he Senate Committee on Strategic Projects and Energy, chaired by Popular Democratic Party Sen. Javier Aponte Dalmau, began public hearings on Wednesday to investigate the mechanisms that will be used to repay the Puerto Rico Electric Power Authority (PREPA) debt.

The utility has been in bankruptcy since 2017 to restructure some $9 billion in debt.

The hearings focused on the so-called sun tax, which consists of 2.73 cents per kilowatt-hour added to the utility bills of property owners that use solar energy as part of the restructuring. Maritere Padilla, director of public policy of the Hispanic Federation, and Javier Rúa Jovet, principal public policy officer of the Puerto Rico Solar Energy and Storage Association testified at the hearing.

Rúa Jovet emphasized that “there is a clear and present risk this year around the approval of the so-called Restructuring Support Agreement (RSA) of PREPA, which is promoted by the Financial Oversight and Management Board on behalf of PREPA bondholders and which proposes a series of illegal charges that would seriously impact the people of Puerto Rico, particularly those PREPA customers who seek to selfgenerate all or part of their energy through solar: an illegal tax on the sun.”

Beyond stopping the senseless promotion of solar taxes, the people of Puerto Rico deserve a rational conversation between all parties to achieve politically possible solutions that are beneficial for everyone including PREPA’s multibillion-dollar debt, he said.

Padilla expressed great concern with the proposed RSA because customers who generate their own energy “behind the meter” must pay a transition charge on that generation in accordance with a formula established in the agreement.

“The energy that you produce yourself in your home or business using solar systems, windmills, electric generators or any technology that you decide to use to generate your own energy will apply the transition charge and you will have to pay it even if you have generated [the energy] on your own,” she said.

At the public hearing, it was revealed that the RSA agreement goes against Act 17-2019, known as the Puerto Rico Energy Public Policy Law. The law

requires Puerto Rico to draw 40 percent of its energy from renewable sources by 2025, 60 percent by 2040 and 100 percent by 2050.

“This [the RSA] not only discourages the integration of renewable energy into the grid, it is also contrary to the prohibition established in Law 17-2019 of any direct or indirect charge on the self-generation of renewable energy by prosumers,” added Padilla, who is an attorney.

The public hearings held by the Strategic Projects and Energy Committee seek to gather information on the problems that organizations have had in complying with Act 17 and explore alternatives.

“The information that [the witnesses] have given us is that the economic projections of what this entails are devastating,” Aponte Dalmau said. “Both for the population that would be impoverished and for the country’s economy because it would increase energy costs in an unthinkable way.”

Measure filed in Senate to classify ‘kickbacks’ as a crime

en. Gregorio Matías Rosario filed a measure Wednesday that seeks to classify “kickbacks” as a crime at the state level.

The legislation as introduced seeks to amend the Penal Code of Puerto Rico in order to classify the “kickback” within the crime of bribery.

According to the bill’s preamble, the “kickback” has gained notoriety, since, on repeated occasions, public officials have kept cash receipts asking their subordinates to pay a certain amount from the salary they earn in public service for the benefit

of the official who requested the illegal payment.

“We don’t have to wait for the federal authorities to investigate some complaints in order to attack corruption in Puerto Rico,” Matías Rosario said. “We need to have dynamic legislation that is aimed at ending the ills that affect our society and so that we have the tools at the state level to combat government corruption.”

“I am sure that each of my fellow legislators in the Senate and in the House have a firm commitment to fighting corruption, so this must be a measure with a unanimous vote to move immediately to the governor’s signature,” he added.

PDP lawmaker conditions elimination of mandatory payment on Clemente ‘marbete’

ep. Ángel Matos García, the majority leader in the island House of Representatives, on Wednesday conditioned the elimination of the mandatory payment of $5 for the Roberto Clemente commemorative inspection sticker, or “marbete,” as requested by New Progressive Party (NPP) leaders.

“If the NPP seriously and responsibly wants to address the increases in the [costs of] different services that Puerto Ricans receive, they must include in their bill the

elimination of the three hikes, electricity, water and all tolls,” Matos García said in a written statement. “If so, I agree with eliminating the contribution that the marbete commemorating the ‘Hit 3,000’ of the Puerto Rican star Roberto Clemente entails.

“If legislators are really so concerned about the increase in the cost of living, I invite them to vote in favor of the measure introduced by Rep. Jessie Cortés to declare a moratorium on increases in services as essential as electricity, water and tolls,” the legislator reiterated. “Since the NPP does not have the character to do the right

thing, they simply dither and politick on these issues.”

Resident commissioner, health sector reps discuss current priorities

esident Commissioner Jenniffer González Colón on Wednesday discussed with representatives of some sectors of the island’s health component their needs two years into the pandemic, and given the sharp increase in COVID-19 cases.

“The COVID emergency continues not only in Puerto Rico, but in the rest of the nation and the world,” the resident commissioner said in a written statement. “I was listening to part of the health component on the island to identify the challenges they face at the moment and how we can help the system avoid a collapse and continue to provide medical services to our population; this ranges from more available tests, protective equipment and, above all, ensuring that there is human capital to care for patients.”

Among the topics of discussion was the need to promote

initiatives that help retain health personnel such as nurses, doctors, social workers, and cleaning and security personnel on the island, who are a cornerstone of the provision of health services, but who have not qualified for the aid that has been provided. The increase in costs that health providers have had to absorb in order to provide their services in a safe environment was also discussed.

The meeting was held virtually and was attended by Caleb Colón Rodríguez, president of the Health Services Administrators Association (CASS by its Spanish acronym) along with members of the CASS’s governing board; Dr. Víctor Ramos, president of the Physicians & Surgeons Association; Jaime Plá, president of the Hospitals Association; Dr. Gloria Amador, executive president of Salud Integral en la Montaña and the Alliance of Community Health Centers 330; and Marta Rivera Plaza, executive director of San Juan Capestrano.

USACE allocates $163 million to restore Martín Peña Channel

esident Commissioner Jenniffer González Colón celebrated on Wednesday the allocation of millions of dollars in funding for the restoration of the Martín Peña Channel (Caño Martín Peña) in San Juan, which will be managed by the United States Army Corps of Engineers (USACE).

“USACE has just allocated $163 million to begin the construction phase at Caño, which includes dredging,” the resident commissioner said in a written statement. “This has been a priority on my congressional agenda and I am pleased to share this achievement with all Caño residents.”

“This achievement is the sum of continuous efforts, communication with USACE and the state component, as well as with Proyecto Enlace, which have been waiting and working with my office for so long so that this work is completed,” the resident commissioner added.

Gov. Pedro Pierluisi Urrutia said: “After years fighting for the Caño Martín Peña and as a result of my communications with the United States Army Corps of Engineers, today the allocation of funds of $163 million has been finalized to restore the channel and the nearby areas of the San Juan Bay Estuary.”

“This project will have a great impact on improving the health and quality of life of all the Caño communities,” the governor said. “It is a priority project of my administration and I will continue to allocate the necessary resources and work until it is fully achieved.”

Now, we are proud to announce that this historic funding is finally coming to help revitalize the Caño, and we will continue to work with residents and stakeholders to ensure that this social and environmental injustice is fully rectified.”

Velázquez added that “for many years I have fought on multiple fronts to secure funding to achieve the restoration of Caño Martin Peña and today I am super hopeful of what this news means for the communities of the Caño.”

“The day has finally come for this project to start!” she

said. “I will continue to pay close attention to the disbursement of this financing and I will make sure that action is taken as soon as possible; the residents of Caño do not have to wait another day for the environmental justice they deserve.”

Lucy Cruz, president of the G-8, the organization of community leaders that represent the eight communities that border the channel, said: “This is a triumph for community work. It has not been easy, but we persevered.”

