Walgreens’ possible inclusion in gov’t health plan called threat to community pharmacies
By JOHN McPHAUL jpmcphaul1@gmail.com
San Juan District Sen. Juan Oscar Morales Rodríguez warned Monday about the intention of the Puerto Rico Health Services Administration (ASES by its acronym in Spanish) to include, without a public process or procedure, the Walgreens pharmacy chain in the service network of the government health plan, better known as Plan Vital, before the end of December.
“We have learned that ASES is in the process of opening the Plan Vital network to the entry of the Walgreens drugstore chain, which would be a death blow to our community pharmacies,” Morales said. “Doing this, just days before the end of this government administration and without an open and transparent process, is not the right thing to do and we strongly oppose it. I call on the governor to revoke the ASES’s authorization, if they are actually doing this process to include Walgreens.”
“The Vital Plan covers more than 1.3 million beneficiaries and in the case of pharmacy services, these have received their services, mostly, through community pharmacies and efficiently so for more than two decades,” the senator added. “Including a chain like Walgreens would cause a complete dislocation and put thousands of direct and indirect jobs at risk, as well as the solvency of hundreds of these community pharmacies. I hope that these rumors are just that, hallway talk and not a change of position without consulting anyone.”
ASES Executive Director Roxanna Rosario said during a government transition hearing later on Monday that despite the fact that in November a so-called adequacy study was conducted, at the moment no decision has been made to allow Walgreens to be a Vital Plan provider.
The pharmacy coverage designed and implemented under the Vital Plan is managed by a pharmacy benefits manager, or PBM, which operates a pharmacy network within the government health plan so that insured people can search for their medications within the network.
According to the latest data, there are some 850 pharmacies registered to do business on the island.
On Nov. 22, 2022, the Senate unanimously approved House Joint Resolution 410, which ordered ASES to stop any process or consideration regarding the opening, modification or conversion of the current pharmacy network within the Vital Plan. The measure reiterated the current public policy of keeping the existing pharmacy provider network within the government health plan unchanged.
Morales’ concern over the possible changes in the pharmacy network was echoed by United Retailers Center President Dr. Ramón Barquín III on Monday.
“The large chains that were once part of the Plan Vital
decided to abandon the poorest sectors of Puerto Rico,” Barquín said in a written statement. “Since then, we have noticed a significant difference in service between large chain pharmacies and community pharmacies. This [potential move] essentially benefits those who in the past turned their backs on the people, exacerbating the government’s problems in managing the Vital Plan.”
“We ask the government not to negotiate terms that harm the work carried out by community pharmacies, which have proven to be a fundamental pillar in the health of our people,” he added
Barquín emphasized his support for free enterprise and the dynamics of supply and demand, but stressed that the values and principles that distinguish Puerto Rico as a supportive and loyal society should not be compromised.
“Small and medium-sized community pharmacies have shown unwavering loyalty, even in adverse circumstances,” he said. “Currently, we are talking about more than 850 community pharmacies that generate 14,000 direct jobs and more than 5,000 indirect jobs, serving nearly 1.3 million patients. Many times these pharmacies have to wait months to receive payments, but they still continue to offer their services to citizens in the most difficult times.”
Barquín also stressed that “these pharmacies are not part of large multinational commercial networks, but rather operate mainly under cooperative structures deeply committed to public health.”
The Retail Business Association of Puerto Rico (ACDET), meanwhile, urged the Financial Oversight and Management Board on Monday to intervene to guarantee free competition and avoid restrictions on access for patients of the Vital Plan to pharmacies such as Walgreens. The ACDET’s position is that the proposals of the Independent Pharmacies Association seek to limit competition, with the result of making medicine more expensive and restricting the freedom of patients.
Community leader seeks ban on Christmas boat lights at La Parguera
By THE STAR STAFF
Lajas community leader Jorge Echevarría
Morales asked the Department of Natural and Environmental Resources and federal agencies to forbid owners of houseboats at La Parguera from lighting Christmas lights to protect the bioluminescence of the bay.
“For years, we have asked residents and visitors in the town of La Parguera to help protect the unique resource we have, such as the presence of the red mangrove and the unicellular dinoflagellate organism, responsible for light or bioluminescence in places like La Parguera,” the community leader said. “The lighting done every year has no environmental benefit whatsoever and goes against the protection of the ecosystem, requiring certain physical, chemical, biological and ecological conditions that have to exist for the phenomenon of bioluminescence to occur, as occurs in Mosquito Bay in Vieques, Moncio José in Lajas and Laguna Grande in Fajardo.”
Every year, Echevarría Morales said, “unscrupulous people sponsor not only the lighting of illegal boats in most houses in violation of the laws but use the practice of holding a procession or parades of boats adorned with lights, which exacerbates the light pollution
problem and deteriorates the bioluminescence capacity unique in that tourism sector.”
Scientists and experts on marine life agree that the large-scale use of boats pollutes water resources and contributes to the disappearance of organisms that create the bioluminescence effect.
“The demonstration of force or defiance to the authorities made by a group of people who organize the parade of boats with lights in contempt of the effort made by humanity to protect its natural resources is nothing more than a mockery of the genuine interest that the good people of La Parguera have in maintaining an ecological balance in that sector,” Echevarría Morales said. “Specifically, a group of marine biologists from several countries who recently visited La Parguera were surprised by the ‘zero protection’ of marine life in the sector. Through a tour that was offered to the group, through all the areas impacted by the flow of tourists and boats, the scientists concluded that there is very little or no preventive measure that helps so that in five to 10 years the bioluminescence resource does not disappear.”
The indiscriminate use of boats and the leakage of fuel, oils and fecal waste into the sea off La Parguera are evident to the naked eye, the community leader said. There is ev-

idence of sediment coming from the access routes created by a continuous increase in visitors, some of whom leave waste and other pollutants, which has become more evident, he noted.
“It is scientifically proven that the increasing lighting of the surroundings is a detrimental factor for the natural ecosystem of La Parguera,” Echevarría Morales said.
He said the Committee in Defense of the Bioluminescence of La Parguera Bay is
available to meet with environmental protection authorities to coordinate efforts and put a permanent stop to the ecological abuse caused by a sector that only seeks economic benefit and contributes nothing to the protection of natural resources in La Parguera.
DNER Secretary Robert Méndez Martínez said the agency enforces existing regulations when it allows the Christmas lights at La Parguera. He also said the lights are put up for a short time.
Appeals court upholds ruling against insurer over depreciation of replacement parts
By THE STAR STAFF
Puerto Rico’s Court of Appeals on Monday upheld a lower court ruling that rejected the defense arguments presented by the Cooperativa de Seguros Múltiples (CSM) to justify the practice of applying depreciation to replacement parts in vehicle repairs.
“For over a decade, CSM’s practice of automatically applying depreciation to replacement parts has reduced millions of dollars in payments to policyholders,” Francisco Colón Ramírez, an attorney for the plaintiffs said in a written statement. “These deductions have forced consumers to cover expenses that their insurance intended to protect, undermining the very purpose of
insurance contracts.”
The court noted that there is no legal basis for CSM’s practices and that the insurer could not prove their legality. The decision could benefit thousands of policyholders if the lawsuit is certified as a class action by the Court of First Instance, allowing affected consumers to claim their rights.
CSM argued that assuming responsibil-
ity could compromise its financial stability, while Colón Ramírez stated that “the courts exist to do justice, not to protect entities from the consequences of their own illicit conduct.”
The plaintiffs continue their legal battle to end the practice, which, the lawyer said, is unjustified and contrary to industry standards in the United States.
Faith-based groups to be recognized at Senate inaugural session
By THE STAR STAFF
Incoming Senate President Thomas Rivera
Schatz said Monday that he is already preparing for the swearing-in of the new Legislative Assembly on Jan. 2 and the inaugural session on Jan. 13, both activities taking place at 11 a.m. Rivera Schatz also announced that about 100 pastors, priests and other religious leaders will accompany the members of the island Senate
on the day of the inaugural session.
“With all the situations we have experienced, from hurricanes Irma and Maria, the COVID-19 pandemic, to earthquakes, it is clear that the churches and faith-based organizations, along with the mayors, are the first line of support and rescue for families,” the incoming Senate leader said.
“For us in the Senate, it is important to be able to count on the commitment of religious leaders and faith-based organizations,” Rivera
Schatz said. “The new Senate will begin its work recognizing the importance and need to have the advice of all these organizations and in the same way we will demonstrate, with actions, our unwavering commitment to work together to guarantee a Puerto Rico that protects the family and our traditional values.”
He added that he will be announcing various events as well as the bills that have been drafted and that will be filed on Jan. 2.
Health secretary: COVID-19, dengue emergency funds end Dec. 31
By THE STAR STAFF
Health Secretary Carlos Mellado López warned on Monday that emergency funds for COVID-19 or dengue are ending Dec. 31, resulting in the end of some educational campaigns and established programs.
He made the statement during the Incoming Transition Committee hearings in response to questions from former lawmaker Jorge Colberg Toro, a committee member. Mellado said other items could be at risk if the incoming administration does not act.
The health chief spent part of his turn at the hearing reviewing the significant advances in the infrastructure, services and administration of the health system, which he said have
established a solid foundation for future administrations, and addressing persistent challenges in equity and financial sustainability.
In general terms, Mellado said, operations were centralized through the acquisition of a new headquarters, modernizing processes and optimizing resources for the benefit of citizens.
The contracting and tender processes were strengthened, guaranteeing transparency in the management of funds, while the general budget of the Health Department was increased by 50%, he said.
Under his leadership, the department officially began the process of obtaining public health accreditation, an unprecedented achievement in the history of the agency, Mellado noted.
Red Cross has helped more than 500 families impacted by disasters in 2024
By THE STAR STAFF
The American Red Cross Puerto Rico Chapter reported on Monday that it has provided financial assistance to more than 500 families affected by fires, floods and other disasters between January and November 2024.
In order to continue offering these services, the organization called for donations during “Giving Tuesday” today.
“The more disasters we have, the more volunteers and resources are mobilized to help affected families,” said Lee Vanessa Feliciano, regional executive of the chapter, in a written statement.
She said the organization has more than 500 volunteers in Puerto Rico, who work in different areas of disaster response. At times they have been mobilized to respond to up to three cases in a single day, she said.
The official emphasized that the climate crisis has

