Youth Leadership Taskforce honored

County Executive George Latimer recently honored a group of students from across Westchester who have worked throughout the school year to prevent substance abuse among their peers.

The Westchester County Youth Leadership Taskforce consists of 60 students from 26 schools. These student leaders work in their schools and home communities to identify the needs of local youths and implement strategies to encourage them to make healthy choices.

Tuckahoe bond rating upgraded to AA+

The village of Tuckahoe is proud to announce that S&P Global Ratings upgraded the village’s bond rating from AA to AA+ while concurrently assigning a stable outlook. Tuckahoe’s new AA+ rating will assist the Village by reducing interest payments on future debt.

“I am thrilled to hear that S&P has upgraded our bond rating,” said Mayor Omayra Andino. “It’s

an indication of our strong fiscal stewardship despite the myriad of challenges faced in the past few years! Strong bond ratings allow us to be more flexible and efficient in financial policymaking by enhancing our ability to borrow and invest in our community.”

In announcing the upgrade, the rating agency cited Tuckahoe’s continued growth, healthy reserves, and strong budgetary

performance. In particular, the report notes Tuckahoe’s substantial reserves, which over the past five years have grown by more than $700,000. Furthermore, the report cites several positive local economic indicators in the Village and a series of conservative budgeting practices coupled with regular budget monitoring by the administration as reasons for the upgrade.

“I applaud these students for the care and concern they have for their classmates and for their efforts to encourage all young people to live healthy lives,” Latimer said. “The work that we do on behalf of our County’s youth is stronger because of their input and contributions.”

About 30 students recently attended the taskforce’s last meeting of this school year, which was held at the Michaelian County office Building in White Plains. Latimer heard their perspectives on teen vaping, alcohol use, marijuana use and other substance abuse issues.

The Youth Leadership Taskforce is part of the Westchester Coalition for Drug and Alcohol Free Youth and is coordinated by Student Assistance Services

in conjunction with the County’s Office of Drug Prevention and STOP-DWI. The taskforce is charged with contributing ideas for countywide substance use prevention strategies and implementing those strategies in members’ schools and local communities.

“We thank and honor our student leaders for their commitment to be positive influencers for their peers and make a difference in the County and their local communities. Their message to remain drug free and make healthy choices helps to foster physical and emotional well-being among their fellow students,” said Patricia McCarthy Tomassi, director of the Office of Drug Prevention and STOP-DWI.

A main focus for the youth taskforce this year was a ‘marijuana awareness campaign’ that was targeted for release around April 20. While that date has been associated with using marijuana, many schools designate it as “Healthy Brain Day” to remind students of the health risks of marijuana use by youth.

The taskforce is also part of the Westchester County Coalition for Drug and Alcohol Free Youth—the “umbrella” coalition for the approximately 25 local community substance use prevention coalitions in the county.

Charter bus to tour Westchester’s historic places

May is National Preservation Month, a national initiative to share the stories of historic places across the country! Join us as we celebrate a collection of the area’s historic buildings listed on the National Register of Historic Places.

Westchester holds unveiling ceremony for the Healing Garden

In September 2022, in recognition of National Suicide Prevention Month, Westchester County Government broke ground on The Healing Garden at Ridge Road Park. The tranquil site was created to build awareness of suicide prevention, and create a safe space for reflection for family members and loved ones of those who ended their lives by suicide. Now, in recognition of the month of May as Mental Health Awareness Month, County Executive George Latimer held a formal unveiling ceremony to officially welcome the public to the Healing Garden.

Latimer said: “I am very proud to welcome everyone to visit The Healing Garden at Ridge Road Park – the result of a promise we made to people who are grieving the loss of a loved one. We wanted to create a peaceful site for reflection for family members and friends, and help address the stigma that is often attached to suicide – a key initiative of Mental Health Awareness Month. I hope that when a survivor of suicide is having a difficult day, they come to this beautiful space and seek comfort and solace in their surroundings. Let this garden help people to ‘heal,’ and rekindle happy memories while they are here.”

The Healing Garden is the result of a planning committee Latimer appointed in 2021 to provide him with recommendations for a memorial site, and is introduced in partnership with the Westchester County Departments of Community Mental Health (DCMH), Parks, Recreation and Conservation, NAMI Westchester and the American Foundation for Suicide Prevention (AFSP).