“We seek to work with all sectors to rescue a community and integrate its wealth and diversity into the city,” she added.

The approved funds will serve to clean up debris and clear the channel to a depth of 10 feet and and a width of 100 feet, stabilize the banks of the channel and help alleviate ongoing risks to public health and environmental issues.

The total cost is estimated at $250 million, with the federal government contributing $163 million and $88 million in additional funds provided by the non-federal sponsor Corporación del Proyecto ENLACE del Caño Martín Peña.

The Caño Martín Peña was once a broad channel linking San Juan Bay and San José Lagoon, but was filled in with garbage and other debris from squatters who migrated to San Juan from various parts of the island to the point where all that left was a fetid, narrow waterway barely a meter across in some sections.

Until recently, residents along the canal were forced to live in subhuman conditions with the fetid canal stinking up the area for blocks on end.

In recent years, however, residents have been relocated to more livable housing projects, both government and community-based, on the Cantera Peninsula.

Special independent prosecutor files case against ex-Treasury chief

he Special Independent Prosecutor Panel (PFEI by its Spanish initials) confirmed on Wednesday the filing of a court case against former Treasury

On Friday at 9 a.m. a Rule 6 hearing will be held for the filing of charges against the former official under the administration of one-time Gov. Ricardo Rosselló Nevares.

The hearing will take place via Zoom, from the San Juan Superior Court Investigation Chamber.

The accusation is allegedly related to an infraction of the Government Ethics Law. In June 2021, after receiving a new forensic audit report on Maldonado Gautier’s financial reports, the PFEI ordered the consolidation of the ends of the ongoing investigation into the former executive branch official who also served as La Fortaleza chief of staff.

By resolution, the PFEI granted an additional 60 days to special independent prosecutors Juan Catalá Suárez and Manuel Núñez Corrada to investigate new content in a detailed report submitted by Government Ethics Office (GEO) Executive Director Luis Pérez Vargas.

According to the GEO, Maldonado Gautier may have engaged in possible violations of legal provisions contained in the Ethics Law and the Penal Code of

Puerto Rico.

The GEO’s forensic audit revealed that the former official may have made a false and fraudulent presentation of the data to hide situations that could involve violations of the law and conflict of interest.

Gov’t barred from enacting any law that alters terms of debt deal

he debt adjustment plan approved this week by Title III Bankruptcy Judge Laura Taylor Swain will tie the hands of the island’s governor and lawmakers as they will be forbidden from enacting legislation that alters or hinders the terms of the agreement.

For instance, the government and lawmakers must wait at least 10 years to enact new legislation to create or increase any defined benefit pension payment or obligation to current or future retirees from or related to any defined benefit plans over the benefits provided by the debt adjustment plan (PAD by its Spanish acronym), regardless of funding source, or undo in whole or part the PAD’s eliminations of defined benefit plan accruals and cost of living adjustments for government employees. After the Financial Oversight and Management Board for Puerto Rico leaves, the government may go to court to seek a relief from that provision.

While the plan does not cut the pensions of retirees, teachers and judges will be moved after March to a defined benefit plan and will be enrolled in Social Security,

Financial Oversight and Management Board Executive Director Natalie Jaresko said Natalie Jaresko, the oversight board’s executive director.

The PAD, which is expected to go into effect by March 15, would reduce the commonwealth’s outstanding debt by

almost 80%, from $33 billion to $7.4 billion. Along with a bond exchange, investors will receive a $7 billion upfront cash payment and will have a guarantee called a contingent value instrument (CVI) that pays if sales tax revenue surpasses projection.

The deal also establishes a reserve fund for pensions, which have some $55 billion in unfunded liabilities.

Upon termination of the oversight board’s rule over Puerto Rico, the governor will be in charge of enforcing the PAD. If the governor fails to enforce a PAD provision directly or indirectly impacting a party in interest after being requested to do so by a party in interest, each party in interest that would reasonably be prejudiced or injured by lack of enforcement may enforce the PAD provision.

“At no time prior or subsequent to the termination of the Oversight Board shall the Governor or Legislature enact, implement, or enforce any statute, resolution, policy, or rule reasonably likely, directly or indirectly, to impair the carrying out of the Plan’s payment provisions, covenants, and other obligations,” the PAD states.

The governor is required to cause the

executive branch of the commonwealth government to take all actions necessary for the consummation of the PAD. Legislation authorizing plan debt can not be repealed or changed.

The Puerto Rico government will be barred from enacting any statute, resolution, policy, or rule that would repeal or change any law currently existing that authorizes debt issued pursuant to the PAD or any law pledging the full faith, credit, and taxing power of the commonwealth to secure debt issued pursuant to the PAD. The government cannot take action to limit a CVI, such as those impacting rum revenues.

In anticipation of Judge Swain’s ruling confirming the plan, the value of Puerto Rico bonds went up.

Bloomberg reported that a Puerto Rico general obligation (GO) with an 8% coupon and maturing in 2035 traded Tuesday, the day of the confirmation, at an average price of 90.3 cents on the dollar, up from 87.5 cents at the start of the year. Puerto Rico will pay an average of $1.5 billion in debt service annually, including $666 million in new GO bonds.

PR delegation expects $10 million economic impact from Madrid tourism fair

uerto Rico expects a $10 million impact in new business and benefits from the International Tourism Fair (FITUR), a leading event for incoming and outgoing markets in Ibero-America that began Wednesday in Madrid.

The fair brings together more than 250,000 tourism industry officials for five days. During the official opening of the event, Carlos Mercado Santiago, executive director of the Puerto Rico Tourism Co. (CTPR by its Spanish initials), along with Mariela Vallines, executive director of the Puerto Rico Convention District Authority;Víctor Moneo, director of events for Iberia-Latin America; María Jesús López Salas, commercial director of Iberia’s network and alliances; and a delegation of Puerto Rican officials and businessmen, cut the exhibitor’s ribbon.

The event marks the return of Puerto Rico with a prominent presence that seeks to maximize marketing promotion efforts for the destination, and strengthen commercial and ministerial relations with Europe and

Latin America, the island delegation said.

As part of the objectives set for this year, the CTPR, together with Discover Puerto Rico and the Puerto Rican business delegation, have more than 200 confirmed appointments on their agenda to explore new business opportunities within the tourism industry, create new contacts, promote new developments and routes, finalize agreements and attract more visitors.

At the same time, the CTPR executive director and other officials will be actively engaging with industry leaders in meetings and presentations where knowledge and market trends are discussed and exchanged at a global level.

“Our main objective at FITUR this year is focused on betting on and promoting Puerto Rico as a first-class and safe destination for vacationing and doing business, which also stands out for its advanced health and safety protocols to combat COVID-19,” Mercado Santiago said.

“Meanwhile, our ministerial agenda includes participation in meetings and forums that will make it easier for us to expand and

strengthen our trade relations with Latin America and Europe,” he said.

The tourism executive this week received the Medal of Merit for the Internationalization of Tourism in Ibero-America, during the 25th Ibero-American Conference of Tourism Ministers and Entrepreneurs.

The Puerto Rico display honors the celebration of 500 years of the city of San Juan.

It has different designated areas to carry out commercial and ministerial meetings, as well as group presentations. In it, the CTPR’s agrotourism and sustainable tourism programs, hotel developments, attractions and tourist and cultural experiences will be showcased, and meeting tourism will be promoted. In addition, attractions are to be highlighted, such as the largest and most technologically advanced Convention Center in the Caribbean and the new entertainment center, the T-Mobile District, which has concert halls, restaurants, hotels, urban “ziplines” and the most modern Caribbean movie theaters.

Travel and Tourism Council.

