Candidates for County Offices in May 1 Democrat and GOP Primaries, also Independents BY BILL JONES STAFF WRITER ROGERSVILLE – When the deadline for county candidates to return completed petitions with valid voter signatures passed on Feb. 15, the race for County Mayor had drawn the most interest. Of the 11 candidates who had picked petitions since qualifying began, 10 had returned completed petitions by the deadline. Only Democrat Billy Kyle Housewright, of Church Hill, failed to return a petition. Instead he opted to seek a County Commission seat. Five Republicans will do battle for their party’s nomination for mayor in the May 1 Republican Primary, while one Democrat will be unopposed in the May 1 Democratic Primary for that party’s nomination. REPUBLICANS for MAYOR The Republicans are: Kelly Markham, R-Rogersville; Mark Linkous, R-Rogersville; Dennis Chamberlain, R-Rogersville; Jim Lee, R-Surgoinsville; and Charlie C. Freeman, R-Rogersville. Four Independents will go directly to the Aug. 2 County General Election where they will meet the Republican and Democratic nominees. INDEPENDENTS for MAYOR The Independents mayoral candidates are: Dennis Deal, I-Church Hill; John Neubert, I-Rogersville; Danny L. Breeding, I-Surgoinsville; and Roy (Sgt. Spears/Uncle Roy) Edward Spears, I-Rogersville. DEMOCRAT for MAYOR The lone Democratic mayoral candidate is David Bailey, D-Rogersville. OTHER COUNTY-WIDE RACES Only one other county-wide race (Road Superintendent) is being contested this year, with incumbent Road Superintendent Lowell Bean, R-Surgoinsville, facing first-time challenger Joe Parrott, R-Kingsport, in the May 1 Republican Primary. The winner will be unopposed (barring a writein campaign) in the Aug. 2 County General Election for the Road Superintendent’s post. Incumbent Sheriff Ronnie Lawson, R-Rogersville, is unopposed in the May 1 Republican Primary as are: incumbent Clerk of Courts Randall L. Collier, R-Surgoinsville; incumbent County Clerk Nancy Klepper Davis, R-Rogersville; incumbent Register of Deeds Judy C. Kirkpatrick, R-Rogersville; and incumbent Trustee Jim Shanks, R-Surgoinsville. Absentee / Early Voting Deadlines Applications for absentee ballot are only sent automatically if you have filed a physician’s statement with the election office. All others must be requested for each election. Voters 60 years of age or older qualify to vote absentee based on age alone. Beginning January 31, 2018, qualified voters who wish to vote an absentee ballot may call the Election Office to request an application to vote by absentee ballot. Or the request for ballot may be made in writing and include the voter’s name (as registered), social security number, date of birth, residence (911) address, mailing address (if different from residence address), the election(s) in which the voter wishes to vote, the reason for requesting to vote an absentee ballot, and the voter’s signature. E-mailed requests must contain the voter’s scanned signature. Written requests must be mailed to the Hawkins County Election Commission at the address below. The written or e-mailed request must be received no later than Tuesday, April 24, 2018. ROAD SUPERINTENDENT As everyone knows by now I am running for re-election for ROAD SUPERINTENDENT. I am married to Lynda (Stuart) Bean and we have three children — Kristie, Karri and Brandon. I have been Road Superintendent for almost twelve years, which I have enjoyed very much. We have accomplished a lot during this time, but we still have a lot more to do. During this time I have had the honor of serving as Vice President of Region One, and Secretary/Treasurer on the State Board of “Tennessee County Highway Officials Association.” I am a member of the “National Association of County Engineers”. The one thing I am very proud of during those twelve years is each year I have presented a balanced budget and worked within that budget. We’ve managed to buy a fleet of new trucks, buy new equipment, upgrade pickups, pave roads, stripe roads, widen roads, install guardrail, build storage buildings, upgrade shop equipment, etc., and this being done while operating within the same budget I began with in 2006. This could not have been achieved without the hard work and dedication of the men and women who make up the Highway Department. Candidate for Hawkins County Road Superintendent Civil Engineer Joe Parrott is a Candidate for Hawkins County Road Superintendent. Parrott, 54, was born and raised in Hawkins County and has lived here most of his life. He is the youngest son of former county commissioner Claude Parrott. He will be a candidate in the May 1, 2018 Republican Primary. Parrott graduated from Tennessee Technological University with a Bachelor’s Degree in Civil Engineering. He has worked for city, county, and state governments in the