Directors Desk As the summer is upon us here in New Mexico so starts another wave of politics and challenges that face our industry. The number one issue has to be the economic environment, and how the trucking industry plays a roll in the state moving forward. We are in constant contact with our counterparts all across the United States, and mainly those in the western states. It has become increasingly obvious the industry as a whole continues to lose major opportunities for sustainable growth year in and year out. The question remains why? 1. Climate? No don’t think so. 2. Unwilling work force? Not from our experiences. 3. Taxes? Possible (That could be an article by itself).

4. Political environment? We will let you decide that one. 5. Infrastructure? You’re getting warmer. Ask yourself a series of simply questions and then decide. a. If I were moving a company to another state would the tax base be an issue? b. Would the ability to connect (shipping) with major transportation Air, Train, Truck be important? c. The education level of the workforce important? How do the schools rank nationally? d. Is the cost of living balanced? e. Are the roads and highways in proper repair and well maintained? f. Is the state “business friendly?

Presidents Podium Wow, what a great start to the summer! Having just attended the annual NMTA convention and New Mexico Truck Driving Championships – I can say it was a great time. We were able to see New Mexico’s finest drivers compete in many different categories to determine who will represent our state at the National Truck Driving Championships in August. Make no mistake, we will be well represented. As part of the annual convention and something new to this year, there was a Veteran’s Job Fair with opportunities available from over 30 companies for our

Veteran’s to seek employment. Again – It was a great event! The association heard from Lt. Governor John Sanchez and Congressman Steve Pierce about the happenings in both Santa Fe and Washington that do and will affect all of us. Both elected officials commended the association in our work with our veterans’ and our active participation and leadership in Truckers against Trafficking.

It is very apparent the need for a strong and vibrant association to properly represent our industry and carry a united voice forward to our elected representatives. We have a very strong and respected voice in Johnny Johnson as our executive

director and lobbyist in Santa Fe. The work he has done and continues to do on behalf of our association is to be commended, but he cannot do it alone. We need the continued support from all our members and need to grow and invite new members, both industry and associate to join NMTA in our representation of the trucking industry. As an association that has represented trucking in New Mexico since 1939 we will continue to grow and do the good work with your continued and growing support.

NM Truck Driving * Step van Championships Presented by the New Mexico Safety Management Council

Well Represented!

The New Mexico Trucking Association welcomed the summer in with a blazing event. The NMTA hosted the annual state Truck Driving Championship, NMTA golf tournament, annual banquet, as well as a few new details to the first weekend of May that placed the trucking industry in the spotlight! Not only was the event well represented by many of the State’s top drivers and established trucking companies, it turned the heads of many with great keynote speakers and leaders in the industry. The event was once again well presented and produced at the Isleta Casino Resort just South of Albuquerque, New Mexico thanks to the many volunteers and those who help continue to move the trucking industry into the future!

NMTA Golf Tournament

One of the ultimate titles of the TDC was presented during the annual NMTA Banquet; the Grand Champion of the event went home with Dion Saiz. Dion is no stranger to the TDC and has been a consistent champion and participant of the event since 1999. His commitment to his career and the safety aspect of driving has giving him consistent rankingsamong his peers for well over a decade and winning the Grand Championship was for sure a lifelong dream that came true.

The Weekend kicked off on April 30 with the annual NMTA golf Tournament. With over 100 golfers in attendance at the Isleta Eagle Golf Course, the day was filled with great shots, laughter and lots of fun for all. There were plenty of chances to win big throughout the day including the 4-par three, hole-in-one incredible prizes; a New 2015 Peterbuilt Tractor provided by Rush Truck Center, a 2015 Ford F-150 provided by Rich Ford, a Yamaha Viking 6 UTV provided by Wallwork Financial and a Yamaha Viking 3 UTV provided by Summit Truck Group. In addition golfer took advantage of the fun “Par 3 Poker” and the other prizes including the door and tournament prizes.

Truckers Against Trafficking The TDC also welcomed the TAT (Truckers Against Trafficking) Freedom Drivers project exhibit, as well as the ATA (America Trucking Association) Image One display truck throughout the event. Everyone in attendance could visit these great exhibits throughout the event.

The big event of the weekend was of course the Truck Driving and Sep Van Championships. Hosted at Isleta Resort & Casino, the top drivers from across the state tested their skills not only on a one-hour written exam, but also employed their skills in a pre-trip challenge that was hosted by Don Boyer with LRC and on one of the 2 - skill test courses that were set up by Jim Wilcox. Nine classes were well represented by 104 participants from companies all across the state and the professionalism displayed was second to none. Every driver took careful aim at what they do daily on the roads, streets, highways and interstates across the country and displayed them well during the state championships.