The CTPR has announced that, according to its preliminary projections, the economic impact — related to air travel negotiations, commercial activities and the production of international events in Puerto Rico that take place at FITUR 2022 — exceeds $10 million. This does not include the added value of the efforts made in parallel by Discover Puerto Rico to maximize projection and promotion abroad, as well as international media coverage.

Who is king of Florida? Tensions rise between Trump and a former acolyte

F

or months, former President Donald Trump has been grumbling quietly to friends and visitors to his Palm Beach mansion about a rival Republican power center in another Florida mansion, some 400 miles to the north.

Gov. Ron DeSantis, a man Trump believes he put on the map, has been acting far less like an acolyte and more like a future competitor, Trump complains. With his stock rising fast in the party, the governor has conspicuously refrained from saying he would stand aside if Trump runs for the Republican nomination for president in 2024.

“The magic words,” Trump has said to several associates and advisers.

That long-stewing resentment burst into public view recently in a dispute over a seemingly unrelated topic: COVID policies. After DeSantis refused to reveal his full COVID vaccination history, the former president publicly acknowledged he had received a booster. Last week, he seemed to swipe at DeSantis by blasting as “gutless” politicians who dodge the question out of fear of blowback from vaccine skeptics.

DeSantis shot back Friday, criticizing Trump’s early handling of the pandemic and saying he regretted not being more vocal in his complaints.

The back and forth exposed how far Republicans have shifted to the right on coronavirus politics. The doubts Trump amplified about public health expertise have only spiraled since he left office. Now his defense of the vaccines — even if often subdued and almost always with the caveat in the same breath that he opposes mandates — has put him uncharacteristically out of step with the hard-line elements of his party’s base and provided an opening for a rival.

But that it was DeSantis — a once-loyal member of the Trump court — wielding the knife made the tension about much more.

At its core, the dispute amounts to a stand-in for the broader challenge confronting Republicans at the outset of midterm elections. They are led by a defeated former president who demands total fealty, brooks no criticism and is determined to sniff out, and then snuff out, any threat to his control of the party.

That includes the 43-year-old DeSantis, who has told friends he believes Trump’s expectation that he bend the knee is asking too much. That refusal has set up a generational clash and a test of loyalty in the de facto capital of today’s GOP, one watched by Republicans elsewhere who have ridden to power on Trump’s coattails.

Trump and his aides are mindful of Republicans’ increasingly public fatigue with the drama that trails Trump. The former president’s false claims about fraud in the 2020 election — which DeSantis has not challenged — and his role in the events leading to the Jan. 6 riot at the Capitol have some Republicans looking for a fresh start.

DeSantis is often the first name Republicans cite as a possible Trump-style contender not named Trump.

“DeSantis would be a formidable 2024 candidate in the Trump lane should Trump not run,” said Dan Eberhart, a Repu-

Notably, Trump, a longtime student of charisma and mass appeal, as well as an avid reader of polling, has refrained from publicly attacking DeSantis, who is a distant but potent second to him in polls on the 2024 GOP field. His restraint is a break from the mockery and bullying he often uses to attack Republicans he perceives as vulnerable. Trump made no reference to the governor at a rally in Arizona on Saturday.

DeSantis has $70 million in the bank for his reelection, a war chest he stocked with help from the Republican rank-andfile and donor class, alike. He has raised his profile in the same spaces Trump once dominated. The governor is ubiquitous on Fox News, where he is routinely met with the sort of softballs that once arced toward Trump. And he frequently mixes with the well-tanned Republican donor community near the former president’s winter home in South Florida.

It was not always this way.

DeSantis was a little-known Florida congressman in 2017 when Trump, who was then the president, spotted him on television and took keen interest. DeSantis, an Ivy Leagueeducated military veteran and smooth-talking defender of the new president, was exactly what Trump liked in a politician.

It wasn’t long before Trump blessed DeSantis’ bid for governor and sent in staff to help him, lifting the lawmaker to a victory over a better-known rival for the party’s nomination.

DeSantis survived the general election and has often governed in a style that mirrors his patron, slashing at the left and scrapping with the news media. But that alone doesn’t placate Trump. As with other Republicans he has endorsed, the former president appears to take a kind of ownership interest in DeSantis — and to believe that he is owed dividends and deference.

“Look, I helped Ron DeSantis at a level that nobody’s ever seen before,” Trump said in an interview for a forthcoming book, “Insurgency,” on the rightward shift of the Republican Party, by The New York Times reporter Jeremy W. Peters. Trump said he believed DeSantis “didn’t have a chance” of winning

without his help.

The former president’s expectation of deference from DeSantis is a reminder to other Republicans that a Trump endorsement comes with a price, a demand that could prove particularly consequential should he run again and have a stable of Republican lawmakers in his debt.

At times, Trump has sought to kindle his relationship with DeSantis. He has suggested the governor would be a strong choice for vice president. Similar courtship has helped win deference from other potential rivals. But DeSantis has not relented.

“I wonder why the guy won’t say he won’t run against me,” Trump has said to several associates and advisers, who spoke on condition of anonymity to describe private conversations.

Trump began the recent contretemps by attacking the governor’s refusal to acknowledge whether he had received a COVID-19 booster shot.

“The answer is ‘Yes,’ but they don’t want to say it, because they’re gutless,” Trump said in a television interview this month, referring only to “politicians” but clearly alluding to DeSantis.

“You got to say it — whether you had it or not, say it.”

DeSantis’ response came Friday in an interview on the conservative podcast “Ruthless.” Speaking in front of an inperson audience in St. Petersburg, Florida, the governor said one of his biggest regrets was not forcefully opposing Trump’s calls for lockdowns when the coronavirus first began to spread in the spring of 2020.

“Knowing now what I know then, if that was a threat earlier, I would have been much louder,” DeSantis said. The governor said he had been “telling Trump ‘stop the flights from China’ ” but argued he never thought in early March 2020 that the virus “would lead to locking down the country.”

DeSantis then moved quickly to place blame on Dr. Anthony Fauci, who advised Trump on the country’s COVID response, a much safer target with conservatives.

The former president did not immediately respond.

Without a Twitter account, his hair-trigger retorts have become less frequent. A spokesperson for Trump also did not respond to requests for comment. An adviser to DeSantis declined to comment.

DeSantis, however, has touched on a delicate issue, one of the few on which Trump is to the left of his party’s hard-liners: the efficacy of the vaccine and deference to public health experts’ advice on how to curb the spread of the virus.

Trump has begun blasting warning shots at DeSantis and other aspiring Republicans, signaling he intends to defend the vaccines his administration helped develop. In an interview with Candace Owens, a right-wing media personality, the former president said “the vaccine worked” and dismissed conspiracy theories. “People aren’t dying when they take the vaccine,” he said.

DeSantis, though, has been much more eager to focus on his resistance to COVID-19 restrictions, past and present, than to make a robust case for vaccination and booster shots.

Notably, at his rally Saturday, Trump did not promote vaccines and criticized so-called COVID “lockdowns.”

Omicron cases may be peaking in some US states, but COVID is overwhelming hospitals

A

of 54% over two weeks. And the number could continue increasing for some time: Experts say data on deaths and hospitalizations tends to lag behind pure case numbers by about two weeks.

The hospitalization figures include people who test positive for the virus after being admitted for conditions unrelated to COVID-19.

The omicron surge is slamming understaffed hospitals where many workers are sick with COVID-19 and others where those who quit under the pressure of the pandemic have not been replaced.

Intensive care units, as of the week that ended Jan. 13, were an average 82% full, according to a New York Times database. In Oklahoma City on Monday, four hospitals issued a statement saying they had no ICU beds available.

