In addition to the ceremony, Latimer announced the annual recognition would appear in digital form outside the West chester County Center. The county is also collaborating with community organizations on several educational and training programs throughout the month of September.

“We want Westchester County to be home to anyone who wishes to join us here, and providing afford able housing opportunities is a big part of that,” Latimer said. “In County government, it is our job to make sure that housing is available, that it is fair and accessible to everyone, and that it is at a price point that everyone can afford. This is about filling a critical need that people have, and we are helping Westches ter’s families when we can get them into decent housing that they can afford.”Latimer has allocated millions of dollars in the budget each year to develop and rehabilitate affordable housing units. A combined total of $50 million that was allocated in the 2022 Capital Budget represents the largest single year commitment to affordable housing in the county’s history.

Westchester recognizes International Overdose Awareness Day

With more than one million peo ple collectively calling Westchester County home, County Executive George Latimer is proving his commitment to the availability and opportunity for affordable housing. Since the start of Latimer’s admin istration in 2018, more than 4,700 affordable housing units have been built, went under construction or are in the pipeline. Through new con struction and redevelopment, homes to buy or apartments to rent, and a designated number of affordable units for seniors, Latimer is ensuring affordable housing is available to everyone, in nearly every town and village in Westchester.

Executive Director of the National Council on Alcoholism and Drug Dependence/Westchester Inc. Joan Bonsignore said: “It is important to bring attention to the international crisis of substance abuse and opioid overdose that permeates our society in the U.S. and around the world. No life is lost in vain. We are coming together to make a difference, and we need to put an end to this fentanyl massacre that is killing our children.”

On Aug. 31, Westchester County Executive George La timer officially recognized “International Overdose Awareness Day” at a ceremony called “A Day of Remembrance and Awareness.” The ceremony took place at the city of White Plains Library Plaza. The event was created to honor the lives of individuals lost to overdose, and to recognize the people, providers and programs working together to reduce stigma and overdose in Westchester County, and New York state. The event was co-sponsored by Westchester County, city of White Plains, National Council on Alcoholism and Drug Dependence/Westchester and other members of the recovery community.

THE REVIEW

Commissioner of the Westchester County Department of Community Mental Health Michael Orth said: “Many lives have been lost and many families have been destroyed because of overdose. Let us stop that on Overdose Awareness Day.”

For additional information on International Overdose Awareness Day and resources here in Westchester County please contact the Westchester County Department of Commu nity Mental Health at 955-5220.

Commissioner of the Westchester County Department of Health Dr. Sherlita Amler said: “Overdose is now the third leading cause of death in our country, and substance use disorder is a complex disease that requires an all hands on deck approach to address. Addiction can disrupt and sadly destroy a family, and the consequences of addiction reach far beyond the addict. On Overdose Awareness Day we collaborate as public health and mental health professionals to help prevent, respond and treat those who are struggling.”

Latimer said: “Overdose deaths can be prevented, and in Westchester County, we are doing everything we can to work together to stop death by overdose. It isn’t always easy to speak up if you think a family member or friend is struggling with addiction, but if you let that intimidation get the best of you, the result could be incredibly tragic. On Overdose Awareness Day, and every day throughout the year, let us come together with our community partners and organizations in the hopes of stopping overdose death in Westchester.”

● Collective participation in the program has re sulted in the reduction of 166,000 metric tons of CO2 in 2021 which is the equivalent of taking 36,800 cars off the road for one year.

The Westchester Power program, regulated by the Public Service Commission, has also laid the groundwork for additional clean energy programs that offer savings including:

After a brief pause in providing electricity supply service, Westchester Power, a program of nonprofit, Sustainable West chester, is set to resume services this Fall for the 24 participating municipalities.

Program Scope The program continues to provide electricity supply to residents of the city of Yonkers (under a sep arate contract through Nov. 30, 2023) and to residents and small businesses in participating Northern West chester municipalities in the NYSEG utility service area (under a separate contract that also runs through Nov. 30, 2023).

● This vetted, proven program offers consumer choice without having to navigate the confusing offers from Energy Services Companies (ESCOs).

