Paper Cuts Discoveries
We got to experience Saturday with two of my favourite boys. They are partners in discovery, curiosity and all things that trigger belly laughs. Callum, five, and his two-year-old brother, Griffin, invited us to attend an important party in Port Perry. The guest of honour was their cat. Nobody knows for certain how old Mouse is, but the closest guess is 15ish. Anyway, it was the perfect reason to celebrate. Boys and mum baked a cake from scratch. It was proudly displayed next to polka dot napkins on a festive tablecloth. While the sweet old cat was indifferent to the attention, we all sang, “Happy Birthday” and the boys blew out the candles. We feasted on the cake, fresh fruit and paper-thin chips made from potatoes fresh out of their garden. Then we went for the walk. Callum led the way. Armed with two books–a 1979 copy of A Field Guide To Birds, and a second book to
identify mushrooms and toadstools– he discovered three different types of fungi, reported sightings of two mourning doves and one deceased squirrel (but not the same squirrel the road workers had painted a white line across.) Our take-home collection included two bull-rushes, a handful of flowers and the treasure Griffin’s spotted–a small feather with a colourful dot on it. For the past few weeks, my walks throughout this village have revealed numerous broken beer bottles and other debris. Yesterday, a resident expressed her concern to me about someone she has repeatedly observed tossing litter out the window of his vehicle. Different days, same driver, same disregard. I wonder about people who litter, damage and break things on shared property. Who do they expect will clean up after them? Where does the disconnect occur? Didn’t they ever learn to explore?

DEVELOPMENT OF LOCK 32 AREA
I recently visited the lock at Fenelon Falls. I was impressed by the new facilities available to boaters, and also by the large number of boats moored there this late in the season. I have heard that boaters are now bypassing Bobcaygeon, and preferring to moor for the night in Fenelon Falls. The reasons are obvious. The boat traffic generates a substantial income for the businesses and restaurants that are within a reasonable walking distance of the dock. It goes without saying that someone with a 30ft boat, or larger, has a few disposable coins to spread around. Bobcaygeon is not getting them. The whole area around Lock 32 needs a complete make over. The number of moorings needs to be increased. This could be done by extending the existing wharf down the full length of shoreline opposite the museum, and possibly up the other side. There may be other spots where moorings could be constructed. All overnight moorings need

to be serviced with water and hydro in the same way as at Fenelon. This project could be completed very quickly since all the preliminary engineering work would be quite similar to that done in Fenelon. There should be no misunderstanding about this situation. We are in direct competition with Fenelon Falls, and if we prevaricate we are lost.

I would like to thank Margaret Cameron, President of the Bobcaygeon Legion and her crew of hard workers for the delicious British High Tea they put on to celebrate the Queen’s Diamond Jubilee. It was excellent. The tearoom was beautifully decorated and the food was delicious: tea served out of individual teapots, cups and saucers, cucumber sandwiches, scones with Devon clotted cream and strawberry jam. It brought back so many memories of my childhood in London when ladies wore hats, gloves, and pearl necklaces and went out to a local tea room or in London to one of the big hotels for High Tea. It was a pleasure to sit and talk to Phyllis Dobbie and her 102-year-old mother from Case Manor. Once again to everyone at the Legion who worked so hard to put this on—a big THANK YOU.

