Paper Cuts Good Night
You’ve seen the television commercial where the sleepless woman ponders, “What if the hokey pokey really is what it’s all about?” I can relate. There’s a smartphone application that combines an alarm clock and sleep lab; it plots, graphs and identifies time, duration, patterns, rhythms, percentages and quality of sleep. It pretty much pinpoints what you already knew about your night. The visual evidence itself can cause a person to feel exhausted in the morning. A suggestion given to me was to keep a journal. Here’s the plan: Four hours prior to bedtime, get out your pen and book and write freestyle – spelling and grammar don’t count – pouring out all that weighs on your mind. Then, close the journal and put it away for the next evening. Enjoy a blissful sleep. The theory is this: journaling prevents the suppression of a multitude of worries hence they should not invade while you ought to be resting. Until you master the journaling exercise, however, you might still allow unwelcome thoughts or challenges to enter your mind. If so, repeatedly (and silently) banish the thoughts with, “Get out of my head.” (Or,

Another semi-effective tool is the Sleep Sheep, or any of those cuddly stuffed animals designed to lull infants to sleep with sounds of babbling brooks, lapping waves, gentle rain, and other potentially disconcerting white-noise tracks that, for adults, can trigger yet another visit to the loo. I believe one solution may be the call of whippoorwills – real ones. And slow, over-head ceiling fans, and fluffy mattresses topped with 1,600 thread count sheets. My dear friend’s daughter, Kelly, is a young woman with a truly remarkable heart – it is neither selective nor conditional. She was recently photographed holding her 16.5-inch ponytail in her hand. Secured with a tie at each end, it had just been cropped from her now bobbed hair. She donated her hair to a charitable organization where it will be created into a wig for someone who needs it. I hope Kelly sleeps well these nights. “If you can’t sleep, then get up and do something instead of lying there worrying. I would like to take this opportunity to thank Fred Sawchuk of Extremeline Collision in Bobcaygeon for his help in repairing my car. I was driving along Highway 17 (Pigeon Lake Road) when a deer came out of the bush and ran into my car, causing damage to the front end of my car. I am sure the deer was injured but he ran back into the bush. I reported it to the OPP and they say they would try and find the deer if it was seriously injured. It happened at dusk. I was very impressed with Fred Sawchuk who did a great job repairing my car and getting me a car rental for a few days.
3. An aggregate plan for the Township can be seen to be no more than a map of where all the aggregate rests. So thought one councillor. Must admit a onepage map in color does save on pages of verbiage that outlines the Township’s plan to manage the resource. 4. Spending $28,000 a year for three years to study the waters of Pigeon Lake has no value since, after one-year post, the Scugog study the water looks the same! That, plus not wanting a conservation authority to have control, is enough to scuttle any hope of the Township getting involved. What I learned From Council
I never bothered too much with local politics in recent years having had my fill decades ago when developers and a “soft” township council threatened Boyd Island in Pigeon Lake. In the late spring of 2012 as the Ledge Road Quarry issue raised its ugly head I decided to sit in on some Galway-Cavendish and Harvey Council meetings to witness first hand the leadership and governance of our beautiful township. It was really worth the numerous visits for I learned the following: 1. There are indeed expensive light bulbs. A debate over some $400 in light bulbs took considerably longer than any discussion of why a lawyer’s bill was for $35,000. Glad they are worried about every penny. 2. A citizen must ask well in advance to ask a question or make a point at a Council session. A councillor, though, can raise, at any time, even personal issues. I learned that getting a reduce speed limit sign moved from in front of a councillor’s house is easy and minutes do not have to really be as accurate as the discussion or reason outlined at the Council meeting.

