New Ro police arrest three suspects wanted in carjacking On July 9, at about 2:44 a.m., New Rochelle police responded to 969 Main St. on a report of a carjacking. A restaurant owner was closing his business for the night and was accosted by two male suspects who demanded the keys to his vehicle. A semi-automatic handgun was displayed. The victim complied, and the vehicle was taken. New Rochelle detectives, along with the Westchester County Police Real Time Crime Center and the FBI Safe Streets Task Force, were able to develop leads and tracked the vehicle to a neighborhood within the confines of the 47th Precinct in the Bronx. Surveillance on the vehicle was set up with New Rochelle detectives and FBI personnel. At about 2 p.m., the suspects re-

Gov. Kathy Hochul announced the successful implementation of 988 in New York state as the new three-digit number to call or text to be connected to the National Suicide Prevention Lifeline. All 62 counties in the state will be covered for the launch of the new 988 Lifeline, which will ensure that anyone with a New York area code contacting 988 will be connected to one of New York’s 988 crisis centers. “Connecting people who are experiencing a mental health crisis or considering suicide to trained counselors can significantly help them through difficulties that seem insurmountable, and the National Suicide Prevention Lifeline provides hope and support to those who need it most,” Hochul said. “By implementing 988, we are providing these individuals, as well as their families and friends, an easy-to-remember number that will give them access to the services they need.” The FY 2023 Enacted Budget included $35 million to significantly expand 988 crisis call center capacity throughout New York state. This funding will increase to $60 million on a full annual basis starting in FY 2024. OMH has also allocated one-time funding of $10 million in federal supplemental Community Mental Health Services Block Grant resources to the 988 crisis call centers, allowing them to expand statewide capacity and infrastructure. New York State also received a $7.2 million federal grant from the Substance Abuse and Mental Health Services Administration (SAMHSA) to aid in the rollout of the new 988 Lifeline. Calling 988 provides a direct connection to compassionate, accessible care and support for anyone experiencing mental health or substance abuse related distress. A chat feature will also be available through the Lifeline’s website (988lifeline.org). The 988 Suicide and Crisis Lifeline will be able to: • Connect people experiencing a mental health or substance use crisis to a trained counselor who can address
their immediate needs and help connect them to ongoing care. • Reduce health care spending with more cost-effective early intervention. • Reduce use of law enforcement, public health, and other safety resources. • Meet the growing need for crisis intervention. • Help end stigma toward those seeking or accessing mental healthcare. The new 988 Lifeline will also help achieve another one of Hochul’s goals—removing obstacles to healthcare and reducing disparities in access, quality, and treatment outcomes for historically marginalized, underserved and unserved populations. This includes people of color, members of the LGBTQ community, older adults, rural New Yorkers, veterans, immigrants, people with disabilities and people who have limited English proficiency. There are currently 13 operating 988 crisis contact centers in New York state and two in the development stage. 988 History The Federal Communications Commission (FCC) designated 988 as the new three-digit number for the National Suicide Prevention Lifeline, and the National Suicide Hotline Designation Act was signed into law in October 2020, with the requirement for phone service providers to transition to 988 as the National Suicide Prevention Lifeline by July 16, 2022. Since then, New York has been working with a large coalition of diverse community stakeholders to plan for the implementation of 988 in the State. The Statewide coalition members represent New York’s diverse population and includes individuals with lived experience, advocates, law enforcement, representatives from state agencies, counties, 911 representatives, emergency services, and more. All have contributed their expertise and commitment to the implementation of 988, and their ongoing collaboration and dedication to this groundbreaking work will benefit all New Yorkers.

Village presents proclamation to Mamaroneck library The village of Mamaroneck has presented a proclamation to the Mamaroneck Public Library in recognition of its win as Westchester Magazine’s Best Library in Westchester. An excerpt from the proclamation states “In recognition of their excellence, the Mamaroneck Public Library is the 2022 recipient of the ‘Best of Westchester’ award for Best Public Library. THEREFORE, I, Mayor Thomas A. Murphy, on behalf of the residents of the Village of Mamaroneck, hereby express the deep gratitude and esteem with which the Mamaroneck Public Library and its staff is held by the community and personally thank them for their century of service to the community.” At a village board meeting, Murphy presented a plaque of the proclamation to Library Director Jennifer O’Neill. “Being named Best Library in Westchester is a huge honor in ordinary times, but in a year where our community faced a pandemic and an historic flood simultaneously,
it is even more significant,” said O’Neill. “There are lots of changes underway at the library and we are really excited. We believe they will help us remain the Best Library in Westchester.” Founded in 1923, the Mamaroneck Public Library is at the heart of community, promoting community engagement and connecting people with ideas and each other to make Mamaroneck a better place to live. The library offers free materials, computer access, classes, exhibitions, museum passes and more to all patrons. Additionally, Mamaroneck Public Library has been offering new and creative programs for all ages – with a focus on emotional and physical wellness, fun and relaxation. Throughout 2023, Mamaroneck Public Library will celebrate 100 years of service to the community with special, decade-themed events all year long, starting in January with the 1920s and ending in December with the 2020s and beyond.

