Rocah warns of scams against seniors

Westchester County District Attorney Miriam E. Rocah is encouraging residents to be vigilant against scams targeting seniors after four individuals were arrested and charged last week in separate incidents for allegedly preying on and exploiting elderly victims for money in schemes commonly known as “grandparent scams.”

BOL approves county’s 1st LGBTQ+ friendly affordable housing complex

A new affordable senior housing development is coming to White Plains following a vote of 17-0 by the Board of Legislators on Monday night. This project has been in the works for nearly two decades, and with the lease agreement now formally approved by the county legislature, the project is finally moving forward.

The property at 143 Grand St. was purchased by the county in 2000. It is partially occupied by the County’s Board of Elections, though most of the property has remained vacant for years. The new development will transform the property into a beautiful and functional affordable housing complex.

Legislator Ben Boykin said, “As someone who is intimately familiar with this property, first as a White Plains City Councilman and now

as a County Legislator, I am thrilled to see this project finally come to fruition. Creating safe and inclusive spaces for our seniors is crucial in guaranteeing that they are able to age with dignity and respect.”

A corporation formed by HANAC, Inc. and Monadnock Development LLC, will construct the new apartment complex called Court Street Residences on the southwesterly corner of Court and Quarropas Streets. It will consist of at least 140 residential units for applicants aged 55 and older. The facility will be all-electric and will incorporate green technology, making it environmentally friendly and sustainable. It will also feature a range of amenities such as parking, community rooms, an exercise room, on-site laundry, a computer room, and medical/hospital offices

with significant programs for seniors. These services will provide a good quality living environment for future residents.

The units will be subject to affordability restrictions for the entire term of the lease, which can be up to 95 years. The new development will also set aside a portion of the units for households with incomes at or below 80% and 60% of the area median income (AMI), as defined by the US Department of Housing and Urban Development. This will secure housing for seniors who need it most.

Housing affordability affects households of all backgrounds and demographics, but the elderly and individuals who identify as LGBTQ+ are statistically more

DA Rocah said: “Grandparent scams are a nationwide trend that target and abuse the love and generosity of our most vulnerable by impersonating a relative or friend in need of immediate access to financial assistance. Before sending any money, make every attempt to find out where the family member or friend is and whether the claimed emergency is real, and report any suspicious activity to law enforcement. I am committed to protecting our senior population from those who seek to take advantage and manipulate them.”

The following defendants were each arrested and charged in connection with a “grandparent scam” in Westchester County:

• Following a joint investigation with the Economic Crimes Bureau of the District Attorney’s Office, the City of Rye Police Department arrested Jorge Duche, 32, of Port Chester, on April 18, 2023, for allegedly posing as a bail bondsman to collect $9,500 from a 78-year-old in October 2022. After receiving the cash, the defendant then placed the money in a duffle bag before leaving in a taxi. The incident was captured on video. It is alleged the victim received a phone call from a separate individual purporting to be her grandchild, claiming they had been arrested and in need of bail money. The defendant was charged with Criminal Possession of Stolen Property in the Third Degree, a felony. He was arraigned in Rye City Court and remanded.

• Following a joint investigation with the Greenburgh Drug and Alcohol Task Force and the Westchester County Department of Public Safety’s Real Time Crime Center, the Hastings-on-Hudson Police Department arrested Manuel Alfonso Sosacastillo, 28, of Elizabeth, New Jersey, on April 19, 2023, for allegedly stealing $6,900 from a 90-year-old on February 24, 2023. It is alleged the victim received two phone calls – the first from an individual claiming to be the victim’s grandchild that had been in an accident, and a second, purportedly from

an attorney claiming that money was needed to post bail for the grandchild. The defendant was charged with Grand Larceny in the Third Degree, a felony, and arraigned in Hastings-on-Hudson Justice Court.