Emergency Medical Service (EMS)
Due to unforeseen circumstances, the Emergency Medical Service (EMS) fleet was operating without an acceptable number of ambulances to provide emergency response service for the City. The purchase of one additional ambulance at this time will sustain the service level immediately and until the two new 2013 ambulances are received and ready for operation in June/July. This purchase has an estimated cost of $130,000 for one 2013 demonstrator ambulance. Staff is recommending the use of fleet reserve funds for the purchase of one 2013 Crestline demonstrator ambulance for Council’s approval. In a response to the ‘unforeseen circumstances’, Keith Kirkpatrick advised Council that a system malfunction in one of the ambulances necessitated the ambulance being out of service for 8 of the 16 past months creating a serious shortage in responding to an emergency situation. The City receives grant funding from the Ministry of Health each year for ambulance replacement, however the 2013 budget to replace 2 ambulances is utilizing the entire MOH grant funding for 2013.
Rural Transit Service
On October 23, 2012, Council asked that the City’s Transit Advisory Committee form a Rural Transit Task Force to examine the feasibility of a transportation route between Lindsay, Cameron, Fenelon Falls, Bobcaygeon and Dunsford. The Task Force suggested a 12 month pilot project for a rural, single route, Diala-Ride Transit service operating six days per week. Also, they recommended that Council direct staff to undertake a competitive Request for Tender process to obtain a Service Provider to supply all necessary equipment and personnel to operate and provide this service. Cost of the full service (6 days per week) is estimated at a fare structure of $5 per one way ride be established, transfers be offered to Lindsay Transit buses and a monthly pass be considered for the amount of $150. Estimated cost for the one year trial is approximately $351,000 – $444,000 annually. Upon review by Staff, they suggested that Council consider a more modest trial program. Their recommendation is to provide service two days per week, twelve hours per day, on Tuesdays and Thursdays at a cost to the rider of $7.50 each way. If the service has sufficient ridership the program could be expanded. There was some discussion that not
every rider will be using the route structure and that fares based on distance used should be incorporated into the fare structure. Since the service must be available for citizens with disabilities, a dial-a-ride option will be available and the vehicle would deviate up to 150 meters from the planned route in order to pick up a disabled rider. A Request for Quote (RFQ) is to be issued in the coming weeks. The cost is likely to be paid for by the Provincial Gas Tax Funding during the “Pilot Program” phase. If service were to be provided for 2 days per week (Tuesday and Thursday), this would cost approximately $117,000-$150,000 annually. Because this is a single route concept, only 30 – 35% of the population of the City of the Kawartha Lakes will benefit. Once the project has been in place for a year, the Gas Tax Rebate will no longer apply and the cost will have to be borne by the taxpayers. This would seem to be especially unfair for those who gain no benefit from the program. Interestingly, there was no one on the Transportation Task Force from either Fenelon Falls or Bobcaygeon.

Heavy Truck Traffic
The Kawartha Lakes is one of the top 10 aggregate producing municipalities in the Province of Ontario. The vast majority of the 4.6 million tones produced in Kawartha Lakes are exported to the Greater Toronto Area. This is taking an unacceptable strain on the roads and highways of Kawartha Lakes. The aggregate industry contributes to extensive wear, tear and damage to the roadways throughout the City and it is estimated that in 2011, about $2.2 million in wear and tear on the paved roads within the City was caused by trucks carrying aggregate and the total infrastructure damage to roads and bridges annually is estimated at $5 million dollars. Significant heavy load truck traffic travels through the City of Kawartha Lakes, accelerating road deterioration and increasing maintenance costs. The City does not have the financial ability to repair, maintain and renew all roads impacted by aggregate haulage. Council directed staff to review local legislated processes and regulations to restrict/manage heavy truck load traffic throughout the City, and available funding models that could be administered to maintain, repair and renew significant heavy load haul routes; and that this matter is referred to the Aggregate Secondary Plan Steering Committee for their input. BOBCAYGEON CHAMBER OF COMMERCE Despite the lingering cold of winter, four Chamber of Commerce committees are hotly planning their respective events. The Awards of Excellence dinner and auction evening lead the way, to be held at the Dunsford Community Centre, Community Centre Road, beginning at 6 pm on Saturday, April 20. Held annually for more than ten years, the Awards of Excellence give Bobcaygeon and area people several stellar opportunities to recognize and thank a variety of their fellow business people and residents for their achievements, innovative efforts and community dedication over the past year. Some nominees are recognized for their years of unselfish volunteerism. The nominations are in six categories: Citizen of the Year (L.E. “Ted” Shea Memorial Award); Business Leader of the Year (Roberta “Robbie” DeClute Memorial Award); Outstanding Business Achievement (Robert “Bob” Jokinen Memorial Award); Outstanding Service/Volunteer Organization (Charles “Charlie” Devenish Memorial Award); Outstanding Youth (Daniel Snider Memorial Award) and Employee of the Year (sponsored by Monk Funeral Services Ltd.). 33rd YEAR East Central Farm Show
It happens on Wednesday, March 6th, 10 am to 9:30 pm and Thursday, March 7th, 10 am to 4 pm at the Farmers’ Mutual Exhibition Building and Show Ring, Lindsay. What is it? It’s the much-anticipated 33rd Annual East Central Farm Show! The East Central Farm Show has been a work in progress for more than 25 years. The first show took place in 1981 at the Manvers Community Centre. It was called, simply, The Farm Show. In 1983, it became the East Central Farm Show and relocated to the Fenelon Hall, Cambray. Next, in 1992, another relocation took the Show to the Morrow building in Peterborough. Finally, in 2008, the East Central District Soil and Crop Improvement
Association moved the East Central Farm Show to the Farmers’ Mutual Exhibition building at the Lindsay Fairgrounds. By 2010, the 30th East Central Farm Show raised the bar, boasting 150 exhibitors. Anyone involved will tell you the East Central Farm Show is a terrific opportunity to learn about the newest innovations in farming, network, and get up to speed on all of the local farm news. Admission is $5 per person and all 2013 Soil & Crop Improvement Association members may attend free of charge. Featuring Christopher Tuberdyke Not only are eggs delicious, but they are cheap, full of vitamins and protein, and lend themselves to hundreds of dishes. Eggs en cocotte, eggs baked in ramekins with butter or cream, is a simple way to prepare an elegant and impressive brunch dish. I used two 8 oz ramekins for this recipe, but anything small and heatproof will do the trick. Once you master the technique, try switching up the ingredients – crispy, crumbled bacon, ham and sautéed peppers, or diced tomatoes with Brie all work beautifully here. Eggs en cocotte 4 eggs 8 teaspoons light cream 100 grams frozen spinach, thawed, chopped, and excess water squeezed out 1 small shallot, minced 1 clove garlic, minced 1 tablespoon butter 1 tablespoon olive oil 4 teaspoons finely grated Parmesan cheese, divided 1 sprig rosemary, leaves chopped Salt/ fresh pepper 1. Preheat oven to 375 degrees. In addition, set a kettle full of water on to boil. Set aside. 2. Heat olive oil over medium heat. Sauté shallot
and garlic 1-2 minutes until shallot is tender. Add spinach; continue to sauté an additional 2 minutes. Set aside. 3. Butter the inside of 2 small ramekins. Sprinkle 1 teaspoon of Parmesan cheese inside the bottom of both, shake to coat. Add 2 teaspoons cream to each of the ramekins, followed by half of the spinach/shallot mixture. 4. Crack two eggs inside each of the dishes. Top each ramekin with remaining cream and Parmesan. Sprinkle each ramekin with rosemary, salt, and cracked pepper. Place ramekins in a baking dish. Fill with hot water halfway up the sides of the ramekins. Carefully place baking dish in preheated oven and bake until whites are set but yolks are still loose (15-20 minutes.) Remove ramekins from the water bath and serve immediately with buttered toast points. Enjoy!

