he newly approved Pfizer/BioNTech COVID-19 vaccine has arrived in Puerto Rico, but so have the scammers.

Those eagerly waiting their turn to receive the vaccine need to beware of dangerous scams and misinformation about the vaccine’s distribution. The island government on Wednesday warned of certain scammers who are promising access to the vaccine in exchange for money or in exchange for sensitive personal information.

Acting Justice Secretary Inés Carrau Martínez and Rita Rodríguez, executive director of the Fraud Control Unit for Medicaid, alerted the public in general and the beneficiaries of the Medicare and Medicaid programs about possible COVID-19 vaccine-related fraud schemes.

“Based on the schemes related to tests to detect COVID-19, we should expect scammers to adjust and make changes in the way they operate before the arrival of the vaccine,” Rodríguez said.

In a statement, the officials issued the following warnings: 1. You do not have to pay any amount of money for the vaccine during this public emergency. No one can ask you to pay a deductible or coinsurance. Private doctors are allowed to charge a vaccination fee.

2. You don’t have to pay to be put on a waiting list to receive the vaccine.

3. You do not have to pay for quick access to the vaccine.

4. No person from the Medicare or Medicaid program will contact you by phone to make an offer.

5. No person from a vaccine distribution center or a payor such as a health insurance plan will call you to request information about your Social Security number, your credit or bank account, in order to include you on a list to be vaccinated.

6. Beware of vendors offering products, treatments, or medicines to prevent the coronavirus.

Always check with your health provider before paying for or receiving any treatment related to COVID-19.

Meanwhile, U.S. Immigration and Customs Enforcement is working to stop the sale of unapproved COVID-19 drugs, and the Federal Trade Commission has issued warnings to seven companies selling products with “scientifically unsupported claims” to cure those infected.

“Selling fake vaccines and other treatments is likely only one of many ways scammers will try to cash in on the vaccine release,” the Better Business Bureau warned in a news release.

“Watch out for phishing messages attempting to trick you into sharing your passwords and personal information.”

Physicians & Surgeons Assn. president: Moderna COVID-19 vaccine ‘will help open more vaccination centers’ if FDA issues emergency use authorization

A

s the United States Food and Drug Administration (FDA) is expected to decide today whether to release to the markets another COVID-19 vaccine, this one manufactured by Moderna, as part of an emergency permit, Puerto Rico Physicians & Surgeons Association President Víctor Ramos told the Star on Wednesday that the Moderna vaccine’s possible emergency use authorization will help island authorities open more vaccination centers.

“The expected number of people to be vaccinated in phase 1B is huge,” Ramos said.

As the STAR reported back on Dec. 9, the categories included in Phase 1B are first responders, firefighters, police, emergency management officers, medical emergency workers, but it also includes those who provide basic services such as water, electricity, communications, food service and education, as well as essential personnel from commonwealth and federal government agencies.

“We are talking about thousands of people here,” Ramos said while emphasizing that the emergency use permit will help authorities supply more vaccines to establishments such as drugstores, medical offices and medical schools once Phase 1B begins.

He said further that if the FDA authorizes the Moderna vaccine, it will help ease the production and distribution of the Pfizer vaccine under the current phase, in which the Puerto Rico Health Department and the Puerto Rico National Guard are getting the vaccine to healthcare workers who work inside hospitals and to people who work and live in shelters, nursing homes and long-term care centers so they can be inoculated.

“The mass production of this vaccine to help satisfy the need to vaccinate the worldwide population, not only in U.S. [jurisdictions], requires more than one vaccine, because having only one authorized vaccine will take so much time to address our people,” Ramos said. “The more safe vaccines we have authorized and available for mass production, the merrier.”

Puerto Rico Hospitals Association President Jaime Plá told the Star meanwhile that having a second vaccine would be “excellent news because we need to vaccinate the population as soon as possible.”

“As there is information [indicating] that the [Moderna] vaccine has the same effectiveness as the Pfizer one, it gives us more chances to have more doses in Puerto Rico,” Plá said. “We

might obtain double the doses to vaccinate our medical professionals and first responders, so we can impact the general population.”

When the Star asked if the possible emergency use authorization would help the world see the end of the pandemic soon or if it was necessary for other vaccines to be permitted, Plá said “it will all depend on how many vaccines each pharmaceutical [manufacturer] is able to produce.”

“If Puerto Rico were to acquire around 1.5 to 2 million COVID vaccines between Pfizer and Moderna, we would be able to handle the situation with these two companies,” Plá said. “If not, the forthcoming vaccines will help us inoculate around 60 to 70 percent of the population, which is the challenge we face.”

“This would be a green light because we need to go back to normal for many reasons: we need chronic-illness patients to get back to their regular treatments, [and] we have an unstable economic environment that we need to resurrect,” he added. “Puerto Rico had slow economic growth, which we were looking for, but the pandemic delayed it once again.”

Deputy Health chief: ‘97% of expected COVID-19 vaccine doses were distributed yesterday’ Even though Puerto Rico Deputy Health Secretary Iris Cardona Gerena stated that seven island hospitals have yet to receive the allocated COVID-19 vaccine doses from the FDA due to an alleged communication gap, she gave assurances that the vaccination against the coronavirus continues “in full swing” on the island and that the Health Department is making sure that around 32,500 doses arrive safely.

“Remember, these are biological products, and the Puerto Rico National Guard and I have to make sure that the vaccines arrive at their corresponding freezers, stored at the corresponding temperature because we do not want to damage or lose one single dose; this is life,” Cardona Gerena said as she announced that the other 3 percent of the expected doses were to be distributed Wednesday.

At the Río Piedras Medical Center, where medical professionals from the public sector were being inoculated, the deputy Health chief said “we are making history as we have the chance to not treat the COVID [disease], but to prevent people from falling ill.”

“This vaccine is the hope [that we will] put an end to the emergency that we face,” she said.

similar to this one, such as polio, measles, and smallpox in the last century.”

Meanwhile, as for an alleged delay and lack of information on vaccinations for people who work and live in shelters, nursing homes, and long-term care centers, the deputy Health secretary said the agency has already “pressed the start button.”

“It is an orderly process,” Cardona Gerena said. “We, the Health Department, are not running it because the federal government foresaw [the role of] these drugstore chains [Walgreens and CVS] that are prepared and have a presence throughout the island; they have begun the call and permit process.”

She said some 1,600 nursing homes and longterm care centers in Puerto Rico are scheduled to be visited so that population can be vaccinated.

Cardona Gerena also insisted that the Puerto Rico Family Department is involved in the communication process to ensure that people who work and live in the aforementioned residential locations receive their COVID shots. Likewise, she announced that the Health Department is providing oversight and maintaining contact with the drugstore chains’ executive officers.

“We have been holding meetings with them,” Cardona Gerena said. “The [vaccination] process has begun, but it has to be orderly. It has to be a more sophisticated procedure.”

Regarding the notable absence of Health Secretary Lorenzo González Feliciano during the start of the COVID-19 vaccination campaign, the deputy Health chief told members of the press that “he is solving an immediate family matter and will be back with us in the next few days.”

“He put his trust in the [Health Department’s] Immunization Program, the National Guard and this [public] servant to carry out the process and is aware of everything that is happening,” she said. “Soon he will be with us.”

Local public health trust urges citizens to keep their guard up amid rise in positive COVID-19 cases While the vaccination process is up and running, COVID-19 testing continues.

After private laboratories on the island achieved the processing of more than one million molecular tests, the Puerto Rico Public Health Trust (PRPHT), a program of the Puerto Rico Science, Technology and Research Trust, warned about the unprecedented increase in positive COVID-19 cases.

PRPHT Executive Director José Rodríguez Orengo said that while satisfied with the laboratories’ performance amid the coronavirus pandemic, “we are concerned about the dramatic increase in positive cases and deaths from COVID-19 in Puerto Rico.”

“Staying home and practicing the Health Trilogy, which consists of the correct use of face masks, covering the mouth and nose, physical distancing for a minimum of six feet, and hand washing for 20 seconds, are the simplest and most effective ways to avoid infections,” he said.

The public health organization reported that in November, according to data from the island Health Department, 17,240 positive cases were registered, of which 2,284 involved people under 18 years of age. Likewise, there were 295 reported deaths and 78 percent of those were people over 60 years old.

The organization stated that people aged 20-49 continue to be the most contagious, with more than 27,000 cases in that group since the emergency began in Puerto Rico.

Meanwhile, Rodríguez Orengo warned that community spreading can increase during the Christmas season, therefore urging that the holiday be celebrated only with the family and with special attention paid to the elderly.

“Our elderly are the ones who are most at risk of suffering the consequences of COVID-19; we have to protect them,” he said. “We know that this process has been exhausting, but we cannot give up, and now we are even less on track to distribute the vaccine.”

As of press time, the Puerto Rico Health Department had reported 18 additional fatalities due to COVID-19 earlier Wednesday, pushing the death toll on the island to 1,312 since the pandemic began nine months ago.

The nine women and nine men who died were reported to be between the ages of 47 and 97.

Meanwhile, 124 confirmed cases, 152 probable cases, and 32 additional suspected cases of coronavirus were reported Wednesday. Some 55,464 people have recovered from COVID-19 according to the Health Department’s dashboard data.

Tourism contribution to economy drops amid pandemic

uerto Rico Tourism Co. (CTPR by its Spanish initials) Executive Director Carla Campos said Wednesday that tourism’s contribution to the island economy has dropped considerably this year when compared with 2019, due to the COVID-19 pandemic.

“Regarding the contribution of tourism to the gross domestic product, we believe that there will be a decrease of 61 percent, compared to what tourism contributed to the gross domestic product last year,” Campos said in a radio interview.

“Likewise, when we look at the hospitality sector, we believe that in hospitality there will be approximately 53 percent less collections or sales of hotel rooms compared to the same period of the previous year,” she said. “And also in what has to do with air access

and the arrival of passengers to Puerto Rico, similarly, there is a significant decline. [This year’s] volume of passengers is 49 percent less, as of November, than in 2019. And we believe that we are going to close with a volume of 49 percent fewer passengers who are going to enter Puerto Rico in 2020.”

