Sustainable Westchester’s electricity supply faces short-term pause For the first time in six years of supplying electricity to customers in participating municipalities in the Con Edison utility service territory, the Westchester Power Community Energy Program’s electricity supply will experience a temporary pause. It is important to note that electricity service will not be interrupted in any way. The rapid rise in energy prices, spurred by the war in Ukraine, has made securing long-term contracts more difficult. Program administrator, Sustainable Westchester, a nonprofit consortium of municipal governments, continues to seek the best economic value for its 100% renewable and standard supply options. During the upcoming pause, electricity supply customers will be returned to standard Con Edison supply with their first meter read after June 30. It should be noted that this does not affect the city of Yonkers as they are on their own Westchester Power contract through November 2023. It also does not affect participating municipalities in the NYSEG utility service territory. “Sustainable Westchester’s Westchester Power program has demonstrated the value of a community-wide clean energy offering. Unfortunately, the global disruption in energy

markets has affected our ability to execute a contract for continuous service of participating municipalities in the program in ConEd service territory, excluding Yonkers, which has a separate contract. We are taking this opportunity to

consider how the program can be administered to still capture and provide the same benefits, but to allow for more nimble procurement,

Westchester County District Attorney Miriam E. Rocah announced a comprehensive gun safety plan following a sweeping series of state and local legislation strengthening New York’s gun safety laws in the aftermath of the Uvalde and Buffalo shootings. “As a mother of two schoolaged children here in Westchester, I feel the same fear so many parents experience each day when they send their kids off to school. Recent events around the country have made it clear that we cannot let our guard down anywhere, including here in Westchester County, to keep our children and families, our teachers and first responders, our neighbors and communities safe. So today I am putting forth a five-point plan to highlight how my office is doing—and will do—everything within our power to ensure New York’s strong gun safety laws are used as effectively as possible,” Rocah said. “This epidemic has become so pervasive that, for the first time in our nation’s history, gun violence is now the leading cause of death for children and adolescents in this country. We simply cannot accept this.” DA Rocah’s Gun Safety Plan: 1. Getting Guns off Our Streets: There are more guns in circulation in our country than ever before. We are working to get illegal guns off our streets through: • Coordinated operations with

our law enforcement partners at the local, county, state and federal levels. The largest operation to date resulted in the seizure of more than 100 guns, including “ghost guns,” body armor and high-capacity drum magazines, silencers, ballistic vests, counterfeit police shields and significant quantities of ammunition. • Gun buybacks like the one we had in New Rochelle last year in partnership with the New York State Attorney General and New Rochelle Police Department. We pledge to use office forfeiture funds to continue efforts in the community toward more gun buybacks. We are ready to expand our work with municipal partners immediately. • Tracing origins of seized guns used in crimes across our communities, and launch investigations and prosecutions whenever possible. • Intelligence and data sharing between federal, state and local law enforcement partners and analysts from our Crime Strategies Center who are embedded with High Intensity Drug Trafficking Area, HIDTA’s, Gun Violence Strategy Partnership. 2. Prosecuting Gun Crimes: We will continue to aggressively investigate and prosecute crimes involving guns and gun violence, including violent gang cases and firearms trafficking. • Launched the Gun & Gang

Rye Poetry Path installed at Edith G. Read Wildlife Sanctuary Poetry and nature go hand-in-hand at Edith G. Wildlife Sanctuary in Rye, with its installations of poems as part of the Rye Poetry Path. The Rye Poetry Path is a collaborative public art installation designed to spark reflection and conversation around themes of community, conservation, and social justice. Read Sanctuary is in the process of installing poems and when complete, will have 16 poems placed throughout the Sanctuary. “As a resident of Rye and an original member of the Friends of Edith Read Sanctuary, I’m thrilled to see this collaborative effort bring together the serene beauty of the area with inspired poetry,” said Westchester County Executive George Latimer. Next to each poetry exhibit, visitors will see a rock with a QR code to scan, which will provide details about the poem and poet. Rye Poetry Path Founder, Amy Vijayanagar, said, “We’re so grateful to our Poet in Residence Iain Haley Pollock and to the many non-profit organizations, artists, sponsors, and volunteers that have come together to

