Directors Desk As the 2015 State Legislative session wraps up it would be easy to put a certain amount of negative spin in an article on how ineffective partisan politics affected this year’s assembly. However, if you have watched any of the news on TV, read a recent newspaper or have visited your favorite news posts online, you probably already know and have several different views on the subject at hand. I choose to look at this from a different perspective. The majority of individuals who have chosen to go through the painful electoral process and into public service all seem to start in the right direction for the right reasons; to help their fellow citizens. Unfortunately, somewhere down that noble path a crossroad seems to always appear and at that juncture many it seems tend to take the wrong road. How does this happen time and time again you may ask? From my perspective it is simple. It seems the crossroads are often
filled with the wrong signs, distractions and messages and because of this they become diverted. It is no longer them looking at all of their options and choosing the path ahead using their own judgment, experience and knowledge. Instead, it becomes a group decision, which is in fact the structure of government at all levels and is widely accepted. No one dares rock the boat! However, there is one small caveat and that is everyone, or every group cannot have all of the right answers. It seems to me and I am sure I speak for a vast majority of the public that the state and federal government have lost one very serious component to a true and honest democratic administration – “By The People, For The People.” Is everyone in public office to agree on every bill and issue? That is truly “Mission Impossible,” and we the voting public are very aware of this being the norm. However, the word that has been lost repeatedly at national and state level government is compromise. There is common ground on
every issue and we as the people of this state and country rely on this common ground everyday to make decisions and live our lives. I have 5 grandsons’ and if I can negotiate with them about where to have lunch, I can assure you that the word mentioned above must come into play. Oddly enough, after the first debate is done and lunch has been served and consumed everyone is generally satisfied. The question remains, did all of the grandsons get what they wanted? No, but the fact is they were served and enjoyed a meal with granddads lunch being within the confines set by the house. We The People – Seems to have much more respect for individuals who can admit, or at least entertain the idea that another individual’s idea has merit. It is a fact that to be successful in life we all must be willing to sacrifice a bit of our own feelings and ideas in order to benefit the better of mankind. “I’d rather get eighty percent of what I want, than go over the cliff with my flag flying.”

From the Roundhouse I look forward to interacting with Johnny, NMTA, the trucking industry, state agencies, and my colleagues in the legislature as we all seek to fashion sound transportation policy for New Mexico.