• The Tarrytown Police Department, with assistance from the Greenburgh Drug and Alcohol Task Force, arrested Miguel Sosa, 33, of the Bronx, on April 19, 2023, for allegedly attempting to steal $1,500 from a 76-year-old. It is alleged the victim received two phone calls – the first from an individual purporting to be the victim’s relative that had been in an accident, and a second, purportedly from a public defender advising the victim that payment was required for her relative’s release from jail. The defendant was charged with Attempted Grand Larceny in the Fourth Degree, a misdemeanor, and arraigned in Tarrytown Justice Court.

• The New Rochelle Police Department arrested Roger Mena-Carrion, 28, of the Bronx, on April 20, 2023, for allegedly attempting to steal $15,500 from a 79-year-old after falsely notifying the victim that her friend was arrested and needed bail money. The defendant was charged with Attempted Grand Larceny in the Third Degree, a felony, and arraigned in New Rochelle City Court on April 21, 2023.

The District Attorney reinforced some vital tips on avoiding scammers:

• Beware of any unknown person asking for money or wiring of cash with a sense of urgency and secrecy, requesting personal and financial information over the phone, or requesting gift card purchases to pay a debt or fee.

• Do not respond to unsolicited offers of help and money; never share personal information like date of birth, social security number, bank account information, PIN, passwords, credit card information with unknown persons or companies.

• Be wary of door-to-door sales and solicitations.

• Pause before acting immediately and always consult someone you trust. Anyone who believes they or someone they know to be a victim of a scam is urged to call your local police department. Complaints can also be filed directly with the Westchester County District Attorney’s Office at (914) 995-TIPS (8477) or online at www.westchesterda. net/contact-us/complaint-form. The LOFT: LGBT Community Services Center will also be leasing space at the new mixed-use development. They will coordinate outreach to the eligible LGBTQ+ seniors and assist them with applying for the available units. This ensures that the new development will be an inclusive community that meets the needs of all seniors.

New Rochelle library to celebrate National Library Week with ‘Meet the Authors’

In celebration of National Library Week, the New Rochelle Public Library will host a “Meet the Authors” Exhibition on Saturday, April 29, 1:30-4 p.m.

Nearly twenty authors, all from New Rochelle, will be on hand to share their work. In line with this year’s theme “There’s More to the Story”, attendees will hear firsthand from the authors about their writing process, inspirations, and the stories behind their latest works. The event will be exhibition-style, where attendees can walk around and meet the authors in an informal setting. Authors of both children’s and adult books will be in attendance.

“National Book Week is a time to celebrate the joy of reading and to appreciate the hard work and dedication that goes into writing a book. The Arc Westchester Foundation hosts 17th annual ‘A Matter of Taste’

The Arc Westchester Foundation, which raises public awareness and financial resources for The Arc Westchester’s programs and services for people with developmental disabilities and their families, today announced that its 17th annual “A Matter of Taste” fundraiser, which took place on Wednesday, April 19, at Glen Island Harbour Club in New Rochelle, raised more than $550,000 to benefit people with developmental disabilities. The event, which is back in-person for the first time since the COVID-19 pandemic began, was emceed by actor Kevin Kilner and featured signature cuisine prepared by the finest chefs in the area, accompanied by a wide assortment of fine wines, specialty cocktails and craft beers.

“The funds raised at A Matter of Taste are critical for ensuring people with developmental disabilities have access to a suite of innovative services and enjoy a high quality of life,” said Nancy Patota, executive director of The Arc Westchester Foundation. “We are grateful to the generous sponsors and donors for their support of this event, and to the 23 chefs and 5 beverage sponsors who treated our guests to an evening of fine food paired with fine wine and craft beer.”

This year’s event honored the Masket Family with the Family Partner Award and Zaro’s Family Bakery with the Corporate Partner Award.

