Latimer signs single-use plastic foodware legislation

Simple measure does not ban use, but simply requires businesses to no longer create added waste through unnecessary disposable materials

Following the Westchester County Board of Legislators unanimous passage on Monday, March 6, County Executive George Latimer is immediately signing into law a measure aimed at further reducing the amount of plastics in the County’s waste stream. The new measure will be signed into law at a ceremony hosted outside of the Board of Legislators Chambers with the main sponsors of the legislation Legislator Erika Pierce and Chairwoman Catherine Borgia.

Westchester Habitat for Humanity introduces ‘Aging in Place’ home renovation program

Westchester County Habitat for Humanity (Westchester Habitat) introduced today its inaugural program, Aging in Place (AIP), in partnership with Westchester Residential Opportunities, Inc. The home repair and energy efficiency program aims to improve the quality of life for seniors, enabling them to live safely and independently in their homes, close to family and friends, while saving them money and reducing their carbon footprint.

“Aging in Place grew out of extensive stakeholder engagement that helped us to understand the unique housing needs of communities across Westchester County and determine where Habitat could make the most impact,”

said Karen Haycox, CEO, Habitat for Humanity New York City and Westchester County. “The acute and growing demand for resources that empower seniors to remain safely and independently in their homes was a common refrain. Through basic home repairs, energy efficiency and safety improvements, Westchester Habitat’s AIP program will help to meet the housing needs of Westchester’s growing seniors population while protecting the environment. We look forward to partnering with businesses, nonprofits, and policymakers who share our vision of making Westchester a national leader in healthy, safe, climate resilient homes for seniors.”

The percentage change in Westchester residents who are 75-years-old or older jumped more than 52% from 2000 to 2017 according to the Westchester County Housing Needs Assessment: “This is critical for future housing plans, especially when coupled with the fact that over 30% of the homes throughout Westchester County were built before 1940. The housing stock will likely need major repairs and system replacements in addition to physical modifications to mitigate accessibility challenges, as people are aging in place.”

The law states that:

• No food service establishment shall provide single-use foodware or condiment packets to any dine-in or take-away customer unless specifically requested;

• Any single-use plastic beverage stirrers or single-use plastic beverage “splash sticks” are no longer permitted. Retail food stores may sell packages or boxes of single-use plastic beverage stirrers or single-use plastic beverage splash sticks to their customers;

• Lastly, when requested, single-use foodware items or condiment packets must be provided individually and not in a package containing multiple items.

Latimer said: “As we have highlighted time and time again, Westchester County is reducing what we are putting into our waste stream. Through commonsense measures like this, or the myriad of programs undertaken by our County’s Department of Environmental Facilities (DEF), Westchester County is leading the way on reducing waste and I am proud to sign this measure into law. I commend the work done by the Board of Legislators and Legislator Erika Pierce notably on this important yet simple measure.”

Borgia said: “Our Board is hyper-focused on making Westchester a zero-waste County, and this bill puts us in the right direction. “Upon Request” will not only reduce our carbon footprint, but it gives the added benefits of saving food service businesses money during a time of financial uncertainty. I applaud Legislator Pierce for her steadfast leadership in getting this sensible piece of legislation passed that positively affects us all and the environment around us.”

Pierce said: “We are drowning in

unnecessary single-use items, most of which are made of plastic and all of which are being paid for by our local businesses. Nationwide, billions of these food accessories are thrown away annually, many of which were only used once, and the vast majority cannot be recycled. They add to the plastic pollution crisis, litter our neighborhoods, rivers, and ocean, add to overflowing landfills, and feed incinerators. Local business owners pay for them; we pay to dispose of them, and those who live near the areas where they have been disposed of pay again. This common-sense law is a simple but bold step for Westchester: ‘Upon Request’ we will reduce waste and save our local businesses money, all while providing customers with what they need.”

Board of Legislators Vice-Chairwoman & BoL Environmental Committee Chair Nancy Barr said: “Today, Westchester is taking a firm stand to combat climate change by decreasing unwanted single-use items from the waste stream. Single-use items, mostly made from the fossil fuel byproduct plastic, account for nearly half of all discarded items. Depending on the type of plastic, those items might not even be recyclable making source reduction the most effective way to improve the environment.”

