ace unos años, en Omaha comenzó un proyecto artístico que deseaba exponer la música de banda, uno de los géneros más populares en la cultura mexicana.

Al paso del tiempo, su aceptación en la creciente población latina le catapultó hasta volverlos un factor imprescindible en fiestas y bailes de una floreciente sociedad que hoy se une al festejo del décimo aniversario de esta agrupación, la cual se presenta en los escenarios como: “La Inigualable Banda Santacruz.”

En el 2005 se dieron a conocer como Banda Caprichosa. Sin embargo, sus integrantes no soportaron la responsabilidad compartida de manejar el grupo, por lo cual

delegaron dicha tarea en una sola persona, Eric Solís, quien les modifico nombre al que actualmente presentan.

“Todos estuvieron de acuerdo en que le pusiéramos Santa Cruz, en homenaje al pueblo donde yo nací, en el estado de Oaxaca [México]”, dijo Solís al recordar los años en los cuales solo eran 10 integrantes. “Actualmente soy el único de los fundadores del grupo, y puedo testificar que hemos tenido una evolución muy notoria en lo referente a nuestra calidad musical, número de integrantes, vestuario y dominio del escenario”.

Solís explicó que el género que conocemos como música de banda forma parte del amplio universo que es la música regional mexicana. Pese a tener un carácter folklórico, la

música de banda se distingue por ser una música basada en instrumentos de viento, tanto de bronce como de madera, en cuyas agrupaciones es normal encontrar entre 10 y 20 músicos.

“Actualmente somos 16 integrantes y cada uno realiza un papel importante”, narró Solís, al citar el nombre de sus compañeros.

En la base del grupo figura el nombre de Jesús Rodríguez, a cargo de la tambora. José Contreras domina magistralmente las tarolas. Aldo Lemus, hace lo propio el exponer su talento con la tuba. Por su parte, Jaime Rodríguez y Sabino Ávalos, se encargan certeramente de las armonías. Los trombones son responsabilidad única de José Santa Cruz y Vicente Soria. Kennedy and Martin Luther King were assassinated, the entire American society was in turmail because of the Vietnam Conflict, and youth were becoming a potent, vocal and aggressive force unknown in the history of the nation.

The 70’s saw the signing of a contract for better wages, ending the grape boycott. The next target was lettuce, which triggered the beginning of the end of labor harmony when the Teamsters Union began signing sweetheart deals with produce growers. During this time César was jailed and UFW union members were murdered.

In 1975, César Chávez and the UFW get the Agricultural Labor Relations Act signed by California Governor Jerry Brown, making legal for farm workers to engage in union organizational activities.

For the rest of his life César, traveled the world raising awareness of the dangers of pesticides, child labor violations, continuing to show the other cheek when confronted by agribusiness.

César Chávez, died in his sleep on April 23, 1993, in Arizona. During his lifetime, César became a symbol of the struggles. Colleges throughout the land anointed Chicano studies programs after him. During his lifetime, the Pope, Presidents of Mexico and the United States, and countless civic, cultural and educational institutions gave, honor to César by placing his name on streets, schools, libraries, parks and monuments throughout the land. His work was much more to many Americans than that of being a union organizer. His deep religious convictions gave strength to a life of service to impoverished members of our American society, the farm workers.

What happened in California turned out to be the classic David vs Goliath biblical battle. Chávez was Chicano, a self educated leader, born in Arizona and raised in California. He was a farm worker, a veteran, an organizer, the founder of the farm workers’ movement. Under enormous personal sacrifice for him and his wife and eight children, he flung his spiritual presence against the opposition presented by the Goliath of agribusiness, accomplishing something that has never been done before in the history of America, he built a farm workers’ union.

I close this article with an invitation for all working class people, whose pensions are the result of union activity, whose homes, education and lifestyle were the result of the union membership, to come to South Omaha and join us in the gathering to commemorate the life and times of César Chávez, at the Boys and Girls Club, just south of 21st & O St, on the anniversary of his birthday, Monday, March 31 at 5:30 pm, where we will eat cake with the kids, saluting this true American working class hero.

he story of César Chávez is a study of how a selfless Mexican American of humble origins, committed to nonviolence, founded and led a movement that dramatically changed the living conditions of marginalized farm workers in the Southwest—particularly in California, establishing a legacy that continues to grow to this very day.