The Masket Family’s involvement with The Arc Westchester began in 2011, when Alex, who is autistic, moved into a group home. Focusing on long-term financial stability for the organization, Steve and Elaine have been exemplary ambassadors,

donors, and fundraisers. In 2011, Elaine forged a pivotal and ongoing connection with The Taft Foundation, which has resulted in millions of dollars donated towards cutting edge programs. Elaine and Steve have also devoted themselves to A Matter of Taste, and with their friends, family, and colleagues, have taken the event to a whole new level.

Registration is now open for Westchester Parks pickleball tourney

Join the Pickleball craze! Registration is now open for the Westchester County Parks Pickleball Tournament to be held on Saturday, June 3, at 9 a.m. at Tibbets Brook Park in Yonkers.

Westchester County Executive George Latimer said, “Pickleball is sweeping the nation and becoming America’s fastest growing sport. All you need to play is a paddle, a ball and a good pair of sneakers. This is a sport for residents of all abilities and ages; young and old alike are becoming picklers.”

Westchester County Parks Commissioner, Kathy O’Connor said, “Our mission includes providing safe, clean and affordable parks

and programs that benefit Westchester County residents. We are happy to offer this tournament and four new pickleball courts at Tibbetts Brook Park.”

The mixed doubles tournament is open to men and women, levels 2.5 to 3.5 (no beginners please). Rain date is Sunday, June 4.

The fee is $30 per team, with a maximum of 12 teams. Deadline for registration is Friday, May 19.

County hosts 4th annual Eco Awards

Earth Day was Saturday, April 23, but this year Westchester County Executive George Latimer and the County’s Department of Environmental Facilities (DEF) are celebrating all month with a host of events and activities, including the 2023 Eco Awards earlier today at Glen Island Park in New Rochelle. The Eco Awards recognize outstanding contributions to the environment and sustainability made by residents, students, schools, municipalities, businesses, and other organizations.

The petition shall be directed to the District Clerk, shall be signed by at least 25 qualified voters of the District, shall state the residence address of each signer, the name and residence address of the candidate, and shall describe the specific vacancy on the Board of Education for which the candidate is nominated which description shall include at least the length of the term of office and the name of the last incumbent, if any. Forms complying with these requirements may be obtained from the Office of the District Clerk, 50 Union Avenue, Harrison, NY between the hours of 8:30 A.M. and 3:30 P.M., prevailing time, Monday through Friday. Petitions are due not later than on April 17, 2023 at 5:00 P.M.

NOTICE IS FURTHER GIVEN that applications for Absentee Ballots may be obtained at the Office of the District Clerk, 50 Union Avenue, Harrison, NY. Written requests for absentee ballots must be made at least 7 days and not more than 30 days prior to the Annual School District Meeting, May 16, 2023. If the ballot is to be mailed to the voter, the completed application must be received by the District Clerk no later than 3:45 P.M. (Prevailing Time) on May 9, 2023. If the Ballot is to be delivered personally to the voter, the completed application must be received by the District Clerk no later than 3:45 P.M. (Prevailing Time) on May 15, 2023. No absentee ballot shall be counted unless it shall have been received by the District Clerk not later than 5:00 P.M. on May 16, 2023.

NOTICE IS FURTHER GIVEN that Military Voters who are qualified voters of the District may obtain an application for a military ballot from the District Clerk at 50 Union Avenue, Harrison, NY 10528, Telephone (914) 835-3300 or email: districtclerk@harrisoncsd.org, by no later than 5:00 P.M. on April 17, 2023. The Military Voter may indicate their preference for receiving the application for a military ballot by mail, by facsimile or email. Military ballots will be mailed or otherwise distributed no later than 25 days before the election. FURTHER NOTICE IS HEREBY GIVEN that pursuant to Education Law, Section 2035, Subdivision 2, the Board of Education has adopted a rule with respect to the submission of questions or propositions to be voted upon by voting machines at school district meetings or elections requiring any valid petition or request from qualified voters for the submission of questions or propositions to be voted upon at any such meeting or election, and reserving to the Board of Education the right to edit such questions or propositions without changing the substance thereof for the purpose of preparing ballots for voting machines.