The Centers for Disease Control and Prevention guidelines are very clear on the recommendations, she said.

Discover Puerto Rico has carried out a campaign and communication efforts abroad, both with media coverage as well as with a paid plan and guidance through social networks, the CTPR executive director said.

“And when [tourists] arrive in Puerto Rico, it is crystal clear to them, when the airport signage directs them to the web pages, what the established requirements are going to be in Puerto Rico,” Campos said.

Education Dept. will continue to provide ‘to go’ lunches

he Department of Education will continue to provide lunch services in school cafeterias, which will benefit some 50,000 students on the island, Education Secretary Eligio Hernández Pérez announced Wednesday.

In this way, families that receive the daily “to go” lunches offered by the school cafeterias will be able to continue receiving them until June 2021, after Education receives permission to extend assistance to minors between one and 18 years of age across Puerto Rico, Hernández Pérez said in a written communication.

The continued availability of school lunches is the result of the federal Department of Agriculture’s Food and Nutrition Services program granting a waiver to extend the Summer Food Services Program, which is traditionally offered during June and July, to all children and young people on the island in response to the COVID-19 pandemic. Originally the program was to run until Dec. 31, but it was extended until June.

“We appreciate and welcome the approval of continued service by the federal government,” said Gov. Wanda Vázquez Garced. “We urge all families with children between one and 18 years of age to continue to take advantage of the ‘to go’ lunch.”

On a daily basis, more than 50,000 minors receive a ration of food made by school cafeteria employees and selected from a balanced menu prepared by Education Department nutritionists.

Since May, when distribution of “to go” lunches began, more than 5.2 million meals have been served to children ages one to 18.

“We welcome this news that will give continuity to the lunch service from which many families of students in the public system and throughout the island have benefited in these difficult times due to the COVID-19 pandemic,” Hernández Pérez said.

The Education chief noted that to receive food, families do not have to register in advance, or have minors enrolled in the public education system. They just have to go to the school lunchroom closest to their residence and pick it up. The schedules are established by the school communities, so the department recommends contacting school directors to inquire about pickup times.

Hernández Pérez added that, as happens every year and as established in the academic calendar, there will be an administrative recess for school personnel during the holiday season. This includes food service workers, so there will be no “to go” service from Dec. 23 to Jan. 8. Service will resume on Monday, Jan. 11, the day the second semester starts.

ASSMCA’s stumbling blocks come to light in transition hearings: Lack of gov’t support

he head of the Mental Health and Anti-Addiction Services Administration (ASSMCA by its Spanish initials) expressed frustration Wednesday over the island government’s refusal to approve laws that could facilitate the agency’s work, difficulties in fulfilling requirements for the accreditation of hospitals because of a lack of funding and the high number of abandoned mental patients at the agency’s General Psychiatric Hospital.

ASSMCA Administrator Suzanne Roig Fuertes noted that the area of mental health continues to be a challenge because the agency’s limited budget often is a roadblock in fulfilling requirements to maintain the accreditation of hospitals.

The General Psychiatric Hospital, one of three belonging to the ASSMCA, is trying to obtain Medicare accreditation in order to obtain more funding but the main problem affecting the facility is the so-called resident patients, who are those who have been hospitalized for between six months and six years. These patients have often been abandoned, the administrator said during a government transition committee hearing.

“They occupy 82 percent of the beds available and can not be charged,” Roig Fuertes said. “The alternative for these patients are beds in homes contracted by the agency. As part of the strategy, the recovery program was

established and we have moved hundreds of patients to homes financed by ASSMCA.” In the homes program, however, very few patients can cover 100 percent of their care costs, she said.

“Some patients cover 25 percent, 50 percent,” Roig Fuertes said. “Those who are in the hospital are [there] because they do not have any economic resources to be able to sustain the care that involves transferring them to a home.”

Roig Fuertes also described the problems associated with Law 80, which prohibits the unjust dismissal of employees, because she is not allowed to exclude essential staff from the law.

“A large part of these personnel are nurses and direct service personnel from hospitals and other services provided by the agency,” she said. “Contrary to previous laws, they allowed one to exclude essential personnel, because I cannot restore them. If I don’t have nurses for four years, how am I going to let someone go because he or she goes against what I’m discussing and what I need.

And this law does not grant that privilege to the agencies.”

The ASSMCA administrator also complained that laws that would help the agency deal with drug addiction were not approved, such as House Bill 2546, which would establish a watch system on overdoses. Another was House Bill 2167, which would establish a monitoring system for controlled medication or those that require a prescription

to stop certain individuals from buying prescribed drugs and selling them on the streets.

Senate Bill 1906 would have declared ASSMCA the entity in charge of monitoring suicides and creating a monitoring system.

SIP Panel declines appointment of prosecutor in Ripoll Balet case

he Special Independent Prosecutor Panel (PFEI by its Spanish initials) has accepted the recommendation of the Puerto Rico Department of Justice (DJ) not to appoint a special independent prosecutor in the case involving Chief Government Information Officer Glorimar Ripoll Balet.

The case originated with two complaints, consolidated by the DJ, in which the commission of a crime by Ripoll Balet was alleged, the PFEI said Wednesday in a written statement.

According to the DJ’s preliminary investigation report, one of the complaints came from the Rep. Ramón Luis Cruz Burgos, who alleged that during a hearing of the Health Committee of the island House of Representatives, a witness said Ripoll Balet was promoting the hiring of XUVO Technologies Inc. in the Department of Health.

Meanwhile, Roberto Mojica Paz, president of RM Communications Inc. (RMCOMM) referred the DJ to alleged actions contrary to the law on the part of Ripoll Balet. The actions allegedly consisted of the official sending a legal letter to the Office of Management and Budget ordering it to cancel a contract with RMCOMM. The DJ report warns that most of Mojica Paz’s accusations are of a civil nature and do not constitute criminal conduct. However, all the allegations referring to Ripoll Balet’s actions were investigated.

The report adds that in the preliminary investigation, a comprehensive search and investigation was carried out on both complaints, in which the DJ deepened its analysis with respect to the 2012 Puerto Rico Penal Code; the Government Ethics Law, Law 75-2019; and the Electronic Government Law, among others.

Based on this analysis and other aspects of the aforementioned investigation, it was concluded that no evidence whatsoever exists to establish that Ripoll Balet committed violations of the law.

The DJ report warns that it cannot be ignored that Laws 75-2019 and 151-2004 give the central government full power and authority to implement a series of innovation, information and technology measures to be adopted by the agencies. In addition, they give the government the authority to take charge of the digital transformation of Puerto Rico.

Likewise, the DJ found that confusion arose regarding the initial wording of the allegations. Some 175 contracts with the number 2020-000020 exist on the Office of the Comptroller’s electronic web page, which are not consistent with the allegations referred to.

The DJ report also reaffirms that none of the allegations could be corroborated with evidence on the matter. Therefore, no sufficient cause exists to believe that Ripoll Balet engaged in criminal conduct.

To this end, acting Justice Secretary Inés del C. Carrau Martínez recommended that a special independent prosecutor not be appointed in the matter.

“Once the information collected and the extensive investigation carried out by the Department of Justice have been fully evaluated, we accept the recommendation of Acting Secretary Carrau Martínez and order the definitive shelving of this case, without further processing,” concludes the PFEI resolution, dated Dec. 15.

U.S. and Pfizer are negotiating deal for more vaccine doses next year

T

he Trump administration is negotiating a deal to use its power to free up supplies of raw materials to help Pfizer produce tens of millions of additional doses of its COVID-19 vaccine for Americans in the first half of next year, people familiar with the situation said.

Should an agreement be struck, it could at least partially remedy a looming shortage that the administration itself arguably helped create by not preordering more doses of the vaccine Pfizer developed with its German partner, BioNTech. Pfizer agreed this summer to provide the United States with 100 million doses by the end of March, enough to inoculate 50 million people since its vaccine requires two shots.

The Pfizer vaccine is one of only two that so far have been proven to work. The administration has locked in only enough doses of the two vaccines — the other, produced by Moderna, is on track to receive emergency authorization from the FDA this week — to cover 150 million people by the end of June, or less than half the nation.

The administration recently asked Pfizer to sell it enough doses to cover an additional 50 million Americans, but Pfizer said it had already found customers around the world for all the doses it can produce until around the middle of next year.

In recent days, however, Pfizer has indicated that it would be able to manufacture more doses if the administration orders the company’s suppliers to prioritize its purchase requests. The two sides are now negotiating a contract under which Pfizer would provide tens of millions more doses between April and the end of June.

According to one person familiar with the situation, Pfizer asked for that favored status with suppliers months ago. But before it was clear which vaccine trials would succeed, Trump administration officials were apparently worried about hindering other vaccine makers that had accepted billions of dollars in federal subsidies. Federal officials worked to prioritize orders for manufacturing supplies from those firms, including Moderna.

It is unclear whether the government’s concerns about squeezing the supply chain have now faded, or whether its interest in securing more of Pfizer’s vaccine has simply grown. Pfizer announced in November that clinical trials had shown that its vaccine was about 95% effective, and the firm was the first to win approval from the Food and Drug Administration for emergency use of its vaccine.

On Monday, Dr. Albert Bourla, Pfizer’s chief executive, told CNBC that the company had asked the federal government for priority status for some components of its vaccine manufacturing that he described as “critical.”

“We are asking them right now,” Bourla said, adding, “I hope they will do it very soon.”

As an American company with a huge domestic consumer base, Pfizer has reason to prioritize the federal government’s orders. Bourla told CNBC it was possible that the firm could provide “a lot” of the extra 100 million doses the federal government wants before the end of June.

After the company signed a contract last July pledging to sell the United States 100 million doses by the end of March, Pfizer officials suggested at least twice that the Trump administration reserve more doses, but were turned down, according to people familiar with the situation.

