INFORME REVELA QUE LOS LATINOS DE COUNCIL BLUFFS ESTÁN SUBREPRESENTADOS Y DESATENDIDOS

Vi el dolor y el miedo en los jóvenes y viejos.

Oí la frustración, el deseo y la esperanza de un cambio,” comentó María Teresa Gastón, un estudiante de doctorado en la Universidad de Nebraska en Omaha (UNO) y co-autora de un informe publicado este noviembre por la Oficina de Estudios Latinos/Latinoaméricanos (OLLAS) de UNO titulado “Invisible y sin voz: Latinos en Council Bluffs, Iowa.”A través de una serie de conversaciones con la comunidad y entrevistas, Gaston y los co-autores del studio recientemente descubrieron el creciente descontento y la ansiedad entre los miembros de la comunidad latina en Council Bluffs con problemas de falta de representación y la falta de servicios disponibles para los hispanos en el area.

Reconociendo la necesidad de involucrar a los Latinos y a las personas que toman las decisiones en Council Bluffs en una serie de diálogos sobre la posición actual de los hispanos en el área, Gastón indicó que su equipo se enfoco en “los líderes y miembros de la comunidad en sectores claves de la comunidad de Council Bluffs,” incluyendo “negocios, representantes del gobierno educativo, organizaciones sin fines de lucro,” entre otros.

“Invisible y sin voz” se centra en tres áreas principales e incluso propone una recomendación de política detallada. La primera parte del informe analiza lo que Gaston y sus co-autores acuñaron como “comunidad trans-río,” en concreto esta parte del informe se centra en los patrones de trabajo de los latinos entre Omaha y Council Bluffs, así como otras dinámicas sociales y económicas.

“Tenemos una gran población latina que trabaja en muchas de nuestras industrias más grandes,” indicó una representante de la Cámara de Comercio que fue entrevistada para el estudio , y agregó que “no hay suficiente gente en el país que están dispuestos a trabajar por los salarios y las horas y el tipo de trabajo que hacen, asi que dependen mucho en la población hispana.” Empleadores principales de los inmigrantes hispanos en Council Bluffs incluyen grandes empresas como Tyson y ConAgra.

Obama indicó que las sanciones fueron suficientemente importantes como para impactar la economía iraní. “Por primera vez en casi una década, hemos frenado el avance del programa nuclear iraní, y las partes claves del programa se pondrán en alto,” según Obama. El gobierno iraní se ha comprometido a poner fin a los determinados niveles de enriquecimiento y neutralizará elementos existentes. Se espera que este sea el primer paso de muchos por venir gracias a negociaciones intensos.

tener mejor representación, Latinos de Council Bluffs están listos para el reto. “Los latinos ven la necesidad de formar un grupo de ayuda para los Latinos en Council Bluffs para tratar de unirnos y ser escuchados; motivarnos a etudiar ingles y para defendernos mas para darle una voz mas fuerte a nuestra comunidad,” senala el studio.

Alcanzar una posición de igualdad en la comunidad y obtener una voz no será una tarea fácil para los latinos. Este logro requiere un esfuerzo de colaboración. Por esta razón Gaston anima a las personas que toman las decisions a “en primer lugar, apoyar la reforma migratoria de sentido común federal con un camino a la ciudadanía,” y por segundo “priorizar e incentivar el reclutamiento y la contratación de profesionales latinos bilingües y biculturales, especialmente en las escuelas.”

Como Gaston elocuentemente señala, necesitamos “comprometernos y comenzar un diálogo sincero, creativo y ampliamente participativo para desarrollar una visión de la integración y la vitalidad que deseamos,” a fin de abordar los numerosos problemas identificados por este proyecto de investigación.

“

I saw the pain and the fear in the young and old. I heard the frustration, the desire and the hope for change,” remarked Maria Teresa Gaston, a PhD candidate at the University of Nebraska at Omaha (UNO) and co-author to a November report released by UNO’s Office of Latino/Latin American Studies (OLLAS) titled “Invisible and Voiceless: Latinos in Council Bluffs, Iowa.”

Through a series of community conversations and interviews, Gaston and fellow co-authors recently discovered the growing discontent and anxiety among Latino community members in Council Bluffs with problems of underrepresentation and the lack of services available to Hispanics in the area.

Recognizing the need to engage both Council Bluffs Latinos and top decision-makers in serious dialogues about the current position of Hispanics in the area, Gaston indicated that her team targeted “leaders and community members in key sectors of the Council Bluffs community,” including “business, educational, non-profit and government representatives,” among others. The report indicates the research team “sought to understand and shed light on Latino economic and civic participation or lack of participation as well as responses of basic institutions to the growing Latino presence” through these conversations and an analysis of data from the 2010 Census.