From modest origins, with only an eighth grade education, Chávez left the grape and lettuce fields of California to join the Navy in 1946. Returning two years later he moved to San Jose, married and began experiencing the results of the new policies the Bracero Program (Guest Worker) was inflicting on fellow Mexican American farm workers, due to the elimination of wage control regulations. The bracero program was a joint Mexico and U.S. guest worker program estabilished between the years of 1942 and 1964.

In 1952, César’s future as an organizer was heavily influence when he was hired by Fred Ross, co-founder of the CSO (Community Service Organization established in 1948, in East Los Angeles).

Another essential ingredient into the legend of César Chávez was Delores Huerta. Both became a one-two punch that brought the CSO into the 1960’s.

In 1962, after leaving the CSO, Chávez and Huerta organized the National Farm Workers Association (NFWA) and aligns with a large population of Filipino workers of the Agricultural Workers Organizing Committee (AWOC) of the large umbrella union, AFL-CIO. The end of the Bracero program in 1964 was followed by the rise prominence of the United Farm Workers (UFW) and the subsequent transformation of American migrant labor under the leadership of César Chávez and Dolores Huerta.

In March of 1965, César Chávez begins a 340 - mile pilgrimage from Delano to Sacramento, California, generating national interest that eventually resulted in the first genuine union contract between a grower and farm workers union in United States history.

Using fasting and iconic Mexican images such as the portrait of Our Lady of Guadalupe and the UFW eagle, César Chávez gave creed to the Chicano Movimiento, that followed him onto the national scene, when he announced a grape boycott. Chicanos and many university students everywhere in the United States began boycotts at supermarkets, in support of the UFW. Across the nation, in the late 60’s social, cultural, racial and political upheaval became headlines. Bobby

a historia de *Cecilia parece sacada de un drama de telenovela. Hace unos años se casó con un ciudadano estadounidense que, al poco tiempo de unirse a ella, empezó a maltratarla. Más adelante el hombre se divorció de ella sin avisarle, pero después volvieron a contraer matrimonio.

Cuando al esposo le diagnosticaron cáncer terminal quiso ayudarla a regularizar su situación migratoria, porque ella era indocumentada.

Cuando su marido ya enfermo quiso ayudarla para que dejara de ser indocumentada, Cecilia tuvo la mala suerte de consultar a una persona sin escrúpulos que le cobró $2,500, y nunca realizó el trámite que le prometió.

Hoy en día Cecilia sigue siendo indocumentada, y ya no puede solicitar la residencia legal a través de su esposo era ciudadano estadounidense, porque falleció y venció el plazo en el que todavía podía hacerlo.

La historia de Cecilia, quien trabaja como conserje en labores de limpieza en el Área de la Bahía, se parece a la de muchas otras personas que caen en manos de notarios o gente no calificada para realizar trámites de inmigración.

Cuando Cecilia consultó a un abogado de San José, le informó que su caso “no existía” para el Servicio de Ciudadanía e Inmigración de Estados Unidos (USCIS, por sus siglas en inglés).

Cecilia cree que la mujer que se aprovechó de ella, nunca envió ningún documento al USCIS. Por si eso fuera poco, cuando le pidió que le devolviera sus papeles originales (actas de nacimiento, de matrimonio y el pasaporte de su esposo) la gestora le dijo que los había perdido.

Al preguntarle si denunció a la mujer -que además de servicios migratorios ofrece ayuda para preparar impuestos y tiene un programa de radio- Cecilia dijo que no, porque “no quería más problemas”.

CASOS QUE NO SE DENUNCIAN El fiscal de distrito de San Francisco, George Gascón, admitió en entrevista que uno de los principales problemas relacionados a los fraudes que cometen notarios o personas que no están capacitadas para realizar trámites de inmigración, es que las víctimas no los denuncian.

Al pedirle cifras del número de estafas que han recibido en la fiscalía en los últimos meses o años, dijo que “son muy pocos” los que finalmente llegan a ellos.

“La conversación en la calle es que sí hay más actividad [con respecto a los fraudes]. Y yo creo que sí es razonable, porque ha sido fuerte el tema de la reforma migratoria” expresó Gascón. Mencionó además que las organizaciones comuni-

En Estados Unidos algunos inmigrantes indocumentados usan los servicios de notarios públicos para realizar trámites migratorios pensando que son abogados, como en sus países de origen. Hay que tener cuidado al acudir a cualquier persona que no pueda demostrar que tiene la certificación necesaria, según dijo en entrevista Vanessa Sandoval, directora del programa de servicios legales de inmigración de la Red de Servicios, Derechos y Educación de Inmigrantes (SIREN por sus siglas en ingles) en San Jose.