The Northwest Trunk Project
Yes, folks, it’s back on the agenda again and probably we will see it more often than not. Now the latest issue has come to light in a letter from the Ministry of the Environment. In response to previously submitted documents, the Ministry is concerned about the effects of the possibility of drilling or boring underneath the Scugog River. Mr. Greg Faaren, a Hydrologist from the Ministry is concerned that the area of the tunnelling raises concerns about the management of landfill gases and leachate impacting groundwater that may be encountered during excavation. Apparently this is in the area of an uncontrolled, closed landfill waste disposal site. The Class EA was deemed necessary to identify and document the potential environmental impacts associated with the uncontrolled landfill and PCB contaminated sediment, and to identify proposed mitigation measures. In their opinion, if more than 50,000 litres of water are affected by the work, a permit must be applied for. Seems pretty serious. What next, one wonders?
Midyear Budget Update
By June 30, all revenue and expenses should be around 50% at the end of the second quarter. However, it is recognized that not all revenues and expenditures are incurred evenly over the course of the year. Nevertheless it is appropriate to see ‘how we are doing’. The overall result for the second quarter shows a favourable position of $35,650,869. However, the major factor in the variance is that 100% of the tax levies have been recorded by the end of the second quarter giving a somewhat rosy view. There are many areas that have not, as yet, impacted on the 2012 budget. Staff estimates that the City will be in a break even or a small deficit at the end of the year. Even so a couple of members of Council advocated moving money to other areas of need but Staff cautioned that there are too many variables in play, especially items under “Table 4, Unforeseen Cost Expenditures Mitigating Against Target Achievement”. As a result, there were no transfers considered.
The Bobcaygeon Splash Pad
Access to this area of the Tommy Anderson Park has historically been across private property, but has never been officially recognized as an easement. The owner of 59 Jane Street, which is adjacent to Tommy Anderson Park, is agreeable to granting an easement to the City for water and sanitary service to the Splash Pad in Tommy Anderson Park. She is also agreeable to granting an easement to allow for a public pathway over her property to access the Park from Jane Street. There is existing sanitary and water main infrastructure on Jane Street that will enable the
site to be serviced. However, it was revealed that in order to best service the splash pad, the water and sanitary services from Jane Street to Tommy Anderson Park will need to run underground across this private property. Also, the desired entrance to Tommy Anderson Park from Jane Street will be over private property. A motion was approved for Staff to formally obtain an easement for water services, sanitary services and a public pathway over private property known as 59 Jane Street, Bobcaygeon. Obviously the lady is a community-minded person and deserves our respect.
Ground-mounted Solar Project
Council has approved yet another solar project, this one the largest endeavour so far. The site will be on Portage Rd. and 90 acres of what is viewed as not prime agricultural land and is marginal at best. A number of Councillors objected to fast tracking and rubber-stamping any thing having to do with the FIT program. In a recorded vote the motion to receive was passed.
Changes to Waste Collection
At the request of contractor Miller Waste, Council approved changes to the collection days for the City of Kawartha Lakes. The initial system was similar to the previous company but now with the experience gained Miller Waste believes it can make greater efficiencies and in turn reduce costs to the City. The changes will not take effect until Jan. 2013 so we will have time to adapt: • Area one: (from Wednesday to Monday) includes Kawartha Lakes Rd. 45 and all collection stops north • Area two: (from Tuesday to Monday) includes all collection stops in Bobcaygeon and both sides of Kawartha Lakes Rd. 36 north to Kawartha Lakes Rd. 17 (Pigeon Lake Rd.) • Area three: (from Thursday to Tuesday) includes all collection stops north of Hwy. 7 east of Kawartha Lakes Rd. 36 with the north/west side of Kawartha Lakes Rd. 36 east of Wilson Rd. • Area four: (from Thursday to Wednesday) includes all collection stops south of Peniel Rd. west of Hwy. 35 and north of Little Britain Rd).

DEVOLIN CALLS FOR NEW AGENCY To Manage and Operate Trent Severn Waterway
Local MP Barry Devolin is calling for the creation of a new independent agency to manage the Trent Severn Waterway (TSW), and that public safety and health should be the top priority of this new agency. “I have come to believe that people and communities in this region would be better served by an independent agency managing the Trent Severn Waterway, rather than Parks Canada,” said Devolin. “As such, my intention is to table a Private Members Bill this fall that would create a crown corporation which would manage and operate the TSW.” Devolin said he reached this conclusion earlier this summer while listening to public input regarding decisions senior management at Parks Canada was making about the length of the Trent Severn Waterway’s navigational season. “The Trent Severn is not your typical national park. It’s part nature, and part man-made,” said Devolin. “As such, I think it deserves a management structure better tailored to that reality.” “During the public consultations over the summer, many of the people I spoke with agreed that the TSW needs to be seen as more of an economic driver and attraction whose management acts in a more proactive manner to keep and lure visitors to this area,” said Devolin. “I think this new structure I am proposing could more easily navigate the TSW in that direction.” The Trent Severn Waterway is a complex water management system in a central Ontario region that spans more than 18,000 square kilometers, and is home to more than one million residents. Man-made structures owned and operated by the TSW include 150 dams, 45 locks and 39 swing bridges. The TSW is best known for its 386 kilometre-long historic canal that connects Lake Ontario at Trenton with Lake Huron at Port Severn. There are more than 125,000 private and commercial properties along this navigational channel, with thousands more on reservoir lakes in Haliburton County and other areas.

