County approves 2 airport master plan vendors

Latimer strengthens Health Dept. ability to prevent vaccine-preventable disease Westchester County Executive George Latimer signed a bill to strengthen the county Health Department’s ability to prevent the spread of vaccine-preventable diseases. “We hope that we will not face the threat of an infectious disease, but we must ensure that our Health Commissioner and our Board of Health will have the authority they need to protect us, based on professional public health decisions, and not the political decisions made under du-

ress of a crisis,” Latimer said. The amended law empowers the Westchester County Board of Health and the commissioner of health to issue orders, adopt provisions of the health code and take other measures to prevent the spread of vaccine-preventable diseases. The law goes into effect immediately. “This is not a debate over vaccinations,” Latimer continued. “This is not the expansion of vaccinations. I invite anyone to get the actual law that was

voted on unanimously by the Board, read it and you will see very clearly what it does and does not say.” Health Commissioner Dr. Sherlita Amler; county Legislator Alfreda Williams, who is a Board of Health member; and county Health Department physicians, nurses and staff at the county Health Department Clinic in White Plains, joined Latimer. “This allows us to be proactive and not to have to wait to

declare a state of emergency to take action in case of an emerging infectious disease,” Amler said. “The measles outbreak brought to light a shortcoming in our Code that could prohibit the Board of Health from acting in a timely manner, and this bill corrects that.” Amler and the Board of Health sought the change to improve their ability to limit the spread of disease, following the largest statewide measles outbreak in decades. Westchester County has approved two vendors to focus on the Westchester County Airport master plan supplement and its related airport community engagement program. For the supplement, Merchant Aviation will provide a thorough and comprehensive picture of the economic value and environmental impacts of the airport both on- and off-site, and a new vision for the airport as a transportation resource. For the Community Engagement Program, the contract has been awarded to Arch Street Communications charging them with educating and involving the public in the supplemental master planning process. In May, after substantial public comment where the business community, environmentalists and the general public contributed comments, the Westchester County Department of Planning issued a request for proposals, RFP, to supplement the Westchester County Airport master plan and associated environmental impact study. The RFP incorporated public recommendations and focused on: economic issues, environmental concerns and overall safety at the airport. “The airport is an important part of our County; we must have a plan for this unique transportation resource,” Westchester County Executive George Latimer said. “ My administration made a commitment to complete a supplemental master plan to address the full scope of activities at the airport, ensure we have a full

environmental review and Board of Legislators approval of the final document. Our goal is to help businesses and area residents, while also protecting the environment—a balance I am confident we can strike. I am pleased we are another step closer to having a supplement to the master plan, and for having the public be an integral part of this plan.” Westchester Economic Development Director Bridget Gibbons said: “The Westchester County Airport is a vital part of our economy and the way we do business in Westchester. I am pleased that the County took the time to hear the concerns of the business community when drafting the RFP. We must all work together to make sure the airport is safe, environmentally friendly and good for business.” Westchester County Director of Energy Conservation and Sustainability Peter McCartt said: “Our County Executive has an impeccable history when it comes to the environment and Westchester’s health, and the good, hard-working environmentalists in our region know and appreciate that. This administration has tight relationships with every advocacy group, and these concerned citizens acknowledge the plans, diligence and work of our internal specialists and scientists, as well as those hired as consultants.” The county executive made a commitment to look at the airport operations and their impacts and AIRPORT continued on page 5

Take part in the Manhattan Short Film Festival What’s the Best Short Film of 2019? develop a new vision for the airport based on greater participation of the public. The supplement will add to the master plan with additional analysis of the airport, particularly with respect to the physical conditions of the airport property, buildings and infrastructure, additional analysis of noise and other impacts of the airport, and the local and regional economic impact of the airport. The supplement will also explore additional alternatives for improved safety and performance and reduced environmental impacts. However, there will be no expansion of airport operations. Arch Street Communications is certified with the state and the federal government as Women Business Enterprise. Arch Street with also be contracting with Morales Communications a Minority Business Enterprise, MBE, and Front Line Communications a MBE and Service Disabled Veteran Owned Business. Tasks Include: • Evaluating the airport as a unique resource and economic generator for the county and region. • Developing and evaluating alternatives to improve operational safety and efficiency of the airport, including facility modifications and modernizations

as necessary. • Evaluating and developing alternatives to continue to improve environmental performance at the airport. • Implementing a robust public engagement program, throughout the planning process. Updating the Airport Layout Plan at the end of this analysis, after review with the County. • More particularly, the following objectives have been identified to guide this update: • Assess, evaluate and make recommendations concerning the airport in the context of a unique transportation resource and economic asset for residents and businesses in the county and the tri-state region, including the growth and investment history at HPN and other airports within the region, a space utilization and economic activity summary for all buildings, and an analysis of economic activity off-site, either related to or dependent on the airport. • Develop and evaluate alternatives to improve operational