El fiscal de San Francisco dijo que los inmigrantes latinos de países como México, El Salvador, Honduras o Guatemala no son el único blanco de este tipo de estafas, sino que también la comunidad asiática -en especial la china- sufre similares abusos.

Gascón afirma que las víctimas de fraude no realizan denuncias por temor a las autoridades, porque albergan algún tipo de esperanza de que el trámite sí prospere, y a veces porque creen que ya no tiene ningún caso hacer la denuncia.

En octubre de 2013 la oficina del fiscal de distrito junto con organizaciones comunitarias de San Francisco lanzaron una campaña de advertencia en español, mandarín y inglés, para que la gente esté atenta y no caiga en manos de charlatanes.

“Este no es un problema nuevo”, expresó Gascón. “La mejor manera de protegerse a uno mismo y a la familia, y evitar ser una víctima, es a través de la prevención y la educación”, dijo el fiscal durante la campaña del año pasado.

ACUDIR A ORGANIZACIONES COMUNITARIAS Es importante tener en cuenta que, a diferencia de algunos países latinoamericanos, los notarios en Estados Unidos no son abogados.

“Los notarios no pueden representar a una persona en corte, no pueden asistirla en un proceso legal formal; solamente pueden llenar formularios. Pero llenar un formulario, lo puede hacer cualquier persona”, dijo Diana Otero, coordina-

derecho legal de ofrecer estos servicios. Lo que están haciendo es cobrándole a la gente por servicios que no están calificados para ofrecer. Mucha gente ha resultado en procesos de deportación a consecuencia de servicios ofrecidos por notarios, o por consultores de inmigración que no saben lo que están haciendo.

¿CUÁLES SON ALGUNOS CONSEJOS PARA SABER SI LA PERSONA ESTÁ CAPACITADA PARA ASESORÍA?

Primeramente: en California y en los Estados Unidos sólo los abogados, una persona con un doctorado en leyes, aceptado por el American Bar Association o el Bar Association del estado, tiene el derecho de ofrecer servicios legales. Otra cosa muy importante: las organizaciones sin fines de lucro, acreditadas por el Consejo de Apelaciones de Inmigración, tienen el derecho de representarlo a uno en casos de inmigración, nadie más.

Otero, al igual que otros representantes de organizaciones comunitarias, recomienda acudir a abogados o a personas calificadas para realizar trámites de inmigración.

“Saber si la persona califica para un beneficio migratorio requiere realmente muchísimos años de experiencia, muchísimo conocimiento, estar realmente preparado; y estos notarios no tienen ni idea de lo que están haciendo, y del daño tan grande que le están haciendo a la comunidad”, agregó Otero.

Vanessa Sandoval, directora del programa de servicios legales de inmigración de la Red de Servicios, Derechos y Educación de Inmigrantes (SIREN, por sus siglas en inglés) advirtió sobre el peligro de acudir a personas que no saben lo que están haciendo.

“La gente tiene que estar atenta, porque los casos de inmigración son muy serios y tienen consecuencias muy graves. Si una persona solicita un beneficio para el cual no califica, [eso] puede resultar en la deportación”, explicó Sandoval.

La directora de servicios legales de inmigración de SIREN ofreció un consejo para evitar ser víctima de estafas.

“Si uno va a un lugar donde dicen: ‘Te podemos ayudar con tus impuestos, te podemos ayudar con un viaje a Europa y también si gustas te podemos ayudar con tu caso de inmigración’... eso para uno debería de ser una bandera roja de ‘aléjate, aléjate de ahí’ “, enfatizó.