In early November, Pfizer completed a deal to sell the European Union 200 million doses, though it is not clear when it will deliver them. A chief negotiator for the European Union has said that the timetable is fixed but that he was keeping it confidential. Deliveries are supposed to start by the end of the year.

Alex Azar, the secretary of health and human services, told “PBS News Hour” on Monday that in early October, the government resumed negotiations with Pfizer about delivering more doses. But he said Pfizer “resisted giving us any date by which they would do it.”

Moderna, a small Massachusetts-based firm that developed a similar vaccine, agreed last summer to pro-

vide the United States with 100 million doses by the end of March. It has now pledged to sell another 100 million doses by the end of June.

While Pfizer estimates it can manufacture 1.3 billion doses next year, Moderna said it had plans to manufacture about 500 million doses in 2021 and has set an “aspirational” goal of double that.

Besides the need to bolster Pfizer’s supply chain, federal officials have been asking whether the company could team up with another drugmaker, such as Merck, to produce more.

An American company that is one of the world’s biggest vaccine makers, Merck has previously shown interest in the technology that was used to produce the Pfizer and Moderna vaccines. A spokeswoman for Merck declined to comment.

Operation Warp Speed made a choice early to spread its risk across six vaccine makers using three different techniques, and has based its supply estimates on the assumption that those companies would succeed.

But three of the companies have experienced setbacks in recent months, and none are as far along as Pfizer and Moderna.

Pandemic leaves more military families seeking food assistance

ort Bragg, the largest military base in the United States, has all the trappings of a small American city: shopping centers, a barber shop and social clubs. In a sign of the times, it also has a food bank.

This spring, the YMCA on base — which started a food pantry last year to respond to the growing food insecurity among military families — saw a 40% increase in requests for groceries. During the same period, grocery requests to AmericaServes, a network that helps military families, jumped to the biggest service request in the organization’s history.

The story is much the same around the country, hunger groups say, for the lowest-income families in the military, who have a specific set of challenges, and different from civilians whose economic fortunes have also been damaged by the coronavirus pandemic.

Spouses of active-duty troops have lost jobs, the same as thousands of other Americans, but are often the least likely to be able to find new ones. Children who rely on free or reduced meals at school no longer are receiving them, and military families often have more children than the national average.

“A lot of kids who were getting breakfast and lunch at school no longer are,” said Michelle Baumgarten, the associate executive director of the Armed Services YMCA at Fort Bragg, in North Carolina, who said peanut butter and jelly and oatmeal requests have soared.

“Families were going from two incomes to one income is the common thread.”

While many poor civilian families have turned to federal food programs for support, military families often receive a housing allowance that renders them ineligible for food assistance, a quirk in the law that Congress has repeatedly failed to resolve.

The most junior enlisted personnel earn $1,733 to $2,746 a month; 7% to 18% of military families and veterans have had someone in their house seek emergency food assistance, according to a report from the advocacy group Blue Star Families.

While military families make up a

small portion of the 37 million Americans struggling with food insecurity, hunger experts say most Americans have no idea that people serving in the military often need to rely on help to eat.

“There is something that’s so unjust about it that the families who are making significant sacrifices for our country, and are not able to fully meet their basic needs,” said Josh Protas, the vice president of public policy at Mazon, a Jewish group focused on hunger. “The charitable sector doesn’t have the capacity to fully address this issue — nor should it. I really think the Pentagon has really tried to sweep this under the rug.”

The Defense Department is working on a report to Congress on the topic, said Maj. César Santiago, a Pentagon spokesman.

Veterans are in a similar situation, hunger advocates and service organizations have found. Food help has become the No. 1 request at Serving Together, an organization that assists veterans and military families in Maryland and Washington, for the first time in at least five years, said Jennifer Watson, a program manager there. The group has a partnership with two other organizations, and teenagers have been helping to distribute food boxes to hungry veterans.

Military families had distinct problems in the economy long before the coronavirus pandemic hit the United States.

Spouses of members of the military have high unemployment — roughly 25% — because of their constant relocations and inability to transfer professional licenses from state to state.

According to a recent study from the Institute for Veterans and Military Families at Syracuse University, nearly 40% of active-duty families had food and nutrition support needs since the pandemic hit.

While rent forgiveness and unemployment insurance claims covered other basic costs, food has leapt to the front of the line of needs. “In nearly six years of supporting coordinated care networks around the country, food assistance has never cracked the top three requested services overall,” said Nick Armstrong, the senior director of research and data for the institute.

On a recent Wednesday, the food pantry at Fort Bragg was buzzing with business. “It’s been eye-opening to see the families that do struggle in the military,” said Rachel Szabo, who was recently laid off from her job in industrial design.

Her husband, who is stationed at Fort Bragg and is on the lower end of the pay scale, and Szabo, who is pregnant, have been getting help from the YMCA at the base, which began its food program a year ago and has seen explosive growth in need. “I had never needed to reach out for assistance,” Szabo said. “When I did lose my job, we still had bills. I have a lot of student loans still, so being able to reach out to the Y to make ends meet has really been a lifesaver.”

In San Diego, another YMCA program is distributing meals to 1,000 children in military families weekly, and its food distribution for that group has increased by more than 400% since the pandemic began. “The greatest need has come from our military kids no longer being in school,” said Tim Ney, who

runs a program for military families there.

“They no longer have access to the free or reduced cost meals.”

The Pentagon says the issue of hunger on military bases — which have had food pantries for years — is overstated.

“Military members are very well paid,” said Santiago, citing a recent study conducted by RAND National Defense Research Institute. “Junior enlisted members, on average, are paid better than 90% of the adult working population with a high school education and similar years of experience in the workforce. The issue of food insecurity has been examined and found to be minimal in the military.”

Several members of Congress disagree and have been working on legislation to change the housing benefit that prohibits some families from getting food assistance.

“Our military is weakened when service members are unable to feed their families,” said Sen. Tammy Duckworth, D-Ill., who has tried repeatedly to change the law, to no avail.

The unsexy side of COVID vaccines gets Wall Street’s attention

he situation was dire. As the pandemic raged in March, some COVID-19 patients in Milan were going into septic shock, and their blood pressure was perilously low.

A California drug company wanted to ship emergency medication to those patients, but commercial flights to Italy had been drastically scaled back. So it called PCI Pharma Services, a Philadelphia company that specializes in packaging and shipping drugs around the world. It took nearly a week, but PCI secured permits and arranged for courier jets, drivers and trains to deliver the drugs to Milan.

“That day when the drug arrived, six people were saved,” said Salim Haffar, PCI’s chief executive.

As countries prepare to distribute hundreds of millions of COVID-19 vaccines — some of which require storage as cold as the South Pole in winter and meticulous handling — the highly specialized operations of companies like PCI Pharma are in heavy demand. And Wall Street, which likes nothing better than a hot trade with the potential for big profits, is rushing to grab a piece of the action.

Investors were already snapping up shares of vaccine-makers like Moderna and Pfizer, whose vaccine, developed with BioNTech, was introduced in the United States on Monday and requires an exceptionally low storage temperature of minus 70 Celsius (minus 94 degrees Fahrenheit). FedEx and UPS, whose shares have already risen this year as the pandemic forced millions to rely on online shopping, could benefit further from their roles in vaccine delivery.

But in recent months, private equity firms and wealthy individual investors have also been seizing on smaller companies like PCI Pharma, whose cold-storage operations will play a crucial role in delivering COVID vaccines to the public.

The technology to preserve animal-based cells and tissues by transporting them in cold conditions has been available since the 1950s, and certain breakthroughs in cancer research in the last decade increased demand for cold-chain transportation.

But the virus, and the temperature-sensitive vaccines that are poised to combat it, have brought new attention to the cold-chain delivery systems in the United States and beyond. Even “Saturday Night Live” featured a cooler full of vaccines during a recent episode.

The companies getting attention from Wall Street are notable for how niche their operations are. Many use an elaborate network of freezers and specialized trucks and aircraft to move temperature-sensitive materials — such as blood, stem cells and tissue — around the world without compromising their efficacy. It’s a delicate process, because a product can go from vital to useless within minutes of being removed from cold storage.

Potential investors are constantly calling Stirling Ultracold, whose freezer equipment is powering UPS’ “freezer farms” in Louisville, Kentucky, and the Netherlands, where vaccines will be stored. “There’s not a day that goes by” that an inquiry doesn’t come in, said Dusty Tenney, Stirling’s chief executive, who is running his Athens, Ohio, production lines around the clock.

PCI Pharma recently changed ownership. The new investors, private-equity firm Kohlberg & Co. and Abu Dhabi, United Arab Emirates, sovereign-wealth fund Mubadala Investment Co., viewed the company’s expertise in transporting pharmaceuticals globally during the pandemic as a potential benefit.

Cold-chain investors said they were drawn to the area well before the pandemic because of the boom in biologic drugs, which require blood, tissue and other vital materials to be transported at low temperatures. For now, though, the rush to develop and distribute COVID-19 vaccines has amped up investors’ enthusiasm.

In addition to Pfizer and Moderna,

AstraZeneca, Johnson & Johnson and others are also developing vaccines that will require cold storage. Therefore, coldchain infrastructure, which can be limited in rural or far-flung areas like southeastern Indiana and Hawaii, will be essential.

Shares of Cryoport, which ships biologic material at cryogenic temperatures — a level of freezing, usually around minus 150 Celsius, at which cells and other living materials enter a quiescent state — are up more than 180% this year. Already, the company has transported temperature-sensitive materials involved in 26 different COVID vaccines and treatments and has a long-term partnership with McKesson, a distributor of medical supplies that has been tapped by the U.S. government to manage domestic vaccine distribution.

Jerrell Shelton, Cryoport’s chief executive, said he expected the company to be involved in the global distribution of the vaccine, but the details had not yet been determined. “This is a massive, massive effort, and it’s going to strain the temperature-control supply chain throughout the world,” he said.