After last week’s U.S. Supreme Court ruling that approved the Biden administration’s vaccine mandate for health care workers, hospitals were bracing themselves for possible resistance and more staff shortages.

And while it is too soon to know how this record-shattering wave will shape the pandemic, it is bound to have some effect, said William Hanage, a public health researcher at the Harvard T.H. Chan School of Public Health.

“In due course, the immunity from omicron (or boosters, or both) will wane and breakthrough infections will be possible,” he wrote in a text message. “But we expect them to be milder. That’s not ‘herd immunity,’ because outbreaks will be possible. However, their consequences will be much less severe.”

Public health leaders warn that while the number of Americans getting infected every day remains dangerously high, there is no guarantee that the population is building enough natural immunity to hasten the day that the virus becomes a manageable part of daily life.

Dr. Anthony Fauci, the government’s top infectious disease expert, was asked Monday at the online World Economic Forum whether this might be the year when that happens. “I would hope that that’s the case,” he said, “but that would only be the case if we don’t get another variant that eludes the immune response.”

Fauci said the evolution of the pandemic was still impossible to chart. “The answer is: We do not know,” he said.

The United States is averaging more than 790,000 new daily cases, a tally that includes an artificially low count Monday, when many states did not release new data because of the Martin Luther King Jr. Day holiday. Deaths now exceed 1,900 a day, up 54% over the past two weeks.

Even before the holiday weekend, daily cases had peaked in New York and other Northeastern states. According to a New York Times database, cases in the region peaked Jan. 10-11.

Although scientists believe that omicron can cause less severe disease than previous variants, the sheer number of cases has created a tsunami of patients seeking care.

Hospitals are under tremendous strain, struggling to manage staffing shortages that force difficult decisions about whose care to prioritize.

New government website for ordering COVID tests is up and running

T

he Biden administration’s new website allowing people to order up to four free at-home coronavirus tests quietly went live Tuesday — a day in advance of its formal launch — and demand already appeared to be significant.

A combined total of more than 1 million visitors were on the homepage and the ordering page of covidtests.gov at one point Tuesday evening — more than 40 times as many as were on the government site with the next highest traffic, the U.S. Postal Service’s package tracking page, according to analytics.usa. gov, which monitors traffic on participating federal websites.

At a White House news conference Tuesday, President Joe Biden’s press secretary, Jen Psaki, said that the official launch would take place Wednesday morning but that the site had begun taking orders during what she described as a “beta testing phase” conducted by the U.S. Digital Service, the government’s technology support division.

On Wednesday, the White House was to announce that it is making 400 million “high-quality” nonsurgical N95 masks available, free of charge, at community health centers and retail pharmacies across the nation. The masks will be released from the Strategic National Stockpile, officials said, calling the effort the “largest deployment of personal protective equipment in U.S. history.”

The two moves show that the Biden administration is trying to step up its coronavirus response as the highly infectious omicron variant drives a spike in cases across the nation. The administration at first resisted the idea of sending tests to Americans’ homes, but it has now enlisted the U.S. Postal Service to handle orders and deliveries.

But it wasn’t long before the pilot testing revealed some apparent glitches.

Some people living in apartment buildings said they were blocked from ordering tests if other tenants had already put in requests for the same building.

Some who receive their mail at post office boxes also reported confusion in ordering, because the site includes a disclaimer

that says orders would ship only to valid residential addresses.

In a statement, the Postal Service said the problems were confined to “a small percentage of orders” and recommended that customers file a service request or contact the Postal Service help desk at 1-800-ASK-USPS (1-800-275-8777).

Still, it was frustrating for those who had difficulty ordering. Gina Lindo, 46, easily ordered four tests for herself from the federal website Tuesday afternoon, requesting that they be sent to her singlefamily home in New York. But when Lindo tried to order tests for her parents, who live in an apartment in the city, she got an error message.

“Home COVID-19 tests have already been ordered for this address,” the message read. “We are unable to process duplicate orders for the same address.”

Lindo said she had immediately called her mother to ask if she had already ordered the tests. She had not, but an upstairs neighbor had, they learned.

“They haven’t been able to get tests.

They are sold out everywhere,” Lindo said.

“I know it’s probably a line in the code on the USPS website that needs to be changed, but I really do hope that they change it quickly so that we can order the tests.”

Her mother teaches English as a second language at a senior center once a week, she said, and wants to test regularly for that reason. She and Lindo’s father, who are both in their 70s, also hope to take home tests before their grandson’s upcoming 16th birthday party and before upcoming appointments with their doctors.

Biden has experience with fumbled website rollouts. When he was vice president, he and President Barack Obama presided over the disastrous launch of healthcare.gov, the online health insurance marketplace created by the Affordable Care Act. Jeff Zients, who is now Biden’s coronavirus response coordinator, was brought in to rescue the troubled site, which crashed repeatedly under a crush of early users. The U.S. Digital Service was created in its aftermath.

“We can’t guarantee there won’t be a bug or two,” Psaki said, “but the best tech teams across the administration and the Postal Service are working hard to make this a success.”

Matching testing supply with demand has been a persistent challenge for the Trump and Biden administrations, and Biden has come under criticism for not ramping up the supply of rapid at-home tests quickly enough as Americans struggled to get tested amid the emergence of the omicron variant.

Experts say there are three situations in which people should use at-home tests: if they begin to have symptoms of COVID-19; if they were exposed to someone who tested positive for the virus five or more days earlier; or if they are planning to gather indoors with someone at elevated risk from COVID-19 and want to assure themselves that they are negative.

The omicron variant had put an intense strain on the supply of laboratory and in-home tests. Not long after Thanksgiving, the rapid tests began quickly disappearing off pharmacy shelves and there were long lines at clinics for polymerase chain reaction, or PCR, tests.

The Biden administration responded by ordering 1 billion at-home tests to give out free to the public, in two 500 million batches. The second batch will not be available until the spring, administration officials have said.

The administration is also making free rapid tests available at community health centers and rural health clinics.

And as of Saturday, people with private insurance have been able to seek reimbursement for tests they purchase themselves.

Insurers will be required to cover eight athome tests per person per month, although some have said it may take time to put the reimbursement system into place.

AT&T and Verizon delay 5G service at some airports

erizon and AT&T said earlier this week that they would delay the expansion of new 5G cellular service near some airports, a pause that President Joe Biden said would avert potentially devastating disruptions that airlines had been warning about for months.

The broader expansion of 5G — which provides much faster access to the internet than current wireless technology — was set for Wednesday after multiple delays.

Aviation regulators and airlines repeatedly raised concerns that the new technology would interfere with safety equipment used to determine a plane’s altitude. The telecommunications industry has countered that regulators and airlines have had years to prepare for 5G. It was not immediately clear whether the changes that AT&T and Verizon announced midday were enough to prevent severe flight disruptions Wednesday. A few foreign carriers canceled flights to the United States, while Delta Air Lines said it was preparing for possible disruptions should bad weather trigger some flight restrictions still in place for the 5G rollout. Other major U.S. airlines and an industry trade group said late in the day that they were still trying to understand the details of the delay. Wireless companies and Biden did not say how long the pause would last.

Stocks slip on inflation concerns as oil prices rise further S

trong U.S. and European corporate results helped stock markets initially rebound on Wednesday, but rising crude prices kept inflation concerns alive and trading choppy even as bond yields eased after having touched fresh multiyear highs.

An index of Europe’s 600 biggest stocks rose as much as 0.8% as robust earnings from luxury majors Burberry BRBY.L and Richemont CFR.S countered pressure from rising yields.

Buoyant reports from UnitedHealth Group Inc UNH.N, Procter & Gamble Co PG.N and others also supported initial gains on Wall Street.