CAN YOU BELIEVE IT? By David Sparkes
In my younger years, I worked for a man who was greatly respected and considered something of an expert in his field. When asked to give an opinion on something, he frequently quoted some statistic when answering. The figure he quoted was always very precise and usually down to at least two decimal points, but most of the time it was a figure he pulled from the air. He once advised me that there is much greater credibility in saying sales were up by 14.53 per cent than by saying the figure was close to fifteen percent. He was right. I recently read a report on the alarming increase in global unemployment and my thoughts took me back to the individual mentioned above. I have little or no expertise in statistics, find it hard to spell the word statistician and even harder to pronounce, especially after a couple of drinks. However, it does seem to me that collecting meaningful unemployment data from all around the world would be more than a little difficult, in fact close to impossible. My suspicions were confirmed when I turned to the internet for assistance and I quickly located a list of countries and their stated unemployment rates. The list is accompanied by a “disclaimer” which points out that there are many different methodologies and definitions used by various governments, NGO’s and agencies when preparing the data. In other words, the figures are totally unreliable, just like my former employer’s precise analysis. The lesson to learn from this brief sortie into the world of statistics seems to be that you simply cannot rely on information because it is presented in a nice tidy, printed form. This is especially true in a world where anyone can post opinions or supposed factual information on the internet. It used to be that there was a great deal of trust placed in the printed word but most of us have become far too cynical to believe everything we read, or have we? Politicians love to use statistics to further their cause and they have learned how to “spin” the information to their advantage. The data used for some of the statistics we rely on has often been provided by people who have no idea what they are supposed to be doing or have a particular axe to grind. Surveys are taken which are designed to prove a given point, rather than explore the subject with an open mind. People’s words are taken out of context, resulting in an entirely different impression. Oh it’s a difficult world my friends! Be careful when you read or hear some of these alarming reports and statistics and always keep in mind the source of the information. My goodness, reading over this column clearly tells me it is time for me to recharge my batteries. The love of my life and I will be doing just that as we head for warmer climes. Hopefully, when we return, I will be ready to wow you with an impossibly optimistic column or two. Meanwhile my glass is still half full (and I can still pronounce statistician).

