LA COMUNIDAD DE APRENDIZAJE DEL SUR DE OMAHA DEMOLIENDO LAS BARRERAS LINGÜÍSTICAS Por Cheril Lee

Después de hablar con la personas de la comunidad del Sur de Omaha y de realizar una valoración enfocada sobre sus necesidades, nos dimos cuenta de que ayudar a los adultos con sus habilidades del idioma brindaría un beneficio directo para los niños del área”, dijo Ted Stilwill, CEO de la Comunidad de Aprendizaje (Learning Community). Stilwill explicó que cuando la legislatura de Nebraska estableció la Comunidad de Aprendizaje, se autorizó la creación de un número limitado de centros de primaria. El enfoque estaba sobre lo que el centro de aprendizaje podría brindar a un vecindario en particular o bien a un pequeño grupo de escuelas primarias que podrían incrementar la posibilidad de que los niños de escasos recursos pudieren salir adelante. En el 2009, una estructura organizacional fue creada y se preguntó a las personas del Norte y Sur de Omaha (en donde se encontraban los más altos niveles de pobreza) sobre lo que podría ayudarles. La más grande necesidad en el Sur de Omaha era que los padres pudieran aprender el idioma inglés. Stilwill dijo que la Comunidad de Aprendizaje del Sur de Omaha originalmente se ubicó en el Centro Juan Diego. Las clases de Inglés para padres comenzaron con algunos grupos de alrededor de diez padres. “Hoy en día, en nuestra ubicación actual, brindamos nuestros servicios a 200 familias”, nos dijo. Los padres se comprometen a siete horas a la semana de clases. Aprenden sobre el idioma inglés para ellos y para poder ayudar a sus hijos. Aprender el idioma inglés les permite leerles a sus hijos o hablar con ellos, además de poder comunicarse con los maestros de sus hijos y con el personal de trabajo de la escuela. “Una clase típica puede incluir aprender el vocabulario que los padres podrían necesitar para una reunión

entre padres y maestros, o para entender las tareas que se asignan a sus hijos en la escuela”, explicó Stillwill. Parte de las siete horas de aprendizaje también incluyen habilidades parentales. La Comunidad de Aprendizaje del Sur de Omaha trabaja junto con Boys Town en esto. Los miembros del equipo de trabajo de Boys Town vienen una vez por semana y hablan sobre las cuestiones de sentido común a las que se enfrentan los padres, brindando además a los padres las herramientas para poder ayudar a los niños con sus problemas de comportamiento o desarrollo. La retroalimentación que Stillwill y su equipo de trabajo reciben de los padres y los directores, además de la información obtenida a través del Instituto MunroeMeyer, muestran que los programas están funcionando. Los padres han incrementado su comunicación con las escuelas de los niños. La Comunidad de Aprendizaje del Sur de Omaha también brida la ayuda de navegadores y enlaces familiares. Los navegadores realizan visitas al hogar de las familias, buscando así reforzar la educación sobre cómo criar a los hijos, así como las habilidades obtenidas en el idioma inglés. Estas personas también pueden hacer saber a un enlace familiar sobre algún problema en el hogar. Stillwill dijo que esto puede ser el caso de una depresión crónica o de otra enfermedad, o bien cualquier problema de estabilidad familiar que puede interferir con el desempeño de un niño en la escuela. “Un enlace familiar trabaja con la familia por hasta 90 días y ayuda a conectarles con los recursos que podrían necesitar: vivienda, salud, cultura financiera, etc. Esto les ayuda a lograr que las cosas funcionen de mejor manera para la familia, además de estabilizar la situación para que el niño pueda seguir adelante”, comentó.

