Film industry generates nearly $1.1B in Westchester

A new analysis of the film sector in Westchester County found it generated over $1.1 billion of economic activity in 2021, County Executive George Latimer announced. The report shows the industry supported 3,784 jobs and nearly $356.8 million in wages, surpassing pre-pandemic levels. In addition, the number of production days rose to an all-time high of 1,288 days of filming in the County.

County announces ‘Downtown Improvement Grant Program’

The next phase of Westchester County Office of Economic Development’s Business FIRST Program will focus on downtown improvement and stimulating economic revitalization at the local level. This Pilot Grant Program will help four municipalities reimagine and revitalize their downtown economic engine through a program consisting of professional consulting and up to $250,000 in implementation support.

Westchester County Executive George Latimer said, “The Business FIRST Downtown Improvement Grant Program is part of our continued response to listening and responding to the needs of those who do business in Westchester. It will help ensure our businesses and the local communities they help build have the support and resources to remain vibrant and innovative as we look into the future. The key part of this grant is its tailored public-private approach to support each community selected.”

Municipalities that meet the criteria to apply will be able to as of Feb. 22, 2023. Each grantee will receive strategic one-on-one support to help grow consumer foot-traffic, retain existing businesses, recruit targeted-new businesses, provide

Westchester County Director of Operations and Chairperson of the County of Westchester Industrial Development Agency (IDA) Joan McDonald said, “Revitalization and growth are core components of the work that we do. The Westchester County Business FIRST Downton Improvement Grant Pilot Program is being administered by the Westchester County Office of Economic Development. Communities who receive Community Development Block Grant funds directly from the Federal Government or have previously received a Downtown Revitalization Initiative grant from New York State are not eligible to participate in this Pilot Program.

Latimer made the announcement at an event hosted by Westchester County Tourism & Film at the Edith Macy Center. Over 150 representatives from the film industry and Westchester locations and municipalities participated in the program, designed to foster collaboration on filming in Westchester. The event, which featured speakers from State government, local municipalities and the film and television industry, focused on best practices on how to boost the filming appeal of a given location - which in turn boosts tourism economic revenue.

Latimer said: “The message from this report is clear: The film industry plays a leading role in generating investment in Westchester. Every film, television, and commercial production brings economic activity to our County. In addition to providing thousands of jobs for our residents, productions are using local vendors, increasing foot traffic to local stores and restaurants, hiring our talented residents, and showcasing our incredible locations to audiences around the world.”

Westchester County Tourism & Film Director Natasha Caputo said: “The data show that the collective efforts with our partners to attract new film business are paying off. The fact that we have exceeded pre-pandemic numbers speaks to the quality and diversity of our locations and affirms that we are creating a welcoming, film-friendly environment.”

In addition, the industry generates significant fiscal benefits for businesses and communities, contributing $7.4 million in sales tax, lodging-related tax, and permit and property rental fees. In 2021, 946 tourism jobs were created as a result of the film industry.

President of the Westchester Hotel Association and General Manager of the Cambria Hotel in White Plains Sean Meade said: “We’ve absolutely received a boost from the film industry. We’re happy to cater to film productions,

whether to welcome crews after a long day of shooting or provide a unique location for filming. The industry has become an out-of-the-box source of revenue for us.”

Another benefit of the film industry in Westchester is “screen tourism,” Caputo added. “Our locations — such as Lyndhurst, the Belvedere Estate, and the Hudson River Museum/Glenview Historic Home — have been featured in popular shows, resulting in a boost in visitors at those locations.” The award-winning and popular shows that filmed in Westchester in 2020 and 2021 included The Blacklist (NBC); Dickinson (Apple TV+); The Flight Attendant (HBO); FBI and FBI: Most Wanted (CBS); The Gilded Age (HBO); Law & Order: SVU (NBC); Only Murders in the Building (Hulu); Severance (Apple TV+); Succession (HBO); and The Watcher (Netflix).

Meeting Industry Needs

Film business has steadily grown due in no small part to the services provided by Westchester County Tourism & Film. The film office provides location guidance, offers technical visits, and facilitates the permit process. The support makes a big difference in choosing where to film, according to many industry professionals.

Location Manager for HBO’s The Gilded Age Lauri Pitkus said: “What’s helpful about the film office is the coordination between agencies. They understand what we do on a day-to-day basis when we come here to film and in one phone call can get everyone on board. We can achieve many different looks in one area. It’s a turnkey operation.”

Mike Hartel, location manager for the show FBI: Most Wanted (CBS) agreed: “They understand our needs and pave the way for successful filming. Westchester provides a wide range of looks and plenty of space to park trucks and equipment, set up complicated shoots, and establish base camps. Whether I need a traditional English garden, a Florida marina, a suburban home, or a wooded area, I know that Westchester has a location and facilitators to make filming as easy as possible.”

Ex-DA named chair of Solid Waste Commission

Westchester County Executive George Latimer is pleased to announce the appointment of Anthony Scarpino to chair the county’s Solid Waste Commission.