The Healing Garden at Ridge Road Park consists of a variety of trees, a pathway and benches in a circular shape. The Garden is situated within a serene setting, and is intended as a gathering place for family, friends and the public to contemplate and reflect on those who have been lost to suicide, and for the education and awareness of suicide prevention.

Commissioner of DCMH Michael Orth said: “We are greatly appreciative of County Executive Latimer’s for making mental health and wellness a top priority for our County. It has been a true honor working with our planning committee and offering a place for family and friends to gather and honor their loved ones, and help to stop the stigma of suicide and mental illness.”

Commissioner of the Department of Parks, Recreation & Conservation Kathy O’Connor said: “Ridge Road Park in Hartsdale is the perfect setting for The Healing Garden, as it is centrally located in Westchester and free to access all year round. The 236-acre park in our beautiful parks system is ideal for visits by families and friends, and is also the site of NAMI’s annual mental

health walk. We hope it will be utilized by anyone who is grieving, and needs a tranquil place to heal from loss.”

Westchester County Board of Legislators Chair Vedat Gashi said: “Dealing with the loss of a loved one is a difficult challenge that unfortunately, nearly everyone will experience during their lifetime. The Healing Garden provides a quiet place for people to reflect, and remember those loved ones who are no longer with us. I thank County Executive George Latimer and our Department of Community Mental Health for ensuring that mental health remains a top priority in Westchester.”

Executive Director of NAMI Westchester Marie Considine said: “We at NAMI Westchester know firsthand that although all of us have mental health, not everyone experiences a crisis. Families and friends who have lost a loved one to suicide often call us, and we give them help and hope. Often they are in distress, plus not having, or only having, a graveside to visit can increase feelings of sadness. The Westchester Healing Garden at Ridge Road Park will be a safe, calm, comforting space in nature to support anyone as they deal with feelings of loss, sadness or any reason to visit.”

Burke Rehabilitation announces new board chair

Burke Rehabilitation has announced the appointment of Richard Celiberti as the new Chairman of the Burke Rehabilitation Board of Trustees. Mr. Celiberti was approved as the Board Chair at Burke Rehabilitation’s Annual Meeting held on May 18, 2023. He follows John R. McCarthy who is retiring as Board Chair, a position he has held since 2018.

Celiberti has been a member of the Burke Board since 2014 and prior to becoming chair, served as treasurer. He is an accomplished healthcare executive with consulting and operational experience at Ernst & Young and the Montefiore Healthcare System. Celiberti was the Executive Director at Montefiore-Wakefield Hospital after serving as senior vice president-Network Development at Montefiore Medical Center. He was President and chief executive officer of Our Lady of Mercy Medical Center, which became part of Montefiore in 2006. Prior to that, he was the partner and national director of Ernst & Young’s health care consulting practice.

Celiberti earned a Master of Business Administration in Finance from Temple University and is a Certified Public Accountant. An Army veteran, he was the chief financial officer for a 500-bed military hospital.

“It is an honor for me to continue to serve with the distinguished members of the Burke Board of Trustees as Board Chair. Together,

we have accomplished amazing things, and I anticipate reaching additional milestones,” said Celiberti. “I wish to thank John McCarthy for his dedication and service to Burke. He leaves behind a legacy of which we all can be proud.”

Burke’s Executive Director Scott Edelman said, “We are excited to work with Mr. Celiberti as he assumes this important role on the Burke Board. I look forward to our collaboration and the sharing of ideas as we continue to provide the highest quality of rehabilitation services to our patients.”

Vedat Gashi elected new BOL chair

Monday night, the Westchester County Board of Legislators elected Vedat Gashi as the new Chairperson of the County Legislature. Gashi, who represents District 4, was elected to the position by his fellow legislators in a vote of 17-0.

Gashi brings a wealth of experience to the position. Born in Kosovo, at the age of 4, he and his family fled the oppressive, socialist regime to the United States. Since then he has been a resident of Westchester County for over two decades. He earned a B.A. from Connecticut College, where he was invited to serve on the Board of Trustees as a Young Alumni Trustee. Next, Vedat earned his J.D. from Seton Hall University. During his studies, Vedat interned for Supreme Court Justice Sonia Sotomayor, then at the Second Circuit Court of Appeals, and Congressman Lee Hamilton on the House International Relations Committee.

Gashi takes over as Chair following the resignation of Catherine Borgia, who had served as Chairperson from January 2022 until late April 2023, and the interim leadership of Vice Chair Nancy Barr immediately thereafter. His election makes him the first person of Albanian-American descent and the first person of the Muslim faith to become

Chair of the Board of Legislators in its threehundred-year history.

