as cifras de empleo están regresando a los niveles del 2008, pero esta recuperación no la sienten todos. Mientras que se siguen agregando nuevos puestos de trabajo, muchas ocupaciones siguen disminuyendo, dejando a los que tienen un diploma de secundaria o a aquellos que no lo tienen, luchando por sobrevivir en un mercado laboral cada día más difícil. De acuerdo con Erin Currier, directora de investigaciónes de seguridad financiera y movilidad en The Pew Charitable Trusts, no hay ninguna duda de que todo el mundo salió afectado durante la recesión económica. En general, altas tasas de desempleo, salarios más bajos y menos horas de trabajo siguen afectando a muchos trabajadores. Pero el impacto es más pronunciado entre aquellos que no poseen un título universitario de cuatro años. “Aquellos que tuvieron acceso a algún tipo de educación superior están en una mejor posición para seguir adelante”. ella dijo. Para los inmigrantes latinos con un diploma de secundaria, o sin el, y para latinos recién graduados de la secundaria, el panorama cambiante de la economía plantea un reto difícil. LA DESAPARICIÓN DE PUESTOS DE TRABAJO
De acuerdo con un reciente informe del centro de investigación Pew Research Center, durante la recesión, el sector de la construcción perdió más de medio millón de puestos de trabajo, ocupados por latinos inmigrantes. Hasta el 2013, estos puestos no se habían recuperado. Del 2000 al 2013, muchos puestos de trabajo básico como operadores de teléfonos y los que manejaban Word, se redujeron un 60 por ciento. Mientras tanto, los trabajos que requieren una formación más especializada, tales como administradores de sistemas, ingenieros de software y analistas de datos, aparecieron en casi todas las industrias. Y esta tendencia sigue en aumento. “Dos tercios de todos los puestos de trabajo van a requerir algún tipo de educación superior, sea un titulo o una credencial”, afirma Kent McGuire, presidente y director ejecutivo de la Fundación Southern Education Foundation. “Entre más pronto se les haga entender esto a los jóvenes, mejor será”. Los graduados universitarios, con cuatro años de estudio, podían llegar a ganar aún más, casi independientemente de lo que estudiaron en la universidad. Todo esto cambió cuando empezó la automatización y aumentó el comercio mundial, iniciando de esta manera la transición estadounidense de una nación industrial a una economía de servicios posindustrial.
EL NUEVO MERCADO LABORAL
Hoy en día, como se dice en internet, lo extraordinario es lo normal. Y nuevos trabajos en tecnología y en la industria de servicios están surgiendo a un nivel más rápido, de una forma tal que no hay suficientes expertos para capacitar a nuevos trabajadores para los nuevos puestos de trabajo. Esto crea un sistema en el que lo que se estudia (ya sea a través de cursos, títulos o certificados) es muy importante para poder acceder al mercado laboral. La Casa Blanca ha tratado de mejorar la situacion, al llamar la atención sobre los beneficios de enseñar a los trabajadores de más edad nuevas habilidades y de dotar a jóvenes de bajos recursos, con conocimientos en ciencias, tecnología, ingeniería y matemáticas (STEM). y continúa en la página 7