But the early gains faded as concerns about rising inflation and higher yields put the market in a holding pattern as investors await next week’s Federal Reserve policy meeting for guidance on the central bank’s plan to tackle inflation.

“The market is still grappling with how do you adjust to higher rates and what are the companies that are impacted by higher rates?” said Jon Maier, chief investment officer at Global X ETFs. “The market was very excited that maybe the Goldman Sachs numbers (on Tuesday) weren’t so bad. Then reality sunk in.”

The rise above 0% for the bund -- the euro zone’s benchmark -- marks a turning point for regional debt, reflecting record-high inflation that is being exacerbated by supply chain disruption.

“This inflationary episode is unusually challenging in that it is driven by both strong demand and shortages of supply,” said Guy Foster, chief strategist at wealth manager Brewin Dolphin.

Oil prices hit their highest since 2014 amid an outage on a pipeline from Iraq to Turkey and global political tensions that stoked fears of more persistent inflation and helped prop up the dollar, which hovered near one-week highs.

The market is making interest rate adjustments throughout the major industrialized economies, said Marc Chandler, chief market strategist at Bannockburn Global Forex.

“Those countries that seem to be ahead of the U.S. in the queue of raising grades - Canada, the UK and Norway - have stronger currencies this year against the dollar,” he said. “Other areas like the Euro, Swiss franc are softer on the year.”

Once a hostage, she’s now running for president of Colombia

Ingrid Betancourt, the politician and former FARC hostage, said she would run for president. Her bid comes as the country is at a critical crossroads.

ngrid Betancourt, a former congresswoman and one-time guerrilla hostage who has come to symbolize both the brutality of Colombia’s long war and the country’s efforts at reconciliation, will run for president, she said Tuesday.

Betancourt enters a wide open race at a time when Colombia is at a critical political and social crossroads.

When she was kidnapped 20 years ago, Betancourt was campaigning for the same office. Now, she said, the country is facing the same “corrupt system” and “political machinery” that she had fought back then.

“Today I am here to finish what I started,” she said, standing on a stage at a hotel in downtown Bogotá, the country’s capital, flanked by allies.

Betancourt, who was captured in 2002 and held by the country’s largest guerrilla force, the Revolutionary Armed Forces of Colombia, for more than six years, announced her bid for the May election with the country facing enormous challenges.

Following more than 50 years of war, the government and the rebel group,

known as FARC, signed a peace deal in 2016. But since then, a swell of other armed groups have swept into the vacuum and continued to fight.

Violence has surged in parts of the countryside — and critics have faulted the government for not investing enough to address the inequality and poverty that had helped fuel the war, as it had committed to doing in the peace deal.

Many in Colombia are fed up with the political status quo, a sentiment that burst into the public sphere last May, when thousands took to the streets for more than a month to protest hardship that was only made worse by the pandemic.

Following her years in captivity — when she was sometimes held in chains — she has both supported the peace process and criticized the FARC, emerging as a symbol of national attempts to acknowledge the costs of the war, but also to move beyond it.

Sergio Guzmán, an analyst in Bogotá, called Betancourt the country’s “reconciliation candidate.”

In an interview with The New York Times last year, Betancourt called the peace deal “a window — a generational opportunity — to leave behind the insane

violence we have lived in all our lives.”

The question, Guzmán said, is whether that is what Colombians want.

“All our elections have been fear and hope and hate,” he went on. “No election has really been fought on compassion and reconciliation.”

There is widespread discontent with the current president, Iván Duque, who is a product of the country’s right-wing political establishment, while a left-wing populist, Gustavo Petro, is leading in the polls amid a leftist, anti-incumbent wave that is sweeping Latin America.

“Can Ingrid become a balm to those prevailing negative emotions that we’re feeling right now?” he said. “I don’t know.

That’s one of the things that her candidacy is going to tell us.”

But to make any headway among voters, he said, “she needs to sell the idea that reconciliation is better than populism.”

While Betancourt is widely known throughout the country, a win in May is far from certain.

Today, there are more than 20 candidates for the presidency, with most of the best-known candidates grouped into three coalitions: a coalition on the left, headed

by Petro; a coalition in the center, which Betancourt is joining; and a coalition on the right, whose members are seen as the torchbearers for the current government.

To even get to the May election, Betancourt would first have to win the March primary, in which she will compete against others in the center, including Alejandro Gaviria, a former health minister and recent head of a prestigious university.

Guzmán pointed out that Betancourt joined the race late in the electoral calendar and called her bid “a Hail Mary.”

Colombia has never had a woman president, and Betancourt is one of just four female candidates in the three leading coalitions.

The most prominent female candidate to this point has been Francia Márquez, a young, Afro-Colombian politician and environmental activist who is also a victim of the war.

Márquez, who has joined the coalition on the left, has distinguished herself not only because of her identity — Colombian politics has been dominated by wealthy white men — but because of her outspoken embrace of feminist politics

and willingness to criticize Petro.

Betancourt is the daughter of a Colombian politician and a Colombian diplomat, and later became a French citizen through her first husband.

In 2002, following time in Congress, Betancourt launched a campaign for presidency as a member of the Partido Verde Oxígeno, a young political movement with a pacificist, environmental, anticorruption philosophy. On Feb. 23, 2002, she was traveling to a campaign event in the city of San Vicente del Caguán, when she was stopped at a roadblock and taken hostage by FARC. During her years in captivity in the jungle, she was treated brutally and tried to escape repeatedly, experiences she recounted in her book “Even Silence Has An End.” She was eventually rescued by the Colombian government, and over the years she has emerged as the country’s best-known victim. But she has also been the subject of criticism — from those who say she has taken attention away from poorer, lesser known victims, and from others who have criticized her for seeking compensation from the Colombian government following her captivity and rescue.

Betancourt has lived in France for years and returned to Colombia just months ago. In her campaign speech, she directly addressed criticism that the move was designed for personal political benefit.

“I have returned in search of the highest political benefit,” she said, “that all of us can have a true democracy.”

Her campaign announcement said little about policy proposals beyond repeated vows to fight corruption — and to address the effect of violence on the country.

“My story is the story of all Colombians,” she said.

In a country of more than 50 million people, 9 million are registered with the government as conflict victims.

“While the FARC enslaved me and my companions, the drug cartels, violent groups and corrupt politicians enslaved each of you,” she went on.

“We are going to leave behind this culture of mafias, violence and lies, and we are going to learn again to be free citizens.”

Blinken will meet with Russia as US pushes for more diplomacy

Secretary of State Antony J. Blinken’s mission is part of a U.S. scramble to head off a potential Russian assault on Ukraine.

eeking to head off a potential assault on Ukraine, Secretary of State Antony Blinken will meet with Russia’s foreign minister Friday as the two sides explore whether there is still a diplomatic path to avoiding a conflict in Eastern Europe.

The talks will try to break a deadlock that was thrown into sharp relief last week when a series of three negotiating sessions between Russia and the West ended in an impasse. The thorniest issue was Russia’s demand that NATO pledge not to expand eastward, a condition that the United States and Western Europe have rejected.

The White House said Tuesday that Blinken would “urge Russia to take immediate steps to de-escalate.”

“We’re now at a stage where Russia could at any point want an attack in Ukraine,” said the White House press secretary, Jen Psaki, “and what Secretary Blinken is going to do is highlight very clearly there is a diplomatic path forward.”

Blinken departed Tuesday for Kyiv, the Ukrainian capital, where he will meet with President Volodymyr Zelenskyy of Ukraine in a show of U.S. support.

Blinken will follow that visit with stops in Berlin on Thursday before meeting with Russia’s foreign minister, Sergey Lavrov, in Geneva the next day, a senior State Department official said Tuesday.

The official warned that Russia — which has assembled as many as 100,000 troops along Ukraine’s eastern border — could launch an attack at any time.