Sustainable Westchester to resume community energy service

The New Contract After an open bidding process, a contract has been awarded to Constellation New Energy for a two year term that begins Nov. 1, 2022 and runs until Oct. 31, 2024, with rates as follows: 100% Renewable Supply: 15.128 cents/kWh Standard Supply: 13.364 cents/kWh

“We went into the bid carrying the collective trepidation of all of our experience with this volatile market over the past year which saw Con Edison utility rates as high as 17 cents and averaging over 11 cents through August. Though the new contract rates are much higher than our last contract, we’re pleased that our bid results are competitive with today’s rates for renewable energy from the major ESCOs which range from the low 16 cents to well over 19 cents,” noted Dan Welsh, Sustainable Westchester’s Program Director for Westchester Power. “Staying at the lowest end of comparable offerings, as the program has done consistently in the past, was an important benchmark for us” continues Dan Welsh. The daily news has not shown any signs that the market pressures from the war in Ukraine, natural gas exports, and climate change will lessen. In that context, the fixed price format continues to provide an insurance against this continued market volatil ity as well as serving as a price cap. The consum er-friendly nature of the program offers participants the ability to opt out or in at any time without any fee or penalty.

After a brief pause in providing electricity supply service, Westchester Power, a program of nonprofit, Sustainable Westchester, is set to resume services this Fall for the 24 participating municipalities. The six year-old program continues to serve as the New York State model for community energy programs, offering 100% renewable energy, along with a standard supply option, to residents and small businesses in participat ing cities, towns and villages across Westchester. Marketplace conditions, driven by global events, have resulted in the price of natural gas, the primary driver for the electricity market, more than tripling in just a year and a half. Market volatility and rate uncertainty necessitated a brief pause in the West chester Power electricity service upon the lapse of the previous contract that expired on June 30, 2022. “The goal of the Westchester Power program is to be able to deliver consumer choice, a positive environmental impact and access to renewable energy at competitive rates,” states Nina Orville, executive director of Sustainable Westchester. “The extreme and unexpected market volatility this year forced us to delay the solicitation and ultimately to pause the sup ply service, so we are glad that we will now be able to restore the Westchester Power option for residents and small businesses. While it has been a challenging process, we are grateful to the participating munic ipalities who worked closely with us and continued to show their support for this important clean energy initiative,” she added.

● The fixed-rate structure provides protection from the variable and volatile electricity supply pricing typical of the utility and serves as a price cap for partic ipants for the two years of the current Westchester Power program contract (Nov. 1, 2022-Oct. 30, 2024).

● Nonprofit Sustainable Westchester provides education, clean energy advocacy, and customer service. In this program there is no change in the delivery of your electricity, billing pro cess or emergency response - Con Edison continues to maintain this function. (Please note that Westchester Power is not involved in the rate structure for the delivery of electricity via Con Edison).

● GridRewardsTM, a residential demand re sponse program, that provides energy, money savings as well as the opportunity to earn cash rewards for energy savings action. Residents can find further information and sign-up at sustainablewestchester.org/ gridrewards.●Community Solar, which provides up to 10% savings through solar credits on residents electricity bills. County is offering free back to school vaccine clinic

Dr. Ronald Valenti may have come into the Eastchester School District as the Interim Superin tendent of Schools, but it wasn’t long into his tenure before members of the Board of Education decided that they had, in Valenti, found a longer-term an swer. At the Aug. 23 Board of Education Meeting— less than two months after Valenti first stepped into his role—Eastchester’s Trustees voted unanimously to remove the “interim” tag and appoint the veteran administrator as Eastchester’s permanent Superin tendent starting on Sept. 1.

The Aaa rating reflects the town’s strong financial position benefiting from conservative budgeting and strong operational oversight.

The town supervisor and town comptroller have kept a tight rein on the town’s finances during these challenging economic times. The stable outlook reflects expectations of continued strong operations given the town of Eastchester’s prudent management.

“We are delighted to be given the highest rating a municipal government can obtain from Moody’s. Receiving the lowest interest rates on our bonds translates directly to tax savings and more capital improvements” said Eastchester Town Supervisor Anthony S. Colavita.

On Aug. 19, Moody’s Investors Services reaffirmed the town of Eastchester bond rating of Aaa. This rating applies to the new bond issue and any outstanding debt the town currently has. Moody’s has concurrently assigned a stable outlook.