make this project happen. We hope the poems help people pause and reflect and connect in new ways with our beautiful green spaces and with each other.” The Rye Poetry Path is a collaborative effort between the Rye Arts Center, the Rye Free Reading Room, the Rye Historical Society, Rye Town Park, the Edith G. Read Wildlife Sanctuary, Rye Country Day School, and the Friends of Rye Nature Center. Additional locations where poetry can be viewed are Rye Town Park, Rye Nature Center and the Knapp House. “Edith G. Read Wildlife Sanctuary is one of our most tranquil parks and is the perfect place to take in the poetry and reflect,” said Kathy O’Connor, commissioner of the county Department of Parks, Recreation and Conservation. Edith G. Read Wildlife Sanctuary is located at 1 Playland Parkway, Rye. Members of Friends of Edith G. Read Wildlife Sanctuary can park at the Sanctuary for free. Membership may be obtained here. Virginia man indicted on murder charges in New Rochelle Westchester County District Attorney Miriam E. Rocah announced that Virginia resident Percell Ross Blakely was indicted for robbing and fatally shooting a New Rochelle man in 2021. Ross Blakely, 52, of Covington, Virginia, was indicted by a Westchester County Grand Jury for Murder in the First Degree, two counts of Murder in the Second Degree, two counts of Robbery in the First Degree, and Criminal Possession of a Weapon in the Second Degree, all felonies. The defendant was arraigned on June 2, 2022, and is being held without bail. The Indictment alleges that on Oct. 14, 2021, at approximately 2:46 a.m., Ross Blakely forcibly stole property from and shot 62-year-old Andres Valenzuela on Main Street in New Rochelle. The victim was transported to New Rochelle Hospital, where he died. The New Rochelle Police Department arrested Ross Blakely on Oct. 17, 2021, following an investigation, with assistance from the FBI’s Westchester Safe Streets Task Force, the Real Time Crime Center of the Westchester County Department of Public Safety, the Covington Police Department, the Fairfield Police Department and the New Haven Police Department.

The case is before Judge Anne Minihan in Westchester County Court, and is being prosecuted by Senior Trial Counsel Brian Bendish and Assistant District Attorney Catalina Blanco Buitrago. The charges against the defendant are merely an accusation, and the defendant is presumed innocent unless and until proven guilty.

Pasciuti H.O.P.E. Center for Memory Care” in recognition of the doctor’s ongoing generosity. An educator and counselor in the New Rochelle School District for 40 years, Pasciuti has been a resident of The Osborn’s Sterling Park Independent Living Community for 20-plus years and has spearheaded fundraising for scholarships benefitting children of

Looking forward to what to expect next, the following checklist will be helpful for residents and small businesses to navigate the coming changes: • Effective July 1, participants who receive either the 100% renewable or standard electricity supply offering through Westchester Power in the Con Edison utility territory will begin reverting to the default Con Edison electricity supply. • There will be no interruption of your electricity service. • You will receive a mailing notice from Sustainable Westchester about this change in the coming week. • You will then receive a notice from Con Edison confirming your switch to their electricity supply. • You can find further information, including a copy of the Sustainable Westchester letter and the notification card from Con Edison, Westchester Power electricity supply offering participating mu-

nicipalities, program FAQs, and current/historical rates at westchesterpower@sustainablewestchester. org. The program, in its sixth year, currently provides the default electricity supply to approximately 92,000 residents in 24 municipalities within the Con Edison utility service area. Earlier this year, the city of Yonkers (in the ConEd utility service area) joined, but remains unaffected by this pause as it is on its own contract [as do residents in the NYSEG utility area, thereby they are unaffected]. The following Con Edison territory municipalities that participate in the program will be affected by this temporary electricity supply pause. Westchester County is launching Planting Westchester, a community-based initiative to promote climate solutions, restoration of natural systems and food security.