In accepting the position, Gashi expressed his gratitude to his colleagues on the Board for their support. “I am honored to have been chosen to lead this distinguished body,” he said. “I look forward to working with my fellow legislators to address the challenges facing our County, and to ensure that Westchester remains a great place to live, work, and raise a family.”

County honors Lawrence Otis Graham with memorial, garden

Lawrence Otis Graham, a lifelong public servant, lawyer, author and prominent figure in the exploration of race, achievement and wealth, will be remembered for all time in Westchester with a permanent memorial site at Kensico Dam Plaza. The Lawrence Otis Graham Garden & Memorial is surrounded by gardens and benches, along with a stone set with a plaque of Graham’s portrait and the following inscription; “Honored for his life-long pursuit of racial equity, upholding democracy and example of human kindness.” On Friday, Westchester County Executive George Latimer officially unveiled the site to the public. Latimer said: “Lawrence Otis Graham was an influential and monumental figure in Westchester, a talented and successful executive in his own right. When I first met him I was a Westchester County legislator, and we shared more than 25 years of friendship together. Lawrence served as Chair of the Westchester County Police Board, and more recently on our Police Reform and Reimagining Task Force. He will be remembered as someone who shined a light on the role of race and class in our County. His passing is a big loss to our community, and we hope this memorial site will serve as comfort to all the people whose lives he touched.”

Senate Majority Leader Andrea Stewart-Cousins said: “My friend, Lawrence Otis Graham was a brilliant lawyer, writer and activist whose

BOL passes landmark access to counsel bill

The Westchester County Board of Legislators passed a landmark Access to Counsel bill, offering legal representation to households facing eviction and other covered proceedings whose annual income is at or below 300% of the federal poverty-line or 60% of the county’s Area Median Income (AMI), whichever is higher. The bill was approved by unanimous vote on Monday night.

Across the country, a number of jurisdictions have enacted Access to Counsel laws, otherwise known as Right to Counsel, ensuring tenants facing eviction proceedings are provided with an attorney. This law provides for access to legal representation for tenants facing eviction and/ or specified covered proceedings, including challenges to an unlawful rent increase, instances where a tenant has been illegally locked out by their landlord, and tenants seeking the restoration of essential services. The law is a critical step towards creating a more just and equitable society, particularly for those who have historically been forced to navigate the complexities of housing court without legal representation.

Vice Chair Nancy Barr highlighted the importance of ensuring fairness and justice for all tenants, regardless of their income or background. “For too long, low-income tenants have faced a legal system that is stacked against them, leaving them vulnerable to displacement and homelessness,” said Barr. “Homelessness leads to other problems, such as joblessness, disruptions in children’s education, and stigma. Programs that provide legal counsel to low income tenants have proven to be very successful in keeping people in their homes.”

With the end of the eviction moratorium in early 2022, eviction filings in New York State have climbed sharply, leaving tens of thousands of tenants without legal representation. Despite warnings from housing advocates and legal professionals, the state has yet to adopt a statewide Right to Counsel law, leaving vulnerable communities at risk of displacement and homelessness. This is where Westchester’s bill bridges the divide.

From 2020 to 2021, New York was able to hold off a sharp increase in

evictions with rental assistance programs and the eviction moratorium. However, with the end of the moratorium, the New York State Unified Court System sped up the processes leading to a significant rise in eviction filings. This has left many struggling tenants facing eviction without the legal support they need.

The Access to Counsel bill establishes an Office of Housing Counsel. Once a director is hired, they will have six months to establish a plan to provide eligible tenants with legal assistance at no cost. With access to legal support, tenants will be better equipped to navigate the complex housing court process and defend their rights.

Majority Leader Christopher Johnson saidd, “The passage of an Access to Counsel bill is not just a legal victory, but a moral imperative. It is a crucial step towards creating a more equitable and just society, particularly for vulnerable communities who have historically been denied access to legal representation. By providing a level playing field, we can empower individuals when they need it most.”

On Wednesday May 24, Eastchester athletes made history, capturing the first-ever Section 1 varsity girls flag football championship with a 20-0 win over Scarsdale at Mahopac High School.