Ram M. Jagannath, a senior managing director at Blackstone who oversees the firm’s investment in Cryoport, said that the cell and gene-based therapies market in which the company operates is likely to grow at an annualized rate of 50% for the next five years. “The current pandemic has only served to increase interest and investment in these potentially lifesaving therapies,” Jagannath said. “We invested in this for the long run.”

Much of the cold-chain infrastructure for pharmaceuticals was already in place in 2014, when veteran health care investor Matthew J. Jennings attended a gathering of the cold-chain industry’s trade association in Chicago.

“I was surprised at the size of the industry and the number of exhibitors searching for growth,” said Jennings, an operating partner at Kohlberg who is now chairman of PCI Pharma. Growth, he said, has accelerated since then, “and will likely benefit again as a result of COVID.”

Dow falls as virus woes offset stimulus bets

T

he Dow fell on Wednesday as worries about the economic impact of the COVID-19 pandemic offset optimism over a stimulus package, with investors awaiting the Federal Reserve’s outlook on the U.S. economy later in the day.

Flows into heavyweight technology stocks supported the S&P 500 and pushed the Nasdaq to a record high, as the sector’s resilience through the virus outbreak spurred continued buying.

The S&P 500 airlines index fell 1.8% after J.P. Morgan issued multiple downgrades in the sector, citing valuations.

Southwest Airlines Co fell 1.7% after flagging a higher cash burn in the fourth quarter, as well as increased trip cancellations in December.

Data showed U.S. retail sales fell 1.1% last month from October, as new coronavirus infections and decreasing household income weighed on spending.

U.S. congressional leaders reported substantial progress toward a spending bill late on Tuesday, while a string of media reports suggested a deal to release more money into the economy was imminent.

“What we really have is a definitive tug of war between the virus news and the vaccine news, and the tiebreaker for that has really fallen on the shoulders of Congress to get more stimulus out,” said Art Hogan, chief market strategist at National Securities in New York.

The Fed is expected to keep lending rates at nearzero and signal their staying there for the foreseeable future at the conclusion of their meeting later in the day.

Also in focus is an update on the central bank’s bondbuying program.

“The market is going to be looking at the (Fed’s) bond-buying program. So while we get an overall dovish communiqué, the key focus will be if the Fed is going to indicate any pullback in using its tools,” said Peter Cardillo, chief market economist at Spartan Capital Securities in New York.

While a mix of low interest rates and increased liquidity has brightened the outlook for equities, COVID-19 headwinds have sobered near-term expectations, despite the recent launch of a vaccination program.

At 12:12 p.m. ET, the Dow Jones Industrial Average was down 46.79 points, or 0.15%, at 30,152.52, the S&P 500 was up 6.61 points, or 0.18%, at 3,701.23.

The Nasdaq Composite was up 49.22 points, or 0.39%, at 12,644.28.

With first dibs on vaccines, rich countries have ‘cleared the shelves’

A

s a growing number of coronavirus vaccines advance through clinical trials, wealthy countries are fueling an extraordinary gap in access around the world, laying claim to more than half the doses that could come on the market by the end of next year.

While many poor nations may be able to vaccinate at most 20% of their populations in 2021, some of the world’s richest countries have reserved enough doses to immunize their own multiple times over.

With no guarantee that any particular vaccine would come through, these countries hedged their bets on a number of candidates. But if all the doses they have claimed are delivered, the European Union could inoculate its residents twice, Britain and the United States could do so four times over, and Canada six times over, according to a New York Times analysis of data on vaccine contracts collected by Duke University, UNICEF and Airfinity, a science analytics company.

“The high-income countries have gotten to the front of the line and cleared the shelves,” said Andrea Taylor, a Duke researcher who is studying the contracts.

The United States has provided billions of dollars to back the research, development and manufacturing of five of the most promising vaccines against COVID-19, pushing them forward at a speed and scale that would otherwise have been impossible.

But the support came with a condition: that Americans would get priority access to doses made in their country.

Other wealthy nations joined the United States in placing large preorders, often with options to expand the deals and acquire even more — undermining many countries’ ability to make timely purchases.

The United States has secured 100 million doses from Pfizer, with the option of buying 500 million more, and 200 million from Moderna, with an additional 300 million on offer. It has also preordered 810 million doses from AstraZeneca, Johnson & Johnson, Novavax and Sanofi combined; expansion deals could push that number to 1.5 billion.

Britain has claimed 357 million doses from all of those companies, along with a small company, Valneva, with options to buy 152 million more.

The European Union has secured 1.3 billion from most of the same companies, as well as the German company CureVac; it can have another 660 million doses if it chooses.

Nearly all of these vaccines have been developed as two-dose treatments. How quickly the wealthy countries will achieve full coverage is uncertain, in large part because the candidates are in varied stages of progress.

Pfizer’s vaccine, developed with BioNTech, is now authorized in Britain, Bahrain, Canada, Mexico, Saudi Arabia and the United States. Moderna’s is expected soon to follow. AstraZeneca, working with the University of Oxford, is likely to seek approval in Britain, India and several other countries in the coming weeks, armed with data from outside the United States, where it has suffered setbacks with regulators.

Valneva has not yet entered clinical trials. Sanofi, working with GlaxoSmithKline, recently changed its approval timetable to the end of next year after clinical results showed a poor performance in older people.

But the outlook for most of the developing world is dire. Because of manufacturing limits, it could take until 2024 for many lowincome countries to obtain enough vaccines to fully immunize their populations.

Local vaccine manufacturing may be critical for lower-income countries.

Not all of the less wealthy nations will face severe shortages. Some have secured a substantial number of doses that could come on the market next year by leveraging their own drug-manufacturing strengths.

India is on track to produce more doses of coronavirus vaccines next year than any other country. The Serum Institute of India, which has contracts for large quantities of the AstraZeneca and Novavax vaccines, has promised the Indian government half of its output.

“India gets priority because it’s my home country,” Adar Poonawalla, the company’s chief executive, said in an interview.

And billionaire Carlos Slim has helped fund a deal for 150 million doses of the AstraZeneca vaccine in Latin America, drawing on manufacturing capacities in Argentina and his native Mexico.

The AstraZeneca vaccine is well suited to poorer countries because it is inexpensive and easy to store. Far more doses of AstraZeneca’s vaccine have been promised

than of any other candidate: 3.21 billion, over half of them committed to poor and middle-income countries. The company has partnered with 10 manufacturers around the world.

Johnson & Johnson, whose vaccine is being tested as a single dose, making it another contender in the developing world, has pledged 500,000 shots to low-income countries, without specifying which nations would get them.

China, which has the third-biggest vaccine manufacturing capacity in the world, has indicated that it intends to make its vaccines available to developing countries.

Last week, the United Arab Emirates issued the first government approval of Sinopharm, citing preliminary data showing that it was 86% effective.

To address vaccine inequity, the World Health Organization and two nonprofits supported by Bill Gates launched an effort to se-

cure 1 billion doses for 92 poor countries. A billion more would go to dozens of middleand high-income nations.

Similar to the U.S. government’s investment but on a much smaller scale, the effort, known as Covax, has backed the development and manufacturing of vaccine candidates, including those of AstraZeneca and Novavax. In return, those two companies have promised Covax hundreds of millions of doses.

But the initiative has struggled to raise enough money to meet its target; even if it did, 1 billion doses would be enough for less than 20% of each poor country’s population.

Rich countries are also jostling for early doses.

Though wealthy nations have reserved a vast number of vaccines, they have to wait in line to get their orders fulfilled. Manufacturers will need time to ramp up production after getting regulatory approval, and countries will

“Just because you’ve purchased 100 million doses doesn’t mean you’ll get 100 million doses in December,” said Kendall Hoyt, an assistant professor of medicine at Dartmouth who has studied the global rollout of vaccines.

In their contracts, companies have promised various time frames. Some public announcements specify that doses will arrive in early 2021, while others are more vague, indicating by the end of next year. And because the contracts are private, it has been hard for governments — and the public — to set realistic expectations.

Julia Barnes-Weise, head of the Global Healthcare Innovation Alliance Accelerator, who consults on these agreements, said it was “mind-boggling” that the global supply of COVID-19 vaccines depended on how these confidential agreements were negotiated.

Take Pfizer, which has said that it will manufacture 1.3 billion doses in 2021. The U.S. government bought 100 million, then was caught off guard when it was later told that it would have to wait until June to receive an additional 100 million included as an option under its contract.

And while Pfizer’s vaccines are already flowing to Britain, Canada and the United States, it is unclear when they will arrive in other countries. Mexico, according to an announcement, could get its first vaccines any time in the next 12 months.

Clemens Auer, a chief negotiator for the European Union, said an in an email that its contract with Pfizer for 200 million doses came with a “fixed delivery timetable,” but that he was keeping the details from the public. “Details don’t matter much,” he said, given the high volume of promising vaccines the EU had secured.

In Canada, the government has faced questioning over its contract with Moderna.

The country secured an agreement in August for 20 million doses, with an option for an additional 36 million. The United States announced a deal for up to 500 million doses shortly after, and Britain and the European Union announced their own deals last month.

So when Moderna said recently that its first 20 million would go to the United States, Canadian politicians were accused of letting their country lose its place. It wasn’t widely known that as a condition for receiving U.S. financial support, Moderna had promised Americans its first doses.

In Canadian Parliament, Erin O’Toole, the Conservative leader, introduced a motion requiring the government to post fulfillment dates for its orders, saying that citizens “de-

serve to know when they can expect each vaccine type.”

Doses may be promised, but production is not guaranteed.

Even if other promising candidates, like Johnson & Johnson’s, soon get approval and take pressure off Pfizer and Moderna, there’s no guarantee the companies will be able to satisfy their commitments next year.

“People think, just because we’ve demonstrated in Phase 3 clinical trials that we have safe and effective vaccines, that the spigots are about to be turned completely on,” said Dr. Richard Hatchett, head of the Coalition for Epidemic Preparedness, one of the global nonprofits leading the Covax program with the WHO. “The challenges of scaling up manufacturing are significant, and they are fraught.”

