L

a deportación es un gran poder federal. Simplemente en términos de números, el gobierno federal de los Estados Unidos ha removido a mas de 40 millones de inmigrantes fuera del país, entre los años de1882 y 2000”, de esta forma la Dra. Torrie Hester de la Universidad de San Luis comenzó la charla llamada “La Historia de la Deportabilidad en los Estados Unidos”, la cual inauguró la serie de pláticas de este año, organizadas por la Oficina de Estudios Latino/Latnino Americanos (OLLAS).

La Universidad de Nebraska en Omaha, su Departamento de Historia, el Colegio de Artes y Ciencias, el Programa de Estudios de Mujeres y de Género, y OLLAS organizaron una serie de discusiones, con diferentes temas y distinguidos especialistas que serán presentados cada mes.

La Charla fue inaugurada por la Doctora Torrie Hester, el pasado miércoles 22 de Octubre, en el auditorio Nebraska del Centro Estudiantil Milo Bail de la Universidad de Nebraska.

La charla estuvo basada en la publicación académica de la Doctora Hester, “Protección, no Castigo: Legislatura y Formación Judicial de la Política de Deportación de los Estados Unidos, 18821904”. La presentación de la Doctora Hester cubrió tres periodos de la política de deportación de este país: La Ley de Exclusión China de 1882, un parte-aguas en la historia de deportación de Estados Unidos; los inicios del siglo veinte con las estipulaciones de anti-prostitución que se enfocaron en las mujeres inmigrantes; y la era contemporánea de la deportación en masa de latinoamericanos, en especial los de origen mexicano.

“Antes de 1882, el gobierno de los Estados Unidos no tenía el poder de deportar a nadie. Los tribunales, el congreso, el poder ejecutivo del gobierno federal de los Estados Unidos, crearon el poder de la deportación entre 1882 y 1924”, explicó la Doctora Hester.

“La principal expansión de las primeras políticas de deportación de Estados Unidos involucró a las clases de migrantes—primero los Chinos, luego las prostitutas, después los radicales—quienes fueron vistos como una amenaza seria contra la nación. El racismo fue entretejido durante el proceso y, a pesar de la decisión de la Suprema Corte de Estados Unidos que la deportación no era un castigo, los

oficiales gubernamentales utilizaban la deportación en forma disciplinaria”, señaló la Doctora Hester.

En Estados Unidos, las leyes de inmigración sancionan con mayor severidad a los no-criminales inmigrantes ilegales. La lucha contra el terrorismo y la crisis económica dieron ímpetu al mayor castigo de todos: la deportación. La Doctora Hester dijo que los inicios de la política de deportación sirvió como segunda línea de defensa contra la inmigración de personas indeseables en Estados Unidos, siendo la primera línea de defensa la exclusión en la frontera.

Para 1903, la lista de inmigrantes deportables incluía trabajadores chinos, trabajadores bajo contrato de todas las etnias, anarquistas, y todos aquellos clasificados por el gobierno como inadecuados moral o físicamente.

La Zona de la Barrera Asiática de 1917 agregó otra capa de discriminación al crear una zona prohibitiva de la cual ciertas clases sociales de extranjeros no se les permitían llegar a los Estados Unidos, “y la agencia ya no necesitó excluir inmigrantes caso por caso; lo podía hacer ahora como lo hizo con los inmigrantes chinos (en masa)”, explicó la Doctora Torrie Hester.

La Primera Guerra Mundial interrumpió el gran número de inmigrantes europeos y comenzó a escasear la mano de obra barata en Estados Unidos. “Como respuesta a las quejas de los empleadores, la agencia de inmigración abandonó su eterna oposición a contratar trabajadores y llegaron trabajadores contratados de México, las Bahamas y Canadá a trabajar en agricultura, minería, construcción y en las líneas del ferrocarril. Los controles estrictos de inmigración empezaron a suavizarse a causa de la falta de mano de obra. Los inspectores, antes responsables de mantener fuera del país a trabajadores contratados, fueron dirigidos ha organizar y distribuir trabajadores”, señaló la Doctora Hester.

La deportación con base en la economía jugó un papel importante en 1924, e incluyó tres categorías claves de deportación: 1) esos inmigrantes con ofensas públicas; 2) aquellos que fácilmente podian llegar a tener ofensas públicas; y 3) trabajadores con contrato, explicó la Doctora Hester. “Las deportaciones como ofensas públicas fueron sobre condiciones económicas que los inmigrantes debían cumplir para poder permanecer en el país”, explicó la Doctora Hester. tos años, el gobierno de los Estados Unidos deportó mas personas por ofensas públicas. Los inmigrantes quienes recibían cualquier clase de ayuda del gobierno eran deportables bajo “ofensa pública”.

