at McGregor Sportsline have both confirmed that the homeowner is Paul McGregor, who also owns the McGregor Sportsline snowmobile business at the southern edge of Bobcaygeon, and that he lives on Fall’s Bay Road with his wife and young son.

Understandably, Mr. McGregor was unavailable to provide any more information or comment.

To date, police have not laid any charges. Nor have they said whether or not they are treating the death as a homicide

The rest is wild speculation. As one neighbour put it, “there are a million rumours flying around.”

Among them: • McGregor had been previously threatened, and was ready for the intruder; • Martin broke in by smashing the glass on a patio door, and was shot to death; • Martin was a former employee of McGregor, and had mental health issues • There was a bomb threat (police closed Fall’s Bay Road, and Highway 35 near Lake Kushog for nearly 12 hours).

Police also intimated they would be releasing more information in the next few days.

New Caygeon booster group up and at ‘em

Waterfront improvements, marketing, beautification, and event promotion—all aimed at driving year-round economic growth—are high on the agenda of Bobcaygeon’s new Impact 32 steering committee.

The volunteer group evolved out of a 2013 effort that raised funds to build 180 feet of extra docking in the village’s Lock 32 canal area.

The aim is to use the town’s prime tourist location on the Trent Severn, significant business and community assets, and natural resources, to promote growth across all economic sectors. It will identify, co-ordinate and assist with communitybased initiatives, funding, and promotional opportunities such as waterfront improvements, marketing, beautification, and events.

While still seeking funds to add more docking, Impact 32 is also developing a marketing plan, planning further events, and preparing a community survey to distribute in early August.

The survey will assess public opinion about the future of the Bobcaygeon Beach Trailer Park, which is currently being evaluated by the Kawartha Lakes City Council as part of the municipal core services review.

Impact 32 welcomes as members, individuals

or groups with ideas and a willingness to work toward improving the prosperity of Bobcaygeon.

Current members include Michele Dames, Louise Lavere, Maureen Lytle, Shahzil Mohammed, Carly Poole, and David Poole.

Additional volunteers on the dock committee are Dave Adams, David Kennedy, Brian Peterkin, Penny Waghorne, Mark Waghorne, and Jill Quast.

Ward 13 Councillor Kathleen Seymour-Fagan serves in an advisory capacity.

Impact 32 has received support from the Kawartha Lakes Community Futures Development Corporation, and co-operates with the Kawartha Lakes Tourism and Economic Development offices.

Did you know that Bobcaygeon’s Midnight Madness regularly draws up to 10,000 participants from among the local residents, tourists, and surrounding cottagers?

This year promises to be extra special as the annual, mid-summer event is celebrating its 25th birthday.

There is something for everybody at Midnight Madness.

The little ones can enjoy a bouncy castle, located at Manley Motors on King Street.

Our famous Bungee Run is a great challenge for the teens, and the colossal, rock-climbing wall is an invitation for everyone who wants to test his or her strength.

All rides are reasonably priced, which helps pay to have them at the event.

Bolton Street will be closed to automobile traffic for the event, while pedestrians take over from 7 pm right through to midnight.

quickly driven off to the local Legion for an open reception from 3 to 6 pm.

Mike, who is married to a real Coboconkian and has a cottage on Indian Point, said “It is a real honour to win the Stanley Cup with the Chicago Blackhawks, and I wanted to celebrate the excitement with as many people as possible around the Coboconk area.”

Over 400 attended the reception at the local Legion at Hwy 48/35, where the Lions Club provided support to run the raffles and 50/50 draw, and to welcome people at the door.

Everyone was able to get a picture of themselves and their families with Mike Kitchen and the Stanley Cup, and it was great to see the smiles on their faces.

This is the third Stanley Cup win for the Chicago Blackhawks within five years and the second time Mike Kitchen has had the cup in Coboconk. Big thanks to Mike and his family for all this excitement and fun and we wish you and the Chicago Blackhawks more success in the future.

Demo derby highlights Norland Summer Festival

Sunday’s Demolition Derby was a July 10 weekend highlight, when Norland’s ninth annual Summer Festival made the little northern community the place to be.