safety and efficiency of the airport, facility modifications and modernizations, as necessary, including an analysis of existing or proposed uses at other airports in the region; comparing those uses with aviation industry trends and demand (both general industry and appropriate sectors); an analysis of existing and contemplated aircraft operations at HPN, compared to the projections and recommendations included in the 2017 Master Plan; and an analysis of the existing land, structures and infrastructure throughout the airport property, including the condition and capacity of such with respect to the results of the recommended uses and operational practices for the airport. This year marks the 10th annual “ArtsFest,” a weekend-long celebration of the arts in New Rochelle and Pelham organized by the New Rochelle Council on the Arts, NRCA. At the event, there will be plenty of exciting surprises in store, including the unveiling of a street art mural project that will bring an international group of street artists to the Queen City to create murals celebrating New Rochelle. ArtsFest 2019 will kick off on Friday, Oct. 4 with an Arts in Oktoberfest Gallery Hop that will let participants sample local craft beers and ciders at a variety of arts venues before ending up at ArtsFest Comedy Night, which will feature five comedians and a DJ. Then ArtsFest will continue all weekend with a full calendar of art events and activities, from behind-the-scenes tours of working artists’studios—including world renowned 3D artist Charles Fazzino’s Museum Editions studio, where visitors can meet the artist and dabble in interactive arts projects—as well as a visit from ArtsWestchester’s ArtsMobile, a Classic Car Show, a performance by Ajkun Ballet, a spoken word event curated by READ650, an ArtsFest Dance Festival featuring performances by four companies and an ArtsFest Acoustic Music Festival featuring an eclectic group of local musicians. Also on the menu are art exhibits at the Rotunda Gallery

and the New Rochelle Public Library, pop-up art exhibits at local restaurants, interactive activities at the Pelham Arts Center all weekend, an expanded Artisans’ Crafts Market, a workshop for young artists on how to market themselves (which will include free photographs they can use in their portfolios) and a free trolley providing transportation between major points both days. “It’s amazing to me that this will be our tenth annual ArtsFest,” said NRCA President Theresa Kump Leghorn. “We started out in 2009 with 14 venues, and

this year we will have 45 representing the work of hundreds of visual artists and performers.” An official ArtsFest calendar will be mailed to city residents and available at venues as well as online at NRCA’s website newrochellearts.org. “Designing, printing and mailing the calendar, plus the cost of renting the trollies and other equipment really adds up, so we’re very grateful to the generous sponsors who make ArtsFest possible,” Leghorn said. County kicks off “Westchester Loves to Read” program

Joining second-graders from William E. Cottle Elementary School in Tuckahoe, County Executive George Latimer kicked off the second year of the “Westchester Loves to Read” initiative. In an effort in promote reading at a young age, the “Westchester Loves to Read” initiative is open to students countywide in grades pre-k to grade 5. This reading incentive initiative asks students to read at least 300 minutes per month from October to April. Students that successfully complete each month, which equates to roughly 10 minutes a day, and return the completed log will receive a free to pass to Playland Park’s Opening Day.

It’s as simple as that. Read. Log. Win. “This program is designed to give a fun incentive to kids to continue reading and is meant to serve as a supportive action to all of the programs that exist right now in our public school system,” Latimer

said. “Playland represents fun and we are aiming to attach the concept of fun to the concept of reading.” Tuckahoe Union Free School District Superintendent of Schools Carl Albano said, “We sincerely appreciate George Latimer visiting our school and providing this wonderful incentive to assist us in our goal of turning each and every child into a lifelong reader.” William E. Cottle School Principal, Mr. John Morash, added, “Our Cottle teachers do a phenomenal job each and every day continuing to develop our students’ love of reading. Committee hosts African American Cemetery tour Earlier this month, Westchester County Executive George Latimer announced the creation of the African American History in Westchester Commemoration Committee. The committee has planned the first of many events throughout the county to commemorate the anniversary of the arrival of the first enslaved Africans to the English Colonies in North America in 1619. Beginning at 11 a.m. on Saturday, Sept. 28, the Westchester County African American Advisory Board Committee Commemorating African American History in Westchester County, AAHW, joined by the Jay Heritage Center and Friends of the African American Cemetery, will host docent-led tours of Rye’s landmark African American Cemetery. The cemetery is a one-acre parcel of land positioned in the Greenwood Union Cemetery, located at 215 North St., in Rye. It was a donation of the Halsted family with the condition that it “shall forever hereafter kept, held and used for the purpose of a cemetery or burial place for the colored inhabitants of the said Town of Rye, and

