County police to increase enforcement

Gov. Andrew Cuomo has laid out the following guidelines for the distribution of the vaccines in New York Phase One Vaccine Recipients

Westchester County police will be conducting increased enforcement through New Year’s Day to curb speeding, aggressive driving and driving under the influence of drugs or alcohol. “Our goal as always is to do everything we can to keep Westchester’s parkways safe for those who will be traveling on them during the holiday season,” Commissioner Thomas A. Gleason said. “There is zero tolerance for drivers who put others at risk by speeding, driving aggressively or driving while impaired.” Gleason also said the county police are prepared to respond to flooding or other emergencies that may result from a potential storm. Patrol officers will be deployed to close parkways or sections of parkways that become flooded. Additional Emergency Service Unit, ESU, officers will also be on duty. ESU officers carry equipment that can be used to clear downed trees that are blocking parkways and are trained to conduct rope rescues and swift water rescues of persons trapped by flooding. The commissioner said county police have observed an increase in speeding and other aggressive

driving this year because traffic volume was lighter due to the pandemic. County police have continually conducted enforcement throughout the year, issuing more than 13,000 summonses for violations of Vehicle & Traffic Law. The Department of Public Safety and other agencies in Westchester are participating in a STOP-DWI enforcement campaign that will began on Dec. 24 and continue through New Year’s Day. The county police will be increasing its enforcement of Driving While Intoxicated laws along the Bronx River, Cross County, Saw Mill and Hutchinson River parkways. The county’s Office of Drug Abuse Prevention and STOPDWI assists in coordinating joint law enforcement initiatives such as the current enforcement campaign. The Office of Drug Abuse Prevention and STOP-DWI also conducts numerous programs for schools and community groups to educate the public about the dangers of impaired driving, the increased certainty of arrest and the serious penalties faced by drivers convicted of DWI. County makes history, establishes 3 new youth bureaus Westchester County Executive George Latimer and the Westchester County Youth Bureau are pleased to announce the establishment of the Ossining Youth Bureau and the reestablishment of the Port Chester and Yonkers youth bureaus. “Across the county generations of parents, young adults, and youth have benefitted from Youth Bureaus,” County Executive George Latimer said. “Prior to the economic devastation brought on by COVID-19, discussions surrounding the need for social, emotional, physical, educational, and economic supports were ongoing; but the pandemic made this more pronounced. This historic addition of three Youth Bureaus in Westchester stands as a clear reminder that we are investing in [the] county’s children, youth, and families.” Westchester County has become the first county to establish a new youth bureau since the 1980s. “For decades local governments have contemplated the feasibility of starting or reviving municipal Youth Bureaus; yet, efforts did not advance until recently, when key community members,

local and county governments, and the Westchester County Youth Bureau began developing local strategies to address the multitude of children, youth, and family’s needs,” said Dr. DaMia Harris-Madden, county Youth Bureau executive director. A youth bureau is an agency created by counties and cities, or a town or village with a total population of 20,000 or more, for the purpose of planning, coordinating and supplementing the activities of public, private and religious agencies devoted to the welfare and protection of youth. “Now more than ever, we need to reengage our young people with programs and enhanced offerings that can tackle their growing needs,” said Anthony Landi, Yonkers Parks, Recreation and Conservation commissioner. “Special thanks to the County and our local community-based organizations for their support in investing in our next generation.” Port Chester Mayor Richard Falanka said, “It is our hope that its mission shall be to continue to work hard with our local youth so that they may gain valuable experience and measurable skills that

will in turn improve their confidence as abilities as they prepare to be successful members of today’s society. Many of our youth have already expressed that they have great pride in having successfully completed various work programs provided by the village government. Many of our youth received compensation for the first time in their young lives which contributed to needs of family life during the COVID-19 pandemic. The Port Chester Youth Bureau will continue to build a foundation of progressive programming that will create youth leaders through workforce empowerment.” Frank Williams, the executive director of the White Plains Youth Bureau and President of the Association of New York State Youth Bureau Association said, “Youth Bureaus rely on the evidenced based Positive Youth Development philosophy. We approach working with children and youth through a strength-based formula that allows youth to develop skills and competencies so they can transition into self-sustaining adults, exercise their voices, and increase their awareness of leadership and civic duty..” (Submitted)

