he Fiscal Agency and Financial Advisory Authority (AAFAF by its Spanish initials) has objected to the Financial Oversight and Management Board facts and conclusions memorandum, which seeks to defend the plan of adjustment to restructure some $33 billion in Commonwealth of Puerto Rico debt. Most of AAFAF’s objections were related to defending the current pensions and opposing the oversight board’s plans to preempt local laws to execute the plan. The oversight board said the Puerto Rico Oversight, Management and Economic Stability Act (PROMESA) preempts any Commonwealth law providing for the future accrual of defined benefits and future cost of living adjustments, including, without limitation. Absent preemption, the amount of Commonwealth revenues that would need to be spent on the teachers’ and judicial pension benefits in fiscal year 2022 is $984 million. “Although PROMESA section 4 provides that PROMESA shall prevail over any general or specific provisions of territory law, State law, or regulation that is inconsistent with [PROMESA], such inconsistency can only be established after the Board’s exercise of its fiscal plan and budgetary powers under PROMESA sections 201 and 202 (and only after the Board seeks to enforce those powers under PROMESA sections 203 and 204), or through the implementation of a plan of adjustment confirmed under Title III of PROMESA,” the entity said. AAFAF also objected to language regarding Acts 80-2020, 81-2020, and 82-2020 that helped protect pensions. “Each of these laws was enacted more than a year prior to commencement of the hearing on confirmation of the Plan, and approximately 14 months prior to the date on which the Board was required to submit declarations in support of the Plan. But the Board opted to provide no evidence in support of its claims of preemption, and none is contained in the record. In fact, the Board did not include Acts 80-2020, 81-2020 and 82-2020 (in the list of preempted laws) until after the close of evidence during the confirmation hearing,” AAFAF said.

As AAFAF has already argued in its objection to the Inclusion of Acts 80, 81 and 82 in the list of preempted laws, under PROMESA guarantees the Government the right to access the judicial system to defend its laws. “Accordingly, Acts 80, 81, and 82 should be removed from the preempted statutes listed on Exhibit K of the Plan and Exhibit C of the Confirmation Order, and all references to those statutes should be removed from paragraph 145 of the Proposed Findings and Conclusions. In addition, paragraph 145 should state that the only Puerto Rico laws preempted by the Plan are those expressly listed on Exhibit K of the Plan and Exhibit C of the Confirmation Order (excluding Acts 80, 81, and 82), and if the Board seeks to prevent the implementation or enforcement of any other Puerto Rico laws as preempted by the Plan then the Board must make the requisite evidentiary and legal showing upon notice and a hearing,” the entity said.

Juan José Santiago Nieves made an urgent call Thursday to address the worrying situation faced by municipalities regarding lack of transparency and deficiencies in solid waste management. “The commitment of this House of Representatives is to transform the Municipal Code so that it is a more transparent one without unjustified exceptions, such as the case of contracting solid waste management without holding a public bid,” Hernández Montañez said. “To these ends, we filed Resolution 6, whose investigative work on part of the Municipal Autonomy Committee is well advanced.” Through the measure, filed last Jan. 4, an investigation was undertaken on the problem of solid waste management in municipalities and its impact on municipal coffers, as well as to examine possible alternatives for addressing this situation. “The main intention of the referred measure is to promote a constructive dialogue between all sectors, in order to face, with new perspectives, the situation with the management of garbage and solid waste in the [towns], since it was turning into a real

The approval of $9.7 million will be used for repairs of damages caused by Hurricane Maria that will include risk mitigation measures for future disasters. “The squares are meeting and transit points,” Baquero said in a written statement. “In addition, they promote the economic activity of small businesses where historical buildings of great cultural value are still preserved. All of these qualities make their recovery one of our priorities.” Some of the squares are the Luquillo Market Square, the Fajardo Market Square and the Naguabo Recreation Square. n comments on Thursday regarding the guilty plea entered by the former mayor of Cataño, Félix Delgado Montalvo, Gov. Pedro Pierluisi Urrutia said “Today it is confirmed that the former mayor of Cataño Félix ‘Cano’ Delgado failed his people.” The governor’s comment came at the same time that a contractor who allegedly bribed Delgado was arrested by federal authorities. “There is no justification for the criminal acts that are the subject of the former mayor’s guilty plea,” the governor, who is on a trade mission in the Dominican Republic, said in a written statement. “This type of case not only affects the well being of Cataño residents, but also tarnishes the good name of so many elected officials who serve Puerto Rico well. For me, what is key is that everyone who comes to serve in the government, whether state or municipal, does so in an uncompromised and honest way. Serving the people is a privilege and comes with great responsibility. In my administration there is no tolerance nor will there be room for conduct that does not measure up to what the people expect of us.” Resident Commissioner Jenniffer González Colón also condemned the acts of corruption. “Public service has to be synonymous with honesty; whoever uses it to benefit personally has to be repudiated,” González Colón said. “There is no place for people who come to serve themselves, instead of serving our people, the people we ask for the trust to represent them.” As of Thursday afternoon, Delgado Montalvo had not yet been processed for the crime of conspiracy to accept bribes in exchange for

Former Cataño Mayor Félix Delgado Montalvo awarding contracts, said Joseph González, the special agent in charge of the FBI’s San Juan Field Office. “He will be processed in the next few days by the marshals and our agents, FBI agents, are not going to go out to arrest him,” González said in response to questions from the press. “[He] is going to turn himself in.” Delgado Montalvo pleaded guilty to conspiracy, bribery with federal funds and kickbacks, according to an agreement that he signed with the federal prosecutor’s office in the investigation of contracts awarded to companies Waste Collection and JR Asphalt. The agreement was unsealed by the prosecutor’s office earlier Thursday. Delgado Montalvo resigned as mayor of Cataño on Tuesday, when the federal prosecutor’s office filed the complaint. U.S. Attorney for the District of Puerto Rico W. Stephen Muldrow said Delgado Montalvo waived his right to be indicted by a grand jury and agreed to a plea deal for conspiracy to commit bribery and receive kickbacks. As part

of the settlement, more than $100,000 and four Rolex watches, including two Rolex Datejust, a Rolex Submariner, and a Rolex Pepsi, and a Vacheron Constantin, will be seized, estimated at $105,000. As part of the agreement, the former Cataño mayor faces a five-year prison sentence, down from the 21 years he would have faced without a deal. His sentencing hearing will be on March 8, 2022. Delgado Montalvo acknowledged that he illegally enriched himself by accepting cash payments and gifts from the contractor MarioVillegas Vargas, a partner in JR Asphalt, who benefited from $9.9 million in contracts that were paid in part with federal funds. Villegas Vargas was arrested in the morning by the FBI. The charges against him are: conspiracy, bribery with funds from a federal program and using interstate commerce facilities to carry out criminal activity. “The corrupt scheme agreed between the former mayor and the accused was not very complicated,” Muldrow said. “Villegas and Del-

gado met in various places in the municipality of Cataño to deliver bribes in the form of cash or watches to the former mayor. At one point, during the commission of that scheme, Villegas told Delgado to go out of his way to hide what was happening. The indictment accounts for three occasions in which Villegas gave Delgado cash as part of the kickbacks. $70,000 on Dec. 14, 2020, $7,840 on Feb. 2, 2021, and $17,000 in cash on June 8, 2021. That money has been confiscated by the FBI.” Meanwhile, a pair of municipalities announced Thursday that they were cancelling contracts with the Waste Collection and JR Asphalt companies. Caguas Mayor William Mranda Torres said through his press office that he had cancelled a $3 million contract with JR Asphalt. Vega Alta Mayor María Vega Pagán said she had cancelled contracts with both companies. Muldrow and González put out a call Thursday to officials and contractors of the island government to report corrupt practices. “I repeat, to any person who has participated or is participating in any criminal conduct, including public corruption, I urge you to contact us,” Muldrow said at a press conference about the arrest of Villegas Vargas. “The value of your cooperation and any potential benefits to you is much greater the earlier you do so,” he added. Muldrow noted that there are four stages in investigative processes in which a person who can ultimately be charged can provide cooperation. The first is when the federal government is not yet aware of the criminal conduct. The second is when the agents find out and go to visit. The third is when the subject is formally accused and the fourth is when the subject is formally convicted. “When they knock on your door, answer them and tell them the truth,” Muldrow said.

PR-52 in Caguas closed down after discovery of suspected explosive device By THE STAR STAFF

a call to the headquarters of the Highway Patrol Division reported the device at the scene. Officers assigned to the Caguas Area Explosives and Fire Personnel Division went to the scene to investigate. Citizens were urged to take alternate routes such as the PR-156 highway and Degetau Avenue.