There are 16 possible positions on the Board. Some will be available, although the exact number will be known at the completion of this process. Word from the Chamber of Commerce Just because the summer is almost at an end and the multiple Bobcaygeon & Area Chamber of Commerce events have successfully reached their individual and collective goals of entertaining and recognizing area people and businesses--and attracting outsiders and their dollars to the village--doesn’t mean its dedicated volunteers are resting on their laurels. Just as in politics, where planning for the next election begins the day after a party has won or lost the election, Chamber event committees almost immediately count up their results and start thinking about next year’s programs. That’s been going on this year since April’s Awards Dinner and won’t cease until the day before each next edition. There are two events still on the horizon, led by the Annual General Meeting, which will be held at
7 pm on Tuesday, October 30 in the City of Kawartha Lakes Service Centre meeting room. Last but not at all least will be the Saturday, December 8, Christmas House Tour, whose 1 to 4 pm and 6 to 9 pm times will bracket the lateafternoon Santa Claus Parade. The tour will showcase five decorated area houses and the Village Florist, Gift Shop and Custom Framing, all of which will be decorated in style and open during the tour hours. The Boyd Heritage Museum’s traditional holiday-spirit-inducing hot cider and home-baked goods will be served in the Art Room from 1 to 10 pm. The Museum will also be open Sunday, December 9 from 10 am to 4 pm for its annual Victorian Secrets, this year featuring party dresses and fashion accessories from the 1920s to the 1970s.
KAWARTHA SETTLERS’ VILLAGE Notes from the Manager
Is there frost on the pumpkin yet? After such an amazing summer, the cool nights are refreshing and welcome. We’ve put out a call for instructors. Courses have been requested for scrapbooking, digital photography (all three levels, beginner, intermediate and advanced,) basket weaving, canning, knitting, quilting, cooking, decorating and computer courses. For students, after-school programs of arts and crafts, cooking, babysitting, and sewing are only a few possibilities. If you could instruct in any of these areas, please give me a call at the office, 705-738-6163. We are always looking for volunteers, especially people interested in taking on some organizational positions for our events. We also need clean up around the Village, repair work on benches, painting exterior and trims, winter clean up and yard work. Many people make light work. ENVIRONMENTAL ACTION HAPPENS
At the KSV Harvest Festival Let’s all say a big thank you to the many Kawartha Settlers’ Village volunteers who put together the 1st Harvest Festival. It was a great success. We especially appreciated the helpful people who set up a table space in the Murphy Barn for our Environmental Action Bobcaygeon Inc display. Many folks came by, first looking at the great collection of early settlers’ agricultural implements on display, and then showing interest in our projects. Some people noticed the six productive Community Gardens that are at Settlers’ Village. They were surprised to learn that Environmental Action put them in place two springtime’s ago. Now they are well taken care of by the teams of gardeners who are harvesting some good crops. One person noted the big red tomatoes in one of the gardens. Others enquired about the Wilderness Park Project. How was it going? I was able to tell them our new Vice-President, Richard Fedy (who helped me at the booth), had organized our “Friends of Wilderness Park” to volunteer for three big cleanups of junk scattered at the park area by uncaring, thoughtless citizens. Now that the park area is a lot cleaner, we look forward to walks amid the rustling leaves of the coloured trees. At the barn, Councillor Pat Warren had organized
her City colleagues to explain, with Power Point presentation, the Kawartha Lakes Sustainability Plan. It was good to hear our Council’s endorsement and we look forward to real leadership from our elected Councilors and mayor, along with staff, to implement a truly progressive program. Settlers’ Village tells us of our past heritage. Let us all work together to create a sustainable future for coming generations to applaud.