caused an increase in disasters such as landslides and floods, which has required greater mobilization of Red Cross staff. In addition, volunteers from the Puerto Rico Chapter have been sent to the mainland United States to collaborate in major emergencies such as hurricanes Helene and Milton, and forest fires.
The organization launched its “Give Something That Means Something” campaign to raise funds and maintain the continuity of its services. People interested in donating can do so through ATH Móvil in the “Donate” section under “CruzRojaPR,” or by credit card at cruzrojapr.net. Donations can also be made by calling 787-758-8150.
Some of the services the Red Cross offered this year included financial assistance to 100 families after the May floods, and the delivery of more than 2,700 hygiene items to veterans at the Veterans Hospital. In addition, the island chapter provided emergency communication services and assistance in critical community cases to members of the armed forces.
NPP lawmaker calls on US Rep. Velázquez to promote statehood
By THE STAR STAFF
At-large Rep. José “Che” Pérez Cordero of the New Progressive Party (NPP) asked U.S. Rep. Nydia Velázquez (D-N.Y.) on Monday to respect and promote the result of the Election Day status consultation in which the statehood option prevailed decisively with 57% of the vote.
“Congresswoman Nydia Velázquez must respect that the majority of the People of Puerto Rico reaffirmed, freely and democratically, their intention to have a permanent union with the United States, which can only be achieved through statehood,” Pérez Cordero said in a written statement. “Fifty-seven percent of voters on the island favored the admission of Puerto Rico as a state of the union.”
The lawmaker’s statements came afterVelázquez indicated in an interview that it is up to the governor-elect, Jenniffer González Colón, to promote the results of the consultation before Congress.
“The People of Puerto Rico gave us a mandate through suffrage to promote statehood,” Pérez Cordero said. “All elected officials in Puerto Rico, without distinction, must work to enforce the will of the people, as expressed at the polls. Statehood prevailed with more than 541,000 votes on the night of the event; there are still tens of thousands of early votes [left to count] that we are sure will be, in their majority, for statehood. What we are talking about here is that there is a decision of the sovereign, the People, and the Congresswoman must respect it and work for it.”
In a press conference before the general elections, Velázquez endorsed Juan Dalmau Ramírez of the Puerto
Rican Independence Party, who promotes the independence of Puerto Rico, for governor.
“The status consultation was developed using as a basis HR 2757 (‘Puerto Rico Admission Act’), a bipartisan measure filed in the federal House of Representatives, and which already has 100 co-authors between Democrats and Republicans, including Velázquez,” Pérez Cordero said. “A similar measure in the federal Senate already has the support of 27 senators. My call is to the Congresswoman to work in favor of the results of the consultation since she was co-author of the bill on which it was based. I will continue working so that the will of the People of Puerto Rico is respected to leave, once and for all, the colonial regime that we live under and which limits our social, political and economic development. The channels of communication are always there to work for Puerto Rico.”
In pardoning his son, Biden echoes some of Trump’s complaints
By PETER BAKER
President Joe Biden and President-elect
Donald Trump now agree on one thing: The Biden Justice Department has been politicized.
In pardoning his son Hunter Biden on Sunday night, the incumbent president sounded a lot like his successor by complaining about selective prosecution and political pressure, questioning the fairness of a system that Joe Biden had until now long defended.
“No reasonable person who looks at the facts of Hunter’s cases can reach any other conclusion than Hunter was singled out only because he is my son — and that is wrong,” Biden said in a statement announcing the pardon. “Here’s the truth,” he added. “I believe in the justice system, but as I have wrestled with this, I also believe raw politics has infected this process and it led to a miscarriage of justice.”
Biden’s decision to use the extraordinary power of executive clemency to wipe out his son’s convictions on gun and tax charges came despite repeated statements by him and his aides that he would not do so. Just this past summer, after his son was convicted at trial, the president rejected the idea of a pardon and said that “I will accept the outcome of this case and will continue to respect the judicial process.” The statement he issued Sunday night made clear he did not accept the outcome or respect the process.
The pardon and Biden’s stated rationale for granting it will inevitably muddy the political waters as Trump prepares to take office with plans to use the Justice Department and FBI to pursue “retribution” against his political adversaries. Trump has long argued that the justice system has been “weaponized” against him and that he is the victim of selective prosecution, much the way Biden has now said his son was. Their arguments are, of course, different in important respects. Trump contends that the two indictments against him by Biden’s Justice Department amounted to a partisan witch hunt targeting the sitting president’s main rival. Biden did not explicitly accuse the Justice Department of being biased against his family, but suggested that
it was influenced by Republican politicians who have waged a long public campaign assailing Hunter Biden.
As it happens, the Justice Department has reject ed both accusations. The prosecutions of Trump and the younger Biden were each handled by separate special counsels appointed specifically to insulate the cases from politics and senior department officials have denied that politics entered the equation against either man. There is no evidence that Biden had any involvement in Trump’s cases.
But Biden’s pardon will make it harder for Democrats to defend the integrity of the Justice Department and stand against Trump’s unapologetic plans to use it for political purposes even as he seeks to install Kash Patel, an adviser who has vowed to “come after” the president-elect’s enemies, as the next director of the FBI. It will also be harder for Democrats to criticize Trump for his prolific use of the pardon power to absolve friends and allies, some of whom could have been witnesses against him in previous investigations.
“While as a father I certainly understand President @JoeBiden’s natural desire
to help his son by pardoning him, I am disappointed that he put his family ahead of the country,” Gov. Jared Polis of Colorado, a Democrat, wrote on social media. “This is a bad precedent that could be abused by later presidents and will sadly tarnish his reputation.”
Rep. Greg Stanton, D-Ariz., disputed the president’s argument that politics was behind his son’s prosecution. “I respect President Biden, but I think he got this one wrong,” he said online. “This wasn’t a politically-motivated prosecution. Hunter committed felonies, and was convicted by a jury of his peers.”
Other Democrats tried to draw a distinction between the Biden and Trump matters. Former Attorney General Eric Holder said that no prosecutor would have brought the charges against Hunter Biden and that therefore the pardon was warranted.
“Ask yourself a vastly more important question,” he wrote on social media. “Do you really think Kash Patel is qualified to lead the world’s preeminent law enforcement investigative organization? Obvious answer: hell no.”
To be sure, the cases against Trump and
the younger Biden are hardly comparable. Trump was charged with illegally trying to overturn an election that he lost so that he could hold on to power and, in a separate indictment, with endangering national security and trying to obstruct justice by taking classified documents when he left office and refusing to return them. Those cases are now being dropped because of his election.
Hunter Biden was convicted of lying on a firearms application form about his drug addiction and pleaded guilty to failing to pay taxes that he later did pay, with penalties. At least some legal experts have agreed with the president’s contention that such offenses would normally have been resolved without felony charges.
But the president broke his own commitment about intervening in the case. In his statement, he noted that he had said he would “not interfere with the Justice Department’s decision-making and I kept my word even as I have watched my son being selectively, and unfairly, prosecuted.” He did not acknowledge that he did not keep his word about forgoing a pardon.
Trump wasted little time seizing on the pardon to make apples-and-oranges comparisons. “Does the Pardon given by Joe to Hunter include the J-6 Hostages, who have now been imprisoned for years?” he wrote on social media, referring to the rioters who attacked the Capitol on Jan. 6, 2021, to stop Congress from certifying Trump’s defeat. “Such an abuse and miscarriage of Justice!”
In his pardon statement, Biden sought to appeal to empathy for a father of a son who struggled with drug addiction, framing his decision in personal terms as Hunter faced possibly years in prison. “I hope Americans will understand why a father and a president would come to this decision,” he wrote. If he had left it at that, that might have been one thing. But it was his attack on the prosecution that raised questions of a dual-track justice system. “There has been an effort to break Hunter — who has been five and a half years sober, even in the face of unrelenting attacks and selective prosecution,” the president said. “In trying to break Hunter, they’ve tried to break me — and there’s no reason to believe it will stop here. Enough is enough.”
A second Trump term poses a crucial test of the Senate’s independence
By CARL HULSE
President-elect Donald Trump’s determination to crash over traditional governmental guardrails will present a fundamental test of whether the Republicancontrolled Senate can maintain its constitutional role as an independent institution and a check on presidential power.
With Trump putting forward a raft of contentious prospective nominees and threatening to challenge congressional authority in other ways, Republicans who will hold the majority come January could find themselves in the precarious position of having to choose between standing up for their institution or bowing to a president