Some companies have already revised their projections based on manufacturing issues. Pfizer initially said it would produce 100 million doses by the end of this year, only to cut that number in half. Novavax delayed clinical trials in part because it couldn’t make enough doses.

In other cases, vaccine makers or their partners may have promised more doses than can be produced: 3.21 billion doses of the AstraZeneca vaccine have been committed, but manufacturing deals are in place for only 2.86 billion, according to Airfinity. Johnson & Johnson has pledged 1.30 billion but secured manufacturing for only 1.10 billion.

Pfizer’s and Moderna’s commitments are on par with their production abilities, but there appears to be little room for growth.

The companies’ commitments include not just preorders, but also expansion deals, which may not all come to fruition. Like the countries, the companies are also hedging their bets.

Rich countries are being told to share rather than hoard.

As stark disparities in vaccine access become more visible, there is mounting

pressure on wealthy countries to alter their plans.

Australia, Britain, Canada and the European Union have all made financial commitments to Covax. Now, they are being encouraged to stagger the delivery of their own doses so the developing world won’t be stuck at the end of the line.

“The worst possible outcome is you’re offering vaccines to a whole country’s population before we’re able to offer it to the highest-risk ones in other countries,” said Dr. Bruce Aylward, a senior adviser to the WHO’s director-general who is working on the global vaccine initiative.

Rich countries, which may well end up with more doses than they need, are also being asked to donate vaccines. Canada has already begun discussions about how it might do that.

So far, the United States has been glaringly absent from efforts to address vaccine inequities. It has provided no assistance to Covax, and President Donald Trump has promoted vaccine nationalism at every turn.

But he signed an executive order this month stating that once the federal govern-

ment determines there is a sufficient supply for Americans, it will facilitate international access to its vaccines “for allies, partners and others.”

And with President-elect Joe Biden a month from taking office, Covax officials hope the United States will do more.

Biden has already pledged to reverse his predecessor’s withdrawal from the WHO. But even if rich countries donate their excess vaccines, the rest of the world will not have all the doses it needs by the end of next year.

Some experts predict it will be 2024 before there is enough vaccine. Others, like Hatchett, think that as more people get sick and acquire natural immunity, the need for the vaccine will diminish and the supply will be adequate by late 2022.

Either way, many more people will die along the way.

And if it turns out this is a vaccine that is required every year, like the flu shot, that will change the projections entirely, said Dr. Krishna Udayakumar, director of the Duke Global Health Innovation Center.

“Then all bets are off,” he said.

Delivery workers in South Korea say they’re dying of ‘overwork’

t a logistics depot the size of an airplane hangar in southern Seoul, couriers recently held a ritual at the start of another grueling work day: They stood for a moment of silence to remember more than a dozen fellow couriers who they say died this year from overwork.

“We won’t be surprised here if one of us drops dead, too,” said Choi Ji-na, one of the couriers.

Choi, 43, and other delivery workers in South Korea say that they feel lucky to have jobs amid growing unemployment, and that they are proud to play an essential role in keeping the country’s COVID-19 cases down by delivering record numbers of packages to customers who prefer to stay safe at home.

But they are also paying a price.

The string of deaths among couriers this year has caused a national uproar, drawing attention to worker protections that are unevenly distributed in a place that once had one of the longest workweeks in the world.

Packages are expected to arrive with “bullet speed,” but the uninsured workers delivering them say that it is becoming impossible to keep up with the demand, and that labor rule changes made by President Moon Jae-in have left them out in the cold.

There have been 15 deaths among couriers so far, including some who died after complaining of unbearable workloads that kept them on the clock from dawn until past midnight. The delivery workers say they’re dying of “gwarosa,” or death by overwork.

“The workload has become just too much,” Choi said. “Since the coronavirus came, going home early enough to have dinner with my children has become a distant dream.”

Couriers are some of the hardest-working, least protected workers in South Korea.

Between 2015 and 2019, only one to four couriers died per year. This year, nine couriers died in the first half of the year alone, according to data that the Korea Occupational Safety and Health Agency submitted to the lawmaker Yong Hye-in.

When Moon slashed the maximum workweek to 52 hours from 68 in 2018 to ensure a “work-life balance” and a “right to rest,” couriers were left out of the deal. As the pandemic rages on and packages pile up, couriers say they are not only facing longer hours but also an ever-present fear that they will succumb to the mounting volume of work.

Online orders have surged around the world, and demand for delivered goods in

South Korea has grown by 30%, to 3.6 billion parcels this year, according to some estimates.

Most deliveries in South Korea are handled by large logistics companies. Those firms outsource the labor to couriers, who are independent subcontractors working on commission using their own trucks in assigned areas. Since 1997, as e-commerce as boomed and competition has intensified, online shipping costs in the country have dropped by more than half.

Shopping malls and logistics firms now promise even faster deliveries, offering “within-the-day,” “before-dawn” and “bullet-speed” options. But the fees collected by couriers have dropped. Workers now receive between 60 and 80 cents per parcel and have been slapped with penalties when they fail to meet delivery deadlines set by major online shopping retailers.

One courier in Seoul, Kim Dong-hee, returned home at 2 a.m. on Oct. 7. Later that day, he returned to the warehouse to pick up 420 packages. He still had many deliveries to make when he texted a colleague at 4:28 a.m. the next day. He said he would be home by 5 a.m. but would barely have time to eat and wash up before heading out again.

“I am just too tired,” he wrote.

Four days later, he didn’t show up for work. When colleagues checked his home, they found him dead; police ruled that heart failure was the cause. Colleagues say he was killed by overwork. He was 36.

The day that Kim sent his message, another man in Seoul, Kim Won-jong, collapsed on his delivery route, complaining of chest pain and difficulty breathing before he died.

“I remember how tired he looked late in the evening, his shoulders slumped and his cap pulled low, as if he were semiconscious,” a customer who knew Kim wrote online after his death made news.

It has become common to see weary couriers weaving through apartment compounds in the dead of night, delivering fruit, bottled water, Christmas decorations and other items that many shoppers now prefer to have delivered. Some residents who fear infection have refused to share elevators with delivery workers, forcing them to haul packages up stairs.

The pandemic has brought profits to couriers and logistics companies like CJ Logistics, Hanjin Shipping and Lotte. But cat-

egorized as self-employed, most of the country’s estimated 54,000 “taekbae gisa,” or home-delivery drivers, do not benefit from the labor laws that protect full-time corporate employees. Benefits such as overtime, paid vacation and insurance against on-thejob injuries are largely unavailable.

According to a September survey by the Center for Workers’ Health and Safety, a rights group, couriers work an average of 12 hours a day, six days a week. According to government data submitted to lawmakers, work-related injuries for couriers soared by 43% in the first half of the year.

Couriers in the United States, Europe and China have gone on strike seeking better protections. In South Korea, they have staged strikes hoping to secure shorter hours and a “life with evenings.”

“We organized and fought back because we had no one to talk to,” said Park Ki-ryeon, 36, a courier since 2016.

“We, too would like to keep warm indoors, like the people we serve,” Park said.

“But many of us are not well educated and started this work with debts to pay. If we quit, we don’t have an alternative.”

Some logistics companies have apologized for the recent spate of deaths and promised to provide benefits, like medical checkups, and add more workers in phases to help shorten work hours and manage the increased volume.

Moon’s government has vowed to introduce a five-day workweek and ban nighttime deliveries, admitting that his policies have not kept up with the growth of the delivery industry and that “the burden was concentrated in long hours and heavy workloads for couriers.”

After the deaths generated headlines, people also began expressing sympathy for the couriers, leaving drinks and snacks at the door with notes saying, “It’s OK to be late.”

“When strangers pass me on the streets, they say to me, ‘Please don’t die! We need you,’” Park said.

But the reforms promised by logistics companies and the government have been too slow to arrive.

When his grandmother died last month, Park said, he had to hire a replacement courier with his own money to deliver the parcels along his route just so he could take a half day off to mourn her.

“We want change,” he said. “We are not working machines.”

All I needed to survive lockdown was sourdough

or a few innocent weeks about 10,000 years ago, at the dawn of the quarantine era of 2020, my Instagram feed and perhaps yours, too, was suddenly overrun with images of impossibly lovely loaves of homemade bread. It was one of the first social-media show-off fads of the pandemic; with everyone stuck at home, cut off from gym mirrors and airplane wings at sunset, bread-making virtuosity emerged in certain circles as the hottest new way to show everyone online how much better you were than everyone else.

Naturally, I jumped on the bread wagon.

I remember the precise moment my sourdough FOMO kicked in. I was at the supermarket on one of those blissful last days of the Before Times, and I’d been amused at the fevered run on toilet paper (one word, folks: bidets!). Then I rounded the corner into the baking aisle and I went cold. The endless rows of empty shelves made the lockdown real to me: If we were facing a shortage of flour — you know, wheat, the staff of life — should we fear for the rest of civilization, too?

Right there, in the empty aisle, I pulled out my phone and found a wholesaler in New York selling flour

in 50-pound bags meant for bakeries. I could get one delivered to my house in California, along with a few smaller bags of specialized bread flours, for about $100, which seemed both outrageous and totally reasonable.

A couple weeks later, this ludicrous heave of flour dropped onto my doorstep, and I’ve been baking ever since — baguettes, challah and burger buns, but mostly, and most therapeutically, loaves and loaves of sourdough.

It has been revelatory. On Instagram, shots of rustic boules and rubber-banded Mason jars of fermenting starter have long since grown passé, but in my kitchen, sourdough has become an unexpected savior — a hobby, a challenge, an escape, a deceptively complex puzzle, and the deepest of comforts amid so much misery and stress. Through political strife and economic uncertainty, wildfires and toxic air, through Zoom-schooling and every anxiety-provoking cough and sneeze, sourdough has been the duct tape holding together the fraying last threads of my sanity.

I flew through the first 50-pound bag in about three months; now I’m elbow-deep into the second.