“Invisible and Voiceless” focuses on three main areas and even proposes a detailed policy recommendation. The first segment of the report analyzes what Gaston and co-authors coined as the “trans-river community,” more specifically this portion of the report focuses on the work

patterns of Latinos between Omaha and Council Bluffs as well as other social and economic dynamics that are involved.

“We have a large Latino population that works at a lot of our larger industries,” indicated a Chamber of Commerce representative that was interviewed for the study, adding “there’s not enough people in the country that are willing to work for those wages and those hours and the type of work they do, and so they rely very heavily on the Hispanic population.” Major employers of Hispanic immigrants in Council Bluffs include large companies such as Tyson Foods and ConAgra Frozen Foods. Although Latinos provide a solid workforce to these companies and other industries in the Council Bluffs area, the report finds that many Latino workers face bad work conditions. The report pointed out that “Latinos acknowledge that they work very hard, sometimes performing the equivalent work of two or three other employees for the same pay. Although Latinos contribute to workforce productivity and the wealth generation of the community, the OLLAS study finds “few participate in decision-making or ascend to levels of higher responsibility in industry or any of the city’s basic institutions.”

The second segment of the report places heavy emphasis the interaction between Latinos and the Council Bluffs community, as well as the general perceptions and attitudes towards Hispanics and how local institutions are responding to the fast growing Latino population in the area. The study points out that “some Council Bluffs stakeholders observe little change and growth regarding the Latino presence,” and certain institutional practices

in the area exhibit “lack of awareness” of the needs of the Latino community at large. The lack of services geared toward the Spanish speaking population creates a state of “tension and confusion” as the study points out.

The report’s third segment includes an analysis of the daily life of Council Bluffs Latinos and the desire for better integration. “We all contribute and we all should be heard no matter where we are found,” indicated one woman that was interviewed for the project. Recognizing the need to obtain better representation, Council Bluffs Latinos are ready for the challenge. “Latinos see the need to organize a group to help them unite, to help them learn about and defend their rights, to support each other in learning English and to give their community a stronger voice,” indicates the study.

Reaching equal standing in the community and gaining a voice will not be an easy task for Latinos.

Such an accomplishment will require a collaborative effort. For this reason Gaston encourages decision-makers to “first, support federal common sense immigration reform with a path to citizenship,” and second, “prioritize and incentivize recruitment and hiring of bilingual and bicultural Latino professionals, especially in schools.”

As Gaston eloquently points out, we need to “commit to and commence earnest, creative and broadly participative dialogue to develop a vision of the integration and vitality desired,” in order to address the many problems identified through this research project.

President on Iran President Obama recently issued a statement addressing Iran’s nuclear program. The President emphasized that it has been his goal to prevent Iran from obtaining a nuclear weapon and he has attempted to resolve the issue peacefully, Obama pointed out that for many years Iran has been unwilling to meet its obligations to the international community, adding that this ultimately led the United States, the United Nations Security Council and countries around the globe to “impose unprecedented sanctions on the Iranian government.” Obama indicated the sanctions were substantial enough to impact the Iranian economy. “For the first time in nearly a decade, we have halted the progress of the Iranian nuclear program, and key parts of the program will be rolled back,” according to Obama. The Iranian government has agreed to halt the certain levels of enrichment and will neutralize stockpiles.

It is expected that this is the first step of many to come thanks to intense negotiations.

Candlelight Vigil For Immigration Nebraska Appleseed, the Anti-Defamation League Plains States Region, Catholic Charities, Creighton’s Center for Service and Justice and a series of other local organizations hosted a vigil at the Hruska Federal Courthouse on Tuesday, December 3. The purpose of the candlelight vigil was to encourage area residents to support common-sense immigration laws. According to Appleseed, too many families in Nebraska have been torn apart by the broken and unjust immigration system in the United States. Area family and faith leaders urge Nebraskans to contact their elected representatives to exert pressure on them to vote in favor of immigration reform.

Park Ave Commons, a lovely gathering point for our residents in need [by Marina Rosado]

maha certainly still has enough charm to surprise us with lovely spaces which are, above everything, very important for our community.

On Park Avenue, and almost on the corner of Woolworth, we find Park Ave Commons, a cozy place where residents in the area, both kids and adults, gather and receive much needed support not only for their families, but also for their own neighborhood.

Park Ave Commons opened its doors on October 19 thanks to the effort of inCOMMON Community Development, a non-profit with origins going all the way back to the Mosaic Community Development agency, an organization run by Christian Gray.

