PAPER CUTS Ripple Effect

Sometimes we don’t like to face thing so, we don’t. If the truth is unpleasant, we may not listen. When we don’t want to bother or get involved, we turn our heads. We fill our lives and time and space with busyness. And we become adept at justifying our actions. Would you say we’re all guilty of it to one degree or another? In Social Psychology, this avoidance is a form of the Bystander Effect. Visualize a person just standing by. Just watching. That’s what it is. It’s noted that the syndrome ranges from looking, to not looking, listening, to not listening—and yet it is all, in truth, passive participation. It reveals itself in many forms, all of which support acts by others—acts such as ignoring, shunning or ridiculing, even possessing the knowledge of any kind of bullying. Still with me? Bystander behaviour often triggers a ripple effect. The victim experiences hurt feelings, isolation or loneliness, bruised self-image, fear, despair or unthinkable physical injury. There’s that continuum again. It can result in devastating consequences, as we’ve witnessed with

the Amanda Todd suicide. That is a horrible and extreme case of too little too late. The subsequent fallout and public outcry now is intended to ignite change. The key word here is intended. We hope it does. We all have to stick with it, though. Not forget. Not look away. Fact: There are human beings who actually do slip through the cracks. Just because nobody cares quite enough to look, to hear, to act. My question is this: How and why does one decide where the cutoff point is? What’s that invisible line we draw between “How can I help?” and “You’re on your own”? Did you know that there are bystander intervention programs? Formal training to teach people how to reach out, speak up, show up, advocate, intervene, acknowledge, save a life. Really? Most people have good intentions. When we follow through on good intentions, we’ve made the choice to act. Action begins with a decision. Each of us, at any moment, can start the ripple moving in a positive direction. Today I received an email from someone who referred to her work as: “Not perfect, but it came from the heart.” See, to me, that just makes sense.

Health Minister of Ontario It has come to our attention that as of January 1, 2013, the Kawartha North Family Health Team, here in Bobcaygeon, will no longer be funded to take blood samples. Patients will be sent to Fenelon Falls or Lindsay. Noteworthy is the fact that both of Bobcaygeon’s nursing homes, Pinecrest and Case Manor residents will still continue to enjoy local service. It begs the question, what is the difference between covering the cost for blood samples in Bobcaygeon or in Fenelon Falls or Lindsay? This change does not sit well with our local Doctors or the majority of their patients who are quite upset over this. Let me elaborate: Our local patients, served by the Kawartha North Family Health Team, would be in excess of 5,000 year-round residents. Since the community is populated by a large number of Retirees, local services are a MUST, especially when blood samples are such an integral part of diagnosis! Many of these patients rely on friends to get them to the Clinic and diabetics and others that should ‘fast’ before blood is taken are therefore subject to

extreme health risks. It is just not right to make all of us have to drive to Fenelon Falls or Lindsay to fill up their waiting rooms with patients waiting for blood to be taken. Our winters will certainly put an extra strain on this plan for many of us, as well. The Ontario Health Ministry, headed by Deb Matthews, has already cut certain O.H.I.P. benefits with total disregard for the welfare of Residents and Doctors. Waiting periods for C-scan and M.R.I. testing are a disgrace. (My wife had to wait for over four months for an M.R.I on her spine while in excessive pain and limited mobility the whole time.) Waiting periods for many surgeries can be up to 2 years! Almost all of our medicines have been disqualified and changed to Generic, which is always another surprise at the Drug Store. It is time to stop ruining our O.H.I.P. plan and concentrate on correcting and improving some of these previous mistakes before it is too late for you. AN ELECTION IS COMING… Please, do not stop funding our Kawartha North Health Team Doctors from being able to take blood samples locally. There are developments in the making that will impact Bobcaygeon for many years to come. You have to be concerned now! As most of your readers are aware there is a 400+ acre quarry and concrete plant proposed by Dewdney Mountain Farms Ltd, which is about 15 minutes from Bobcaygeon. It is estimated to be in operation for 25 – 30 years. It has been estimated that there will be 61 trucks per hour (one per minute, 30,000 plus per year) leaving or entering the quarry. Did you know that an estimated 80% of the large trucks carrying this aggregate (crushed stone, dimensional stone etc.) would travel through Bobcaygeon and on to the GTA? All of this additional traffic is in addition to

