Paper Cuts Clarity

People who talk with their hands are said to be friendlier and more approachable than those who don’t. Perhaps. Some of us aren’t aware we’re doing it yet find it almost impossible to utter a word without gesturing. Several years ago, I instructed a specialized fitness class which included a new participant who had no vision. I was informed moments before the class began so there was no additional prep time. The woman’s spirit was inspiring. It was a natural decision for me to rise to the challenge. And a challenge it was, especially for a person who talks with her hands. It meant teaching two classes at the same time. In order to make the process safe, productive and meaningful for everyone present, it was imperative that I observe, listen, respond, modify and articulate every move. It was my role to provide clear direction and constructive feedback to everyone in the class, from beginning to end. What a great experience. I’ll never forget it. It was skill-testing exercise, if you will, in my abilities as a leader and communicator. I welcomed the opportunity to grow.

I am drawn to individuals who demonstrate spirit, good manners and clear values. These are just three qualities that are indicative of character and so much more. I also relate to people who talk with their hands or, shall we say, friendly and approachable people. Summer is a big deal in this part of the world. As part of the Kawartha Lakes, we host great festivities and events for our visitors and residents, friends and families. Events for everybody. The most successful activities inevitably come out of the times when “community” bands together; when individuals work as a unit to serve a common goal and, ultimately, the common good. It’s one thing to say we’re community minded and quite another to practice it. It is a privilege to be involved in whatever ways we can. Community support doesn’t fly on lip service (hey, someone had to say it). It succeeds and soars with leadership, fellowship and often followship. Community mindedness. Community involvement. Community support. It begins and ends with each one of us. Still – and always – it begins in the heart, the brain, at home, at work, out in the world… and it radiates from there. Roy E. Full Time versus Volunteer Firefighters

Response

This is a response to the recent article “The Mayor and the Dinner”. It is not to take issue but to further clarify to those who criticized the mayor’s attendance and the role of a member of parliament at either the provincial or federal level once they are elected. It is true that partisan politics is not a part of election to the municipal level but it is beyond that. However, regardless of what political party a candidate runs under, once they are elected they become the Member of Parliament, MPP or MP, of ALL the people of the constituency. They are there to represent their constituency in parliament and the legislature. The partisanship of the member is, or should, only be a factor in caucus. Therefore, the Mayor’s attendance at the dinner was to meet with the MP, who represents him and the people of the City of Kawartha Lakes. L.M. Watson

An analysis of 2012 data determined that the cost of Area B (Omemee and Bobcaygeon) full-time firefighters responding per call is approximately $2,927 per call. The cost of Area B volunteer firefighters (Omemee, Bobcaygeon, Dunsford, and Emily) responding per call is approximately $628 per call. The report asked that the fire protection delivery model remain fixed at current service levels.

Little Britain Ice Plant

City staff are recommending that $30,000 be spent on a new compressor for the Little Britain Ice Arena. A number of Councillors asked Craig Shanks, Manager, Parks and Recreation if the current compressors could not be refurbished and at what cost. Shanks replied that the cost would range from $12,000 to $15,000, but he felt that due to their age (30 years) they should be replaced. Councillor Junkin reminded Council that at the time when the Fenelon Falls arena opened they wondered what to do with the spare compressors. One was refurbished and was installed in the Bobcaygeon Arena and it was 30 years old. Shanks felt that in this case they could use the spare compressor from Fenelon as a backup. Council agreed and approved the motion. Go figure. The City owns and operates 10 arena facilities

consisting of 10 artificial ice surfaces and 1 natural ice surface (Norland). These facilities range in age from 1 year (Fenelon Falls Community Centre) to 60 years (Bobcaygeon Community Centre) with the majority being in the 35-40 year range.

Road Conditions

Ward 1 Councillor John Macklem presented a petition (133 signatories) to Council asking that the roads in two areas in his ward receive consideration for improvement. Macklem sited the fact that there have been no major improvements in 40 years. Michelle Hendry, Director of Public Works said that the area under question is slated to be done in 2017. A couple of Councillors offered the opinion that if that’s all it takes to get special consideration then they too could generate petitions if necessary. When all was said and done the issue was referred to staff for input and then it will go to the Budget Advisory Committee for the possibility of brought forward to the 2014 budget. Guess who chairs the Budget Advisory Committee… John Macklem.