Latimer said: “Tony is perfectly suited to merge his years of judicial experience, private practice, law enforcement and public service to best serve the people of Westchester in this new role. While it may not be the most headline-grabbing function of County government, the work done by our Solid Waste Commission and its Executive Director Peri Kadanoff is essential to the daily quality of life Westchester residents expect and deserve.”

Born and raised in Mount Vernon, Judge Scarpino attended Mount Vernon High School and graduated with High Honors from the University of Connecticut. Scarpino has served as a F.B.I. Special Agent, City Court Judge in Mount Vernon, Westchester County Court Judge, New York State Supreme Court Judge, Westchester Surrogate Court Judge and Westchester County District Attorney. Scarpino has

also spent some of his career as an attorney in private practice, currently as a Partner at Dorf & Nelson L.L.P.

In his new role, Scarpino will be charged with presiding over the meetings and be in charge of the order and procedure, conducting meetings following Robert’s Rules of Order for the established procedure of Open Meetings, calling for special meetings and calling for votes on Resolutions.

Scarpino said, “It is an honor to receive this appointment from County Executive Latimer and I look forward to continuing my lifetime of service to the people of this County in my new role.”

Kadanoff said, “I am delighted to have Judge Anthony Scarpino as the new Chair of the Solid Waste Commission. The Osborn staff completes ECHO training

Staff members at The Osborn’s Edward C. Pasciuti H.O.P.E. Center for Memory Care recently completed the Alzheimer’s Association’s ECHO training, a continuing education series enabling professional care providers to better understand the disease and other forms of dementia as well as offer optimal care.

The Osborn’s nationally-recognized H.O.P.E. Center, which stands for “Home Environment, Optimism, Passion, and Empathy,” offers family-style living environments for older adults with Alzheimer’s and other forms of dementia on the continuum of care community’s 56-acre arboretum campus in Rye.

The H.O.P.E. Center’s direct care staff participated in seven-week-long ECHO training, which included person-centered care, activities of daily living, assessment, care planning, dementia-related behaviors, and the importance of quality improvement and evaluation. At the conclusion of the training, The Osborn received an official certificate of completion from the Alzheimer’s Association.

“We are proud that The Osborn staff was selected by the Alzheimer’s Association to participate in this rigorous program,” said President and CEO Matthew G. Anderson. “Our staff will use the ECHO training to advance our commitment to offering care that provides optimism, passion, and empathy to those with Alzheimer’s and other forms of dementia.”

Designed to improve health outcomes, the

program shares case studies and allows for open discussion, inspiring attendees with new solutions so that they can serve as a resource for their colleagues and communities. Case-based learning allows participants to learn from experts in the field through video conferencing to foster interactive learning.

According to Kayla Kelly, Director of The Osborn’s Assisted Living and Memory Care Programs, “This type of advanced training elevates our staff to be some of the best trained in the industry. It directly benefits our residents by giving our staff the ability to provide quality, specialized, person-centered care. Our commitment to ongoing education and training helps set The Osborn’s programs apart from others in the community.”

The Alzheimer’s Association has conducted multiple Project ECHO programs in primary care and assisted living communities. The Association is also formalizing a global network of ECHO hubs, partnering with the research community and medical professionals as well as key stakeholders in the dementia care industry. This consortium will increase evidence around the use of ECHO in promoting best practice dementia care.

Grand marshals named for Eastchester St. Patrick’s Day Parade

Eastchester Irish American Social Club will honor seven Grand Marshals for the 17th Annual Eastchester St. Patrick’s Day Parade. Grand Marshals Brenda Nangle Geraghty, John Collins, Liam Deegan, Steve Doherty, Margaret Murtagh, John Murtha and John Phelan have all served as presidents of the club, with full resumes of volunteerism and community service. The parade is Sunday, March 12 at 3 p.m.—stepping off at Immaculate Conception Church in Tuckahoe and continuing north on Route 22 to Lake Isle Park in Eastchester.

The Gala honoring and bestowing Parade Sashes to the Grand Marshals and Parade Honorees, Connie Cullen and Beth Schaefer, is Friday, March 3 at Mulino’s, located at Lake Isle Country Club in Eastchester. Cullen and Schaefer are being recognized for extensive volunteer support for the EIASC’s aim to encourage appreciation of Irish culture in our community.

When asked to comment on the Grand Marshal honor, John Murtha said, “It is an honor to represent the Irish community as Grand Marshal with my esteemed colleagues, as well as our two Honorees. The Eastchester Irish American Club members lead many noteworthy efforts that have made our Irish culture accessible to our town and future generations.”

The Eastchester Irish American Social Club hosts many events with membership open to all. When asked how the Club serves the community, Steve Doherty replied: “Christine and I have always tried to pass on to our children not only the pride of being Irish, but also what our ancestors sacrificed to come to the

United States. Both the Club and parade help relay and honor those messages. I’m grateful for that, and proud to be recognized for my contributions.”

Margaret Murtagh added, “I am very honored to be part of this wonderful group of men and women who have over the years helped make Eastchester Irish American Social Club a great organization. We have brought our rich Irish heritage to the town of Eastchester and helped many new residents to the area feel welcome.”