Johnny Johnson of the New Mexico Trucking Association spoke at a town-hall meeting in Carlsbad in September 2014 about the problem of sex trafficking. I served as moderator for the forum. Mr. Johnson briefed us about measures being taken by Truckers Against Trafficking (TAT) to combat exploitation of our youth. He challenged elected officials to implement laws to punish organizers of the trade. [Fast forward to the 2015 legislative session: Representatives Yvette Herrell (R-Otero), David Gallegos (R-Lea), Nora Espinoza (R-Chaves & Lincoln), and I are co-sponsoring House Bill 270, which adds sex trafficking to the crimes categorized as sex offenses. The bill passed the House unanimously today and goes to the Senate.] With the convening of the New Mexico Legislature in January, I began serving a two-year term as chairman of the House Transportation and Public Works Committee (HTPWC). In this capacity, it will be my pleasure to work alongside Mr. Johnson again! 10
My House district is located in a region that is notable for oil and gas production, potash mining, dairy operations, agriculture, and tourism, all of which involve hundreds of thousands of vehicles travelling over area roads every day. The energy boom in the Permian Basin has prompted a stunning increase in heavy truck traffic, the effect of which has been accelerated deterioration of highways and roads. From my perspective, Secretary Tom Church and District 2 Engineer Ralph Meeks of the New Mexico Department of Transportation (DOT) have done everything within their power to address concerns, given the resources at their disposal. I commend them for their professionalism and hard work. It is a well-run department that has spun straw into gold. For the sake of the entire state, it’s time for the New Mexico Legislature to come through with additional procurement tools and significantly more funding for the DOT. Some efforts are underway right now, during this 60-day legislative session.
The HTPWC has already passed several bills through to other committees or the House floor, including the following: • Amend procurement code to authorize DOT to use “Design-Build” and “Construction Manager General Contractor” delivery methods for certain transportation projects (HB 447, Rep. Brown) • Authorize use of Public-Private Partnerships (HB 299, Rep. Larranaga) • Authorize severance bonds for highway projects (HB 92, Rep. Larranaga; HB 559 Rep. Brown) • Extend port-of-entry overweight zones (Santa Teresa) (SB 52, Sen. Papen) • Allow registration of fleets of vehicles in international registration reciprocity plan (HB 377, Rep. Gonzales) • Require quarterly payment of weight distance tax (HB 568, Rep. Crowder). There are several transportation-related Senate bills yet in play. While session adjournment is only nine days away, a lot of lawmaking can happen in a short period of time. Perhaps the NMTA will allow me to report about the bills that survive the legislative gauntlet in a future edition of New Mexico Trucking. NatiOnal watch Federal Motor Carrier Safety Administration New Rule Changes DVIR Process to a Defect-Only Saves trucking industry $1.7 billion per year, while maintaining commitment to safety By Cynde Teetzen, Division Administrator, New Mexico Division, Federal Motor Carrier Safety Administration
Cutting tens of millions of manhours filling out paperwork, the Federal Motor Carrier Safety Administration (FMCSA) recently published a final rule on Driver-Vehicle Inspection Reports (DVIRs) that rescinds the requirement for commercial motor vehicle (CMV) drivers to prepare and retain a DVIR when the driver neither has found nor been made aware of any vehicle defects or deficiencies. It is estimated this will save the trucking industry $1.7 billion per year, while maintaining a commitment to safety. “We are committed to improving efficiency so that drivers can stay focused on their safety and the safety of everyone they share the road with,” said FMCSA Acting Administrator Scott Darling. “Until now, truck driver vehicle inspection reports were the 19th highest paperwork burden across all federal agencies. By scrapping the no-defect inspection reports, the burden is reduced to 79th, marking the most significant paperwork reduction achievement thus far in the Obama Administration.” CMV drivers will still conduct their standard equipment inspections preand post-trip, but only must file a report if a deficiency is identified—which is only about 5 percent of the time. The Inspection, Repair, and Maintenance; Driver Vehicle Inspection Report (DVIR) final rule (Federal Register/ 12
Vol.79 No. 243), which took effect on December 18, 2014, relieves a substantial time and paperwork burden that was imposed on the trucking industry, with no discernible safety benefit. It is estimated that nonpassenger-carrying CMV drivers spend approximately 46.7 million hours each year completing no-defect DVIRs, time which could be dedicated to other purposes. Previously, CMV drivers were required to prepare and submit, at the completion of each work day, a DVIR whether defects were found or not and maintain them for 90 days. The new rule eliminates this requirement if no vehicle defect was discovered or detected. However, this final rule does not change a driver’s requirement to perform a pre-trip inspection of equipment and to complete and submit DVIRs if any defects or deficiencies are discovered during operations or change a motor carrier’s responsibility to take corrective and appropriate action for reported
defects prior to returning the vehicle to dispatch. The rule eliminates the need to file a no-defect DVIR, except for operations involving passenger-carrying CMVs. This change does not apply to operators of passenger carrying CMVs, but applies to all other motor carriers currently subject to 49 CFR 396.11, Driver Vehicle Inspection Report(s), including private and for-hire motor carriers. This rule also harmonizes the pre- and post-trip inspection lists by adding wheels and rims and emergency equipment to the pre-trip inspection list in 49 CFR 392.7(a). In addition, it is important to note, however, U.S. motor carriers traveling into Canada must retain the DVIRs to satisfy the Canadian inspection requirements. NM Trucking Industry, I appreciate the opportunity to communicate directly with members of the trucking industry. I have been a State Police officer for 22 years and have come across many drivers that are professional and take great pride in their quest for highway safety. I commend the companies that go the extra mile to ensure their trucks and drivers are in compliance. As Chief I am responsible for the Motor Transportation Police Department to include all commissioned patrol officers, Transportation Inspectors and all port of entry personnel. I know we can do a much better job to meet your needs as you travel through New Mexico. We just implemented Pro Miles which is a web based oversized-overweight permitting system that will go live March 9th. Pro Miles reduces the time spent waiting for permit approval from several days to hours or minutes, and it allows the drivers to apply for and receive permits from the comfort of their cab as opposed to having to fax the application in and then wait for the overly-burdened permitting personnel to finally get to it. We expect this new program to improve the permitting system. In addition, we are working with NMDOT, NM Tax and Rev and your trucking industry leadership to better understand and develop systems that will improve permitting and port operations. We are also in the process of hiring additional personnel to staff the much needed positions in DPS that are essential to providing efficient service to your industry. DPS/MTD is seeking to amend several regulations in the New Mexico Administrative Code pertaining to oversize loads, permitting and days of operation, which should benefit the trucking industry and movement of commerce within these categories. My agency is in regular communication with Johnny Johnson, who provides us with frequent insight and sound advice from the perspective of the trucking industry. Hosted exclusively at the 5-Star Isleta Resort and Casino, just south of Albuquerque on April 30 through May 2, the New Mexico
Trucking Association, in conjunction with the Safety Management Council are making final preparations for this years Truck Driving Championships and annual event! What can companies, drivers and all involved in the trucking industry throughout the state expect at this years event and how can the 2015 event top last years? Well look ahead and find out what the hype is all about!