La primera deportación masiva de mexicanos fue durante los años de la Gran Depresión, de 1929 hasta el comienzo de la Primera Guerra Mundial. Durante la guerra los Estados Unidos volteó la mirada hacia México para mantener al país alimentado y sus ferrocarriles corriendo. El Programa Bracero comenzó en 1942 y terminó en 1964, a causa de la continua llegada masiva de inmigrantes ilegales de México, quienes aún seguían llegando en busca de trabajo, aunque el programa se había terminado. La respuesta del gobierno en 1954 fue lanzar la Operación Espalda Mojada, en la cual fueron deportados a su país mas de 4.5 millones de Mexicanos.

Para 1975, paró las deportaciones la necesidad de mano de obra barata mexicana para las maquiladoras ensambladoras de bienes para los mercados de Estados Unidos. Para la década de los ochenta, el alto desempleo en México empujó a los inmigrantes a buscar trabajo en los Estados Unidos. El Congreso aprobó la Ley de Reforma y Control Inmigratoria que otorgó amnistía a los trabajadores ilegales viviendo en los Estados Unidos, y les otorgó el estatus legal.

El proyecto reciente de la Doctora Torrie Hester es un libro titulado “Entre la Protección y el Castigo”, donde examina los orígenes nacionales e internacionales de las políticas de deportación, entre 1875 y 1924. Esta historia contribuye a un mayor entendimiento de la división entre inmigrantes y los ciudadanos, así como la responsabilidad de los estados hacia sus inmigrantes. Esta historia, en la cual las políticas de inmigración continúan su apoyo, también provee conocimiento dentro de la categoría contemporánea de inmigración ilegal y contextualiza el debate actual sobre el acceso al cuidado de salud, educación y otros servicios del estado para los inmigrantes.

eportation is an enormous federal power. Simply in terms of numbers, the U.S. federal government removed more than 40 million immigrants from the U.S. between 1882 and 2000,” Dr. Torrie Hester from Saint Louis University started the “charla” or “chat”, called “The History of Deportability in the United States,” a talk in the Office of Latino/Latin American Studies (OLLAS) Charla series.

The University of Nebraska at Omaha History Department, College of Arts and Sciences, Women and Gender Studies Program and OLLAS organized a yearlong series of discussions, with a different topics and distinguished speakers to present every month.

The Charla speaker series was inaugurated by Dr. Torrie Hester, last Wednesday, October 22 in the Nebraska Room at the UNO Milo Bail Student Center. Dr. Torrie Hester, Ph.D. from the University of Oregon is a historian interested in subjects ranging from immigration and region, race and ethnicity, gender and sexuality, as well as law and foreign policy during the late 19th and the early 20th centuries.

The “charla” was based on her scholarly publication “Protection, not Punishment: Legislative and Judicial Formation of U.S. Deportation Policy, 1882 1904.” Hester’s presentation covered three periods of the U.S. deportation policy: The 1882 Chinese Exclusion Act, a watershed moment in the U.S. deportation history; early twentieth century anti-prostitution provisions which targeted immigrant women; and the contemporary era of mass Latin American, especially Mexican, deportation.

“Before 1882, the U.S. government did not have the power to deport anyone. The courts, the Congress, and the executive branch of the U.S. federal government built the power of deportation between 1882 and 1924,” Dr. Hester explained.

“The key expansions of early U.S. deportation policy involved classes of immigrants---first Chinese, then prostitutes, then political radicals---that were conceived of as especially serious threats to the nation. Racism was woven throughout the process and, de-

spite the U.S. Supreme Court’s decision that deportation was not a punishment, government officials used deportations punitively,” Dr. Hester pointed out.

In United States, immigration laws punish with greater severity to non-criminal illegal immigrants. The fight against terrorism and the economic crisis gave impetus to the greatest punishment of all: deportation. Dr. Hester said early deportation policy served as a second line of defense against the immigration of unwanted people in the U.S., being the first line of defense the exclusion at the border.

By 1903, the list of deportable immigrants included Chinese workers, contract workers of all ethnicities, anarchists, and all those who the government classified as morally or physical unfit.

The Asiatic-Barred Zone of 1917 added another layer of discrimination by creating a prohibitive zone from which certain classes of aliens were not permitted to come to the U.S., “and the Bureau no longer needed to exclude immigrants on a caseby-case basis; it could now do as it did with the Chinese immigrants,” explained Dr. Torrie Hester.

WWI interrupted the large numbers of immigrant Europeans and low-wage workers were lacking in the U.S. “In response to complaints from employers, the Bureau of immigration abandoned its long-term opposition to contract labor and contracted workers from Mexico, the Bahamas and Canada came to work in agriculture, mining, construction and on rail roads. The restrict immigration controls began to ease because of labor shortages. The inspectors, once responsible for keeping contract laborers out of the country, were diverted into organizing and distributing labor,” Dr. Hester pointed out.