Stilwill dijo que recientemente escuchó de una mujer joven que ahora está en la preparatoria y quien habló sobre cómo su madre logró aprender el idioma inglés. Ella habló sobre cómo su madre ahora podía brindar a su hermana pequeña la ayuda que antes no podría darle. Ella comentó que un día por la tarde recibió a sus amigos en casa y todos estaban hablando en inglés. Momento después, su madre entró a la habitación y se unió a la conversación. La niña dijo que sus amigos se sorprendieron sobre ello. Stillwill dijo que el tiempo promedio que los padres pasan en el programa es de alrededor de dos años. En este momento, la Comunidad de Aprendizaje del Sur de Omaha cuenta con una pequeña lista de espera, pero nuevos lugares están disponibles cada cierto tiempo, por lo que todas las personas interesadas no esperarán por mucho. Parte de la razón por la que la Comunidad de Aprendizaje ofrece clases de inglés, además de para cumplir con las necesidades de los padres del Sur de Omaha, es para poder crear un programa de demostración. Además, Stilwill espera que dentro de muy pronto los programas ofrecidos en la Comunidad de Aprendizaje sean implementados poco a poco en las escuelas, casi como programas satélites. “Hemos llegado a un punto después de tres años en el que contamos con buenos resultados medibles que podemos mostrar a las personas. Parte de nuestra misión no es resolver todos los problemas a través de dos condados, sino demostrar soluciones más efectivas y esta es una verdadera solución efectiva”, nos dijo. After talking with folks from the South Omaha community and a targeted needs assessment, we realized that helping adults with their language skills would be of the most direct benefit to children in that area,” said Ted Stilwill, Learning Community CEO. Stilwill explained when the Nebraska legislature established the Learning Community they authorized the creation of a limited number of elementary centers. The focus was on what the learning center could provide to a particular neighborhood or a small set of elementary schools that would best help increase capacity so kids from poverty would still have advantages. In 2009, an organizational structure was created and people in North and South Omaha (where poverty levels were highest) were asked what would be most helpful to them. The biggest need in South Omaha was for parents to learn English. Stilwill said the South Omaha Learning Community was originally based in the Juan Diego Center. The English for Parents classes started with a couple of cohorts made up of about 10 parents.

“Today, at our current location, we are serving 200 families at a time,” he said. Parents commit to seven hours a week of classroom instruction. They learn English for themselves and also so they can help their child. Having English language skills allows them to read to their children or talk with them as well as communicate with their child’s teachers and other school staff. “A typical class might include vocabulary parents would need for a parent-teacher conference or to understand their child’s school work,” Stilwill explained. Part of the seven hours of learning also includes parenting skills. The South Omaha Learning Community partners with Boys Town on this. Staff members from Boys Town come in once a week and talk about common sense parenting issues as well as ways parents can help their children with behavioral or developmental issues. The feedback Stilwill and his staff have been getting from teachers and principals as well as information gathered through the Munroe-Meyer Institute tell them the programs are working. Parents have increased their communication with their children’s schools.

The South Omaha Learning Community also provides navigators and family liaisons. Navigators provide home visits to the families where they can assist with reinforcing child rearing and English skills. These individuals can also let a family liaison know if there are crisis issues in the home. Stilwill said this could be anything from chronic depression or other illnesses to any other family instability issue that might interfere with a child’s performance in school. “A family liaison works with the family up to 90 days and helps connect them with whatever resources they need: housing, health, financial literacy, etc. This help makes things run more smoothly for the family and stabilizes things so the child can move ahead,” he said. Stilwill said he recently heard from a young woman who is now in high school who talked about her mom’s acquisition of English skills. The girl talked about how her mother would now be able to give her little sister the help she couldn’t give to her. She also said she had had friends over one afternoon and they were all speaking in English. Suddenly, her mother entered the room and joined them. The girl said it amazed her friends.

Stilwill said the average time parents stay with the program is about two years. As of right now, the South Omaha Learning Community does have a short wait list. But spots open up on a rolling basis so anyone who is interested shouldn’t have to wait too long to get in. Part of the reason the Learning Community is offering English classes, besides meeting the needs of some parents in South Omaha, is to create a demonstration program. And so Stilwill hopes, in the near future, that the programs the Learning Community offers will be implemented into the schools in a small fashion, almost as a satellite. “We are already at the point after three years where we have good, measurable results we can show people. Part of our mission is not to solve the total problem across the two counties but rather to demonstrate more effective solutions and this truly is an effective solution,” he said.