Open Door launches early oral health project This is the focus of a project that Beija Vasquez, a medical behavioral health clinician and Healthy Steps specialist with Open Door Family Medical Center, will help launch as a recently named Pediatrics for an Equitable Development Start, PEDS, Fellow. The 15-month fellowship program, sponsored by the United Hospital Fund, UHF, recently named seven “newly emerging clinicians” as Fellows throughout New York state. Each Fellow will develop and implement an equity-focused child health project in their pediatric primary care site. Vasquez was the only social worker selected. The project itself has been incubating within Open Door’s Behavioral Health Services for some time. “Children’s oral health outcomes emerged on my radar because we have seen the many children we serve experience difficult dental procedures and traumatic outcomes because of the lack of good preventive oral healthcare and we know that poor and minority children often have less access to dental services, which leads to an increase in cavities,” said Shonny Capodilupo, senior director of Behavioral Health Services at
Beija Vasquez, a medical behavioral health clinician and Healthy Steps Specialist with Open Door Family Medical Center, will help launch as a recently named Pediatrics for an Equitable Development Start Fellow.
Open Door, the 50-year-old federally qualified health care center. “I realized that there was an opportunity to leverage the synergy of behavioral health, pediatric health and dental services. We hope this integrated care approach will provide early preventive oral healthcare to more children. We will be working with families to make sure parents have the knowledge to make good decisions about their children’s teeth, about the importance of first dental appointments, and making sure these early preventive dental appointments are positive experiences that will translate into less fear about having a dental visit as the child gets older and throughout their life. We want this to be a positive experience from day one.” Research has shown that extensive dental work, missing teeth and tooth decay bring with it emotional pain and trauma. This is why the sooner children start with regular dental check-ups, the healthier their mouths will stay throughout their lives. Open Door’s goal, through the UHF Fellowship program, is to embark on an innovative initiative that will support families in prioritizing oral health care, alongside primary and behavioral health care. This includes a formalized direct referral process for early childhood oral health care from both behavioral and primary care providers to increase the percentage of children accessing oral health care services at or around their first birthday. Information regarding health care will be included in Baby Bundles, which are the baby essentials and information Open Door provides for its vulnerable patients. Each of the PEDS Fellows has started to work with a mentor on their projects. Fellows also receive professional development opportunities and a stipend to develop and implement their health project. “We want to infuse the message on the importance of early dental care with pediatricians and dentists so the message becomes familiar to parents and there is buy-in,” said Vasquez, who runs groups in English and Spanish for Open Door’s largely underserved and low-income families in Ossining and Port Chester. “As a mother of a young child, with a second on the way, I’m learning from my own pediatrician from real life experience how important it is to have your child brush twice a day, keep the bottle out of their mouth once they are finished drinking, and being educated on diet and health.” Both Open Door and the PEDS Learning Network and its fellowship program recognize that the first years of life are crucial in establishing a path towards better health and educational outcomes, and that clinicians are on the frontlines in supporting families during this period.