As a service organization, the Lions raise money through hosting this event and then channel the funds back into the community. In addition, the Lions Club wants to contribute an event which is both useful and cultural to the community. The Inspired Creations Christmas Craft Sale seemed to be just the thing! THE RENDEZVOUS By David Sparkes (With Tongue in Cheek)
The scene is a small Montreal bistro, in the downtown area on a quiet side street. Two men have arrived separately and joined each other at an out of the way table where they sip espresso coffee and talk in quiet voices. One is wearing dark glasses and the other has a wide brimmed hat which remains on his head despite the fact that they are in the dimly lit corner of the cafe. Their conversation is intense and when the waiter gets close to their table they go quiet. One man at the table hands the other what appears to be a hairbrush and the recipient gets up from the table and retires to the washroom. In a few minutes he emerges with his hair somewhat wild around his head. He sits down and the conversation resumes for a short while before leaving the bistro one at a time and quickly hurrying away. The deal is struck and the wheels are set in motion but it will be a while before the decisions made in that small cafe become known to the media. But, in a story exclusive to The Promoter, I can reveal the sordid details of this secret agreement. This will dramatically change the political scene in Canada and revive a political party which has badly lost its way. One of the men was Jean Charest, recently deposed Premier of Quebec. The other, Justin Trudeau, Member of Parliament for Papineau, is one of the front runners considered for leadership of the federal Liberal Party. The “arrangement”, made on that day in Montreal, was for Charest to run for leadership of the federal party and for Trudeau to go for the vacant provincial party leadership. Charest will take over from interim leader Bob Rae and return the Liberals to power in Canada. Trudeau will revitalize the Quebec Liberals, oust the PQ, who have a shaky minority government, and return the party to power in Quebec. But the real secret which was discussed in that furtive corner of the bistro came from the wily veteran Charest who revealed how he captured the hearts of Quebecers some ten years ago. Strangely it was very similar to the way Justin Trudeau`s famous father Pierre had won the hearts of Canadians many years ago. It`s all done with a hairbrush and the wild out of control look which Jean Charest had borrowed from Pierre
and now passed on to the up and coming Justin. You may have noticed that Charest had his hair neatly combed and under control in the recent Quebec election campaign. That was a deliberate ploy so that he could lose the provincial election and leave himself open to run for the most powerful post in the country. Then, having accomplished that, he will let his hair grow wild and frothy once more before he announces his plans. Meanwhile, the younger Trudeau, now equipped with the hairbrush will backcomb his curly locks to resemble the mad professor, just like his father and his mentor. Now that’s what they call a hair raising story!