Bobcaygeon Curling Club New Members are always made to feel welcome and it’s a great way to make new friends. Novice curlers are introduced to the game of curling in a safe and positive environment and receive free lessons at the beginning of the season as a part of their membership. Our schedule accommodates EVERYONE – from 6 to Seniors. Ladies: Monday evening, Tuesday & Thursday afternoon. Men: Monday, Tuesday, Wednesday and Friday morning as well as Tuesday night men’s league. present quarry traffic and ignores future traffic from other new quarries. In addition to major traffic concerns, there are issues surrounding the quarry related to water quality impact, environmental impacts, noise levels and highway maintenance costs which will not be covered by the trivial fees charged to quarry owners. You the taxpayer will pay. All reports on this proposed quarry can be read by going to: www.galwaycavendishharvey.ca/, then go to Township Council, then to Agenda Package/ Minutes/Highlights North Pigeon Lake Ratepayers Association members are so concerned that a separate committee has been established to monitor developments and research ways that quarries can be developed while minimizing the negative impacts. Our committee has mapped over 40 quarries and pits in GCH. These are not running at anywhere near full capacity so why the need for another? This one quarry is the tipping point as the accumulation of many already in existence or planned for in the future is now overwhelming. GCH has not made a decision on the requested re-zoning of this proposed quarry yet. Our local government needs to have a management plan in place before they approve any more applications, including this one. Our area is now designated as the prime area for development of quarries and we will soon be known as the aggregate capital of Ontario, which is not conducive to our image as a preferred tourist and retiree destination. Please make your comments known to both governments, local and provincial. This affects everyone. Hickory Beach

A presentation to the Mayor and Council was made by Mr. Rene Levigne on behalf of the resident’s petition regarding the use or lack thereof of the beachfront at the end of Hickory Beach Road. Prior to amalgamation, the Township of Verulam provided some maintenance to the beach area for the residents of Hickory Beach. Since amalgamation there has been little or no maintenance done to the beach. The objective of the petition and presentation was to seek assistance from the City to restore Hickory Beach to a safe and quality beach as it used to be. Currently the area has been used to launch boats and, as a result, the vehicles tear loose the fragile roadway. There have been several meetings at the beach this season with the residents of Hickory Beach to discuss what might be done to make this a safe swimming area for the local residents. On several occasions, Brian Junkin and several senior COKL staff were present. After some discussion the Mayor advised Mr. Levigne that the City had a 50/50 program in place and would that be of some interest to the committee. There seemed to be a positive reaction and as a result Council voted to receive the 150-signature petition and requested Staff to look into the matter and make a recommendation to Council by the end of November.

Debentures

Definition of Debenture: Unsecured debt backed only by the integrity of the borrower, not by collateral, and documented by an agreement called an indenture. Treasury is recommending that the 2012 capital project debenture be provided by Infrastructure Ontario because they have provided the best interest rates and terms than that offered by Royal Bank of Canada. However, the process to borrow with Infrastructure Ontario involves additional steps. By law, second debenture is required once the application has been approved. That is scheduled for the November 13th, 2012 council meeting. Presently the rates are 2.63% for a ten (10) year term and 3.41% for twenty (20) years. Councillor Macklem suggested that the issue be reviewed by the Budget Advisory Committee on Monday October 15th. Council agreed and will hold a special Council meeting on October 16th to make a decision on this matter.

Solar Power installations on City Buildings

Staff suggests that the City may have a number of suitable roof spaces for consideration of the new FIT program and that the City could leverage this roof space into a guaranteed source of income without cost of installation or downside financial risk to the municipality. Under this proposal the initial cost of the installation would be borne by the designated solar panel company and the City would receive a percentage of the proceeds of the sale of electricity to the Province. While Council generally agreed with the idea there was concern expressed regarding the current condition of some of the roofs within the City buildings. If certain roofs were outfitted with solar panels and then at a later date the roof needed repairs who would bear the cost? Council will review the idea at a later date when there has been some clarification.

