new list of recommendations made by the Puerto Rico Health Department for Gov. Wanda Vázquez Garced was leaked Wednesday to all social media and press outlets. According to the document bearing the official logo of the agency, a partial lockdown could be announced soon (possibly even today) starting Dec. 7 continuing until Dec. 21, and it may include a change in curfew hours and a full lockdown on Sundays. On Wednesday afternoon, the Health Department reacted to the leaked official document by saying that is not a determination by the governor for the next executive order. “The recommendation reports shared via social media today [Wednesday] are legitimate documents, prepared by the Data Sciences teams and the Municipal Case Investigation and Contact Tracing System of the Department of Health. They represent a summary of the current status of the epidemic in Puerto Rico, based on the data collected on the official platform of the Department of Health, the Bioportal,” the Health Department said in a written statement. “This report contains descriptive data, which breaks down the status of the epidemic, in reference to the system that serves it, to make recommendations based on the findings. The reports also contain advanced prediction models and risk measurement approaches, complementary to the existing ones, to strengthen the analysis and continue making decisions based on more in-depth analysis.” The agency also said: “This document should not be construed as [one] that represents the final decision to be incorporated into the current executive order. It was shared with the scientific groups and was to be presented to Governor Wanda Vázquez Garced so that, together with the recommendations of other groups, she can make an informed decision for the well being of the people of Puerto Rico and the proper management of the pandemic.” The Health Department recommends that shopping malls, retail stores and department stores should move to online or outside pick-up sales. Restaurants and food trucks, meanwhile, would be open to families with fewer than six people per table. The department also promoted the delivery of food and pick-up systems. Food businesses cannot have their bars open, but they can sell alcohol served at the

table. In bars and “chinchorros,” consumption is prohibited in the place and on the premises of the establishment; sales will be only by delivery or to-go. The document signed by 12 health professionals who are in charge of the response to the pandemic on the island establishes that essential services that will not be affected in the time period covered by the partial lockdown must limit the time in which any person is present at the place and promote drivethrough options. These include supermarkets (30 minutes), pharmacies (20 minutes), gas stations (20 minutes) -- repairs of cars or electrical appliances will be by appointment only -- medical appointments (30 minutes), and hospitals according to need, with the determined protocols and without company except for minors and people with disabilities. Visits to businesses such as spas, beauty parlors and barbershops will be by appointment and staff must work with an N95 or surgical mask, and must provide masks to clients. Also, clients cannot be allowed to enter with cloth masks. Also according to the Health Department document, churches should promote virtual services and reduce any face-to-face activity to six people or fewer. The document also recommends gyms remain closed and prohibited from offering services. Also, cinemas, theaters, public swimming pools, museums, libraries and game centers for children or adults must also remain closed. In the case of public employees, the new restrictions provide for workers in non-essential agencies continuing to work remotely. The group of health professionals also propose reducing the entry of tourists and relatives who travel to the island to visit. They will require a negative PCR test 72 hours prior to arrival.

lthough not yet certified by the State Elections Commission because the general vote count remains unfinished, Puerto Rico governor-elect Pedro Pierluisi Urrutía on Wednesday announced his first cabinet appointments. At a press conference held at the Antiguo Casino de Puerto Rico, Pierluisi said he felt pleased presenting his future cabinet members as they will give the island “the government of excellence that it deserves.” He said he has taken his time to select “high-caliber professionals … hard-working, thorough, experienced people who are willing to continue and give everything for our island.” “Our people sent a clear message that they want to be taken into account, that they want a government that responds and works for everyone,” the governor-elect said. Among the appointments, Pierluisi named former Sen. Larry Seilhamer as secretary of

State “to entrust him as a special project with the direction of a work group that will speed up the reconstruction of our infrastructures, our schools and our environment.” Seilhamer said it is time to “take off the red shirt, the blue shirt, the yellow shirt, the green shirt and put on Puerto Rico’s shirt” as he called for collaboration among the “diversified” legislative and executive branches of the incoming government. Pierluisi also appointed attorney Domingo Emanuelli Hernández as secretary of Justice. Emanuelli Hernández recognized that he faces a “great challenge.” “I know the perception that people have of the Department of Justice, and I also know that it’s not only a perception; this department has fallen,” the appointee said as he asked citizens to trust the department again. “I come with a promise to the people and the country,” Emanuelli Hernández said. “I am committed to working to gather the best talent, men and women, who will not only come to accuse people, but also come to protect the human rights of everyone who lives on this island.” Pierluisi also designated Puerto Rico Teachers Association President Elba Aponte Santos as secretary of Education. When the Star asked Aponte Santos if she was going to consider re-establishing gender perspective in the agency’s education curriculum, she responded that “we have to work with gender perspective because that implies equality, equity and access to opportunities that the child has in an integral way no matter what gender they have.” Meanwhile, Pierluisi also appointed businessman Manuel Cidre Miranda as Economic Development and Commerce secretary. Cidre Miranda said his focus would be on developing “a common economic development vision in hand with a brand that distinguishes us around the world.” He also said he will commit himself to improving “efficiency in the central government’s infrastructure, administration and transparency” to begin “the economic revolution that Puerto Rico needs.” The governor-elect also announced that current Treasury Secretary Francisco Parés Alicea and Puerto Rico Fiscal Agency and Financial Advisory Authority Executive Director Omar Marrero will remain in their seats, which means they won’t have to go through the Senate confirmation process.

Incoming transition committee chair confident LUMA will agree to amend PREPA contract By THE STAR STAFF

T

he administration of governor-elect Pedro Pierluisi will renegotiate the agreement between the Puerto Rico Electric Power Authority (PREPA) and the private manager of the utility’s transmission and distribution (T&D) system, LUMA Energy, Bayamón Mayor Ramón Luis Rivera, who chairs the incoming government transition committee, said Wednesday. The 15-year LUMA Energy contract was signed in June of this year but amendments to the contract carry certain financial penalties. “I am under the impression -- and this may just be my own perception -- that there will be willingness to change some clauses,” Rivera said after transition committee hearings in which outgoing government officials informed the incoming government about pending matters. During the hearing, Rivera questioned Public Private Partnership (P3) Authority Executive Director Fermín Fontanés about some of the draconian clauses contained in the contract. For instance, PREPA was excluded under the contract from making determinations on whether LUMA Energy is ready to take over the utility and from

authorizing contracts despite having the expertise. Rivera also questioned Fontanés about a clause in the contract that states LUMA will own any capital improvements made to the T&D system but PREPA will have no say on the capital improvements despite paying for them using either federal or local funds. Fontanés said the P3 Authority will hire outside experts to manage the contract but the Puerto Rico Energy Bureau (PREB) will be giving the green light to all contracts. Rivera also queried Fontanés about contentions that the contract will not result in rate hikes. Fontanés said LUMA is expected to incur savings that will offset the possibility of rate hikes. Under the contract, PREPA will pay Luma up to $125 million in service fees and job performance incentives. Pierluisi has said he wants amendments to the LUMA contract to ensure there are no rate increases, that the acquired rights of the employees are preserved, and that the financial viability of PREPA’s pension system is not affected, and to prevent conflicts of interest between LUMA and its subsidiaries. Regarding other public-private partnerships, Fontanés said a P3 project for a private operator to install and manage

water meters in a contract with the Puerto Rico Aqueduct and Sewer Authority, and another to build student housing at the University of Puerto Rico in Mayagñüez, are in the final stages of negotiations. The P3 Authority has other proposed projects to rebuild piers around the San Juan Bay and to create a training center for police officers, which was rejected by the Police Department. It also has several pending energy projects. All will be completed by the Pierluisi administration.

itizen Victory Movement (CVM) San Juan mayoral candidate Manuel Natal Albelo said Wednesday he is requesting an investigation into alleged irregularities related to mail-in early voting ballots from Unit 77 of San Juan Precinct 1. Natal Albelo said the claim is due to the CVM finding some 772 additional early voting ballots, after the State Elections Commission (SEC) approved only 3,236 citizen requests for early voting. “Unit 77, which is the unit where there is mail voting, home voting, absentee voting, is the unit that has not yet been reported, and why has it not been reported? Because the allegations that we have been making since the night of the election cannot be resolved from one moment to the next,” Natal Albelo said. “What they did at the State Elections Commission in order to create the false impression that this election was decided on Nov. 3 itself, is now costing those who decided to act negligently.” The CVM candidate for mayor of San Juan also called out the SEC for allegedly

receiving orders from New Progressive Party (NPP) mayoral candidate Miguel Romero’s campaign director, Ángel Cintrón, “requesting the commission to count early votes, which made the SEC give priority to the early votes cast in San Juan.” “Today, they’re seeing the consequences, as they were trying to count those early votes hurriedly,” he said. “They mixed mail voting ballots with home voting ballots.”