The festival, which is organized for the people of Norland and surrounding area, went “very well,” said Barbara Chynoweth of the Festival Committee.

“People seemed to really enjoy themselves,” she added, “especially at the Demolition Derby on Sunday.”

Tournaments galore were the main features, including poker, euchre, mixed lob ball, and horseshoes. There was also a poker Run, bouncy castles, a balloon twister and a beef dinner and loonie auction.

“With an estimated turnout of 500 people, the event was a huge success,” added Barbara. “Next year will be the 10th anniversary of the festival and we are hoping to do more great things.”

New gallery brings a taste of Africa

Entrepreneur Kingsley Malcolm’s new jointventure, art studio has brought a taste of Africa to the heart of Coboconk, and it’s making a stir on the streets.

The new art gallery, Abantu Art, which opened six weeks ago, is located in the old general store beside the new Chamber office and Kingsley’s Fire On The Rock store.

Featured artist Yvan Leclerc is a partner with Malcolm in the gallery. He was born in Namibia but lived all his life in South Africa. The gallery includes many of Yvan’s own unique steel animal sculptures as well as beautiful stone sculptures he imports from Zimbabwe.

“Opening an art gallery in Coboconk is very exciting to me, this is my first gallery and I’m hoping that people will really appreciate and love the art,” said Yvan.

Yvan came to Canada in 2002 when he and his wife wanted to start a family. With the political unrest in South Africa at the time, Canada seemed like the best option.

Making it a family affair, Yvan has introduced his two children Keyan and Nadia to art by having them help polish the stones used in the different pieces.

The gallery is filled with magnificient works of art and is an excellent addition to the community.

How to win converts to pickleball

This year, the $500 Fenelon Falls Pickleball Award—donated by the Fenelon Falls Pickleball Association (with many participants from the Coboconk area)—went to a young man who had never heard of the sport before.

In presenting the award to Coby-native Brady Nicholson—a graduate who is pursuing postsecondary education in active living—the Pickleball Association’s Alfie Peneycad asked the young man if he knew what pickleball was.

“I haven’t got a clue,” he responded with a smile and a shake of his head.

A graduate of Fenelon Falls Secondary School, Brady, 18, is heading off to Sudbury’s Laurention University in September to begin studies in the Sports and Physical Education Program.

QUESTION: The Trent-Severn Waterway is vital to the economic health of this region. What is your response to the four-point advocacy campaign recently launched by the TSW Working Group?

1. Support full funding for infrastructure maintenance and upgrades; 2. Recognize the TSW as a significant economic development opportunity; 3. Devolve operations, control and financing of the TSW to those who live and work in the region; and 4. Promote the TSW as an economic priority in caucus and Parliament.

I commend the efforts of the TSW Working Group to bring this discussion to the forefront in the current election. The TSW is an absolute treasure and must be treated as such.

After a destructive decade that saw the Harper government slash over $25 million from the Parks Canada budget, it’s no wonder the health of the TSW has suffered.

I agree wholeheartedly that the TSW needs full infrastructure funding, that the entire waterway, including reservoir and flow-through lakes, is a key economic driver, and that the TSW needs support in Parliament.

As former Chair of the Lake Simcoe Region Conservation Authority, I know that our local environment and our local economy have to go hand-in-hand.

increase the locks’ hours and obtain the necessary infrastructure funding beyond the two years recently announced.

I will also host a meeting of the group of MPs that have the Trent Severn Waterway in their ridings, which has not met in some time. The Trent Severn is a vital economic, cultural and environmental asset to our area.

I’m a Bobcaygeon boy, so the Trent-Severn Waterway is a priority—and I’ll dedicate my time to it if elected. On June 19 the Conservative Government announced $285 million for critical infrastructure maintenance, $90 million going directly to our riding. That funding was needed. But there’s more to be done.

We need on-the-ground initiatives like we’ve already seen in Bobcaygeon and Fenelon Falls: enlarging tie-up space at lock stations, bringing power to boaters who dock in our towns, creating signs with the province to get boaters out of their boats and into local shops, attending events, dining … spending.

Promoting the TSW as an economic driver, however, must not be at the expense of those who live on the reservoir lakes. Nor should it ignore the declining state of the fishery and our natural resources. We want that money in our local economy, and I will go to bat for that.