Economic base deportation played a role on 1924, and included three key deportable categories: 1) those immigrants with public charges; 2) those likely to become a public charge; 3) contract laborers, explained Dr. Hester. “Public charge deportations were about economic conditions that immigrants must meet in order to remain in the country,” explained Dr. Hester. these years, the U.S. government deported more people under the public charge and likely to become public charge categories.

Immigrants who received any sort of government welfare service were deportable as “public charges.”

The first mass deportation of Mexicans came during the Great Depression, from 1929 to the start of Second World War. During this war United States looked back for help to Mexico to keep America fed and its railroad running. The Bracero Program started in 1942 and ended in 1964 because floods of illegal migrants from Mexico were still coming for jobs, even though the program need slowed. The response by the government in 1954 was to launch Operation Wetback, in which more than 4.5 million Mexicans were deported back to Mexico.

By 1975 the need for Mexican cheap labor for Maquiladoras assembling goods for the U.S. market stopped deportations. By the 1980s, high unemployment from Mexico pushed more migrants to find work in the United States. The Congress passed the Immigration Reform and Control Act that granted an amnesty to illegal workers already in the United States, giving them legal status.

Dr. Torrie Hester’s current book project, Between Protection and Punishment, examines the national and international origins of U.S. deportation policy between 1875 and 1924. This history contributes to a richer understanding of divisions between immigrants and citizens as well as the responsibilities of states to their emigrants. This history, upon which the U.S. immigration policy continues to rest, also provides insights into the contemporary category of illegal immigration and contextualizes today’s debate about immigrant access to health care, education, and other state services.

El pasado domingo Radio Lobo 97.7 FM convocó a una vigilia masiva en solidaridad con el pueblo mexicano que sigue lamentando la desaparición de los 43 estudiantes de Ayotzinapa, en el estado de Guerrero-Mex. Dicho evento unió de forma fraterna a diversos representantes religiosos, quienes adoptaron una misma fe, en oración por la resolución de este asunto.

Ella continuó estudios en los Estados Unidos y recibió su grado de Maestría en Administración de Negocios de la Universidad de Bellevue, Nebraska. Sonia enjoys helping clients solve problems and building trusted relationships. EBOLA LA COMPRENSIÓN DE

L

una región que nunca había conocido el Ébola y no estaba preparada para ello. También es posible que los habitantes de África occidental sean más susceptibles a la infección porque es probable que los individuos de esa región nunca hayan estado expuestos al virus.

os casos del Ébola siguen multiplicándose de manera exponencial por África occidental. Los oficiales de Naciones Unidas dicen que se necesitarán 19,000 trabajadores de sanidad allí antes del 1 de diciembre, cuando los grandes centros para el tratamiento del Ébola que los EUA está construyendo allí estén abiertos y funcionando.

Hablamos con Charles Chiu, MD, PhD, médico de enfermedades infecciosas en la UC San Francisco y diseñador de herramientas diagnósticas para enfermedades infecciosas, acerca de las razones por las que este brote se ha propagado tanto, cómo se podrá contener la epidemia y cuáles son los peligros reales para la gente en este país.

No nos paran de decir que el Ébola es difícil de contraer, sin embargo tres trabajadores de sanidad que trataban a pacientes del Ébola en hospitales occidentales han contraído la enfermedad.

En el caso de Dallas, la atención se ha puesto, como es de entender, en las dos enfermeras que contrajeron el Ébola, pero es importante recordar que muchas otras personas también tuvieron contacto estrecho con el paciente índice, Thomas Eric Duncan, -- incluyendo a cuatro miembros de su familia -- y que no se contagiaron.

Las personas con Ébola solo pueden infectar a otras cuando estén contagiosos, y se vuelven más contagiosas cuanto más enfermas se ponen. Por eso el peligro es tan alto para los trabajadores de la salud, que necesitan instrucciones y supervisión detalladas sobre cómo protegerse contra la infección. En particular, es muy importante ponerse y quitarse bien el equipo de protección individual (EPI). No es una tarea fácil, pero sí es posible. Como ejemplo está el Hospital de la Universidad de Emory -- unas instalaciones diseñadas especialmente para aislar y cuidar a pacientes con enfermedades infecciosas mortales y emergentes tal como el Ébola -- en donde no han tenido ninguna infección secundaria. También Médicos Sin Fronteras tiene excelentes antecedentes en cuanto a seguridad,

¿Sabemos algo de este brote de Ébola que explique por qué se está propagando tan rápidamente en África occidental?