Property Tax and Unpaid Vehicle Offenses

A source tells me that the City of the Kawartha Lakes will soon enter into an arrangement with the cities of Toronto, Mississauga, Ottawa and Hastings County to collect unpaid traffic violations under the Provincial Offences Act. It is estimated that $1billion is out there waiting for a system to retrieve this money from offenders who do not live in the area where the offense occurred. This will be an 18 month project whereby those individuals who have outstanding vehicle violations such as speeding, parking, not wearing seatbelts and careless driving while in the afore-mentioned cities, will have the amount appear on their tax assessment. As an example if you are living in CofKL and you visit friends or relatives in Ottawa, or Toronto and got a parking ticket which you have ignored, you will see it on your next residential tax bill. Unfortunately people who rent are not affected. What one has difficulty understanding is why do they not just do what is being done with unpaid 407 toll road arrears? When you try to renew your license you either pay up or you do not get your license. And this would include renters. Is this too simple or am I missing something?

Proprietors Jennifer and Andy Johnson are enthusiastic when they talk about their new business, Get Fried. “We always thought it would be fun to do this. We want to serve as high a quality of food as is possible from a chip truck. It’s fresh, it’s good. It’s more of a food truck,” says Andy. What strange creatures we are! We spend our time worrying about the Leafs or the Jays, delight in watching corrupt politicians squirm under intense media pressure and tune in to the 24 hour news channels to get our fix on the latest disaster zone. additional reason for worry. Bad things are going to happen – but good things will happen too and the truth of the matter is we have very little control over them. So why worry? That’s easy to say and considerably harder to tackle. But if you don’t go for that ice cream or fishing trip now you might miss the opportunity and spend the winter months worrying about what you missed. No doubt there will be hurricanes sometime soon and you can keep checking to see exactly when and where they are taking place. Or you can get a good book from the library or bookstore and settle down in a comfortable chair with a glass of lemonade or something similar. Which of those two alternatives sounds more appealing? Do you remember how it felt when you were very young and school ended for the summer. The warm carefree days stretched before you invitingly and seemed to go on forever. Think that way again, you might just enjoy it.

Beware – and Be Aware of Potential Risks to Public Health People who swim, drink and use water from area lakes are being reminded to be on the lookout for blue-green algae (BGA), and to change their habits accordingly if they detect it. The Haliburton, Kawartha, Pine Ridge District Health Unit is encouraging residents, cottagers and visitors who use area lakes and waterways to educate themselves about BGA to reduce their potential health risk. In the past few summers, BGA has surfaced in local lakes, particularly in shallow, still water and during extremely warm temperatures. “Reports of blue-green algae in our region have been more common in the summer months, so it is important to beware of the risks associated with BGA and be aware of what to look

for in the water,” says Richard Ovcharovich, Manager of Environmental Health with the HKPR District Health Unit. BGA, also known as cyanobacteria, are primitive microscopic organisms that occur naturally in lakes, bays and inlets around the world. Normally, the algae are barely visible, but during warm weather the algae can rapidly increase in shallow, still waters to form a large mass called a bloom. Dense blue-green algae blooms can make the water look like a bluish-green pea soup, or a shiny

paint slick. Most algae blooms are short-lived and will break down in a few days or weeks. While many forms of bluegreen algae are harmless, some forms produce toxins that can be harmful to humans and animals. This means that any exposure to the water, be it drinking, swimming, bathing, cooking or washing, can lead to health problems. The extent of how sick people can get depends on the type of BGA and how long they are exposed to the toxins, Ovcharovich says. “If you see or detect serious

The Ontario Water Sector Strategy proposes to make Ontario a “a leading North American site for new water and wastewater technology innovation, demonstration and commercialization” The City of Kawartha Lakes is proud to play a role in this strategy. With the formation of WRAIN, we are working collaboratively with organizations throughout Kawartha Lakes to meet the demands of the water sector in order to support economic growth. Water sector jobs are well paying and can’t be outsourced overseas. For every demonstration project we support in Kawartha Lakes, there are economic spin-offs as these companies bring customers and staff to our area for training and marketing purposes. The goal is to help people who use area lakes recognize BGA and take appropriate precautions.