Sustainable communities and sustainable livelihoods need healthy waterways. Water management must be undertaken at the watershed level and not just at the canal or local level (Report of the Panel on the Future of the TSW, 2008).

The four-point campaign of the Trent-Severn Waterway Working Group emphasizes only the economic significance of the waterway and seems not to address the upstream portion of the watershed, which sustains the TSW, and is the source of much of our drinking water in the riding.

A Green government would establish a Canada Water Fund to focus on long-term watershed health by addressing the problem of pollutant run-off, while funding local and regional flood protection and drought-management planning.

As your MP I will work to ensure that watershed protection is the first priority, as well as actively promoting the TSW as a significant economic development opportunity.

Broadcasters find it’s better in the Kawarthas

Citytv’s, Breakfast Television will do a live onlocation broadcast from Fenelon Falls on Wednesday, July 29—from a Happy Days houseboat.

Breakfast Television Live Eye Host Jennifer Valentyne will do the honours. She will arrive in Kawartha Lakes on Tuesday, July 28 and travel aboard a Happy Days Houseboat from Bobcaygeon to Fenelon Falls, where she will do the Wednesday morning broadcast.

It’s a free event, and the public is welcomed and encouraged to attend.

“I love the Kawarthas, and we’ve had a huge response to our upcoming visit,” said Valentyne.

“I’m looking forward to meeting all of our very loyal viewers on July 29 in Fenelon Falls.”

Although it sounds good, it’s a bit of a comedown from plans originally announced to broadcast two mornings on the Trent Severn, one from Bobcaygeon and one from Fenelon Falls.

The TV station will also film advance segments of Jennifer’s houseboating experience to add to the live shows.

Breakfast Television airs live each weekday from 5:30 to 9 am on Citytv, and streams live on the internet—with a total audience of more than one million viewers a week. Kawartha Lakes Economic Development believes the broadcast will generate significant economic benefits for the area.

“We couldn’t have asked for better timing for this live broadcast,” said Laurie Bell, Tourism Development Officer for the City of Kawartha Lakes.

“Just ahead of the August long weekend and with a host of events taking place this summer and fall, it will be a great opportunity for us to showcase just some of what makes Kawartha Lakes an ideal place to live, work and play.”

What happened to Reg happened to a lot of our people.

Reg was one of those individuals from Curve Lake who went to residential school.

When he came back, JULY 24TH - 25TH AT THE BOBCAYGEON ARENA he had lost a lot of his culture, namely the language.

But he got married here, and then went about adapting himself to the Curve Lake lifestyle of living off the land.

This was one of his fortes—he excelled as a hunting and fishing guide, and he knew the land ULY 24TH - 25TH AT THE BOBCAYGEON ARENA more than anyone, even those who had not gone to residential school and lived on the land every day.

He seemed to have an innate built-in compass, and knew the land like the back of his hand.

One of the things about Reg, probably due to his experience on the outside world in residential school, was that he was regarded as a scientisttype by the older people. He had the knack of experimenting with things.

On one extremely cold winter day Reg was trying to get his wood-burning stove to heat up his small home and it just was not heating up fast enough. Curve Lakers tended to visit each other in the morning—to have tea, to get the news of the day, to touch base. One of the old people dropped in on Reg that morning and there he was swinging his front door wide open, back and forth, back and forth.

“What are you doing, Reg?” asked the old one.

“I find that this is the best way to heat a house up quickly,” said Reg.

Everyone thought this was a crazy idea, but if you do this, it really works. Now this has become standard practice, to bring in some cold air to heat a space more rapidly. Apparently, cold clean air heats up faster than stale indoor air.

So there was Reg as a scientist.

He was also the first one to develop a fishing lure that skimmed the bottom. He often wondered what would be the best way to catch pickerel (which were introduced to the area in the 1930s). You have to do something that mimics a minnow swimming across the bottom.

So Reg took an old lead sinker and cut and moulded it, put a piece of buck-tail fur on it, and affixed a hook. He got results; bouncing the new lure along the bottom worked better than the old style of reeling it in directly. Pickerel were biting it.