Commonwealth owes $29.4 million in PayGo retirement payments as of September By THE STAR STAFF

he Commonwealth of Puerto Rico owes $29.4 million as of September in PayGo retirement payments corresponding to fiscal year (FY) 2022, an unaudited report from the Fiscal Agency and Financial Advisory Authority (AAFAF by its Spanish initials) revealed. The pension system is slated to undergo a restructuring as the bankruptcy court is expected to approve a debt adjustment plan for $33 billion in central government debt. Of that total, government entities owe $27.3 million of debt, whereas municipalities amassed about $2.2 million in outstanding PayGo payments at the close of the first three months of FY 2022, which began in July. PayGo invoices for the period totaled $631.7 million, but collections were $602.2 million, the report showed, which means the system is still in deficit. The commonwealth’s total PayGo debt amounted to nearly $296.9 million from FY 2018 through September, with government entities and municipalities

Another omicron case detected in US By JILL COWAN

innesota health officials said Thursday that a man who lives in the state was infected with the omicron variant of the coronavirus. The man, who officials said had recently traveled to New York City, represents the second known case of the variant in the United States. Leaders in Minnesota said the discovery was unsurprising and credited robust disease surveillance systems for finding it. “This news is concerning, but it is not a surprise,” Gov. Tim Walz said in a statement. “We know that this virus is highly infectious and moves quickly throughout the world. Minnesotans know what to do to keep each other safe now — get the vaccine, get tested, wear a mask indoors, and get a booster.” Much remains unknown about omicron, including whether it is more transmissible and capable of causing more serious illness. There is some evidence the variant can reinfect people more readily. According to the Minnesota Department of Health, the man is a resident of Hennepin County, which includes Minneapolis. He had been vaccinated and is no longer feeling symptoms, the department said.

The man first developed mild symptoms Nov. 22, shortly after traveling to New York City for the Anime NYC 2021 convention at the Javits Center, the department said. The announcement did not indicate whether the man had traveled anywhere else recently. He was tested for the virus Nov. 24. The state’s Public Health Laboratory determined that he had the omicron variant. Minnesota officials said they were working with New York City and federal health officials to look into the case and that the man has spoken with case investigators. On Wednesday, California health officials announced that a San Francisco resident had been infected with the omicron variant — a finding they emphasized was inevitable as they worked to contain alarm over the variant’s discovery in the United States. Experts have said since the omicron variant was first identified that it was only a matter of time before the variant made its way to the United States and that once a case was detected, many more would probably soon be found. “I’m personally surprised it took this long” for the first case to appear, Dr. Bob Wachter, a professor and chair of the department of medicine at the University of California, San Francisco, said Wednesday. “Today it’s in California; tomorrow it’ll be several other states.”

Roberts searches for middle ground in abortion case By CHARLIE SAVAGE

uch of the discussion of a Mississippi law that would ban abortions after 15 weeks of pregnancy has suggested that the Supreme Court faces a binary choice: it could strike down the law and fully reaffirm Roe v. Wade, as the law’s challengers want, or it could gut the idea that the Constitution protects abortion rights at all, as Mississippi has urged. But during the Supreme Court’s oral arguments Wednesday in a lawsuit challenging the law, Chief Justice John Roberts appeared to be exploring whether he could find something of a middle ground — one that would allow the court to uphold the Mississippi law without also proclaiming that the Constitution offered no protection of any right to an abortion. Under Roe and a 1992 case that reaffirmed it, Planned Parenthood v. Casey, it is unconstitutional to ban abortions before “viability,” the

point at which a fetus can survive outside the womb, which is usually about 24 weeks into pregnancy. On Wednesday, Roberts repeatedly returned to whether the cutoff could be earlier. “If you think that the issue is one of choice, that women should have a choice to terminate their pregnancy, that supposes that there is a point at which they’ve had the fair choice,” he said, and went on to question why 15 weeks would be an inappropriate line. “Because viability, it seems to me, doesn’t have anything to do with choice. But, if it really is an issue about choice, why is 15 weeks not enough time?” How Roberts handles the case could have outsized importance. Compared to some of the other five members of the court’s conservative bloc, he is broadly seen as more likely to be concerned about the institutional impact on the court if it makes a wrenching and politically contentious change in the law. He also has the power to assign himself to write the opinion if he votes with the majority.

Known for crafting narrow and incremental decisions, Roberts distinguished Wednesday between an outright ban on abortion and a ban on the procedure that was stricter than the current standard. At one point, he remarked that he thought moving the cutoff line to 15 weeks — nine weeks earlier than where it is now — was “not a dramatic departure from viability.” He also told the solicitor general, Elizabeth Prelogar, who was supporting the challengers to the law, that the arguments she had made regarding problems that would result from overruling Roe “sounded to me like being based on a total prohibition.” He said he wondered how strong those arguments “would be if there isn’t a total prohibition.” Similarly, addressing arguments about the impact of abortion rights on women and their ability to have an equal place in society, Roberts asked Julie Rikelman of the Center for Reproductive Rights, a lawyer for the challengers, whether it would make a huge difference to move up the deadline to make a decision from 24 to 15 weeks. “Are you suggesting that the difference between 15 weeks and viability are going to have the same sort of impacts?” he asked. But both Prelogar and Rikelman urged the court to keep the line at fetal viability, which Rikelman said was “objectively verifiable and doesn’t require the court to resolve the philosophical issues at stake.” Roberts also questioned Mississippi’s solicitor general, Scott Stewart, about whether the “viability” line was really central to Roe, as the court said it was in the 1992 case reaffirming abortion rights. The chief justice noted that fetal viability had not been part of the legal arguments in Roe, and noted that the once-confidential papers of Roe’s author, Justice Harry Blackmun, suggested that putting the line at viability was arbitrary. A major issue is whether it is proper for the Supreme Court to reopen the abortion rights question under the legal doctrine of stare decisis — under which it should hesitate to overturn precedents — even if its current members would have decided those cases in a different way. The chief justice’s line of reasoning might allow him to claim that eliminating the viability line did not really amount to overturning Roe. But Roberts did not offer a fleshed-out rationale for why allowing states to ban abortion at an earlier point in pregnancy — but apparently still not allowing them to prohibit the procedure entirely — would be more principled than keeping it at the point of fetal viability. And the idea with which he seemed

to be playing received pushback. At one point, he put forward the proposition that most countries that permit abortion have an earlier cutoff line, and said the United States was like North Korea and China in using fetal viability as the standard. But Prelogar, the solicitor general, told him his understanding of other countries’ laws was incorrect. In fact, she said, while it is true that many Western countries that are similar to the United States have nominally earlier limits like 12 or 18 weeks, in reality they also allow abortions up to viability because those limits contain sweeping exceptions for “broad social reasons, health reasons, socioeconomic reasons.” The arguments also focused on whether upholding the Mississippi law without also declaring there is no constitutional right at all to an abortion would be a middle ground, or rather would just open the door to a floodgate of stricter abortion bans and lawsuits challenging them. Rikelman warned Roberts that there would be no principled stopping point if the court upheld the Mississippi law, so states would “rush to ban abortion at virtually any point in pregnancy.” Prelogar similarly predicted that if the Mississippi law was upheld, states would immediately enact bans at 10, eight or six weeks to push further. But Roberts brushed aside that concern and a similar objection by saying, “I’d like to focus on the 15-week ban,” and that “the thing that is at issue before us today is 15 weeks.” At another point, he sought an explanation from Stewart about why Mississippi had shifted from focusing on whether the viability cutoff was constitutionally required — as it did in its petition asking the Supreme Court to take up the case — to arguing more sweepingly for Roe and Casey to be flatly overruled. Stewart told him that the state’s legal team shifted gears in part because the more modest argument that viability was not the appropriate standard had “lost in every court of appeals.”

wo Georgia election workers who were the targets of a right-wing campaign that falsely claimed they manipulated ballots filed a defamation lawsuit Thursday against one of the nation’s leading sources of pro-Trump misinformation. The suit against the right-wing conspiratorial website The Gateway Pundit was filed by Ruby Freeman and her daughter, Shaye Moss, both of whom processed ballots in Atlanta during the 2020 election for the Fulton County elections board. It follows a series of defamation claims filed by elections equipment operators against conservative television operators such as Fox News, Newsmax and One America News. The lawsuit from Freeman and Moss is among the first to be filed by individual election workers who found themselves unwittingly dragged into the alternate universe of far-right media that claimed, and still does, that Donald Trump won last year’s presidential election. “I want the defendants to know that my daughter and I are real people who deserve justice, and I never want them to do this to anyone else,” Freeman said in a statement. Moss, who continues to work for the Fulton County elections board, and Freeman, a temporary employee during the 2020 election, were ensnared by the Trump-supporting media and Trump himself after Gateway Pundit published dozens of false stories about them, starting last December and continuing through this November. The stories called the two women “crooked Democrats” and claimed that they “pulled out suitcases full of ballots and began counting those ballots without election monitors in the room.” Investigations conducted by the Georgia secretary of state’s office found that the two women did nothing wrong and were legally counting ballots. It all began one month after the 2020 election, on Dec. 3, when an attorney for Trump’s campaign played a spliced segment of surveillance video footage for a Georgia Senate