BREVES Encuesta está disponible La Unión de Libertades Civiles de Nebraska (ACLU-NE) está alentando a los miembros de la comunidad a participar en la encuesta del Departamento de Policía de Omaha. El propósito de la encuesta es animar al Departamento de Policía de Omaha a proseguir la reforma inteligente que haría que el Departamento de Policía de Omaha (OPD) sea más responsable y abierto. Según la ACLU-NE, OPD pedirá acreditación este año y el apoyo para la reforma es crítico. Proyecto de ley sobre salarios mínimos Nebraska Appleseed está alentando a los residentes de Nebraska para apoyar el Proyecto de Ley 943 y 947. LB 943 fue presentado por el senador estatal Jeremy Nordquist. El proyecto de ley aumentaría el salario mínimo de Nebraska gradualmente a $ 9 por hora en tres años. Uno puede reportar a la persona al fiscal del condado donde vive, y hay abogados en la oficina del fiscal dedicados a investigar casos de fraude. También uno puede reportar a ese notario directamente a Inmigración. Otra cosa que uno puede hacer es meter una demanda civil.

¿DÓNDE SE PUEDE BUSCAR AYUDA?

Hay organizaciones sin fines de lucro. En San José hay más de siete organizaciones acreditadas por el Consejo de Apelaciones, que ofrecen estos servicios. Buscar una organización comunitaria sin fines de lucro, primeramente, y estas organizaciones te pueden dar recomendaciones a abogados privados, si es que ellos no tienen la capacidad de tomar tu caso.

The American Civil Liberties Union Nebraska (ACLUNE) is currently encouraging community members to take the Omaha Police Department survey. The purpose of the survey is to encourage Omaha to pursue smart reform that would make the Omaha Police Department (OPD) more accountable and open. According to the ACLU-NE, the OPD will go through accreditation this year and support for reform is critical. The ACLU-NE has developed a five point reform proposal to help the OPD become more accountable. The ACLU-NE is pushing for the creation of a police advisory board to provide civilian oversight over the police force, body worn cameras for OPD officers, and de-escalation and anti-bias training for officers. Additionally, they are proposing that the entire OPD policy and procedure manual be published online and they want a better process so community members can make complaints about Omaha officers. ecilia, an undocumented Mexican immigrant, never anticipated that her life in the United States would turn into a real-world telenovela, the popular Spanish language dramas.

A few years ago she married a U.S. citizen who soon started to mistreat her. He later filed for divorce without telling her, but then the couple reconciled and got remarried. Then he was diagnosed with terminal cancer. Before he died, he told his wife that he wanted to help her regularize her immigration status.

That’s when Cecilia, who declined to give her real name, decided to seek out legal advice from an acquaintance. The individual charged her $2,500 but never filed her immigration case. Today she is still undocumented.

Cecilia, who works as a janitor in the Bay Area, is one of a growing number of immigrants taken in by those who promise to regularize their immigration status for a fee – and then don’t deliver.

San Francisco District Attorney George Gascón says his office has seen an uptick in the number of complaints from immigrants victimized by such fraud.

“The conversation in the street is that there is more activity [around fraud],” Gascón said. He added the activity correlates to an increase in talk about the possibility of immigration reform. Scam artists, he says, advertise their services whenever talk of immigration reform hits the news.

As it did in 2013. In October of that year, Gascón’s office, in partnership with community organizations in San Francisco, launched a campaign to raise awareness about immigration fraud. The multilingual campaign in English, Spanish and Chinese

They do not have a degree to practice law and they do not have the legal right to offer those services. What they are doing is taking money from people offering services they are not qualified to perform. The result, in many cases, is deportation.

aims to educate immigrants about how to make sure their immigration consultant is licensed.

“This is not a new problem,” Gascón told a crowd at the launch of the campaign. “The best way to protect you and your family from being victimized is through prevention and education. Be a savvy consumer and beware of scammers who take all your money by overstating their ability to perform immigration work.”

FRAUD UNREPORTED

When Cecilia consulted with an immigration attorney, she found out that U.S. Citizen and Immigration Services (USCIS) had no record of her case.

Cecilia believes the woman, who allegedly offers tax services and hosts a local Spanish-language radio program, never sent in her application. When she asked her to give back her original documents (her birth and marriage certificates and her husband’s passport) the woman said that she had lost them.

Cecilia admits, however, that she hasn’t reported the woman to the authorities, because she “didn’t want any more problems.”

According to Gascón, very few of these cases ever make it into his office, making it a difficult crime to prosecute. Victims, he said, are often afraid of going to the authorities, or they are still hopeful that their application will go through. Some simply don’t see any point in reporting fraud.

GETTING HELP FROM COMMUNITY ORGANIZATIONS

In most Latin American countries the term “notario” means lawyer. But in the United States, a notary just means someone who is licensed by the state to witness and sign documents.