design, construction, and maintenance of roads, bridges, and other transportation facilities. He currently works as a selfemployed consulting engineer. Parrott has more than 25 years of extensive experience in both the public and private sectors. He oversaw the recent re-surfacing of Rogersville’s Main Street and Woodlawn Street. Parrott also assisted the Town of Rogersville in obtaining a 100 percent TDOT grant for the Armstrong Road Bridge replacement and is currently working on a grant for the Town of Rogersville for improvements and repairs to the city park. He is also working on other local projects, as well as Tenn. Dept. of Transportation projects on Interstate 26 and State Route 354 to name a few. Parrott has been certified by the Tennessee Highway Officials Certification Board as qualified to hold the position of Road Superintendent. Parrott said that his first job -- at the age of 16 -- was with the Hawkins Co. Highway Department. Parrott said that, since that first job in 1980, he was worked for every Road Superintendent that has held office in Hawkins County in some capacity, either as an employee of the county or as a consultant. During his career, Parrott said he has designed more than 50 bridges and many miles of Roadway. “I want to work for the people of Hawkins County as your Road Superintendent. Engineering is about the efficient use of labor and materials to complete the job at the lowest possible cost. That’s what I know how to do. I want to do that for Hawkins County. FOR HAWKINS COUNTY MAYOR As mayor, I will endeavor to work closely with the commission and always keep the county meetings civil. Everyone will be treated with respect in our public meetings. The public evaluates the performance of its mayor and commissioners by what happens in our meetings. This is a good time to impress citizens favorably, and show them that we are capable of doing our job in an organized, civilized manner. Hawkins County will establish a private sector audit committee comprised of legal and financial professionals to increase the accountability for all county expenditures. To save cost, this should be performed annually. I am for a more centralized accounting system which would make spending more transparent. I believe this would save the county money. The mayor’s office will have an open door policy. All residents will be encouraged to come by and share their thoughts and suggestions on any county business. As mayor, I would require both short-term and longterm planning. No more spur of the moment decisions. This will take everyone working together, participating and getting involved to make changes for the better for Hawkins County and to let the public’s voice be heard. As mayor of Hawkins County, I will be in full support of providing broadband Internet accessibility to all rural areas. The mayor’s office will have a trained full time grant writer in order to obtain all free grants the county needs and deserves. This will include Federal Grants, Business Grants, Home Grants, and Education Grants. Finding, preparing, and winning public or private sector grants is a challenging task. As mayor, I would be in favor of a provision that requires the public to vote on any proposal to raise property taxes above the current rate.
I am in full support of term limits for the offices of County Mayor and Commissioners. There should always be a period during the meetings for citizens to participate. Citizens should be able to address the commission on any county subject. If a citizen is unable to attend a meeting, they will be allowed to address the whole commission by mail or email. We have to get the budget balanced so we can start improving our public safety departments, our school system, and all other county offices and departments. Our economy is starting to boom. There is no reason that Hawkins County should not be growing! The Mayor’s office will work closely with the Chamber of Commerce so we can bring more jobs and encourage more people to move to our county. “I served my community for over 32 years in Law Enforcement. I am retired from the Tennessee Highway Patrol. I am a small business owner. I am a Tennessee Wildlife Resource Agency hunter safety instructor. I attended Walter State Community College and have a Bachelor of Science degree from Bethel University. I am a member or the Rogersville and Bulls Gap Masonic Lodge. I am a 32 degree Scottish Rite Mason. I am a member of the York Rite Bodies in Church Hill. I am also a Shriner. Hawkins County is in need of leadership that is not afraid or easily intimidated and will stand up for what is right for the whole county. I have worked for the government for over 30 years and I know wasteful spending when I see it. We have some difficult times ahead, but if we all work together, we can and will fix these problems.