committee. The attorney falsely claimed Fulton elections workers pulled 18,000 fraudulent ballots from a suitcase and illegally fed them through the voting machines. The accusation, which was quickly debunked by Fulton County and Georgia elections officials, was nevertheless amplified by Rudy Giuliani and other Trump allies. A week after the first Gateway Pundit story, Giuliani compared Moss and Freeman to drug dealers and called for their homes to be searched during a hearing with Georgia state legislators. Trump himself invoked Freeman’s name 18 times during his Jan. 3 call with Brad Raffensperger, the Georgia secretary of state. The call at the time was among the president’s most egregious efforts to overturn the results of the election he lost to Joe Biden, who defeated Trump in Georgia by 11,779 votes. The Gateway Pundit is published by twin brothers, James and Joseph Hoft. The Hoft brothers did not respond to requests for comment. The lawsuit, filed in a Missouri circuit court in St. Louis, where James Hoft lives, articulates a litany of trauma the two women and their family suffered after Gateway Pundit began its campaign against them. They received death threats, unending harassment from phone calls and text messages, and unsolicited pizza deliveries to their homes. Freeman and Moss, both of whom are Black, were also subjected to racial slurs. The harassment was detailed in a Reuters article published Wednesday that included recordings of 911 calls Freeman made when Trump supporters came to her home and banged on her door last December. According to Reuters, Moss earns about $36,000 a year for her full-time job with Fulton County. Freeman, a temporary worker, was paid $16 per hour. Freeman was forced to shut down her online business selling fashion accessories once she became inundated with threats. Freeman and Moss are represented in their suit by Protect Democracy, a nonpartisan group focused on resisting authoritarianism in the United States. Protect Democracy has also sued Project Veritas, the conservative group that conducts undercover sting operations, on behalf of a Pennsylvania postmaster who was falsely accused of tampering with election returns. Freeman and Moss did not specify an amount they are seeking from the Hoft brothers. They asked for compensatory and punitive damages “to be determined at trial.”

Suspect in Michigan school shooting faces murder and terrorism charges By JENNIFER CONLIN, MITCH SMITH, GIULIA HEYWARD and JACK HEALY

n Tuesday morning, the parents of a 15-year-old sophomore walked into Oxford High School to meet face to face with school officials who had grown concerned about their son’s classroom behavior. About three hours after that meeting started, according to law enforcement authorities, the student, Ethan Crumbley, walked into a school bathroom carrying a backpack and emerged with a handgun. He began firing, killing four students and wounding seven people in the deadliest school shooting this year, authorities said. New details about the suspect’s behavior and actions in the hours leading up to the shooting spree emerged Wednesday as he was charged with terrorism, four counts of first-degree murder and an array of other charges. Prosecutors said they were also considering charges against the suspect’s parents. Authorities said Crumbley carried out the shooting in a Detroit suburb using a handgun his father had bought four days earlier. On Wednesday, as people in the shattered Oxford community grieved and asked whether any warning signs had been missed, authorities offered the first details of what they described as a “mountain” of digital and paper evidence showing the suspect’s planning and desire to kill students at Oxford High School. During a video arraignment, law enforcement authorities told a judge that investigators had recovered two cellphone videos Crumbley had made the night before the shooting in which he talked about killing

Oxford students the next day. They also found a journal in his backpack detailing his desire to “shoot up” the school, authorities said. “This defendant planned the shooting,” Marc Keast, an Oakland County prosecutor, told a judge. “He deliberately brought the handgun that day with the intent to murder as many students as he could.” Crumbley fired more than 30 rounds as terrified students raced for safety and locked themselves inside classrooms with doors barricaded by desks, the authorities said. He still had 18 rounds in his possession when he was apprehended, they said. The toll of the shooting grew Wednesday after a fourth student, Justin Shilling, 17, died about 10 a.m. at McLaren Oakland Hospital in Pontiac, Michigan, according to the sheriff’s office. The other students killed were Hana St. Juliana, 14; Madisyn Baldwin, 17; and Tate Myre, 16, who died in a sheriff’s squad car while on the way to a hospital. At least two of the injured students, who officials said ranged in age from 14 to 17, remained in critical condition. A teacher, the only wounded adult, was discharged from a hospital Tuesday. Oakland County Prosecutor Karen McDonald acknowledged that her decision to charge the suspect with terrorism was not typical for a mass shooting prosecution, but she said it reflected the wider trauma suffered by the hundreds of students who fled gunshots, hid under their desks and will be haunted for years. “Those are victims too, and so are their families and so is the community,” she said. “The charge of terrorism reflects that.” Crumbley was also charged with seven

counts of assault with intent to murder and 12 counts of possession of a firearm in the commission of a felony. Classmates, family members and law enforcement officials mourned and memorialized the victims Wednesday. As McDonald announced the charges against the suspect, she also paused to offer a few details about the victims — athletes, a big sister, an honors student, a joyful kid. Baldwin was described by her grandmother on a GoFundMe page as a “beautiful, smart, sweet loving girl,” and the prosecutor called her a talented artist and big sister. Baldwin’s grandmother Jennifer Mosqueda said on the website that her family was “lost for words,” and that the day of the shooting had been “absolutely unbelievable for all involved.” Myre was a linebacker and tight end on the school’s football team and had recently earned an all-region award from the Michigan High School Football Coaches Association. He died Tuesday in a patrol car as authorities rushed him to a hospital. By Wednesday, an online petition to rename the school’s stadium in his honor had more than 67,000 signatures. He was described by his classmates as incredibly well liked, funny and intelligent. Shilling was a golfer and co-captain of the boys’ bowling team at the school, according to McDonald. St. Juliana, the youngest killed, was a freshman on the volleyball and basketball teams whose parents wanted people to know her as one of the “happiest and most joyful kids,” McDonald said. Oakland County Sheriff Michael Bouchard told reporters that investigators were poring through many hours of video from

security cameras all over the school to track the suspect’s actions, but that his targets “appeared random.” Bouchard also said investigators had not determined a motive for the shooting, which he described as “absolutely brutally coldhearted.” Crumbley had initially been held in a juvenile jail, but a judge later ordered that he be moved to the adult jail and held in isolation, with no contact with adult inmates. No bond was set. At a news conference Wednesday, Bouchard said Crumbley had been called into meetings with school officials for concerning behavior twice this week, once Monday and then in the hours before the shooting Tuesday. His parents were also summoned to the school for the Tuesday meeting. Despite those concerns, Bouchard said his agency had received no information about the suspect before the shooting. Asked whether law enforcement should have been notified, he said, “We always prefer to err on the side of too much rather than too little.” Bouchard also said his office had no indication of danger at Oxford High before the shooting. He said an incident from last month involving a severed deer head at the school was not related to the shooting. And he said deputies had investigated a possible threat in November but found that it was not credible and pertained to a school in a different state. Bouchard said the district had no record that Crumbley had been bullied at school and that he did not believe specific students were targeted in the attack. A court official said during a hearing that Crumbley did not have a previous juvenile record. A lawyer for Crumbley declined to discuss details of the case.

Omicron could knock a fragile economic recovery off track By PATRICIA COHEN

his week, Marisha Wallace finally had to admit that her planned fiveday ski holiday in Switzerland in mid-December was not salvageable: The Swiss government’s sudden decision to impose a 10-day quarantine on some international travelers meant she wouldn’t be able to leave her hotel or return home to London on her scheduled flight. “It’s the way of the world right now,” said Wallace, an actor and a singer. “You can’t plan anymore.” That provisional state, amplified across the world, has left the still-fragile economy in a state of suspense as spiking coronavirus infections and the new omicron variant have popped up around the globe. “There’s no way to know how bad it will get,” said Ángel Talavera, head of European economics at Oxford Economics. The forecasting firm has sketched out three possible scenarios, including one that predicts no discernible effect on economic growth and one severe enough to slash next year’s in half. It will take several weeks before there is more clarity, Oxford concluded. The current round of restrictions has already reduced travel and dampened consumer confidence. A virulent, vaccine-resistant strain could send the economy into a tailspin again, while a mild one could leave health care systems unburdened and allow the recovery to get back on track. A report released Wednesday by the Organization for Economic Cooperation and Development showed that although growth has been uneven, the world economy this year bounced back more quickly and strongly than had been anticipated. The report, compiled largely before the latest coronavirus news, nevertheless warned that growth was projected to slow: in the eurozone, to 4.3% next year from 5.2% in 2021; and in the United States, to 3.7% in 2022 from 5.6%. The organization characterized its outlook as “cautiously optimistic.” But it reiterated how much economic fortunes are inextricably tied to the coronavirus: “The economic policy priority is to get people vaccinated,” the report concluded.