“That is why 29 days after the elections, the NPP can’t complete what they wanted to do, which was to put an end to the elections from the first day,” Natal Albelo added. “That’s why Ángel Cintrón, in a press conference like this one at 7 p.m. on Nov. 3 was saying to close the [ballot] containers, to stop counting and to certify Romero as the mayor-elect of San Juan, because they didn’t want us to find what we found.”

The CVM candidate said that in the coming days, “the NPP will try to resolve this mess in the following manner: as I told you all, they will count municipal ballots that they have from San Juan Precinct 1 in Unit 77, they will set a number, and as long as that number does not exceed the request numbers, that’s it, nothing happened.” “It does not matter that they did not follow the minimum safeguards of an electoral process, and they will try to certify a person as a winner of an electoral process,” Natal Albelo said, calling such actions “a great irresponsibility.” Meanwhile, although Natal Albelo said he recognized that he has taken the lead over Romero by more than 2,400 votes with around 84 percent of the registered polling stations reporting tabulation results, he wouldn’t feel certain enough to claim himself as the capital city mayor-elect because the chaotic electoral event “has cast a shadow across every candidate.” Earlier in the day, CVM Electoral Commissioner Olvin Valentín, along with San Juan District 3 candidate for the House of Representatives Eva Prados, called on the SEC to investigate the alleged appearance of suspicious early voting ballots and to address a general vote count process violation.

opular Democratic Party (PDP) Reps. Rafael “Tatito” Hernández, José “Conny” Varela, Lydia Méndez Silva and Roberto Rivera Ruiz de Porras announced Wednesday the filing of an appeal by mandamus against the speaker of the Puerto Rico House of Representatives, Carlos “Johnny” Méndez Núñez, to begin the transition process. “Given the inaction of the outgoing speaker to initiate the transition processes, without further delay or obstacles, we have been obliged to go to the judicial forum to resolve this matter that is of high public interest,” Rivera Ruiz de Porras said, accompanied by the other plaintiffs. Rivera Ruiz de Porras said that on Nov. 23, Hernández Montañez -- who hopes to become the new House speaker -- sent an official communication to Méndez Núñez to inform him of the names of the members of the incoming transition committee in order to begin the work related to the transition in the legislative assembly, according to Administrative Order 2016-02 (OA-2016-02). A day later, Méndez Núñez replied in

writing that he would not start the process until the State Elections Commission issued an official certification of the winners. “Following the refusal of Johnny Méndez, on November 28 we sent a second written communication, reiterating our request to begin the transition process and illustrating the similar situation that occurred in the Municipality of San Juan,” Rivera Ruiz de Porras said. “In this instance, the [Puerto Rico] Supreme Court ruled, in the Romero Lugo versus Cruz Soto case (CT-2020-26), that the preliminary certifications, even in the cases in which a recount is carried out, are sufficient to initiate the transition processes. Therefore, we do not understand the intransigence of the speaker regarding this situation.” “Unfortunately, the provisions of this administrative order have been breached by the speaker of the House,” Rivera Ruiz de Porras added. “Despite the fact that we have sent him several communications and in full knowledge of the current rule of law, the outgoing speaker continues to be determined not to comply with his powers and obligations. “Likewise, he has prevented his subordinates from carrying out the guidelines of OA-2016-02. Commonwealth gov't accounts drop 0.5% By THE STAR STAFF

uerto Rico’s government bank accounts balances went down to $20.06 billion as of Oct. 30, a 0.5 percent decrease over the previous month. The information is contained in a notice to markets. The Puerto Rico Fiscal Agency and Financial Advisory Authority (AAFAF) published a summary of the commonwealth’s bank accounts this week showing that the overall balance decreased by $100 million from the previous balance of $20.17 billion reported on Sep. 30. The decrease was driven, according to the report, by a $296 million increase in the Treasury Single Account (TSA) balance, a $38 million increase in restricted accounts and/or those subject to Title III proceedings, a $16 million increase in pension-related accounts, a $237 million decrease in public corporations, and a $212 million decrease in central government non-TSA accounts. Regarding agencies and public corporations that are in bankruptcy under the Puerto Rico Oversight, Management and Economic Stability Act, the report shows that the liquidity of the Puerto Rico Highways and Transportation Authority grew to $318.2 million

as of Oct. 30, from $272.4 million as of Sept. 30. The bank account balance of the Puerto Rico Electric Power Authority went down to $628.2 million in October, from $632 million in September. Meanwhile, the Puerto Rico Sales Tax Financing Corporation’s account balance decreased to $20.7 million in October from $20.9 million in September, the report said. The bank account balance for the Puerto Rico Aqueduct and Sewer Authority went up to $841.8 million in October from $809.3 million in September, while the University of Puerto Rico’s account balance decreased to $370.8 million in October from $384.2 million in September. The filing did not contain the account balances for the Puerto Rico Legislature or the courts, or those for the Government Development Bank for Puerto Rico, municipal funds, or investment accounts. AAFAF also released a liquidity report, in which the Puerto Rico Ports Authority saw its yearly liquidity increase to $75.6 million from $50.1 million, primarily due to a $34.7 million insurance settlement and collections of $4.7 million in Coronavirus Aid, Relief, and Economic Security (CARES) Act reimbursements. The Puerto Rico Public Buildings Authority’s year-to-

date liquidity decreased to $74.4 million from $77.9 million, primarily as a result of a delay in the receipt of fiscal year 2021 rent payments from commonwealth agencies. The Puerto Rico Convention Center District Authority’s cash decreased by $2.6 million to $11.6 million at the end of October, mainly due to operating losses as it is unable to operate due to the global pandemic.

erardo Morell, director of the NASA Space Grant on the island and a physics professor at the University of Puerto Rico (UPR) Río Piedras Campus, said in a radio interview Wednesday that Congress must hold public hearings on the future of the Arecibo Observatory. “What I am suggesting as a member of the scientific community in Puerto Rico is that we request that congres-

sional public hearings be held on this matter,” Morell said in an interview on “Pegaos en la Mañana” on Radio Isla 1320 AM. “The decision [regarding whether or not to rebuild the Arecibo Observatory] remains in the hands of Congress and not in the hands of the National Science Foundation [NSF, the owner of the facilities].” “The Arecibo Observatory is larger, more comprehensive, than the National Science Foundation. And in that sense it has to be an entity such as Congress that can assess all the valuable aspects of the observatory, beyond astronomy,” Morell said. “Because this has a scientific value for the international community; it also has a national security value, it has an educational value, it has a tourist value. You have to look at all aspects before making a decision and that can be done by Congress and not necessarily by the National Science Foundation.” Early Tuesday morning, the Gregorian dome and the 900-ton receiver platform that supported it collapsed onto the 100-foot-diameter main dish after the cables that held the platform failed. The dish was shattered when it was hit by the falling platform. On Nov. 6 at around 7:39 p.m., a main cable failed at the observatory, causing damage to the installation’s main dish. Unlike the auxiliary cable that failed in the same installation on Aug. 10, the main cable did not come out of its socket, but instead broke and fell onto the reflector dish below, causing additional damage to the dish and other nearby cables, as reported on Nov. 8.

On Nov. 19, the NSF announced that it was going to dismantle the 1,000-foot (305-meter) dish, since it did not consider it possible to repair it safely. The Arecibo Observatory was established in 1963 but had been modernized and expanded on several occasions to maintain its validity as a research tool. The observatory has been instrumental in investigating asteroids, particularly those approaching Earth. The scientific facility was widely regarded as the best research center in the world for determining the shape, size, composition, speed and path of an asteroid.

Surging virus exposes California’s weak spot: A lack of hospital beds and staff By THOMAS FULLER and MANNY FERNÁNDEZ

F

or all its size and economic might, California has long had few hospital beds relative to its population, a shortfall that state officials now say may prove catastrophic. California is experiencing its largest surge in coronavirus cases with an average of nearly 15,000 new cases a day, an increase of 50% from the previous record over the summer. So even though the state has some of the country’s most restrictive measures to prevent the spread of the virus, an influx of people with severe cases of COVID-19 may force overwhelmed hospitals to turn patients away by Christmas, Gov. Gavin Newsom warned this week. A dearth of hospital beds has been a worldwide problem throughout the pandemic, but California, with a population of 40 million, has a particularly acute shortage. The wealthiest state in the wealthiest country has 1.8 hospital beds per 1,000 people, a level that exceeds only two states, Washington and Oregon, according to 2018 data compiled by the Kaiser Family Foundation. California has one-third the number of beds per capita as Poland. Many hospitals in California have maintained lower numbers of beds in part to limit the length of patient stays and reduce costs. But that approach is now being tested. In addition to beds, a shortage of nursing staff will make handling the surge of virus cases “extraordinarily difficult for us in California,” said Carmela Coyle, head of the California Hospital Association, which represents 400 hospitals across the state. “This pandemic is a story of shortage, whether it is shortages of personal protective equipment, shortages of testing supplies, shortages of the trained staff needed to deal with these patients,” Coyle said. “It’s what has made this pandemic unique and different from other disasters.” Also unlike other catastrophes, California will not be able to rely on other states for assistance. Mutual aid has been a cornerstone in its planning for disasters, requesting, for example, thousands of firefighters from neighboring states to help in dousing the mega-fires of recent years. But with so many parts of the country struggling with the coronavirus at the same time, there are few traveling nurses available or nearby hospital beds to spare. “You have to think of this as a natural disaster, like an earthquake — there’s a lot of need for hospitalization,” said Dr. George Rutherford, a professor of epidemiology at the University of California, San Francisco. “But the difference here is that it’s happening across the country. We can’t send people to Reno, Phoenix or Tucson. We’re stuck.” The state government says it has 11 surge facilities, or alternative setups, including mothballed medical buildings and at least one sports arena, ready if hospitals become overloaded. Beyond California, hospitals have been scrambling in recent weeks to handle a new rush of patients, particularly in parts of the Sun Belt and New England that had largely avoided coronavirus spikes in the spring and summer. The