IMMIGRANTRIGHTS ADVOCATES AREN’T WORRIED ABOUT TEXAS JUDGE’S RULING

federal judge last week blocked Obama’s executive actions from going into effect, a move immigration reform advocates are calling only a “temporary setback.” Texas U.S. District Judge Andrew Hanen issued a temporary injunction siding with Texas and 25 other states that signed on to a lawsuit against Obama’s executive actions on immigration. The White House announced the next day that the Department of Justice is appealing the decision. The judge’s ruling was released just two days before the expanded version of Deferred Action for Childhood Arrivals (DACA) was slated to go into effect. It means that -- until the ruling is blocked or overturned by a higher court -- individuals will not be able to apply for the new programs announced by President Obama on Nov. 20, 2014. These include the expanded version of DACA, which was slated to start last Wednesday, and the new program for parents of U.S. citizens or legal permanent residents, called Deferred Action for Parents of Americans (DAPA), which was expected to start in May. Together the programs could protect over 5 million undocumented immigrants from deportation and provide them with temporary work authorization. Monday’s ruling does not affect so-called Dreamers, who can still apply for (and renew) DACA under the program that was announced in 2012. THE CHESS GAME The federal lawsuit in Texas is the latest move in a broader political chess match now being played out between Republicans and Democrats over the president’s recent steps on immigration reform. Since Obama’s announcement in November, Republicans have attempted to block his initiatives in Congress. But the legislation has not gotten passed the Senate (and even if it did, it would be vetoed by the president). That left one pathway for the GOP to challenge Obama’s executive actions: through the courts. “As they did in the health care fight, when they were unable to block the Affordable Care Act’s

implementation through legislation, Republicans have turned to the courts to resolve what really amounts to a political dispute over policy,” Marshall Fitz, vice president of immigration policy at the Center for American Progress, told reporters on a national press call hosted Tuesday by New America Media. “Make no mistake,” said Fitz. “This is a partisan political attack disguised as a lawsuit.” The plaintiffs “sought this judge out” because, Fitz said, he has “a history of highly antagonistic, over-reaching, really extremist, anti-immigrant decisions.” “They went judge shopping, they found their judge, they got the decision they wanted,” said Frank Sharry, executive director of America’s Voice, in Washington, D.C. “But reading through the decision, it is poorly argued, [rests on a] very weak basis, and it is clearly a politicized decision that is not going to survive appeals up through the court system.” The case is expected to go next to the 5th Circuit Court of Appeals, a three-judge panel known for its conservative bent. After that, the case would go to a full U.S. court of appeals and even potentially all the way to the Supreme Court. “The wheels of justice are slow,” said Fitz, “but at the end of the track, we will have confirmed legality and the program will be implemented.” Immigration advocates have several reasons to be confident. “The fact is that the Obama administration has an airtight legal case,” said Sharry. “Every president since President Eisenhower in the 1950s has used executive authority in the area of immigration policy to do similar things.” “We have the law on our side, legal precedent, historical precedent,” said Sharry, “and when a judge makes a decision in the future -- hopefully in the coming days or weeks -- based on the law, we are confident that expanded DACA and DAPA will be able to go into effect.” THE REAL DANGER IS FEAR Immigration reform advocates say they are confident that the judge’s decision will be reversed. Far more worrisome, they said, is the fear that it could generate among immigrant

communities in the meantime. “Part of the Republican strategy here is to introduce elements of uncertainty and controversy around this program in hopes that when it does go into effect, fewer people will sign up,” said Sharry of America’s Voice. He cautioned immigrant communities “not to fall for this.” Some immigrants are hesitant to apply for a program that is temporary, he said, because they are afraid that their information might be used to deport them if the program were ever overturned. But Sharry said these fears are overblown. “In my 30 years of working on immigration policy,” he said, “I’ve never seen a temporary program taken away in a way that subjects people who’ve come forward to deportation.” WHAT YOU CAN DO NOW Although they can’t apply for the new programs yet, undocumented immigrants can start getting their documents together. “We really want to emphasize the message to immigrants, their friends and families, to not despair, that everyone should continue to prepare, that people can get ready to apply for the programs as soon as this block is lifted,” said ShiuMing Cheer, immigration attorney at National Immigration Law Center based in Los Angeles. Cheer encouraged immigrants to continue to save money (the application fee for DACA and DAPA will be $465) and gather evidence that they have been in the country for the last five years. This includes proof of identity (such as a passport or matricula consular), proof of living here (such as bills, bank statements and medical records) and their criminal and immigration histories. Most importantly, Cheer said, undocumented immigrants should seek help from qualified attorneys at trusted local community organizations, not from notarios or unauthorized practitioners. “If you’re eligible for the new DACA or DAPA, both of those programs are on hold. There is no way to apply right now,” warned Sharry, “so don’t be fooled by scam artists promising to get you to the front of the line.”