Waterfront Property Associations On Sunday, July 7th, Mayor Ric McGee ventured to the Fenelon Falls Community Centre to meet with delegates from local waterfront property associations. Over forty residents represented their associations at this Sunday morning meeting. Presentations from the City of Kawartha Lakes Manager of Innovation Tonya Kraan and Kawartha Conservation’s Dave Pridham kicked off the meeting. Ms. Kraan shared a snapshot of what the Water Research And Innovation Network (WRAIN) has been doing to improve water quality in many of our 250 lakes and rivers. Our waterways, water and wastewater treatment plants are becoming a hub of innovation for water technology. WRAIN is promoting Kawartha Lakes as a willing host and collaborator for companies at the forefront of emerging water solutions. After the presentations, five local associations took time to share information, best practices and concerns with the rest of the crowd. As the meeting continued, it was clear that attendees were supportive of a unified waterfront voice in Kawartha Lakes. While each association is unique in personality, it was obvious they all share many of the same concerns. Attendees were eager to take the next step to establish an umbrella group. Tried & Tested in Kawartha Lakes It’s been a busy two weeks in the Economic Development office. As a result of our marketing activities, we have a number of water sector companies interested in working with the City of Kawartha Lakes. We set a goal to have 11 clients this year. We currently have 18, plus another 50 in the pipeline. Many of the technologies that we are evaluating are confidential in order to protect their intellectual property. Once they are market ready, we will promote them on www.wrain.ca. Clients range in size from 2 employees to 1000+, but they all have one thing in common: they need access to ‘real life’ demonstration sites. This is where the City of Kawartha Lakes has an advantage over other communities across the Province – we encourage collaborative demonstration projects. Environmental Services, Water & Wastewater, Economic Development, Development Services, Parks & Recreation, the Mayor and Council are all working together to improve water quality for residents, tourists and future generations. We will support water sector companies and they will help us reduce operating costs and improve quality. Kawartha Lakes is well positioned to enjoy economic growth as a leader in the water sector. So You Think You Can Dance started this is 2010 and I have been dying to get involved! So come on down to Settlers’ Village in Bobcaygeon with your dancing shoes on and we will DANCE the morning away. If you are a professional, amateur or someone like me who has the heart but not “the feet”, come down at 10 am and we will crank - up the music and have some fun. Who knows, you may be on TV as we will be taking a video! Please come out and join us – bring a donation of cash or food and we will dance the morning away! Little Sparrow Playgroup, run by Lakes Community Church, 269 Main St, loves to get involved in things to help the community. It is the time of year when The Kawarthas look their best. There is still a freshness to the landscape before enduring heat or an extended dry period can take a toll. By now, all the hard work of planting, weeding and pruning is paying off for local gardeners. That is why it is a good time to go on the annual Garden Tour organized by the Bobcaygeon Horticultural Society. It is on this Saturday, July 13, from 10 to 4 pm. For $15 guests get to see eight local gardens at their finest (even though the owners will likely tell you that you should have seen them last week.) Look for the red petunia signs on Saturday morning.

You can expect to see well-tended gardens with healthy, colourful and unusual plants. However this year’s co-organizers are retired teachers. I think that they want you to learn from as well as enjoy the experience. Are you intrigued by what grows behind that stony berm on East Street? Want to keep the geese in the water and not on your lawn? Ever wish you owned a fish pond to take your mind off all that weeding? Is it time you concentrated on special collections instead of growing one of every thing? Can you integrate art and sculpture into your setting? Do you know how to truly relax on a garden seat in calm solitude? All this is on the tour. As well this month, we will have a team out looking for candidates for our Gardens Beautiful Awards. These will include not only the best residential and commercial plantings but also vegetable, water, and container gardens and the best Community Organization landscape. HITTING CLOSE TO HOME Risk of Lyme Disease Increases as Ticks Spread

