Bronx woman arrested for threats to New Ro sports bar

U.S. Attorney Damian Williams, the FBI’s Michael J. Driscoll and New Rochelle Police Commissioner Robert Gazzola announced that Jayleen Mota was arrested on April 16 and charged with making threatening interstate communications, in which Mota threatened to shoot up the Buffalo Wild Wings sports bar located on LeCount Place in New Rochelle on Saturday night.

“Actual or threatened gun violence cannot be tolerated. Simply put, those who place the public in fear by engaging in or threatening the use of violence will be held accountable,” Williams said.

Rye City awarded $10M state grant

Gov. Kathy Hochul announced on March 8 that the city of Rye has been awarded $10 million under the New York State Water Quality Improvement Program (WQIP). This $10 million award is part of the $108 million that was awarded for 51 projects statewide under WQIP.

The WQIP grant program funds projects that directly improve water quality, or aquatic habitat, or protect a drinking water source. In 2019, the City of Rye completed a Sewer System Evaluation Survey (SSES) to locate areas of its sewer system in need of rehabilitation. The implementation of certain projects identified in the SSES corresponds with the Consent Order Rye entered into with the New York State Department of Environmental Conservation (DEC) and a federal Stipulated Order that the City entered into to settle the Save the

Sound Clean Water Act lawsuit.

The City of Rye has invested over $8 million toward completing critical sewer infrastructure upgrades over the last several years – including through the successful execution of a 2018 $3.9 million grant award under WQIP for several large sewer repairs and pump station projects.

With this $10 million funding, plus the City’s $2.5 million matching obligation, the City of Rye will upgrade its sewer system by completing spot repairs and replacements, installing approximately 22,000 linear feet of pipelining, and repairing 500 manhole defects citywide. This project will reduce the amount of untreated wastewater entering Long Island Sound during storm events.

Rye City Mayor Josh Cohn commented, “This grant will help Rye enormously as we pay for our ever

more expensive list of badly-needed capital projects. Our thanks to Governor Hochul and the New York State Department of Environmental Conservation, and especially to Senator Shelley Mayer and Assemblyman Otis for their critical support in the WQIP process. Communicating threats like those we allege she made can waste valuable law enforcement resources and cause unnecessary alarm in our communities. Today’s charges should serve as a reminder for all that the FBI takes these types of threats seriously, and there will be consequences for those who make them.”

NRPD Commissioner Robert Gazzola said: “I want to commend the New Rochelle Police detectives, members of the Westchester County Department of Public Safety’s Real Time Crime Center, the FBI, and the U.S. Attorney’s Office. They worked quickly and diligently to identify and arrest the individual who allegedly made threats of mass violence directed at a local New Rochelle restaurant. It is a testament to the professional

cooperation that exists in law enforcement today. The New Rochelle Police Department does not tolerate such acts and will make every effort to identify and arrest anyone making such threats.”

On April 15, New Rochelle police received a call from an individual who had received an initial text message from an unknown person, later identified as Mota, threatening to “shoot up” Buffalo Wild Wings. The text message further stated that there would be a “massacre” and “lots of people are going down.” A subsequent text message stated that “[t]odays a busy night because of the game DON’T TAKE ME AS A JOKE lots of people will die DON’T CALL THE STORE AND RUIN MY PLANS I’m gonna make the news.”

That same day, police received a call from a second individual who had received an identical text message from an unknown person threatening to “shooting up” the sports bar and commit a “massacre,” stating, “lots of people are going down.”

The NRPD took the phone number from which the text-message threats were sent and traced the number back to Mota. On the evening of April 15, pursuant to a search warrant, the FBI and New Rochelle police searched Mota’s apartment and found the cellphone from which Mota sent the threats. Mota admitted that she had sent text messages to five individuals.

Mota, 21, of the Bronx, is charged with making threatening interstate communications, which carries a maximum sentence of five years in prison.

Rye will receive $10 million for wastewater treatment improvement projects that will upgrade aging sewer infrastructure. Particularly after Hurricane Ida, we have been laser-focused on upgrading our sewer systems, and I’m proud to have been deeply involved in working with Mayor John Cohn, the members of the City Council, and city leadership in these efforts. Sewage systems are particularly important in the face of rising sea levels and increased flooding. We must continue to invest in sewage infrastructure to ensure wastewater and sanitation systems are managed appropriately and keep our communities healthy while protecting our bodies of water. I applaud Governor Hochul for her commitment and attention to this issue, and I thank the Governor and the DEC for awarding the City of Rye with this important grant.