For me, the restorative magic of sourdough begins and ends with its tactility. Unlike work, school, friendships and so much else in lockdown, the blessing of sourdough is that it lives completely apart from digital screens.

Sourdough is a real thing in the real world — some bubbly goop in a jar, a jiggly mass in a bowl, a fragile loaf to be gently scored and coaxed into the oven, then sliced and eaten. In the very beginning, one attempts to make sourdough from a recipe, but that inevitably proves futile; explaining how to make sourdough is like explaining how to dunk a basketball — you can describe the process to a T, but you’ll get nowhere without taking a shot for yourself. Sourdough then becomes a

pursuit of feel and touch, of timing and accumulated intuition, of endless practice approaching unattainable perfection.

There is much cliché here, I’ll grant you. The office-bound digital worker who discovers new purpose in an antiquated pastime is a stock character in everyone’s social feed. And sourdough is not my first domestic enthusiasm. I meditate, I pickle, I have even made my own cheese and churned my own butter.

And yet, banal as this sort of digital-detox hobbyism has become, I still believe there is much to recommend it — even more so now that the sourdough craze has passed. In the last decade, as most of us began carrying the internet along with us wherever we went, it’s become increasingly difficult to divorce oneself from the online clammer.

Escape has become especially difficult in the pandemic. The internet is no longer optional for anyone — in the past, I tried to enforce screen-time limits for myself and my children, but now that the screen is our sole portal to everyone else on the planet, limiting it feels cruel and, anyway, unworkable.

Quarantine has also limited many other nondigital outlets. A few years ago, I began attending a weekly ceramics class, and I found it thrilling for some of the same reasons I’ve come to appreciate sourdough — throwing clay on a wheel requires patience, focus and practice, and if your hands are covered in mud, you can’t touch your phone.

But pottery required lots of expensive and impractical equipment found in a specialized studio — which shut down just as the pandemic began. Sourdough, by contrast, is eminently accessible. You can do it at home with inexpensive ingredients, few specialized tools, and now that flour is abundant again, no big upfront investment.

Best of all, sourdough fits seamlessly into the workfrom-home life. Bread is made over time, in snippets.

You can take breaks between emails to fold your dough.

You can attend a meeting, shape your boules, then attend another while the dough rests. As your colleague drones on about this or that office quandary, you can take in the warm aroma of freshly baking bread, and when you take a bite, you might be transported, for just a moment, far away from this terrible year, to a happier time in a more serene place.

Sourdough will not solve all your problems; the earth is still ailing, the country remains an ungovernable mess and pessimism still feels more appropriate than optimism. But we have bread, and that’s not nothing; sometimes, it might even be enough.

Rehabilitación Vocacional otorga sobre $6 millones para pago de matrícula a estudiantes con impedimentos Por THE STAR

a administradora de la Administración de Rehabilitación Vocacional (ARV), Madeline Hernández Dipiní, destacó la millonaria aportación para el pago de diferencial de matrícula a estudiantes con impedimentos que cursan estudios post secundarios que reciben los servicios de esa agencia, en cumplimiento con la política pública vigente.

Los fondos asignados ascienden a $6,396,408 y la agencia ha mantenido la aportación aún en medio de la pandemia por el COVID-19, esto a los consumidores que cumplen con los criterios para obtener el beneficio. Esta aportación económica ha sido de vital importancia para los consumidores servidos por la agencia que continúan sus estudios a distancia.

Cabe destacar que, en julio de este año, la ARV aumentó el pago de diferencial de matrícula del servicio de adiestramiento para los consumidores, de un 80 por ciento, a un 100 por ciento para el

nuevo año académico que comenzó el pasado mes de agosto 2020.

“Desde que iniciamos nuestra gestión en la Administración de Rehabilitación Vocacional, hemos estado enfocados en ofrecer, ampliar y maximizar las oportunidades a nuestros consumidores, más aún en medio de la pandemia del covid 19. Desde el 1ro de marzo hasta el pasado 6 de diciembre, hemos provisto esta aportación económica al diferencial de matrícula a 5,702 consumidores alrededor de la Isla, quienes realizan estudios post

secundarios, y que han continuado los mismos a distancia desde que se implementaron las diferentes Órdenes Ejecutivas por el coronavirus”, sostuvo Hernández Dipiní.

El pago de diferencial en matrícula es una ayuda económica que se le otorga a los estudiantes en estatus de consumidores bajo la ARV, posterior a determinarse los servicios y beneficios comparables a los que tienen derecho y están disponibles en las instituciones post secundarias.

Hernández Dipiní añadió además que “en Rehabilitación Vocacional buscamos crear oportunidades para los jóvenes fomentando la educación y la capacitación profesional, afirmando que las personas con impedimentos deben tener las mismas oportunidades que el resto de la población.

Estamos completamente convencidos de que esta importante aportación económica ha sido de gran ayuda a los jóvenes con impedimentos que cursan estudios post secundarios atendidos bajo nuestra agencia”, sostuvo la administradora de la ARV.

Game Changer premia excelencia estudiantil en producción de proyectos de emprendimiento social Por THE STAR

l secretario del Departamento de Desarrollo Económico y Comercio (DDEC), Manuel Laboy Rivera, premió el miércoles, junto a INprende a tres grupos escolares por los proyectos que desarrollaron bajo la iniciativa de Game Changer, sustentados en algunos de los 17 Objetivos de Desarrollo Sostenible (ODS) de la Naciones Unidas.

“Estamos muy orgullosos del esmero y labor realizada por todos los estudiantes que participaron de este proyecto desarrollado por el Programa de Desarrollo de la Juventud (PDJ) del DDEC. Sobre todo, considerando que este año Game Changer se llevó a cabo de forma virtual y ellos lograron afrontar todos los retos que eso implica durante el proceso creativo.

La iniciativa fue exitosa, ya que lograron crear proyectos innovadores que a la vez tratan de resolver situaciones económicas y sociales en diversos pueblos.

Para nosotros todos son ganadores, porque han traído soluciones que aportan a un mejor Puerto Rico”, expresó Laboy Rivera en comunicación escrita.

El director de PDJ del DDEC, Roberto Carlos Pagán Santiago, detalló que el primer lugar recayó en el equipo de la Escuela Luis Negrón López de Sabana Grande, con el proyecto Eco Nawúz. El grupo de estudiantes desarrolló un fertilizante 100 por ciento natural para proteger los suelos y cosechar productos completamente orgánicos, accesible a agricultores y a personas que desarrollan huertos caseros, con un empaque eco amigable. Recibieron de premio 2,000 dólares y la creación de un salón de emprendimiento en su escuela.

El segundo lugar lo ganó el equipo de la Escuela Ana Delia Flores Santana de Fajardo, por su proyecto Cyber Studying. El grupo de estudiantes sustentó su idea en tres Objetivos de Desarrollo Sostenible de las Naciones Unidas, sobre “Educación de Calidad”, desarrollando una plataforma que promueve la educación interactiva a través de un centro cibernético.

El premio para este grupo ascendió a $1,000.

El tercer lugar lo ganó el equipo de la Escuela Dra. María Cadilla de Martínez de Arecibo, por su proyecto UBUNTU Save System. El grupo de estudiantes presentó la creación de un microchip de rastreo que permite su ubicación en cualquier accesorio o prenda que utilice una persona, para evitar la incidencia de secuestros. Presentaron su prototipo en una pulsera. El mismo fue validado por ingenieros de la isla y por profesores de la Universidad de Puerto Rico, Recinto de Mayagüez. Estos jóvenes recibieron $500 como premio por su proyecto.

Pagán Santiago explicó que el programa Game Changer está enfocado en la capacitación sobre el desarrollo de ideas de negocios y proyectos sociales a maestros y estudiantes de escuela superior de todo Puerto Rico. Como herramienta complementaria, se desarrolló la primera plataforma digital puertorriqueña de educación de emprendimiento, gamechangerpr.com, con acceso a estudiantes y maestros. Más de 1,100 estudiantes y 400 maestros se registraron en la plataforma este año. Game Changer también desarrolló el primer módulo de educación en emprendimiento para maestros. Más de 4,000 personas han tenido acceso a la plataforma desde sus hogares durante la pandemia, para recibir guías sobre cómo emprender.

Alessandra Correa, fundadora de INprende, manifestó que “Game Changer es una muestra de lo que podemos lograr cuando se integra en el proyecto herramientas innovadoras y el compromiso de empoderar a nuestros maestros en temas de emprendimiento para con ellos crear un efecto multiplicador. Cuando tenemos un maestro empoderado con las herramientas necesarias, vemos cómo estas se multiplicaron en decenas de estudiantes y se tradujeron en proyectos increíbles de impacto social para la Isla. Nos sentimos muy orgullosos que INprende haya sido parte de esta experiencia y estamos agradecidos del Departamento de Desarrollo Económico por haber confiado en nuestra empresa social para juntos crear este impacto.”

Algunos de los proyectos que otros participantes de Game Changer desarrollaron se encuentran aplicaciones para conectar personas voluntarias con ancianos que necesitan acceso a recursos; promover el turismo en Loíza; incentivar y visibilizar los comercios en los cascos urbanos; plataformas educativas innovadoras para resolver problemas de aprendizaje; una aplicación móvil para gestionar las horas de labor comunitaria requeridas por el Departamento de Educación; una máquina de jugos orgánicos que incentiva el uso de material reciclable y podría generar actividad económica dentro de las escuelas; una plataforma para visibilizar y darle buen uso a las propiedades en abandono en los municipios; y una planta solar emergente para proteger y mantener encendidos los equipos de salud en hogares con personas enfermas, entre otros.

Sundance goes virtual with a more accessible 2021 lineup

T

he movies still feel like Sundance. But without the snow, the parties and all those packed premieres, will Sundance still feel like Sundance?