The morning will kick off with the New Mexico Trucking Association business meeting that will include this year’s keynote speaker, Lt. Governor John Sanchez. Following the meeting will be the 1st annual Veteran’s Job Fair. The career track fair opened for our countries heroes will be cosponsored by the New Mexico Department of Veterans’ Services. The job fair will begin at 11 a.m. and run through 4 p.m. and will include an opening ceremony presided by Lt. Governor John Sanchez and Deputy Chief of Veteran Affairs, Alan Martinez. The main event of the weekend is of course the New Mexico Truck Driving Competition. Under the watchful eye of the Safety Management Council, the featured event will begin very early Saturday morning. Contestants will be hitting the written test early in the morning followed by the opening outdoor ceremony, with a patriot fling. The Pre-trip and skills test on a six-problem course will be the call of action for the day. Also included in the days event will be the Motor Transportation Police Challenge. This too will be a great event to watch and enjoy while the contestants test their skills in a challenging course. As the day wraps up on the course, the NMTA will welcome everyone to an evening in the showroom at the Isleta Resort and Casino. The NMTA is proud to announce that keynote speaker of the evening will be the honorable New Mexico Congressman,
Steve Pearce, who will be sure to give some enlightening comments concerning the trucking industry coming from Washington DC. Joining the evening’s events will be several state legislators from all across the state of New Mexico. The evening, presented by the New Mexico Trucking Association and the Safety Management Council will also include the nine class winners and the one Motor Transportation Police champion who will represent the state of New Mexico at this year’s National TDC in St. Louis, Missouri in August. For several years, New Mexico has been well represented and even brought home national recognition with Fed Ex’s Chris Shaw winning the step van championship in 2014 and ABF’s Ralph Garcia who was the 4-axle champion in 2013. Rest assure though, the team from New Mexico will continue to carry the torch and do their best to keep the trend going. Lastly, the evening will include the honoring of 12 of today’s top drivers in the state. The Drivers of the Month will be on hand to see if they are to claim the coveted award – New Mexico Driver of the Year! These hard working individuals are a testament to the quality of drivers on the road across the state and not only honored with their monthly achievement, but the Driver of the Year Award is something they can cherish as a tribute to their career. The evening will also include dining, dancing and a great time as the NMTA and the Safety Council Management will host a night you won’t soon forget. So be prepared to enjoy a full weekend as the industries finest compete, the golf is exciting and the event plays out to recognize the trucking industry in the state at one of the finest facilities in New Mexico.

It’s a Family Affair TRSC
(Transportation Rental and Sales Company Inc.) / SW Great Dane is a cornerstone in the trucking industry in New Mexico. It is a 30 year old company located in the heart of the state. Although the company names states the focus of business, trailer transportation rental and sales, the family run company has long ago diversified and offers a variety of solutions for today’s trucking companies all across the state. This small business that employs somewhere around 15 full time employees throughout the year compiles of several generations of the McCready family who work side by side to continue a legacy in the industry.

Jon (Jon T or JT) McCready heads up today’s everyday operations of the business. He works alongside his sister Kathy who helps inside the office with everything from parts to accounting, and also has her hands in the trailer rental and sales.
Cousin Stephen is the shop foreman, managing and working on the steady line of repairs and maintenance that crosses the gates into the Albuquerque location. In addition, owners, Tom and Corina McCready who started the business in 1984 are still a large part of the team at TRSC. Tom comes in on a weekly basis to help handle managerial duties and Corina can be found most of the weekdays working in the office managing the accounting part of the company. In fact she has kept the company strong from it’s inception due to her diligent work. In addition to the McCready family, Jon’s daughter Alex, who works in the office. Further, brothers Justin and Jared Ash work at TRSC along with Emily Marquez. Justin works in the sales and rental business and helps Jon in other areas of the business, while Jared manages the parts department and Emily helps Corina in accounting. Also, Kenny Tidwell who manages the service department has been with the company from the beginning and before that with Tom at Leaseway Transportation back in the 1970’s. It truly is a family oriented business that continues to move TRSC into the future.

The heart of TRSC’s operations is trailer rentals and sales with all of the others running close behind. They sell a full line of Great Dane trailers, including flatbeds, freight and reefer trailers. They are proud to offer the Great Dane brand that many of the largest companies across the country trust in their fleet. Companies such as UPS, Sysco and Wal-Mart understand the advantage of buying quality equipment that they know will give them a return in the long run. “These companies expect their trailers to last 25 years,” said Jon. “It is an investment to them and is profitable for companies who want a strong return on that investment.”

Throughout their years in operations, they have pushed that name into other areas of operations and with a client base that stretches across the state they continue to offer exceptional service to every part of the business.