Scott represents a faction of Senate Republicans with strong fealty to Trump and the MAGA agenda, a group consisting of some veteran conservatives along with newer members from the last two elections, including this year’s winners who rode Trump’s coattails. Collins represents a core of institutionalists that includes Sen. Lisa Murkowski of Alaska and McConnell, who has been a strong critic of recess appointments.

John Cornyn, R-Texas. “Some people may feel so strongly about this administration that they want to just vote ‘yes’ on all of them, and that’s their prerogative. That’s not my position.”

The clearest and most immediate point of tension is likely to be Trump’s efforts to skip the Senate’s traditional confirmation process to install loyalists, including some with checkered backgrounds, in his Cabinet. But the president-elect has also signaled he expects Republicans on Capitol Hill to accede to his wishes on policy, even if that means ceding Congress’ control over federal spending. Both are powers explicitly given to the legislative branch in the Constitution.
Lawmakers and analysts say allowing Trump to erode the Senate’s authority to pass judgment on nominees by sidestepping it through recess appointments or watereddown background checks could do permanent damage to the Senate and undermine the constitutional system.
“It is the central pillar in the checksand-balances system,” said Ira Shapiro, a former longtime Senate staffer and author of three books on the institution. “There is nothing more central to the Senate’s role than the advice and consent authority.”
He and others were heartened by the Senate resistance that led to the withdrawal of former Rep. Matt Gaetz as a candidate for attorney general. The election of Sen. John Thune of South Dakota as the incoming majority leader despite a MAGA-driven campaign to reject him and install Sen. Rick Scott of Florida, a die-hard Trump acolyte,
was also seen as a sign that some Senate Republicans were not ready to capitulate to Trump.
But Thune’s election was by secret ballot, and Gaetz likely represented just the first, not the last, effort by Trump and his allies to bring the Senate to heel.
The prospect of a constitutional clash between Republican senators and a president of their own party originated with Trump’s call for Senate leaders to embrace so-called recess appointments — a disputed practice of installing nominees when the Senate is on a break — to circumvent resistance and accelerate the approval of his candidates.
That idea immediately set off alarms with some Senate Republicans who see their advice and consent role as defined in Article II, Section 2 of the Constitution as one of their defining responsibilities. Several of them said they intended to do what they could to preserve it; Sen. Mitch McConnell of Kentucky, the outgoing Republican leader, has signaled he may be one of them.
“The Senate has the constitutional obligation that many of us take very seriously, the advice and consent provisions,” said Sen. Susan Collins, R-Maine. She said that backing off that power “would be violating the intent of the founders. We would be ignoring specific language in the Constitution, and we would be undermining, in a profound way, the authority of the Senate
The divide among Senate Republicans over how far they will go in backing Trump has left Thune, who will take over Jan. 3, walking a fine line. He has said that Trump has the right to choose who he wants for top positions, but Thune has also suggested he is committed to preserving the Senate’s role of vetting and voting on those tapped to fill the executive branch at the highest levels. Thune has said all options are open for doing so.
“I always believe that you defer to a president when it comes to the people they want in their Cabinet to do a lot of these important jobs,” he said in November on Fox News. “But obviously there is a process whereby we get down and scrub all these nominees and figure out, one, if they are qualified and are they people who are fit to hold these offices.”
As the new administration assumes control, both the House and Senate are likely to face other challenges to their fundamental authority, including assertions by some in Trump’s inner circle that the administration is not bound to spend money even if Congress appropriates it for a designated purpose.
But lawmakers expect that the handling of nominees in the early days of the Trump administration will be telling about the Senate’s future.
“If we allow recess appointments to fill the entire Trump Cabinet without confirmation hearings, we take away one of the most important tools senators have,” said Sen. Chris Coons, D-Del. “Whether or not the Senate can be the institution that our framers intended is going to be proven one way or the other here in the next two months.”
For decades,
By JANE MARGOLIES
Sinstalling EV
chargers didn’t pay off for retailers. Now it does.
arajane Leary knows what to do when her electric car is low on power: She goes grocery shopping.
On a recent afternoon, Leary plugged her Toyota bZ4X into a fast electric vehicle charger in the parking lot of a Hannaford supermarket in Altamont, New York, and then headed into the store for paper goods and potato chips.
“I’ll get a 50% charge while I’m here,” she said.
The time — and money — Leary spends in a store while charging her car is exactly the kind of thing retailers, shopping centers and malls bet on when they started installing EV chargers decades ago. For years, their experience was mixed, and the actual benefits were unclear.
Now, new studies say retailers’ charging efforts may well be paying off: One peer-reviewed study by researchers at Boston University and the University of Wisconsin-Madison published this year looked at the impact of nearly 1,600 Tesla Supercharger stations in more than 800 U.S. counties and found a 4% increase in monthly visits for retailers within 200 meters of chargers after they were installed. The effects were most pronounced for retailers within 150 meters. The researchers also found a 5% increase in spending.
Another recent study, published in Nature Communications, analyzed data from California, where EV ownership and charging infrastructure are more widespread than in other states. It found that installing chargers brought more modest increases in foot traffic and spending but that public EV stations “tend to attract higher-income, exploratory visitors and local residents,” and in low-income areas they “enhance businesses.”
Some companies — notably Walmart, the largest retailer in the United States — are seeing charging as a potentially profitable business in and of itself, not just as a spur for foot traffic and sales. They have begun building charging stations under their own brand names rather than relying on providers that lease a part of their parking lots to install and maintain the stations.
“Companies are beginning to see charging as something that can potentially help the bottom line,” said Graham Evans, a director at S&P Global Mobility, an automotive market research firm. “It’s going to become more ubiquitous rather than a token gesture.”
The embrace of charging comes as more Americans — many of whom are worried about a warming planet — trade in their gas-powered cars. In 2023, 1.4 million plug-in electric vehicles were sold in the United States, more than 9% of all car sales that year and an increase of over 50% from 2022, according to Argonne National Laboratory, a federally funded research center. And although the growth of EV sales has slowed this year, an estimated 346,309 of the vehicles were sold in the third quarter, nearly 9% of sales, according to Cox Automotive, a market research firm. (It is too soon to say what impact Donald Trump’s election will have on sales, but during his campaign he vowed that if he became president he would end the Biden administration’s policies that encourage EV manufacturing and sales.)
Some of the slowdown in EV sales this year can be chalked
up to drivers who hesitate to trade in their gas-powered cars because of concerns about EV charging infrastructure, which has grown more slowly than EV sales. Broken chargers have been a problem: 1 in 5 ports does not work when motorists pull up, according to recent research led by a Harvard Business School fellow.
In total, over 200,000 public chargers are spread across about 74,000 stations, but more than 1 million public chargers will be needed by 2030 to keep up with EV sales, researchers at the National Renewable Energy Laboratory have estimated.
Even with the Biden administration’s $5 billion plan to fill in the infrastructure gap, a robust national network is still years away. Under that plan, states are required to submit proposals for charging operators and site hosts. Nearly 60% of the grants have gone to fuel and convenience stores, rest stops and service plazas, according to EVAdoption, a data and analytics firm. Still, only 1 in every 14 big-box locations offers charging, while 1 in every 15 grocery stores and 1 in every 40 department stores do, a Consumer Reports analysis found.
For many retailers, charging deficiencies present an opportunity: Truckers, ride-hailing drivers and people on long-distance trips rely on public chargers, as do the 5% of EV owners who are not able to charge at home, many of whom live in apartment buildings and park on the street. The most frequently used public chargers are at retailers, according to a 2024 study of usage data by J.D. Power, a data analytics company.
Some landlords of shopping centers and malls have found that installing chargers on their properties has helped to attract new tenants, said Jim Hurless, a managing director who oversees the EV business at the real estate firm CBRE.
But installing the chargers is complicated and expensive. The process involves surveying, engineering, permitting, connecting with local utilities, testing and inspection — and can take up to 18 months from start to finish. Slower chargers — considered a good fit for cinemas and hotels, where a customer parks for a few hours or overnight — can cost up to $7,000 to install. Fast chargers, which can provide a significant charge in 20 minutes, can cost as much as $175,000.
Many retailers turn the project over to a charging company that pays them a monthly fee for the parking spaces used