Thursday that the talks were reaching a “dead end.” The Kremlin signaled that it could refuse to engage in further negotiations and instead take unspecified “military-technical” measures to assure its security, insisting that Russia would not allow the West to bog it down in long-running negotiations.

That Lavrov will meet with Blinken on Friday indicates that Russia is prepared for at least one more round of diplomacy.

The two spoke by phone Tuesday before Blinken’s departure for Kyiv. In the call, Lavrov rejected the idea that Russia was planning to attack Ukraine and insisted that it was up to Ukraine to calm tensions, according to a description of the call published by the Russian Foreign Ministry.

“The minister urged the secretary of state not to replicate speculation about allegedly impending ‘Russian aggression,’” the Foreign Ministry said.

The State Department has not described Blinken’s agenda for the meeting with his long-serving Russian counterpart.

Russian officials have said they are expecting a written U.S. response to demands that Russia made weeks ago about NATO’s presence in Eastern Europe. The Russian Foreign Ministry said Lavrov told Blinken in their phone call that Moscow was expecting “article-by-article” comments from the U.S. on Russia’s proposals.

The State Department official would not say whether Blinken would provide such a response and said it remained unclear whether Moscow was serious about finding a diplomatic solution to the crisis.

In its proposals published last month on what Russia calls “security guarantees” it needs from the West, Moscow called for a series of measures that would effectively restore Russia’s sphere of influence close to Soviet-era lines, before NATO expanded into Eastern Europe.

And while Russia’s troop buildup is most obviously threatening Ukraine, analysts and Western officials believe that if it abandons diplomacy, the Kremlin could also take other steps — like repositioning its nuclear missile arsenal — to more directly threaten the U.S. and Western Europe.

“This is a serious matter,” Lavrov said at a news conference alongside his German counterpart, Annalena Baerbock, in Mos-

cow on Tuesday. “Drawing things out before reaching concrete agreements on this score is not working.”

In an effort to deter President Vladimir Putin of Russia, the U.S. and its allies have promised to impose punishing sanctions against Russia if it attacks Ukraine. In Germany on Tuesday, the country’s new chancellor, Olaf Scholz, warned Russia of “high costs” in the event of military action.

In particular, Russia is eager for Germany to approve the Nord Stream 2 pipeline that would transport Russian gas to Western Europe, enhancing Moscow’s leverage over European energy. Asked about

Nord Stream 2, Scholz said that “everything will have to be discussed if it comes to a military intervention in Ukraine.’’

Blinken will meet in Berlin with German officials, as well as British and French diplomats as the U.S. and Europe work to coordinate severe economic sanctions to punish any Russian incursion into Eastern Ukraine, where Moscow has been supporting a separatist insurgency for years.

“There’s a diplomatic path forward,” Psaki said, adding, “It is up to the Russians to determine which path they’re going to take, and the consequences will be severe if they don’t take the diplomatic path.”

With a repair ship many days away, Tonga faces weeks of digital darkness

A ship operated by SubCom, the company responsible for the repair of Tonga’s internet cable.

A

s in many remote Pacific nations, the island kingdom of Tonga is connected to the world by a single cable, roughly the width of a garden hose, that carries hair-thin optic fibers across a vast ocean bed.

That lone conduit is the means by which Siniva Filise, who lives in Wales and is part of the large Tongan diaspora, starts each day with a video call from her mother 10,000 miles away. “She’s like the alarm — she doesn’t care what time it is,” Filise said. “She’ll just call.”

But for the past four days, the phone has been silent. Tonga’s undersea cable was damaged by a huge volcanic eruption on Saturday night, and the country now faces weeks of digital dark-

ness as a repair ship prepares to make its way from Papua New Guinea.

The ship is not expected to reach Tonga until Feb. 1, after a voyage of more than eight days. Then it will perform the difficult task of retrieving two sections of damaged cable from the ocean floor and splicing in replacements, with the threat of further volcanic activity everpresent.

In the meantime, the only word about Tonga’s immediate needs after last week’s eruption and subsequent tsunami has come through the country’s few satellite phones. The Red Cross said on Wednesday that drinking water supplies had been severely affected by ash and saltwater, and two New Zealand Navy vessels were set to arrive on Friday with large stores of water. Tonga’s main airport remained inoperable as workers

tried to remove ash from a runway.

On Tuesday night, the government in Tonga offered its first update on the situation there, saying that the death toll stood at three and that evacuations were underway from outlying islands, where a number of homes were destroyed or damaged.

The undersea cable that connects Tonga to the global internet went live in 2013 and runs between it and neighboring Fiji, which lies about 500 miles northwest.

Cable connections in such lightly populated places — Tonga has about 100,000 people — are known as thin routes, where the return on investment is seldom high enough to attract investors. The World Bank Group and the Asian Development Bank financed Tonga’s cable.

More than 430 cables like the one serving Tonga sit on the beds of the earth’s oceans, covering almost 1 million miles in total. It is basically internet plumbing, and like all plumbing, it can suffer ruptures.

A few minutes after the volcanic blast on Saturday night, there was a plunge in internet traffic to Tonga. A little over an hour later, the connection went completely dark, said Doug Madory, the director of internet analysis at Kentik, a network monitoring company.

“I think that’s the moment when something reached the cable,” Madory said.

The following day, the cable went into what is known as single-end feed mode, in which it was being powered from Fiji but not from Tonga, said Craige Sloots, a spokesman for Southern Cross Cable Network, which is part of the collective working to repair the connection.

Analysts have identified a break both in the international section of Tonga’s cable, which occurred about 23 miles off the coast of its capital, Nuku’alofa, and in the islands’ internal network. The cause is believed to be a land slippage or shift in the sea floor, Sloots said in an email.

Under any circumstances, fixing this internet plumbing is intricate work.

Add in the complications of an active volcano and the tentacle-like effects

of the coronavirus pandemic, and it is even more challenging, said Amanda Watson, a researcher at the Australian National University’s Department of Pacific Affairs.

“One of the key issues is that there are very few vessels that are equipped to lay and repair undersea cables,” she said.

Repairs may ultimately cost hundreds of thousands of dollars, with daily costs for the ship tasked with fixing the cable, the CS Reliance, at between $35,000 and $50,000. SubCom, the company responsible for the repair, has estimated that it will take at least four weeks to restore the connection, according to New Zealand’s Foreign Ministry.

The work on each break, when it happens, will begin by dragging two grapnels — a kind of anchor with several hooks — along the ocean floor, to find the severed ends of the cable, which may have been pushed several miles apart.

The two ends will then be hoisted aboard the ship, a hulking vessel more than 150 yards long. Finally, in a special clean room on board, the damaged parts will be cut out and a replacement cable will be spliced in.

Up to 50 people may be aboard to assist in the repair, said Dean Veverka, the director of the International Cable Protection Committee, a nonprofit organization based in Britain. “It’s quite a task to recover the cable up onto the ship,” he said.

As the repair ship prepared to leave Papua New Guinea, the Hunga-TongaHunga-Ha’apai volcano — which exploded Saturday night in what was believed to be the world’s largest volcanic eruption in three decades — continued to rumble.

With no monitoring equipment nearby, volcanologists are relying on observations on the ground or satellite images to try to predict the volcano’s next moves. The ash clouds obscuring the island that is home to the undersea volcano, about 40 miles from the Tongan capital, make those efforts even more difficult.

Congress can trade stocks or keep the public trust. Not both.

ost Americans believe that most politicians are corrupt. How depressing — not to mention how terrible for the health of democracy. After all, if the system is broken and everyone is a crook anyway, why not elect a reality TV grifter with a smashed ethical compass to be president?