HOW DO YOU DETERMINE WHETHER SOMEONE IS QUALIFIED TO HELP WITH IMMIGRATION WORK?

In the United States, practicing attorneys those licensed by the American Bar Association or the State Bar Association - and non-profit organizations certified by the Board of Immigration Appeals have the right to offer legal services. No one else.

WHAT RECOURSE IS THERE FOR VICTIMS OF IMMIGRATION FRAUD?

The first thing to do is report the person to the proper authorities. There are dedicated attorneys at the District Attorney’s office focused

“Notaries can’t represent a person in court, they can’t assist them in a formal legal process; they can only fill out forms. But anyone can fill out a form,” said Diana Otero, coordinator of the immigration program at Catholic Charities of San Mateo. She says immigrants need to get help from attorneys or qualified people that know how to deal with the immigration process.

“To know if a person qualifies for an immigration benefit requires many years of experience, a lot of knowledge,” said Otero. “These [individuals] have no idea of the great harm they are doing to our community.”

Gascón added that Latino immigrants aren’t the only target for this type of scam. Similar incidents occur within Asian communities.

Still, many immigrants may not be aware of the risks, said Vanessa Sandoval, program director with SIREN (Services, Immigrant Rights and Education Network) in San Jose.

“People have to be attentive, because immigration cases are very serious and they have severe consequences,” said Sandoval. “If a person applies for a benefit they do not qualify for, [that] can result in a deportation.”

Sandoval offered some advice to help people avoid being a victim of fraud.

“If you go to a place where they tell you: ‘We can help you with your taxes, we can help you with a trip to Europe and also if you want, we could help you with your immigration case,’” she said, “that should be a red flag … Get as far away as you can from there.”

Nebraska Appleseed is encouraging the residents of Nebraska to support Legislative Bill 943 and 947. LB 943 was introduced by State Senator Jeremy Nordquist.

The bill would raise Nebraska’s minimum wage gradually to $9 per hour over three years. State Senator Steve Lathrop introduced LB 947, a bill that would raise the minimum wage for workers who also earn tips to 70 percent of the minimum wage for non-tip earners.

Comencé mi carrera como maestro en las Escuelas Públicas de Omaha (OPS) justamente en el sur de la ciudad, por lo que convertirme en el próximo director de Omaha South High Magnet School (OSHS) para mi significa regresar a casa”, expresó Ruben M. Cano, actual director de G.W. Norris Middle School.

Cano sustituirá a Cara Riggs, cuando la directora se retire el próximo mes de mayo: “Estoy muy emocionado porque enseñé en los salones de South High durante tres años y los chicos son estupendos y el personal en general es asombroso. Así que apenas puedo esperar a que llegue el momento de volver a trabajar con una comunidad tan especial”.

Originario de la ciudad de Las Cruces en Nuevo México, Cano se mudó a Omaha en el 2004: “Como yo nací en un lugar que está tan cerca de México, colindando con Ciudad Juárez, inmediatamente sentí una conexión con el sur de Omaha, donde sus tiendas, sus restaurantes y sobre todo con su gente, se convirtieron en mi segundo hogar”.

A sus 34 años, Cano cuenta con experiencia remarcable en el campo de la educación: “Después de trabajar en South High estuve en Lewis and Clark

Middle School y al poco tiempo se me presentó una oportunidad como asistente de la dirección en Norris, donde finalmente asumí el puesto de director.

Por lo que en total llevo seis años aquí”.

Durante los cuatro años que tiene como director de Norris, Cano ha sido partícipe de logros considerables como el haber obtenido el Premio a la Excelencia, otorgado por OPS por el rendimiento reflejado durante el año escolar 2012-1013: “Sin duda he visto el avance de Norris, y eso se debe a que el personal realmente se enfoca todo el tiempo en que los chicos alcancen mayores metas, ya que ellos saben que están preparando a los estudiantes para el futuro, no sólo para que sobresalgan en la secundaria, sino en su vida. Aún no considero que hayamos alcanzado el pináculo del sitio en donde me gustaría que Norris estuviera, pero los profesores y alumnos van en un buen camino para llegar ahí, aunque reconozco que es un poco triste para mi el pensar que no estaré con ellos cuando lo consigan”.