Water and Wastewater

Looks like our twenty-one (21) drinking water systems and our six (6) waste water systems may be going through a review regarding their overall efficiency. In a staff report delivered to Council it appears that there may be some opportunity to make a business case through the geographical clustering of similar water and wastewater systems. The new contract(s), when negotiated, will attempt to achieve these efficiencies. Council approved the recommendation.

CITY OF KAWARTHA LAKES …Interview with the Chief Administrative Officer

It has become apparent to me that while the Mayor and the Councillors deliberate how to govern and hopefully improve how the City moves forward to the future, the staff and employees of the City are the ones who make things happen—for better or for worse. The Mayor and Council are here from one election to the next. If they run again they may be reelected for another term. Not so for the staff and the employees. They are here for as long as they are being productive and, I trust, meeting their objectives. Therefore, now that we have a new CAO, I would find out what he thinks of the idea. The following is my interview with Mark Fisher. Questions for the Chief Administrative Officer Promoter: As I am sure you are aware, you are the administrative head of CKL’s largest workforce, over 1200 people. How are you managing so far? Mark: Very well I believe. In the time that I have been here I believe we have a truly dedicated workforce. Promoter: What impact can you have in assisting the Mayor and Council? Mark: Let me put it this way. The Mayor and Council determine the destination and I and my staff manage the trip. Promoter: I am sure you are aware of Strategic Planning. Are you considering doing a SWOT Analysis on the current position of the City? Would you include possible solutions and procedures to improve efficiency with regards to financial status and long term planning? Mark: Yes, of course I am very familiar with the concept and have used it from time to time. I don’t feel that it is necessary as one of the things that I was greatly impressed with when I arrived here is the depth of talent that we have working diligently for the city. We all do different work and yet we work together. There is an effective Performance Management System in place and everyone,

including myself, will be rated against what I call the ‘Balanced Score Card’. It is what they used to call ‘Management by Objectives’. Promoter: Now that you have been here for a month or so, how do you feel you are settling in? Mark: On the work front very well, I believe. I want to emphasize on how pleased I am with the people we have. They have such a great attitude and we have, I believe, an enormous pool of talent. On a personal level, I am looking forward to my wife joining me as soon as our house in Fredericton gets sold. We are like most families, our biggest investment is our house and in order to really buy here we have to sell there. Promoter: Do you have a Vision for the City of Kawartha Lakes? Mark: I believe very strongly that the Kawartha Lakes are ready to develop quite dramatically. We have to become a centre of excellence. As an example, we are renowned in the area of water. We are becoming known, along with Fleming College, as leading the way in this regard. Promoter: What do you feel will be your biggest challenge? Mark: What I would like to see is a database outlining the incredible skills and attributes of all our people. I believe that we can solve any problem that we may be faced with. At that point it was time for his next appointment and my time with Mr. Mark Fisher was at an end. There is no question he can talk the talk and I look forward to seeing him walk the walk.

decision to relocate to Bobcaygeon from their home in Glencoe, Ontario. The second is their new house, now under construction. And, of course, there’s the reason for the big excitement and talk around town: Foodland Bobcaygeon. He says, “My wife and I had a dream, never expecting it to happen. Then Sobey’s offered us an opportunity we could not say no to. We had asked for a cottage country location, never thinking this particular location would come up.” Bobcaygeon, he says, is the crown jewel of the Kawarthas. “Sobey’s sees a big future for this community in long-term growth, just as we do. It’s important for us to support and be involved with our new community.” He adds that while it does take time, it’s important to him that he learns the names of his customers. “We’re here to take care of the people in our community with a personal touch,” he says. “We are small-town people with a sense of old-fashioned service.” And what about summer when tourist season peaks? “We’ll be here,” he says. If he can’t get to know everyone, he can at least say hello. “I’m known for being the first one in and the last to leave.” The store is currently undergoing renovation. It’s a little disorganized right now but spirits are good and improvements are already evident. “My philosophy about this business is, to be successful, it requires a clean store, competitive prices, and get to know your customers. It isn’t the size of the store.” Among the changes will be the addition of state of the art equipment, including a walk-around deli island to showcase what Foodland offers. “This store will compete with any big urban centre store—on a smaller scale, of course.” Foodland’s Grand Re-Opening is targeted for some time between mid-December and early January. That gives Brian and Mary Peoples a chance to settle in—and learn a great many names.