Sensitive to this problem, Congress typically responds to scandals within its ranks with fits of reform fever. This is what we’re now seeing with bills — so many bills — aimed at restricting lawmakers from trading stock while in office.

The issue of how to prevent members of Congress from improperly profiting from their positions has long been a tricky one. Lawmakers have access to information unavailable to the general public and the power to shape policy in a direction that could prove personally lucrative. In 2012, Congress passed the Stock Act, which prohibits members from making trades based on their privileged information.

Progressives, such as Sen. Elizabeth Warren, have been arguing for years that much more needs to be done.

two years after questions arose about whether certain lawmakers made stock trades based on their privileged knowledge about the COVID pandemic. Sen. Richard Burr, R- N.C., has earned himself extra close attention from the Securities and Exchange Commission for dumping a bunch of stocks in the hospitality industry in February 2020.

Last month, an investigation by Insider revealed that dozens of members of Congress had violated the reporting requirements on trading. The report also found that Congress tends to be lax about punishing violators and about making information on this matter public. (Policing its own has never been the institution’s strong suit.)

Just like that, congressional stock trading became a hot topic again. Lawmakers from both parties are rushing to offer up their solutions, some more stringent than others. Punchbowl News did a roundup last week of early contenders, with more expected: Sen. Jeff Merkley of Oregon and Rep. Raja Krishnamoorthi of Illinois, both Democrats, are championing a bill that would bar lawmakers and senior staff members from trading individual stocks and require that they place all stocks in a blind trust.

Sen. Josh Hawley, R-Mo., would require lawmakers and their spouses to use a blind trust — and compel lawmakers to return any stock profits to the Treasury Department.

Democratic Sens. Jon Ossoff of Georgia and Mark Kelly of Arizona would extend the trust requirement even further, to include lawmakers’ dependent children, as would a bill by Rep. Abigail Spanberger, D-Va. Details aside, it is hard to say whether this issue will receive serious consideration in either chamber.

The Democratic majority already has a lot on its plate. It’s an election year. Partisan posturing will be in full bloom. And currently — and rather awkwardly — House Speaker Nancy Pelosi opposes major reform.

“The speaker believes that sunlight is the best disinfectant,” explained Drew Hammill, her deputy chief of staff, noting that she has asked Rep. Zoe Lofgren, who chairs the Committee on House Administration, to examine members’ “unacceptable noncompliance with the reporting requirements” and consider “the possibility of stiffening penalties.”

But on the matter of whether to restrict trading by lawmakers, the speaker is decidedly not on board. Asked about the issue last month, she slapped down the idea. “We are a free-market economy. They should be able to participate in that.”

This is indeed a free-market economy. It is also one that a growing number of Americans feel is not working

for them. Combine that with the public’s aforementioned grim view of politicians, and you can see where Pelosi’s remark might be considered a wee bit out of touch.

House Democrats would do well to work on changing their chief’s mind. Not just because it is the right thing to do. But also because the party risks being outflanked by Republicans on the issue.

Make no mistake: GOP leaders know a political opening when they see one. Last week, the House minority leader, Kevin McCarthy, said that he would consider limiting or banning stock trading by members if his party wins control of the House in November.

See what he did there?

You can bet this issue will pop up again — and again — as the midterm elections heat up. Democrats need to put themselves in a position to own that debate.

Even lawmakers who hew to the straight and narrow understand that America is facing a crisis of faith in its political system and elected leaders. Lawmakers can obsess about making money once they leave office. Until then, they need to stay focused on the public interest — which includes taking steps to reassure the public that they aren’t all a bunch of corrupt, self-serving, moneygrubbing, power-hungry crooks.

Gobernador convierte en ley ‘Carta de Derechos de los Policías’ POR CYBERNEWS

A FORTALEZA – El gobernador Pedro Rafael Pierluisi Urrutia informó el miércoles, que firmó varias medidas legislativas, entre las que se encuentra el Proyecto del Senado 77 que crea la ‘Carta de Derechos de los Policías’ que añade y compila en un solo documento los derechos de los policías que laboran en el Negociado de la Policía, así como sus familiares.

“Reitero mi compromiso con la Policía de Puerto Rico, por eso la firma de esta ley se une a otras iniciativas que he trabajado, como la asignación de fondos para más recursos y compra de equipos para nuestra Uniformada, reducir la edad a 18 años para reclutamiento de más cadetes, proveer el Plan Vital del Gobierno para los policías retirados y me mantengo en conversaciones con la Junta de Supervisión para que por fin podamos darle un retiro digno a todos nuestros policías. Pueden contar con que continuaré trabajando por quienes tanto dan y han dado para proteger la vida y propiedad de todos en la Isla”, sostuvo el gobernador en declaraciones escritas.

La ‘Carta de Derechos de los Policías’ resume derechos en el área laboral, en la adquisición de propiedades, en la educación, en las contribuciones sobre ingresos y sobre la propiedad, así como aquellos relacionados a servicios médico-hospitalarios, entre otros. Además, los cónyuges y los hijos menores de edad

o incapacitados también tendrán derecho a las exenciones concedidas en la ley en caso de muerte en el cumplimiento del deber.

Con la firma de esta legislación se eleva a rango de ley el que los miembros de la Policía puedan generar ingresos adicionales mediante trabajo extraoficial. También, los policías incapacitados quedarán exentos de la imposición y pago de contribuciones sobre la propiedad, permanentemente y de hasta $10 mil de su valor de tasación para fines contributivos.

Igualmente, los policías incapacitados estarán exentos de contribuciones sobre la propiedad de toda casa construida, adquirida o remodelada.

De igual forma, y en cuanto a los servicios médico-hospitalarios, los municipios y el gobierno central, a través de sus instalaciones de salud, deberán brindarles, sin costo alguno,

asistencia médica, tratamiento, hospitalización y los medicamentos necesarios con prescripción previa. Este derecho también aplica al cónyuge e hijos hasta que alcancen la mayoría de edad. De hecho, la Administración de Seguros de Salud (ASES) le certificó a la Oficina de Gerencia y Presupuesto (OGP) que la implantación de este proyecto senatorial no tendrá impacto fiscal alguno para la agencia.

Pierluisi también firmó el Proyecto del Senado 203 que crea la ‘Ley del Programa de Prevención y Seguridad para las Víctimas de Violencia de Género’ integrando a la Policía estatal y a los municipios en donde haya Policía Municipal para que coordinen, según sea el caso, con las Salas Especializadas de Violencia Doméstica o Salas de Investigaciones de los Centros Judiciales para proteger a las víctimas de violencia de género.

Por tanto, y a tales efectos, se crea el Programa, que comenzará como uno piloto y será implementado en aquellos municipios que determine el Departamento de Seguridad Pública (DSP), en conjunto como el Comité de Prevención, Apoyo, Rescate y Educación (PARE) que el gobernador Pierluisi creó tras decretar un Estado de Emergencia.

El Plan que desarrollen en conjunto la Policía Estatal y las Policías Municipales deberá incluir que las víctimas con órdenes de protección expedidas a su favor reciban vigilancia diaria en su hogar o residencia, así como en su centro de trabajo.

Janis Ian lets her music speak her mind (one last time)

n a recent morning, Janis Ian spoke expansively from her work space in Florida about a 50-year career marked by literary lyrics, social activism and major hits. Just one subject brought her up short. When pondering younger artists who’ve publicly cited her as an inspiration, she paused and threw up her arms. “I can’t think of one. So many people say, ‘Joni Mitchell is my big influence,’” she said. “And I thought, wait a minute.

Didn’t I influence anybody?”

She might not get the loudest shout-outs, but there’s no denying that Ian has often served as a cultural clairvoyant.

