The next federal election is not expected for another two years, but candidate speculation is ripe at the moment after Haliburton-Kawartha Lakes-Brock MP Barry Devolin announced Nov. 13 that he will finish out his current term but not seek re-election in 2015. Some are surprised at the announcement but Devolin has been in the show since winning the 2004 election and will have been a Parliamentarian for nearly 12 years when he hangs up the assistant deputy speaker’s robes. In a chat with The Kawartha Promoter, he said those who know him well, particularly his family, friends and constituents in the Haliburton area, would not be surprised by his announcement since he has always wanted career challenges. We asked him if he was pulling the plug for fear of the Justin Trudeauled Liberals and he replied “not at all” though conceded nothing is for granted in politics. The government will have been in power for 10 years and that is a long time. He said the

Liberals and NDP are nipping at the government’s heels. We asked him if he would be resigning if he had been elected Speaker of the House of Commons and Devolin told us he probably would be a lot more torn. He will get a pension, but at 50, is too young to collect. He will be looking for a full-time job. Could that full-time job be an ambassador appointment to South Korea? Time will tell. Who would replace him? His assistant Jamie Schmale, who ran for the nomination in 2003, is clearly interested. City of Kawartha Lakes Mayor Ric McGee has not announced in any local news media his intention to step down as mayor but that is the scuttlebutt. He told us he would have to talk to his family and think about whether or not he is interested in seeking the federal PC nomination. And what about MPP Laurie Scott? Her dad, Bill, after all was a local MP for 28 years and she may very well want to follow in his footsteps but if that is the case she isn’t saying so. Time will tell. editor@thepromoter.ca

Can a quarry be a good corporate citizen?
Absolutely. Is every quarry owner a good corporate citizen? I think not. In my opinion, a good corporate citizen follows the laws imposed upon the business but then they raise the bar and go above and beyond. Quarries scare some of us. Anyone who can use “google” can find an article that speaks to the possible adverse effects on a community from a quarry, negatively impacting either its wildlife, water, air, roads or property values. The province needs this resource but at whose cost? Look around your home and you will find something that you own, even something as simple as toothpaste that contains limestone. Now ask yourself at whose expense am I able to have this? We do not consider this until there is possible disruptive business going on close to our home. Our natural resources will eventually run out and then what, no more toothpaste? I am glad the government is starting to consider recycling aggregate. We need alternatives. A good corporate citizen is one that goes beyond the 120 metres of legal requirement, to notify neighbours that they are opening a quarry. They find out what our fears are. It is our right to be protected. The Provincial Policy Statement states that “extraction shall be undertaken in a manner which minimizes social and environmental impacts.” Please educate us, talk to us, and work with us. A good corporate citizen does what is right and then more. Then we all win........ except the lawyers. Cheers to those who “raise the bar.” Janet Klein Nogies Creek

Building marina project
The sole item on the city’s Nov. 19 agenda was to respond to a complaint by Fourteen Estates Ltd. that their development charges should be assessed as industrial, as they believe the Ontario Building Code classifies self-storage structures as industrial. They cited an Ontario Municipal Board (OMB) decision in the Durham Region as a precedent. Staff, on the other hand, contend that the property’s (9 Portage Rd.) permitted use within the zoning bylaw is commercial. Staff interpreted the buildings for boat storage as accessories to the permitted commercial marina use, falling within “selling of services,” as the rental of a unit is a service provided by the marina to its patrons. Fourteen Estates were seeking a credit equal to that which would have been available at the time of the 2007 demolition of the former marina structures. This related to the marina development that existed prior to 2007. Staff responded that the credit is not available as it requires the buildings to have existed on the same land within three years prior to the date of payment of the current applicable development charges. These structures were demolished in 2007 and therefore exceed the three years. Near the end of debate, with a close vote anticipated, Mayor Ric McGee said is was about “intent” and he felt the use of the exemption for
1,000 sq. m buildings was to encourage the claim of industrial designation. “We have to protect the pocketbooks of the taxpayers. In my opinion, staff is correct in their interpretation while at the same time the complainant is entirely within their right to take this to the next level.” In a recorded 12-3 vote, council supported staff.
Changes in the city purchasing policy
In a report, the purchasing department said its goal is to provide more transparency and the overall statement of objectives in a revised policy is 45, versus the former 208 words. Amounts exceeding $100,000 will require council’s approval first.