CPW hosts Autism Acceptance celebrating differences at the United Preschool Center

CPW’s United Preschool Center (UPC) hosted its 11th Annual Autism Acceptance Celebration on April 14, as part of National Autism Acceptance Month. The day’s festivities included the unveiling of the Tree of Friendship and Acceptance, an outdoor parade in the sunshine, and interactive music and movement led by UPC music teacher Mark Pethtel, a teaching artist from Westchester’s Shake, Rattle & Roll. Representatives from NYS Senator Shelley Mayer’s office and TD Bank were on hand for this year’s event, which was underwritten in part by TD Bank, a strong supporter of CPW’s educational enrichment programs.

This April, autism rights groups are asking schools and the media to focus on the inclusion and acceptance of those with different neurologies. This starts with the small, but significant, change from Autism Awareness to Autism Acceptance. According to the Autistic Self Advocacy Network (ASAN), many self-advocates for autism spectrum disorders view their neurology as a difference in thinking, not something that needs to be cured. Self-advocates ask for acceptance and support, not isolation. Like everyone, those with autism want acceptance for both their strengths and weaknesses. “Acceptance is about moving beyond this idea of awareness, which has been medicalized and has been used to spread ideas of autism that are stigmatizing,” says Zoe Gross, Director of Advocacy at ASAN. “[Autism] makes life harder, but it’s part of our experience of the world. It’s not something to be scared of.”

The Tree of Friendship and Acceptance is both a school-wide collaborative art project and a fundraiser. Each year, the classrooms work together to bring the tree to life, using recycled paper to create all the elements - including the leaves, birds, flowers, ladybugs, and butterflies. Funds raised this year will enrich UPC’s summer art program. Donations from family and friends are recognized on each leaf hung on the tree which is now on display in the UPC lobby.

Westchester DA cracks down on string of robberies

Westchester County District Attorney Miriam E. Rocah announced a crackdown on burglaries and robberies across Westchester County highlighting a string of felony charges for defendants arrested in connection with recent alleged break-ins and theft at homes and local businesses.

DA Rocah said: “Ensuring residents feel safe at home or when doing business in Westchester is an important priority for the DA’s Office. The latest indictments and charges for recent incidents across Westchester should send a strong message that my Office and the 42 police departments we work with on a daily basis across this county remain committed to protecting Westchester residents and businesses.”

The following select cases of interest note indictments and arraignments of defendants between January 1 to April 12 of 2023 charged with felonies connected to home or business burglaries and robberies:

• The Yonkers Police Department arrested Damien Anthony Arias, 25, on February 12 for allegedly stealing 43 pairs of sneakers valued at more than $1,100 from Burlington Coat Factory in Yonkers. The defendant was arraigned on February 14 in Yonkers City Court, where he was charged with Grand Larceny in the Fourth Degree, Criminal Possession of Stolen Property in the Fifth Degree, both felonies, and False Personation, a misdemeanor. On April 12, the defendant was arraigned on 24 felony counts (Burglary in the Third Degree and Grand Larceny in the Fourth Degree) for allegedly stealing a total of $17,480.00 in merchandise from Marshalls in Yonkers over 13 different occasions in January and February. Bail was set at $5,000 cash/$50,000 bond/$100,000 partially-secured bond, which is in addition to bail set at $5,000 cash/$20,000 bond for prior cases in 2022, and $1 for the February 12 case. The defendant had two bench warrants out of Yonkers–for an incident in September 2022 (Petit Larceny, Criminal Possession of Stolen Property in the Fifth Degree, a misdemeanor) and another in December 2022 (Grand Larceny in the Fourth Degree, a felony)–for allegedly stealing merchandise from Marshalls in Yonkers. The defendant is currently in custody and scheduled back in court April 26.

• The Mount Vernon Police Department arrested Nathaniel Gordon, 65, of Mount Vernon, on January 20 for allegedly breaking into two Mount Vernon homes (one home twice on the same day) and stealing three laptops, cooking pots and a tool bag. The defendant was also charged with attempting to break into a home he previously burglarized, and another residence, in Mount Vernon. The defendant

was indicted by a Westchester County Grand Jury for three counts of Burglary in the Second Degree, Attempted Burglary in the Second Degree, Grand Larceny in the Fourth Degree, Attempted Criminal Trespass in the Second Degree, and two counts of Petit Larceny. He was arraigned on the indictment in Westchester County Court on April 4, and remanded.