As hospitals exceed or get close to exceeding their capacity for coronavirus patients, state and local officials have been opening hospitals in parking lots or unoccupied buildings. The number of hospital beds in California has declined over time partly because of a trend toward more outpatient care, said Kristof Stremikis, an expert on the state’s hospital system at the California Health Care Foundation. But more acute than the shortage of beds, Stremikis says, are staffing shortages, especially in regions with high concentrations of Black, Latino and Native American patients. “The system is blinking red when it comes to the workforce,” Stremikis said. “It’s nurses, doctors, allied health professionals — we don’t have enough of many different types of clinicians in California, and they’re not in the right places. It’s a huge issue.” Newsom has said California would draw from a registry of retired or nonpracticing health care workers and deploy them to hospitals. But Coyle, the head of the California Hospital Association, says she does not think volunteers can bridge the gap. “We are down to a very, very small fraction who are willing to serve,” she said. “Those volunteers were not trained at a level to be as helpful in a hospital setting.” At the county level, health officers are counting down

the days until their hospitals are full. On Sunday, California became the first state to record more than 100,000 cases in a week, according to a New York Times database. The state government estimates that about 12% of cases end up in a hospital. Dr. Sara Cody, the chief health officer for Santa Clara County, which includes a large slice of Silicon Valley, projects that hospitals in the county will reach capacity by mid-December. “This is the most difficult phase of the pandemic so far,” Cody said. “Everyone is tired.” She is expecting a spike in cases from Thanksgiving gatherings, which could accelerate the timeline, she said. Few states have been as aggressive in combating the pandemic as California, which now has a stockpile of a half-billion face masks. Los Angeles last week announced a ban on gatherings with other households. In Santa Clara County, hotels are now only reserved for essential travel and a ban on contact sports is forcing the San Francisco 49ers to play home games in Arizona. “We have done everything that we can do as local leaders and health officials,” said Cody, who led the effort in March to put in place the country’s first shelter-in-place order. “We have worked as hard as we can work. Only 9 trials in 9 months: Virus wreaks havoc on NYC courts By NICOLE HONG and JAN RANSOM

A

Brooklyn trial was postponed after the defense lawyers said they were unwilling to spend weeks in a cramped courtroom. In Manhattan, a woman summoned for jury duty told the court she had been sick with the coronavirus and was symptomatic. Another trial, in the Bronx, was canceled when four courthouse staff members tested positive. Since October, state and federal court officials have taken extraordinary measures to restart criminal trials in New York City. They have constructed Plexiglas boxes with special air filters in court. They have asked witnesses to testify in face shields and have spread jurors out in courtroom galleries. But those efforts have not stopped the virus from disrupting nearly every step of the process. The state and federal courts in the city have been able to complete only nine criminal jury trials since the pandemic hit in March, officials said. Last year, there were about 800 criminal trials in the city. For months, the logistical problems have threatened the ability of hundreds of defendants to secure their constitutional right to a speedy trial. Now, as a second wave of the virus threatens the region, the delays are worsening — and officials foresee the backlog of unresolved cases continuing to grow. Last month, the chief judge in New York state halted new jury trials until further notice because of surging virus cases. More than 400 defendants have been waiting in New

York City jails for more than two years for their cases to be resolved, according to the mayor’s office. “Is it fair for people to be languishing in pretrial detention and presumed innocent with no prospect of a trial in the future for them?” said New York’s chief administrative judge, Lawrence K. Marks. “A criminal justice system cannot be, in any sense of the word, fully functioning, if it is not conducting jury trials.” And in the last week, the federal courts in the city also announced that all trials would be suspended until mid-January. Some prosecutors, citing safety concerns, have pushed to delay trials because their witnesses live out of state or work in hospitals with COVID-19 patients. In other cases, prosecutors said the fears of catching the virus during trials had been overblown. The problems in New York have been mirrored across the country. Federal judges in Nebraska, Nevada, Colorado and several other jurisdictions recently suspended jury trials in response to rising virus cases. A court in McKinney, Texas, a suburb of Dallas, held the state’s first virtual criminal trial last month. Each court has determined its own protocols. One local courthouse in Orange County, California, has completed 114 criminal trials since May, while the federal courthouse across the street has determined it is unsafe to hold any trials.

In New York City courts, the challenge of preventing the virus’s spread is magnified by the dense population. In normal times, clerks, court officers and lawyers squeeze into courtroom galleries and line the crowded hallways, waiting for cases to be called. In November, at least three dozen people who appeared in nine criminal courthouses in the city tested positive for the virus, according to the state’s court administrators. Many judges have been eager to begin trials, worried about violating the constitutional rights of people charged with crimes. Without speedy trials, jails become overcrowded, evidence grows stale, and witnesses’ memories fade. Early in the pandemic, after New York City officials released hundreds of inmates, the city’s jail population dropped to its lowest level since the 1940s. But the population has increased again — to 4,669 people last month — raising fears about the virus spreading among inmates and jail staff. Most of the inmates are awaiting trial, according to the Center for Court Innovation, a criminal justice nonprofit. But one of the biggest hurdles to restarting trials has been finding defense lawyers who are willing to do them. At a federal hearing in Manhattan, Susan Kellman, a defense lawyer, said she felt unsafe visiting her client in jail, which hindered their ability to prepare for a drug-trafficking trial that had been scheduled for October. Her client has been adamant about going to trial quickly, she said, and regularly screams at her on the telephone. “I’m a single parent. I have two kids. I’m really not ready to die,” she told the judge, who rescheduled the trial. Courthouse security officers and defense lawyers have sued to oppose the reopening of New York’s state courts, accusing court administrators of failing to take adequate safety measures. The chief administrative judge has said the courts are thoroughly and regularly cleaned. But a team of physicians hired by the city’s public defender groups contended in an August report that the state’s courthouses were ill-equipped to stop the spread of a virus, pointing to crowded holding cells for defendants, improperly installed plexiglass and poorly ventilated rooms. Even with careful preparations, trials have been derailed by the pandemic. On Long Island, a judge stopped a trial after two days of testimony in September when the defendant revealed that his wife had tested positive for the virus. He said he was unable to isolate from her inside their small house. The trial resumed last month, and a jury convicted him on several drug offenses. One or two other trials that had been halted in March may have also resumed during the pandemic, state court officials said. “We are concerned for both victims and defendants that the wheels of justice continue to move,” said Karen Friedman Agnifilo, chief assistant to the Manhattan district attorney. “Languishing court cases is not good for anybody.”

I

n one of President-elect Joe Biden’s closing campaign advertisements, he promised a “new world coming” if Americans voted for “honor,” “decency,” “respect of office” and “truth.” The restoration of “truth” was illustrated in the ad by a photograph of the lectern in the White House briefing room, which under President Donald Trump has been used to disseminate falsehoods and to undermine the credibility of a news media that his aides have referred to as the “opposition party.” The White House press secretary, Kayleigh McEnany, for instance, recently refused to take a question from a CNN correspondent, saying, “I don’t call on activists.” It was in the briefing room that Trump suggested that an “injection inside” the human body with a disinfectant like bleach or isopropyl alcohol could help combat the coronavirus; and where his first press secretary, Sean Spicer, set the tone for the administration when he falsely claimed that the president’s inauguration crowd was the “largest audience to ever witness an inauguration, period, both in person and around the globe.” The relationship between a White House press office seeking to portray the president and his decisions in the best light possible and the news media seeking to separate fact from spin is designed to be adversarial. But Biden is entering office with the stated intent of restoring credibility to government — and to the briefing room. But as the incoming administration prepares to roll out a coronavirus vaccine and convince more than 300 million Americans that it is safe, Psaki, colleagues said, views a central part of her job as restoring faith in the words spoken from behind the lectern. “The clown games are over,” said Susan Rice, who was Obama’s national security adviser. “Jen will represent the professionalism and decency and commitment to transparency that has been a hallmark of Joe Biden’s career.” As Trump’s press secretary, McEnany has focused on remaining in the president’s inner circle and has made little effort to be accessible to reporters or to disseminate accurate information. Psaki plans to take a different approach,