Indeed, omicron’s threat to the recovery is just the latest in a series of zigzags that the world economy has endured since the coronavirus began its march across continents last year. Hopes that an ebbing pandemic would permit daily life and commerce to return to normal have been repeatedly frustrated by the virus. Even before this latest variant was discovered, a fourth wave of infections transformed Europe into a COVID-19 hot spot and prompted new restrictions like lockdowns in the Netherlands and Austria. During earlier outbreaks, trillions in government assistance helped quickly resuscitate the struggling U.S. and European economies. It also brought some unexpected side effects. Combined with pent-up demand, that support helped produce a shortage of labor and materials and rising inflation. Given how much debt was racked up in the past 18 months, such aid is unlikely to recur even with a sharp downturn — and neither are wholesale closures. Vaccines provide some protection, and many people say they are unwilling to go back into hibernation. In recent days, governments have reacted with a confusing hodgepodge of stern warnings, travel bans, mask mandates and testing rules that further cloud the

economic outlook. That patchwork response combined with people’s varying tolerance for risk means that, at least in the short term, the virus’s latest swerves will have a vastly different effect depending on where you are and what you do. In France, Luna Park, an annual one-month amusement fair held in the southern city of Nice and slated to open this weekend, was called off after the government suddenly requisitioned the massive warehouse where roller coasters, shooting galleries and merry-gorounds were being set up in order to convert the space to an emergency vaccination center. “Today I find myself trying to save my company, and I’m not sure that I can,” said Serge Paillon, the park’s owner. He feared he would face huge losses, including 500,000 euros (about $566,000) he had already invested in the event, as well as refunds for tickets that had been on sale for several months Paillon furloughed 20 employees. An additional 200 festival workers who were coming from around the country to manage the 60 games and rides were told to stay home. “For a year and a half, it was already a disaster,” Paillon said. “And now it’s starting again.” Israel’s decision Saturday to shut its

borders to all foreign tourists for two weeks is likely to reduce the number of tourists in Israel and the occupied territories this month by up to 40,000, or nearly 60% of what was expected, according to a government estimate. Wiatt F. Bowers, an urban planner, had planned to leave Jacksonville, Florida, for Tel Aviv on Wednesday but had to cancel — the fifth time in 18 months that he had to scrap a planned trip to Israel. He will rebook but doesn’t know when. Reluctance to travel, though, could mean an upswing in other sectors if the new variant is not as harmful as people fear. Jessica Moulton, a senior partner at McKinsey & Co. in London, said previous spending patterns during the pandemic showed that some money people would otherwise use for travel would instead be spent on dining. She estimated that the roughly $40 billion that British consumers saved on travel last summer was used for shopping and eating out. At the moment, Moulton said, “to the extent that omicron decreases travel, which will happen as we head into Christmas, that will benefit restaurants.” In Switzerland, where travelers from Britain and 22 other countries must now quarantine, the effect of the policy change on hotels was immediate. “The majority of travelers from England — between 80 to 90% — have already canceled,” said Andreas Züllig, head of HotellerieSuisse, the Swiss hotel association. Wallace, who canceled her trip to the Cambrian Hotel in Adelboden, was one of several people who changed their reservations at the hotel after the Swiss government made its announcement Friday, just one week before the slopes open. “This obviously has an impact on our very important winter and Christmas business,” said Anke Lock, Cambrian’s manager, who estimated that 20% of the hotel’s December bookings were at risk. For now, though, most guests are watching and waiting, Lock said: “We’ve changed the bookings from guaranteed to tentative.” Extreme uncertainty about the economy may turn out to be the only certainty.

Asian shares tick up but Omicron worries leave markets on edge A

sian shares edged higher in choppy trading on Thursday, helped by advances in Chinese real estate shares, though fears about the Omicron variant of the new coronavirus capped gains regionally. Also weighing on share markets were remarks from Fed Chair Jerome Powell reiterating that he and fellow policymakers will consider a faster wind-down to the Fed’s bond-buying programme, a move widely seen as opening the door to earlier interest rates hikes. This helped support the dollar which, despite the cautious mood gained ground on the yen, typically seen as an even safer haven than the greenback. MSCI’s broadest index of Asia-Pacific shares outside Japan (.MIAPJ0000PUS) advanced 0.2%, boosted by Chinese blue chips (.CSI200) up 0.25% and Hong Kong (.HSI) up 0.2%. An index of Hong Kong listed mainland developers (.HSMPI) rose 2% after news late Wednesday that Chinese developers plan to sell bonds in China to raise a combined 18 billion yuan ($2.83 billion), evidence Beijing is marginally easing liquidity strains on the cash-strapped sector. However, Japan’s Nikkei (.N225) lost 0.6%, and all three main Wall Street benchmarks fell more than 1% overnight as a global rally petered out as news about the Omicron variant of the coronavirus turned negative. Omicron is rapidly becoming the dominant variant of the coronavirus in South Africa less than four weeks after it was first detected there, and on Wednesday the United States became the latest country to identify an Omicron case within its borders. “All that anyone can do at the moment is wait for each headline as it breaks, as there are a series of outstanding questions about the new variant that remain largely unanswered and will remain unanswered for days or weeks,” said Kyle Rodda an analyst at Melbourne brokerage IG markets. He added that with the Federal Reserve reducing its stimulus and building up to raising rates, “this is the first time in a really long time when markets haven’t taken a bad development as another excuse to buy stocks expecting an increase in liquidity from the Fed”. In another sign of a flight to safety, long dated U.S. Treasury yields slid late in U.S. hours. The yield on 30-year bonds dropped to as low as 1.740%, their lowest since early January, and benchmark 10 year yields dropped to as low as 1.404% - a nine week low. Yields at the short end of the curve were steadier on chances that the U.S. Federal Reserve will speed up its bond purchase tapering. On Wednesday, in his second day of testimony to Congress, Powell said the Fed needs to be ready to respond to the possibility that inflation may not recede in the second half of next year as most forecasters currently expect. This would likely lead to an acceleration in the pace oat which the Fed tapers its asset purchase programme.

WHO reopens debate over fairness of pandemic response By MARK LANDLER

s the still-mysterious omicron variant reached U.S. shores, the World Health Organization earlier this week scolded wealthy countries that imposed travel bans and dismissed those that poured resources into vaccine booster campaigns when billions in poor countries had yet to receive their first shots. The comments by WHO officials reopened fraught questions of equity in how the world has handled the coronavirus pandemic since a stark divide over the availability of vaccines emerged between rich and poor countries earlier this year. But amid fears of a new wave of COVID-19, the comments seemed unlikely to sway leaders in Europe, Asia, and the United States, which reported its first confirmed omicron case, in California, earlier this week. They are scrambling to shield their populations from the variant — about which much remains unknown — by topping up their protection and tightening restrictions on incoming travel. Travelers reacted with confusion and dismay to news that the United States plans to toughen testing requirements and screening of inbound passengers. The decision came after Japan, Israel, and Morocco barred foreign travelers and Australia delayed reopening its borders for two weeks. “It’s a shame because travel just opened up again,” said Giritharan Sripathy, a Singaporean film producer, who was scheduled to fly to New York from London Thursday. Sripathy, who had taken a PCR test three days before his flight, as required, said he had scheduled a new rapid test as a precaution, “in case they change the rules tomorrow.” WHO added its voice to the objections, calling travel restrictions against southern African countries ineffective and unfair. “Blanket travel bans will not prevent the spread of omicron, and they place a heavy burden on lives and livelihoods,” WHO Director-General Tedros Adhanom Ghebreyesus said at a news conference in Geneva. He praised Botswana and South Af-

Other WHO officials said the bans on southern African countries by the United States and European countries would impede efforts to combat the variant since biological samples could not be transported out of those countries, even though they were willing to share them. The omicron variant has been detected in two dozen countries by Wednesday — just six days after its existence was first revealed to the world — and Tedros warned that the number would rise. WHO also voiced skepticism about ambitious booster plans that it claimed come at the expense of first-time vaccinations in less-wealthy nations. Britain this week announced a massive new campaign to deliver booster shots to all adults by the end of January. Other European countries and the Biden administration are also pushing boosters as a first line of defense against the variant, buying time for scientists to unravel its genomic

code. WHO officials, however, said there was not yet evidence that boosters prevented illness and hospitalization in people infected with variants. They suggested that the reserve of vaccines stockpiled by Britain and other countries could be better used in places where a large portion of the population was not yet vaccinated. “It’s a luxurious position to be in, if you have enough vaccine to do that,” said Michael Ryan, executive director of WHO’s health emergencies program, referring to the British campaign. The renewed spotlight on inequities came as WHO member states took the first step toward what many governments hope will be a legally binding treaty to reinforce global defenses against pandemics. WHO will set up a negotiating body to begin hammering out an international agreement intended to ensure a more coherent and equitable response to future outbreaks. But the United States and other countries have pushed for a weaker mechanism that would not carry legal obligations for member states. The patchwork of travel restrictions

