GUIDELINE TO THE PQR 2011 What is the PQR? The PQR or the Professional Qualifications Requirements (formerly known Personnel Qualifications Requirements) is a reference to standardize the requirements of licensing health professionals in Abu Dhabi. The PQR standards dictate the minimum expertise generally necessary for performing heath care related practice within a broad category. The Standards are not designed to provide relative evaluations of individuals (i.e. identify the best individual for a given position).

There are two basic components when evaluating health professionals for licensing 1. Academic degrees 2. Professional experience Academic degrees include educational experience/certifications obtained by the health professional. Professional experiences include substantive, salaried experience relevant to the discipline being considered for licensure. Though both components are necessary for licensure of all health professionals, the type and extent of these components is unique to each discipline.

What is the purpose of developing the PQR? The purpose of the Professional Qualification Requirements (PQR) for Health Care Professionals is to ensure that all health professionals of the Health Authority - Abu Dhabi (HAAD) meet and maintain professional qualifications and experience standards set to ensure quality health care within universally accepted health care standards. . It is the responsibility of the Health Authority Abu Dhabi through the department of professional licensing, as stated in the Resolution No. 97/2002 issued by the Director of H.H. Office dated 23.6.2002, to maintain the PQR within the predetermined universally accepted healthcare standards and to ensure candidates meet or indeed exceed the qualifications as detailed in the PQR.

Are the PQR Standards mandatory or are they guidance?

The standards are mandatory and any health professional licensed in the Emirate of Abu Dhabi must comply with such standards. Standards depicted as “preferred” are strongly recommended for healthcare providers/employers to consider but are not mandatory requirements for licensing.

How were these Standards produced?

Since its first publication, the PQR is the result of an extensive and continuous research and consultation with: 1) International, federal and local health regulatory and licensing organizations; 2) Professional societies and associations; 3) Academic institutions and colleges; 4) Individuals, experts and professional working groups.

What is the meaning of tier 1, 2, and 3?

“Tier” is a term used to indicate a category of qualifications for postgraduate education for medical/dental doctors. The determination of these categories is based on the level and presence of academic structure and competency based evaluation during qualifying degree. It is important to note that Tier 1 and Tier 2 qualifications lead to consultant licensure (with the only difference being in the number of required years of experience post certification). Tier 3 qualifications lead to specialist licensure, consultant licensure cannot be attained through Tier 3 qualifications. Final licensure granted (e.g. Consultant, Specialist) connotes the acquisition of equivocal standards of medical competence, duties, and rights for all health professionals within that title irrespective of which tier level was used to grant the license. (i.e. Consultant status granted through Tier 2 qualifications is considered equal to consultant status granted through Tier 1 qualifications. Similarly, specialist status granted through tier 1, 2 or 3 are all equal).

How are certificates/qualification evaluated?

Certificates and qualifications are evaluated using the following criteria: 1. The country and institution from which the certificate was awarded.

2. The level of international recognition of the Certificate.

3. The duration and content of study, with special emphasis on the presence or absence of clinical practice/practical training as relevant to the type of licensure requested.

It is important to note:



Certificates/qualifications acquired through experiences of honorary nature (such as a non practicing visiting physician) are not counted towards PQR requirements.



Certificates/qualifications acquired through correspondence or distance learning, are not counted towards PQR requirements.

What are the HAAD policies on interruption/discontinuation of practice for health professionals?

A health professional who does not practice in a patient-care role for more than two years is unlikely to have current knowledge of safe practice including advances in technology, pharmacology and evidence-based medicine, etc. It is therefore a requirement that such a person should produce a detailed, official and documented description of the amount, type, and dates of continuing professional development that he, or she, has completed during each subsequent year, after the first 2 years of discontinuity of practice, and for a maximum of 3 years. Such activities could include workshops, courses, in-service training, and clinical attachment for at least one month every year or at least 50 hours of CME every year.

Over 2 years of discontinuation of practice All clinicians who discontinue clinical practice for more than 2 years must undergo a formal clinical evaluation by the HAAD and may be subject to a period of supervised training for 6 - 12 months.

Over 5 years of discontinuation of practice Any Non National applicant who has over 5 years of an interruption of practice is ineligible for licensing within that practice.

Any UAE National applicant who has over 5 years of an interruption of practice must undergo formal clinical evaluations by the HAAD and may be subject to repeat training as deemed appropriate by HAAD. These will be determined on a case by case basis.