At the State Department, they noted, Psaki moved the spokesperson’s office, which had been on the sixth floor, where it was inaccessible to reporters, to be next to the press room. Psaki, pronounced SOCK-ee, was a candidate for the press secretary’s job under Obama, but she is arguably coming into it now at a more difficult and more critical moment. “I think she brings as much experience in that building, as much as anyone has ever brought to the job,” said Robert Gibbs, who served as Obama’s first White House press secretary. “The world this administration inherits has more challenges than any in nearly a century. Having a steady, experienced voice behind that podium will serve them well.” Since leaving government, Psaki has worked as a senior vice president and managing director for the Washington office of Global Strategy Group, a public relations firm that works with corporate, nonprofit and political clients, and has served a principal at WestExec Advisors, a consulting firm founded by Antony Blinken, Biden’s choice for secretary of state. Psaki, a graduate of the College of William and Mary, was most recently a nonresident scholar at the Carnegie Endowment for International Peace, a Washington-based think tank, and a paid contributor on CNN, a position she left in September. She is expected to have access to Biden, whom she has known for 12 years. “The name of the game is access,” Gibbs said. “Are you in the meetings? She was an original member of his 2020 campaign, serving as a deputy campaign manager and communications director. In that role, she often appeared on television as a surrogate for Biden, sometimes from her bedroom because of the pandemic. With Bedingfield running the communications operation, the campaign’s message of unifying the country remained consistent from Day 1 through Election Day, even amid criticism and second-guessing from some Democrats. During the campaign, she was forced to navigate a number of public relations challenges, including the attacks from Trump and his allies on Biden’s son Hunter Biden and his business dealings in Ukraine. Bedingfield and her team did not hesitate to press reporters on the word choices they made in describing the baseless accusations against Biden and his son. Bedingfield was also charged with trying to make a positive case for Biden after he finished fourth in the Iowa caucuses and fifth in the New Hampshire primary, low points on the Biden campaign that at the time raised serious doubts about his path to the Democratic presidential nomination. “The job she did in the campaign is underappreciated,” said Jennifer Palmieri, who served as White House communications director for Obama. “When a candidate comes in with the expectations and experience of Joe Biden and then falls so dramatically as he did, where he came in fourth and fifth, to hold a campaign together and keep the candidate focused and upbeat and optimistic is a very difficult task.” Bedingfield, 39, who grew up in the Atlanta area and is a graduate of the

Jean-Pierre has also spoken about her belief that her identity as a woman of color and daughter of Haitian immigrants cut a sharp contrast with the divisive and at times racist rhetoric promoted by Trump. “I am everything that Donald Trump hates,” she said in a video she made for MoveOn. “I’m a Black woman, I’m gay, I am a mom. Both my parents were born in Haiti.” Jean-Pierre, 46, served in the Obama White House and worked on Obama’s 2008 and 2012 campaigns. She was also a deputy campaign ma-

nager for the unsuccessful presidential campaign of Martin O’Malley, a former governor of Maryland, in 2016. But she was not an original member of the Biden campaign, arriving as a senior adviser last spring after Jennifer O’Malley Dillon was brought on as campaign manager. Jean-Pierre later served as the chief of staff for Biden’s running mate, Sen. Kamala Harris. That job gave JeanPierre access to the candidate but did not require her to engage in the daily sparring with journalists that she may need to do in her new role, in which she is expected to work closely with Psaki. Sanders is no stranger to brawling on behalf of her boss. She served as an outspoken senior adviser to Biden’s presidential campaign, emerging as a prolific surrogate at news conferences and on social media. Now, she will be a senior adviser and chief spokeswoman for Harris, whom she advised during the general election, traveling with her and assisting with debate preparations. Sanders is expected to play key roles both in guiding the press operation and in advising as Harris pursues her own initiatives as vice president. “She’s going to be able to work both

worlds very, very well,” said Rep. Cedric Richmond, D-La., an incoming senior adviser to Biden in the White House. Sanders, 30, a Nebraska native, is fluent in both the language of the left and internet discourse — in contrast to some of Biden’s longer-serving advisers — and she was an important point of contact for several key political constituencies during the race. But she does not have the decades of traditional campaign and Washington experience that many in Biden’s orbit value. Indeed, she signed on with the Biden campaign after working as press secretary for Sen. Bernie Sanders’ 2016 presidential campaign at age 25. Yet a combination of loyalty to Biden and a different perspective from many in his inner circle helped Sanders become an important and respected voice in the campaign, and she was mentioned as a possible White House press secretary. In the vice president’s office, Sanders will work closely with Ashley Etienne, the communications director for Harris who is a veteran of the Obama administration and also served as a top aide to House Speaker Nancy Pelosi. This year, Sanders, a graduate of Creighton University, published a book titled, “No, You Shut Up: Speaking Truth to Power and Reclaiming America.” She has also done strategic communications consulting work but does not intend to continue that while in government. In an interview, Sanders, who is Black, noted that the transition had rolled out at one time the White House communications team’s leadership, made up entirely of women — both white women and women of color. “The most qualified people for the job also happen to all be women,” she said. “That is historic. oon after Cecilia Rouse finished her first stint as a White House economic adviser, in the administration of President Bill Clinton, a prestigious academic journal published what would arguably become her most famous research paper: a study finding sexism in auditions and hiring for symphony orchestras. In the aftermath of the 2008 financial crisis, Goolsbee said, “she was way ahead of everyone on the issues of the long-term unemployed. From the second the thing began, she was saying, we’re going to have to think about the long-term unemployed and how to get them out of unemployment.” Along with her symphony paper — which found women were substantially more likely to be hired for orchestras when participating in a “blind” audition with their gender concealed — Rouse’s research has included work on school performance, educational vouchers and diversity in the economics profession. Goldin called her “a leading expert on core labor market issues as well as those in the field of education.” Goolsbee said he would have not been surprised if Biden had chosen Rouse to lead the Education Department, instead of the CEA. But at the council, he said, he expected Rouse to employ a collaborative management style, in the model of another Princeton economist who went to work in government: Ben Bernanke, the former Federal Reserve chair. In recent months, Rouse has advocated new federal protections for workers in response to the pandemic. In April she called for a law “that mandates (and perhaps subsidizes) paid sick leave, which has been shown to reduce turnover, increase productivity and lower overall health care costs for employers.” At her introduction in Delaware, she called the pandemic a “devastating crisis” but also “an opportunity to build a better economy in its wake — an economy that works for everyone, brings fulfilling job opportunities and leaves no one to fall through the cracks.”

Wall Street muted as stimulus hopes collide with dismal private jobs data

W

all Street’s main indexes lost their momentum on Wednesday as investor sentiment was divided between optimism stemming from a potential coronavirus fiscal package and COVID-19 vaccine breakthroughs and a bleak private jobs report. Early in the count, betting markets flipped from having for months assumed a win for Democrat challenger Joe Biden to suddenly price a high probability President Donald Trump would keep the White House. But as votes continue to stream in they have jumped back sharply in favor of Biden in recent hours and many investors still think it’s still too close to call. With Republicans holding on to the Senate and preventing a Democratic ‘clean sweep’ of the Presidency and Congress, Democrat policy initiatives are unlikely to be implemented, although a stimulus package may now be on the horizon. “It’s the day after a pivotal election, and the jury is still out on who the next president will be. Yet, stocks are up across the board. We’re bound to learn more about the presidential race and other contests in the coming days as ballots are counted. It looks likely that we’ll see a split Congress, which, based on history, has been the preference of the stock market. You can see this expectation being priced into the market today with health care, communication services and technology stocks are leading the market. Notably, a split Congress may also mean a smaller chance for another big round of fiscal aid for U.S. businesses and individuals. We have a lot to learn in the next few weeks.” “The markets were very much setting up for a blue wave. This result takes that off the table, which we’re seeing in price action in equity markets this morning. In England, rumbles of discontent as Parliament votes to exit lockdown