A Veteran’s affair New to the annual event this past year was the 1st Annual Veteran’s Job Fair, co-sponsored by the New Mexico Department of Veteran’s Services. Over 30 companies were on display to welcome the many past veteran’s who came out to seek opportunities in the trucking industry. The day was completed with the Veteran’s Job fair Keynote Speaker, Lt. Governor John Sanchez who is an active advocate for the trucking industry throughout the state.

The weekend was completed by NMTA Banquet that served several purposes including the crowning of each of the TDC champions, handing out prestigious NMTA Industry awards, NM Dot and Motor Transportation Police awards, as well as a great keynote speaker, dinner and entertainment. Hosted at the Isleta Casino & Resort the night came alive with lots of action.

The 12 drivers of the month were all recognized for their hard work and dedication to the industry, but only one could be chosen to receive the most prized award. This year’s recipient, C.B “Candy” Montoya from YRC calmly accepted the award and was honored with the famed NMTA Driver of the Year, Blue Blazer that he was proud to show off. Many of his family was present to see the honor of a long career of professional driving and success of this lifetime achievement.

Ralph has been a dedicated driver who has represented the state at the National Truck Driving Championships for many years and has earned many awards throughout that time. He is a past multiple state and national champion in many different divisions including 4- axle, flatbed, sleeper and many other divisions.

As many can see on the NMTA Facebook page and Website we asked many of the Trucking Industry Leaders and New Mexico Truck Driving Championship volunteers a question” What does the NMTDC mean to you or your company”? The response are all fantastic and generally right on point. However, the real question is “How many of the motoring public: A. Know of this event? B. Realize what it takes to compete much less win a class? My guess very few. However, being blessed with great optimism I believe with the majority of the New Mexico trucking community behind a single effort we can change that and the perception of this major economic part of our society. We at the New Mexico Trucking Association ask on regular basis if you within the Industry have any suggestions that we can implement and or act upon that can further educate and make the public more aware of this extremely important industry and all that we do on a daily basis to keep transportation moving safely and conveniently throughout the state. With your suggestions and assistance we can continue to educate the general public to help them not only understand how vital the industry is to the overall economy of the state, but to also become respect to the type of job it and what it requires to complete it safely every day. While doing this, the state TDC will become a more powerful tool as we continue to recognize the professionals that sit behind the wheel of their trucks and work to keep the industry moving ahead. Joseph, a native of New Mexico who grew up on a ranch in northern area of the state that is still in operation today began his trucking career in the late 60’s after a short stint as a mechanic. From his start hauling fuel for Shell in a 65 KW, the company stayed on the same course of transporting fuel. Since 1989 the company moves truckloads of fuel for Brewer Oil. Throughout the years Joseph has been blessed to include his family into the business and when you walk through the doors of their office near the center of Albuquerque you will be greeted by one, two or perhaps three generations of the Ashe family. Both of Joseph’s sons, Alan and Daryl, along with Alan Jr. are all working and helping keep the company on track. Although the main dispatch center is in Albuquerque, JJ Ashe and Sons also have locations in Artesia and Las Cruces. Daryl and his wife Sabine head things up in Artesia, while Alan and his wife Kim run the Las Cruces office. The families make weekly visits to the Albuquerque office to keep a strong family relationship and close bond that helps keep the family and company strong. Other than the men of the family, Marcy, Joseph’s wife is who they all admit say is the backbone of the company. Marcy had been there from the beginning alongside Joseph. Today, with the help of Kim and Sabine, they continues to keep the paperwork in order, run dispatch and do what we all know to be true, meet the endless task of keeping the trucking company running smooth. 18 / New Mexico Trucking

As you can tell, JJ Ashe and sons is not a large conglomerate like other companies you see hauling fuel across the state, but rely on the family atmosphere, values, hard work, determination and the knowledge of the industry to move ahead. Alan and Daryl both began working for the company just out of high school in 1984. They saw the need to work full time in the family business and continue its growth. With their fathers help and guidance in the business, along with supporting each other driving together over the road they both soon bought their own trucks to add to their father’s fleet. Not long after, the company was hiring other drivers to keep on its steady growth and to keep up with delivery demand. In 1991, Daryl moved to Artesia to open the terminal there and in 1997, Alan moved to Las Cruces to do the same. With a positive and grateful smile, Alan commented, “Thanks to good teaching from our dad and good influence from our Uncles in the trucking business, Daryl and I have driven 30 years accident free.” In 2000, once the company reached a point where Joseph was needed more in the office than on the road, he retired the duties of driver and concentrated on the business side of the company. As of today, JJ Ashe and Sons have a total of 18 trucks, with about 12 on the road, nine drivers and 14 employees. They continue to grow and move ahead as one f today’s top trucking companies in the state. They do this by extensive knowledge of the business in New Mexico and the pride of expertise in their drivers.