while retaining any revenue from customers. And those providers have been installing more, and faster, chargers and promising a more reliable, and in some cases plusher, customer experience than in the past.
Mercedes-Benz is investing $1 billion on the first phase of a new network of high-speed chargers that can accommodate all brands of vehicles. Its charging stations will have lounges — and landscaping — at some locations. The automaker has installed charging hubs at a dozen Buc-ee’s gas and convenience stores in the Southeast, with plans to expand to more than 40 additional sites. Starbucks, which had Volvo install 15 stations on properties between Seattle and Denver, will work with Mercedes to add 100 more, including on Interstate 5 on the West Coast.
Some charging companies are developing methods to speed up installations. EVgo has begun to experiment with a prefabricated model, with its first installation at a site in League City, Texas, in March.
But some retailers, like the convenience-store chains 7-Eleven and RaceTrac, are seeking to take control over — and monetize — charging by building their own networks.
For several years, Walmart has worked with Electrify America, a division of Volkswagen, and now has Electrify America stations at 280 of the retailer’s stores. When Walmart tested its own chargers at stores near its Bentonville, Arkansas, headquarters and in a town near Dallas, it found demand surprisingly strong, said Vishal Kapadia, the company’s senior vice president for energy transformation.
“There is a need for this infrastructure in many pockets,” he said.
The company is rolling out 15 stations in the Dallas-Fort Worth area and 10 in Phoenix, and it plans to have thousands across the country by 2030. Walmart expects to spend $1 million to $1.5 million at each site.
“Charging can be a profitable stand-alone business,” Kapadia said. “The ancillary benefits are driving traffic to our locations.”
Even Costco, one of the first retailers to install charging stations in the 1990s, before ripping them out in 2011 because the company said they were rarely used, has recently returned to EV charging. Costco installed a station at its store in Ridgefield, Washington, in just seven weeks.
Hannaford, a Northeast grocer with charging stations at 24 of 189 stores — including the one Leary frequents — got into the charging business because it was “how we want to present ourselves,” said George Parmenter, health and sustainability lead at Hannaford. “It’s a billboard that says, ‘This is something important to us.’”
Parmenter said he did not know to what extent charging led to in-store sales, but he noted that a Tesla charging station at a Hannaford store in Portland, Maine, averaged about 2,000 charging sessions a month.
“I don’t know what else you could do to get that many people to show up,” he added.
Brent Gruber, executive director of EV practice at J.D. Power, said: “Fifteen years ago it may have not made the most sense to add charging. Now it makes sense.”

S&P 500, Nasdaq advance on tech boost at start of data-heavy week
The S&P 500 and the Nasdaq gained on Monday, with the benchmark index briefly hitting an all-time high boosted by technology stocks, while investor focus remained on a slew of economic data this week.
The week’s centerpiece would be the November nonfarm payrolls report due on Friday, a key metric in also gauging the state of the labor market.
Jay Woods, chief global strategist at Freedom Capital Markets, noted that an in-line reading should keep the Federal Reserve on track to cut interest rates by 25-basis-points when it meets later this month.
“Last week, (the Fed) shook off (inflation) numbers that were in line with analyst expectations, so that no landing is in play because they’re not getting to the 2% goal on inflation, yet unemployment remains historically low.”
An October jobs opening reading is slated to be released on Tuesday, while November private payrolls data is due on Wednesday.
Investors picked a significant $12.78 billion worth of U.S. equity funds, extending net purchases into a fourth successive week. However, they withdrew $1.17 billion and $267 million out of Asian and European funds, respectively.
The financial sector witnessed robust demand as it drew $2.65 billion in net purchases, the fifth weekly inflow in a row. Investors also snapped up consumer discretionary, tech and industrials sector funds totaling a hefty $1.01 billion, $807 million and $778 million, respectively.
Global bond funds witnessed inflows for the 49th successive week. Investors poured $8.82 billion into these funds.
Corporate bond funds received a net $2.16 billion, the biggest weekly inflow in four weeks. Government bond funds and loan participation funds also witnessed notable purchases, totaling a net $1.9 billion and $1.34 billion, respectively.
On the day, data from the Institute for Supply Management (ISM) showed U.S. manufacturing activity improved in November, while the final reading of the S&P manufacturing survey was revised upwards to 49.7, compared to a previous reading of 48.8.
At 11:30 a.m. ET, the Dow Jones Industrial Average fell 102.81 points, or 0.23%, to 44,807.84, the S&P 500 gained 11.19 points, or 0.19%, to 6,043.57 and the Nasdaq Composite gained 162.49 points, or 0.85%, to 19,380.43.
Most megacap and growth stocks were higher with Tesla leading gains, up 2.2%, after Stifel raised its target price on the stock to $411 from $287.
Although eight of the 11 major S&P sectors were trading lower, an about 1% advance each in information technology, consumer discretionary and communication services kept the benchmark index in the green.
The S&P 500 and the blue-chip Dow recorded their best month in a year, capping off a stellar November for U.S. equities.