Han aparecido brotes anteriores en remotas zonas boscosas de África Central con poblaciones aisladas de baja densidad, en marcado contraste con países afectados como son Guinea, Sierra Leone, y Liberia, donde hay aldeas, pueblos y ciudades conectadas por una red extensa de caminos y carreteras. La enfermedad, por primera vez, se ha propagado extensamente a zonas urbanas en países con sistemas sanitarios pobres o donde no existen. Esos sistemas, por lo general, se han hundido como resultado del brote, que ha matado a centenares de trabajadores sanitarios y ha forzado el cierre de hospitales y clínicas.

La reacción al brote de 2014 por parte de las entidades de salud pública locales y globales también fue extremadamente deficiente para

y trabajan en África occidental bajo unas condiciones sumamente difíciles. ¿Cuáles son las reales posibilidades de contraer el Ébola en un vuelo a casa para las fiestas navideñas?

Por ahora, yo diría que son muy, muy bajas.

Para empezar, el Ébola no es como la tuberculosis o el sarampión. No se contagia con solo respirar el aire que ha respirado una persona con Ébola. No vive mucho tiempo en las superficies. En Emory, analizaron las superficies de las habitaciones de los pacientes, incluyendo los barandales de las camas del hospital y los timbres de llamada que esperaríamos que tocaran mucho los pacientes, y no encontraron ningún virus. Tampoco lo encontraron en los baños de los pacientes. Por supuesto, eso no significa que no se puede encontrar el Ébola en las sábanas usadas donde haya estado enferma una persona con Ébola. Sobrevive más tiempo en líquido que en las superficies secas. Pero realmente tendrías que entrar en contacto con estas secreciones infecciosas y luego tocarte la cara, para que llegara a tus membranas mucosas, antes de estar en peligro de contraer la enfermedad.

También, al principio del transcurso de la enfermedad del virus del Ébola, la cantidad del virus en la sangre y otros fluidos corporales de los pacientes sintomáticos normalmente es muy baja, y son mucho menos infecciosos que en las etapas más tardías de la enfermedad, cuando se puede ver importantes cantidades de sangre, vómito y diarrea. Ya que las personas muy enfermas no suelen viajar, es muy poco probable que te encuentres con alguien que pueda contagiar la infección del Ébola.

¿Tienen un papel las ciencias básicas en la lucha contra esta epidemia?

Sí, por supuesto. Necesitamos una vacuna urgentemente, y se están desarrollando varias. Tengo muchas esperanzas de que la OMS, la Administración de Alimentos y Drogas (FDA, por sus siglas en inglés), y los Institutos Nacionales de Salud (NIH, por sus siglas en inglés) aceleren las pruebas clínicas para evaluar la seguridad y eficacia, y de que una vacuna que funcione pueda estar disponible a lo largo de 2015. Necesitamos continuar probando y fabricando drogas antivirales para tratar la infección del Ébola, como ZMapp, que se ha mostrado prometedora en algunos casos.

También se necesitan mejores diagnosis, incluyendo pruebas rápidas que se podrían hacer con una sola gota, o “pinchazo”, de sangre. ¿Qué es lo que se necesitará para parar este brote actual?

El brote del Ébola de África occidental es una crisis global y necesitará de un esfuerzo global para contenerlo. Se necesitan urgentemente más personal y recursos sanitarios en la región para identificar y tratar a los pacientes y para la localización de contactos para reducir la propagación. La OMS ha dicho que se necesitará un mínimo de $1 billón para contener el Ébola y aún eso puede que no sea suficiente. Al mismo tiempo, se necesitará un desarrollo acelerado de diagnosis, drogas y vacunas para mantener el brote bajo control y reducir el número y porcentaje de muertes por el virus.

La Matrícula Consular fue creada como prueba de nacionalidad mexicana y domicilio en el exterior. Es emitida por los consulados mexicanos tras un riguroso proceso de verificación de identidad y residencia del solicitante.

A partir del primero de noviembre de 2014 los consulados expedirán una nueva matrícula consular, que cuenta con medidas adicionales de seguridad.

La nueva matrícula consular uno de los documentos más seguros expedidos por el gobierno de México. El diseño incluye distintas medidas de seguridad de alta tecnología como Guilloché, imágenes lineales, datos encriptados y más.

La principal responsabilidad de un consulado es proveer servicios, asistencia y protección a los nacionales en el exterior. Esta es una prioridad para el Gobierno de México.

Los consulados mexicanos emiten documentos seguros y confiables, como pasaportes y matrículas consulares. Las matrículas consulares no se vinculan con el estatus migratorio del portador.

La información contenida en las matrículas está centralizada en una base de datos que resulta útil para localizar a nacionales mexicanos en caso de emergencias.

Requisitos para solicitar una matrícula consular: Prueba de nacionalidad mexicana, identificación oficial (mexicana o estadounidense), comprobante de domicilio en la circunscripción consular y el pago de derechos correspondientes.