M

uch of England will swap lockdown for less stringent coronavirus restrictions, after Parliament approved new rules Tuesday despite a substantial revolt among lawmakers in Prime Minister Boris Johnson’s Conservative Party. The rebellion, by lawmakers who want to go farther in easing the limits on public life, underscored the rising tide of discontent among Johnson’s own members of Parliament over his handling of the pandemic, exacerbated by fears that the curbs could lay waste to large swathes of the hospitality industry. Caught between the competing demands of this vocal faction of his lawmakers and those of his more cautious scientific advisers, Johnson opted to keep stringent measures in place, including restrictions on many pubs and restaurants. From Wednesday there will be some relaxation from the lockdown in all areas, as all stores, gyms, and hairdressers will be allowed to reopen. Religious services and weddings can restart, and limited numbers of spectators will be allowed at some outdoor sporting events. But England will return to a system under which coronavirus restrictions differ from place to place, with areas of the country divided into three “tiers” based on an assessment of the coronavirus risks in each one. That is similar to the framework in place earlier in the year, which failed to prevent a

second wave of the pandemic or avert last month’s lockdown. So this time — and to the anger of many Conservative lawmakers — almost all of England will be in the top two tiers, placing significant restrictions on the hospitality trade in areas where around 55 million people live. The governments of Scotland, Wales and Northern Ireland set their own coronavirus rules. A large part of England, home to around 23 million people, will be in the strictest tier, where pubs and restaurants will be shut except for takeout service. In regions placed in the middle tier, including London, pubs will only be able to serve alcohol to customers who order a “substantial meal” — a condition that the government has struggled to explain when asked which types of food qualify. As well as tripping up ministers, the debate over such loopholes has underscored the extent to which the state is dictating the minutiae of daily life, something that makes libertarian Conservative lawmakers distinctly queasy. On Tuesday, critics in Parliament included several mainstays of the Conservative establishment like Graham Brady, who chairs an influential group of lawmakers. “If government is to take away fundamental liberties of the people whom we represent they must illustrate beyond question they are acting in a way that is both proportionate and absolutely necessary,” said Brady, before concluding that the government had “failed to make that compelling case.”

His comments came after Johnson sought to placate critics, arguing that with the arrival of the vaccine on the horizon, “there is an end in sight,” but adding: “we cannot afford to relax, especially during the cold months of winter.” The outcome of Tuesday’s vote in Parliament, which Johnson won by 291-78 was never in doubt after a decision by the opposition Labour Party to abstain. Presented with a take-it-or-leave-it offer, Labour’s leader, Keir Starmer, told his lawmakers not to vote, saying he did not want to stop the only set of restrictions available and therefore would not vote against them. He also said he did not want to endorse measures he described as insufficient and likely to fail. After a new rise of infections in Wales, all pubs will be banned from serving alcohol, starting Friday, with the hospitality sector restricted by a 6 p.m. curfew. Yet the scale of the Conservative revolt served a warning to Johnson, denting the authority of a government whose majority in Parliament looks less than solid only a year after he won a landslide election victory. More than 50 of the 364 Conservative members of Parliament voted against the new measures Tuesday — the biggest rebellion against Johnson since the election. Last month, 34 Conservative lawmakers voted against the lockdown measures. Many Conservative lawmakers had demanded an assessment of the economic impact of the new restrictions but were dissatisfied with a subsequent government document that they felt was largely a rehash of material already published. Aside from those who object to the new rules on libertarian grounds, several Conservative lawmakers disputed decisions to place the areas they represent in tier three of the restrictions, with the most stringent curbs. The next highest category, tier two, where pubs can reopen but can only serve alcohol alongside a substantial meal, effectively forces bars that do not offer food to close. But those rules have also prompted a lively debate about whether pubs can serve drinks alongside some less sophisticated British staples, including a Scotch egg — a boiled egg wrapped in sausage meat, coated in breadcrumbs and then deep-fried.Questioned on this topic, one minister, George Eustice, said Monday that the Scotch egg would qualify as a substantial meal. Then on Tuesday, his Cabinet colleague, Michael Gove, referred to it as a starter — rather than a main course — only to appear to contradict himself in another interview and suggest that it passed the pub meal test. The loophole for pubgoers was seized on by the Sun newspaper, which predicted what many drinkers would order when pubs finally open in tier two areas Wednesday. “Ten pints of lager … and a Scotch egg please,” read its banner headline.

U.K. approves Pfizer coronavirus vaccine, a first in the West By BENJAMIN MUELLER

B

ritain gave emergency authorization on Wednesday to Pfizer’s coronavirus vaccine, leaping ahead of the United States to become the first Western country to allow mass inoculations against a disease that has killed more than 1.4 million people worldwide. The decision kicked off a vaccination campaign with little precedent in modern medicine, encompassing not only ultracold dry ice and trays of glass vials but also a crusade against anti-vaccine misinformation. Britain beating the United States to authorization — on a vaccine co-developed by the American pharmaceutical giant Pfizer, no less — may intensify pressure on U.S. regulators, who are already under fire from the White House for not moving faster to get doses to people. And it has stirred up a global debate about how to weigh the desperate need for a vaccine with the imperative of assuring people that it is safe. No country until Wednesday had authorized a fully tested coronavirus vaccine; Russia and China approved vaccines without waiting for large-scale efficacy tests. “Help is on its way with this vaccine — and we can now say that with certainty, rather than with all the caveats,” the British health secretary, Matt Hancock, said Wednesday, as the government exulted in its decision. While the go-ahead bodes well for Britain, which broke from the European Union’s regulatory orbit to approve the shot early, it will have no effect on the distribution of the hundreds of millions of doses that other wealthy countries have procured in prepaid contracts. It also offers little relief to poorer countries that could not afford to buy supplies in advance and may struggle to pay for both the vaccines and the exceptional demands of distributing them. The Pfizer vaccine, developed with BioNTech, a smaller German firm, must be transported at South Pole-like temperatures, a requirement that could dictate who will be vaccinated first in Britain: Nursing-home residents are the

top priority under advisory committee plans released Wednesday, but officials have indicated that efforts to limit transportation of the vaccine and keep it cold may mean that National Health Service workers on the front lines will receive shots first. The government said Wednesday that 800,000 doses would be available by next week for health workers to begin administering, part of an enormous distribution effort involving primary care doctors and mass vaccination centers being set up by the military. For Britain, which has suffered one of Europe’s highest per capita death tolls from the virus, the decision by its drug regulator was the latest evidence of a vaccination strategy that has been the most aggressive in the West. After the government strengthened an old law that allows Britain to step out from under the European Union’s regulatory umbrella in public health emergencies, its Medicines and Healthcare Products Regulatory Agency fast-tracked a review of the Pfizer vaccine. Britain has pre-ordered 40 million doses of the vaccine, which was 95% effective in a late-stage clinical trial. It is part of a catalog of different vaccines that the government has ordered — in all, more than five doses for each person in the country. Prime Minister Boris Johnson’s government, battered by its handling of the pandemic, cast the authorization as a sign of Britain leading “humanity’s charge against this disease.” But the speedy approval also fed concerns about the opening of a new, politicized contest among countries to authorize vaccines quickly so that they can claim the first shipments. While American regulators pore over raw data from vaccine makers to validate trial results, their counterparts in Britain and elsewhere in Europe lean more heavily on companies’ own analyses. Still, the British regulators’ decisions are seen as globally influential, and its analysts examine not only trial results but also manufacturing processes and controls. British regulators are also vetting a vaccine developed by AstraZeneca, a British-Swedish company, and the

Much of the world could rely on it, but its regulatory path forward in the United States is unclear after scientists and industry analysts questioned promising early results. The U.S. Food and Drug Administration plans to decide on emergency authorization for the Pfizer vaccine shortly after a meeting of an advisory

panel on Dec. 10. American officials have said vaccinations could begin within 24 hours after approval. Another U.S. company, Moderna, whose messenger RNA vaccine proved extraordinarily effective in large trials, said it would also apply to the FDA for emergency authorization. If granted, it could go into use as early as Dec. 21, the company has said. Britain’s power to approve vaccines before the European Union, which has its own drug regulator, applies for now only on an emergency basis. But it will become permanent after Britain consummates its split from the bloc on Dec. 31, making the speed of the Pfizer approval an early sign in the eyes of the government of the flexibility it will have once the country fully untethers itself from the rest of Europe. Pfizer has said it expects to be able to produce up to 50 million doses this year, about half of them going to the United States. Since each person needs two doses, a month apart, up to 25 million people worldwide could begin vaccination before 2021. The United States has bought 100 million doses in advance from Pfizer, and the European Union 200 million doses.