imposed after the emergence of omicron highlighted yet again that countries are determined to act swiftly and unilaterally to protect their populations, with little regard for how it could affect their neighbors or even whether the measures will accomplish their stated goal. But public health experts expressed skepticism that the restrictions would prove effective. “Travel restrictions can delay importation and widespread seeding, but not stop it,” said Devi Sridhar, head of the global public health program at the University of Edinburgh. “The variant will be found almost everywhere, I’m sure, in the coming days.” The major unanswered question, she said, was the rate of transmission and whether omicron could outcompete the delta variant to establish itself as the dominant strain of the virus. Sridhar and other experts have called for greater global coordination, and WHO’s push for an international treaty is a step in that direction. Still, the United States, with support from Brazil and other countries, refused to commit to anything that is legally binding and kept open the possibility of a weaker agreement. Proponents want commitments to share data, virus samples and technology, and to ensure equitable distribution of vaccines. But that raises politically sensitive questions of national sovereignty over access to the sites of outbreaks, and investigations into origins of diseases. China, for example, has resisted calls for an independent inquiry into the emergence of the coronavirus in the city of Wuhan in late 2019. Citing COVID-19, climate and wars, UN asks donors for big jump in funding By NICK CUMMING-BRUCE

hen the United Nations made its last appeal for humanitarian aid funding before the pandemic, it asked donors for about $29 billion. But in the past year alone, there has been a huge jump in the number of people needing help. And so the U.N. is asking for more aid — $41 billion. As the pandemic enters a third year, and the toll of conflicts and climate change rise, the U.N. said Thursday that it needed to help 183 million people in 63 countries who are suffering the consequences. That compared with 100 million people at the time of the last appeal, in 2019. More than 1% of the world’s population are now displaced by conflicts and disasters, Martin Griffiths, the U.N. emergency relief coordinator, told reporters in Geneva in announcing the organization’s 2022 funding drive. About 45 million people now face famine, some as a result of climate change. The pandemic has already forced 20 million people into extreme poverty, he said, citing World Bank estimates, and the new omicron variant would further ratchet up the economic damage. “With COVID continuing to threaten us and continuing to mutate, we will continue to see increased humanitarian needs,” he said. The funding needed for humanitarian aid has doubled in four years and nine country programs now required aid of

more than $1 billion each, according to the U.N. At the top of the list are Afghanistan and Syria, which each need more than $4 billion. They are followed by Yemen, which needs $3.9 billion. International aid in 2021 averted the threat of famine in South Sudan and Yemen where U.N. agencies provided food for 10 million people. But many aid programs are severely underfunded, forcing aid agencies to cut back food rations. “Without immediate and sustained action to prevent famine, humanitarian needs will far exceed those in the last decade,” the U.N. said in its appeal. Griffiths expressed particular alarm over the conflict in Ethiopia, where the U.N. is trying to distribute aid to 9 million people in the war-torn north and an additional 21 million people in the rest of the country. He also highlighted political challenges to providing assistance to Afghanistan, where the effects of severe drought and economic collapse have left 24 million people confronting acute hunger. But international aversion to aiding the Taliban has led to a freeze on international reserves and banking transactions. Donor governments needed assurances that funding did not empower the Taliban, Griffiths said, but to enable payment of employee salaries, “the world has to understand that there is a need for putting money through state structures.”

Dozens of former Afghan security forces dead or missing under Taliban, report says By SHARIF HASSAN

ore than 100 former members of the Afghan security forces in four provinces have been killed or disappeared by the Taliban in the first 2-1/2 months of the militants’ rule, according to a new report by Human Rights Watch. The deaths are part of a string of assassinations and summary executions, largely considered revenge killings, that have been happening across Afghanistan since the fall of Ashraf Ghani’s government in August. The attacks underscore the dangers that Taliban critics, activists and members of the former government’s security forces face despite the Taliban announcement when they seized power of a general amnesty for former government workers and military officials. In a report released Tuesday, Human Rights Watch detailed the killing and forced disappearance of 47 members of the former government’s security forces who had either surrendered to the Taliban or were detained by them between Aug. 15 and Oct. 31 in four of the country’s 34 provinces: Ghazni, Helmand, Kandahar and Kunduz. The group’s research indicates that the Taliban are responsible for the deaths or disappearances of at least another 53 former security force members in the same provinces. “The Taliban leadership’s promised amnesty has not stopped local commanders from summarily executing or disappearing former Afghan security force members,” said Patricia Gossman, associate Asia director of the Human

Rights Watch. “The burden is on the Taliban to prevent further killings, hold those responsible to account, and compensate the victims’ families.” Gossman said that the killings had evolved into a more “deliberate” effort to crush dissidents and those who may pose a threat to the new government and that the Taliban leaders were “condoning” the atrocities. The Taliban have a long history of targeting security forces and officials of the former government, as well as activists, journalists and elders. Particularly in the 18 months leading up to the takeover, the Taliban carried out an assassination campaign against journalists, government and military workers and civil society leaders, though they rarely took responsibility for the deaths. But the recent summary executions

and assassinations have raised new fears because they occurred even in the face of reassurances from senior Taliban leaders that the new government would not seek retribution against members of the former government and military. Score settling and blood feuds have marked Afghanistan’s last four decades of conflict, often playing out at the local and familial level. A Taliban spokesperson told The New York Times that some fighters might have taken the law into their own hands to settle old scores, but that the killings and disappearances were not Taliban policy. The spokesperson, Inamullah Samangani, said the government was “seriously investigating” such incidents to identify the perpetrators and bring them to justice. “We are fully committed to the amnesty that we have announced,” Samangani said in a phone interview. “We don’t have a security system yet in place, and some people are taking advantage of this vacuum, misusing the name of Islamic Emirate, and carrying out such killings.” He said: “Revenge killings aren’t in the interest of our government. They are harmful to Islamic Emirate’s reputation at this critical time.” The killings raise concerns that Taliban leaders may have little control over lower-rank commanders and foot soldiers, who are believed to be behind most of the forced disappearances and executions.

Among the Afghans whose deaths were documented by Human Rights Watch was a man named Dadullah, who had worked only for a few months as a police officer in Kandahar city, then quit his job and moved to the town of Spin Boldak near the Pakistan border before the Taliban takeover. Last month, Dadullah returned to Kandahar city. Two men believed to be Taliban members picked him up on Oct. 23, and his body was sent home in an ambulance later that evening. “We took the body to the governor’s house, but the Taliban would not tell us anything and did not allow us to meet the governor,” a neighbor told Human Rights Watch. Since seizing power, government leaders have instructed members of the former security forces to register with local officials and surrender their weapons in exchange for a letter guaranteeing their safety. But some victims’ families say the Taliban have used these screenings to detain and kill former officials, the report said. Former civil servants in top government posts, such as judges, who did not realize they were required to obtain an amnesty letter, have been beaten and detained for not doing so, according to the report. The report also says the Taliban have carried out searches to find some former security force members, and have threatened and abused their families to try to get them to disclose their hideouts. In a recent killing confirmed by The New York Times, Bahauddin Kunduzi, a former intelligence officer, was found dead two weeks after he went missing in Kunduz city, a hub in Afghanistan’s north. Kunduzi had handed over his weapon and equipment and had received a letter guaranteeing his safety, according to his family. The Taliban even allowed him to continue working at the intelligence agency. Then one evening, a group of Talibs arrived at the grocery store Kunduzi had just opened to generate some income since the new government was unable to pay his monthly salary, his relatives said. “They beat him up in the store, then took him,” one family member said, his voice disappearing into sobs behind the phone. “They strangled him, then dumped his body into a ditch.”

witter has lagged behind its social media peers in recent years, failing to keep pace in new services, acquisitions, user growth and stock price. Consider that its most memorable innovation was doubling the tweet character limit to 280, and that was more than four years ago. The site has just plodded along, content to be a plaything for corporate public relations, journalists and politicians. It’s not all that popular with regular folks, who instead turn to Facebook, Instagram and YouTube. And for many years that afforded Twitter less scrutiny, until Donald Trump became a Twitter power user. There has been much discussion recently about Facebook’s polarizing effects and the spread of hate, racism and misinformation on its parent Meta’s platforms, after a whistleblower released a huge cache of internal documents about the company. Much of the same can be found on Twitter; trolls, bigots and outright lies wend their way into Twitter feeds alongside more anodyne fare. It’s just a smaller audience. The company now has the opportunity to inject some life into what has become a stagnant, albeit highly addictive, service after its co-founder Jack Dorsey said on Monday he would relinquish his role as chief executive and, sometime next year, his board seat. Investors’ hopes for new blood sent the company’s stock soaring briefly, only to fall back to earth after Dorsey revealed his successor is a 10-year veteran of the company, the most recent chief technology officer and a relative unknown. “Twitter probably needs a more dramatic management change than what has been announced,” Mark Mahaney, a longtime tech analyst, said. Dorsey has split his duties since 2015 between Twitter and the payments company Square (now Block), where he’ll go full time. With the undivided attention of the new chief executive, Parag Agrawal, there are some changes Twitter ought to institute to clean up the service and make it a more robust competitor to Facebook and YouTube, among others. First, Agrawal must restore trust in the site by better policing misinformation spread by politicians and celebrities. Like Facebook, Twitter has sparingly enforced community standards against its best-known users, despite strong evidence that politicians are more likely to be believed than regular folks — even, or perhaps especially, when they are spouting falsehoods. For instance, Twitter allowed to stand a September tweet from the musician Nicki Minaj that falsely tied the COVID vaccination to impotence. That tweet garnered tens of thousands of likes. And Twitter was slow to act upon Trump, who freely spread falsehoods about the coronavirus and voting, leading up to the Jan. 6 siege of the Capitol building. Agrawal’s mettle will surely be tested if, as expected, Trump runs again for president. Second, Agrawal needs to reel in the bots. Twitter is infested with fake accounts and automated trolls that can degrade the experience for earnest users and too often result in bigoted or sexist invective. Tallying them has become a fool’s errand, and users are left wondering whether misinformation or perso-