Having left behind his native California, Gray moved to Nebraska in 2004 and has now been working for 7 years as the head of this agency that looks after the wellbeing of those in need: “It’s been around 10 years since we established our programs, working with neighborhoods such as Park Avenue, focusing on helping people who have no place to call home.”

The inCOMMON offices are located at 13 Street, and it was there that a center was created to offer workshops to prevent people with a low income from being left in neglect.

“About 4 years ago we had the idea of opening Park Ave Commons, but it took us 2 years to gather all funds needed for this, using social media such as Facebook, so that we could finally build it (with the help of workers from the Omaha Federation of Labor AFL-CIO, thanks to the support of Terry Moore - its President), over a one year period,” said Grey, who proudly added “it took the effort of the whole community in order to achieve this!”

With a firm goal to improve everyone’s life, Park Ave Commons has a Community Room with computers “where we hope all neighbors gather to learn more, to spend fun moments with their family and, above all, to help each other.”

In a location that previously had the Acme Rug Cleaners company, Park Avenue neighbors can now enjoy free game nights, English classes (ESL), GED classes (to secure a high school equivalent diploma), and even art classes.

“Our biggest initiatives for Hispanic residents are our ESL classes (Tuesdays and Thursdays from 9:30 a.m. until 6p.m., with Dr. Mary Brauch Petersen of the Language and Culture School of Omaha), as well as Bible Studies on Sundays, which are imparted in Spanish,” explained Grey while also acknowledging: “due to the fact that 60 to 70% of the population is

Hispanic, it would greatly benefit us if we could have more volunteers that speak Spanish so they can help as mentors and tutors.”

There are several challenges up ahead for inCOMMON, but luckily for Grey he works with his wife Sonya (as administrator for the organization), JD Senkbile (Program Director) and Leslie Wells (Coordinator), a very enthusiastic and dynamic team willing to listen to what people need.

In a neighborhood facing severe limits, and where the ghost of poverty lurks around every corner, Park Ave Commons is a shining ray of hope: “Our goal is to turn this into a site that is fully operated by its own residents.”

An alternative to help young kids who will soon become men

I

n the life of all men, a crucial stage in their upbringing is that which they experience when going from adolescence to adulthood.

When someone leaves behind adolescence to become a man, there are several factors that can change how this process affects someone since it could end up being a formative or destructive stage of life.

Therefore, during this specific period everything around teenagers becomes a vital factor that must be properly cared for.

Because of this, there’s a program in South Omaha that is working with young 14 to 19 year olds, thanks to the Latino Center of the Midlands. The program is called OLLIN, which in Nahuatl means “movement of the heart and of our thoughts.”

And that’s exactly what this program aims to do, moving the hearts of all participants in order to inspire them to reach proper goals for their life so that when they accomplish them they can prove they can be trusted, and that they aspire to greatness.

OLLIN has several workshops, which last for several weeks, and by the end there is a graduation ceremony for all participants. The goal is for them to take 16 classes, providing them with the flexibility of being able to enter the project whenever they want, letting them know they have to attend to the previously stated number of classes.

The backbone of the program is in creating a circle of trust where adolescents can feel safe and secure enough for them to express their joys, fears and concerns, knowing that there is someone that will help them. Because of this goal, there are several topics discussed at each of the workshops.

Four of the most relevant topics at OLLIN are substance abuse, unplanned teen pregnancy, violence and the general problems of gangs, and failing at school.

Salvador Hernandez is the one in charge of this program, a program he knows very well because he’s already successfully worked with it over at San Jose, California.

“This was a program I presented to the whole community, mainly at schools,” said Hernandez, adding: “When I got to Omaha I felt that we also had to have it here, so I approached Carolina Padilla [Executive Director of the LCM], and she gave me all of her support to start working at their premises.”

When trying to explain the difference between this program and other similar projects, Hernandez said: “With this program we can develop a better sense of identify because it has to do with the values that are common traits for Mexicans, Central Americans and for all Latinos. This is what makes us different, and it allows all adolescents to be familiarized with what we do.”

For Ofelia Robles, Specialist in Crime Prevention at the South East Precinct for the Police Department, this is an ideal alternative for the young Latino community, a community that needs all the support it can get in order to go through the change that takes young people from adolescence into adulthood.

Because of this, it is very important that a culturally adequate service is provided, as is the case with OLLIN which is based on having Hispanic people in charge, people who know and practice the customs and traditions of those they wish to benefit so that it is

easier to communicate, and therefore it is possible to obtain positive results for the task at hand.

Family therapist Nick Shuler, at the University of Nebraska at Omaha, added that the problems during adolescence can be overcome if there is a proper environment in which we can guide young people through the dangers of our current society.