Healthfirst donates 150K meals to Feeding Westchester Healthfirst, one of the nation’s largest not-for-profit health insurers, has made a generous donation to Feeding Westchester. The funds will help Westchester County’s largest nonprofit hunger relief organization provide nutritious meals for nearly 40,000 families (or 150,000 people) this holiday season by stocking their Mobile Food Pantry and Fresh Market Program with more than 88,000 pounds of food. “The economic crisis caused by the pandemic has led to devastating consequences for those who were already struggling,” said Pat Wang, president and chief executive officer of Healthfirst. “For many of our members, including one million Medicaid clients, food insecurity has always been an issue. Consumer Protection warns against Covid-19 vaccine scams

The Westchester County Department of Consumer Protection is warning all Westchester residents to be vigilant for Covid-19 vaccine scams as we enter the next phase of the pandemic. “There are vaccine scams out there,” Westchester County Executive George Latimer said. “People may solicit you, may sound professional and look for money and information from

you to get a vaccine. Don’t fall for it and don’t pay attention to it.” “If you get a call, text, email or even someone knocking on door claiming they can get you early access to the vaccine, hang up, delete or close the door—stop all communication immediately,” Consumer Protection Director Jim Maisano said. “It’s a scam every time.”

“Also, beware of scammers or even salespeople offering to sell you unnecessary products, treatments or medicines to prevent the virus—always check with your doctor first,” Maisano said. The Larchmont Mamaroneck Lions continued their holiday tradition of bell ringing for the Salvation Army. On Saturday, Dec. 19, eight Lions rang bells on Mamaroneck Avenue in Mamaroneck and on Palmer Ave-

nue in Larchmont. The latter location was adjacent to the Lions Holiday Christmas Tree, which was part of the Village and Chamber of Commerce tree decorating competition (won rightfully by the Girl Scouts.

Women’s Advisory Board holds first virtual town hall The Westchester County Women’s Advisory Board, WAB, held its first ever virtual town hall event—entitled “Staying Sane in a Pandemic”—aimed at providing helpful answers and resources to Westchester’s women during these unprecedented times. The session began with a welcome by County Executive George Latimer, who thanked the WAB for hosting the important event. “This event is another example of the innovative work being done by Westchester County to reach residents with the vital information they need during a

time when traditional ways of reaching residents are not accessible,” Latimer said. “Congratulations to the WAB on their successful first event.” The event was moderated by Nicole Benjamin JD, LMSW and included presentations by Larchmont Mamaroneck Counseling Center Clinical Director Alan Dienstag, Director of the Office for the Aging in the City of Yonkers Kelly Chiarella and Soledad Soriano-Kaplan, a certified stress management specialist, certified yoga instructor and certified aromatherapist. The presenters focused on topics including self-care, under-

standing that it’s “okay not to be okay” and resources for parents of children also struggling to cope with the changes this pandemic had brought. Robi Schlaff, county Office for Women, OFW, director, said, “The OFW and WAB are committed to providing women resources they need—especially in these tumultuous times. Gleason.