Congress has been the latest tailwind for equities.
Analysts expect Trump’s policies on tax cuts, tariffs and deregulation could spur greater corporate performance. However, concerns persisted that his policies could bump up inflation and cause the Fed to slow its rate easing cycle.
The week is also packed with data that could indicate how the economy is faring, including multiple surveys of economic activity for the last month.
Numerous Fed speakers will also make public appearances this week including Fed Chair Jerome Powell. Comments from Fed Governor Christopher Waller and New York Fed President John Williams would be on the radar later in the day.
Among other movers, Intel gained 5.1% after the chipmaker announced CEO Pat Gelsinger’s retirement. The broader semiconductor index was up 2.5%.
Super Micro Computer jumped nearly 25% after the AI server maker begun its search for a new finance chief based on recommendations made by a special committee formed to look into the company’s accounting practices.
Declining issues outnumbered advancers by a 1.43-to-1 ratio on the NYSE and by a 1.1-to-1 ratio on the Nasdaq.
The S&P 500 posted 14 new 52-week highs and two new lows, while the Nasdaq Composite recorded 89 new highs and 46 new lows.
Israel builds bases in central Gaza, a
By AARON BOXERMAN, ARIC TOLER, RILEY MELLEN and PATRICK KINGSLEY
The Israeli military has been expanding its presence in the central Gaza Strip in recent months, fortifying military bases and demolishing Palestinian buildings, according to Israeli officials and satellite images, a move that suggests it may be preparing to exert long-term control over the area.
Since the early months of the war in Gaza, Israeli forces have occupied a 4-mile road, known as the Netzarim corridor, that bisects the enclave, to keep hundreds of thousands of displaced Palestinians in Gaza from returning north. That has slowly grown into an 18-squaremile block of territory controlled by Israeli forces, according to the Israeli military and a New York Times analysis of satellite images and video footage.
Over the past three months, soldiers have demolished more than 600 buildings around the road in an apparent attempt to create a buffer zone. They have also rapidly expanded a network of outposts equipped with communications towers and defensive fortifications.
The buildup suggests a shift for Israel, which had largely avoided holding territory in Gaza, creating a vacuum that has allowed Hamas to reassert control in some parts of Gaza. The military said the expansion was for operational reasons.
The expansion has also raised speculation about Israel’s plans for Gaza’s future. Israelis leaders have vowed to maintain security control in Gaza even after the war, without saying clearly what that might entail. Israeli military analysts say the increase in infrastructure along the Netzarim corridor might serve that purpose.
Control of the corridor, which cuts across Gaza from the Israeli border to the Mediterranean Sea, has given Israel the ability to regulate travel across the length of the enclave, keeping hundreds of thousands of displaced Palestinians in the south. In recent months, the Israeli military has extended its power over territory on either side of the corridor, roughly 4.3 miles wide and 4.3 miles long, to make it easier for Israeli forces to hold onto the area, Lt. Col. Nadav Shoshani, an Israeli military spokesperson, said in an inter-
sign it may be there
Satellite images captured by Planet Labs in May 2023 before the current war, left, and in September 2024, right, show how the village of Al Mughraqa was almost totally destroyed during a period of early construction on the Netzarim corridor, which bisects the Gaza enclave. view.
Israel captured and occupied Gaza in the 1967 Arab-Israeli war, maintaining Jewish settlements and military bases there. The country withdrew its troops and settlers in 2005.
Some Israeli ministers have said the military control in Gaza should pave the way for renewed Jewish settlement, although Prime Minister Benjamin Netanyahu of Israel has ruled that out for now. The former Israeli settlement of Netzarim — for which the military corridor is named — lies within the area now fully under Israeli control.
The Times analysis of satellite images over the past three months shows that the Israeli military has at least 19 large bases throughout the area and dozens of small ones. While some were built earlier in the war, the imagery also shows that the pace of construction appears to be accelerating: Twelve of the bases were either built or expanded since early September.
Many are paved and walled off, with barracks, access roads and parking for armored vehicles. They are often surrounded by defensive ditches, mounds and obstacles to obstruct vehicles.
Shoshani said the expanded ground occupation was simply for operational reasons. “Anything that has been built there can be taken down within a day,” he said.
The extent of the fortifications suggest, however, that Israel is at the very least preparing for a protracted battle in Gaza. Avi Dichter, an Israeli government
minister, said Israel was “going to stay in Gaza for a long time.”
“We are definitely not at the beginning of the end, because we still have a lot of work to do,” Dichter told reporters in Jerusalem.
Amir Avivi, a retired brigadier general who is regularly briefed by Israel’s security establishment, said many of the country’s military leaders now believed “withdrawing and separation are no longer options.”
“That’s why they’re building all of this,” said Avivi, who leads a forum of hawkish former security officials. “At the end of the day, the facts speak for themselves.”
In November, Netanyahu toured the Netzarim corridor in a relatively rare visit to Gaza. Israeli troops in the area were “doing amazing work,” the prime minister said in a statement. “They have achieved excellent results toward our important objective — Hamas will not rule in Gaza,” he added.
The Biden administration has opposed long-term Israeli control in Gaza, which it hopes will become part of a future Palestinian state. President-elect Donald Trump has called on Israel to “finish up” the war, without stipulating what terms he might deem acceptable for a postwar Gaza.
One of the largest Israeli bases, which is at the intersection of the Netzarim corridor and the main highway running north-south, has steadily expanded through the year. It now contains exten-

sive infrastructure, such as two communications towers and a large checkpoint, according to satellite footage.
Israeli forces leveled at least 620 residential buildings, greenhouses and other structures from Sept. 3 to Nov. 21, according to the Times analysis. Israeli soldiers from the military’s 749th Combat Engineering Battalion posted videos on social media of demolitions they had carried out.
The Times verified 11 of the videos, which are filmed by drones and provide a bird’s-eye view of Israel’s efforts to remake the geography south of Gaza City. They were first published widely by Younis Tirawi, a Palestinian journalist who downloaded them from the soldiers’ social media accounts.
Asked why the military had demolished buildings, Shoshani said at least some had been used by Palestinian militants as lookout posts and hiding places. With much of the area flattened, Hamas fighters would now be less likely to sneak up on Israeli troops patrolling on the Netzarim corridor or on Israeli outposts, Israeli military analysts said.
Israeli soldiers began paving and fortifying the Netzarim corridor late last year, soon after the military’s ground invasion of Gaza began. Israel launched its campaign against Hamas in Gaza after the Hamas-led Oct. 7, 2023, attacks, in which the Israeli authorities say roughly 1,200 people in Israel were killed and 250 taken hostage. By June, most structures within a half-mile north and south of the road were gone, creating what the Israel military considered to be a buffer zone.
The Gaza village of Al Mughraqa, nearly 4 miles south of Gaza City, was the hardest hit during that period. More than 10,000 people lived in Al Mughraqa before the war, surrounded by fragrant lemon orchards and tilling fields of tomatoes and cucumbers.
By August, the village was nearly destroyed, along with its vegetation. Only a handful of buildings in the village still stand, according to satellite images and former residents. Israel’s military said Hamas had entrenched itself in the area, necessitating the construction of “defensive infrastructure” to consolidate control.
Ireland’s main parties edge out Sinn Féin, early election results show
By MEGAN SPECIA and MARK LANDLER
Voters in Ireland have set the stage for a return of the grand coalition government that has led their country since 2020, resisting an anti-incumbent wave that has swept across the United States and Europe.
The vote count was close Sunday evening, two days after voters went to the polls, but the trend suggested that Ireland’s two main center-right parties had performed strongly enough to enter coalition talks — a process that could take weeks before the full shape of the government is clear.
Sinn Féin, the flagship Irish nationalist party, was on track to finish slightly behind the incumbents, Fine Gael and Fianna Fáil, a lackluster showing that will probably consign it to several more years in opposition.
At one level, the vote was an endorsement of continuity, delivering a result not unlike that of four and a half years ago. But the stability in Ireland’s political center ground masked volatility on the fringes, where anxiety over immigration fueled bids by several independents and other insurgent candidates.
With none of Ireland’s parties projected to gain enough seats to win an outright majority, a period of intense political horse-trading was always the most likely outcome of the vote.
The drama in the election, such as it was, was supplied by Sinn Féin, which had seemed a governing-party-in-waiting before collapsing in the polls earlier this year. It recovered some of its lost ground in the voting but fell short of a breakthrough and seemed likely to remain on the sidelines.
Ireland’s results, at the end of a record year of elections around the globe, underscored how Irish voters are caught up in broader political currents and how their country remains somewhat distinctive.