Devolin won’t run

Ensuring a bright future for the Trent-Severn Waterway (TSW) remains the number one priority of retiring Haliburton-Kawartha Lakes-Brock MP Barry Devolin. Devolin announced Nov. 13 that he will not seek re-election in 2015 but said he isn’t going anywhere for a couple of years. Asked by The Kawartha Promoter in a lengthy interview what remained on his to-do list until

then, Devolin cited the TSW. He said it is “up in the air right now” and he would like to be in a position to land it. That includes a private members’ bill to create something akin to a Greater Toronto Airport Authority (GTAA) to oversee the TSW. He said that number two on his list is continuing with constituent services. Devolin’s office just marked a milestone in hosting its 100th passport clinic. Number three deals with another, anticipated, multi-year national infrastructure program expected in the spring budget. He said he wants to ensure local applications are pushed and heard. While the announcement may have come as somewhat of a surprise to some, Devolin said it isn’t for those closest to him, those who have seen the now 50-year-old embrace various career challenges. He said when he initially ran in 2004 he was hopeful of a 10-year parliamentary career. Three minority governments later, he said he did not have time to really think about his immediate future. After the last majority win, however, and with talk of new federal electoral boundaries that could have split his riding in two, Devolin said he and wife Ursula and their parents began to talk about the future. “I have been 90% of the way to this decision for several months.” We asked the husband and father of a nine and 11-year-old what post-2015 held for him and he said he was not sure.

“I need to get a job. I’m not retiring. I want another challenge, a full-time thing to do.” He will eventually get his government pension but not for some time. He said the early announcement will also give the federal riding association sufficient time to replace him as a candidate for the anticipated fall, 2015 election – one in which he suspects the Liberals will rebound. It will also give him and his family time to process the change. He expects the nomination to be hotly contested with the potential for five to six candidates. Devolin’s assistant Jamie Schmale told The Kawartha Promoter the announcement was “very fresh” and he needed to discuss his options with
his family but seeking the nomination for an anticipated 2015 election “is something I’m very interested in.” City of Kawartha Lakes Mayor Ric McGee said he was surprised by the Devolin announcement and possibly seeking the nomination was “something I’ll have to put some thought into, with my family, over the next six months.” Haliburton-Kawarth Lake-Brock MPP Laurie Scott, whose dad Bill was the area’s MP for many years, said “I don’t know what the future holds for the riding.”

Festival of Trees a Success!
BOBCAYGEON - Kawartha Settlers’ Village celebrated our 16th annual Festival of Trees on Nov. 14-17th, 2013 and it is safe to say that it was the best one to date! There were more than 3000 people ( some from as far as Montreal) fantastic weather, and more than 200 Christmas trees, garlands, wreaths and in-kind gifts for everyone to see (and some, lucky enough to win). Event highlights included: the Christmas boutique, Christmas cafe, toyland, craft fair, children’s workshop, Santa’s secret shoppe, the memorial tree, festival roast beef dinner, children’s magical morning, twilight auction, holiday church service, lots of entertainment, carriage rides, and of course a visit with Santa. Thank you to all of our committee members, volunteers, and 200-plus sponsors who helped and supported the village during the three-month preparation time. As this is the biggest and most important fundraiser for the village, we really appreciate the great community support. BOBCAYGEON - Former Bobcaygeon resident Ryan Gregg is currently deployed in the Philippines. His mother, Robin told The Kawartha Promoter that Ryan is an engineer with the Canadian military who is assessing structural damage and needs in the aftermath of Typhoon Haiyan. Ryan, who now lives in the Kingston area, was one of the first Canadians on the ground following the devastating storm. Meanwhile, Lorna and Andy Harris, along with many friends and volunteers, have pulled together a “relief concert” to raise funds for the Philippines. The event will be held Friday, Nov. 29 at 7:30 pm at Trinity United Church, Bobcaygeon. They will sing with the help of the Bobcaygeon