En Miami, el servicio de parques ha entendido esta idea y ha abierto nuevos centros de computación en los parques de la ciudad, con la esperanza de aumentar las participación de los jóvenes en los programas de computación. Esto sucede porque sabemos que las oportunidades se encuentran en campos muy definidos. En la economía actual, dos campos dominan en términos de potencial de ganancias: STEM y negocios.
EL GRADO MÁS ALTO NO SIEMPRE RESULTA EN UN PAGO MÁS ALTO
Empeorando las cosas, muchos jóvenes recién graduados de la universidad y licenciados con maestrías están compitiendo por los escasos puestos de trabajos básicos que todavía existen. “Hay un cambio fundamental en las oportunidades que ofrece la economía de los EE.UU. hoy en día, de tal manera que los títulos universitarios ya no significan tanto como antes. Sea un certificado, título o maestría cada vez lo que más importante es qué cursos la persona tomó y su campo de estudio; otra cosa cierta es que no va a ganar más dinero solo por tener el título más avanzado, “afirmó el señor Carnavale. En el estudio llevado a cabo en el 2013 y titulado: “¿Por qué están subempleados los graduados universitarios recientes?” en el que se analizan las matrículas universitarias y el mercado laboral, el Centro por una Universidad Asequible y Productiva (Center for College Affordability and Productivity, en inglés) señala que más
de un tercio (37 por ciento, exactamente) de los graduados universitarios de Estados Unidos se encuentran en puestos de trabajo que requieren menos de cuatro años de estudios universitarios.
BUSCANDO CARRERAS
¿Qué puedes hacer? En el corto plazo, los expertos prevén una continuación de las tendencias actuales. Se espera un crecimiento en el empleo y la remuneración en sectores de STEM y negocios. Y se espera un crecimiento del empleo en los campos de la enseñanza y la salud, a medida que los trabajadores actuales se retiren. Jimmy Pastrano, coordinador de estudios de posgrado en la Universidad Estatal de la Florida (Florida State University) , afirma que la clave es obtener experiencia en el campo deseado y diversificar los cursos tomados. Si el campo deseado es la educación, por ejemplo, usted debe tomar algunos cursos de enseñanza a lo largo del camino. “Por ejemplo, alguien estudiando geografía puede pensar en tomar cursos de educación, de modo que, cuando se gradúen, puedan competir por trabajos de cartografía, así como por trabajos de enseñanza”, dijo. “Hay un gran beneficio al diversificar los cursos”, añadió. El profesor Carnavale, de Georgetown, añade que, para manejar las nuevas realidades, es importante tener en cuenta la cantidad que cada institución invertirá en educación. “Desde el año 1994 más del 80 por ciento de los jóvenes estadounidenses blancos han asistido a las 500 mejores universidades (estas invierten de 2 a 5
veces más por estudiante). Pero más del 72 por ciento de los estudiantes hispanos (este porcentaje es aún mayor para los estudiantes de bajos ingresos) van a un colegio comunitario o a una universidad de cuatro años de admisión abierta, a pesar de que sus calificaciones demuestran que perfectamente podrían asistir a una institución superior.” El problema, según Carnavale, es que los colegios comunitarios y los de admisión abierta no tienen suficientes fondos y, por lo tanto, los hispanos que asisten, reciben cada vez menos atención y recursos. Todo esto resulta en subempleos y salarios más bajos en el futuro. Todos los expertos entrevistados para este articulo llegaron a la conclusión de que la educación y el aprovechamiento de las oportunidades son cruciales en este nuevo mercado laboral. Actualmente 10 estados están desarrollando sitios web para ayudar a los estudiantes a llevar a cabo estas comparaciones. En Virginia por ejemplo, se puede visitar un sitio web para saber cuántos estudiantes se gradúan de un programa específico y cuánto ganan después de graduarse. Y usted puede comparar ese programa con otros en el estado. Pero todavía estamos muy lejos de tener acceso a estas comparaciones cuando se trata de estudios universitarios de dos años (Associates Degrees) y de certificaciones. Hasta ahora, los sitios sólo se centran en instituciones de cuatro años.

ob numbers are bouncing back to 2008 levels, but the recovery isn’t being felt evenly by everyone. While new jobs are being added to the rolls, many occupations remain in decline, leaving those with a high school degree or less struggling in the job market. According to Erin Currier, director of financial security and mobility research at The Pew Charitable Trusts, there’s no question that everyone has been hit in the economic recession. Across the board higher rates of unemployment, lower wages and lower average work hours are affecting workers. But, the impact is most pronounced among those with less than a four-year college degree. “Those who have access to some higher education are significantly more upwardly mobile,” she said. For Latino immigrants with a high school degree or less and for recent Latino high school graduates, the changing landscape of the economy poses a tough challenge. Latinos work in construction; restaurant and hotel industries; wholesale and retail trade; and professional and other business services—some of the sectors most impacted in the recession.
DISAPPEARING JOBS
According to a recent report by the Pew Research Center’s Hispanic Trends Project, during the recession,