Grand Marshal Liam Deegan of County Offaly, immigrated to the United States in 1985, settling in Eastchester in 1990. Deegan who served as EIASC president during a period of club rebuilding said, “I am indebted to the Irish immigrants that came here and paved the way for myself and millions of others as they navigated their new country. God bless America.”

New Methodology

Previously, Westchester County Tourism & Film calculated the economic impact of the industry based on a model used by the Association of Film Commissioners International (AFCI), which included permit revenues and production days in Westchester and its municipalities. With that formula no longer being updated by AFCI, the County commissioned a new report from Camoin Associates, a nationally recognized consulting firm specializing in economic impact analysis.

Writing the next chapter

was that beating a league opponent three times in one calendar year is a tall order for all but the most dominant teams.

There’s not too many things better than proving your doubters wrong. In fact, the only thing that might surpass that feeling is doing so in the biggest possible moment. That’s exactly what Rye Neck did this week in the Class B boys basketball playoffs, something that serves as a terrific example of why—when it comes to high school athletics—nothing can beat playoff time.

Coming into No. 4-seeded Rye Neck’s Tuesday showdown with No. 5 Briarcliff, it seemed as those–despite the respective seedings— some pundits weren’t giving the Panthers much of a chance against the Bears.

The reasoning for some of those prognostications remains somewhat unclear; the Panthers had twice beaten Briarcliff during the regular season, so perhaps the thinking

It wouldn’t matter to Rye Neck, however, as they not only handled Briarcliff on Tuesday, they throttled their opponents en route to a one-sided 56-23 victory that sends them to the semifinals at the Westchester County Center.

Performances like the Panthers’—which saw them more than double their opponent’s point total—can be a huge confidence builder come playoff time, and the importance of something like that can’t be overstated. You begin to believe you can play with anyone, which is a good thing for Rye Neck as it’s drawn top-seeded Valhalla—a team with just one loss on the year—as it’s Feb. 27 opponent.

Sure the Panthers will be underdogs in the semifinals, but they’ve got something cooking.

To call Rye Neck a “Cinderella Team” would be a bit of a misno-

mer. As a No. 4 seed, the Panthers have played well enough all year to be in consideration for a Class B crown. But making a run to the County Center isn’t an every-year occurrence for the Panthers, who last reached that venue in 2014. Regardless of the terms you want to use, playoff runs—improbable or not—are built on momentum; on one win, one possession or one shot that leads players and fans alike to believe that something larger is going on.

But the Panthers aren’t the only team in our area looking to make a run. If their neighbors in Rye want to play under the bright lights of the County Center, they’ll have to go through top-dog Somers. If Mamaroneck wants to win a title, they’ll—most likely—have to beat two tough league foes in Scarsdale in Mount Vernon. Topping the Raiders on Feb. 24? That would be a good start to their own story.

For fans and writers, these next few days will see new narratives crafted as we march towards the

finals in hockey and basketball. I’m sure we haven’t seen the last upset, the last great finish, or the last jaw-dropping moment. The student-athletes are dialed

in for sure. And as a spectator, I am too.

Garnets surge past Eagles in first-round matchup

The Rye Garnets might not have been happy with their first-round draw, but it didn’t stop them from taking care of business on Saturday afternoon. On Feb. 18, the No. 4 seed Garnets took on No. 5-seeded league foe Eastchester in the Class A playoffs, the third meeting between the two teams in the last three weeks. When the dust had settled, it was Rye who came away with the victory, topping the visitors 55-41 to advance to the quarterfinal round.

Rye head coach John Aguilar said that any time two league rivals square off in the postseason, the stakes are ultimately raised. The Eagles and Garnets split two games this year and Aguilar said his team needed a little extra boost to author a second win on Saturday.

“We didn’t want to play

[Eastchester], quite frankly; this is our third game with them in 16 days and the kids are really familiar with each other’s tendencies,” said Rye coach John Aguilar. “So we had to put a wrinkle in, just something to throw them off a little bit because they’re a good team and we felt like we were evenly matched coming in.”

That wrinkle came in the form of a defensive realignment proposed by assistant coaches AJ Thompson and Bart DiNardo, which served to effectively shut down the Eagles in the second half, as the Garnets allowed just four points in the third quarter as they pulled away with the lead.

“We know they could shoot, we know they’re

quick,” said Andrew Carroll, who scored eight points on the day—all of which came in the fourth quarter. “We’re really familiar with them so we just had to execute.”

The Garnets were led by a 16-point, 10-rebound game from Jake Kessner, while Eastchester was paced by senior point guard Frankie Provenzale, who finished with

Rye will take on the Tuskers on Thursday, Feb. 23 in a game that Aguilar admits will be a stiff test for his club. Somers has posted an 19-2 record on the year and played Rye on Jan. 24, when they were able to

escape with a a 63-57 win over the Garnets.

“They’re a great team,” said Aguilar. “We’re going to prepare, we’re going to look for our guys to push each other in practice, and that’s how we’re going to get ready for them.”