Fenelon Falls and Lindsay Libraries The City of Kawartha Lakes Public Library is pleased to present a series of workshops for young writers to encourage children to write and illustrate their own books. The Young Writers Club at the Fenelon Falls Library will cover creative writing from the conception of ideas to publication and provide a support group for young writers to share their stories and receive positive feedback. The club meets alternate Thursdays from 6 – 7 pm beginning September 13 and is geared for young people age 13 years and up. The Lindsay Library workshops are scheduled for Tuesdays at 4 pm for seven consecutive weeks commencing October 2. In the “I the Illustrator” course, children age 8 years and up will create their own ‘picture book’ – a simple story with illustrations. This workshop will focus on generating an idea, creating a story outline, developing characters, writing and illustrating the story, and producing a completed book. A local artist and illustrator of children’s books will be a special guest. Regular monthly open support groups for caregivers, regardless of specific health condition or stage of illness, continues to be the first Wednesday in Fenelon Falls. The Fenelon sessions take place from 1:30 to 3:30 pm. at the Salvation Army Citadel, 42 Bond St. W. This is an open group for people who are caring for someone, regardless of the specific health condition or stage of illness. As of this month, there will be a monthly session in Lindsay for individuals who are caring for someone with a serious or life-threatening illness. The support group will be held the second Wednesday of the month at Community Care’s Hospice Services building, 112 McLaughlin Rd., Lindsay, from 10 to 11:30 a.m. Benefits of attending either or both sessions include the opportunity to connect with others in the community and to share similar experiences, exploring the challenges of caregiving, exploring self-care, gaining new knowledge and skills, and sharing information about community resources. There is no charge to attend either group. Sessions feature light refreshments and guest speakers who are experts with various caregiver support issues. The Kawartha Carving Competition, held September 8 at the Bobcaygeon Curling Club, was a resounding success, reports Ed Fox, Media Coordinator, Caygeon Carvers. Thirteen members of the Caygeon Carvers entered 39 carvings and came away with 26 Ribbons. Beginner Class Gayle Fox won 1st place and 1st Best of Class for her Baltimore Oriole, 1st Place and 2nd Best of Class for her Woodburning Chickadee, 2nd place and 3rd Best of Class for her Piping Plover, 1st Place for her Harp Seal and 2nd for her Relief Carved Horse Head. Kawartha Lakes To Host Second Traditional Skills Event Chosen for our immense natural beauty, and our community of both environmental and traditional skills enthusiasts, Central Ontario’s annual skills gathering returns to the Lindsay area September 28 to October 1. The not for profit event was created for nature lovers to come together to learn and grow as a community, forming a diverse network of like-minded people. Workshops throughout the weekend range from using a drop spindle to weave your own fibers, to wild mushroom identification and fire building. More than 20 workshops are offered at no charge, but a $20 donation to cover the event costs is appreciated upon registration. Boy Scouts/Girl Guides (when wearing neckerchief/scarves) and seniors are admitted without a donation. “We have a wealth of knowledge in the Kawarthas about traditional skills. Everything from our vibrant First Nation’s community to our college’s environmental focus. The Harvest Gathering brings all of these individuals together to teach and strengthen each other in a family friendly, and socially engaging environment,” says Darian Bacon, event coordinator. “Anyone who has a passion for the outdoors and wants to learn new ways of interacting with it is encouraged to come. KITCHEN MAKEOVER Kawartha Region Arts and Heritage Society
Kawartha Region Arts and Heritage Society are pleased to announce the receipt of a grant from the Government of Canada’s New Horizons for Seniors Program, to renovate the kitchen of Henderson House. The kitchen will be reconfigured and retrofitted with new wiring, plumbing and a dishwasher. These enhancements will increase the capacity to provide food services at events, during classes and other rental activities. The project will commence in midSeptember, 2012 and be completed by early October.

Big Brothers Big Sisters Kawartha Lakes The Lindsay & District Chamber of Commerce presented a cheque to Big Brothers Big Sisters of Kawartha Lakes as the Charity of Choice for Classics on Kent, which took place on Sunday July 15th this year. Antique and collector cars, muscle cars, custom cars and trucks from across Ontario rolled into downtown Lindsay on that day, proving Classics on Kent to be one of the largest car shows in Ontario. Big Brothers Big Sisters Kawartha Lakes was chosen as the Charity of Choice for this year’s event by the Classics on Kent Committee. Co-chair Butch Lewis said, “This organization is a worthy recipient, as they promote and monitor long term friendships for children who benefit from quality relationships with caring adults. We were pleased to include them in this year’s event as our Charity Recipient.” As the Charity recipient for the 2012 event, they received a donation of $500. In addition, money was raised for the organization through the 50/50 draw that was held during the event. They also partnered with Classics on Kent to introduce a new element called “Touch a Truck”. The Touch a Truck event was a huge success, and Executive Director Jim DeFlorrio commented, “Classics on Kent is one of the best events offered to this community and those

outside of it. We received very positive comments about Touch a Truck and look forward to being a part of next year’s event.” With hundreds of car owners from across the province in attendance, Classics on Kent was not only a tremendous success, it is recognized as one of the largest car shows in Ontario. This event grows larger each year and the committee is already looking forward to planning the 2013 event.