The story begins three years ago, when Paul opened a small outdoors store behind MacDoo’s restaurant. The current location features mounted wildlife displays, including the Wild Turkey World Slam. Desiree says there are times when customers come in to purchase items for friends or family members but aren’t certain about what the items should be. That’s where the gift certificates are just the ticket.

Bobcaygeon & Area Chamber of Commerce Congratulations to Vanessa Oliver, who was crowned Fair Ambassador of the 2012 Bobcaygeon Fall Fair’s September 27th Pageant. Daughter of Lianna and Glen Oliver of Riverside Drive—and the Chamber’s nominee for the title, she is an Honours Grade 12 student at Fenelon Falls Secondary School. She plans to attend university, where she will major in animal sciences toward a career as a veterinarian. In addition to officiating at this year’s Fall Fair activities, she will, over the next year, represent Bobcaygeon at various local and out-of-area events. Just a reminder: the Chamber’s Annual General Meeting will be held in the City of Kawartha Lakes Service Centre at 7:00 p.m., Tuesday, October 30th. Nomination forms for directorships are available at the office, Canal Street East, with a submission deadline of October 23rd. Among the

responsibilities undertaken by the directors are as committee heads for the Chamber’s multiple events between April and December. The 2012 Christmas House Tour has signed up four homes, one business and one museum, with a fifth home expected shortly. This year’s itinerary will comprise two Bobcaygeon homes, on Riverside Drive and Jane Street, one home on Clifton Road in Fenelon Falls, one home located off County Road 8 midway between the two communities, Bolton Street’s Village Florist, Gift Shoppe and Custom Framing, and the Boyd Heritage Museum on Canal Street East. The $15 tickets with map are on sale at the Chamber office. The Chamber’s last event of the year, to be followed next April by the Awards Dinner Evening, the tour is be held Saturday, December 8th and will complement the Santa Claus Parade as a Festive Season opening act. It will run from 1:00 to 4:00 p.m. and 6:00 to 9:00 p.m., with the museum open from 1:00 to 9:00 p.m., the later closing hour intended to refresh the (hopefully wintercold) participants with hot cider and snacks in the museum’s art gallery.

Polenta, or coarsely ground cornmeal, is a Northern Italian staple—even more than pasta! Not to mention it’s like eating a big, warm hug. While it requires a bit of stirring, the results are really worth it. Leftover polenta will become firm when chilled—try it cut into squares and pan-fried! Serves 4 Ingredients 1 head of roasted garlic, recipe follows 20 brussel sprouts, washed and quartered 1 cup polenta 3 cups milk 2 cups vegetable stock 6 sprigs of thyme, leaves removed 3 tablespoons butter 3 tablespoons olive oil, divided 2 tablespoons balsamic vinegar 1/2 cup grated Romano cheese, plus more for garnish salt/pepper

Preheat oven to 375 degrees. Cut the top 1/3 off of the head of garlic and place on a sheet of aluminum foil. Drizzle 1 tablespoon of olive oil over garlic and season with salt and pepper. Wrap garlic in aluminum foil and roast for 1 hour till fragrant and tender. Let Cool. In a bowl combine quartered brussel sprouts, remaining olive oil, balsamic vinegar and salt and pepper. Toss to coat. Roast in baking dish for 25-30 minutes till caramelized and tender. Keep warm. Meanwhile, in a large heavy bottomed pot or Dutch oven heat milk and stock to a boil. Reduce heat and slowly whisk in polenta, stirring constantly to prevent lumps. Add thyme, butter and squeeze in roasted garlic. Cook over low heat 20-25 minutes, stirring very frequently Ladle hot polenta into bowls and top with brussel sprouts and additional grated cheese. Serve hot.