the construction sector shed more than half a million Latino immigrant workers. As of 2013, these construction jobs had not returned. From 2000-2013, many entry-level jobs, including Word processor operators and telephone operators, declined by 60 percent. Meanwhile, jobs that required more specialized training, such as systems managers, software engineers and data analysts, popped up in nearly every industry. And the trend is growing. “Two thirds all jobs are going to require some kind of post secondary education, some kind of degree or some kind of credential,” said Kent McGuire, president and chief executive officer of the Southern Education Foundation. “The sooner you get kids thinking about this, the better.”
THE HIGH-TECH JOBS SHIFT

ates could expect to earn even more, almost regardless of what they studied in college. All that changed when automation came in and global trade increased, thereby igniting the American transition from an industrial nation to a post-industrial service economy.
THE NEW JOB MARKET
Today, as many are saying across the internet, the extraordinary is the norm. And the new technology and service industry jobs are popping up faster than there are experts to train new workers for those jobs. This makes for a system where what you study (whether via courses, certificates or degrees) is crucial to being able to access the labor market. The White House has tried to bridge jobs gaps by bringing attention to ways to train older workers for new skills and underprivileged youth for science, technology, engineering and math (STEM) fields. In Miami, even the parks service has gotten involved by opening new computer centers throughout the city’s parks, in the hopes of getting more youth involved in coding.

That’s because we know that the opportunities lie in particular fields. In the current economy, two fields dominate in terms of earnings potential: STEM and business.
HIGHEST DEGREE DOES NOT EQUAL HIGHER PAY
Making matters worse, many college graduates and even master’s degree holders are vying for the few entry-level jobs that are left. “There is a fundamental change in the opportunities of the U.S. economy, such that college degrees don’t mean as much as they used to. Whether it’s a certificate, bachelor’s or master’s—more and more what you make depends on what you take, on your field of study; the second reality is that you don’t earn the most money by having the highest degree level,” said Carnavale. In the 2013 study, “Why are recent college graduates underemployed? looking at university enrollments and labor market, the Center for College Affordability and Productivity notes that more than a third (37 percent) of U.S. college graduates are in jobs that the Bureau of Labor Statistics suggests require less than a fouryear college education.
CAREER PROSPECTING
What can you do? In the short-term, experts foresee a continuation of the current trends. Job growth and pay is expected to be strongest in the STEM and business. Additionally, teaching, and healthcare fields are expected to see an increase in employment especially as current workers retire. Jimmy Pastrano, coordinator of Graduate Studies at the Florida State University Department of Educational Leadership and Policy Studies, says that the key is getting experience in the field you want to work in and diversifying the courses you take in your post sec-
ondary studies and training. If your desired field is education for example, you should take a few teaching courses along the way. “A geography major, for example, might want to consider adding education courses, so that when they graduate they can compete for cartography jobs and also for teaching jobs,” he said. “There’s a great benefit in diversifying the courses.” Georgetown’s Carnavale adds that in order to meet the new realities, it’s important to keep in mind how much your school of choice intends to invest in your education. “Since 1994 more than 80 percent of young white Americans have attended the top 500 four-year colleges (these spend 2-5 times more per student). But, more than 72 percent (this is even higher for lower income students) of Hispanics go onto a community college or open admissions four-year college, even when their scores show they are capable of attending a top institution.” The issue according to Carnavale is that community colleges and open-admissions schools don’t have enough funding and thus Hispanics who attend these schools receive increasingly less attention and resources. The impact translates, in part, to lower employment and wages in the future. All of the experts interviewed for this story concluded that education was crucial in overcoming a tepid jobs recovery and taking advantage of the opportunities unfolding in the new market. The key then may be for students to do their homework on educational opportunities as related to schools, programs of study, skills and the jobs outlook in their state and nationally. Currently 10 states are developing websites to help students carry out these comparisons. In Virginia, for example, you can visit one site to see how many students graduate from a specific program and how much they earn after graduation. And you can compare that program to others in the state. But, we are still a long way from public access to such comparatives at the two year college level and at the credential level, such as with certificates. So far the sites only focus on four year institutions.