he highways and byways of today are not what they were 40 years ago when a then young Joseph Ashe climbed into his first heavy hauler, however even as the times have changed, the roads are just that, roads that lead to a journey ahead and one that Joseph and his family endure together. As soon as you drive into the driveway of the office in Albuquerque you will know you are in a trucking company. There are several trucks in the yard, a shop area in the back where they maintain their equipment and a small office building. However, as you walk into the door of the office you are greeted by lots and lots of trophies, and photos all belonging to the family. Those on display are mostly of Joseph’s trek in the sport of drag racing. In the young years of the company Joseph worked hard often found himself driving weekends. He said he would watch drag and race cars rolling towards Albuquerque every Saturday as he was hauling a load of fuel to Santa Fe or somewhere else. He always wanted to drive and race and when the company was big enough and he had more time to spare, he went to work on a drag car, or actually a 1965 Ford truck. Since then he has been a driver to be reckoned with in the sport. His yellow and white truck has seen lots of miles, onequarter mile at a time; and for his fellow dragsters they have seen the backside of that Ford truck more than they want to remember. Many of the trophies that lines the desks and walls of the office are Josephs, including some of his favorites. His most proud is the Wally Trophy he won in 2009. This trophy represents a first place championship and represented by “Wally” who is said to be the inventor of the sport of Drag Racing. In addition, there are several “Perfect Reaction” trophies and a collection of others that if given time Joseph could tell you stories upon stories about. Other trophies that are noticeable in the office come from Alan and his talents in moto-cross racing. Alan still rides dirt bikes today and has competed all over New Mexico, as well as into Arizona and California. The office is filled with these trophies from both Joseph and Alan and you can bet there will be others added soon. In addition to the trophies, the walls and desks are sprinkled with photos of trucks, kids and family, as well as graduation photos and family keep-sakes of the Ashe family. JJ Ashe and Sons is one of New Mexico’s cherished, family-owned and operated trucking companies that continues to set the standards for the future of the industry. Hard work, determination and family unity are only a few of the many details that set this company apart from others and will continue to move it into the future. SUMMER 2015 / 19

Hello, I am Sergeant Leonard D. Brake, with the New Mexico Department of Public Safety Motor Transportation Police. I have been married for 30 years to Lateresa K. Brake and have 3 children, Leonard D. Brake Jr, Rusty D. Brake and Samantha K. Sutton and 2 wonderful grandkids, TJ and Dally Sutton. When I was asked to write an article for your magazine I was honored. I have been in the trucking industry all my life; starting as a mechanic then as a driver. I was a shop foreman for a large trucking company, which gave me the working mechanics of a commercial vehicle. I then went to driving for another company that hauled flat bed, box van, reefer, and livestock. My experience in the trucking industry has benefited me now on the enforcement side of the industry. I applied at the San Jon, NM port of entry in April of 1999 and was so excited when I received the call to come and interview for the position of Transportation Inspector. One reason I applied was when I was driving west bound on I-40 when I was stopped at the San Jon, NM port of entry for a random inspection. I was in a truck that I had built from the ground up and was proud of it. It was interesting watching the Inspector inspect my truck. During the inspection I was told I was out of service, which shocked me. I told the inspector there is no way I could be out of service since I built this truck and it’s perfect in every way. The officer told me the trailer brakes are inoperative and I told them everything is new. These officers assisting the Transportation Inspector both still work for the department. I asked if I could try to locate the problem and the officer said sure. We located a defective 20 / New Mexico Trucking

service brake hose from the truck to the trailer preventing the trailer brakes from working. I was issued a citation for the out of service violation along with a big red sticker on the windshield that read OUT of SERVICE. I corrected the problem and was allowed to finish my trip. When I was heading down Tijeras Canyon with a large load it was then I realized if I had to stop in a hurry for some reason the inspection that found the defective brake hose probably saved my life or someone else’s life. I had a perceived impression of the weight stations that they were only there to collect taxes, check registrations and log books; nothing to do with the mechanical part of the truck. I applied for a position with the Motor Transportation Division and was hired on May 29, 1999 as a Transportation Inspector assigned to the Field Enforcement Team where group of Officers and Transportation Inspectors would go to different areas of the state and saturate the designated area with as much enforcement personnel as possible. The local people in the area would always say thank you for coming to the area and ask when will I be back to keep their hometown safe. I enjoyed the Transportation Inspector position, but was intrigued with the Enforcement side of the department. I went through the Law Enforcement Academy and completed the on the job training as an officer and it was just like starting over from day one. The perspective of the job change, along from the safety inspections came other obligations; such as, crash investigation and traffic stops. The time I spent as a Transportation Inspector was so important to me being a successful officer. The time dealing with the public and assisting them with their needs helps me as a police officer. I enjoyed teaching new officers to do a thorough inspection and be courteous to