Voters in Ireland have set the stage for a return of the grand coalition government that has led their country since 2020, unlike an anti-incumbent wave that has swept across U.S. and European elections. (Paulo Nunes dos Santos/The New York Times)
Blessed with a prosperous economy, Ireland was not seized with the anti-incumbent fervor that toppled governments in Britain and the United States. Yet the fragmentation of politics throughout Europe has hit Ireland, too, leaving its three major parties unable to govern on their own.
Since the founding of the modern Irish state at the start of the last century, the two traditional parties — Fianna Fáil and Fine Gael — have governed during alternating periods. But after the last general election in 2020, neither won a big enough majority to govern alone, forcing them to enter a first grand coalition, which also included the Green Party.
Their union resulted from the refusal of either party to enter into a government with Sinn Féin, which had won the popular vote for the first time. Once the political wing of the Irish Republican Army, Sinn Féin had long been on the fringes, seen by the political establishment as unpalatable. But the 2020 election underscored a deep well of popular support for the party and cemented its position as the largest opposition party in the Irish Parliament.
The leaders of Fianna Fáil and Fine Gael reaffirmed their ostracism of Sinn Féin before this
election, even as polls showed that the three parties were on relatively even footing when it came to public support.
With nearly three-quarters of the seats announced Sunday evening, Fianna Fáil had won almost 22% of first-preference votes, Fine Gael nearly 21% and Sinn Féin around 19%.
Ireland’s proportional representation balloting, in which voters can rank their preference of candidates, often insulates it from the wild swings seen in other democracies — and in this election, that played out once again. But the fragmentation of the parties, and a restive public, opened the door to an array of fringe candidates.
In Dublin, for example, Gerry Hutch, a man prosecutors have described in court as the head of a crime family, narrowly avoided winning a seat. Hutch, known as The Monk for his ascetic lifestyle, ran in an urban district roiled by anti-immigrant riots last year. (Sinn Féin’s leader, Mary Lou McDonald, reclaimed her seat in the district.)
On Saturday, in Dublin’s central votecounting center, dozens of poll workers shuffled through long paper ballots, which were brought in sealed brown envelopes and dumped onto long tables to be tallied.
The flick of paper ballots, the scratch of pens on tally sheets and the chatter from activists who discussed the results in real time echoed through the large convention center hall.
“It’s particularly interesting to see democracy in process,” said Gerry Kearns,
67, who was volunteering to monitor the ballot tally. “And here, it’s so interesting to observe the count because of the transferable vote system.”
Kearns, a professor of geography at Maynooth University, chatted with an activist for Sinn Féin about the way the votes were playing out. They parted with a friendly farewell.
Lisa Keenan, an assistant professor of politics at Trinity College Dublin, said that in the run-up to the election, voters were clear that the rising cost of living was their main concern, an issue that has been animating electorates across Europe this year.
In the short three-week campaign period, the Irish electorate showed a remarkable degree of stability in its opinion of the major parties. As the last days of the campaign unfolded, however, Fine Gael’s support wobbled, amid a misstep by that party’s leader, Simon Harris, who is the taoiseach, or prime minister.
After a tense encounter on the campaign trail with a woman who protested that his government was not doing enough to support those who work with disabled people, as she does, Harris was forced to issue an apology.
Still, since taking up the leadership role in April after his predecessor unexpectedly stepped down, Harris, 38, had been seen as injecting energy into the party, and when he called the snap election early last month, Fine Gael had been enjoying renewed support.
Half of Fine Gael’s previous parliamentary party members chose to step down in this election, making the party’s fight for support an uphill battle. For a potential returning coalition government, there will be some immediate challenges.
The election of Donald Trump in the United States could threaten one of the sources of Ireland’s recent prosperity — its status as a low-tax European outpost for American multinational corporations — if Trump follows through on policies he has been weighing, like imposing tariffs or trying to repatriate money that comes from U.S. companies into Ireland.
Sinn Féin’s continued inability to vault into the government also underscores the relative quiescence of its core issue: unification of Northern Ireland with the Irish Republic. While a solid majority of people in the south favor unifying, according to polls, it scarcely figured as an issue in the campaign, falling far behind economic concerns and anxiety about immigration.
‘I
was a stranger and you invited me in’
By DAVID FRENCH
Iwon’t forget the first time I volunteered for a Nashville, Tennessee, homeless ministry called Room in the Inn. It was decades ago, in 1990, on a cold night in the dead of winter. I drove to my church, walked into the kitchen and immediately started cooking more food than I’d ever made in my life. We were making lasagna for roughly 20 men who were due to arrive at the church at any moment.
The model for the ministry was simple. In the late afternoon, homeless and vulnerable people would arrive at a central location in downtown Nashville, and dozens of church buses, vans and other vehicles would take them in small groups to a participating church in the city. Once our guests arrived, we’d make them a good meal and we’d hang out while they washed their clothes or showered or just relaxed.
My first night at Room in the Inn I played basketball with a small group of Guatemalan migrants. Another night, I listened while a young Mexican immigrant gave a practice sermon in English. He wanted to be a pastor and he was trying to work his way off the streets. On still another night, I ached for a trucker who described a life of indescribable loss.

We’d sleep in cots next to our guests, rise before the sun came up, fix a hot breakfast, provide a snack lunch — and then our guests would head back into the world, rested and nourished.
No one claimed in those days that Room in the Inn was fixing homelessness. It was, however, doing more than meeting immediate needs. Night after night, over meal after meal, those of us who volunteered also learned. The model for the ministry created relationships, and those relationships meant that we had a better and deeper understanding of the men and women we served.
Room in the Inn began with a “simple act of kindness.” In 1985, the Rev. Charles Strobel, a Catholic priest, began serving food to homeless individuals who were seeking help outside his church. From this small beginning, the ministry grew until more than 200 congregations participated. They shelter around 1,500 people every winter in the greater Nashville area.
Shelter is important, but our most vulnerable neighbors need more than temporary relief. In 2010, the ministry opened a 45,000-square-foot facility that provides comprehensive services for the homeless, and now Room in the Inn provides transitional housing for men and women who are rebuilding their lives.
We live in an age of declining religious affiliation and terrible religious scandal. But there is much good still in the church, and in Nashville every winter, more than 7,000 volunteers, in churches from every corner of American Christianity, provide both food and hope for people in desperate need of both.
Decades have passed since those first cold nights in my church, but Room in the Inn has remained. Strobel died last year, leaving a legacy of service to the city and people he loved.
But Room in the Inn isn’t just Strobel’s
legacy, it’s a vision of what the church can be — a place that answers the call of Christ in Matthew 25: “For I was hungry and you gave me something to eat, I was thirsty and you gave me something to drink, I was a stranger and you invited me in, I needed clothes and you clothed me, I was sick and you looked after me, I was in prison and you came to visit me.”
That’s what Room in the Inn does. That’s what faith looks like at its best, and that’s why I can think of few better places to give to than to an organization that declares by word and deed that no person should be left behind.