El consuelo de Cano es que muchos de los niños y niñas que saldrán de Norris, continuarán sus estudios de secundaria en OSHS el próximo año escolar: “Lo cual me hace muy feliz porque espero tener la

fortuna de acompañarlos y verlos recibir su diploma de graduados en 4 años”.

Por el momento, Cano, ayudado por Riggs, ya tiene agendadas múltiples, reuniones con los consejeros, el personal administrativo y docente, además de que se dará tiempo para entrevistarse con los padres de familia: “La directora Riggs está haciendo un trabajo fenomenal apoyándome durante la transición y lo principal es que todos nos encontremos como se dice, en la misma página. Después de conocer bien el edificio y tomar notas por escrito, quiero establecer un plan estratégico subrayando todas aquellas cosas en las que South High ya ha obtenido la excelencia y buscar la manera de continuar con todo ése maravilloso legado. Al mismo tiempo, trabajaré en aquellas áreas que cada grupo anhela revalorar e impulsar”.

Una de las prioridades de Cano, será iniciar el diálogo productivo con los padres y madres de sus estudiantes: “Yo siempre les digo a los padres de familia que los necesito aquí, conmigo en la escuela, ya que el éxito de sus hijos en los estudios depende de nuestro trabajo en equipo. Una de mis mayores bendiciones es que soy una persona bilingüe, así que pueden tener la confianza de hablarme en español si es que así se sienten más cómodos. Yo les pido que

siempre estén presentes en la vida escolar de los chicos, que les pregunten qué hicieron al volver a casa y que tengan constante comunicación con ellos. Y si en algún momento no saben por dónde comenzar, que vengan conmigo y juntos encontraremos la manera de sacarlos adelante”.

“Mi padre es un inmigrante mexicano, nacido en Cuauhtémoc, Chihuahua, quien ingresó al ejército, peleó en Vietnam, y gracias a ello pude estudiar Ingeniería. Mi madre sólo terminó su secundaria y cursó algunos estudios para ser asistente de enfermera, aunque siempre se dedicó a su hogar. Sin importar cuáles fueron sus orígenes, los dos nos enseñaron a mi hermana menor y a mi, el valor de la educación, y aunque vivíamos en un barrio pobre donde muchos de mis amigos jamás lograron graduarse, desde muy temprana edad yo entendí que el ir a la universidad y prepararme era lo único que me podría permitir subir en la escala social y tener acceso a una vida mejor”, concluyó Cano.

I started my career as a teacher for the Omaha Public Schools (OPS) on the south side of town, which is why for me becoming the next principal for Omaha South High Magnet School (OSHS) means I’ll be going back home,” said Ruben M. Cano, current principal of G.W. Norris Middle School.

Cano will take the place of Cara Riggs once she retires in May: “I’m thrilled about this because I taught at South High for three years, and the kids and the staff there are great. I can barely wait for the time when I get to work again with such a special community.”

Born and raised in Las Cruces, New Mexico, Cano moved to Omaha in 2004: “Since I was born at a place that is very close to Mexico, right next to Ciudad Juarez, I immediately felt a connection with South Omaha, where the stores, restaurants, and particularly its people, have become my second home.”

Cano, 34, has a lot of experience in the field of education: “After working at South High I was at Lewis and Clark Middle School and shortly after that an opportunity came up to work as an assistant to the principal’s office at Norris, where I eventually assumed the role of principal. Because of this, I’ve worked here for six years now.”

During his four year stay as principal at Norris, Cano has been part of several achievements, such as receiving the Award for Excellency from the OPS for the performance during the 2012-2013 school year: “I’ve definitely witnessed several improvements over at Norris, and it’s all because of how the staff focuses all the time on making sure that kids can reach higher and higher goals in their lives. I don’t think we’ve reached the high point where I’d like Norris to be, but both students and teachers are working hard to get there. And I do have to say that it makes me a little bit sad to think that I won’t be with them when they reach it.”

Cano finds comfort in knowing that many of the kids that will graduate from Norris will continue their studies at OSHS during the next school year: “That makes me very happy because I hope to be lucky enough to be with them during their journey in order to see them graduate in 4 years.”

For now Cano, helped by Riggs, has already scheduled several meetings with the administrative staff and with teachers, and he will also take the time to talk with parents: “Principal Riggs is doing a fantastic job in helping me with this transition, and what matters is that we’re all ‘on the same page.’ After getting to know the building and taking some notes, I want to establish a plan that highlights all the great things about South High while looking for a way to continue with this wonderful legacy. At the same time, I’ll work on those areas that each group wants to reassess and improve upon.”