Enforcers to help with flood relief
KAWARTHA LAKES - The Enforcers will play a fundraising dance Dec. 7 at the Lindsay Armoury for the city’s disaster relief committee. When he heard about the flood relief effort underway, Enforcers guitarist Doug Saunders said, “We wanted to work collectively with all the councillors in a unified effort, to help our neighbours affected by the spring flooding get the assistance they need. Neighbours helping each other in crisis is one of the finer things we can do in this world, and they need our help now. We’re in.” Proceeds will go to assisting victims of the flooding, with the Ontario government matching two to one. Tickets are $15 and are available from councillors, at any municipal service centre and the Buy & Sell on Kent Street, Lindsay. Meanwhile, City of Kawartha Lakes volunteer firefighters recently raised $2079.18 as a result of the deputy chief’s challenge for volunteer firefighters to each donate a toonie to the disaster fund. Several of the volunteer associations went a step further by staging various fundraisers such as boot drives.

Most mornings begin the same way for me. The alarm goes off at 7:30 and Glenn says, “Melda, it's 7:30.” First, I reach for my glasses. Then I go through my morning rituals. Eventually, it is time to put on my sandals and walk to the coffee shop. These are no ordinary sandals – they have been fitted with orthotics and make walking a pleasure. I don't take them off until evening. From time to time I wear fancy sandals, but not to walk any distances – they are just for looks. Well, today I decided to wear a pair of comfortable shoes on my walk. I had only walked a few metres when I began to notice a number of things: my shins were burning, my arches were aching and I felt like I was going to fall over. My right foot naturally turns in, but my left foot turns out – which explains why I was leaning to the right. I was grateful to get home without falling into traffic! I had no idea that my sandals and orthotics were of such importance – because I wear them all the time. Their true value only becomes obvious when I do not have them. They are truly a support system for my feet. What support systems do you have in your life? Adult children, parents, neighbours, Senior's Club friends, church friends, colleagues? Elizabeth Foley wrote, “Friends in your life are like pillars on your porch. Sometimes they hold you up and sometimes they lean on you. Sometimes it's just enough to know they're standing by.” May you be an orthotic sandal or porch pillar for your loved ones, and may you receive support when you need it most.

LINDSAY – Humane Society of Kawartha Lakes has partnered with the Ontario SPCA, humane societies, SPCAs and other animal welfare groups across the country to take part in the first annual “iAdopt for the Holidays” adoption campaign, a program of the Ontario SPCA. iAdopt for the Holidays is an adoption drive that aims to change the lives of orphaned pets and raise awareness about the importance of pet adoption during the holiday season; as more families bring a new pet home during this time, than at any other time of the year. HSKL’s iAdopt for the Holidays campaign will run from Dec. 1 to 31 with a goal of getting as many animals into new homes over the holidays as possible. The Humane Society of Kawartha Lakes will lower their adoption fee from $160 to $99 for cat adoptions and $235 to $200 for dogs.

Fenelon Falls is celebrating its 14th annual Santa Day, night time parade and fireworks this Saturday (Nov. 30). New this year is Santa’s workshop at the Fenelon Falls Secondary School. Open from 10 a.m. to 4:30 p.m., there will be a monster climbing wall and a winter wonderland of magic featuring Disney characters Mickey and Minnie Mouse, Goofy, Snow White and Cinderella. Also featured will be Tim the Puppeteer and J’s Magic Show on stage, Zoo 2 You, movies and more. Santa’s House is back at the Chamber. Starting at 10 a.m., families can visit Santa there. If you miss him, he will also be greeting children in his new high school workshop. Santa’s House will feature: the petting zoo, pony rides, face painting, Santa’s reindeer, letter-writing to Santa, chainsaw carving, stories and cookies with Mrs. Claus, marionettes, Happy Face Bounce and Slide and yo-yo making. There is a shuttle bus between the two venues. The theme for this year’s night time parade is ‘light up the night’. Organizers expect record crowds for the 5 p.m. parade with bands, dozens of storybook characters and spectacular lighting on the floats.
During Santa Day, at gingerbread headquarters (the Slices ‘n Scoops building, 10 Water St.) organizers will be judging and displaying several categories of gingerbread houses, from youngsters to professionals. All entries are due by Nov. 29. Call Noreen Moore at 705-887-6213 or the chamber at 705-887-3409 to make last-minute arrangements to deliver your entry on that day. For those who want to decorate a gingerbread cookie, be sure to visit the gingerbread house on Santa Day It’s free and fun.