The Westchester County Department of Health is now booking appointments for its free back-to-school vaccine clinic to assure children have the vaccines they need for school.“Parents should schedule vaccine visits with their healthcare provider as soon as pos sible to be sure their children have the vac cines they need to stay in school. For those without insurance, or who have ChildHealth Plus or Medicaid, the County Health Depart ment can help,” county Health Commissioner Dr. Sherlita Amler. Besides school vaccines, the county also offers influenza and COVID-19 vaccines for children ages six months and older. Children must have their first dose of all required vaccinations within 14 days from the first day of school. Parents and guardians of children must show they have made appointments for all required follow-up doses within 30 days of the start of school. “The Board has unanimously decided to suspend our search for a permanent Superintendent because we strongly feel that the best person for the job is sitting right here next to me,” said School Board President Chrissy Geagan. “I have spent a lot of time with Dr. Valenti over the last seven weeks and he has done amazing work already; he has been thoroughly assessing our district, he has developed multi-year action plans and already begun deliver ing on those goals; we strongly feel that it is in the best interest of our district to allow Dr. Valenti to see his plans through,” said Geagan.” Valenti officially joined the Eastchester School District on Aug. 1, bringing with him a wealth of experience that initially made him an attractive can didate for the interim position. In over 40 years as an educator and administrator, Valenti has served as Superintendent for Westchester’s Blind Brook-Rye Union Free School District and Harrison Central School District, as well as Long Island’s Valley Stream Central High School District and Smithtown Central School District. He has also served as Assis tant Superintendent for Curriculum, Instruction and Assessment at Westbury Union Free School District and Chief Academic Officer of Curriculum, In struction, and Personnel at the Greenburgh Central School District. In his first seven weeks at Eastchester, Valenti has focused on making improvements in three spe cific fields: strengthening school security, improving student outcomes and initiating a district-wide review of the Guidance and College/Career systems. He has made notable progress thus far—partic ularly in the area of security—overseeing the hiring of a second School Resource Officer to protect Eastchester’s elementary schools, and enrolling the District in the nationally-recognized Sandy Hook Promise program, which is designed to help school districts assess and respond to potential crisis situations. For his part, Valenti said he intends to continue setting concrete, achievable goals and using all available data to assess the progress of the school district.“Iam very excited about Eastchester and its future,” said Valenti. “From me, you will always get honesty and transparency, and I think Eastchester wants this journey to continue and wants to reach higher.”

“Wow, 10 years! Still can’t believe we have had the good fortune to put on more than 1,000 shows since 2012 at what is the best live music venue (still) standing in America,” Shapiro said. “The Capitol Theatre is a true one of a kind, as a rock palace like this just can’t be built new. We need more of the energy that these venues create, especially in the times we are in. The magic that The Cap emits is something that lifts both musicians and fans, and our entire team is thrilled to be crossing our 10th Anniversary. We remain su per excited to keep bringing the magic of live music to people from across America, of all ages and backgrounds. Long Live The Cap!!!” Mainstay Phil Lesh added: “Since the beginning of The Capitol Theatre in the early 1970s, between the Grateful Dead, Furthur and Phil Lesh & Friends, I have performed on this stage close to 100 times. Thanks to the fans and Cap Family for helping bring the magical adventure full circle, and congratula tions on your first 10 years!”

The legendary Capitol Theatre in Port Chester celebrated its 10-year anniversary of reopening under Peter Shapiro’s ownership this fall. On Wednesday, the venue an nounced the kickoff of CAP10 season kicked with two sold-out shows from The Avett Brothers on Aug. 27-28, continuing revelries through the end of 2022 with Ben Folds, The National, Pink Floyd’s Nick Mason, ZZ Top, Steve Vai, Jeff Beck, Rick Springfield, Lindsey Buckingham & nine nights with Grateful Dead co-founder Phil Lesh. Sept. 23 will also be officially proclaimed The Capitol Theatre Day in Port Chester, commemorating what The Cap stands for: live music, community, and spreading joy into the world through concerts. There will also be community volunteer events, a CAP10 beer brewed exclusively by Captain Lawrence, newly designed merch, unreleased archival video, and more.

Built in 1926 and listed as a Nationally Historic Place, The Capitol Theatre has become one of rock ‘n’ roll’s most iconic venues. Featuring top of the line acoustics, a 65-foot domed ceiling, and a state-of-the-art lighting and projection system, the venue has welcomed every artist imaginable, from The Rolling Stones, David Bowie, Bob Dylan and Tame Impala to Lauryn Hill, Kevin Hart, Snoop Dogg and Kacey Musgraves. Designed by celebrated architect Thomas Lamb in 1926 and listed in The National Reg ister of Historic Places, The Capitol Theatre is located 30 miles from NYC, accessible via I-95 and the Port Chester Metro-North train station. The 2,000-capacity theater, known as “the original rock palace,” showcased legends such as Traffic, the Grateful Dead, Black Sabbath, Chuck Berry, David Bowie, Janis Joplin, Pink Floyd, and The Rolling Stones. Jerry Garcia called it one of his two favorite venues in the USA. In 2012, The Capitol Theatre underwent a major renovation under the guidance of music entrepreneur Peter Shapiro. Since then, it has hosted major performers including Bob Dylan, Phil Lesh, Ringo Starr, Joan Baez, Skrillex, Bonnie Raitt, Snoop Dogg, Kacey Musgraves, The Strokes, Tom Petty, Cyndi Lauper, and Willie Nelson, as well as co medians like Kevin Hart and Amy Schumer. The New York Times raves: “A rock theater that looks and sounds as good as the Capitol is some thing to celebrate.” The Capitol’s inner-sanc tum bar and music club, Garcia’s, was named for Jerry Garcia in partnership with his family. A venue of its own, Garcia’s showcases local artists and nationally touring acts across the musi cal spectrum.