TRSC Rental service is a one of a kind in the state on New Mexico. They offer trailer rental in the shape of flatbeds, freight and reefer trailers. In many cases from small to large companies, there is that time when business is just a load or two too much for them to handle. Having the opportunity to rent a trailer from TRSC to accommodate additional shipments, whether it is because one of their own trailers is out of commission and being repaired, too many loads are piling up to accommodate, or if they find a load they can’t carry in their own fleet, is often a very reasonable route to take. In many cases, companies work alongside TRSC on a continual, as needed basis to rent trailers instead of having the overhead cost of buying an additional trailer and only being able to utilize it on a temporary basis. In addition, companies who rent from TRSC know they are pulling quality equipment as they lease out their Great Dane products that are regularly serviced and meticulously maintained by TRSC. Of course TRSC also offers Great Dane warranty work and is one of the only Great Dane approved shops between California and Texas along Interstate 40. In addition, their repair, fabrication and maintenance shop stays full with outside trailer repair and maintenance issues. They have a full time shop and offer expert service, along with fabrication and both small and large repairs. Within the shop, TRSC also
offers roadside repair and have several full service trucks to meet drivers in different locations to repair and help them maintain their trailers.
TRSC does not stop there and has branched into container sales and leasing. Many companies large and small, inside and outside of the trucking industry reach that point where they need additional storage space. Cargo containers have filled that void in many circumstances and TRSC has a large variety of these containers to fit any need. They specialize in handling the transport and setup of these containers to any location and also offer customizing these containers to fit different customer needs. These containers are rain tight and TRSC have fabricated many of these containers into custom living spaces, portable offices and custom storage units. They can be used for a variety of things and come pre-engineered to accommodate many
types of construction and storage buildings. TRSC has continued to branch into new ventures outside of the large transportation industry. They sell, service and even rent smaller trailers, including smaller flatbed trailer, horse and stock transportation units and small cargo trailers. These additional avenues of their business continue to evolve and for the McCready family they too continue to find new ways to continue to grow their family-oriented, business. “Overall, we attribute our success to having great customers,” concluded Jon. For the most part, the TRSC’s name says it all, or maybe most of what the business is all about. BRRRRR…….It’s Still Cold Outside! By Lori Harris
Well…. you survived the Holidays, but if you have watched or listened to more than 10 minutes of the news you know that the harsh winter weather conditions can still continue in full force! Early morning temperatures, higher elevations and different areas of the country are still seeing harsh weather. It may seem like spring in New Mexico, but the weather can change overnight and you never know what’s lurking around the next bend in the road. In our last SMC Bulletin we focused on making your vehicle safer for winter driving conditions, now let’s focus on keeping you safer. The winter elements not only require drivers to make adjustments in their driving habits but changes in their preparation for these trips. How you dress is very important during these next few months. Having warm clothing and layers that you can remove or put on as well as extra supplies is important in the event of a break down. Desert temperatures can vary and nights can be very cold. Supplies can consist of extra clothing, blankets, shovel, and extra food in case you are stranded somewhere. It is also very important to allow yourself extra time to complete a trip during the winter and spring months, due to the harsh weather conditions that may arise throughout your trip.
When out on the road during bad weather conditions it is important to allow yourself more stopping distance since traction is reduced due to snow, ice and water on the roads. Per IAT Group’s Loss Control, temperature plays a huge role on the reduction of traction on the road. The stopping distance at 30-mph on a dry surface is around 148 feet, which is the length of half a football field. The stopping distance at 30-mph on snow and ice can increase to up to 533 feet, which is almost the length of two football fields. It is important to increase your following distance from the vehicle ahead of you during severe weather conditions because the more room you give yourself the greater the chance you have of avoiding an accident. Last but not least, here are some suggestions to help increase your traction during severe driving conditions. First, you want to make sure your tires have sufficient tread depth and air pressure. Steering, accelerating, and braking smoothly are also key to increasing traction. Slowing down before turning and braking can prevent traction loss. Starting up slowly is also important because it can prevent your tires from spinning and skidding, which can lead to losing control and jackknifing.
Always remember, prepare for winter conditions, take your time and COME HOME SAFE!!!

Freedom Drivers Project to Attend the New Mexico Truck Driving Championships Truckers Against Trafficking The Freedom Drivers Project (FDP) is a first-of-its-kind mobile exhibit and premiere tool of Truckers Against Trafficking (TAT) to educate members of the trucking industry and the general public about the realities of domestic sex trafficking and how the trucking industry is combating it. From its outside wrap to the climate-controlled interior, con-
taining theater stations and actual artifacts from trafficking cases which connect people to the back stories of so many who end up enslaved in our country, this trailer provides many with their first glimpse into human trafficking. It also showcases portraits of the real truckers against trafficking, how each is working to end human trafficking, and the simple action steps anyone can take when they leave the trailer.