In addition to this new law, Westchester is increasing recycling and reducing waste – and while the environmental benefits of waste reduction and recycling are well known, it also makes good sense economically. In 2022, 74,456 tons of curbside recyclables collected by municipalities within the County’s Refuse Disposal District were delivered to the Daniel P. Thomas Material Recovery Facility (MRF). Revenue from the sale of these recyclables totaled $7,006,704.59, an increase of over 95% from 2020.

Over the past 20 years, the amount of residential solid waste disposed in Refuse Disposal District No. 1 in Westchester has decreased by 21%. After peaking at 495,659 tons in 2003, the amount of residential trash was reduced to 390,243 tons in 2021, a reduction of 105,416 tons. Over this same period, Westchester’s population grew by about 6.8%, adding more than 64,000 additional residents. During that time span, the County consistently posted an annual recycling rate of at least 50%, far outpacing the national average of 32%.

Tee time reservations may be made online (non-Park Pass holder) or by phoning the individual courses. Walk-up reservations will also be accepted. The courses are Dunwoodie and Sprain Lake in Yonkers, Hudson Hills in Ossining, Maple Moor in White Plains, Mohansic in Yorktown Heights, and Saxon Woods in

Scarsdale. All of the courses have onsite restaurants, halfway houses and full-service pro shops. Driving ranges are available at Dunwoodie, Mohansic, Saxon Woods and Sprain Lake.

Any available E-Z Reserve spots will be sold at the courses. E-Z Reserve enables golfers with a Westchester County Park Pass to block out a regular Saturday or Sunday tee time for a period of 30 weeks.

Tuckahoe launches parking ticket amnesty program

Village Mayor Omayra Andino announced the village is offering a one-time 50% discount on the total balance of delinquent parking summons through May 31, 2023. The program will be offered to motorists with outstanding tickets that are 15 days and older for the duration of the program.

“This is a great opportunity for residents to wipe the slate clean on parking tickets and save money at the same time,” Andino said. “Amnesty programs have been successful in communities across the country. By offering our residents an amnesty program, it also allows the village to significantly reduce the amount currently owed on violations.”

Motorists who are eligible for the program

will receive a notice by mail in early March with a courtesy return envelope. Summons can be paid by mail using a certified check or money order or online by visiting: www.parkingticketassist.com/tuckahoe. Residents may pay in person at the Justice Court office between the hours of 9:30 AM to 2:30 PM. Wait times at the court office may be extended due to the volume of walk-ins. Please be patient if you choose to pay in person.

After the amnesty period, all penalties will recommence and all regular enforcement and collection procedures will resume.

Daymon’s images offer an unparalleled

glimpse of old Mamaroneck. The presentation pairs some of these with photos of the same locations and buildings today.

The vintage photos come from the Mamaroneck Historical Society’s archives. Many were originally taken using glass plate negatives—glass coated with a light-sensitive emulsion. The black-and-white images created

from them are sharp and vivid. Also online with the Daymon images are photos of a more recent vintage: a 1978 photo stroll on Mamaroneck Avenue in Mamaroneck Village. See snapshots of most of the businesses along the west side (Robert’s side) taken during a project documenting the Avenue.

safety and mobility for seniors through an initial home assessment, including a general structural, health, safety, and energy efficiency evaluation. In partnership with WRO, Habitat will conduct an initial education session with program participants to provide information and identify additional needs. AIP staff will make referrals, as needed, to local agencies or other non-profit services that support older adults. Learnings from the initial cohort of AIP participants will inform the scale-up of AIP and be shared with the public.

With the philanthropic support of inaugural partners, the Field Hall Foundation, Bank of America, Con Edison, and M&T Bank, AIP seeks to build a Westchester where all seniors can age safely at home with family and friends. U.S. Senate Majority Leader Charles Schumer and former U.S. Representative Mondaire Jones allocated $500,000 in Congressionally Directed funds in the FY 2023 Omnibus Budget Bill signed into law in December to further support seniors in need of these services.

WCMS launches New York Youth Initiative

With great pleasure the Westchester Chamber Music Society (WCMS) announces a new youth initiative to partner with chamber music programs at schools and colleges across Westchester County.

The Amerigo Trio was formed in 2009 by the former New York Philharmonic concertmaster Glenn Dicterow, with the violist Karen Dreyfus and the cellist Inbal Segev. Named for the Italian explorer Amerigo Vespucci, they are committed to the exploration of the riches of the string trio repertoire, both old and new.