Renowned art curator Paco Barragán teaches his anti-white-cube style
By THE STAR STAFF
Renowned Spanish art historian, art theorist and curator Paco Barragán was in Puerto Rico recently giving seminars at the School of Plastic Arts and Design in San Juan on his unique philosophy of curation emphasizing that the so-called “white cube” -- the concept of neutral walls, neutral floors and neutral ceilings -- is dead.
Since 2016 he hasn’t done “white cubes,” which represent neutral values, a system of exhibition design that has been imposed in all museums.
“Society has changed. Culture has changed with respect to gender, race, feminism and ecology,” Barragán told The STAR. “We have other values that no longer fit with the white wall as a type of montage [that] no longer provides a social and political education of the spectator.”
Barragán delivered courses at the art school including the History of Collections, the History of Art Fairs and Biennials, Strategies for Artists to Promote Their Work, The Failure of the White Cube, and The Seven Steps to Art Curations.
In Barragán’s world, museum designs and expositions carry color and art works must be exhibited in an asymmetric fashion with texts written in first person and taking
advantage of architectural forms.
“In the 21st century, we must create texts that are written in the first person. They are narratives and dialogical, that dialogue with the viewer,” he said. “They challenge the viewer. They are more democratic because, today, it is not about what I want to tell you or what the artist wants to say, but rather about what you as a viewer can see and understand in that work and what can be of use to you.”
His idea is to create a dynamic with the spectator, who is not an art expert and needs explanations, using color, lighting and texts. He said run-of-the-mill exhibits with white walls are fit for a person who knows art, but “most people who visit museums need a more atmospheric, more contextual [experience] that makes art more immersive.”
Barragán has been taking his philosophy and theories to universities around the globe from Madrid to Abu Dhabi. He believes Puerto Rican museums are as traditional as museums in other parts of the globe where “curatorship is stuck in time,” but he hopes to change that.
“When I do exhibits, every exhibit room has different lighting …” he said. “Each room has its specific color and different ways of hanging artworks.”
A visit to Barragán’s Instagram shows hundreds of different positions for artworks and color in Australia, New
Zealand, Norway, Germany, Netherlands, Toronto, New York, Miami, Mexico City and Santiago, Chile.
‘Beatles ’64’ review: They wanted to hold their hands
By BEN KENIGSBERG
Few cultural events of the 20th century have withstood as much scrutiny as the Beatles’ first trip to the United States, but the documentary “Beatles ’64,” directed by David Tedeschi, a frequent collaborator of Martin Scorsese’s, comes up with a solid compendium of Beatlemania arcana.
Tedeschi (“The 50 Year Argument”) revisits the excitement surrounding the Fab Four’s arrival through the eyes of early fans. Among the more unlikely Beatles enthusiasts who appear is filmmaker David Lynch, who attended the band’s 1964 concert at Washington Coliseum and remembers music that could inspire “tears of happiness.”
Writer Jamie Bernstein recalls a childhood crush on George Harrison. Her ardor surely helped convince her father, composer and conductor Leonard Bernstein, to weigh in on the merits of rock ’n’ roll: “I think this music has something terribly important to tell us adults,” he says in an archival clip. Musician Smokey Robinson describes being “elated” when the Beatles
covered “You’ve Really Got a Hold on Me,” even though, he says, he didn’t know about it until the record came out.
“There are a billion songs on earth, man,” he says. “To just have somebody like the Beatles, who are great songwriters
themselves — out of that billion songs, to take one of my songs and record it? I can’t beat that as a songwriter.”
The present-day footage can seem self-reflexive to the point of parody: Paul McCartney gives the documentary team a tour of the Brooklyn Museum’s Paul McCartney exhibition. Ringo Starr is shown hanging out with Scorsese, a producer on this documentary and the director of a previous one on Harrison.
But with respect to Harrison’s status as the quiet Beatle, the quiet star of “Beatles ’64” is superb footage by brothers Albert and David Maysles, to whom the film is dedicated, and who trailed the Beatles during those two weeks. (They made their own 1964 documentary, “What’s Happening! The Beatles in the U.S.A.,” out of the material.) Watching the band in the Plaza Hotel and fans in the streets, hoping to catch a glimpse of their idols, you can’t help but get swept up in a 60-year-old fervor.
‘Beatles ’64’: Not rated. Running time: 1 hour 46 minutes. Watch on Disney+.

This 3-course vegetarian dinner is ready to party
By DAVID TANIS
Seasons change. The sun sets early, and the evening temperatures are cool, even if afternoons are sunny. It’s nice to settle into autumn menus.
Salad is still an important player, but it may be about that time for sturdier leaves to step up. Chicories, with their slightly bitter flavor, make a pleasant seasonal alternative to tender greens.
Long cherished in Italy, they aren’t an uncommon grocery item in the United States these days. Ruby-red heads of radicchio are the most familiar style available, but others — like Belgian endive, curly endive (frisée) and escarole — are also obtained relatively easily. Even rarer kinds, like speckled Castelfranco and other colorful varieties, are showing up at farmers’ markets now, too.
Mix and match them, or stick with one kind. All come together for a satisfying salad, whose bitterness is offset by the sweetness of pears and candied walnuts. You may want to employ a bit of sweet vinegar, such as sherry or balsamic, or consider a touch of fragrant walnut oil in the dressing.
As for pears, firm Red Bartletts are a good choice and can be sliced without peeling. Other fine choices are ripe Comice or D’Anjou, and I find that peeling them shows off their succulence to better advantage.
To follow, a piping-hot polenta torta, layered with mozzarella, Parmesan and Gorgonzola, and baked in a springform pan, is an excellent option.
It’s best to prepare this torta well in advance, at least several hours ahead of serving or preferably the day before. This allows it to firm up, which, after reheating, makes it easier to cut into attractive wedges. In addition, there’s no last-minute stress.
This torta is very good served with roasted mushrooms, specifically ordinary white or button mushrooms, or wild if you happen to have them. These are best made while the torta is getting its second bake. For a final boost in flavor, toss the mushrooms with a gremolata mixture — chopped parsley, garlic and lemon zest — just before serving.
For dessert, a platter of cookies is always welcome. Chocolate amaretti,
made with almond flour, cocoa, egg whites and a dash of almond extract, are easy to prepare. The only admonition is: Don’t overbake them. They need a soft center. Once done, these almost beg for an espresso, or a small glass of dessert wine as accompaniment. But they’re also fine alone — ready to become a new favorite. With their crisp exterior and chewy interior, what’s not to love?
Radicchio salad with walnuts and pears
Chicories, with their slightly bitter flavor, serve as a pleasant seasonal alternative to tender greens in this autumnal salad. Use a single kind — ruby-red radicchio, Belgian endive, curly endive (frisée) or escarole, or stick with one kind. All come together for a satisfying salad, whose bitterness is offset by the sweetness of pears and candied walnuts.
Yield: 4 to 6 servings
Total time: 20 minutes
Ingredients: For the Walnuts:
2 tablespoons salted butter
2 tablespoons light brown sugar
1 1/2 cups walnut halves
Salt
Ground cayenne
For the Dressing:
1 tablespoon red wine vinegar
1 tablespoon balsamic vinegar
1 tablespoon lemon juice
1 tablespoon walnut oil
1 tablespoon extra-virgin olive oil
Salt and black pepper
For the Salad:
1 medium head radicchio, leaves torn into 1-inch strips
1 medium head chicory leaves, preferably Castelfranco, radicchio or Belgian endive, torn into 2-inch strips
2 firm, ripe pears, preferably Bartlett, Comice or D’Anjou
Preparation:
1. Make the walnuts: Melt butter in a small skillet over medium heat. Stir in brown sugar and simmer until you have a dark caramel glaze, about 2 minutes.
2. Add walnuts and stir to coat well. Cook until fragrant and crisp, another minute or two. Dump walnuts onto a sheet of parchment. Let cool, then break apart any nuts that are stuck together. Sprinkle with salt and a good dash of cayenne to taste. Set aside.
3. While nuts cool, make dressing:
Whisk together red wine vinegar, balsamic vinegar, lemon juice, walnut oil and olive oil. Season to taste with salt and pepper.
4. Make the salad: Put radicchio and Castelfranco in a salad bowl. Sprinkle lightly with salt. Peel the pears, if you wish, and slice 1/4-inch thick. Add to bowl along with dressing and toss well to coat. Top with a handful of candied walnuts. Serve immediately.
Baked polenta with roasted mushrooms
A hearty polenta casserole makes a wonderful meatless centerpiece. Here, it’s layered with mozzarella, Parmesan and Gorgonzola, and baked in a springform pan, then paired with roasted mushrooms brightened with a quick-to-make gremolata. Plan to prepare the polenta well in advance, at least several hours ahead of serving or preferably the day before, to allow it to firm up. And, better yet, to avoid any last-minute stress.
Yield: 6 servings
Total time: 2 hours, plus at least 2 hours’ cooling
Ingredients:
1 1/2 cups polenta
Salt
5 cups water
2 tablespoons salted butter, plus more for greasing pan
1/2 cup grated Parmesan
2 ounces Gorgonzola, in 1/2-inch cubes
8 ounces fresh mozzarella, sliced 1/4-inch thick
Freshly ground black pepper
1 pound cultivated large button mushrooms, cut in quarters
4 tablespoons extra-virgin olive oil
1/4 cup roughly chopped parsley
2 garlic cloves, grated
1 teaspoon grated lemon zest
Pinch of crushed red pepper
Preparation:
1. Make the polenta: In a heavy pot over high heat, put polenta, 2 teaspoons salt and water. Bring to a boil, then reduce to medium heat, whisking well as the mixture begins to thicken. Reduce heat to low and let polenta cook, whisking occa-
sionally, for 20 minutes until grain has swelled. Whisk in 2 tablespoons butter.
2. Heat oven to 350 degrees. Butter a 9-inch springform baking dish. Using a rubber spatula, add polenta and smooth the top.
3. Sprinkle polenta with Parmesan, dot with Gorgonzola and top with mozzarella. Bake on the middle rack until browned and bubbly, about 45 minutes. Turn the oven temperature to 450 degrees and bake for another 10 minutes, until browned and bubbly. Cool for about 2 hours at room temperature or refrigerate up to overnight to set.
4. Before serving, reheat the polenta and prepare mushrooms: Heat oven to 400 degrees.
5. To a large skillet over mediumhigh heat, add 2 tablespoons oil and half of the mushrooms, cut-side down. Sear for 2 to 3 minutes until browned. Repeat with the remaining mushrooms.
6. Transfer the mushrooms to a baking sheet, season with salt and pepper, and roast for 10 minutes. (Use this time and temperature to reheat the polenta in the oven. You may need more time, depending on whether you cooled your polenta at room temperature or chilled it in the refrigerator. If reheating from chilled, cover with aluminum foil.)
7. In a large bowl, combine parsley, garlic, lemon and crushed red pepper, and, using your fingers, combine. Add roasted mushrooms and toss to incorporate. Serve on a dish next to the polenta, if you’d like, or on top of the casserole.
Chocolate amaretti cookies
A platter of cookies is always a welcome sight, and these chocolate amaretti, made with almond flour, cocoa, egg whites and a dash of almond extract, are so simple to prepare. These almost beg for an espresso as accompaniment, or a small glass of dessert wine. With their crisp exterior and chewy interior, what’s not to love?
Yield: 48 cookies
Total time: 1 hour
Ingredients:
2 cups/195 grams almond flour 1 cup/224 grams granulated sugar, plus more for rolling
3 tablespoons unsweetened Dutch-processed cocoa powder
Pinch of salt
3 large egg whites
1/2 teaspoon almond extract
Powdered sugar, for rolling
Blanched almonds (optional)
Preparation:
1. Heat oven to 325 degrees. Line two baking sheets with parchment.
2. Stir together almond flour, granulated sugar, cocoa and salt in a large mixing bowl.
3. In a small bowl, put egg whites and almond extract. Beat with a fork until frothy.
4. Add egg white mixture to almond flour mixture, and stir well with a large spoon or spatula to form a sticky dough.
5. Use a teaspoon to scoop a walnutsized blob of dough. Gently roll between palms into a 1-inch round. Toss lightly in a bowl of granulated sugar, then generously in a bowl of powdered sugar to coat well. Repeat with the rest of the dough. Place on parchment paper 2 inches apart; there should be 12 cookies per sheet. Push
a blanched almond in the center of each cookie.
6. Bake on the center rack until a thin crust has formed and the surface is crinkly, 15 to 20 minutes. Do not overbake — the goal is a chewy center. Repeat with the rest of the dough until all of the cookies are baked. Let cool, and serve.