“For a young person who does not have the professional advice of an adult, it is easy to fall into drugs, gangs, or even to end up dead. As a society, we must make sure we protect these individuals who will be handling our communities in the future and, therefore, programs like OLLIN are a welcome tool that will, one way or another, benefit us all.”

For Shuler, it is important that the program is properly presented and promoted with young people in a friendly way so that it can grab their attention and have them be a part of this “because without properly promoting this it will not have the desired impact.”

Up to now, OLLIN has reached the graduation of its first generation of 8 adolescents, and it is currently working with a new group where more adolescents can join in at any time.

According to the staff for OLLIN, parents have stated they’ve noticed a great change in their sons after being in the program for a short time. The same thing happened with the teenagers who said they are pleased about having decided to take part in this leadership program.

“We have to mention that the program is free and that all that is needed is that parents authorize their sons to participate, and that they graduate from the program,” said Hernandez.

Once classes are over, each graduate receives a special shirt as an acknowledgement of their physical and emotional investment in order to make it to their goal.

The shirt says “palabra” (which means that when they promise something, their word can be trusted), and it signals they’ve accomplished their mission.

The social success of OLLIN is paving the way for the imminent participation of women in the program. Therefore, young ladies will soon be able to participate in this program so that they can take advantage of this important tool for their life.

Hernandez said: “I can’t change the life of these kids, but I do care about providing them with a place where they can feel at ease in order to be part of the classes we impart and where we talk about some topics they can’t mention to their parents or teachers.

Here, we learn about life and about how important it is to grow with a sense of responsibility, always being careful of the dangers that surround us, setting goals that can allow us to prove we can be trusted, and all of this will help us be better as a person.”

na tarde antes del Día de Acción de Gracias visité el Victory Boxing Club and Community Center (VBC) en las calles 30 y R, donde antes estaba el Woodson Center y que hoy es “un centro de esperanza y apoyo” para niños y jóvenes de entre 8 y 20 años.

Mientras esperaba en la salita sencillamente decorada, llegó el carismático Reverendo Servando Perales, Director y Fundador del VBC, mostrando emocionado un ejemplar de su libro The Cry of a Warrior, el cual tuvo buena aceptación en la Décima Cumbre Anual de Educación Hispana/Latina celebrada en octubre en la ciudad de Kearney.

Sin duda sus páginas contarán la interesante historia de Perales, relatos de la oscura batalla que comenzó en las calles hasta llevarlo a cambiar completamente su rumbo, influenciando muchas otras vidas de manera extraordinaria.

Vidas como las de los pequeños que observé llegar puntualmente al VBC para continuar su entrenamiento, admirando la disciplina con la que comienzan su rutina deportiva, bajo la supervisión del Entrenador en Jefe, John Determan.

Subiendo y bajando escaleras, ésas futuras promesas del boxeo le abrieron paso a Tony Aguilera, miembro de la Junta Directiva del VBC, quien amablemente concendió una entrevista para compartir sus nuevas tareas.

“Soy nativo del Sur de Omaha y fui a la escuela con el hermano mayor de Servando, aunque a él comencé a tratarlo más por su trabajo en el YMCA, y me gustó mucho la idea de involucrarme con su proyecto”, explicó Aguilera.

Además de su labor en VBC, Aguilera adquirió la responsabilidad de servir como miembro de la Junta Directiva del Leadership Institute for Urban Education, que desde hace dos años funciona en las instalaciones del VBC: “Somos dos programas diferentes, pero nos complementamos el uno al otro”.

El Leadership Institute for Urban Education cuyas raíces se remontan hasta Wesley House Leadership Academy y al trabajo incansable del visionario Paul Bryant, se asoció con el VBC para crear un ambiente propicio tanto para el atletismo como para el liderazgo entre los chicos más necesitados.

“Servando hace un trabajo excelente con los niños – puntualizó Aguilera -, brindándoles una gran distracción atlética y positiva, y una de mis responsabilidades digamos que es enfocarme en construir la parte educativa de su formación”.

Y aunque Bryan se mudó a Atlanta, aún sigue a la cabeza del programa que presenta una estructura enfocada en los varones: “Esto significa que los niños que vienen aquí aprenden a convertirse en hombres, pues los apoyamos en su desarrollo, preparándolos para el siguiente paso que darán en sus vidas”.

Aguilera puntualizó: “No somos educadores enseñando matemáticas, álgebra o inglés, sino que les mostramos cómo formar su carácter con integridad, honestidad y liderazgo, aunque una parte del programa incluya el aprender sobre finanzas y adquirir habilidades para los negocios”.