Five TV series filmed in Westchester earn 70 Emmy nominations Westchester County was well-represented in Tuesday’s Emmy Award nominations, with 70 award nominations across several categories going to productions that filmed in the county over the past year. “Whether for comedy series or family dramas, period pieces or murder mysteries, Westchester locations are second to none,” said County Executive George Latimer. “The Emmy nominations shine the spotlight on the diverse backdrops and film-friendly communities in Westchester County, well on its way to becoming ‘Hollywood on the Hudson.’” Among the most celebrated shows is HBO’s “Succession,” which earned the most nominations of any show, scoring 25 nods, including one for outstanding
drama. The series is set in New York City and in locations around the world, but the production filmed several episodes in film-friendly Westchester County. “Shooting in Westchester is great because it has a huge variety, a great diversity and great range of locations,” said Scott Ferguson, the show’s executive producer. “A lot of times you want to tell a story set in New York and somewhere else. Westchester is one of the first places I look for a convincing ‘somewhere else.’” The Apple TV+ psychological thriller, “Severance,” received 14 nominations, including one for outstanding drama—going head-to-head with “Succession.” In addition, Adam Scott received a nomination for outstanding lead actor, with several other acting
nominations for the cast. The production filmed in several Westchester towns including Mount Pleasant, Pleasantville, Scarsdale and Yonkers. This year’s nominees also include the Hulu murder mystery, “Only Murders in the Building,” which filmed at the Westchester County Archives. The series received 17 nominations, including outstanding comedy series and nods for acting, production design, outstanding casting and directing, among others. The long-running Amazon Prime show “The Marvelous Mrs. Maisel” did well in the comedy category, earning nominations for acting and production design, makeup, costumes and music, and more. Oscar Isaac received an acting nomination for his performance in the
HBO limited drama series, “Scenes from a Marriage,” which filmed in Westchester’s river towns, and HBO’s historical drama, “The Gilded Age,” which filmed period scenes at Lyndhurst and locations throughout the county, scored a production design nomination. “We’re thrilled about the nominations, which showcase the amazing assets Westchester has to offer the television and film industry,” said county Tourism & Film Director Natasha Caputo. “It’s also a point of pride to see our locations featured in today’s most acclaimed and most popular shows. We congratulate all who were recognized and will be rooting for them in September!” The 74rd annual Emmy Awards will take place Sept. 12.

County Corrections awarded national re-accreditation
The Westchester County Department of Correction has earned re-accreditation from the National Commission on Correctional Health Care by demonstrating compliance with the commission nationally recognized standards of care for correctional health services in jails.
The Westchester County Department of Correction, WCDOC, has earned re-accreditation from the National Commission on Correctional Health Care, NCCHC, by demonstrating compliance with NCCHC’s nationally recognized standards of care for correctional health services in jails. Accreditation recognizes WCDOC’s commitment to providing quality health services for their incarcerated population. To earn NCCHC accreditation, WCDOC underwent a rigorous professional assessment in May 2022. During the assessment, a team of experienced physicians and experts in correctional health care surveyed the facility for compliance with jail-specific standards in several areas such as patient care and treatment, health promotion, safety and disease prevention, governance and administration, personnel and training, special needs and services and medical-le-
gal issues. Of the 38 applicable NCCHC essential standards WCDOC was found to be in 100% compliance. “We have a constitutional obligation to provide health care to those incarcerated in our jail, and are committed to doing so with innovation, excellence, and efficiency,” County Executive George Latimer. “I commend the Wellpath health care staff, custody staff, and the DOC leadership team for their hard work and dedication on behalf of the incarcerated individuals in our care.” WCDOC Commissioner Joseph K. Spano added, “I would particularly like to thank our health services provider Wellpath for working so diligently with us to achieve re-accreditation. For over 10 years, Wellpath has been our partner in delivering the high-quality care that the NCCHC accreditation process formally recognizes.” For 40 years, NCCHC’s highly respect-
ed standards have provided guidance to help correctional health professionals and administrators improve the health of their incarcerated populations and the communities to which they return, increase efficiency of health services delivery, strengthen organizational effectiveness, and reduce the risk of adverse legal judgments. The consensus-based standards are developed in consultation with national experts in correctional health care, mental health, law, and corrections. “Wellpath holds patients at the center of everything we do, and we are proud to partner with the Westchester County Department of Correction in providing quality healthcare to vulnerable patients,” said Wellpath President Kip Hallman. Working together to achieve NCCHC accreditation shows our common commitment to upholding rigorous standards of
care through innovation and collaboration.” “In achieving NCCHC accreditation, WCDOC has demonstrated its commitment to quality, standards-based correctional health care,” NCCHC Chief Executive Officer Deborah Ross, CCHP said. “Accreditation is a voluntary process, and we commend the Westchester Department of Correction for successfully undertaking this challenge. The health of incarcerated people is a vitally important component of public health.” WCDOC still maintains the unique distinction of being the only large jail in New York State to be dually accredited through the National Commission on Correctional Health Care and the American Correctional Association and has also achieved Prison Rape Elimination Act compliance meeting and exceeding U.S. Department of Justice federal standards.