That’s the question hanging in the air Tuesday after the Sundance Film Festival announced a 2021 program full of intriguing independent-film titles, including the racial-issues drama “Passing,” starring Tessa Thompson and Ruth Negga; the feministnuns documentary “Rebel Hearts”; and the only-at-Sundance oddity “Cryptozoo,” a quirky animated film about a zoo that houses mythological creatures, featuring the voice of Michael Cera.

But the sprawling festival, which typically unspools over a frigid week and a half in Park City, Utah, has been forced to go mostly online this year in the face of a still-raging pandemic.

That poses a challenge for Tabitha Jackson, who became the new director of the festival this year after six years heading the Sundance Institute’s documentary-film program.

Upon taking over from the departing director, John Cooper, last February — a promotion that made her both the first woman and the first person of color to head Sundance — Jackson said she wondered what she could bring to the world’s most venerated independent-film festival. “I was looking at an incredible, almost 40-year-old machine,” she said in an interview, “and thinking, ‘What is my role going to be in taking this forward?’ ” Just one month later, it was clear that Jackson’s inaugural year would be anything but typical. In March, the fast-growing COVID-19 pandemic forced the cancellation of the South by Southwest festival mere days before the event was supposed to take place.

Movie theaters across the country were soon shuttered, and some of the most talked-about titles to come out of Sundance 2020, like the raucous comedy “Zola,” were pulled from the calendar and still have no release date.

By June, Jackson knew she would have to plan for a Sundance that would play out primarily on the internet. “The core of the festival being digital just seemed necessary for our public health and for our sanity, so we could have some certainty of what we were planning for,” she said. And much to the programmers’ surprise, the flood of submissions mostly kept pace with the previous year.

The director of programming, Kim Yutani, said, “The difference was negligible,

Still, Jackson was determined to slim down the sometimes overstuffed Sundance lineup: The 2021 program consists of 72 features, down from the usual 120, and the festival has contracted somewhat, now running from Jan. 28 to Feb. 3. “Other festivals have decided to go longer — we’ve decided to go shorter and more concise,” Jackson said. “It’s a more intense burst of energy.”

In addition to an online platform that will make those films more accessible than ever to audiences outside Park City, Sundance will add a virtual hangout space where viewers can talk to each other and recommend things they’ve watched. That sense of buzz, Jackson said, “is such a value that we have at the inperson festival, where people on shuttle buses talk about films they’ve just seen and liked.

We wanted to recreate that.”

Some of the high-profile films intended to get people chatting include the suicide-pact comedy “On the Count of Three,” from actordirector Jerrod Carmichael; “CODA,” a drama about a young woman with deaf parents; and “Land,” the feature directorial debut of “House of Cards” actress Robin Wright. (Of the films selected for the festival’s two narrative competition lineups, 50% are directed by women.)

Sundance can also point to a robust documentary lineup, and Jackson is especially high on “Summer Of Soul (… Or, When the Revolution Could Not Be Televised),” a music documentary about the 1969 Harlem Cultural Festival, an event held to celebrate African American music that happened the same summer as Woodstock. It’s directed by Ahmir “Questlove” Thompson.

Jackson has even put together a contingency plan for in-person premieres: Depending on the state of curfews and

public-health guidelines in late January, some of these Sundance movies could also debut at drive-in screenings in major cities and at independent cinemas across the country. “We still hold out the hope of audiences around the country being able to go somewhere to watch a film together,” she said. “We’re going to plan for it until we can’t.”

If that plan falls through, though, Jackson hopes that a virtual Sundance can still convey the same magic from a laptop or a living-room TV. And if viewers are really eager to simulate the Sundance experience, they could always don a wool beanie or heavy coat before pressing “play.”

“We do want people to dress for Sundance, whatever that means,” Jackson said with a laugh. “So if you want to be encased in warm winter gear, then take a photograph of it and we’ll put it on the online platform.”

Tom Cruise erupts at ‘Mission: Impossible’ crew over COVID-19 breach A

12 crew members on a set in Italy tested positive for the virus, Variety reported.

The leaked audio is of Cruise addressing about 50 staff members at a Warner Bros. film production complex in Leavesden, northwest of London, The Sun reported. The tabloid said that the actor wears a mask on the set and has been personally enforcing COVID-19 rules, an effort to prevent further delays in shooting.

In the leaked clip, Cruise told the crew that the production was the “gold standard” for Hollywood and that he had been speaking with studios, producers and insurance companies who were all “looking at us and using us to make their movies.”

He said he would not accept any apologies for what had happened on the set, an apparent reference to the breach in COVID-19 protocol.

“You can tell it to the people that are losing their homes because our industry is shut down,” Cruise said, adding an expletive.

“It’s not going to put food on their table or pay for their college education.”

The sixth film in the series, “Mission: Impossible — Fallout” was released in 2018 and took in $791 million in global ticket sales. It was also filmed in Europe, among other places, and its production was delayed after Cruise broke his ankle while performing a stunt in which he slams into the side of a building.

by The Sun, a British tabloid, and its authenticity was confirmed by two sources close to the film. One source said that Cruise had been speaking to members of the “Mission: Impossible 7” crew about a breach in COVID-19 protocols on the set in London and that further details were not immediately available.

Cruise apparently became enraged after spotting two crew members standing together at a computer screen in violation of an on-set rule requiring people to stand about 6 feet apart, The Sun reported.

Paramount Pictures declined to comment, and The Sun did not say when the recording of Cruise, 58, had been made. Reuters reported that the filmmakers for “Mission: Impossible 7” — the latest installment in the 24-year-old series — arrived in London this month.

In February, production on the film was shuttered in Venice, Italy, amid a raging coronavirus outbreak in that country, Reuters reported. Production resumed in September and has since moved among Italy, Norway and Britain.

Production was paused again Tom Cruise, on the set of “Mission: Impossible 7” in Rome last month, in October after took issue with crew members who broke coronavirus protocols.

W

hat do filmmakers see when they look at animals? Not much, apparently: For the most part, animals in movies are atmospheric background — a solitary cat in a window, a horse in a field glimpsed from a car. Occasionally they are symbols, like the many sacrificed bunnies of cinema (“The Rules of the Game” et al.). At other times, animals are cast as favorite companions, and plenty of dogs have played good boy on-screen. Yet even in films as distinct as “Old Yeller” and “Best in Show,” animals are usually in service to the human story, to our feelings and tears.

The astonishing documentary “Gunda” offers another way of looking at animals. Sublimely beautiful and profoundly moving, it offers you the opportunity to look — at animals, yes, but also at qualities that are often subordinated in narratively driven movies, at textures, shapes and light. It’s outwardly simple: For most of its 93 minutes, the movie focuses on a sow and her piglets. In a short section we roam with chickens, including an impressively agile one-legged bird. In another, cows gallop into a misty field to graze, an interlude of pastoral dreaminess that invokes other representations — in novels and landscape paintings — yet is itself visually transfixing.

“Gunda” is a passion project of Russian director Victor Kossakovsky (“Aquarela”), who wanted to make it for years. (Funding movies is always difficult; doing so for documentaries like this is heroic.) His approach was straightforward yet ingenious. Shooting in black-and-

white digital, with no music, voice-over or on-screen text or people, he opens an intimate window onto the lives of animals. His star, as it were, is Gunda, a prodigious sow of uncertain age who, when the movie opens, has just given birth to a litter of a dozen or so piglets. Although there’s a tag fixed to her ear, the roomy enclosure suggests that they’re not being factory farmed — a relief.

Kossakovsky found Gunda on a Norwegian farm not far from Oslo, on what he has called the first day of casting. Once she was in place, he and his team constructed a replica of her enclosure that allowed them to shoot inside while remaining outside. As you soon discover, this setup gave them an intimate vantage point without, presumably, bothering the inhabitants too much. (Kossakovsky has said that he used a stationary disco ball — never seen, alas — to light the interior.) The filmmakers also laid down dolly tracks outside the pen so they could follow Gunda and her litter as they rooted, played, wandered and sunned outdoors.

The results are spellbinding. The movie opens with Gunda lounging (a preferred pastime) on a bed of hay, her body inside the enclosure and her head framed in the doorway. It’s pig heaven. Kossakovsky — who shared cinematography duties with Egil Haskjold Larsen — holds on the still shot long enough for you to admire its lapidary detail and compositional symmetry. And then: Action! As the camera pushes in, a piglet about the size of one of Gunda’s ears scrambles over her head with piping squeals and slides onto the hay outside. And then, as big mama rhythmically grunts, another piglet and then another scales her epic head and tumbles into the world.

Not much seems to happen beyond squeals and adorableness. Yet the scene’s spareness is deceptive, which is true of the entire movie. Newborns of any species tend to be delightful, and the piglets — in their tininess and charming ungainliness — prove natural-born scene stealers. Their size helps draw you toward them and even causes you to fret. They’re so small and their mother is so very, very big. Kossakovsky may not be telling an obvious story but he is communicating oceans of meaning cinematically, using images to create cascading associations, starting with the shot of the piglets emerging from the dark door, a visual echo of birth itself.

You stay with Gunda and her piglets for a while, during moments of quiet drama, blissful play and nail-biting tension. Kossakovsky shot the movie over a number of months, so the piglets grow by spurts, though never — meaningfully, as you discover — very large. Throughout the scenes of the pigs, and also those of the free-ranging chickens, Kossakovsky mostly keeps the camera at their height, rather than staring down. As Gunda plows her snout in the earth, you see how different the world, the dirt itself, looks from the Lilliputian angle of these beings. These images testify that to see, really see, through the eyes of others, four-legged or otherwise, is to be fully human.

Kossakovsky isn’t waving any flags, but “Gunda” is a reminder that the resistance to showing animals in most movies reflects how we no longer look at them, to borrow a thought from critic John Berger. It also speaks to our unwillingness to acknowledge our abuse of other creatures and, by extension, the natural world. It is, for instance, awfully easy to eat meat; in the developed world, it requires little thought, effort or money. It’s more difficult and certainly more inconvenient to think about the violence inherent in its production, including the environmental devastation. And so, cut off from the natural world, we largely classify animals as pets or meat.