• The New Rochelle Police Department arrested a Suffolk County man, Michael Bagley, 32, of Corham, on March 16 for allegedly robbing and assaulting an employee of a downtown New Rochelle business before fleeing on foot into a nearby residential neighborhood where he robbed a second victim on the street, and then breaking into a home occupied by a homeowner and a minor child. The defendant was arraigned in New Rochelle City Court on March 17 for Robbery in the First Degree, Assault in the Second Degree, Burglary in the Second Degree, and Robbery in the Third Degree, all felonies, and Unlawful Imprisonment in the Second Degree and Endangering the Welfare of a Child, both misdemeanors. He was remanded.

• Sleepy Hollow Police Department arrested two Queens men, William Sierra-Galeano, 57 and Cristian Eduardo Espinosa-Silva, 26, on March 16 for a residential burglary in Sleepy Hollow on March 4 where they allegedly stole approx -

imately $40,000 cash and $20,000 worth in jewelry. Both defendants were arraigned March 16 on felony charges of Burglary in the Second Degree. Bail was set at $50,000 cash/$100,000 bond/$200,000 partially-secured bond. This followed their arrest by Dobbs Ferry Police Department on March 15, along with a third Queens man, Manuel Marin-Jimenez, 42, for a residential burglary in Dobbs Ferry where they allegedly stole cash, jewelry and handbags valued at approximately $25,000. All three defendants were arraigned for the Dobbs Ferry incident on March 16 in the Village of Dobbs Ferry Court on felony charges of Burglary in the Second Degree. Bail was set for Sierra-Galeano at $2,000 cash/$10,000 bond, $50,000 partially-secured bond; for Marin-Jimenez at $4,000 cash/$20,000 bond/$100,000 partially-secured bond; and for Espinosa-Silva $4,000 cash/$15,000 bond/$100,000 partially-secured bond. Greenburgh, Sleepy Hollow, Tarrytown, Irvington, Hastings and Ardsley police assisted with the arrests.

• Harrison and North Castle police arrested four men, Oscar Dario Nino Franco, 42, Andres Felipe Albarracin Rodriguez, 34, and Jonathan Alejandro Cogua Osuna, 40, on March 10 and Javier Nino-Franco, 44, on March 28, for allegedly using force to enter a North Castle home and stealing approximately $4,000 in coins. Franco, Rodriguez and Osuna were ar -

raigned on March 10 and Nino-Franco on March 28 in North Castle Justice Court on the felony charge of Burglary in the Second Degree. Bail was set for all four defendants at $100,000 cash/$250,000 bond/$500,000 partially-secured bond; after a review by a Westchester County Court judge the bail was increased for Nino-Franco to $200,000 cash/$500,000 bond/$1 million partially-secured bond.

• Yorktown Police Department arrested two NYC residents, Shayolanda Lewis-Major, 24 and Dasani Mack, 21, on March 7 for allegedly stealing merchandise valued at more than $5,000 from Ulta Beauty in the Jefferson Valley Mall in Yorktown Heights. The defendants were arraigned on March 7. Lewis-Major was charged with Grand Larceny in the Third Degree, a felony, and both defendants were charged with Criminal Possession of Stolen Property and Criminal Possession of a Controlled Substance in the Seventh Degree.

• New Rochelle Police Department arrested two New Rochelle males, Brandon Scott, 18, and one juvenile defendant, on March 7 in connection to multiple robberies that occurred in the West End area of New Rochelle. Scott was arraigned on March 8 in New Rochelle City Court on two felony counts of Robbery in the Second Degree; and the juvenile defendant was arraigned in Youth Court.

Opera stars in Rye: The story of Marta Eggert & Jan Kiepura

The world-renowned singers Hungarian soprano Marta Eggerth and Polish tenor Jan Kiepura will be the subject of a video retrospective at the Rye Free Reading Room on Sunday April 23 at 3 p.m. The event, sponsored by the Rye Historical Society, honors these singers who were also long time Rye residents. Superstars in their day before and after World War II, the event will be hosted by their son, pianist Marjan Kiepura and his wife and family archivist, Jane Knox-Kiepura.