This was the first jig developed in this part of the world. One of the fisherman Reg was guiding, an American tourist, took this idea south of the July 24, starts at 6 • $10 at the door border and made the modern jig.

Cult film frolics at Fenelon Falls

If cult films or big hair are your thing, then you might want to get your hair on for Fenelon Falls’ fourth annual Celebrating the Silver Screen event in Garnet Graham Park, Sunday, Aug. 2.

This year’s presentation features the cult film, Hairspray—the 2008 version, with John Travolta in a hilarious cross-dressing role.

The film will be preceded for the first time by an appropriately interactive preshow, with a bighair contest.

The preshow begins at 8 pm, followed by the movie at dusk.

“Be sure to style your hair from the 1960s to enter our highest-and-best-hair contest for the chance to win a $100 gift card from the sponsor of your choice,” says Event Coordinator Natasha Booth.

Crowd response will determine the winner.

Westerby Entertainment is running the movie, and will also offer interactive music during the event—and possibly a 20-minute Zumba class (to be confirmed). Vendors will have booths set up in the park to showcase their services and products.

And it’s all free, including the popcorn, thanks to the event’s 72 sponsors. There will also be a loonie concession stand for snacks and drinks.

Two local high-school students who have been friends since they were in daycare, are getting to know each other even better this summer as D-day approaches on a volunteer fundraising project they’ve initiated for the Bobcaygeon Helps Food Bank.

On Saturday, Aug. 1, from 11 am to 4 pm, Stephanie Pietroski and Emma Tomlinson are offering a “Fun for Food” carnival day at Settler’s Village, complete with carnival-type games, a country auction, bake sale and lots of other good food.

It’s a fundraiser for the food bank, they say, so admission will be by donation—either monetary or a non-perishable food item.

Fifteen-year-old Stephanie, of Falls Bay, and her 16-year-old partner Emma, who lives just down the street from Settlers’ Village, are both Grade 12 students in I.E. Weldon’s International Baccalaureate program.

They decided to organize the carnival as part of their IB requirements to work on a social project that has both local and international implications.

And they chose the Bobcaygeon food bank because it’s independent and needs all the help it can get.

Organizing and carrying off the event is a lot of work, they say, and they are learning a lot. But they are thankful that siblings, friends and other family have volunteered to help out.

And in case you’re wondering (we were) what a “country auction” is, it’s one where you buy a number of tickets for 50 cents each, then put as many as you want in a hat/bowl beside each item you wish to “bid” on.

The more tickets you put in for an item, the better your chances of having one of yours drawn as the winner—which kind of makes it half auction, half lottery.

So bring the kids and enjoy the day—and help Stephanie and Emma raise money for the local food bank.

Market moves while fiddlers step in

Move over Bobcaygeon Farmers Market, the Fiddle and Step Dance Contest is moving in.

The Farmers Market, which runs every Saturday in Bobcaygeon during the growing season, is relocating this Saturday, July 25, from its usual venue outside the Bobcaygeon-Verulam Community Centre to Kawartha Settlers’ Village.

The hours, 8 am to 1 pm, will remain the same, as will the vendors and great farm-fresh produce.

It’s a one-day only relocation that happens every year during the Ontario Open.

Christ Church features diocesan girls choir

A 40-voice choir from the Toronto Diocesan Girls Choir School will sing at the 11 am service at Bobcaygeon’s Christ Church (Anglican) on Sunday, Aug. 9. Their recital will replace the usual sermon.

The Choir School for girls from the Anglican Diocese of Toronto, aged eight to 18, is held during the first two weeks of August at Whitby’s Trafalgar Castle School.

The diocese stretches from Mississauga to Barrie, north to Haliburton and east to the Peterborough area—and includes Bobcaygeon. This is the first time the girls have sung in the village.

The play’s the thing: Hamlet comes to BOBCaygeon

Driftwood Theatre calls this summer’s production of the world’s most famous play, “Hamlet with the brakes off.” And it’s coming to Kawartha Settlers’ Village Friday, July 31, beginning at 7:30 pm.

This “thrilling new adaptation” of Shakespeare’s Hamlet by dramaturge Toby Malone is “unpredictable, unsettling and downright dangerous,” promise the producers. “It’s Hamlet like you’ve never seen it before.”