its vicinity free and clear of any charge therefore...” “There is a lot of history here that needs to be remembered,” Latimer said. “Underneath the grounds of this cemetery lie hundreds of African Americans whose lives both as war veterans and local residents remain unknown. These tours will provide a unique opportunity for visitors to learn more about the freed and escaped slaves, and ensure that those interred here are never forgotten.” Chairperson of the African-American Advisory Board Barbara Edwards agreed that this notable event is ideal to kick-off a series of activities celebrating African-American history, heritage and culture, affording Westchester County residents an opportunity to tour this sacred site, and learn of the rich legacies of those buried there. In addition to the tour, there will be opportunities to learn about the ongoing monument restoration efforts by “Friends” organizer David Thomas, Port Chester/Rye NAACP​and many others including the Westchester County Youth Bureau and Boy Scouts of America, Incorporated.

Beginning at 3 p.m., participants are invited to an opening reception of breathtaking historic late 19th and early 20th century photos at Jay Heritage Center, featuring those buried at the cemetery and descendants of the families interred at the cemetery who will share memories with the attendees. NYC man sentenced for Pace sex crimes act Westchester County District Attorney Anthony Scarpino announced Ariel Caro of New York City was sentenced to state prison for attempted sex crimes against a Westchester college student in 2018. Westchester County Court Judge Susan Cacace sentenced Caro, 32, to two concurrent terms for the following charges to which he pleaded guilty in July: • Attempted Sex Abuse in the First Degree, a class E felony • Attempted Burglary in the Second Degree as a sexually motivated crime, a class D felony For each count, Caro will serve 2.5 years in state prison and 10 years post-release supervision. In addition, he must register as a sex offender. On Sept. 11, 2018, around 7:30 p.m., Caro knocked on a student’s dorm room door at Pace University in Pleasantville. When she opened the door, expecting someone else, Caro pushed his way in, closed the door behind him and blocked her access. At that point, Caro exposed himself and proceeded to masturbate in front of her. The resident asked him to

leave, fearing what he might do to her. He continued his actions and tried verbally to engage her. Using her wits, the student began to repeat a series of expressions, acting, she said, as if she suffered from a form of autism, as she had seen on television. As she got louder, he chose to flee. The student called her mother who called campus security on her behalf. Caro was not a student and had no legitimate reason to be on campus. When security checked surveillance video, they found Caro had been in another dorm as well and other students reported an unknown man

knocking on their dorm room doors. Mount Pleasant police investigated further and found Caro had put his possessions and drug paraphernalia in a vacant dorm room earlier. For that action, he was charged with Burglary in the Second Degree, a class C felony. The sentencing on the sex-related crimes satisfied that charge. In court, Assistant District Attorney Michelle Lopez read aloud the victim’s impact statement. In it, the student described the fear and horror she felt. She wrote, “Perhaps one might think that because I was not “physically injured”–that perhaps the attack was not so serious–this is not so. This attack was heinous and the attacker in my opinion is a threat to society.” She added, “I wondered whether my life ambition of going to a university was misplaced and thought about dropping out of college, but realized that this would only harm me further… I hope one day I will feel safe again and not so helpless, a feeling I never had before this horrible attack.” (Submitted)

Catholic School Regions raise over $250K at dinner The Catholic School Regions of Central Westchester and Northern Westchester/Putnam raised over $250,000 at the 32nd Annual Dinner for Westchester Catholic Schools on Thursday, Sept. 19, at the Apawamis Club in Rye, New York. Over 240 guests attended the festive event. His Eminence, Timothy Michael Cardinal Dolan, Archbishop of New York, attended the event. Honorees David, Tim, Anne and Elizabeth Muccia accepted the William F. Harrington Award on behalf of the Muccia family for their extraordinary support of Catholic education. The Muccia family has a proud history of supporting Catholic charities and service organizations throughout Westches-

ter County, along with Catholic education in inner-city schools. The honorees have supported Inner-City Scholarship Fund for many years, and attribute their commitment to service to being raised by their parents, Margo and Carrol Muccia, who made service and faith a central part of their lives. Catholic school student Rachel Cunningham, a current freshman at Kennedy Catholic High School in Somers, gave a moving speech about the teachers and classmates who have supported her throughout her education. Cunningham dreams of attending the Air Force Academy and becoming a pilot. “I have been attending Catholic School since Kindergarten.

This time has been life-changing and has shaped me into the person I am today, a compassionate and confident young woman with a strong foundation in academics and in Christ,” said Rachel Cunningham. “My Catholic school years have helped me realize my full potential as a student, so that I may have the confidence to achieve my goals and dreams.” Proceeds from this year’s event will benefit schools in the Catholic school regions of Central Westchester and Northern Westchester-Putnam, which have a proud history of providing all children with an opportunity to receive a quality education grounded in the values upon which future success can be achieved.