Is China laying claim to Kimchi, too? Some South Koreans think so By YOUMI KIM and MIKE IVES

F

ermented vegetables are delicious — on this point, many people from China and South Korea can agree. But for some social media users in the two countries, the culinary goodwill ends there. A spat is raging this week over a Chinese state tabloid’s claim that China had “led” the development of an international standard for paocai, or pickled vegetables. In South Korea, the claim was seen as misleading because in the Chinese language, paocai also refers to kimchi — the fermented cabbage dish that plays an integral role in Korean cuisine. It wasn’t clear whether the ambiguity was unintentional or an example of the trolling for which the tabloid, Global Times, is famous. But it prompted ripostes from South Korean officials and newspapers, along with a slew of barbed social media comments about the finer points of pickled cabbage. “If China plagiarizes the fermentation process of kimchi in the future, then South Korea’s traditional culture may disappear,” one anxious

user wrote on Naver, a popular social media platform in South Korea. The spat opens another front in a tussle for soft power between two countries whose relations sometimes sour over weightier matters, like Kim Jong Un’s nuclear program and the Korean War’s legacy. It also touches on cultural sore points in South Korea: Nearly 40% of the factory-made kimchi consumed there is imported from China, and the tradition of making the dish locally is fading as Korean families eat more non-Korean cuisine. The kimchi spat began last week, when a global regulator based in Switzerland released a draft definition of the “categories” and “requirements” of paocai. That is the name in Mandarin for a kimchi-like dish of fermented vegetables that is popular in the western Chinese province of Sichuan. The regulator, the International Organization for Standardization, typically issues such guidelines to ensure that products and services in one country can be used in the industrial processes of another. In this case, it said that a lack of “unified and explicit product quality and

safety guarantees” in the paocai industry “greatly limits the international trade and circulation of paocai products.” The ISO said specifically that its definition “does not apply to kimchi.” But in an article over the weekend, Global Times, which is fiercely nationalistic, said the new standard proved that China had set an “industry benchmark” for “the international paocai market” — a term that essentially includes kimchi. The tabloid’s needling, if that’s what it was, touched a nerve in South Korea, where many people feel threatened by China’s increasingly assertive presence in the region. Some social media users accused Global Times of cultural appropriation. With South Korean “cultural content expanding its influence on a global scale, it seems that China is making efforts to claim that such content was traced to them,” Seo Kyoung-duk, a professor at Sungshin Women’s University in Seoul, told the Yonhap news agency, echoing a chorus of online commentary. South Korea’s Agriculture Ministry said in a statement Sunday that the ISO’s paocai standard was “completely not related to our kimchi,” adding that the United Nations Food and Agriculture Organization had published a definition of kimchi in 2001. “It is inappropriate to report without differentiating our kimchi from paocai,” the ministry said. Sandrine Tranchard, a spokeswoman for the ISO, said in an email that the organization typically develops standards based on requests from “industry or other stakeholders,” and that its technical committees include experts from industry, consumer groups, academia, governments and nonprofits. “We cannot comment on the food or cultural heritage,” she said of the paocai standard. The spat is hardly the first in Asia over a perceived attempt to lay claim, directly or otherwise, to another country’s tradition. In 2018, for example, when Singapore announced a plan to ask UNESCO to recognize its

street-food vendors as an “intangible heritage,” critics in neighboring Malaysia essentially said that their vendors were better — and that much of Singapore’s cuisine came from Malaysia in the first place. Indonesia had a similar quarrel with Malaysia over batik, the textile-dyeing process. South and North Korea also campaigned separately to put the kimchi-making season, a centuries-old tradition known as “kimjang,” on UNESCO’s intangible heritage register. The agency agreed to both Koreas’ requests. Kimchi belongs to an international family of pickled food that includes paocai, tsukemono (from Japan) and sauerkraut (from Germany), said Cho Jung-eun, a director at the World Institute of Kimchi, a research institute financed by the South Korean government. Cho said that when the FAO published its kimchi definition in 2001, “China was not interested in kimchi at all, and kimchi was not produced in China at that time.” It was only after about 2003 that South Koreans began moving to China to build kimchi factories, she added, and later still that a local market for the dish developed within China. Cho said that kimchi is different from its pickled cousins because of its distinctive blend of garlic, ginger and red pepper powder. The FAO’s 2001 definition says that kimchi consists of “Chinese cabbage” and other vegetables that are “trimmed, cut, salted and seasoned before fermentation.” A country’s decision to formally accept such definitions is voluntary, and the FAO does not adjudicate disputes about how to interpret them. The agency declined to comment Tuesday. Some Chinese users have been striking a conciliatory note, saying on social media that kimchi and “Sichuan kimchi” are both delicious — or even that “our paocai” is not as tasty as its Korean counterpart. But others are not letting go. “Sichuan’s is the real kimchi,” a user wrote Monday on Weibo, a Twitter-like social media platform in China. “South Korea’s version is merely pickles.”

Bank robbers in Brazil terrorize a sleepy city, overpowering police they would come to the other neighborhoods.” Law enforcement officials said investigators from across Santa Catarina, neighboring states and the federal government had been mobilized to search for the gunmen. “All the police forces in the state of Santa Catarina are working jointly to track down information and identify the perpetrators of this crime,” Paulo Koerich, the chief of the civil police in the state, said in a statement. “We will not tolerate these criminal actions in the state of Santa Catarina.”

he assailants arrived in the sleepy city in southern Brazil just before midnight ready for battle: They wore head coverings and body armor, and were armed with powerful rifles and loads of explosives. Over nearly two hours, the gunmen held the city of Criciúma hostage, shattering the nighttime calm with explosions and volleys of gunfire. They used people as human shields while they detonated explosives at a bank, sending a plume of bills flying into the air, and shot at an overwhelmed police force. “It was a surreal scene,” said Clésio Salvaro, the mayor of the city of about 220,000, said in a televised interview Tuesday morning. “The city was left in a state of panic.” The audacious attack on Criciúma was the latest in Brazil to target a relatively small city with poor defenses, where security analysts say they have good odds of overpowering and dodging law enforcement officers that deal mainly with petty crime. Criminals have carried out a handful of similar attacks in such places this year, rather than in the metropolises where large, well-equipped police forces have experience battling violent crime and powerful gangs. Samira Bueno, executive director at the Brazilian Forum of Public Safety, noted that this was one in a string of brazen attacks on banks in recent years that appear to be ripped from “the scene of a movie.” They stand out even in a country with some of the highest crime and homicide rates in the world, where bank robberies are hardly uncommon. In recent years, gangs have attempted to dig their way to millions through tunnels, detonated dynamite to rob banks and have blown up cash machines. In this latest assault, analysts said a team of roughly 30 gunmen arrived in a convoy of 10 vehicles from outside the state, Santa Catarina, and had planned the operation meticulously. Officials have not said how much money they made off with. Bueno said it was striking how police officials were unable to stop the attack. “It’s curious to see how unprepared the security forces were to deal with this incident,” she said. “Clearly it was the work of a group that is highly organized and specialized.” Elected officials looked weary and shellshocked when they addressed reporters Tuesday morning at a news conference. “The operation was successful for the criminals, that’s the truth,” Santa Catarina Gov. Carlos Moisés da Silva said. “They pulled off what they set out to do.” Police officials in Santa Catarina said the gunmen opened fire outside the 9th battalion of the military police, which oversees security in the city, before heading downtown and taking aim at the local branch of the Bank

Police officials said the officer underwent surgery and described his condition Tuesday morning as “serious.” “The criminals clearly planned, prepared and invested beforehand,” Anselmo Cruz, a police supervisor, told reporters Tuesday morning. “This points to a group that came from outside. We don’t have criminals with this profile in Santa Catarina.” There are several drug trafficking gangs in Brazil that have carried out sophisticated robberies, but authorities did not point to any of them as suspects. Several residents of Criciúma who were shaken from their sleep by the blasts and bursts of gunfire managed to record snippets of the attack from windows and balconies using cellphones. Some photos and videos showed men sitting in a line along a street. Local news reports described them as a human shield that prevented police vehicles from reaching the bank. Daniel Freitas, a congressman who lives near the bank that was attacked, said he assumed the bursts that awoke him and his family were fireworks. “What happened was unprecedented for people from Criciúma and Santa Catarina,” he said. “The shooting was unrelenting. It was constant gunfire and bombs.” Bruno Adriano Della, a 20-year-old resident, said he had been woken up by gunfire. “The whole city was in shock, and with gunshots everywhere. Nobody knew what to do,” he said. “We were just praying that it would end.” He said the assault reminded him of scenes from “Money Heist,” the Spanish crime drama that follows robbers carrying out elaborate heists. Video footage widely shared on social media showed people grabbing what appeared to be cash off the streets in the aftermath of the attack. “It was pretty terrifying,” said Gustavo Inacio, 21, adding that the assault had been concentrated in the central parts of the city. “I couldn’t sleep out of fear that