The Settlers’ Village stop is one of 26 outdoor performances that Driftwood is bringing to communities across Ontario this summer in its regular Bard’s Bus Tour. Health & Wellness Teaching kids to ‘swim to survive’

The Kawartha-Haliburton Children’s Aid Society (KHCAS) is working to help children in its care achieve proficiency in the The Lifesaving Society of Canada’s “Swim to Survive” test.

The STS test measures the children’s ability to: • Orient themselves at the surface after an unexpected entry into the water; • Support themselves at the surface by treading water for one minute; and • Swim to safety by covering 50 metres using any stroke.

parents, more than 60 children in the Society’s care were tested last month, and then enjoyed a barbeque where they were awarded with a medal depending on the level of water safety they are able to achieve. All children received at least a bronze medal for entering the water.

“Summertime and water-based activities go hand in hand but all children must be given the tools they need in order to enjoy the experience and remain safe,” commented Jennifer Wilson, Executive Director of KHCAS.

Ross considers longer visiting hours

Ross Memorial Hospital is relaxing its visitinghours policy to encourage the involvement of family members and close friends in the care of its inpatients—and it wants your feedback.

The hospital is suggesting it would welcome family and friends between 8 am and 10 pm. And if the patient requests, a loved one would be able to visit overnight.

“When we’re in the hospital, our loved ones should not be considered ‘visitors’,” says an RMH statement. “When we are sick or hurt, we want them close by.

“They also help share and receive information with doctors and hospital staff. They are important members of the care team.”

Recovering landscape of Big Island occupied for 20 centuries

According to Dr. James Conolly, professor of Anthropology at Trent University, the archaeological evidence on Big (Boyd) Island could be significant in helping to understand some important issues in First Nation’s history in the area.

Conolly presented an overview of his research to close to 100 members of the North Pigeon Lake Ratepayers Association—and other interested people—at the association’s annual general meeting on Saturday, July 18, at the Bobcaygeon Lawn Bowling Club.

He said that there is a 10,000 year record of human presence on the landscape we know as the Kawarthas. The Big Island settlement probably dates from 2,000-1,400 BP.

(BP, or “Before Present,” is a time scale used in scientific disciplines to specify dates of past events. Because “present” time changes, scientists use Jan. 1, 1950, as the “present” date on the age scale, reflecting the fact that radiocarbon dating became widely used in the 1950s.)

Conolly described Big Island as “a healing landscape that will take 600 years to recover” from the last 150 years of logging and agriculture.

In a 50-100 meter buffer around Big Island, archaeologists have unearthed evidence of First Nation presence everywhere. Early ceramic vessels whose remains were discovered on the island were thought to replace the woven style of vessels in order to transport oils (thought to be nut oils) over long distances.

Early ceramics can also indicate cultural changes and population shifts as design motifs on

ceramics change with new influences.

Conolly thinks that if archaeologists can excavate further inland on the island at the north end there will be a long established village site to explore. He stressed the “intense regional interaction” of the early inhabitants, who made trade connections as far away as Labrador, North Superior and Mexico.

On Jacob Island near Gannon’s Narrows on Pigeon Lake, Conolly has been investigating a cemetery site unearthed by construction crews.

There he examined the gravesite of a woman and child and found conch shells from the Gulf of Mexico buried with them.

His specific areas of interest in this research are the archaeological periods spanning the Archaic (8,000 to 3,000 years Before Present, BP), to the Early and Middle Woodland periods (3,000-2,500 BP and 2,500-1,200 BP).

Serpent Mounds, Big Island, Jacob Island and many other sites offer archaeologists opportunities to answer important questions. Archaeological finds like tools, food, ceramics, bone and more help to create a historic record of lost culture and ecology.

The lakes, rivers and streams that we now know as the Trent-Severn Waterway have been important to humans for many millennia. The more we know about the past, the greater respect we will have for the cultures and societies that have shaped this landscape.

Attendees were also interested to hear highlights from various project developments in the area, including the Nogies Creek Waterway project and the Pigeon Lake Management project.

Other displays included The Blue Canoe and the Federation of Ontario Cottagers’ Associations.