NEW FENELON SALON & SPA Owner Crystal Clayton explains that the name of her new salon and spa is Tallulah – which means running water - and one can almost sense running water when they enter the tranquil space of 57 Lindsay St., Fenelon Falls. With a stylish and welcoming interior of ‘granny smith’ green paint and chocolate brown accents, the worries of the world seem to drift away as the Tallulah team makes you a fine cup of Keurig coffee and settles you into your treatment of choice. And what a selection they have to offer. Three sisters (Crystal and Kaley and Sarah Fountain) are the women behind this new location. Crystal is the esthetician. Kaley is the hair stylist and Sarah is apprenticing to do hair. Another woman, Jenny Hermer of Metta Wellness has a room to do reiki. The ladies are also looking to rent a chair to another hair stylist. For years, Crystal ran Pinkies and Piggy’s in town while Kaley had Hydra but this past year they decided to come together under one name, in a new location with one Fenelon Falls phone number. So, Crystal and her husband, Chris purchased the building – that still houses DJ Flowers and John Walden lawyers - at the rear. Crystal’s design background is everywhere in this beautiful space. As for services, Crystal shows off her
treatment room replete with jacuzzi tub, shower and massage table for hot stone massage. She also does lymphatic draining and detoxing. The spa also does acrylic and gel nails, manicures and pedicures, spray tanning and the newest addition: permanent eyelash extensions. They also have a tanning bed. Crystal trained with naturopathic doctor Lorrie McConnell, who wrote a curriculum for Fleming College, so is equipped to work with people who have foot-related issues due to diabetes. She also sells product lines such as Opi, Shellac and Scentsy. Kaley does everything on the salon side: cut, style, perms, colour and permanent cold fusion hair extensions, featuring the Redken product line and uses ammonia-free hair colour. She has done photo shoots in Toronto and remains current, attending Redken classes and is planning to go to a major hair show in Montreal next year. She has a way of converting a nervous first-time client into a highly satisfied returning customer. The women will travel to accommodate bridal parties, going to Algonquin Park last year and have cash amount gift certificates available for that perfect Christmas gift of a salon-spa day or treatment.

Santa Claus Parade The Bobcaygeon Kinette Club stages the 65th Bobcaygeon Santa Claus parade on Saturday, Dec. 14 this year. The popular night-time parade will kick off at 5 p.m. with the Town Crier leading a band of clowns carrying buckets and asking for donations. Parade chair Shirley Grills said they are seeking small coin donations as they are a not-for-profit charitable organization and there are costs associated with staging the event. She said it is a way of helping the Kinettes to continue the parade tradition in Bobcaygeon. The Kinette Club will also be collecting unwrapped toys for the Kinsmen Toy Drive and asks you to not forget about the older children. The theme of this year’s parade is “I’m dreaming of a white Christmas.” It will set out from Kawartha Dairy on Prince Street, with floats staging along Head Street and bands along John Street. Organizers are seeking pre-registration to make life a little easier for the parade marshals. They are always on the lookout for more floats and encouraged churches and school groups to get involved. Floats will again be judged this year to pick a winner, runner-up and third place entrant. And, don’t forget that pancakes and sausages will be served at Breakfast with Santa, at the Lion’s Hall from 8:30 to 11 a.m., Saturday, Dec. 14th. Free for children and a small fee for adults. The children will be able to visit and have their pictures taken with Santa. There will be no charge for the pictures.