nal attacks are from a reliable source or from a software program. Anil Dash, chief executive of the programming company Glitch and a tech industry veteran, told me that simply eliminating bots “would get rid of some of the most potentially valuable, useful and fun accounts on the service” — accounts that tweet out a phrase or sentence a day from “Moby Dick,” for instance. He suggested, instead, that Twitter more clearly label the accounts and require their creators to register them with the company. Labeling works only so well, of course. Too often, labels on misinformation posts contain mealy-mouthed language like “disputed” or “misleading,” or they ineffectually direct users to other sites for more definitive information. By one measure, Twitter’s own data showed that such labels contributed to a decrease in some of the spread of offending tweets of just 29%. A recently announced change calling greater attention to the labels is a step in the right direction. But if Twitter won’t remove outright lies about democracy, climate change or the pandemic, Agrawal can see to it that Twitter’s labels more convincingly dispel those myths. More human moderation would be a plus, too. Automated systems let too much garbage through. And like its larger competitors, Twitter has too few systems in place to detect violations abroad where less commonly spoken languages dominate, meaning hateful speech can easily slip through. Humans in the loop can also put greater scrutiny on those accounts with the most followers and retweets. Eric Goldman, a Santa Clara University law professor, suggested to me a more radical approach: banning political accounts. “Every time Twitter tries to fact-check or moderate politicians, it makes another political enemy who becomes hellbent on regulating Twitter out of existence,” Goldman wrote in an email. A ban seems extreme, as Twitter has proved valuable as a way to communicate directly and promptly with constituents. Still, it’s worth considering Goldman’s suggestion that politicians’ accounts carry identifiers and that they be subject to greater restrictions on whom they can block and what content they can moderate. Agrawal will need to develop thick skin. His predecessor was hauled before Congress three times in just the past couple of years, where lawmakers alleged he both stifled free speech and allowed far too much speech to remain on Twitter. The social media experts I reached out to agreed that Twitter needs to institute paid subscription services that are more comprehensive than its recently introduced $3-per-month Blue service, which gives users access to features like recalling errant tweets and seeing some news articles ad-free. This would serve to limit Twitter’s need to collect as much personal data as it does to feed its advertising business, but also open up opportunities for creative new ways to use the service, such as exclusive content. In his resignation letter, Dorsey said he wished for Twitter to be the most transparent company in the world — that

should include working closely with researchers and admitting mistakes. In that spirit, Twitter should also carry through on Dorsey’s promise to Congress in March to give users greater transparency and control over how the company uses algorithms. If Agrawal doesn’t do it, Congress may force the matter. There are other things Twitter can do. Kate Starbird, a professor of human-computer interaction at the University of Washington, suggested the company invest in media literacy campaigns so that users can better interpret the tweets they see. And Nate Persily, a professor at Stanford Law School, proposed that Twitter establish independent boards to set standards for global elections and for oversight of the company’s algorithms. Twitter can be fun, surprising, funny, irreverent and germane. There is simply no better place to rapidly find the day’s news and to fire off ephemeral comments on global events. Here’s hoping the new chief can make it a far less toxic place, too. And for Pete’s sake, Agrawal, please give us an edit button.

“Primero que todo, debo agradecer al presidente Luis Abinader por recibirnos en la República Dominicana para continuar afianzando nuestros lazos colaborativos. Como hermanos del Caribe, tenemos muchos elementos que nos unen y que incluso sobrepasan nuestras inigualables tradiciones culturales. Tanto Puerto Rico como la República Dominicana tienen retos a nivel social y económico que podemos manejar en colaboración. Además, contamos con recursos y herramientas de éxito que podemos compartir para el beneficio mutuo de nuestros pueblos. El ministro de Relaciones Exteriores de la República Dominicana y el secretario de Estado de Puerto Rico presidirán la comisión en sus respectivas jurisdicciones. Por su parte, el secretario de Estado expresó que “la firma de esta declaración conjunta representa un paso de avanzada para fortalecer las relaciones comerciales económicas y los lazos que nos unen con la República Dominicana. Esta alianza estratégica ayudará a fortalecer los sistemas de salud preventivos contra cualquier tipo de epidemia, así

como a promover el progreso económico y social, y atraer nuevas maneras de inversión mediante el mecanismo de las alianzas público-privadas; en fin, mantener una relación firme, dinámica y de cooperación mutua con nuestro pueblo hermano”. Asimismo, explicó Pierluisi Urrutia, ambos países podrán elaborar mecanismos de sanidad pública y apoyarse en los programas de ayuda en la lucha contra la propagación deenfermedades letales. AN JUAN – La directora ejecutiva del Instituto de Ciencias Forenses (ICF) María Conte Miller, informó el jueves que corroboró la identidad de mujer cuyo cuerpo fue hallado en Vieques.“La odontóloga forense Xiomara Rivera corroboró mediante la comparación de radiografías dentales, la identidad de Yarelis González Lanzó, la mujer cuyo cuerpo fue hallado en una residencia en Vieques”, dijo Conte Miller en declaraciones escritas. Añadió que “por ser esta una investigación en curso, no darán deta-

lles adicionales en esta etapa del proceso”. Según lo informó el Negociado de la Policía, el cadáver de una mujer en una residencia a las 6:10 de la tarde del domingo, en la carretera PR-201 sector Puerto Real en Vieques. El cuerpo fue encontrado en el patio de la residencia. Se encontraba en avanzado estado de descomposición, amordazada, atada con sogas en el área de los pies y envuelto en una sábana. Relacionado a otro suceso, agentes de la División de Arrestos y Allanamientos del Cuerpo de Investigaciones Criminales (CIC) de Fajardo,

diligenciaron una orden de arresto por desacato criminal contra Gamalier Coss Carmona, de 30 años, a eso de la 1:40 de la tarde del lunes, en el barrio Luján, en Vieques. Según la Uniformada, la orden de arresto fue emitida por el juez José Marrero Pérez, luego que Coss Carmona no compareció a una evaluación psiquiátrica del 13 de octubre, y a una vista de seguimiento por Regla 240. Este hombre es la pareja de una mujer, cuyo cuerpo en estado de disposición fue hallado amarrado, en los predios de una residencia el barrio Puerto Real.

Which films lead the biggest best-picture race in years? By KYLE BUCHANAN

ho doesn’t like a nice round number? After a couple of years when the Oscars’ best-picture category vacillated between eight and nine nominees, the academy has finally resolved to go back to an even 10 this season. It’s a move I’m all in favor of, since the expanded race can make room for more distinctive movies. But here’s the bad news: When talking recently to Oscar voters, I hear too many of them complain, “Are there even 10 great films to vote for this year?” Greatness is in the eye of the beholder, but this year’s pack of Oscar contenders is at least gratifyingly varied, featuring big-studio blockbusters, intimate international dramas and an end-of-the-world comedy with a tramp-stamped Meryl Streep as the president. If voters feel the field is too sparse to fill out 10 slots, it’s only because they’re not looking hard enough. I’ve now screened all of this year’s major Oscar players aside from Guillermo del Toro’s “Nightmare Alley” (which will finally begin showing just after this column goes to press), and though some consensus has begun to form about the major contenders, there is still an exciting array of movies that could fill out the rest of this year’s lineup. Here are my projections for the six movies that have the strongest bestpicture chances, as well as a clutch of other worthy films that ought to give voters plenty to pick from. ‘West Side Story’ Could Steven Spielberg’s new musical pull off the same feat as the 1961 big-screen version and win best picture at the Oscars? After the film showed this week to standing ovations, I’ve moved “West Side Story” to pole position. Spielberg’s savvy re-imagining of the source material marries old-school sweep with contemporary concerns, putting the movie right in Oscar voters’ sweet spot. And after last year’s smaller-scaled Academy Awards, a mammoth Steven Spielberg musical debuting only in theaters is exactly the sort of thing that the movie industry — and the Oscars themselves — will want to rally behind. ‘Belfast’ As a movie, “Belfast” has an appealing modesty: It’s only 97 minutes, it never overreaches, and it ends on exactly the moment it should. But could that same modesty keep it from Oscar’s top spot? Many in the academy will adore Kenneth Branagh’s story of an Irish family navigating the Troubles, but “West Side Story” offers more pomp and circumstance and “Belfast” has so far racked up a fine but hardly eye-popping limited gross of about $5 million. The older arthouse crowd that could have made the film a sleeper hit has not yet returned to theaters, so awards momentum will have to come from pure love of the movie itself. ‘The Power of the Dog’ Jane Campion’s western is anchored by two very buzzy performances — Benedict Cumberbatch as a sadistic rancher and Kirsten Dunst as his tormented sister-in-law — and played at all the top fall film festivals, just as last year’s ultimate winner, “Nomadland,” did. Much has changed since 1994, when Campion became only the second woman ever