FURTHER NOTICE IS HEREBY GIVEN that although voting machines will be used to record the votes on Tuesday, May 16, 2023, there will be no registration of voters in advance of said meeting. A whirlwind spring

pect it to be each year, rattling off five impressive winds to head into the last few weeks of the season looking like a true threat.

I don’t know why it continues to sneak up on me, but every year— around the beginning of May—I start to wonder where the time went.

The fact that there are just over two weeks left for most sports in the Spring 2023 regular season, means one thing; the school year is almost at an end. As usual, I’m wondering how the passage of time snuck up on me.

And the strange thing is, looking at the way things have unfolded this spring, it seems as though some teams have seen multiple seasons—and incredible runs—all rolled into a few short weeks.

Take the Mamaroneck boys lacrosse squad, which—as of April 8—looked like a team struggling to find its identity, having lost four straight games. Since that point?

And what about the New Rochelle baseball team, which had just two wins as of last week, rattling off four wins in a six-day stretch—all those victories coming against teams .500 or better at game time—to climb back into contention in the Class AA landscape.

It just shows you that as short as the season might be, there’s plenty of time for new storylines and wrinkles to emerge.

Of course, some teams have been—predictably—dominant from the outset. Harrison and Rye Neck softball, both undefeated at press time, fit in these categories as the two squads have mowed down the competition since the outset of the season. For squads on those kinds of runs, the end of the season can’t come soon enough—they’re playing well and want to translate their success thus far into winning meaningful

May games.

So what’s next for this last stretch of the year? It’s tough to say. Winning streaks can start or end, injuries and other factors can dramatically alter the postseason

landscape, and if the first few weeks of the season have proved anything, it’s that high school sports are in a constant state of flux.

So don’t blink, or you just might

miss it. And if you do, it’s going to be a long few months before we’re back in the thick of it.

The Rye lacrosse team came into their April 20 game against John Jay looking to wipe away the taste of a tough loss to Scarsdale from earlier in the week. They did just that, dominating a potential playoff foe and earning a 10-4 win in the process.

Four different Garnets scored multiple goals in Thursday’s win, as Kian McCarthy, Tyler McDermott, Andrew Keller, and Garrett Sullivan all found the net twice. According to McCarthy, that unselfishness marked an improvement for the Garnets.

“I think it came down to being more patient,” said McCarthy. “We weren’t rushing, and that helped us to get better chances.”

The Garnets’ offense was

able to play with confidence, in part, because of the stellar play of goalie Ty Ramachandran, who posted over 20 saves in net. Ramachandran has been a stalwart for the Garnets this year, and McCarthy was quick to credit the sophomore with having a huge hand in the successes this year.

“He’s a leader, he’s so vocal and he really tells the

defense where everyone is supposed to be,” said McCarthy. “He had some unbelievable saves today and that gave us momentum.”

McCarthy hit a personal milestone on Thursday, as a second half goal marked 100 career points, a number he said was sweeter because of the victory.

“Obviously it’s more special to get the goal in a win,”

he said. “That’s the most important thing.”

The victory was especially important considering the fact that the Garnets were coming off an 8-5 loss to Class AA power Scarsdale on Saturday, as Rye was able to recalibrate its mindset and come out strong against the Wolves. McCarthy said that it’s important for his squad to shake off external noise as

they enter the final stretch of the regular season.

“I think we came into the season feeling the pressure of the expectations that people put on us because we’re a Rye lacrosse team,” he said. “But if we’re going to be successful, we need to be able to block that out, come out, and have fun playing; and that’s what we did today.”

The Garnets, now 5-3 will be back in action on Saturday evening, when they travel to Harrison to take on the rival Huskies (1-7). Next week, they’ll take on a trio of tough teams when they square off against Somers (5-4), Eastchester (6-3) and Yorktown (3-4).