In the face of driving rain— and a top-seeded Scarsdale team that had edged the Eagles during the regular season—No. 2 seed Eastchester wasted little time getting things going in the championship game, dominating the Raiders on both sides of the ball and cruising to a shutout victory.

chelle Tiso threw for three Eastchester scores—two to Carlie Brien and one to Ava Battista—while Brien also shined on the defensive end, recording two interceptions in a game that saw the Eagles force four Raider turnovers.

Brien said that the inclement weather had little impact on the Eastchester game plan and credited head coach Vito DeBellis and assistant Lowell Robinson with preparing the Eagles for the challenges Scarsdale would present.

“Honestly, I think we play better in the rain; [DeBellis] gave us a very good pep talk, and in the end, we knew we were better, and that we could take home the title,” said Brien. “We knew we had the offense, but we knew we had to put in the work on defense to win it.”

Eastchester’s stellar defensive play stemmed from an effective pass rush led by Lakala Beadle. Beadle admitted that the team came into Wednesday’s game with a different intensity than that which they had displayed in their May 8 loss to the Raiders.

“The mindset was completely different,” said Beadle. “Last time, I think we were a little scared and didn’t come out as strong, but today we played like we didn’t have anything to lose, and I think that made a big difference.”

nounced its intention to field a team at a Jan. 10 Board of Education Meeting that saw Tiso, Marissa DelBrocco and Sofia Kolndreu thank board members and administrators for their support in getting the program off the ground.

Tiso said that although people might not have known what to expect from the Eagles in their first year of competition, Eastchester’s players and coaches never doubted the team’s ability to contend for a Section 1 crown.

“I knew this was going to be a special group,” Tiso said. “We brought every girl from every sport in our school. The best of the best came to play, and anyone that came to watch us all season knows that we had a bunch of athletes on this field that love football.”

Although there is no tournament to crown a state champion this year, the ride isn’t over for the Eagles just yet. On June 7, Eastchester and Division II small-school

winner Lakeland will travel to MetLife Stadium for an endof-the-year celebration hosted by the New York Giants.

“This is an accomplishment for sure, it’s an accomplishment for everyone,” said Tiso. “It couldn’t have happened without every single girl from top to bottom on this roster coming to practice each day and making it happen.”

If it seems like Rye’s lacrosse team is adding new hardware to the school’s trophy case every year, that may be because there’s some measure of truth to that. On Tuesday afternoon, the Garnets continued an increasingly impressive streak, nabbing their fourth straight title with a 7-4 win over John Jay in the Class C finals.

Sophomore Tyler McDermott got Rye going from the outset, netting three first-quarter goals—and adding a late one for insurance— to power the Garnet offense. McDermott’s outburst was complimented by a twoscore afternoon from Tanner Howson and a goal from Charlie Stevens.

The sophomore explained that Rye—which nearly saw its four-peat dreams dashed in a first-round overtime thriller against Byram Hills—was keenly aware of the impor-

tance of setting the tone from the opening face-off.

“We had the idea that we wanted to come out and put a hurting on them early,” said McDermott. “We struggled offensively against Byram, got it going against Pearl River, which was big for us, so we just wanted to start strong today.”

Head coach Steve Lennon believes those struggles against the Bears helped to fuel Rye’s run towards

another title by giving his squad—which graduated a number of key players from last year’s state semifinals team—some experience in dealing with the pressures of playoff lacrosse.

“I think it was a bit of an eye-opener, it gave them a chance to see what it is like to play a one-goal, overtime game in the postseason,” said Lennon. “We’d lost a game like that against Cold Spring Harbor earlier in the

year, but to take a game and finish it, gave us the confidence that we could do that if we face that situation again.”

Rye’s latest run was fueled by youngsters like McCarthy and classmate Ty Ramachandran, who made 13 saves to thwart any hopes of a John Jay comeback. The role of the underclassmen was made especially important after a midseason injury shelved Virginia-commit Kian

McCarthy, who came into the season as the Garnets’ highest-profile returner.

“We’ve been without Kian for a while now, so everyone else has had to step up,” said McDermott. “He’s such a big part of this team, so everyone had to focus on improving, stepping up, and playing unselfishly.”

The Garnets will be back in action on Saturday at Mahopac High School, where they will play the

winner of Section 2 champion Burnt Hills-Ballston Lakes and Section 9 champion Lourdes.

“I told them it’s time to enjoy today and then just get back to work,” said Lennon. “The staff has to do some scouting, some film work and then just approach this part of the season like it’s one game at a time.”