Identificación confiable y ampliamente aceptada La matrícula consular se emite de acuerdo con las leyes mexicanas de protección de datos personales y el marco internacional del que México y Estados Unidos son parte (Convención de Viena sobre Relaciones Consulares, 1963).

Starting on November 1st, 2014, the consulates will issue a new consular ID card, which has additional security measures.

The new Consular ID Card is one of the most secure documents issued by the Government of Mexico. The graphic design incorporates several features using state of the art software to increase security such as Guilloché, linear images, encryption data, among others.

• Nuevo diseño de fondo con impresión de alta calidad y tramas de microtexto.

• Elementos de texto en el formato en varios tonos de tintas.

• Incorporación de un chip electrónico de lectura de contacto, que contendrá información de la MCAS. • Mayor claridad en la fotografía, cancelada con tramas de seguridad que no afectan la nitidez de la imagen.

• Número de tarjeta grabado en láser en el anverso de la misma.

The main responsibility of consulates is to provide services, assistance, and protection to nationals abroad. This is a key foreign policy priority for the Government of Mexico.

Mexican consulates issue secure, reliable and tamper proof documents such as passports and Consular ID Cards. Consular ID Cards have no bearing whatsoever on a person’s immigration status.

The information contained in the IDs is centralized in a database that is useful to locate Mexican nationals in case of emergency.

Consular ID Cards Application Requirements: A proof of Mexican nationality, an official proof of identity (Mexican or American), a proof of address within the corresponding consular district and a fee.

This document is recognized as proof of identity by many banks and financial institutions, as well as federal, state and local authorities in Mexico and the United States.

A Consular ID cannot be issued if the applicant has a criminal record, is subject to prosecution, or faces a judicial or administrative process in Mexico.

Main security features of the new Consular ID Card The new Consular ID Card improves the already secure and tamper proof card that included measures such as: visual and hidden security elements, support by a centralized system to avoid duplications and confirm authenticity of documents and personal information, link to Mexican security data bases, biometric elements (fingerprints and signature), among others.

The new card includes additional security measures such as: • Printed on plastic cards (PET) with visible and invisible marks.

• New background design with high quality print and micro text frames.

• ID format with text on different ink colors.

• Embedded identity data on Cryptographic Chip.

• More clarity on the picture, with security frames that don´t affect the clarity of the image.

• Laser engraved card number.

S

ince a 2-year-old child fell ill in Guinea last December, the Ebola virus has spread through West Africa, first with an outbreak that seemed to have died out in May and then with an explosive second wave of infections that spread throughout Guinea, Sierra Leone and Liberia.

Nigeria and Senegal have so far been able to stop the spread of the disease, as have the United States and Spain, but cases continue to multiply exponentially across West Africa. United Nations officials say 19,000 health care workers will be needed there by Dec. 1, when the large Ebola treatment centers being built there by the U.S. are up and running.

Because Ebola kills so many of its victims so fast, most people die of Ebola before they can transmit it beyond the small circle of family members and health care workers who care for them when they are extremely ill and highly infectious.

But this time is different.

We spoke with Charles Chiu, MD, PhD, a UC San Francisco infectious disease physician and developer of diagnostic tools for infectious diseases about why this outbreak has spread so far, how the epidemic might be contained and what the real dangers are for people in this country.

Is there anything that we know about this Ebola outbreak that explains why it’s spreading so fast in West Africa? The largest of the 30 or so previous outbreaks there killed only several hundred people before burning out.

There are many potential explanations. Prior outbreaks in Central Africa have largely occurred in remote forested areas with isolated, low-density populations, in sharp contrast to the affected countries of Guinea, Sierra Leone and Liberia, where villages, towns and cities that are connected by an extensive network of roads and highways. The disease, for the first time, has spread widely into urban areas in countries with weak to non-existent health systems. Those systems have largely collapsed as a result of the outbreak, which has killed several hundred health care workers and forced the closure of hospitals and clinics.

The local and global public health response to the 2014 outbreak was also grossly inade-

quate for a region that had never before encountered Ebola and was unprepared for it. It is also possible that the population of West Africa may be more susceptible to infection because individuals from that region likely have had no prior exposure to the virus.

What are the chances of catching Ebola on a flight home for the holidays?

At this point, I’d have to say they are very, very low. First, Ebola is not like tuberculosis or the measles. You can’t catch it just by breathing the air that someone with Ebola has been breathing. It doesn’t live for very long on surfaces. At Emory, they tested the surfaces of the patients’ rooms, including the handrails on the hospital beds and call buttons that we could expect patients to touch a lot, and they didn’t find any virus. They also didn’t find it in the patients’ bathrooms. Of course, that doesn’t mean Ebola can’t be found in soiled sheets and blankets where someone with Ebola has been sick. It survives longer in liquid than on dry surfaces. But you’d really have to come in contact with these infectious secretions and then touch your face, so it could get into your mucous membranes, before you’d be in danger of contracting the disease.