Latimer announces nature-focused Planting Westchester initiative

County Executive George Latimer announced the launch of Planting Westchester. This collaborative, community-based initiative encourages and empowers Westchester residents, municipalities, schools, businesses and local organizations to promote climate solutions, restoration of natural systems and food security. “It’s no secret that we need to embrace sustainable practices to ensure a healthy future for Westchester County and its residents,” Latimer said. “We’ve assembled a task force of volunteer specialists from across the County to help launch Planting Westchester to establish a unique collaboration between residents, local municipalities, businesses, not-for-profits, houses of worship and schools which addresses food insecurity, climate change, heat islands, flooding and the health and well-being of our most vulnerable populations.” Planting Westchester encourages the planting and proper management of plants and trees located on public and private land in our urban and suburban communities and will include everything from forestland to street trees to community gardens to container gardens. Additionally, via the Planting Westchester website, the county has developed and provided educational resources on the benefits and methods of planting trees and gardens for all reside

Westchester County Director of Energy Conservation and Sustainability Peter McCartt said: “Planting Westchester applies science-based, socially-equitable decision making to protect, maintain, and restore the natural resources, food systems, and climate resilience of Westchester County. Data collected will be incorporated into the Office of Energy Conservation and Sustainability update to the County Climate Action Plan.” The project focuses on the co-benefits of native plants and trees, pollinator pathways, healthy yards and biodiverse habitats. Experts from across the county have curated the best relevant resources on best practices to plant, maintain and manage: • Backyard Fruit Trees • Backyard vegetables • Community gardens • Container gardens • Invasive Species • Native Plants • Planting by Water • Soil health • Trees The Planting Westchester website includes links to fact-based research, how-to videos, blogs, up-

coming events, demonstration projects with contact information, photos of native plants and trees, and materials on how to identify and manage common invasive plants. The site also provides real-life examples from residents of the work being done by individuals and organizations in Westchester’s cities, townships and villages. “Over 100 Westchester scientists, educators, botanists, PhD’s, and self-taught individuals generously offered their professional expertise to contribute to the Planting Westchester website,” said Millie Magraw, county Department of Planning program coordinator. “These highly knowledgeable individuals spent countless hours carefully curating the most relevant resources depicting the best practices to plant and maintain our natural environment. These resources, available on the Planting Westchester website, are now easily accessible to all. It’s a true testament to the spirit and commitment of these individuals who are devoted to addressing climate change and environmental injustices. Initiative in August 2021 to prevent violent crime utilizing a precision policing and prosecution model focusing on violent offenders through short- and long-term violent crime investigations, in partnership with the FBI’s Westchester Safe Streets Task Force, the U.S. Attorney’s Office for the Southern District of New York, Westchester County Department of Public Safety, Mount Vernon Police Department, New Rochelle Police Department and Yonkers Police Department. • Continue our investigations into the proliferation of untraceable “ghost guns” and utilize traditional and non-traditional investigative techniques to prevent prohibited persons from possessing guns. • Prosecute those who make threats of violence knowing how these threats terrorize and traumatize our communities. 3. Promoting Safe Firearm Storage and Red Flag Law Education: During the last 17 months, our office has proactively worked with partners across Westchester to increase community awareness about gun safety. • Launched the Safe Storage Program, in partnership with Moms Demand Action and Westchester school districts, to help reduce the risk of school shootings and gun suicides among young people. The program provides valuable resources on gun safety to Westchester school districts, which includes sending every student home with information on the importance of keeping guns safely secured and out of the hands of children and teens. As part of the program, the countywide Be SMART virtual training focuses on increasing awareness of safe firearm storage practices and highlighting ways families can help reduce the number of child gun deaths. • Held numerous trainings for law enforcement departments and school districts, and partnered with federal law enforcement, experts and advocacy groups to increase awareness of New York’s Red Flag Law, which allows authorities to prevent individuals who show signs of being a threat to themselves or others from possessing or purchasing guns through Extreme Risk Protection Orders (also known as ERPOs). Our trainings have already resulted in an increase in the number of ERPOs. This valuable law has now been strengthened and we will expand our efforts to ensure greater understanding and use of the Red Flag Law with health care workers, who are now covered under the law as petitioners and may apply for an ERPO, as well as youth sports organizations. • For the first time in the history of the Office, we are now tracking the number of ERPOs sought and obtained. • In our continuing education efforts, we will hold a community forum on gun safety at the end of June. We are also speaking to PTAs across the county on school safety starting next week with the Westchester/ East Putnam PTA Spring Conference. 4. Early Intervention and Mental Health: Together with the Westchester County Department of Community Mental Health and other community partners, we will focus on diversion and treatment for first-time, non-violent misdemeanor offenders, expanding our successful Fresh Start initiative countywide this month. We are also working with our partners in the court system to launch a misdemeanor mental health court in Westchester County later this year. Data shows that treatment and early intervention prevent first-time offenders from turning into violent felons down the road. 5. Fighting Extremism: We will continue our valued partnerships with county organizations that work to combat extremism. We will continue our trainings for law enforcement to ensure they have the information they need to understand extremism when they see it. Our Crime Strategies Center will work with our law enforcement partners to monitor extremism on social media where warranted. We have also assigned one of our investigators to be embedded with the FBI’s Joint Terrorism Task Force for the first time in nearly a decade.