But I think the film has a better shot at winning the director race than triumphing in best picture. ‘King Richard’ This inspirational drama about Richard Williams, father to tennis phenoms Venus and Serena, boasts this year’s presumed best-actor front-runner in Will Smith. That alone should secure it a best-picture berth, since the last 10 bestactor winners all hailed from films also nominated in Oscar’s top category. (That’s true of only six of the last 10 best-actress winners, another sign of how this voting body needs to take female-fronted films more seriously.) Still, a flurry of headlines about the film’s weak opening-weekend box office got “King Richard” off on the wrong foot. ‘Being the Ricardos’ The trailer for this Aaron Sorkin-directed dramedy played a very unwise game of “Hide the Lucy,” treating Nicole Kidman’s performance as TV comedian Lucille Ball as an impending disaster that had to be judiciously cut around. But after the film began to screen for cheering guild audiences, Kidman’s smoky-throated transformation proved a surprise, vaulting her closer to a second Oscar. Add to all that a strong supporting cast — including Javier Bardem as Desi Arnaz, along with J.K. Simmons and Nina Arianda — and “Being the Ricardos” (opening later this month) ought to be a significant awards player. ‘Don’t Look Up’ The academy has gone gaga for Adam McKay’s last two issue-based comedies, “The Big Short” and “Vice,” and his new satire, “Don’t Look Up” (due later this month), has higher stakes and even more star wattage. Oscar favorites Streep, Leonardo DiCaprio, Jennifer Lawrence, Mark Rylance and Jonah Hill all star in this ensemble comedy about a comet threatening the end of the world — a just-veiled-enough metaphor for the climate crisis, granted even more real-world resonance during the worldwide pandemic — and amid a sea of period-piece contenders, “Don’t Look Up” and its screwed-future fatalism feels even more of the moment.

Those are six sure things. So which other films are left contending for the last four spots? Like I said earlier, it helps to have a strong best-actor candidate fronting your movie. Expect a major push, then, for the musical “Cyrano,” with a never-better Peter Dinklage, Lin-Manuel Miranda’s “Tick, Tick … Boom!,” featuring Andrew Garfield as the musical-theater composer Jonathan Larson, and Joel Coen’s “The Tragedy of Macbeth,” with a galvanizing Denzel Washington in the title role. And since “C’mon C’mon” is the first film Joaquin Phoenix has starred in since “Joker,” it shouldn’t be discounted, even though I suspect this tender little drama about child-raising from the director Mike Mills could go the way of Mills’ last masterpiece, “20th Century Women,” and fly over academy heads. Let’s hope that when voters mark their best-actress choices, they realize that some of the most wonderful films of the year are contending in that category and deserve a bestpicture berth, too. That group includes Paul Thomas Anderson’s “Licorice Pizza,” which features the film acting debut of the musician Alana Haim, as well as Pedro Almodóvar’s “Parallel Mothers,” which won its star Penélope Cruz the Volpi Cup for best actress at the Venice Film Festival. At Cannes, Renate Reinsve took best-actress honors and her romantic dramedy “The Worst Person in the World” deserves a lot more awards attention, while at the recent Gotham Awards, the Maggie Gyllenhaal-directed “The Lost Daughter” won several big trophies, including one for Olivia Colman’s lead performance. Many pundits think Kristen Stewart could win the Oscar for playing Princess Diana in Pablo Larraín’s “Spencer,” though we’ll see if the film itself can manage something Larraín’s more generally acclaimed “Jackie” couldn’t and crack best picture. The academy has welcomed a big chunk of international members in the recent push to diversify its voting base, which could be good news for Asghar Farhadi: The Iranian director’s movies have twice taken what’s now known as the international-feature Oscar, but his new moral drama “A Hero” may go one step further and snag a best-picture nomination. The Oscar-vetted Italian auteur Paolo Sorrentino will attempt the same leap with his coming-of-age film “The Hand of God,” which could also land him in the best-director race. I’m curious about “CODA,” the dramedy about the hearing daughter of a deaf family. It started 2021 off with a huge Sundance sale before landing on Apple TV+ over the summer to considerably less attention. The film is a conventional crowd-pleaser that crowds simply haven’t found, though two wins at the recent Gotham Awards may finally put some wind in its sails. And then there’s the sci-fi epic “Dune,” which will be a major player in all the tech categories. The reception to “West Side Story” may relieve the pressure to give “Dune” a best-picture nod just to have something blockbuster-shaped in the final 10, but I still think the film has a good shot at the list: It’s beautifully made, and voters respect the director Denis Villeneuve for fighting a corporate mandate that shuffled his film off to HBO Max without warning. (And let’s face it: This year’s best-picture montage will look a lot cooler if it features giant sandworms.)

En dicha demanda se tramita un procedimiento de cobro de dinero y ejecución de hipoteca bajo el número mencionado en el epígrafe. Se alega en dicho procedimiento que la parte Demandada incurrió en el incumplimiento del Contrato de Hipoteca, al no poder pagar las mensualidades vencidas correspondientes a los meses de mayo de 2020, hasta el presente, más los cargos por demora correspondientes. Además adeuda a la parte demandante las costas, gastos y honorarios de abogado en que incurra el tenedor del pagaré en este litigio. De acuerdo con dicho Contrato de Garantía Hipotecaria la parte Demandante declaró vencida la totalidad de la deuda ascendente a la suma de $110,890.81 la cual se desglosa a continuación: la suma principal de $102,818.05, más intereses al 7.5% anual, la suma de $8,072.76, como principal diferido así como todos aquellos créditos y sumas que surjan de la faz de la obligación hipotecaria y de la hipoteca que la garantiza, incluyendo una suma equivalente al 10% de la suma principal del pagaré pactado para costas, gastos y honorarios de abogado. La parte Demandante presentará para su inscripción en el Registro de la Propiedad correspondiente, un AVISO DE PLEITO PENDIENTE (“Lis Pendens”) sobre la propiedad objeto de esta acción cuya propiedad es la siguiente: URBANA: Propiedad Horizontal: Apartamento número trescientos uno (301), del edificio conocido como Condominio La Fuente, con frente a la Calle número treinta y dos (32) de la Urbanización Las Lomas, radicado en el término Municipal de San Juan, Puerto Rico. Está destinado a vivienda y situado en el tercer piso del edificio, con un área de setecientos noventa y dos punto sesenta y tres pies cuadrados (792.63 p.c.) equivalentes a setenta y tres punto sesenta y cuatro metros cuadrados (73.64 m.c.). bit more than a month before the start of the NFL playoffs, little is certain other than the Jan. 15 start date of the wild-card round. The star-studded Los Angeles Rams are reeling. Despite losing three of their past four games, the Dallas Cowboys’ grip on the NFC East is steady, though the Washington Football Team and Philadelphia Eagles could add some intrigue in December. Is Kansas City’s defense really fixed? Can the Baltimore Ravens overcome Lamar Jackson’s interceptions in the playoffs if they continue? This season’s tight games have provided fun, but not much clarity. That should start to change this week with a pivotal matchup between the New England Patriots and the Buffalo Bills for the AFC East lead, while the sliding Los Angeles Chargers and ascendant Cincinnati Bengals shape the rest of the conference’s playoff outlook. Against the Chicago Bears, the Arizona Cardinals will try to maintain their grip on the NFC’s top seed. Below is a look at NFL Week 13, with all picks made against the spread. Last week’s record: 8-7 All times are Eastern. Byes: Packers, Titans, Panthers, Browns SUNDAY’S BEST GAMES Baltimore Ravens at Pittsburgh Steelers 4:25 p.m., CBS Line: Ravens -4 | Total: 46 After throwing four interceptions last week and having missed his Week 11 start with an illness, Lamar Jackson remarked that he was “getting back in the lab.” That should concern the Steelers (5-5-1), whose defense remains exploitable in the continued absence of T.J. Watt (COVID-19). Pittsburgh’s offense has been unbalanced in the past two weeks, rushing for just 55 yards and 52 yards, and asking Ben Roethlisberger, their 39-year-old quarterback, to make up the slack. Baltimore’s defense could rush freely against Roethlisberger and any improvement to the Ravens’ (8-3) passing game should spotlight the age and skill gaps between the two quarterbacks. Dak Prescott could have receiver Amari Cooper back in the Cowboys lineup against the Saints. Dallas lost three of their last four games but still hold a firm grip on the N.F.C. East lead. Denver Broncos at Kansas City 8:20 p.m., NBC Line: Kansas City -10 | Total: 47 The result of this game will either separate Kansas City (7-4) as the leader of the division or further complicate the competitive AFC West. The Broncos (6-5) have rushed for more than 140 yards in two of their past three games, and could test the newly “revived” Kansas City defense, which was one of the league’s worst earlier in the season. Denver’s defense is also on the upswing, creating at least one turnover in each of its past four games. Kansas City is the better team, but Denver could pounce on a Patrick Mahomes interception (he’s tied for third-most in the league with 11) to keep the score within the spread. Pick: Denver +10 Los Angeles Chargers at Cincinnati Bengals 1 p.m., Fox Line: Bengals -3.5 | Total: 50.5 Cincinnati running back Joe Mixon should win a lot of his fantasy football owners’ games this week. The Chargers (6-5) are still the worst defense in the league against the run, allowing more than 140 rushing yards in seven (!) games, and Mixon should be able to keep up the pace that’s made him third in the league in rushing yards (924) and touchdowns