Más que una arraigada tradición en las familias hispanas, principalmente mexicanas, el que los padres celebren suntuosamente el cumpleaños número quince de sus hijas, es un motivo más del orgullo cultural que comparten como miembros de la comunidad inmigrante en Estados Unidos. “Nos dimos cuenta de la necesidad que había entre las niñas de conocer más sobre todo lo que encierra ese festejo tan particular, así que hace algunos años emprendimos esta aventura que no ha sido fácil pero que nos ha llenado de grandes satisfacciones”, expresó Claudia Ceja, Directora Regional de Quinceañera Magazine de Nebraska. Fue justamente el primero de abril del 2012 cuando Ceja, Karla Álvarez y Rita Rodríguez, firmaron el contrato para obtener una franquicia de la famosa publicación y comenzar así la búsqueda para encontrar a las jovencitas que embellecerían con su presencia las portadas, mediante los certámenes Miss Cover Girl Quinceañera Magazine. “Estamos por cumplir tres años - explicó Ceja -, y el posicionarnos en un mercado que no existía en Omaha hasta que llegó Quinceañera Magazine, no fue sencillo. Antes no habían certámenes para este público específicamente, ni se organizaban exposiciones ni existía una publicación donde las chicas se vieran reflejadas o pudieran aprender e informarse”. Ceja consideró que el reto mayor fue lograr el apoyo de los padres de familia: “Al principio teníamos que hacer una labor de

convencimiento y para ello ayudarnos con nuestras amistades, pero actualmente las cosas son muy diferentes porque ya saben que es algo serio, así que son muchas las niñas que se registran y con ello nos hacen saber que confían en nosotras”. El primer certamen tuvo 5 participantes pero como comentó Ceja: “Poco a poco nuestra revista se fue conociendo más y las niñas empezaron a querer formar parte de una experiencia tan bonita, principalmente por los talleres que les ofrecemos porque les abren las puertas a muchas más oportunidades. No solamente es salir en la portada de la revista, ya que las ganadoras son niñas que se convierten en nuestra imagen, es decir, en portavoces de una publicación nacional”. El alcance de Miss Cover Girl adquirió tal relevancia que Ceja aclaró que ahora se ofrece una oportunidad semejante para las niñas de entre los 5 y 12 años de edad: “Se llama Little Miss Cover Girl y obviamente es algo adaptado para ellas, con menos clases, pero igual de lindo”. Y mientras continúan los castings para dichos certámenes a la par se siguen realizando eventos aleatorios como Quinceañera Expo en Omaha, mismo que tuvo lugar el pasado domingo 22 con excelentes resultados según enfatizó Ceja: “Hemos logrado la apertura de un interesante mercado porque somos el enlace de las empresas anglosajonas con la comunidad hispana. Es la tercera gran expo que organizamos con la revista, aunque años atrás hicimos un evento similar por nuestra cuenta. Gracias al evento, las quinceañeras saben que hay más opciones a muy buenos costos, para sus fiestas, y tenemos la experiencia de recibir a personas que llegan desde Minnesota, Kansas y Iowa para ver todo lo que ofrece Nebraska”, señaló Ceja. “Lo que es interesante de este proyecto es que se trata de algo totalmente para latinos”, expresó Rita Rodríguez, Editora y Directora de Medios Sociales, agregando que “el nombre (Quinceañera) lo dice todo, y a diferencia de otras publicaciones

está hecho para latinos y por latinos, para que las niñas lo disfruten y conozcan que es una tradición que va más allá, que hoy en día hay revistas y hasta programas de televisión sobre esto, y eso algo maravilloso porque cuando cumplí mis quince años ¡a mi me hubiera encantado tener algo así!”. La Expo Quinceañera 2015 fue la plataforma para conocer los salones de fiestas, servicios de banquetes, fotógrafos, música y arreglo personal que están al alcance de todos los presupuestos, y más que nada, se transformó en el escenario para exponer lo último de la moda de una forma espectacular acorde con Ceja, ya que se tuvo la visita especial del diseñador mexicano Adán Terriquez, “quien trabajó con artistas como Jenny Rivera” y quien llegó desde California “para compartir sus diseños, que lucen fabulosos en nuestras portadas”. Luego de la Expo, lo que sigue será el primer certamen en Lincoln tal como lo compartió Ceja: “Nos han pedido que vayamos a otras ciudades ya que hemos ido conquistando territorio a partir de la revista porque es una publicación de servicios y publicidad de excelente calidad. Aunque Karla (Álvarez) ya no está con nosotras, continua colaborando, pero prácticamente este es un equipo de trabajo pequeño, pero muy entregado. Avanzamos despacio, pero logramos un crecimiento bien cimentado y ya tenemos presencia en lugares como Lexington, Grand Island, Columbus y Hastings”. Parte del éxito se debe, como dijo Rodríguez: “A escuchar constantemente lo que nos piden las niñas y por eso aumentamos una semana más de las clases de modelaje que disfrutan tanto”.