Be An Active Role Model for Your Kids

A sedentary lifestyle is not only an unhealthy choice for adults, but for children and youth as well. In fact, according to the Canadian Society for Exercise Physiology (CSEP), children and youth between the ages of 5 and 17 years of age should be getting at least one hour per day of “moderate-to-vigorous” physical activity. Included in this schedule should be “vigorous” activities and muscle and bone strengthening activities three times per week. While moderate physical exercise may include activities such as biking or playground games, vigorous exercise “will cause children to sweat and ‘be out of breath’.” These may include activities such as swimming or running. Being active, says the CSEP website, can help children improve health, do better in school, grow stronger, feel happier, maintain a healthy body weight, and improve selfconfidence. The Haliburton, Kawartha, Pine Ridge District Health Unit recommends following the CSEP guidelines. According to the Health Unit’s web site: “The best available evidence shows a clear relationship between the amount of moderate- to vigorous-intensity physical activity and increased health benefits. Current evidence shows that substantial health benefits can be achieved with physical activity in excess of 60 minutes per day.” Other CSEP recommended activities for children may include things as simple as playing
tag, walking, skateboarding, sledding or playing active games at recess. Youth, 12 to 17, may enjoy activities such as walking to school, going to the gym on the weekend, rollerblading and playing sports after school hours. As well, kids and youth are influenced by what they see their parents do. Exercise is no exception. Healthy lifestyles

Heal Cracked Heels
The tires on your car provide the traction and support to take you from A to B. And, if the rubber becomes cracked and dry, the problem needs to be addressed as it can pose a risk to one’s safety and wellbeing. Well, your feet take you from A to B as well.
And, at this time of year in particular, they can become excessively dry and cracked in the heels and other high-pressure areas. Cracked heels are also known as fissures. They can develop to the point that they bleed and become very painful. For people with diabetes, circulatory, or other conditions that result in weakened immunity, cracked heels provide an open doorway to potentially serious bacterial, viral, and fungal infections and should always be addressed promptly by your chiropodist. There are some things people can do at home to help prevent and treat cracked heels. Don’t go barefoot around the house. Use a pair of indoor shoes or slippers. Make sure to wear well-fitting, high-quality winter footwear outdoors. Avoid excessively hot baths, since these will dry the skin. People with diabetes or other conditions that can result in reduced nerve sensation should avoid hot baths anyway, due to the risk of burns. However, for many people these tips will not be enough on their own, and they will still experience cracked heels. Your chiropodist can help. Patients are often surprised, when they arrive with even a severe case of cracked heels, how they can leave with feet that are “baby’s bottom” smooth. Beyond treatment

People likely don’t need to be reminded, but Tax Season is peering at us from just around the corner. We often make too big a deal of the annual income tax filing process. For many of us, negative connotations are due to a combination of lack of organization, procrastination and fear of the unknown. Going through the tax return process can be akin to ripping off a bandage – the anticipation is worse than the actual action itself, and it feels better right after the job is done. Sometimes. Some people compound their income tax problems by failing to file on time, or by having unfiled back taxes. Such behaviour could lead to financial or legal punishment from the Canada Revenue Agency (CRA). For many years, Community Care City of Kawartha Lakes has offered a free income tax return program for low-income households. The
program is designed to not only help people with filing, but to keep them in good standing with the CRA. This service, which will be underway in the next few weeks, relies upon many valued agency volunteers who give their time each year to prepare the basic returns and to sit down with clients to review their situations. It is a muchappreciated service for many clients who return every year. Kawartha Settlers’ Village This has been two years of great optimism for Settlers’ Village. Our group is blessed with dedicated volunteers who work at and sponsor our events. The events provide venues for us to raise funds for the enhancements to the Village. These enhancements create an atmosphere of community and belonging for each of us involved in Settlers’ Village. This gives all of us the ability to take an ownership role. It is truly a unique setting for every group involved, be it artists, carvers, basket makers, bunka, quilters, bakers, musicians, historians and more. We all have the opportunity to foster a preservation of our past for those who come after us. We have the historical significance of our settings, the buildings, the artifacts, the family histories and the property to display it on. Many have worked hard before us to create this jewel of a place we commonly call Settlers’ Village.

With ownership comes responsibility. Our responsibility is to ensure that Settlers’ Village is maintained and utilized to its best advantage. As your new General Manager, this was my goal: To enhance the experience and optimize the usage of Settlers’ Village. I received the help of every volunteer to achieve this success. Sustainability, historical preservation, education, environmental responsibility – and just plain having a good time – were all significant goals. The term “no-fault” insurance implies that no single person is at fault when a motor vehicle accident occurs? The truth is, each party involved in the accident reports it to their own insurance company. At that point it doesn’t matter who was at fault. But, under this no-fault system, did you know that you are able, in a tort action to claim/sue the driver who caused the accident?