Lou Carnesecca, St. John’s basketball coach with 526 wins, is dead at 99
By RICHARD GOLDSTEIN
Lou Carnesecca, a Hall of Fame coach who took St. John’s University to national basketball prominence and who was known for his quick wit and colorful courtside persona, died Saturday. He was 99. His death was confirmed by Brian Browne, a spokesperson for the university, who provided no other details.
When Carnesecca took over as the St. John’s head coach in 1965, the university, while rich in basketball tradition, played as an independent. It had begun a gradual move to the Jamaica section of the New York City borough of Queens from the BedfordStuyvesant neighborhood of Brooklyn 10 years earlier, and its Alumni Hall athletic building was only 4 years old.
With the founding of the Big East Conference in 1979, St. John’s began competing regularly against leading basketball programs.
Carnesecca took St. John’s to 18 NCAA Tournaments and six NITs, including the 1989 championship, and his teams won the Big East Tournament championship in 1983 and 1986.
St. John’s won 526 games while losing 200 in Carnesecca’s two stints there, from 1965-70 and then, after his three seasons coaching the New York (now Brooklyn) Nets in the old American Basketball Association, from 1973-92.
St. John’s was ranked No. 1 in the two major national polls for five consecutive weeks late in the 1984-85 season. Led by the All-American Chris Mullin (a future St. John’s coach), Mark Jackson, Walter Berry and Bill Wennington — all New Yorkers except for Wennington, who was from Montreal — St. John’s reached the NCAA Tournament’s Final Four that season before falling to Georgetown in the semifinals.
Midway through the season, Carnesecca caught a cold, and his wife, Mary, suggested that he wear a sweater for his next game.
He went through his closet and picked out a garish dark brown one with large red and blue chevrons across the front, a gift he had received a few years earlier from a visiting Italian coach.
He wore the sweater through a prolonged winning streak, though as Carnesecca remarked to reporters at one point, “It’s ugly, isn’t it.”
Fans sent him sweaters after that, and Carnesecca began wearing them regularly at courtside while roaming the sidelines, dancing up and down as he exhorted his players to greater feats.
Carnesecca, known to just about everyone as Looie, spent hours watching game films at his home, though he wasn’t always the most organized at times, as a former St. John’s trainer, Lou DelCollo, told it.
“You’d pick up the reel that was labeled as the first half of the Georgetown game, put it on the projector and find out it was the second half of the Providence game,” DelCollo told the Los Angeles Times in 1985.
Although Carnesecca never won an NCAA championship, longtime Duke coach Mike Krzyzewski was highly impressed. “In sports you’re often judged by what you haven’t done,” he told The Atlanta JournalConstitution in 1991. “But what Louie has done is just incredible.”
Carnesecca was elected to the Naismith Memorial Basketball Hall of Fame in Springfield, Massachusetts, win 1992.
Luigi Carnesecca was born Jan. 5, 1925, in Manhattan, the only child of Alfredo and Adele Carnesecca, Italian immigrants who owned an East Harlem delicatessen. He attended St. Ann’s Academy in Manhattan (now Archbishop Molloy High School in Queens), sitting on the bench as a basketball scrub, but he did experience a thrilling moment at the old Madison Square Garden on Eighth Avenue.
“I was a terrible player,” he once told George Vecsey of The New York Times. “But I always wanted to be a coach. I was coaching little kids in the neighborhood, so they put me on the team at St. Ann’s, but I never played.”

to take the ball out of bounds, because, hah, I knew I would never get it back, so I got the ball and as soon as I cross the 10-second line, I let it fly. I didn’t even hit the rim or the backboard. The coach just took me right out of the game, and that was it.”
After service in the Pacific with the Coast Guard during World War II, Carnesecca enrolled at St. John’s, where he got into three games as a junior varsity basketball player and played the infield for the baseball team.
Following his graduation in 1950, he coached basketball and baseball at St. Ann’s. He returned to St. John’s in 1957 as an assistant basketball coach under Joe Lapchick, a former New York Knicks coach, and was succeeded in his high school posts by Jack Curran, who coached at Archbishop Molloy for 55 years.
He added: “This was in the days when we played high school games in the Garden, and we were up by 40 points against St. Simon Stock, and the coach put me in, Dave Tobey, God rest his soul.
“I was smart enough not
Carnesecca was named head coach at St. John’s when Lapchick retired.
He won his 100th game in 1970, then left St. John’s for a lucrative contract as general manager and coach of the Nets. His teams made the ABA playoffs in each of his seasons and reached the league finals in 1972, losing to the Indiana Pacers. He had an overall record of 114-138 with the Nets.
Carnesecca grew weary of the pro basketball grind. “It’s pretty hard to give the same halftime talk 118 times a year,” he said while announcing his retirement as St. John’s coach in April 1992.
St. John’s renamed Alumni Hall as Lou Carnesecca Arena in November 2004. When Mullin was introduced by Carnesecca at his own Hall of Fame induction in 2011, he said, “I chose the best coach in the best city.”
Following his coaching years, Carnesecca became a special assistant to the St. John’s president, working in community relations.
St. John’s said in a statement that Carnesecca is survived by his wife of 73 years, Mary (Chiesa) Carnesecca; a daughter, Enes Carnesecca; a granddaughter, Ieva; a niece, Susan Chiesa; and a nephew, John Chiesa.
In January 2001, Madison Square Garden raised a red and white banner emblazoned “526,” for Carnesecca’s 526 career victories in 24 seasons at St. John’s.
“I’d be less than honest if I said I wasn’t thrilled,” he told the Times days before the ceremony, reflecting on how a boy raised by immigrant parents who ran a deli had succeeded in big-time sports. “I could have been slicing salami.”