A typically prolific performance from the Bengals’ (7-4) quarterback and receiver combo of Joe Burrow and Ja’Marr Chase may not be necessary. Justin Herbert can only do so much to keep Los Angeles competitive, and even a herculean effort won’t help the Chargers keep the score within the spread. Pick: Bengals -3.5 Washington Footballers at Las Vegas Raiders 4:05 p.m., Fox Line: Raiders -2.5 | Total: 49.5 Washington (5-6) has won three straight games and can make the NFC East race interesting with Dallas experiencing a rough patch. The Raiders (6-5), though, are built to exploit Washington’s key weakness: Washington allows the third-most passing yards per game (266.6), while the Raiders pass for the secondmost yards per game (295.6). After a disappointing first two games with Las Vegas, DeSean Jackson on Thanksgiving showed he can replace Henry Ruggs III as the Raiders’ deep threat by catching three passes for 102 yards and a touchdown. Derek Carr will need him to keep that up, especially because star tight end Darren Waller (knee) could miss this game. Still, even without Waller, Las Vegas’ passing attack is too much for Washington to defend. Pick: Raiders -2.5

SUNDAY’S OTHER GAMES Tampa Bay Buccaneers at Atlanta Falcons 1 p.m., Fox Line: Buccaneers -10.5 | Total: 50.5 The Falcons (5-6) lost to the Buccaneers (8-3) by double digits in Week 2, and there’s been little evidence suggesting it won’t happen again. Atlanta barely beat the lowly Jaguars last week and needed 135 all-purpose yards and two touchdowns from Cordarrelle Patterson to do so. Tampa Bay’s defense could focus on battering Matt Ryan, who plays behind a suboptimal offensive line, while he tries to find Kyle Pitts or another non-Patterson target. The Falcons’ defense has allowed more than 30 points four times this season. Tom Brady should easily carve through the unit. Pick: Buccaneers -10.5 Arizona Cardinals at Chicago Bears 1 p.m., Fox Line: Cardinals -7.5 | Total: 45.5 A bye last week should allow the Cardinals (9-2) to return with a healthier roster. Coach Kliff Kingsbury said Monday he was “hopeful” that quarterback Kyler Murray (ankle) and receiver DeAndre Hopkins (hamstring) could play Sunday against the Bears (4-7). Chicago’s paltry offense averages fewer than two touchdowns per game and regardless of whether Justin Fields (knee) or Andy Dalton starts, neither is likely to keep pace with Arizona. Pick: Cardinals -7.5 Minnesota Vikings at Detroit Lions 1 p.m., CBS Line: Vikings -7 | Total: 47 It’s hard to feel bad for the Lions (0-101) and their winless record when the team’s clock management issues and disorganization caused them to lose a winnable game against the Bears on Thanksgiving (not to mention all the other instances). Making matters worse, Detroit lost running back D’Andre Swift to a shoulder injury, and coach Dan Campbell said it was unlikely he would play against the Vikings (5-6). Minnesota expects to be without Dalvin Cook, its starting running back, who was carted off the field against San Francisco with a shoulder injury. An astounding 10 games for the Vikings have been decided by one score. With Cook’s injury, Minnesota’s history of late-game drama and Detroit’s tendency to play up to its competition for 3 1/2 quarters, take the over. Pick: Lions +7

From page 27 New York Giants at Miami Dolphins 1 p.m., Fox Line: Dolphins -3 | Total: 41.5 Four straight wins for the Dolphins (5-7) has the team nominally still in the wild-card race, but realistically playing for pride. Even if Miami wins its five remaining games, its chances of reaching the playoffs are less than 90%, according to the Playoff Predictor. Beating the Giants (4-7), though, is doable. Daniel Jones’ status is uncertain because of a neck injury, meaning backup Mike Glennon could make his first start this season. The Dolphins’ defense has created 10 turnovers during the team’s winning streak and could add more against a backup quarterback. If the offense takes care of the ball, Miami should win. Pick: Dolphins -3 Philadelphia Eagles at New York Jets 1 p.m., CBS Line: Eagles -7 | Total: 45.5 Three interceptions by Jalen Hurts doomed the Eagles (5-7) last week against the Giants and ended an otherwise strong month for Philadelphia’s offense. The Eagles should rebound against the Jets (3-8), who allow the sixth-most rushing yards per game (128.7). That

should benefit an Eagles team that discovered just weeks ago it could run effectively: Until that loss to the Giants, Hurts had not attempted more than 30 passes since Week 7. It’s hard picturing the Jets covering in this one if Hurts can limit his turnovers. Pick: Eagles -7 Indianapolis Colts at Houston Texans 1 p.m., CBS Line: Colts -9.5 | Total: 46.5 The Colts (6-6) struggled to run last week in a close defeat to the Buccaneers, a problem they likely won’t have against the Texans (2-9). Houston allows the second-most rushing yards per game (135.6), a promising statistic for Indianapolis running back Jonathan Taylor, who leads the league in yards (1,205) and touchdowns (14). The Texans don’t have anyone close to Tampa Bay’s run stoppers, making this an easy bet. Pick: Colts -9.5 Jacksonville Jaguars at Los Angeles Rams 4:05 p.m., Fox Line: Rams -13 | Total: 48 A “get-right” game for the Rams (74) comes at the perfect time. They have lost three straight games, and a flashy roster that now includes Von Miller and Odell Beckham Jr. is trending in the wrong direction. Matthew Stafford has

thrown three interceptions that were returned for touchdowns during the losing streak, and their opponents — the Titans, 49ers and Packers — all played more physical, scheming their offenses away from Los Angeles’s defensive playmakers Miller, Aaron Donald and Jalen Ramsey. The Jaguars (2-9), though, lack the players and the coaching experience to mimic that template. Trevor Lawrence is tied for fourth in the league in interceptions (10) and the offense has accounted for at least one turnover in all but one game. Extra possessions for the Rams means more chances to run up the score after a frustrating few weeks. Pick: Rams -13 San Francisco 49ers at Seattle Seahawks 4:25 p.m., CBS Line: 49ers -3.5 | Total: 45.5 The NFL flexed this from the Sunday night slot because no one wants to watch the current iteration of the Seahawks (3-8). Every aspect of Seattle’s offense is broken: They’ve averaged only 65 rushing yards per game during this three-game losing streak, and their best receiver, D.K. Metcalf, has had only 23 yards per game in that span. Defensively, the Seahawks allow a league-high 274.1 yards per game.

Baltimore managed to win its last game despite Lamar Jackson throwing four interceptions against the Cleveland Browns.

The 49ers (6-5), meanwhile, would be the NFC’s sixth seed after going on a three-game win streak. Even with do-it-all receiver Deebo Samuel and linebacker Fred Warner both out with hamstring injuries, San Francisco is the safer bet than the crumbling Seahawks. Pick: 49ers -3.5 MONDAY NIGHT’S GAME New England Patriots at Buffalo Bills 8:15 p.m., ESPN Line: Bills -2.5 | Total: 43.5 The schedule-makers blessed NFL fans with potentially the best game of the week Monday night. The Bills (7-4) will attempt to pry the AFC East lead away from the Patriots (8-4), who stole it from them after winning six straight games. Buffalo will be short-handed, though, because Tre’Davious White, one of the NFL’s best cornerbacks, tore an anterior cruciate ligament against the Saints on Thanksgiving. That’s a brutal blow for a Bills team game-planning against Mac Jones, the Patriots’ rookie quarterback who has completed an impressive 70.3% of his passes this year. Defenses have yet to stop the Patriots’ risk-averse, efficient play behind Jones, and until proven otherwise, it’d be safer to not bet against them. Pick: Patriots +2.5