Kawartha Cooks Featuring Carol Trimble
When you need something done, ask a volunteer. They are the busiest people who know how to get things accomplished. Here, Carol Trimble generously shares one of her signature dishes, Pork Tenderloin in HoneyApple Marinade. She is a valuable volunteer with Bobcaygeon Meals on Wheels and this dish is one of the favourites. With thanks to Carol, you may enjoy it, too. Pork Tenderloin in Honey-Apple Marinade (Serves 8) 1-cup apple juice 2/3 cup liquid honey 3 tbsp. soy sauce 2 tbsp. minced garlic 2 tbsp. grated fresh ginger 2 tbsp. canola oil 1 tbsp. honey mustard 6 green onions, chopped 1 tsp. pepper 3 lb. pork tenderloin
4 apples, peeled, cored and cut in wedges 1 tsp. lemon juice 1 tbsp. margarine 1. In a large, resealable plastic bag, combine apply juice, 1/2 cup of the honey, soy sauce, garlic, ginger, oil, honey mustard, green onions and pepper. 2. Add the pork tenderloin and seal tightly. Place bag in a large container and refrigerate overnight (or at least 6 hours). Turn the bag several times. 3. Remove pork from bag and save the marinade. 4. Place pork in an oiled, large, shallow baking dish. Pour half the marinade over the meat. 5. Bake at 325 degrees, 1 hour, basting often with remaining marinade. Let stand, covered, for 15minutes. Do not turn off oven. 6. Meanwhile, in a large bowl, toss apple wedges with lemon juice. 7. Melt margarine, stir in remaining 2 tbsp. of the honey. Pour over apples and toss. 8. Place coated apples on a cookie sheet; bake for 15 minutes or until soft. 9. Slice pork into 1-inch slices. Arrange on warm serving platter. Spoon apples over pork slices and serve.

You’d never know a crew had been there to prep, cook and deliver nourishment to thirty residents within the village. It’s Bobcaygeon Meals on Wheels, a well-known organization that operates out of the kitchen at The Bobcaygeon Seniors Centre. Meals on Wheels provide freshly prepared hot meals twice per week to clients who have been referred by their physicians or Community Access Centre. From the delivery of supplies to the delivery of meals, the system is seamless, thanks to expert coordination and energy. The entire operation runs exclusively on volunteer power and is not affiliated with any other organization. Jo Hayes, Board Chair, signed on ten years ago as a cook and baker. She gives all of the credit to the 90 or so volunteers who get the job done on a rotation basis. “Volunteers come to us usually by word of mouth,” she explains. “The commitment is only once per month, twice per month, or as needed.” And they stay. One of the “chief cooks and bottle washers” is Agra Spittal. She has been a Meals on Wheels volunteer for 23 years. What makes it meaningful to her, she says, is, “Knowing we send out really good, nutritious meals to people who need them. I also learn something every time I come in—a new recipe or way of doing something. And it’s fun. We all laugh and enjoy each other.” Clients pay a nominal fee for the food and service. Says Jo, “Generous contributions over the years have allowed us to keep the cost of the meals affordable.”

Drivers show up at 11 am by which time the first shift have prepped, cooked, baked, plated, covered and carefully placed meals into containers ready for transport. Each driver may deliver to as many as eight people. They return with dishes from previous deliveries to complete the washing and sterilizing process. Meals are said to be delicious with many favourites created from volunteer recipes and other good sources. For example, a meal may feature chicken with mushroom sauce, rice, yams, green beans, juice, a muffin and dessert. Often a client will make two meals out of one, depending on size of his or her appetite. “Efficiency and organization is all it is,” says Jo. “And if you can cook for two, you can cook for thirty!”

KINETTE CLUB NEWS Bobcaygeon Club Rolls Up Sleeves
When you start thinking of the Bobcaygeon Fair followed by Christmas, you realize you have attended the first Kinette meeting of the 2012/13 seasons. The Kinettes will have a booth in the Curling Club during the Fair as we have for many years. Sandwiches, hot dogs and sweets will be available
as well as hot and cold drinks to keep you going as you take in all the great things the Fair offers. The Kinette Club will lend a hand at the Festival of Trees, followed in December by Santa’s Breakfast the morning of December 8. In the evening the great parade will begin at 5 pm which, for the third year, will be sparkling. The Chairmen and their committees are already planning and organizing these events and many others. We hope everyone will attend and make them as successful this year as they have been in the past.