Eight new police officers were sworn into the ranks of the Westchester County Police last week by County Executive George Latimer and Public Safety Commissioner Thomas A. Gleason. The eight officers have previous police experience and transferred to the Department of Public Safety from three municipal police departments in Westchester. The new officers are: Clinton Boxhill, Abdu Lawrence, Conrado Builes Ramirez, Alberto Ramos, Rasau Romeo, Nicholas Smith, Thomas Hagan and Kristin Reilly. “This is a diverse group of officers who bring significant experience and talents to the Westchester County Police,” Latimer said. “We are pleased to have them in our ranks and I wish them much success in their careers with the County Police.” Latimer also noted that a civil service exam for police officer positions is tentatively planned for May 2021, but might have to be delayed because of Covid-19 concerns. He encouraged those who are interested in a police career to watch for announcements from the county early next year. The civil service exam, administered by the Westchester

County Department of Human Resources, is used for hiring new police officers for the county police, the police departments in the cities of Rye and Peekskill, and all town and village departments in Westchester. “You must take the civil service exam to become eligible to be hired as a police officer and be admitted to the Westchester County Police Academy,” Latimer said. We will be working hard to publicize this opportunity and will hold recruitment events across Westchester to try to ensure that a diverse group of people take the exam. We want our local police departments to reflect the entire Westchester community—and that begins by having a diverse group of applicants take the test.” When exam details are finalized, the county will post the information on westchestergov.com and its social media channels. As for the county’s newest officers, Gleason said they have been assigned to the uniformed

Patrol Services Division and will begin field training immediately. During field training, each officer is teamed up with a Field Training Officer to become familiar with county police policies, procedures and all patrol posts, including parkway patrols, County parks and facilities, the Westchester County Airport and municipal precincts in Mount Kisco and Cortlandt. The new officers will be given a permanent patrol assignment upon completion of their field training, Gleason said. The eight new officers were sworn in Monday, Dec. 14, following a promotion ceremony at the Westchester County Police Academy attended by Latimer and Deputy County Executive Ken Jenkins. Promoted from sergeant to lieutenant were Vincent Antonecchia, Robert Ess and Anthony Morizio. Promoted from police officer to sergeant were Kyle McCarrick, Isai Moreira, Francis Pagliuca and Mark Shkreli. “I welcome our newest officers to the WCPD and congratulate those we have promoted,” Gleason said. “We are expecting great things from all of them.” (Submitted)

Obituary Rolf Eric Skoglund age 89, passed away at his home in Bridgewater, NJ on August 26, 2020. He was born on March 31, 1931 in Orby, Sweden to Eric and Anna Skoglund. Both parents passed away before Rolf’s was 6 years old and he immigrated to America to be raised by his maternal uncle Kenneth Lindstrand and his wife Emily of Mount Vernon, NY. He graduated from A. B. Davis High School in 1949 and went on to graduate from SUNY Maritime College at Fort Schuyler, Throggs Neck, NY in 1954 with a BS in Mechanical

Engineering. As a teenager he worked at companies near his home in the Chester Heights section of Eastchester, NY including Hanna Service Station and the Chester Heights Bakery. After graduating college he worked in Engineering including power and air pollution control rising to executive positions at firms in the tristate area. He retired as a consultant to the Port Authority of NY and NJ in 2000. He was also active in the community including becoming a Grand Master of the Gramatan Lodge #927 of the Masons in

Bronxville, NY. Rolf married Moreen Hanna of Eastchester, NY in 1956 where he oversaw the construction of their home in the Chester Heights section of Eastchester, NY. He was constantly engaged in various projects including home improvement projects and building a custom automobile. He was known as a helpful neighbor and member of his extended family. He is lovingly remembered by his wife of 64 years. He is survived by his wife Moreen and their three children Kenneth, Gordon and Karin.