At this concert, The Music Conservatory of Westchester (MCW) will present one of its best student chamber music

groups. The MCW ensemble will include two violinists, Elizabeth Kim and Tiana Kaga, and the cellist Leon Wang, all local high school students. They will be accompanied on harpsichord by Jean Newton, their coach and executive director of MCW. For 72 years, the Westchester Chamber Music Society has brought to Westchester first-rate artists, such as the renowned cellist Yo-Yo Ma; the Amerigo Trio with the violinist Glenn Dicterow; the Emerson, Brentano, and Kalichstein ensembles; and award-winning young talent, including the Dover and the Ulysses String Quartets. Our mission is to provide live, world-class chamber-music concerts, support cham-

ber-music performers, and help to sustain the arts community.

Following the concert there will be a Q&A with the professional and student musicians.

Time for a bit of fresh air

for the first time since 2020 was a welcome return indeed.

It’s hard to believe, but the spring sports season is almost upon us. And even though we’ve still probably got an arctic chill or two in the cards before the weather heats up for good, I, for one, and going to be ecstatic to finally get back outside.

Don’t get me wrong; I love the winter season. Spending time in the gymnasiums and ice rinks around Westchester is always a unique experience, the energy in those smaller venues is always unmatched especially when you’ve got a tight game coming down to the wire.

And then there’s the County Center—there are no venues quite like it in Section I, and being there for six days for the basketball tournament last week

But once that warmer weather starts to roll in, I—like many others—get that that itch to be back out in the fresh air.

Sure, the beginning of the spring season can be a be hit-or-miss. Playing baseball games in 40-degree weather were never my favorite back in my school days, nor is covering them now; but it’s just a momentary discomfort that’s easy to brush aside knowing that I get to stretch my legs outside for a few hours.

This should be an exciting spring season from a sports standpoint, too. We’ve got a lot of questions to answer about which teams will emerge as regional powers in our traditional sports, as well as some interesting developments in some of the emerging athletic offerings.

Several school districts have jumped on the girls flag football

bandwagon after a successful pilot year in 2021, so watching athletes—and coaches—adjust to new sports will be fascinating to watch, especially over the first few weeks of the season.

In all, girls flag football might end up being the story of the spring, a sign that girls sports offerings are growing across New York State—including Section I. Just like ice hockey—which is admittedly a sport where it’s tougher to field teams—the student-athletes participating in flag football in these early years can be viewed as as true trailblazers.

So let’s bundle up—at least for these first few weeks—hit the sidelines and see how this spring season unfolds.

It will warm up eventually.

Tigers win second straight Class C title

For the second time in as many years, the Tuckahoe girls basketball team is Section 1 champions. Unlike last season, however, the Tigers were able to make history this year, winning their first Gold Ball ever at the Westchester County Center.

With a 48-24 victory over Alexander Hamilton on March 4, the Tigers completed the repeat to take home the Class C trophy. Much like their game against Haldane in the semifinal round, this one was never in doubt as Tuckahoe amassed an 20 point lead before the Red Raiders scored their first points of the contest.

Sophia Colasacco led the Tigers with 18 points and 12 rebounds on the afternoon en route to being named the Class C tournament MVP and said that,

despite the team’s early run, Tuckahoe never once got complacent against Hamilton.

“We were up at halftime but we talked about not letting up and continuing to play hard,” she said. “We knew we couldn’t afford to take them lightly so we had to continue to execute.”

Colasacco’s performance was bolstered by

strong showings from Adriana Rocco—who hit four three pointers and was named to the all-tournament team—and Cara Doherty, who notched eight points and eight boards. Tuckahoe point guard Angelina Mazzuoccolo was also named to the all-tournament team.

Head coach Silvio DiSalvatore said that his first year on the Tuckahoe

sidelines has surpassed all his expectations. DiSalvatore stepped into the role following last year’s Section I title run and knew that he would be tasked with replacing a the seniors who led the team in the 2021-22 season.

He said it didn’t take long before he knew there would be no letdown.

“Even in the fall, we had

our first open gym and we had such a great turnout, I could tell these girls were committed to winning,” said DiSalvatore. “They’ve worked so hard all year, and I am so proud of them.”

Up next for the Tigers is a Class C State Subregional game against Section 9 Millbrook at O’Neill High School on March 8, after press time. Millbrook de -

feated Tuckahoe en route to winning the state title next year, but DiSalvatore is confident that his girls will rise to the challenge this week.

“We’re gonna have the game of our lives,” said DiSalvatore. “I know it, the girls know it, the entire town of Tuckahoe knows it.”
