Letter from the President
Mission Statement
As I look around our community I see so many ways in which this economic downturn has affected us all. Familiar restaurants have closed, local retailers have reduced their hours of operations, and some of our neighbors and friends have lost their jobs and their homes. Social services funded by the state and federal governments upon which so many of our residents and their extended families rely, are in jeopardy. The Hoffman Estates Park District has not been immune to these same forces. But through diligence, proactive planning, careful budgeting and decision making, we have been able to maintain and even improve our levels of service and customer care.
Our Customer Service Pledge
To help our residents that are facing the ever more prevalent challenge of being out of work, we have introduced an unemployment support package designed to provide fitness and recreation options at no or low cost to residents. For more details, see page 46. It gives me great pride to be a part of a team made up of seven elected park board commissioners, 15 community representatives and 59 park and recreation professionals that together have created a vision and set goals for the future of our park district. Some would say that recreation is a luxury, but there are those of us who believe it is a necessity. Especially in times like these, it’s important that we learn to enjoy the simple pleasures in life, like playing sports, going for a swim, creating artwork, reconnecting with nature with a nice long walk or bike ride or just taking the dog to the park. We need to recharge our batteries with the activities that keep us balanced and ready to deal with tomorrow. Lili McGovern, President Park Board of Commissioners
The mission of the Hoffman Estates Park District is to enhance the quality of life of our residents and guests by providing first class parks, facilities, programs, and services through environmentally and fiscally responsible management practices.
Our satisfaction guarantee is our promise to provide quality parks, facilities, recreation programs, and leisure services that meet the expectation of our customers. If you are not satisfied with any recreational program the Hoffman Estates Park District provides due to the quality of instruction, the child’s inability to adapt emotionally to the class, or the inappropriate skill level for the registered participant, a full refund will be processed. To determine that a class does not meet their satisfaction, participants must attend the first two class sessions, but request a refund and fill out all appropriate paperwork before the third class meeting. Refund request forms are available at the HEPD Community Center and Ice Arena, Willow Recreation Center, and Prairie Stone Sports & Wellness Center. No processing fee will apply to refunds issued under the satisfaction guarantee policy. If you are not satisfied, we would appreciate your comments, suggestions, or ideas for improvement. Please look for our customer comment cards at all district facilities. We appreciate hearing your positive comments, as well as your suggestions for improvement.
Our Community Commitment The Hoffman Estates Park District remains committed to providing the best recreation and leisure services to our community. With our "satisfaction guaranteed" pledge, residents and their guests can be assured that the Hoffman Estates Park District staff will work to not only meet expectations but surpass them.

The governing body of the park district is comprised of seven elected commissioners who represent the recreational needs of their community for four- year, unpaid terms. Park commissioners have the power to levy taxes within prescribed limits, establish or change park district policies, sign agreements, award contracts, and possess all of the powers similar to those of a board of directors for a public corporation. Park commissioners work as a board to interpret the park and recreation needs of the community, formulate short and long term plans, and inform the public of the purpose, worth, and extent of the district’s services, parks, and facilities. Regular Board Meetings are held monthly at CCIA Juen thru September — 7:30P October thru May — 7:00P Building and Grounds Committee 1st Tuesday Recreation Committee 2nd Tuesday Administration and Finance 3rd Tuesday Full Board Meeting 4th Tuesday Dates and times are subject to change. Young Rembrandts instructors provide a positive, nurturing environment for your child. Each week we’ll draw something these little ones are interested in. We will concentrate on the skills of drawing and coloring, but also work on developing fine motor skills, focus, listening, staying on task, spatial organization and patience.
If you love to create art as much as your child does, we have the perfect program for you! Work collaboratively with your child to build your own special artwork. You and your child will make decorative papier-mâché objects, 3-D sculpture and paintings, all in an unstructured environment, using a developmental approach. With tuition, each student will receive 12½ lbs. of clay. Fee is per pair.

2009 Winter Ice Show Notice It is with regret that we inform our skaters that we will not be having a winter show this year. A number of factors figured into this decision and it is one that was weighed heavily. Due to the late Labor Day start this year, costume manufactures would not guarantee delivery. The week long Upper Great Lakes Regional’s in October along with a hockey tournament in early November and Thanksgiving break reduced the lesson program ice time to only 8–9 weeks. It was decided to forego the show and instead extend the lesson program into mid December so that lessons for most are now 12 weeks with the Friday/Saturday classes being 11 weeks. Thank you for understanding and we look forward to a great Spring Show.