On to next year It wasn’t the way anyone wanted the season to end, but to be far, most people didn’t see the season going this far anyway. On Jun 11, the New York Rangers lost in Game Six of the Eastern Conference Finals, falling 2-1 to the two-time Stanley Cup Champion Lightning after holding a commanding lead at one point in the series. And while we can all admire the improbable run the Rangers made this past season, it’s impossible for a season to come to an end without a ton of swirling— and sometimes conflicting—emotions. Obviously, you’ve got your general despair. Sure, I didn’t expect the Rangers to even get past their first round opponent in the Penguins, but once a team gets on a run, all of that guarded optimism makes way for irrationality. I’m about as cynical a fan as you’ll find, but I have to admit; with the

Rangers up 2-0 on Tampa early in this conference finals series, I was already envisioning next round’s matchup against the mighty Avalanche and thinking about how cool it would be to see the Blueshirts hoist a Stanley Cup for the second time in my life. Having the rug pulled out from under me was tough, but especially because I had succumbed to the hype, something I told myself that I wasn’t going to do. But there’s another feeling going around in Ranger-land, and it’s one that’s much more troubling to me; hope. Conventional wisdom was that this is a hockey team that’s going to be good for a while. The Rangers have a great young goalie, some solid, young players under team control for a number of years, and most would say that, even without the deep playoff run, this is a team in ascendence, one that will compete for a cup for years to come. But sports are a funny thing. Sometimes one magical run doesn’t portend a stretch of continued success, it’s just that; a one-off. The Rangers do have a terrific net-minder, but they’re also a team

facing a lot of salary cap-related decisions on this offseason. This team won’t look the same next year, nor should it. This group was special, but it was also one that struggled in a number of ways. Outside of power play chances, the team was anemic offensively and will need to bring in more scorers to rectify that. But what does that do to the team’s mojo and personality? Time will tell. And the future of head coach Gerard Gallant is another question mark. Over the course of his career, Gallant has been the type of coach who will arrive on a team, orchestrate a terrific run in year one, and then promptly wear out his welcome. Will it happen here? Again, we’ll see. One good year does not a dynasty make. We’ve seen that time and again with our New York sports team—looking at you, Knicks— and time will tell if these Rangers are any different. Rye’s bid for a Class B state title fell just short last week, as the Garnets proved unable to overcome a stiff challenge from Garden City, falling to the Trojans 6-4 in the NYSPSHAA state semifinals at SUNY Albany on June 8. But although the loss in the semis means an the end of to a storied run by Rye’s seniors, the impact the graduating class has had on the Garnet program should be felt for years. Against a defensive-minded Garden City team last week, an early deficit put Rye on their heels, as the Trojans jumped out to a 4-1 lead. The Garnets battled to even the score, eventually getting the equalizer on a

portunities would ultimately prove the difference-makers. Whaling led Rye with two goals and an assist, while Owen Kovacs and Carter Barford tallied Rye’s other scores. Johnny Hartzel— squaring off against one of the top face-off specialists in the nation in Jack Cascadden—acquitted himself well,

winning seven face-offs. Garden City would go on to win the state title three days later with an 8-1 win over Candandaigua Academy. Rye finished the season with a 18-4 record and captured its second-straight Class A title this year. Not counting a 2020 campaign

that was canceled due to COVID-19, Rye has won three straight Section I crowns, having won the Class C championship in 2019. But the group of seniors that has been responsible for much of Rye’s success over that time is slated to graduate, as the Garnets

will lose 16 players from this year’s team, including a pair of All-Americans in Whaling and Kovacs. But a number of younger Garnets seem poised to take the mantle from the outgoing group, with players like junior Kian McCarthy and freshman Tyler McDermott poised for breakout years in 2023.