Sunday morning going off If you’re anything like me, every now and then you just get pulled into a sporting event that wouldn’t necessarily be on your radar. The sport doesn’t matter; it could be curling, skeet-shooting or beach volleyball. But the through-line is that something about the event, for whatever reason, resonates with me and keeps me glued to the screen. And that’s exactly what happened to me on Sunday morning. I’m not the biggest fan of professional tennis, but I could not take my eyes off the Wimbledon mens’ final match between Novak Djokavic and Nick Kyrgios. You don’t have to know much about tennis to know that Wimbledon is a big deal. As far as names go in sports, it’s as synonymous with tennis as The Masters are with golf. So given the tournament’s status, I’ve been known to tune in to watch the finals in the past. But there was something about this particular matchup that made it intriguing,
and it went far beyond the blistering action at Centre Court. Especially when watching individual sports like tennis, the narratives—especially of the personal kind—are always what draw me in. And Sunday morning’s matchup had a particularly enticing one. On one hand, you had the Djokavic—the reigning champ—who is supremely talented player who plays with an almost cyborg-like precision. On the other hand, Kyrgios—also supremely talented—has been the type of player who has long been his own worst enemy. An athlete with a world of talent that always seems to be undone by his emotions. At 27, he’s never quite reached the heights he was once thought capable of reaching, but coming into Sunday’s match, he seemed to be trending upwards, playing with emotion but never being consumed by it. The on court action was predictably great, but watching Kyrgios try—and ultimately fail—to match Joker was compelling in its own right. A loud, colorful player, you could see Kyrgios’ coming apart before your eyes. As Djokavic simply played steady tennis, you could see
the Australian begin to wilt—ever so slightly—yelling at the fans, yelling at the judges, and ultimately coming up just short against the decorated champion. But it was that human drama that made the match so compelling. I don’t have any rooting interest in either Djokavic or Kyrgios, but watching the challenger wage two battles at the same time—especially considering my own athletic history as a player whose emotions were only barely kept in check—was absolutely fascinating. Does this mean I’m all in on tennis now? Probably not, although I’ll certainly be keeping an eye on the upcoming U.S. Open, especially if one of my buddies can snag tickets again. But it just served as a reminder to me that, at its core, sports aren’t about the numbers on the scoreboard, it’s about the internal and external forces acting on athletes and how they respond to adversity. And that’s what makes for a great watch. Follow Mike on Twitter @ LiveMike_Sports

Local teams compete in New Canaan passing tournament By MIKE SMITH Sports Editor
The start of the 2022 high school football season may still be over a month away, but that doesn’t mean area teams aren’t putting in work over the summer. Last week, a number of area squads were in action to New Canaan (CT.,) to participate in the 15th annual Grip it & Rip it Passing Tournament, a 7-on-7 event that offered area teams the opportunity 33 teams from New York, New Jersey in Connecticut participated in the two-day event, which featured both a pool play aspect as well as a double-elimination tournament. Choate Rosemary Hall—a boarding school located in Wallingford, CT— took home top honors at the event, but for the majority of teams in attendance, simply getting out on the field was the main focus of the exercise. Rye head coach Dino Garr has been bringing his teams to the passing tournament for over 10 years, and said that that teams like his—with younger players populating the roster—stand to benefit the most from events like last week’s. The Garnets—who advanced to the Class A state semifinals last year— were hit hard by graduation, so the 7-on-7 format gave the coaching staff a chance to see what some of the upand-coming players can bring to the table.
Rye squares off against Newtown on Saturday, July 9. The young Garnets gained valuable experience at the passing tournament.
“It’s about getting a lot of repetition for players who are on the fence; maybe ones who don’t know what positions they’re going to play,” said Garr. “Getting the chance to run these routes, get work on our defensive assignments. That’s what all the coaches are trying to do here.” Other teams, like Rye’s rivals from Harrison, used the opportunity to work on
different aspects of the game which they may not traditionally be known for. The Huskies have long employed a ground-based, grind-it-out, offense, but head coach Jay Ciraco was pleased with what he saw from his players and said their performance demonstrated that this team has the ability to be a multi-dimensional offense in the fall. “Obviously this is not what

we do, passing tournaments, throwing the ball, but we felt it would be good for our defense to come out and see some different looks,” said Ciraco. “I told the guys afterwards that they instilled a lot of confidence in the coaching staff, and they showed that we can maybe throw the ball a little more when we have to, maybe open some things up.” But not all of the benefits
of competing in events like the Grip it & Rip it to Xs and Os her personnel decisions, explained New Rochelle coach Ray Rhett. The Huguenots—who were also competing in their first passing tournament at New Canaan— may have been looking to fine-tune some things last weekend, but Rhett also hoped to use the two day excursion as a team-building exercise.
Rye and Newtown players fight for a ball on July 9.
“Of course it’s about looking at your coverages, seeing if your kids are running the correct routes, but it’s also about the emotional part of it too,” said Rhett. “Whether you’re winning or losing, watching how these guys deal with some things is important.” The Fall Sports season will kick off on Monday, Aug, 22.