the drivers. I became an instructor with the department in Firearms, Dealing with the Mentally Ill, DWI and was assigned to the New Mexico State Police Crash Reconstruction Team. In 2013, I decided to take the Sergeant’s exam and was promoted to Sergeant in Raton, NM. The change was the same as going from Transportation Inspector to officer; it was an eye opener. The added responsibility took some adjustment. I took a step back and some much needed advice from my wife; do your job to the best of your ability and expect the same from your officer’s. I took that advice and it was the best advice I’ve received since becoming a Sergeant. I take the time to work with my officers as much as I can each day to answer questions and make sure they know I’m available to answer questions at any time. I share my past experiences with my officers on how to deal with the public and change the still perceived notion that the New Mexico department of Public Safety Motor Transportation Police is only there to check log books and registrations and collect taxes. I tell each of my officers that part of our duty is to educate the drivers. The log book rules are ever changing, and with a little time explaining how to correct the violation in the future is all it takes to prevent another problem later on. I started with the department as a Transportation Inspector and worked through each step to the rank of Sergeant. The future has not yet been decided because I like the time I spend in the field with my officers coaching them when needed and preparing them to promote when they decide to. I was told by a Captain early in my career that when you leave or retire the department will take back everything that was issued to you on day one except the knowledge you’ve gained while employed here, so learn as much as you can. Soooo….How did you do? As most of if not all of you know, on June 2-4th the CVSA and NM DOT conducted their annual Safety Blitz. This year’s focus was on Cargo Securement, failure to properly secure cargo or equipment is the 4th largest reason for vehicles being placed out of service. So it seems like this is a relevant area to review in this issue of the SMC Bulletin. It is critical to make sure your drivers remember the importance of having everything on or in vehicles properly and safely secured. This will help ensure that in the event there is need for a rapid evasive maneuver or panic stop…shifting, tipping, sliding or falling cargo does not lead to dire results.

The following are CVSA cargo securement tips: 1. Know the regulations—Cargo securement standards represent the minimum safety requirements for general cargo and some specific commodities. They are available at no charge from FMCSA in the U.S. and from Canadian Council of Motor Transport Administrators in Canada.

2. Invest in the illustrated cargo securement handbook, which includes both U.S. and Canadian regulations for reference. Click on CVSA’s store at www.cvsa.org and order a copy of Practical Cargo Securement: Guidelines for Drivers, Carriers & Shippers, 406 pages, USD$30. 3. Properly secure all equipment as well as your load—one of the most frequently cited violations is for improper securement of dunnage or equipment, such as tarps, blocks, chains or other tie downs, spare tires, brooms, forklifts, pallet jacks, winches, ratchets, etc. 4. Inspect tie downs for wear and damage. CVSA’s North American Standard Out-of-Service Criteria includes the tie down defect tables for chain, wire rope, cordage, synthetic webbing, steel strapping, fittings or attachments and anchor points. If worn out, tie downs should be discarded. 5. Brace and block cargo properly within sided or van trailers. Loads that shift can cause not only crashes but damage to your equipment. And they indicate violations that will affect your company’s safety rating. 6. Use best practices or due diligence. There may be best practices, established by consensus by those who haul what you’re hauling, that are worth following. If your shipment is more unique, do your research, as the rules are established for a reason. Ensure your load is contained, immobilized or secured so that it cannot: (a) leak, spill, blow off, fall from, fall through or otherwise be dislodged from the vehicle, or (b) shift upon or within the vehicle to such an extent that the vehicle’s stability or maneuverability is affected. If needed, hire a professional specializing in vehicle loading.

Nat ion a l Watch Deadline For Progress UPS Urges Congressional Vote to Modernize America’s Infrastructure (Dedicated funding, twin 33-foot double trailers, and freight corridors are key issues for inclusion in the next bill.) Facing a July 31 deadline for the expiration of the U.S. surface transportation program funding, Congress must work together in a bipartisan way—as they did on trade legislation to find a way to pass a comprehensive, long-term federal transportation bill for the nation’s infrastructure.