They will show short video excerpts from their careers spanning opera, film and operetta with rare recordings and live excerpts. They will discuss pre-War film making, “crossover” genre, vocal longevity as Eggerth sang till age 100; and their lives in Rye. A question-and-answer session will follow.

Last call? Not quite.

It just seems that whenever Major League Baseball takes a step forward, they end up taking two steps back, then shooting themselves in the foot.

As an avowed opponent of instituting changes like the pitch clock, bigger bases and outlawed shifts, I’ll be the first to admit it; I had it wrong.

If you’ve tuned into an MLB game this year, you’ll notice—despite a few hiccups—each rule change has had its desired effect. Games are shorter now—the Yanks played a 2-0 game in just 2:07 last week!—batting averages are up, and runners are even stealing bases.

So wouldn’t it be just like an MLB team to figure out just how to ruin all this goodwill?

Citing shortened games—and a loss of revenue—four MLB teams last week decided to extend beer sales past the normal seventh inning cut-off point.

Now, physicians and public health experts can weigh in about the actual physical effects of a “last call” at ballparks and its effects on impaired driving but one thing is for certain; pushing that last call back closer to fans departure from the ballpark ain’t gonna help matters.

Philadelphia Phillies pitcher Matt Strahm took these teams to task after their decision last week highlighting the hypocrisy on full display.

“The reason we stopped it in the seventh before was to give our fans time to sober up and drive home safe, correct?” Strahm said. “So now with a faster pace game, and me just being a man of common sense, if the game is going to finish quicker, would we not move the beer sales back to the sixth inning to give our fans time to sober up and drive home?

“Instead, we’re going to the eighth, and now you’re putting our fans and our family at risk driving home with people who have just drank beers 22 minutes ago.”

Perfectly put, and that’s coming from someone who is loathe to give

the Phillies credit for anything. Are MLB owners going to lose out on revenue because of faster games? Sure! But they were the ones pushing for these changes in the first place. And it took them, what, a month to bemoan their

decision and blatantly disregard their own proposed public safety measures in order to recoup some of their beer sales?

Now, obviously, it’s incumbent on fans above anyone to comport themselves responsibly at—and

after—a ball game. But it’s just a bad look for teams to cry poor after putting themselves in this position to begin with.

After a pair of tough losses, Rye’s baseball team came into a Friday showdown with league for Eastchester needing a victory in the worst way. And while it seemed—at least for a while—that the Garnets would be doomed to yet another defeat, a late comeback put the Garnets back win the win column with a 7-6 triumph over the Eagles.

Trailing 3-2 in the top of the seventh inning, the Garnets—sparked by a twoout, two-run RBI single by James Kennedy, would go on to take a 7-3 lead over their hosts and send the Eagles up to the plate against Rye ace Shep Griffiths—who came on in relief—in the bottom half of the frame. Though the Eagles were able to make things interesting—plating three runs in the inning—Griffiths closed

the door, recording three strikeouts to help his team come away with the 7-6 win.

“We knew the situation so we went with our best,” said Rye coach Mike Bruno. “And luckily it worked out for us.”

Both Rye and Eastchester had a number of players come through in big spots on the day, with Rye’s Charlie Rupp plating two runs in

the seventh as well. Tyler Winderman turned in a solid performance in relief, turning in three innings of work to record the win and helping his cause with a pair of RBIs. Eastchester’s Nathaniel Lam hit a home run to start off the Eagles’ scoring,

Bruno explained that the game was an important one for the Garnets, who came

into Friday’s league showdown on the heels of back-toback losses after opening the season with five straight wins. Wednesday’s loss—to this same Eastchester team—was still fresh in his team’s mind, said the head coach.

“We need to get better, especially defensively, and that’s been kind of frustrating,” said Bruno. “We haven’t looked

sharp the last two games, so we definitely needed a win today.”

Griffiths agreed, noting that losing two to games to the Eagles would have hurt the Garnets’ chances of competing for a league title against a host of teams–including Harrison and Pelham—with designs on that title.

“We definitely needed

to win this game in order to still be in contention for the league title, which is one of our first goals,” said Shep Griffiths, who closed the game out for Rye. “And we know we’re a better team than we showed we were on Wednesday.”