BOBCAYGEON - Fifteen people have volunteered for the Bobcaygeon and Area Chamber of Commerce 2013-2014 board of directors. At the Nov. 14 annual general meeting, 13 “holdovers” from the previous board: Adrian Barker, David Guilbault, Herb Gray, Robert Hughes, Tom Hunt, Bev Matthews, Max Miller, Don Mowry, Susan Paradoski, Joe Pollard, Rosa Sharpe, Cheryl Thurston and Tony van Yzendoorn. rejoined along with newcomers Gillian Barrett and Cathy Poole. The group will choose the president, two vicepresidents, treasurer and secretary at its first meeting in early December. The AGM also heard the past year as one of the busiest and most successful in recent chamber history, with the weather co-operating throughout to encourage heavy attendance at every outdoor event. This was especially true of Midnight Madness and the 19th annual Cruisefest, which welcomed 220 vehicles and an extra-large crowd of local people. The growing success of the Canada-U.S. Walleye tournament with the fishing community is already making the 2014 event possibly the largest and richest in prizes in the event’s long history.

Health & Wellness New funding to Community Care
New provincial funding will enable Community Care City of Kawartha Lakes (CCCKL) to provide additional programming to local seniors and residents with special needs. The funding was announced Nov. 22. In a press release, the agency said it is getting $620,000 for the creation of a Geriatric Assessment and Intervention Network (GAIN) Community Team, where seniors will be supported in accessing care from inter-professional teams; $396,843 for Assisted Living Services for High Risk Seniors (ALSHRS) and $57,828 for Adult Day Programs (ADP) to provide dementia-specific programming to additional clients in existing program locations.

FENELON FALLS - Friends for 55 years, Sue JarvisMoynes and Bett Sawyer were not only connected by childhood memories, they also shared reasons for battling breast cancer. Bett’s sister fought breast cancer and Sue is a 30-year survivor. Together, they initiated a fashion show in Fenelon Falls to help fight the disease. This year, the Fashion for the Cure show attracted 120 people and highlighted clothing from The Corral, The Village Shop and The Butterfly Boutique. Recently, Sue and Bett presented a $3105.30 cheque to Ross Memorial Hospital Foundation executive-director Erin Coons. The funds will benefit the breast health program and help to buy key diagnostic equipment such as ultrasound. “Having the support of women in the community such as Sue and Bett is wonderful,” Erin said. “They know, first-hand, the importance of having the best diagnostic tools available to give patients their best chance to fight breast cancer. We’re happy to help them with this important mission.”

Hospital awards
Ross Memorial Hospital recently handed out its long service, followed by its James Ross, awards. Award winners were: Cindy O’Neill (nursing); Sue Evans (paramedical); Terry Jordan (support services); Lisa Green (administrative); Dr. Brent MacMillian (physician) and Marg Keenan (auxiliary). The team award went to the clinical educator team. Laurie Heeley got a 40-year service award, one of 142 employees honoured. Sadly, it comes as no surprise that a recent analysis of children around the world shows that they are not as physically fit as their parents. For the first time ever, the “next generation” is not as healthy as the previous one. Great societal advancements in the areas of health, medicine, science and technology have a detrimental flip side - people of all ages are not getting enough opportunities to be as active as they once were. It’s going to take considerable effort by everyone to reverse the trend, or to handle the repercussions. Organizations that are involved in health care and support must do what they can for their clients. Community Care may be used as an example of an agency that is expanding the ways that it assists local residents by offering

opportunities to get a bit more physical activity. There may have once been a time when an agency such as Community Care focused on non-physical fitness programs. However, now that the relationship between health and an active lifestyle are clearly connected, we offer programs that encourage regular activity in order to get or remain healthy. The agency currently has a free weekly indoor walking program, and people of any age and fitness level can take part. Exercises for seniors programs have been offered for years, with incredibly beneficial results for participants. Undoubtedly, more fitnessrelated services and partnerships with other organizations interested in providing such will be offered as the needs arise and the means are found. Public consultation
The City of Kawartha Lakes, in partnership with the Kawartha North Family Health Team and the Brock Community Health Centre, is co-hosting opportunities for members of our community to have their say in the future of health care as funding is negotiated next year.