unca había estado en mi pensamiento el venir a los Estados Unidos, pero me trajo la enfermedad de mis padres - explicó el señor Edgar Gómez -, yo fui el último de mi familia en salir de México. En total en mi familia somos cuatro hombres y tres mujeres, y yo soy el más chico, por eso seguía en mi país. Pero mi papá tenía leucemia y mi madre, cáncer de colon. Así que emigré con la idea de que si Dios me los dejaba, yo podría estar más tiempo a su lado”. “I had never thought about coming to the United States, but I made the trip because my parents were ill,” explained Edgar Gomez. “I was the last member of my family to leave Mexico. There are four men and three women in my family, and I’m the youngest, which is why I was still in Mexico. But my dad had leukemia, and my mom had colon cancer, so I moved here thinking that, if God would let me, I could still spend a long time by their side.” Gomez, who was born in Jalisco, Mexico, is the owner of Armando’s, a restaurant specializing in Mexican cuisine. But we must say that spending his days at this kitchen was not his first dream: “When you first arrive at this country, you don’t have many resources, but I was lucky and my brother helped me and I started to work at a restaurant. I really can’t complain since I had the support of my whole family because they were in the business, which made things easier for me. The United States is a country that opens its arms to everyone, and since most of us come here with nothing, we must work

hard. When I got here, I didn’t speak English, but I made an effort to learn. I worked by night and studied by day, going to Metro. After I had learned the language, I started to take other classes for psychology, algebra and biology. My plan was to become a doctor, but circumstances made me change my mind. “ More than 13 years after leaving his home country, Gomez continues to work hard in order to support his family: “I was 29 when I came here, and I brought my wife and my two older daughters with me. Once here, we had three more kids. I lived differently in Mexico, since I owned livestock and worked in agriculture, but it’s also true that ever since I was a kid, I wanted to have a business. I remember being in school, and how I used to take a bag of candy to sell them to my classmates, and when I was 9 years old, I asked my dad to take me to buy fruit so that I could sell it outside of the church.” Because of this, when he has an opportunity to have his own restaurant at the commercial district on Vinton street, he went for it. And even though he managed to have a lot of clients with his Mexican cuisine, he had to let go of that restaurant: “I then thought I’d have to work on something else, in construction or on anything other than cooking. But thanks to a niece who told me about this location, I was able to start again, and we’ve been open for business for a year and a half now.” The name Armando’s is in memory of someone: “A brother who died when I was 5 years old” and it’s also the second name of his first son, Edgar Arman-

do. “This is a business that requires a lot of sacrifice from the whole family. My two older daughters help me at the restaurant by taking care of clients, and my wife also comes here on weekends. Those who have their own business know that one must be there at all times during the first few years, so, here we are. Maybe later we’ll be able to hire more people so that we can go on vacation, but right now, our place is here.” As Gomez said, getting a footing in the US market was not simple: “People in the United States hear we have Mexican food and they immediately think ‘spicy food,’ and just stay away. So we had to start offering food they could taste little by little.” Armando’s menu includes beef soup, pozole, menudo, tortas, quesadillas, tacos and a wide selection of seafood prepared in aguachiles, ceviches, and even in momia (mummy) shrimp: “I’ve always liked cooking, and the secret is on the love one puts into all dishes. Momia shrimps are something that takes a while to prepare, but they are delicious because they have cheese, jalapeño and onions and are wrapped in bacon. BRIEFS Funding for nonprofits The Omaha Community Foundation (OCF), a local organization that connects donors to nonprofits in the area, is currently accepting applications for the African American Unity Fund and the Futuro Latino Fund. According to OCF the mission of the African American Unity Fund is to “involve more African Americans in philanthropy and to provide support to emerging nonprofits that improve the quality of life for African Americans in Omaha.” The purpose of the Futuro Latino Fund is to “provide philanthropic support to improve the quality of life of Latino families and communities in Omaha.” Nonprofits interested in being considered for funding must apply by the August 1 deadline.