Dirigido a jovencitos entre los 12 y 18 años, el Leadership Institute for Urban Education es un organismo no lucrativo, operando de manera paralela al VBC, atrayendo a los chicos del mismo vecindario, en su mayoría formado por la comunidad sudanesa que vive en los denominados proyectos. Los participantes se reúnen los viernes por la tarde en uno de los salones del VBC, bajo la supervisión de los facilitadores Kevin Lytle y Cortney Grixby.

“Sirviendo en ambas Juntas Directivas mi meta es traer a un boxeador y a un estudiante a la vez, y que logren salir adelante con su educación, llegando hasta la universidad”.

Las donaciones y eventos para recaudar fondos no son suficientes, y aunque VBC ganó el auspicio de diferentes organismos, aún se requiere de mucha ayuda, principalmente con la nueva adición del Centro para Adolescentes que ofrece computadoras para su educación.

Por ello, Aguilera quien tiene casi 30 años trabajando en UPS (una de las empresas que más apoya este tipo de iniciativas), invita a la comunidad a unirse como voluntarios, mentores o patrocinadores de los programas.

“Soy una persona ocupada, pero Dios me da el tiempo libre suficiente para hacer ésa pequeña diferencia en mi comunidad”, concluyó Aguilera convencido que muchos otros sentirán el mismo llamado a participar.

Victory Boxing Club and Leadership Institute for Urban Education join forces to promote leadership and sports

day before Thanksgiving, I visited the Victory Boxing Club and Community Center (VBC) over on the corner of 30 and R Streets, where the Woodson Center used to be, a place that today stands as “a center for hope and support” for children and young adults between 8 and 20 years of age.

While I waited in a nicely decorated room, the charismatic Reverend Servando Perales, Director and Founder of the VBC, arrived into the room, and he was thrilled to show me a copy of his book The Cry of a Warrior which had a great showing at the Tenth Annual Hispanic/Latino Education Summit during October in Kearney.

The pages of this book tell the interesting story of Perales, from his early beginnings with his dark battle out on the streets up to the point where his life completely shifted towards a new road, touching and changing many lives in an extraordinary way.

Lives like those of the little ones I was able to observe at the VBC, arriving on time to carry on with their training, admiring the discipline for carrying out their routine under the supervision of Head Coach John Determan.

Going up and down the stairs, these future boxing stars continued their workout while I was greeted by Tony Aguilera, member of the Board for VBC, who kindly agreed to an interview so that we could discuss the new tasks at hand.

“I’m a South Omaha native, and I went to school with Servando’s older brother, but I didn’t get a chance to get to know him better until I got to see his work at the YMCA, and I loved the idea of working on his project,” explained Aguilera.

Along with his work at VBC, Aguilera is also a member of the Board for Leadership Institute for Urban Education, an organization that has been working from the VBC building for the past two years: “They are two different programs, but they complement each other.”

The Leadership Institute for Urban Education, which has roots that go all the way back to visionary Paul Bryan and the Wesley House Leadership Academy, teamed-up with the VBC to create a proper setting for sports and leadership programs for kids that desperately need their support.

“Servando does an excellent job with kids,” said Aguilera, “providing them with the option of participating in sports activities which are positive

for their upbringing, and one of my responsibilities is focusing on building the academic part of their education.”

Even though Bryan moved to Atlanta, he still leads this program focused on boys: “This means that the kids who come here learn how to become men, and we help them in their development by preparing them for the next step in their lives.”

Aguilera pointed out: “We are not people teaching math, algebra or English, we are showing them how to build up character by way of integrity, honesty and leadership, even though part of the program does include learning about finances and acquiring the skills needed for businesses.”

With an aim to help those between 12 and 18 years of age, the Leadership Institute for Urban Education is a non-profit organization running in parallel to the VBC, and the kids from its neighborhood end up participating in the program, including those from the Sudanese community. All participants gather on Friday afternoons in one of the rooms at the VBC under the supervision of Kevin Lytle and Cortney Grixby.

“By being part of both boards, my goal is to bring one boxer and one student at a time, helping them continue with their education, going all the way to college.”

Donations and fundraisers are not enough, and even though the VBC won the patronage of several other organizations, it still needs a lot of help, mainly with the new addition of the Center for Teenagers, which offers computers for their education.

Because of this, Aguilera, who has been working for almost 30 years at UPS (one of the companies who provides a lot of support for this type of initiatives), invites the community to participate in the programs either as volunteers, mentors or sponsors.

“I’m a busy person, but God provides me with enough free time to make a small difference in my community,” concluded Aguilera, convinced that many others will feel the same calling to participate.