57th Annual Lindsay Santa Claus Parade The Lindsay and District Chamber of Commerce just received an alert from the North Pole: Christmas is on its way! The staff at the Chamber is busy planning for the 2012 Lindsay and District Chamber of Commerce Santa Claus Parade presented by Giant Tiger. The theme for this years Parade is “Favourite Christmas Carol.” Organizers are encouraging participants to get creative and design floats that depict a certain carol. The Parade will take place on Sunday, November 18th at 2 pm. Float applications are available at the Chamber and are due by Friday, November 9. Ribbons will be awarded to the top three floats in each of the three categories. Volunteering with the Santa Claus Parade is a fantastic way to help out in the community. High school students, it’s a great way to obtain community hours, while having fun! Volunteers are needed for many aspects of the Parade and are always welcomed. If your community has no sidewalks, walking beside the road at night can be very dangerous - adult accompaniment and flashlights are a must, regardless of the child’s age.

Halloween means that there will be more children out on the streets. Drivers need to take extra care.

Drive slowly in residential areas where children are more likely to be trick-or-treating. Did you know that drivers cannot accurately judge their own speed when driving? The higher the speed, the less likely you are to see a child pedestrian, and the harder it is to stop quickly.

Approximately 20 trees were planted in various locations. “There are so many that helped make this tree plant a success. We thank Rockwood Forest Nurseries for providing delivery free of charge, Norland Horticultural Society and Bill and Pauline Barber for their guidance and such a great effort!” The students created, planned and drew out a plan for an outdoor classroom. Health & Wellness DRIVE THE FLU AWAY One Shot at a Time

The local health unit may have a solution for area residents who want to be immunized against the flu but are unable to attend a community flu clinic due to a medical condition or special need. On Saturday, October 27, the Haliburton, Kawartha, Pine Ridge District Health Unit is once again hosting a Drive Thru Flu Vaccination Clinic for people with conditions that would make it difficult to be immunized at a larger community clinic. The clinic, which is being held at Polito Ford Lincoln, Kent Street at Highway 7 in Lindsay, allows people to drive in and be immunized without ever leaving the vehicle. Drivers and care givers accompanying the individual can also be immunized at the same time. The Drive Thru Flu Vaccination clinic is geared to people who: • Are very frail with significant difficulty walking • Use a wheelchair • Are recovering from back or heart surgery • Are recovering from stroke or brain injury • Have serious auditory/visual conditions • Require a guide or companion dog • Are oxygen dependent • Are developmentally/mentally challenged • Have been diagnosed with Alzheimer’s Disease “It’s often the people who have these medical conditions or special needs who are the most vulnerable to influenza and its complications,” says Linda McCarey, Director of Communicable Disease Control for the HKPR District Health Unit. “The

drive thru flu clinic is an easy and effective way to ensure people can protect themselves or their family members from getting ill with influenza this winter.” Appointments are necessary for the clinic and must be booked before 4 pm on Friday, October 19 by calling the Health Unit at (705) 324-3569, ext. 220. The flu shot is the safest and most effective way to prevent the spread of influenza this winter, McCarey says, and in order to be protected, people need to be immunized.

Life Within Our Community My work with seniors and in long-term care has given me the gift of education from some of the greatest teachers. The people about whom I speak are much more than a diagnosis from a doctor; these are people who are much greater than what they have forgotten, and more than the times and situations they have witnessed throughout their time. offering the free HPV vaccine to any female: • Born between 1994 and 1998 or • Those who were in Grade 8 during the 2007/2008 to 2011/2012 school years but did not receive all three doses of the HPV vaccine at school. The annual school immunization program to offer HPV vaccine to all Grade 8 girls is continuing. HPV is the most common sexually transmitted infection in Canada and is responsible for 70 per cent of cervical cancers and 90 per cent of genital warts. “Three out of four sexually active women will get HPV at some point in their lives if they are not vaccinated,” says Shawn Woods, Sexual Health Manager at the HKPR District Health Unit. “Most people who become infected with HPV may not even know they have the infection, as there may be no signs or symptoms, but they still carry the virus and can infect others.” HPV is spread through vaginal, oral or anal sex or during intimate skin-to-skin contact with someone who is infected. The HPV vaccination is 98 per cent effective in protecting women against the four types of HPV infection. “By getting vaccinated now, young women are protecting themselves from any future exposure to an infected partner as well as protecting their partners from the risks of an HPV infection,” Woods says. The Health Unit will be offering HPV immunization clinics throughout the coming months. Anyone interested in booking an appointment can call the Health Unit toll-free at 1-866-888-4577. October Is Eye Health Month This year’s Eye Health Month theme is “Look. See. Learn”. The focus is children’s vision and the importance of eye exams in early childhood to detect and prevent serious eye disorders. Since 80 per cent of classroom learning is visual, it’s extremely important for parents to have their children’s eyes tested prior to them starting school. School children with poor eyesight may fail to progress educationally and could even exhibit reading or learning disabilities.