beautiful young lady enters the lavish ballroom along with her chambelanes. All the guests then focus on the stunning dress that, along with her hairdo and makeup, reflects the splendor of leaving behind her childhood to become an adolescent at a Quinceañera. More than being a tradition for Latino families, particularly for those of Mexican heritage, when parents celebrate the 15th birthday of their daughters, it is a beacon of the cultural pride shared by members of the immigrant community in the United States. “We realized there was a need among girls for learning more about everything there is to know for this particular celebration, so a few years ago we started this adventure. Even though things haven’t been easy, the journey has filled us with joy,” said Claudia Ceja, Regional Director for Quinceañera Magazine in Nebraska. On April 1, 2012, Ceja, Karla Alvarez and Rita Rodriguez signed the contract that allowed them to secure a license for the famous publication. They soon started a search for the young girls who would be featured on the magazine’s cover, thanks to the Miss Cover Girl Quinceañera Magazine pageants. “It’s been almost three years already,” said Ceja, “and working in a market that didn’t exist in Omaha before Quinceañera Magazine arrived has not been easy. There didn’t use to be any pageants for this specific audience, and there were no expos or magazines that girls could relate to or read to check any information on the topic”. Ceja considered that the biggest challenge was managing to secure the support of parents: “At first we had to talk with parents in order to convince them, and at first we turned to our friends for their support. Nowadays things are different because people know this is a serious business, which is why many girls register for the pageants, letting us know that they trust in us.” The first pageant had five contestants: “But little by little our magazine started to earn a name for itself,” said Ceja, “and girls started to want to participate in this lovely experience, especially thanks to the workshops we offer, which opens the doors towards many other opportunities. It isn’t just about being on the cover because winners become our image, that is, they become a spokesperson for the publication at a national level.” The Miss Cover Girl pageant became so relevant that, as Ceja stated, there is now another option for girls between 5 and 12 years of age: “It is called Little Miss Cover Girl, and it’s obviously been adapted to their age range, but it’s still just as sweet.”

And along with the castings for said pageants, other similar events take place during the year such as the Quinceañera Expo in Omaha, which recently took place on February 22 with excellent results: “We managed to open an interesting market, because we serve as liaison between the Latino community and non-Latino companies. It is the third expo we organize with the magazine, but we used to do a similar event on our own. Thanks to the event, quinceañeras know there are more options at great prices for their parties, and we receive people from Minnesota, Kansas and Iowa who come to see what Nebraska has to offer,” said Ceja. “What is interesting about this project is that it is about something that is completely focused on Latinos,” said Rita Rodriguez, Editor and Social Media Director, adding that “the name (Quinceañera) says it all. Unlike other publications, this one is made by Latinos for Latinos in order for girls to enjoy it and so that they can learn that this is more than a tradition. Nowadays there are several magazines and TV shows on the topic, and that’s wonderful because, when I was fifteen, I would have loved to have something like this!” The Expo Quinceañera 2015 allowed everyone to get to know all the ballrooms, banquet services, photographers, musical groups and grooming services available for all budgets. It also served as an event to showcase the latest fashion trends in a spectacular setting, thanks to the visit of a Mexican fashion designer who traveled from California, Adan Terriquez, “who has worked with artists such as Jenny Rivera,” said Ceja, “joining us to share his fabulous designs which look great on our covers.” After the Expo, there will be a first pageant in Lincoln: “We now have a chance to travel to other cities thanks to how the magazine has managed to gain a larger audience, thanks to the many services and excellent ads we present. Even though Karla (Alvarez) is no longer at the magazine, she continues to work with us. We are a small but focused team. We move at a slow but steady pace, managing to grow as we increase our presence in new locations such as Lexington, Grand Island, Columbus and Hastings.” According to Rodriguez, there is a key to their success: “We constantly listen to what girls want, which is why, for example, we added an extra week of the modeling classes they like so much.”