One of Cano’s priorities will be talking with all parents: “I always say to parents that I need them here with me at the school, because the success of their kid’s education depends on us working as a team. One of my biggest blessings is that I’m bilingual which means that they can talk to me in Spanish if it makes them feel better. I invite them to always be present in the school life of their children and that they asked them how they did at school once they get home, and that they constantly communicate with them. I tell them that if at some point they don’t know where to start, they can come to me and together we’ll find a way to get them going strong.”

“My father is a Mexican immigrant born in Cuauhtemoc, Chihuahua, who joined the military and fought in Vietnam, and thanks to that I could study mechanical engineering. My mother only studied up to high school and did some courses to become a nurse’s assistant, but she always dedicated herself to our home. No matter where they came from, they both taught my younger sister and I about the value of having a proper education, and even though we lived in a poor neighborhood, where many of my friends never managed to graduate, I understood from an early age that going to college and preparing myself was the only way I could climb higher in order to have access to a better life,” concluded Cano.

NOTICE IS HEARBY GIVEN that on April 10, 2014, at 6:30 PM in the Legislative Chambers in the City County Building, 1819 Farnam Street, the City of Omaha will hold a public hearing concerning an application to the Department of Economic Development for a Nebraska Affordable Housing Program (NAPH) Grant. This grant is available for local affordable housing activities.

None of projects will include permanent relocation or demolition activities. The City of Omaha is requesting $1,932,500 in for the following three projects:

Omaha New Infill Housing Program is a neighborhood revitalization effort that will use NAPH 2013 funds to create 20 affordable housing units for homebuyers in the City’s North and South Omaha Neighborhood Revitalization Areas (NRSA). The North NRSA is located within an area generally bound by Read Street, the Missouri River, Pacific Street and 48th Street. The South NRSA is located within an area generally bound by Interstate 80, the Missouri River, Harrison Street and 42nd Street All of the housing units will be affordable to households at or below 100% of the area Median Family Income (MFI), twelve will be affordable to households at or below 80% of the area MFI. The total cost of the Omaha New Infill Housing program will be $3,595,000 and will include NAPH funds of $1,444,500 with the balance of funding coming from City of Omaha HOME Investments Partnerships Program grant funds and private developer equity and debt financing. The City will develop some of the housing and will partner with Omaha Habitat for Humanity and GESU Housing, Inc. for the remainder of the 20 affordable housing units.

Prospect Village Homeowner Rehabilitation Program: will rehabilitate 16 single-family owner-occupied houses in Omaha within Omaha’s North... and South Neighborhood Revitalization Strategy Areas... with priority given to the Prospect Village Neighborhood, an area bound by 30th Street, 36th Street, Hamilton Street and Lake Street. The program will use $488,000 in 2013 NAPH funds which will be matched with $320,000 in... City Community Development Block Grant ...and/or Lead-Based Paint Hazard Control funds. All units will be for households with incomes at or below 80% MFI. In addition to the NAPH Prospect Village Homeowner Rehabilitation Program, the City of Omaha will target Rental Rehabilitation HOME funds to rehabilitate rental properties. Members of the Healthy Homes Partnership, which includes Habitat for Humanity, Rebuilding Together, Brush-Up Nebraska, the Omaha Public Power District, Omaha Healthy Homes Alliance, Family Housing Advisory Services, the Empowerment Network and other organizations are targeting funds to the Prospect Village area.

Because of this partnership the number of homes assisted is expected to double the number directly assisted with NAPH funds. City of Omaha Code enforcement activity will be increased in the neighborhood. The City is currently in the process of acquiring vacant lots and deteriorated houses on which 40 new infill housing units that Holy Name Housing Corporation, Omaha Economic Development Corporation and Habitat for Humanity will construct new owner-occupied, Crown Rent-to Own and rental single-family housing units.

The grant application will be available for public inspection at City of Omaha Planning Department, Suite 1111, Omaha-Douglas City County Building, 1819 Farnam Street. All interested parties are invited to attend this public hearing at which time you will have an opportunity to be heard regarding the grant application.

Written testimony will also be accepted at the public hearing scheduled for April 24, at 6:30 PM, in the Legislative Chambers of the Omaha-Douglas City County Building, 1819 Farnam Street.