It’s a common problem in other parts of Ontario, and now local residents are being encouraged to take the threat of Lyme disease seriously in their own backyards this summer. With blacklegged ticks that can spread Lyme disease being found in many areas of the province, the Haliburton, Kawartha, Pine Ridge District Health Unit is asking people to take precautions. While the risk of Lyme disease is relatively low, the illness can lead to serious problems for some individuals who become infected through tick bites. The earlier Lyme disease is treated, the better it is for a person. “Be watchful of infected ticks that can spread Lyme disease,” says Richard Ovcharovich, Manager

of Environmental Health with the HKPR District Health Unit. “Ticks that spread Lyme disease act like hitchhikers. The ticks are tiny and do not fly, but will settle on tall grasses and bushes until they can attach themselves to a passing person or animal.” Once attached to people or animals, the ticks will feed on their blood. Ticks are more likely to transmit infection to a person after being attached for more than 24 hours of feeding. That makes it important for people to check for ticks on their bodies, especially if they spend time doing outdoor activities, Ovcharovich says. To prevent ticks from biting, the Health Unit advises local residents to: • Wear light-coloured clothing, which makes ticks easier to spot. • Wear closed footwear and socks, a long sleeved shirt and long pants. Tuck your pants into your socks. • Use a tick repellent that has DEET, following the manufacturer’s directions. • If in an area where you might get bitten by ticks, search your body for ticks at least once a day. • Dogs, cats and other pets can carry ticks that spread Lyme disease. Pet owners should put tick and flea collars on pets and periodically check dogs and cats for the presence of ticks. According to Ovcharovich, if people locate a tick on their bodies, they should remove it quickly and

Instead, with the use of fine-tipped tweezers, carefully grasp the tick by the head as close to your skin as possible. Pull it straight out, gently but firmly, then thoroughly clean the bite area using soap and water or a disinfectant. If possible, place the live tick in a screw-top bottle and take it to your health care provider or local Health Unit office. Testing can be done to determine if the tick is the type that can carry Lyme disease. Symptoms of Lyme disease include fever, headache, tiredness and muscle and joint pains. A good indicator of Lyme disease is a skin rash in the shape of a bull’s eye. Symptoms can occur as soon as three days or as long as a month after a tick bite. Are you a parent, or guardian of children, who is looking for a way to socialize with other parents in the community and looking for a way for your children to socialize with other children? Little Sparrow Playgroup might be what you are looking for. Little Sparrow Playgroup runs every Friday morning from 9:30 to 11:30 at Lakes Community Church in Bobcaygeon. The cost is free, as parents meet other parents and children interact and socialize with other children. We offer a time of play, crafts, songs, stories and healthy snacks for the children provided by the members of the church while the parents enjoy a time of socialization with each other. All ages are welcome from infants’ right up to approximately 6 or 7 years old. We run right through the summer, and on Professional Activity Days when the public schools are closed. Health & Wellness NEW WAYS TO TIGHTEN THE SKIN ON YOUR FACE As we age, the skin starts to sag for two reasons. First, the connective tissue in the skin called collagen, gradually decreases in volume, causing the support tissues in the skin to weaken. Secondly, the collagen that is present, loses its elasticity, making the skin less able to spring back. To counteract these factors, and to tighten up the skin, there are two exciting new technologies now available: Ultrasound and radio frequency heating. Ultrasound technology uses focused ultrasound to tighten up the collagen and stimulate the tissues to make more collagen. The disadvantages of this method are that it is painful and expensive, however it is effective with no downtime. Radio frequency increases and tightens up the collagen fibers by using controlled heating. This is a less expensive treatment, has the advantage of being painless and very affordable. Community Cares They’re Out There – Be Prepared!