How will Biden deal with Republican sabotage? By PAUL KRUGMAN

W

hen Joe Biden is inaugurated, he will immediately be confronted with an unprecedented challenge — and I don’t mean the pandemic, although COVID-19 will almost surely be killing thousands of Americans every day. I mean, instead, that he’ll be the first modern U.S. president trying to govern in the face of an opposition that refuses to accept his legitimacy. And no, Democrats never said Donald Trump was illegitimate, just that he was incompetent and dangerous. It goes without saying that Trump, whose conspiracy theories are getting wilder and wilder, will never concede, and that millions of his followers will always believe — or at least say they believe — that the election was stolen. Most Republicans in Congress certainly know this is a lie, although even on Capitol Hill there are a lot more crazy than we’d like to imagine. But it doesn’t matter; they still won’t accept that Biden has any legitimacy, even though he won the popular vote by a large margin. And this won’t simply be because they fear a backlash from the base if they admit that Trump lost fair

and square. At a fundamental level — and completely separate from the Trump factor — today’s GOP doesn’t believe that Democrats ever have the right to govern, no matter how many votes they receive. After all, in recent years we’ve seen what happens when a state with a Republican legislature elects a Democratic governor: Legislators quickly try to strip away the governor’s powers. So does anyone doubt that Republicans will do all they can to hobble and sabotage Biden’s presidency? The only real questions are how much harm the GOP can do and how Biden will respond. The answer to the first question depends a lot on what happens in the Jan. 5 Georgia Senate runoffs. If Democrats win both seats, they’ll have effective though narrow control of both houses of Congress. If they don’t, Mitch McConnell will have enormous powers of obstruction — and anyone who doubts that he’ll use those powers to undermine Biden at every turn is living in a fantasy world. But how much damage would obstructionism inflict? In terms of economic policy — which is all I’ll talk about in this column — the near future can be divided into two eras, pre- and post-vaccine (or more accurately, after wide dissemination of a vaccine). For the next few months, as the pandemic continues to run wild, tens of millions of Americans will be in desperate straits unless the federal government steps up to help. Unfortunately, Republicans may be in a position to block this help. The good news about the very near future, such as it is, is that Americans will probably (and correctly) blame Donald Trump, not Joe Biden, for the misery they’re ex-

periencing — and this very fact may make Republicans willing to cough up at least some money. What about the post-vaccine economy? Here again there’s potentially some good news: Once a vaccine becomes widely available, we’ll probably see a spontaneous economic recovery, one that won’t depend on Republican cooperation. And there will also be a vast national sense of relief. So Biden might do OK for a while even in the face of scorched-earth Republican opposition. But we can’t be sure of that. Republicans might refuse to confirm anyone for key economic positions. There’s always the possibility of another financial crisis — and outgoing Trump officials have been systematically undermining the incoming administration’s ability to deal with such a crisis if it happens. And America desperately needs action on issues from infrastructure to climate change to tax enforcement that won’t happen if Republicans retain blocking power. So what can Biden do? First, he needs to start talking about immediate policy actions to help ordinary Americans, if only to make it clear to Georgia voters how much damage will be done if they don’t elect Democrats to those two Senate seats. If Democrats don’t get those seats, Biden will need to use executive action to accomplish as much as possible despite Republican obstruction — although I worry that the Trump-stacked Supreme Court will try to block him when he does. Finally, although Biden is still talking in a comforting way about unity and reaching across the aisle, at some point he’ll need to stop reassuring us that he’s nothing like Trump and start making Republicans pay a political price for their attempts to prevent him from governing. Now, I don’t mean that he should sound like Trump, demanding retribution against his enemies — although the Justice Department should be allowed to do its job and prosecute whatever Trump-era crimes it finds. No, what Biden needs to do is what Harry Truman did in 1948, when he built political support by running against “do-nothing” Republicans. And he’ll have a better case than Truman ever did, because today’s Republicans are infinitely more corrupt and less patriotic than the Republicans Truman faced. The results of this year’s election, with a solid Biden win but Republicans doing well down ballot, tells us that American voters don’t fully understand what the modern GOP is really about. Biden needs to get that point across and make Republicans pay for the sabotage we all know is coming.

Turismo anuncia construcción de nuevo Hotel Allmost Homes en Condado

a directora ejecutiva de la Compañía de Turismo de Puerto Rico (CTPR), Carla Campos, y los desarrolladores de la compañía Bailey LL, Michael Berezdivin y Jacques Aramati, anunciaron el miércoles, la llegada de una nueva modalidad de hospedería en la industria turística de Puerto Rico con Allmost Homes Hotel. Con una inversión de aproximadamente 12.3 millones de dólares, se transformará el edificio 1112 de la avenida Ashford del Condado en un hotel de suites. “Desde la Compañía de Turismo de Puerto Rico hemos impulsado el desarrollo de Allmost Homes Hotel, una innovadora hospedería, cuya construcción en curso la encamina a abrir sus puertas en octubre de 2021. El concepto busca diversificar el ofrecimiento de la hotelería tradicional para apelar al mercado del viajero independiente que busca el tipo de experiencia hogareña que brindan los alquileres a corto plazo. El edificio de 40 habitaciones tipo suites provoca la creación de 10 nuevos empleos directos en la etapa de construcción y 15 nuevos en la etapa de operación”, indicó Carla Campos en comunicación escrita. “Los viajeros modernos están buscando este tipo de experiencias, y felicitamos a estos empresarios puertorriqueños por su innovadora apuesta”, añadió.

Como resultado de la firma del decreto para la concesión de créditos y exenciones contributivas, que otorga el Gobierno de Puerto Rico bajo la Ley 60-2019 (Código de Incentivos), que permite que los desarrolladores turísticos continúen acogiéndose a los beneficios de la antigua Ley de Desarrollo Turístico de Puerto Rico (Ley 74-2010) según enmendada, el proyecto contará con un crédito contributivo de 3,690,000 dólares. “Allmost Homes, es un nuevo concepto que viene a innovar la manera de hacer turismo y disfrutar todas las vivencias que ofrece Puerto Rico. Miley Cyrus finally embraces her Rock ’n’ Roll heart By LINDSAY ZOLAF

O

n her 2010 don’t-call-me-Hannah-Montana album “Can’t Be Tamed,” Miley Cyrus covered Poison’s 1988 power ballad “Every Rose Has Its Thorn.” The rendition is a mess: a “Guitar Hero”-on-medium-difficulty solo, indiscriminate sprays of aural glitter, drums so compressed they sound like lasers. And yet, in such unholy ground, an auspicious seed was planted: Maybe Miley would sound good singing ’80s arena rock. A decade and many, many stylistic detours later, Cyrus’ seventh album, “Plastic Hearts” (RCA), arrives at the same wise conclusion. Take one of its highlights: the stomping, wistful, acoustic-guitar-driven ballad “High,” which finds Cyrus sounding — in the very best way — like a hungover hair-metal frontman suddenly unearthing a tender side. “Sometimes I stay up all night,” she sings, tapping into a rich vein of melancholy, “because you don’t ever talk to me in my dreams.” Cyrus loves to embrace new genres, and she rarely announces these aesthetic pivots with subtlety. The Dolly Parton cameo and leather Nudie suit she sported on the cover made it known that “Younger Now” was her country album; the hiphop influenced “Bangerz” showcased a cypher’s worth of rappers and Cyrus’ infamous grills; the Flaming Lips-assisted psychedelia of “Miley Cyrus & Her Dead Petz” began with the lyric, “Yeah, I smoke pot/Yeah, I like peace.” And so here comes “Plastic Hearts” with its cover shot by Mick Rock, the photographer known for his portraits of David Bowie, Iggy Pop and the Ramones. Mulletted and sneering out from her own high-contrast photo, the 28-year-old Cyrus all but screams, “Are you ready to rock?!” But this is hardly just cosplay. (Though the greats know that rock stardom always involves at least a little cosplay.) “Plastic Hearts” is not a trendy rebranding of Cyrus so much as a convincing argument that she’s always been something of an old soul. Aside from her contemporary Dua Lipa, who shares the sleek and fun duet “Prisoner,” the elder guest stars on “Plastic Hearts” comprise an evocative ’80s-rock mood board: Joan Jett, Billy Idol and Stevie Nicks — plus Cyrus’ grizzled wail, which at times sounds like an amalgamation of all three of them. Cyrus’ voice has always been a unique instrument: husky, a little froggy and — when a song calls for belting, like her great power ballad

“Wrecking Ball” — surprisingly brawny. Even at 14, when she was cast on the Disney Channel series “Hannah Montana,” her voice seemed to carry a pathos beyond her years. As Cyrus has grown older and more comfortable experimenting with her gender presentation, she has seemed to revel in the inherent, freeing androgyny of her vocals. allows her to play around with its guttural depths, and the industrial churn of “Gimme What I Want” provides the song her “Black Mirror” alter ego Ashley O dreamed of singing. For all their power posing, though, these songs (all with writing credits for Cyrus) aren’t afraid of getting vulnerable. Written in the wake of her much-publicized 2019 split from her now ex-husband Liam Hemsworth, Cyrus occasionally indulges in winking, tabloid-baiting provocations (“Maybe gettin’ married just to cause a distraction,” she sings on the opener). But more often these songs are self-accepting declarations of imperfections (“But if you’re looking for stable, that’ll never be me/If you’re looking for faithful, that’ll never be me”). Or, as she puts it on “Bad Karma,” a snaking and absorbing duet with Joan Jett, “I’ve always picked a giver ’cause I’ve always been the taker.” Two live covers that recently made the rounds online — and are affixed to the end of the album’s digital edition — reveal both the limitations and the startling power of Cyrus’ voice. Her muscular take on Blondie’s “Heart of Glass” unfortunately blows out the song’s nuance: Gone is the shrugging charm of Debbie Harry’s blasé falsetto, in favor of an all-caps, karaoke-esque assertion that Cyrus can really sing. Much better is her quaking, near-note-perfect performance of the Cranberries’ “Zombie,” which expresses such a reverent understanding of the song’s melodic leaps and emotional pull that one doesn’t even question what the former Hannah Montana is doing singing a ’90s alternative-rock classic about post-traumatic stress and decades of conflict in Northern Ireland. But that probably hasn’t been a fair question for a while now. In those “Can’t Be Tamed” days when her post-Avril, transformatively wigged alter ego still grinned out from plastic lunchboxes, the last guardians of rock music’s supposed authenticity probably couldn’t think of a more obvious enemy than Cyrus. But, as she knowingly puts it on the album’s closer, a song that is far more thoughtful and understated than its title, “Golden G String,” suggests, “The old boys hold all the cards and they ain’t playin’ gin.” After years of restless reinventions, it sounds like Cyrus has found a fitting context, and as a bonus, rock music has found its most earnest and high-profile millennial ambassador. Maybe rock’s not dead — it’s just in the capable hands of Miley Cyrus.