Also, early in the course of Ebola virus disease, the amount of virus in the blood and other bodily fluids of symptomatic patients is typically very low, and they are much less infectious than they are in later stages of the illness, where you can see significant bleeding, vomiting and diarrhea. Since very sick people do not travel, it is unlikely that you would ever encounter anyone who was contagious with Ebola infection.

We keep hearing that Ebola is hard to catch, and yet three health care workers treating Ebola patients in Western hospitals have contracted the disease. How do we make sense of this?

In the Dallas case, the focus has understandably been on the two nurses who have contracted Ebola, but it’s important to remember that many other people also came into close contact with the index patient Thomas Eric Duncan – including four household members – and did not get sick.

People with Ebola can only infect others when they are contagious, and people become more contagious the sicker they get. That’s why the danger is so high for health care workers, who need careful instruction and supervision on how to protect themselves from getting infected.

In particular, properly putting on and removing personal protective equipment (PPE) is critical.

This is not an easy task, but it’s definitely possible. Witness the experience of Emory University Hospital – a facility specially designed to isolate and take care of patients with deadly emerging infectious diseases such as Ebola – where they haven’t had any secondary infections. Doctors Without Borders also has an excellent track record of safety, and they’re working in West Africa under extremely difficult conditions.

Previous PPE recommendations for health care workers in Africa may not apply to the care of Ebola-infected patients in Western hospitals.

As an example, the patient who died of Ebola in Dallas underwent several invasive critical care procedures, such as respiratory intubation and dialysis, in an attempt to save his life, and those procedures are not done in West Africa. These procedures may have increased the risk of transmission to health care workers. Does basic science have a role to play in fighting this epidemic?

Yes, of course. We urgently need a vaccine, and several are in development. I am very hopeful that the WHO, Food and Drug Administration (FDA), National Institutes of Health (NIH) will expedite the clinical trials to assess safety and efficacy, and that a vaccine that works may be available sometime in 2015. We need to continue testing and manufacturing of antiviral drugs to treat Ebola infection, such as ZMapp, which have proven promising in a few cases.

Better diagnostics are also needed, including rapid tests that could be done from a single drop, or “pinprick,” of blood.

PAREDES EN BENSON INVITAN AL DIÁLOGO SOBRE LAS CONTRIBUCIONES DE LOS INMIGRANTES Por: Marina Rosado | Foto: Marina Rosado

U

n animado grupo de voluntarios y personal de Justicia Para Nuestros Vecinos-Nebraska (JFON-NE), se reunieron en Benson el sábado 25 de octubre, para ayudar al brillante pintor y grabador, Watie White en la realización de dos murales.

Desde las 10 de la mañana los participantes llegaron al edificio Benson Law Center (6035 Binney Street), para recibir instrucciones y seguir los trazos que White plasmó durante los dos días anteriores, según comentó Alma Becerril, quien asistió al pintor.

Para el colombiano Javier Castellote, Enlace Bilingüe en las Escuelas Públicas de Omaha (OPS), fue una experiencia singular: “Mi jefa Susan Meyberger (Coordinadora de Inglés como Segunda Lengua/Educación a Migrantes y Refugiados de OPS) nos invitó y yo encantado, porque nunca había pintado un mural y me parece algo muy chévere”.

Castellote, quien también es un talentoso guitarrista, estuvo a cargo de un grupo de 18 estudiantes, en su mayoría entusiastas inmigrantes de la comunidad Karen y alumnos de la Escuela Secundaria Benson: “Aunque no pueda entenderlos porque ahorita están hablando su propio idioma, muy a gusto, veo que realmente se están divirtiendo”.

Mientras los jovencitos avanzaban con su tarea entre botes de pintura, Emiliano Lerda, Director Ejecutivo de JFON-NE comentó: “Este es un proyecto muy especial porque representa la oportunidad de una colaboración entre el arte público y una organización sin fines de lucro como lo es Justicia Para Nuestros Vecinos, la cual trabaja con temas de justicia social. Estos murales unen el arte público con el tema de inmigración en los Estados Unidos, lo cual es muy interesante porque le da una perspectiva humanitaria a un asunto que la mayoría de las veces es deshumanizado y por lo cual mucha gente no entiende que se trata de una situación que afecta tanto a individuos como a familias enteras, y que involucra a padres, a hermanos, a tíos y a toda la comunidad, pues todos somos seres humanos al fin y al cabo”.

Antes de escoger un pincel para seguir el boceto de White, el destacado abogado argentino explicó que los murales tienen como objetivo: “El poder compartir las caras y las historias de inmigrantes que han viajado por el mundo y que finalmente han llegado a instalarse en esta ciudad, y que ahora son parte de Omaha, al igual que todos nosotros, que somos no solamente parte del presente sino también del futuro”.