“They” are volunteers found outside of local businesses on most weekends at this time of the year, raising money for worthy causes by asking the public to support their Tag Day efforts. Community Care’s annual Tag Day fundraising takes place this weekend in Fenelon Falls and Kirkfield, and July 25 - 27 in Bobcaygeon. Agency volunteers will be greeting the public outside of several local businesses, equipped with coin boxes for donations, and agency information should anyone wish to learn more about the organizations and its services. a loonie to drop into the bucket, it may seem that Tag Days don’t really raise much money. However, each year throughout the City of Kawartha Lakes, Community Care raises close to $15,000 with Tag Day donations – that’s a lot of quarters and loonies! The funds are important and the public’s support is valued. None of this would be possible without the support of two important groups – local merchants who allow the agency reps to tag outside of their places of business, and the dozens of volunteers who give a couple of hours of their time to contribute to the project. Tag Days are a great example of how every little bit adds up and makes a difference. In the next couple of weeks, if you spot a Community Care volunteer in a bright blue vest outside of a local store and you can spare some change, it will be very much appreciated! Thank you! There are many reasons for feeling tired such as lack of sleep, or working too long without a break. But did you know there other reasons we suffer from fatigue? Structural or biochemical imbalance can have a major impact on our energy levels and can become chronic if not treated effectively. Use Your Head Wear a Helmet!

When used properly, bicycle helmets can prevent up to 88 per cent of brain injuries occurring from crashes. By preventing head injuries, these helmets save lives. As the mild weather returns, the Canada Safety Council encourages Canadians to get active and stay safe by wearing a well-fitting helmet whenever on a bicycle. • Before using your bike helmet, check it for cracks and other damage. If the integrity of the helmet has been compromised, replace it. • Replace your helmet if you are involved in a crash where you hit your head. The foam inside the helmet will have compressed, and will no longer offer adequate protection. • Replace your helmet if it is five years old or older. With time, the plastic making up the helmet dries out and becomes brittle, compromising the protection the helmet can offer. • Look for a CSA safety sticker when buying a new helmet. Avoid purchasing used helmets, as they may not meet current safety guidelines or may be more than five years old.

• A well-fitting bike helmet will have no more than two-fingers of space between your eyebrows and the base of helmet. • A good example for your friends and the children in your life – wear your helmet. • A helmet only works if you wear it. So wear it! Source: canadasafetycouncil.org

HAINES, Donald Walter (Don)

Passed away peacefully at home on Wednesday July 3, 2013 Don Haines of Bobcaygeon, formerly of Scarborough at the age of 71. He is survived by his partner Dorothy Black, his five children Neil, Janice, Ross, Dean and Denise, 11 grandchildren and his sister Yvonne Barbuto. He is predeceased by his wife Colleen. Don was an avid curler with many passions, including fixing small engines. He was a very busy volunteer at Kawartha Settlers’ Village in Bobcaygeon. Some very important person upstairs must have needed a handyman. Don will be greatly missed by everyone. We love you Papa. The family would like to express their gratitude to Kristen Cazabon and Amanda Coates from “We Care Home Health Services” for their support and kindness. A Celebration of Don’s Life will be held in the Murphy Barn at Kawartha Settlers’ Village on Friday, July 12, 2013 from 11:30 a.m. until 2:00 p.m. Hope to see you there. I’m sure there are other things you’d rather be doing on any given summer evening than cooking dinner, and that’s okay. It’s summer, and summer is short. No one wants to spend a sunny evening tethered to the stove while everyone else is playing ‘Marco Polo’. Let fresh summer flavors speak for themselves. They don’t need a whole lot of fuss. Less fuss equals more time for you. This soup comes together fast, requires little work, and because it’s delicious either warm or chilled, its ready when you are.

Fresh Corn and Basil Soup 6 fresh corn cobs, washed and peeled 1 cup chopped shallots 3 tablespoons unsalted butter 1 tablespoons olive oil 1 russet potato, peeled and diced 4 cups chicken or vegetable stock 1/2 bunch basil, roughly chopped Salt/fresh cracked pepper

Basil Oil Garnish (optional–see below)

1 Remove kernels from cob. To do this, cut one end of the corn so it stands up flat on your cutting board and run a sharp knife down the sides. Set aside corn and reserve the cobs. 2 In a large pot combine butter and olive oil over medium heat. When hot add shallots and sauté until soft and translucent, about 5-10 minutes. 3 Add corn kernels, diced potato, and stock to the pot. Break reserved cobs in half and add. Season with a bit of salt/ pepper. 4 Bring to a boil. Reduce heat to medium low and allow to simmer until tender, 10-15 minutes. Remove cobs and add basil. Puree using an immersion blender, or in batches in a stand blender. Enjoy warm or cold!

Olive oil 1/2 cup fresh basil, washed Salt/pepper