Kevin Durant says he’s ready to return. ‘It’ll come naturally.’ By SOPAN DEB

K

evin Durant, the Brooklyn Nets star, is healthy and ready to play NBA basketball — or at least, as healthy as he’ll ever be, he told reporters in a news conference earlier this week. “Every drill that I’ve done, I’ve been going as hard as I could,” Durant said Tuesday in one of his first comments to reporters since last year. He added, with an expletive: “I mean, I’ve been in the league for 14 years. Even if I didn’t have an Achilles, I probably wouldn’t be 100 percent, you know? So the wear and tear over time, I guess, but I feel solid.” Nevertheless, with NBA training camps now getting underway — months later than usual because of last season’s delayed finish as a result of the coronavirus pandemic — Durant’s official return to the court is welcome news for the Nets franchise and its fan base. It signifies the Nets’ transition from an up-and-coming team to one with high expectations. Durant’s pairing with his friend Kyrie Irving, whom new coach Steve Nash said was also healthy after injuries last season, may make for the most talented duo the Nets have ever had. And with several quality supporting pieces, this might be the team’s best chance at a championship since it entered the NBA in 1976-77. The last time the 32-year-old Durant played in an NBA game was almost 18 months ago, when he tore an Achilles tendon during Game 5 of the 2018-19 NBA Finals as a member of the Golden State Warriors. At the time, he was considered one of the best basketball players in the world after winning the Most Valuable Player Award in 2013-14 and being selected for 10 All-Star Games. He won two championships with the Warriors, and won the finals MVP award each time. He has career regular-season averages of 27 points, 7.1 rebounds and 4.1 assists a game. Now Durant will be back on the court full time, trying to return to his previous heights from what is considered one of the most debilitating injuries in basketball. “I definitely used to have crazy anxiety wondering how I was going to play the

I already know it’ll come naturally.” The landscape of professional basketball shifted during Durant’s absence, in part because of the pandemic and social justice protests. And several star players — Kawhi Leonard last summer, and now Chris Paul and Jrue Holiday — have changed teams over the past 18 months, reshuffling the balance of power in the league. Many of the upcoming games, presuming Durant remains healthy for the start of the regular season on Dec. 22,

will be played without fans in seats. But last spring’s pause in the NBA season because of the pandemic allowed Durant more time to heal, both physically and mentally. “It actually wasn’t that frustrating, to be honest,” Durant said of being on the sidelines last season, with a hint of a smile. “I enjoyed having a lot of ‘me time’ away from you all and the NBA life in general.” Aside from rehabilitation, Durant did keep busy, appearing on several podcasts, and starting a podcast venture of his own over the summer. His debut guest in September was Irving. Nash, who also spoke to reporters Tuesday, said that Irving and Durant “are in great states of health, so to speak. They’re healthy, in shape and look great. That’s obviously the best scenario for us after a long layoff for both of them.” (Nash, who was hired in September, also

joked that he was “undefeated” in his coaching tenure thus far.) Irving, a 28-year-old six-time All-Star, was plagued by a right shoulder injury last year and was ruled out for the second half of the season in February and eventually had surgery. Nash said he did not expect either of the two stars to play all 72 games of the regular season. (The season, normally 82 games, has been shortened because of the delayed start.) “There’s been such a layoff for both of them,” Nash said. “In particular, Kevin coming off one of the toughest injuries to deal with as a basketball player. We have to be careful with him and his adaptation process back into the game.” Nash did not say whether Durant or Irving would have minutes restrictions. But Durant said, “In a game, when Coach tries to pull me out early unexpectedly, of course, I’m going to push back, but I know they have my best interest.”

Add parkour to the Olympics? Purists say ‘nah’ By VICTOR MATHER

P

arkour, the video-friendly sport in which daredevils race over rooftops, flip over ledges and climb walls without assistance or equipment, has always felt a little different. Its freewheeling ethos makes it stand out from other sports, and that perception is encouraged by its fans, athletes and organizers. But as the sport’s popularity has increased since its emergence in the late 1980s, it has become more organized. And with the lure of a major leap in legitimacy on the horizon, the sport has been drawn into an intramural feud over who governs the acts of spinning, twirling athletes spectacularly catapulting themselves through an urban landscape. The feud has reached the point that one side — parkour’s international federation — said Tuesday that it did not want what is considered the holy grail of recognition for just about every other lesser-known sport: inclusion in the Olympics. Parkour began to catch mainstream popularity in the 1990s and 2000s, as the video-readiness of the eye-catching sport helped it become a television and YouTube staple, and later, a social media sensation. Early parkour practitioners emphasized philosophies like freedom and expressiveness almost as much as the physicality of the sport, which derives from military training and combines elements of gymnastics, martial arts and climbing. Competitiveness and rivalry were shunned as being against the nature of parkour. Despite that, a parkour federation was founded in 2007 not just to expand the sport but also to add competitive events. In 2017, the international gymnastics federation, FIG, seeing a way to tap into a younger audience, began holding parkour events as well, saying the sport was a natural extension of its own. That put the two federations at loggerheads as both organized competing events. “They are a gymnastics federation, not a parkour federation,” said Damien Puddle, the chief executive of

The whole thing is seemingly a farce.” The gymnastics federation did not respond to a request for comment Tuesday. There are the two main events of competitive parkour, which would be candidates for the Games someday. In speed run, athletes race over a course without pausing for tricks or specialty moves, with only their time counting toward their victory. In freestyle, the athletes are judged subjectively on difficulty and execution. The International Olympic Committee is meeting Monday to finalize the program for the 2024 Olympics in Paris. No new sports are expected to be added, beyond a few that were already chosen, like break dancing. But individual federations already in the Games may seek to add events to their lineups. That gives the gymnastics federation a chance to ask to include parkour events, leaving out the parkour federation. “Parkour has been recognized as a sovereign, distinct and independent sport in its own right, and as such cannot be considered a discipline of, or subsidiary to, gymnastics or any other sport,” the parkour federation, Parkour Earth, said in a letter to the IOC on Tuesday. “FIG’s encroachment and misappropriation of our sport continues.”

The federation’s letter to the Olympic committee is rife with phrases like “due diligence,” “formally petition” and “recognized international norms,” the legalese seeming to stand in contrast to the anything-goes spirit of men and women jumping from roof to roof. Their dispute was reminiscent of a conflict over stand-up paddleboarding in 2017. Each of the canoeing and surfing federations said they were the rightful steward of the sport going forward. Eventually, surfing won. The Tokyo Games, now scheduled for 2021, are planning to add five sports, although they have been approved for that Games only: baseball and softball (which the IOC counts together), karate, sport climbing, surfing and skateboarding. The IOC is expected to approve sport climbing, surfing and skateboarding, plus break dancing, for Paris 2024. Regardless of which federation wins the battle, there are parkour enthusiasts out there who have always failed to see the appeal of the Olympics and believe the ultracompetitiveness of the Games conflicts with the spirit of parkour. It is an internal conflict that has also surfaced in other sports with unconventional ethos, like snowboarding and skateboarding. Puddle, of the parkour federation, would not commit to his sport in the Games, even under his own group’s control. “That’s a conversation that our community hasn’t had yet,” he said. “The community at large, even if they do participate in competition, that’s not their focus. Most people do it for the love of the experience.” Ryan Doyle, an English legend of the sport, said in 2010: “Sometimes, people ask, ‘Who is the best at parkour?’ and it‘s because they don’t understand what parkour is. ‘Who is the best?’ is what you’d say to a sport, and parkour is not a sport, it is an art form, it’s a discipline. That’s like saying, ‘What’s the best song in the world?’”