Lerda agregó que la singular colaboración con White, “surgió precisamente porque él ya tenía una serie de murales de éste tipo, es decir, retratos de personas contando sus historias”, y el hecho de seguir un estilo similar combinando rostros y palabras, resultaba la combinación perfecta y atractiva para reflejar la vida de los inmigrantes.

“Existe un primer mural pintado en una superficie removible separada de nuestras oficinas - señaló Lerda -, así que ésta es la primera vez que el diseño se hace sobre paredes y fue con la ayuda

El segundo mural se plasmó en una pared vecina, gracias a disponibilidad de Grampy’s Curious Goods, por lo que Lerda enfatizó: “Queremos continuar con esta iniciativa, pero en el sur de Omaha aún estamos finalizando dónde sería el lugar más apropiado para el siguiente mural. Ése es el desafío que enfrentamos porque hay que pedir permisos y eso nos lleva tiempo”.

Con el apoyo de apoyo de Nebraska Arts Council, Nebraska Cultural Endowment y Humanities Nebraska, así como “gracias a la generosidad de individuos privados a quienes les interesa el arte y el tema de inmigración”, Lerda espera que la propuesta artística se extienda a otras partes de Omaha: “Sería lindo llegar a aquellas zonas que por lo general no se exponen a murales o a expresiones artísticas y creativas de éste tipo. Finalmente los inmigrantes estamos en todos lados y las historias son tan variadas que vale la pena que todos los habitantes tengan la oportunidad de ver y aprender de la diversas caras de la inmigración en este país”.

Uno de esos bellos rostros es justamente Mary Aketo George, quien llegó a territorio estadounidense como refugiada proveniente de Sudán del Sur y sirvió como modelo para uno de los murales de White, quien comentó que grabó la amena conversación que tuvo con ella sobre sus experiencias, para después reflejar fielmente sus palabras en la obra, calificándola como una mujer asombrosa.

White así mismo enfatizó que las obras surgieron como una colaboración con JFON-NE, “pero a medida que nos adentramos más en el significado y las intenciones del proyecto, se hizo evidente que el proyecto sería más fuerte si se involucrara una mayor diversidad de puntos de vista, lugares y voces”, por lo que se fundó un comité particularmente enfocado en esos aspectos y formado por Anti-defamation League, OPS, Intercultural Senior Center y South Sudan Community Association, mediante los cuales estableció contacto con sus modelos.

Para el creador, el poder realizar tales piezas (que comulgan con otros murales del Benson Mural Project) con la participación de la comunidad, resultó significativo: “Como artista, es fácil aislarse en el estudio y el ver las muestras de apoyo y el compromiso de las 75 personas que salieron a pintar fue increíble. Tener los murales que tratan de hacer visibles las historias y personalidades de líderes increíbles en nuestra comunidad, como Mary y Rock (refiriéndose al modelo del otro mural) pintados por la propia comunidad es lo más adecuado”.

Los murales, tal como lo compartió White: “Sirven como un bien social, no sólo para todos los involucrados, sino para todo el mundo en esta comunidad”.

De acuerdo con el informe “los demócratas mantienen una ventaja, pero el apoyo entre los votantes registrados hispanos ha disminuido.” Este informe se basa en una encuesta a nivel nacional de 1.520 adultos votantes hispanos. Según el informe el 57 por ciento de los votantes latinos apoyan al candidato demócrata en su distrito electoral o se inclinan al lado demócrata, sin embargo, el apoyo se ha reducido desde 2010, cuando el 65 por ciento de los votantes latinos apoyaban al candidato demócrata en su distrito. THE WALLS AT BENSON INVITE EVERYONE TO A DIALOGUE ABOUT THE CONTRIBUTIONS OF IMMIGRANTS

lively group of volunteers and staff from Justice For Our Neighbors-Nebraska (JFON-NE) gathered on October 25 at Benson to help brilliant painter and etcher Watie White create two murals.

Participants arrived as early as 10 a.m. at the Benson Law Center (6035 Binney Street), to receive instructions and follow the designs made by White during the two previous days, according to Alma Becerril, who helped the artist.

For Colombian Javier Castellote, Bilingual Liaison for Omaha Public Schools (OPS), this was a unique experience: “My boss, Susan Meyberger (Coordinator for English as a Second Language/Immigrant and Refugees Education at OPS), invited us and I was delighted to join, because I had never painted a mural and I thought it was very cool.”

Castellote, who is also a talented guitar player, was in charge of a group of 18 students, most of them immigrants from Karen, Burma and students from Benson High School: “Even though right now I can’t understand them because they’re speaking their own language, I can tell they’re having a lot of fun.”