Fostering a Love of Learning Our curriculum focuses on hands on activities and experimentation. Activities such as music, movement, dramatic play, science, and open ended art projects help cultivate children’s imaginations and give them confidence to express themselves. Group activities encourage socialization and teach important lessons in sharing and being part of a community. Daily outdoor or gym time helps children develop their large motor skills. Fine motor skills are developed through tabletop activities like puzzles cutting and painting, which also fosters imagination and cognitive development. In addition, each classroom boasts a computer and digital camera, allowing teachers to integrate technology into the curriculum. Our teachers combine our diverse curriculum with a nurturing environment and a healthy balance of playtime to encourage student’s physical, emotional, and social and creative development. And through encouragement, understanding and respect, they help provide a positive atmosphere for learning. Our program is state licensed and nationally accredited by the National Association for the Education of Young Children, so you can be confident that your child will benefit from superior educators, classroom equipment, and opportunities to help build a solid future.

Friends of HE Parks Foundation
Northwest Special Recreation Association
The Friends of HE Parks Foundation is made up of community volunteers who work together to raise money so that more residents can participate and enjoy recreational opportunities, regardless of social, physical or economic circumstances and limitations.
Providing Recreation Services to Individuals with Special Needs The Hoffman Estates Park District is a member of a cooperative agreement among 16 park districts which form the Northwest Special Recreation Association (NWSRA). NWSRA exists to provide outstanding opportunities through recreation for people with disabilities. The agency’s team of full time Therapeutic Recreation professionals and trained part-time staff offer safe, fun and quality year-round opportunities to individuals with disabilities of all ages and ability levels.
Since its creation in 2002, the Foundation through its scholarship fund, has donated tens of thousands of dollars to benefit hundreds of local youth and their families, enabling them to play sports, dance, skate and swim in programs they once could not afford. The Foundation strives to promote events that will raise money to help disadvantaged families of our community be able to enjoy park district programs and facilities. Recently, the Foundation purchased a jumbo movie screen and donated it to the park district to enable the free movie nights presented for all members of our community.
Participants benefit through increased self esteem, physical and social skills development, and improved fitness and health while experiencing new challenges, making friends, and having fun! After school, evening and weekend activities feature cooperative sports and games, individuals and team sports, arts and crafts, fitness, cooking, creative arts, and drama. Camps, trips, and special events are also available at various times throughout the year. Inclusion assistance is provided by NWSRA to those individuals who wish to participate in their home park district program. When registering, the parent of an individual with a disability should inform the park district if special accommodation is needed so that the individual can successfully participate in the program. The park district staff will then contact NWSRA for assistance with the accommodation.
Unemployment Support Package The new Unemployment Support Package offered by the Park District is designed to provide fitness and recreation options at no or low cost to residents, renewable every 30 days. The program is open to Hoffman Estates Park District residents with valid identification and proof of employment termination. Unemployment verification is required in the form of a check stub, unemployment debit card or "approval of benefits" letter from the Illinois Department of Employment. Applications for the program are available at CCIA, 1685 W. Higgins Road or WRC, 3600 Lexington Drive. Packets are renewable every 30 days with updated unemployment verification. Unemployment package includes:
4 Seascape Family Aquatic Center pool passes (included seasonally) 2 Daily fitness center passes to PSS&WC 4 Daily fitness center passes to the CCIA 2 Eighteen hole rounds at Poplar Creek Country Club (cart included), after 3:00P on weekends at the discount cost of $22 2 Complimentary buckets of range balls at Poplar Creek Country Club driving range 4 Public skate passes with skate rental to the CCIA Throughout the summer, the Park District also offers many free events including outdoor movie nights, children’s concerts and the annual Party in the Park event. For more information call 847–885–7500 or visit www.heparks.org.
For more information on NWSRA, brochures may be picked up at the park district main office or at the NWSRA office at Park Central, 3000 West Central Road in Rolling Meadows. NWSRA may be contacted at 847–392–2848 (voice), 392–2855 (TTY) or 392–2870 (fax.) Check us out on the web at nwsra.org.
Opportunities For Leaders NWSRA is hiring leaders for positions of inclusion as well as NWSRA programs. If you have an interest in working with individuals with disabilities, contact NWSRA at 847–392–2848 to discuss the possibilities. The benefits are endless!

The Village of Hoffman Estates is 50. Happy Birthday The Hoffman Estates Park District would like to congratulate the Village of Hoffman Estates on their 50th Anniversary. The Park District and Village have worked closely together throughout the years and this continued collaboration has enhanced the quality of our offerings to our residents and guests .To celebrate this monumental occasion, the Village has several events planned throughout the summer. Visit www.hoffmanestates.com for a full schedule of events.
Plant a Memorial Tree The Hoffman Estates Park District’s living tree memorial program offers residents a unique way to honor and remember a loved one. A memorial tree is also the perfect way to commemorate one of life’s milestones, from weddings and anniversaries to the birth of a child. A one-time donation of $300 lets you place the tree of your choice in a park that is special to you. Memorial tree forms are available at the Community Center & Ice Arena. For more information, or to have a memorial tree form mailed to you, visit our website at www.heparks.org or call John Giacalone at 847–285–5465.