23 firefighters graduate from county fire academy Twenty-three recruits from seven Westchester fire departments graduated on Dec. 19 from the Westchester County Career Chiefs Fire Academy. The new firefighters were awarded their certificates during a graduation ceremony held at the Department of Emergency Services, DES. Due to the ongoing Covid-19 crisis, a scaled-down ceremony was conducted and

streamed live for family members and others to observe. The ceremony itself was limited to the recruits, chiefs or commissioners from the seven departments, a few dignitaries and members of the Fire Training Division at DES. County Executive George Latimer addressed the graduates and noted that they were first fire recruits to contend with the

Covid-19 pandemic during their training. Two weeks of their 17-week training were conducted virtually and other protocols were put in place to ensure social distancing and safety. He told the graduates that they reminded him of his late fatherin-law, who had had been a career firefighter. “I see in you what I saw in him—a certain discipline and a certain ability to put yourself out

there physically, mentally, emotionally to deal with things that the rest of us don’t deal with and aren’t trained to do,” Latimer said. “We turn to you for those things.” Latimer noted that the graduates all successfully passed the National Certification exams for Firefighter I, Firefighter II and Hazardous Materials First Responder Operations. They also all successfully completed the required Candidate Physical Agility Test. “Firefighter training is both

academically and physically demanding,” Latimer said. “I congratulate the graduates for all they accomplished at the Career Chiefs Fire Academy.” Chief James Seymour of the Scarsdale Fire Department also addressed the graduates and congratulated them for persevering in a unique training environment. “On behalf of the Westchester County Career Fire Chiefs Association, I would like to first thank all of the staff for another successful academy especially during these unprecedented times. I would like to congratulation the class 01-2020 and wish them a long, successful, healthy career,” Seymour said. Richard G. Wishnie, acting commissioner at DES, thanked DES staff and the instructors from numerous fire departments who trained the new firefighters during the 17-week Fire Academy program. “The fire service and the staff here at DES are committed to providing the most rigorous training possible to prepare firefighters for the job that is ahead. We know these probationary firefighters are prepared to meet the challenges that come with being a firefighter today,” Wishnie said. (Submitted)

A fitting end to 2020 LIVE MIKE Mike Smith

Call it what you will—maybe a “Christmas weekend miracle”—but it looks like the Giants will be playing meaningful football in January. But as thrilling as it may be for fans of Big Blue to still have a chance to see their hometown team in the postseason, it’s my solemn duty as a sportswriter to remind you that “meaningful football” is not necessarily interchangeable with “good,” or even “fun.” At 5-10, with just one game to go, the Giants should not— in any normal year—be considered playoff hopefuls heading into the final week of the season. But as we’ve learned throughout the last nine months, 2020 hasn’t been your typical year. In an ordinary year, a Week 17 schedule that pits Washington against Phila-

delphia and the Giants against the Cowboys with all but one team—the Eagles—gunning for a postseason berth would be any football fan’s dream scenario. This year, however, it’s an aberration, a macabre punchline about the dearth of talent in the division. Let’s face the facts; all of these teams stink. It doesn’t matter what happens this weekend, whichever team manages to secure a playoff spot will be well below .500 for the year, made even more glaring by the fact that teams like the Colts— who play in the loaded AFC— might miss out on the playoffs despite posting an 11-5 record. But my issue with the NFC East this year isn’t the lack of talent, it’s the lack of exciting football being played. Conventional wisdom would have you believe that, as long as two professional teams are evenly matched, they should be able to have a competitive, entertaining contest. But injuries, plus

the lack of talent—particularly at the quarterback position— for these teams turn each battle of NFC East rivals into an interminable slog chock-full of blown assignments and missed targets. Talent-wise, the division isn’t so far off from some of those lousy teams the AFC East has trotted out there over the last decade or so. The big difference, however, is that the AFC always had the Patriots locked onto their spot in first place, lending at least an air of credibility to the division as a whole. This year, the best thing I can say about the NFC East is that games between its members have certainly helped me catch some glorious afternoon naps. Thankfully, we’ve only got one more week of this farce, one last gasp for the dreadful teams in this division before one of them is served up as a sacrificial lamb in the first round of the playoffs. That postseason loss will be the

final straw, the ignominious end to a lousy year of football. But will I be watching on Sunday, hoping the Giants can

be that sacrificial lamb? I sure will! There’s not a whole lot else on television these days, anyway. Besides, I just might

need a good nap.