While the young ones took care of their tasks, walking between all the paint cans on the floor, Emiliano Lerda, Executive Director at JFON-NE commented: “This is a very special project because it represents an opportunity for collaboration between public art and a nonprofit organization as is Justice For Our Neighbors, which focuses on social justice issues.

These murals bring public art together with the immigration issues in the United States, which is very interesting because it brings a humanitarian point of view to an issue that is usually dehumanized, which is why many people don’t understand it is something that affects individuals and whole families alike, involving parents, brothers, uncles and the whole community, because in the end we’re all human beings.”

Before selecting a brush to continue working over White’s sketch, the renowned Argentinean lawyer explained the goal for these murals: “Being able to share the faces and stories of immigrants who have traveled around the world before finally arriving at this city, and who are now part of Omaha, just like all of us. We’re not only part of the present but also of the future.”

Lerda added that this unique collaboration with White “came to be precisely because he already had a series of murals of this type, that is, of portraits of people telling stories,” on top of how continuing with a similar style of faces and words was the perfect combination for showcasing the life of immigrants.

“There is a first mural painted on a removable surface that is separate from our offices,” said Lerda, “so this is the first time that the design is done on walls, and it was thanks to the help of my Board of Directors that we managed to set our first spot here in Benson.”

The second mural was created on a neighboring wall thanks to the availability of Grampy’s

BRIEFS Local Training Midlands Latino Community Development Corporation (MLCDC), a local non-profit, will be hosting a training for individuals that wish to improve and plan the growth of their businesses.

The training will take place at the MLCDC offices located at 4923 South 24th Street November 2 through December 13. The total length of the training is twelve hours. The course will focus on showing area business leaders how to prepare their strategic and action plan for the upcoming year. The program will also feature one on one technical assistance and will show participants how to review their one year financial projections. Immigration Event The Office of Latino/Latin American Studies (OLLAS) at the University of Nebraska at Omaha (UNO) will be hosting Dr. Cecilia Menjivar on Tuesday, November 11 at the ballroom in Milo Bail Student Center (MBSC) at UNO. Dr. Menjivar is a professor of sociology at Arizona State University. She is a Salvadoran scholar that studies U.S bound migration. Menjivar’s research focuses on the effects of legal, social and economic exclusion on different spheres of social life among immigrants. Menjivar will be talking about immigration laws and migrant families during her presentation. This event is free and open to the public. Curious Goods, for which Lerda emphasized: “We want to continue with this initiative but we are still finalizing what the best possible location in South Omaha could be for the next mural. This is the challenge we are facing because we must request the corresponding permits, and this takes time.”

With the support of the Nebraska Arts Council, of Nebraska Cultural Endowment and of Humanities Nebraska, as well as “thanks to the generosity of private individuals with an interest on the arts and on the topic of immigration,” Lerda hopes that this artistic proposition extends to other parts of Omaha. “It would be nice if it reaches areas where you don’t usually see murals or artistic expressions of its kind. We immigrants are everywhere, and our stories are so varied that it’s worth it that everyone has a chance to see and learn more about the diverse variety of faces for immigration in this country.”

One of the beautiful faces on display belongs to Mary Aketo George, who arrived in the United States from South Sudan and was used as one of the models for White’s murals, who mentioned he recorded the great conversation he had with her about all of her experiences in order to reflect those words in his work, stating she’s an amazing woman.

White also emphasized that these works of art were born from the collaboration with JFONNE, “but as we went deeper and deeper into the

meaning and the intent of the project, we realized that the project could be stronger if we included a larger variety of points of views, places and voices,” which is why a committee was created in order to focus on said aspects. This committee includes the Anti-Defamation League, Omaha Public Schools, the Intercultural Senior Center and the South Sudan Community Association, which helped to make it possible to contact the models.

For the creator, being able to work on said pieces (which compliment other murals at the Benson Mural Project) with the help of the community, meant a lot for him: “As an artist, it’s easy to become isolated in the studio, so seeing all the help and commitment from the 75 people that came out to help paint this was amazing. Having murals that present the stories and personalities of amazing leaders in our community, such as Mary and Rock (referring to the model for another mural), painted by the community itself, and is very fitting.”

The murals, as White said, are for the social good, not only for those involved, but for everyone who is part of this community.

Latino Support for Democrats Diminishes

by Remains Strong According to a new report released by the Pew Hispanic Research Center on October 29, Latino support for democrats falls. According to the report “Democrats maintain a wide, but diminished advantage among Hispanic registered voters.” This report is based on a nationwide survey of 1,520 Hispanic adult voters. According to the report 57 percent of Latino register voters support the Democratic candidate in their congressional district or lean Democrat, however, support is down from 2010 when 65 percent of Latino register voters backed the Democrat in their district.