It is important that children’s eyes are checked thoroughly when they’re young. Even if they have 20/20 vision, they can still have other problems with their eyes. In 2011, the Canadian Association of Optometrists published the Frequency of Eye Examinations – Guideline in the Canadian Journal of Optometry. These updated guidelines recommend that children’s eyes be tested for the first time when they are between 6 – 24 months, followed by one eye exam each year between the ages of 2 and 19 years. Young children may think that what they see is normal, even though it’s not. The earlier they are checked the better. In Ontario, OHIP covers the cost of eye examinations for children under 20 and seniors 65 and over.

Frequency of Eye Examinations – Guideline Age Group Birth to 24 Months Preschool 6 to 19 years 20 to 39 years 40 to 64 years 65 years and older

Recommendations* Infants and toddlers should undergo their first eye examination between the ages of 6 and 24 months. KPOW SPEAKS OUT Sewage Pipes Across The River

The North West Sewer Trunk is well underway. The City needs the residential and commercial development and taxation this will allow. However, the sewage must be piped across the Scugog River to the sewage treatment facility. There are time and financial pressures to complete this project. We feel that Council has not been presented with all the facts and in some cases misled. Staff are proposing methods of tunneling under the river with one or two pipes using a system of underground boring or hydraulic fracking to place the pipe(s) under the river through the bedrock of limestone (limestone is notorious for fracking). They would cross the river in an area historically known for high concentrations of PCB’s, heavy metals and other contaminants in the river sediment. PCB’s are not dangerous while dormant in the sediment but if disturbed could travel in the water column into Sturgeon Lake and beyond. The City has run pipes under the river at several locations, however never where there was high contamination of the riverbed. Should an “environmental accident” occur, the Ministry of the Environment would issue a stop work and remediation order. This would cause time delays to the project. If the MOE were to find the City responsible for the clean up, all taxpayers in the City of Kawartha Lakes will be financially responsible. Kawartha Protect Our Water (KPOW) suggests

a more environmentally friendly proposal. That is, a bridge over the Scugog River carrying the sewage pipes as a more common sense solution, for the following reasons; it is proven technology (Fenelon Falls and Bobcaygeon are two local examples), guaranteed efficiency, safety, defined costs in a construction contract and no damage to the fish stocks or water quality in the Scugog or Sturgeon Lakes. Over-the-river piping could be easily maintained. If there is a leak under the river, a new pipe would have to be inserted inside the existing pipe at a huge cost and this would diminish the capacity of the pipe. Bridge piping could be easily expanded for future growth. Not the case with the under the river proposal and to make matters worse portions will be at capacity almost immediately. Councillor James has also made a proposal to cross over the river with a bridge at Thunder Bridge Road. We are confused and concerned that the under the river option is the method supported by Staff. Report on Harvest Happenings from the Special Event Committee: • Scarecrows lined the streets with lots going on at Headquarters (Slices N’ Scoops) on Water St. • Weather was cool ‘n cloudy at first, but sun came out and all enjoyed the day! • The children, as seen in Karlee & Megan’s photo, painted almost 100 pumpkins! • Mrs.Twist had tons of requests for animals such as a giraffe, panda bears, rabbits, spiders, swords & butterflies • Horse & Wagon rides with Steve and family, were our new additions to the event this year & a huge success as they toured around the town • Sunflowers were purchased for the donation to Kawartha Humane Society in Andrew

Bremner’s memory •Another new addition this year was the Free Fall Harvest photo set up at Shutterbug’s Photofinishing with kids and their families gathered around straw bales, corn stalks and pumpkins, and even the family pet got in the photo shoot. •Chili and bun at Dockside was a warm yummy food choice •Lots of people shopping around town, entering the fabulous draws at our participating stores.