Port Chester’s Capitol Theatre celebrates 10 years

As fall sports officially kick off their seasons this week, stu dent-athletes from around the state are champing at the bit, prepared to put a long preseason of work to good use. They’ve spent the last two weeks training in the August heat, trying to ready themselves for the challenges ahead. Not to toot my own horn, but I’ve been working hard with the fall season in mind as well and I’m at the peak of my powers for the start of the 2022 campaign—albeit with one huge caveat. You might not realize it, but much like our soccer, field hockey and football players need a pre season to get into game shape, so do photographers. And while I might be on top of my game when it comes to the other field sports, I’m heading into this season knowing it’s going to take me a while to find my footing on the gridiron.Itgenerally takes a few photo sessions before you begin to feel comfortable shooting a sport; for a photographer, getting used to the ebbs and flows of a game is crucial, so familiarity with a sport comes into play with positioning and following the action. Luckily I’ve been able to catch a few preseason scrimmages for most sports this summer, but foot ball is a different beast entirely. In most years, this weekend would be my “cram” session for football; a week of scrimmages that would serve as a jolt to the system in terms of remembering how to shoot the game. But with so many teams opting for Week Zero games this year, I’m being thrown directly into the fire. Sure, I’ve been to a few work outs, but there are few sports practices in which it is harder to replicate an in-game scenario than in football.Myfirst test is going to be up in Cornwall, as I’m getting ready to cover Rye’s football team against the Dragons on Friday night. It’s a night game, on an unfamiliar field—I have no idea about the light situa tion in Cornwall—which adds to the degree of difficulty. Will I come away with enough good photos? I’m sure of it; I’ve been doing this a long time and I can get the job done even when I’m not at my best. But will this also serve as a learning opportunity for me? Of course; this is essentially my scrim mage for the year. Hopefully I can work out the kinks, and by the time Week One rolls around, get myself into midseason form. Practice makes perfect, they say; and boy do I need the prac tice.

The importance of practice

By MIKE SMITH Sports Editor Throughout the years; the Rye boys soccer team has subscribed to a simple philosophy; the only way to get better is to play the best competition around. On Aug. 29, the Garnets put themselves through a stiff pre-season test against perennial Class AA con tender New Rochelle in the hopes that it will get them ready for a solid campaign this fall. And even though the Garnets might have seen a two-goal lead evaporate in a 3-2 loss to the Huguenots, head coach Jared Small is confident that his team will be able to learn greatly from the exhibition tilt. “When you look at our first four games, we have teams like Pelham, Mamaroneck, Yorktown and Scarsdale on there because we want to set the bar really high,” said Small. “And I think that was a really good job by us the first time out, and it’s going to help us evaluate some things moving forward.” Max Vandervoort and captain Henry Field gave the Garnets an early lead on Monday, and both should fig ure to play a big role for the club this year. Small counts Field among the most tech nically sound players on the pitch and said that Vander voort has made tremendous strides coming into the 2022 season.“Max has done a really good job this summer,” said Small. “He’s probably been our most improved player, both in terms of his mentality and the product on the field.” Small is also looking for contributions from returners like Jack Childs—an all-sec tion player who has battled the injury bug over the last few years—as well as Jonas Van Beurden, a four-year varsityCharliestandout.O’Rourke will be sliding into the center back position this year, and Small believes that O’Rourke has benefitted greatly from play ing alongside graduated star Jack“CenterForman.back has always been a position where we’ve had good leaders,” said Small. “And I think in Charlie, you’re seeing him become a stronger, more talented player.”Julian Koide, a first-year, varsity player, has impressed the Garnet coaching staff thus far with his creativity. “He’s played outside the program in the past, and is very clever with the ball,” said Small.Rye opens up on Friday with a league match against Pelham, and Small said he is hoping to see his team take their experience against New Rochelle into their first regular season contest of the year. “New Rochelle had some big guys that came in in the middle 40 minutes of the match and that changed the dynamic,” said Small. “Pelham always has big strong players, so we’re just hoping that we learned how to counter that.” sports@hometwn.comContact: Players from Rye and New Rochelle go up for a header on Aug. 29. The Huguenots and Garnets squared off in a preseason scrimmage that paid dividends for both teams.