In his moving, prophetic 1977 essay “Why Look at Animals?,” Berger considered the tragic costs of humanity’s putative march toward progress and away from the natural world. “To suppose that animals first entered the human imagination as meat or leather or horn is to project a 19th-century attitude backwards across the millennia,” Berger writes. “Animals first entered the imagination as messengers and promises.”

Animals were companions in our caves. We looked them in the eye and they looked back. Over time, we put animals — nature itself — at a greater remove. We stopped looking. Yet as Kossakovsky reminds us, even as he spares us the ghastliness of the slaughterhouse, we need to look at animals to honestly see what we have done.

Antetokounmpo signs $228 million extension with Bucks

iannis Antetokounmpo redoubled his commitment to the only NBA franchise he has known by indicating he will accept a five-year contract extension worth an estimated $228 million from the Milwaukee Bucks.

Six days before a Dec. 21 deadline to either sign the so-called supermax extension or become an unrestricted free agent after this season, Antetokounmpo on Tuesday released a statement via his social media channels proclaiming himself “blessed to be able to be a part of the Milwaukee Bucks for the next 5 years.”

“This is my home, this is my city,” Antetokounmpo wrote.

In a team statement later Tuesday confirming the deal, Antetokounmpo said: “You took a chance on us eight years ago and now putting my signature on a contract like this is unreal — but it’s all because of hard work. This is my home and I’m going to continue working hard and do my best to make the Bucks, our fans and the city proud. Let’s have fun, win and make these years count.”

The Bucks selected Antetokounmpo, who was born and raised in Greece by Nigerian parents, with the 15th overall pick in the 2013 draft, despite Antetokounmpo’s limited professional experience in the Greek second division. Antetokounmpo has blossomed beyond all expectations to win backto-back Most Valuable Player awards and, by committing his long-term future to the Bucks, has delivered the team its most significant victory since Kareem Abdul-Jabbar and Oscar Robertson led Milwaukee to its lone NBA championship in 1970-1971.

“This is one of the great days in Bucks history,” Peter Feigin, the Bucks’ team president, said during a virtual meeting organized by the Milwaukee Press Club after Antetokounmpo revealed the news.

Antetokounmpo, who turned 26 on Dec. 6, is under contract for one more season on his current deal and, because he signed an extension, cannot be traded by the Bucks before next season. The extension will be the largest

Antetokounmpo’s new deal includes a player option after the 2024-25 season that would allow him to enter free agency one year early.

After winning MVP honors for the first time in 2018-19, Antetokounmpo averaged 29.5 points, 13.6 rebounds and 5.6 assists per game last season to repeat as MVP. He was also named Defensive Player of the Year last season, joining Michael Jordan (1987-88) and Hakeem Olajuwon (1993-94) as the only players to win the MVP and defensive player awards in the same season.

The Bucks posted the league’s best regular-season record in each of the past two seasons but have had back-to-back playoff disappointments, which led to considerable apprehension in Milwaukee that Antetokounmpo might pass on the extension and choose a new team next season. After a meek second-round

playoff series loss to the Miami Heat this summer, Bucks officials promised Antetokounmpo that they would upgrade the roster — and they duly agreed to a trade in November to acquire guard Jrue Holiday from the New Orleans Pelicans.

But a planned sign-and-trade deal with the Sacramento Kings to acquire sharpshooting restricted free agent Bogdan Bogdanovic in addition to Holiday collapsed and, as The New York Times first reported, prompted the league office to open an investigation. The NBA is exploring possible violations of its anti-tampering rules, since it appeared that the Bucks and Kings had already reached an agreement on a sign-andtrade transaction more than three days before free-agent discussions of any kind were allowed to start. Bogdanovic eventually joined the Atlanta Hawks after he signed a four-year, $72 million offer sheet with the Hawks that Sacramento elected not to match.

Tuesday’s announcement ended a nervy period for the Bucks since the

Holiday acquisition and the Bogdanovic drama, sparing the small-market franchise from the specter of constant questions about Antetokounmpo’s future as the Bucks try to make it back to the NBA Finals for the first time since 197374. After that season, Abdul-Jabbar quietly asked Milwaukee to trade him, saying he preferred to live in New York or Los Angeles. The request ultimately led the Bucks to trade Abdul-Jabbar to the Los Angeles Lakers in June 1975.

In a 2017 interview with The Times, Antetokounmpo described himself as “a low-profile guy” who had no interest in “all these flashy cities like LA or Miami.”

“I don’t know if I could be the same player if I played in those cities,” Antetokounmpo said then.

Teams such as Miami, Toronto and Dallas had been managing their payrolls in hopes of making a free-agent run at Antetokounmpo in 2021, but to the Bucks’ great relief, teams in flashier markets won’t get that chance.

Can any AFC team catch the Chiefs?

he only real danger to the Kansas City Chiefs in the playoffs will be the Chiefs themselves.

The defending NFL champions have grown bored of terrestrial football lately.

The Chiefs (who have already clinched the AFC West) now strive to turn their games into inscrutable performance art installations, allowing inferior opponents to stay close while they execute play concepts that appear to have been found scribbled in the margins of Hunter S. Thompson manuscripts.

Patrick Mahomes and Tyreek Hill usually connect for a few 40-yard touchdowns to compensate for their penalties, turnovers and self-indulgent noodling, but the Chiefs’ weekly attempts to commune with the cosmos could eventually result in a playoff upset that allows one of the following pretty good — but far from flawless — challengers to represent the AFC in the Super Bowl.

Pittsburgh Steelers (11-2) The Steelers rose to 11-0 by pummeling opponents’ backup quarterbacks while hoping that no one noticed that their offense is built entirely out of screen passes. The Washington Football Team and Buffalo Bills figured out in recent victories against the Steelers that Ben Roethlisberger now throws the football as if he’s trying to float a Ping-Pong ball into a red plastic cup. The Steelers’ defense remains dominant, when not dealing with health issues, and the team can find reassurance in the fact that Jimmy Garoppolo and the San Francisco 49ers nearly beat the Chiefs in the Super Bowl last season with a similar set of strengths and weaknesses.

Buffalo Bills (10-3) Decades in the shadow of the New England Patriots left the Bills with a deep-seated inferiority complex, and they lost important midseason games to the Chiefs and the Tennessee Titans after a 4-0 start by playing as if they simply felt unworthy of being counted among the AFC front-runners.

The Bills appear to have outgrown their self-doubt in recent victories against the Seattle Seahawks and the Steelers, but behavioral conditioning can be hard to break. If quarterback Josh Allen transforms back into an interception-happy

Winter Soldier when the Bills visit the Patriots in Week 16, it may mean that the Bills have been irrevocably compromised.

Tennessee Titans (9-4) Running back Derrick Henry is an indomitable December force, like a nor’easter, Mariah Carey’s “All I Want for Christmas Is You,” or a holiday shopper stiff-arming store greeters and grandparents en route to an (empty) PlayStation 5 display. Henry rushed for 215 yards and two touchdowns in the Titans’ victory against the Jacksonville Jaguars last week, and he appears determined to stuff the Titans’ traditional smash-mouth values down everyone’s throats for the holidays just as he did last year.

The Titans’ defense is not nearly as rugged and playoff-ready as their old-fashioned reputation might suggest, but bludgeoning skeptics into quiet acquiescence is also a December tradi-

tion, as is post-holiday disappointment.

Cleveland Browns (9-4) With their balanced offense and dangerous pass rush, the Browns are almost ready to compete for the Super Bowl.

But the universe itself is not quite ready for the Browns to compete for the Super Bowl; Lamar Jackson’s recovery from midgame cramps and fourth-quarter comeback to defeat the Browns in Monday night’s 47-42 thriller may have been reality’s way of repairing a dangerous rift in its own fabric.

The Browns are enjoying their first winning season since 2007. Allowing them to enjoy anything more would simply be too much pleasure for anyone to experience in 2020.

Indianapolis Colts (9-4) The Colts are kit-bashed together from leftover pieces of the 2010s San Diego/Los Angeles Chargers (Philip Rivers), 2017 Minnesota Vikings (corner-

back Xavier Rhodes) and last year’s 49ers (defensive tackle DeForest Buckner), all hot-glued onto the frame of the Andrew Luck-era team. As a result, they look pretty good until you examine closely and realize that they were cobbled together almost purposely so they could lose a playoff game.

Miami Dolphins (8-5) The Dolphins are better at making opponents look foolish than at making themselves look like legitimate contenders. They combined takeaways (they’re tied with the Steelers for the NFL lead with 25) with excellent special teams and an ultraconservative offense to upset the Los Angeles Rams, throw a scare into the Chiefs last week and win lots of low-scoring games against the New York Jets and other bottom-feeders.

Like the Bills, the Dolphins may be programmed by decades of hopelessness to self-destruct if they come too close to success. Coach Brian Flores already benched the rookie quarterback Tua Tagovailoa in one loss in what looked like a panicky move, and Flores might be tempted to turn again to Ryan Fitzpatrick when he needs a comeback, not realizing that the real “FitzMagic” is the outsize reputation the journeyman backup has nurtured by almost winning meaningful games.

Baltimore Ravens (8-5) With their midseason swoon behind them but with obvious lingering shortcomings on both sides of the ball, the Ravens are barreling toward yet another offseason of “why can’t Lamar Jackson win playoff games?” conversations. Come late January, that may be the only thing fathers-inlaw on Facebook have to talk about.

Las Vegas Raiders (7-6) The Raiders remain mathematically alive but have lost three of their past four games, and they fired defensive coordinator Paul Guenther on Sunday after surrendering 44 points in a loss to the Colts and (more troublingly) 28 points in a near-loss to the Jets.

The Raiders upset the Chiefs in Week 5 and lost by just four points in the Week 11 rematch, so they cannot be discounted as a threat if they reach the playoffs. But again: The trick to winning the AFC is to be on the field when the Chiefs decide to beat themselves. The Raiders are the least likely of the AFC playoff hopefuls to position themselves to make that happen.