In 1967, she became one of the first fully selfdetermined female singer-songwriters in pop, having penned every track on her debut album, which was released one month before Laura Nyro’s, a year before Mitchell’s and three before Carole King’s.

The subjects she became most famous for writing about, outliers at the time, have since become ubiquitous. Her breakthrough hit, “Society’s Child,” written in 1965 when she was 14, was one of the first charting songs to center on an interracial romance. Her biggest score, “At Seventeen,” which reached No. 2 in 1975, confronted lookism and bullying with a candor that anticipated the work of contemporary artists including Billie Eilish, Demi Lovato and Lizzo. Ian was also one of the first gay pop stars to come out in the early ’90s, and she championed free downloads as a promotional device back when the industry did everything it could to shut them down.

Ian had few role models for her self-determined path, citing only Nina Simone and Victoria Spivey, a blues singer and writer who made her first impact in the 1920s. Otherwise, she said, “everything was male-identified.”

The disparity between the world in which she carved her path and today has been on Ian’s mind lately because of a major decision she made in the past year. At 70, she will release her final album, “The Light at the End of the Line,” this Friday, followed by a valedictory tour. “I’m done,” she said, with a mixture of relief and anticipation. Ian said the wear and tear of serving as her own manager and song publisher, along with life as a touring musician, left little time for the thing she loves most.

“I’m a writer first,” she said. “I care desperately about writing — any kind of writing.”

That includes haiku, short stories and a novel she hopes to finish in her coming life. She’ll work on everything in a nearly completed addition to her

Her final songs have a summary mission. In the title track, an elegant acoustic ballad, she bids adieu to her fans. “Some of them have stuck with me for 56 years,” she said. “That’s longer than I’ve known most of my family.” In “I’m Still Standing,” the stalwart melody underscores lyrics that embrace the physical changes brought by time, which, Ian said, explains the white hair and lack of makeup she proudly sported in our interview. In the classically influenced piano piece “Nina,” she salutes one of the artists she most admires, her friend, Nina Simone, who cut a bracingly rueful version of Ian’s song “Stars” in 1976.

“Nina was so complicated,” Ian said. “She could be the most astonishing friend and also the most horrible person. But, as a solo performer, she was the single best I’ve ever seen.”

Some of the new songs are more expressly political. “Perfect Little Girl” extends the theme of “At Seventeen,” while in “Resist” she repurposes the social protest of earlier songs with lyrics that, among other things, use raw language to capture the violence of female genital mutilation. As with “Society’s Child,” some radio stations have told her they won’t play it. “They said it’s too suggestive,” Ian said. “Is the song sexual in some way I’m not aware of?”

Ian was reared to raise such questions. Her father, a music teacher, and her mother, a secretary at a college, ran a progressive summer camp in upstate New York. Because of her parents’ politics, the FBI tapped the family phone, tracked their activities and discouraged schools from hiring her father, which she wrote about on the 2000 album “God and the FBI.” Ian’s upbringing in the mainly Black area of East Orange, New Jersey, helped inspire her to write “Society’s Child” in 1965, one year after the Civil Rights Act was passed. Her producer, Shadow Morton, a key shaper of the girl group sound, had a deal with Atlantic Records that financed the recording, but the label declined to release it. Ian was never told why, though she said Jerry Wexler, the Atlantic president at the time, later apologized for the decision. Verve Records picked up the song and released it twice in 1966, without success.

A major break came the next year when she was invited to appear on a CBS-TV special, “Inside Pop: The Rock Revolution,” for which host Leonard Bernstein used his enormous cultural currency to lend legitimacy to the explosive new music of the ’60s. Ian said her song “wouldn’t have gone anywhere without the show.” Yet its focus on race scared off enough radio stations to halt its charge up the Billboard chart at No. 14.

After “Society’s Child,” Verve released three more Ian albums that failed, but in 1973, Roberta Flack covered her song “Jesse” and scored a hit, which helped Ian get a contract with Columbia Records. “Janis Ian wrote songs that touch my heart,” Flack wrote in an email. “She tells stories in her songs that many of us can relate to — tender experiences that help us articulate what we feel about how the world treats us in so many ways.”

Ian believes her willingness to write about uncomfortable subjects has become her metier. “Plenty of other artists have a gift for melody and vocals and great lyrics,” she said. “The only thing I think I do better is to talk about things that people have a hard time voicing. I give them a safe way to voice them.”

Though Ian finds it distressing that the difficult subjects she has written about remain relevant decades later, as she prepares to leave the music business, she believes the world has changed considerably from when she started. “It’s too easy to fall down that rabbit hole of saying ‘nothing has improved,’” she said. “I can no longer be arrested in this country for being gay. That’s a huge difference. I firmly believe that things work out the way they’re supposed to. Whether that will be in my lifetime, I don’t know.

But I do believe things will be better.”

‘Nocturna’ review: A dark night of the soul

ivided into two distinct features — the first of which can stand alone, while the second may work best as a dialogue with the first — “Nocturna” weaves memory and nightmare into a haunting tale of loneliness and regret.

In “Side A — The Great Old Man’s Night,” we meet Ulysses (Pepe Soriano), a confused nonagenarian who lives with his infirm wife, Dalia (Marilú Marini), in a run-down apartment whose soaring ceilings and clouded windows enclose a spacious prison. When Ulysses tries to go shopping, he is gently deterred by the building’s super; yet their food supplies are dwindling, and Ulysses wonders why he can never leave, why their son never visits, and why he can’t recall their estranged daughter’s name. Maybe Dalia is right, and the homeowners’ association will evict them if they see how the couple is living. Or maybe his confinement is just the latest in a lifetime of Dalia’s cruelties.

Like Ulysses, we search for answers, but the Argentine writer and director, Gonzalo Calzada, is interested only in dropping clues. As the

clock creeps into the wee hours, the couple is awakened by their upstairs neighbor, Elena (Desirée Salgueiro), pounding on their door and screaming for help. A surging atmosphere of dread and danger envelops the film as a terrified Ulysses retreats into golden memories of a childhood game of hide-and-seek. The ghosts in the building, however — and the body in his courtyard — will not let him be.

Sad and strange and deeply upsetting, “Side A” profits from Claudio Beiza’s velvety, gray-green images and a soundtrack pulsing with heartbeats and the distressing whine of Ulysses’ hearing aid. Our assumptions about his life and marriage may harden; but not until “Side B — Where the Elephants Go to Die,” are they enriched and interrogated. Here, Calzado uses more experimental techniques to expand his narrative, paralleling the flickering impermanence of filmed images with physical and psychological decay. Together, these unusual films do more than contemplate loss and longing: They warn us that the time to make amends might be briefer than we think.

Emma Raducanu rediscovers winning ways against Sloane Stephens

E

mma Raducanu wasted no time in announcing her presence in her first Grand Slam match since her stunning run to last year’s U.S. Open title.

After hitting a forehand winner down the line past Sloane Stephens — the 2017 U.S. Open champion — Raducanu shouted a loud “Come on,” punctuating the first point of the match.

From there, Raducanu was off and running, sprinting through the first set in 17 minutes with the loss of just four points. Though Stephens found her footing in the second set and was able to prolong rallies with her foot speed and counterpunching, Raducanu regained control in the final frame to close out the match 6-0, 2-6, 6-1 on Tuesday night in Margaret Court Arena.

When a backhand half-volley from Stephens hit the net to end the match, Raducanu dropped her racket and covered her face with her hands, a reaction rarely seen from a top player after a first-round win. Then again, rarely has a player reached the top after having skipped so many rungs on the ladder. Seeded 17th, this is Raducanu’s first appearance in the women’s competition at the Australian Open, and only her third Grand Slam event overall. During last year’s Australian Open, Raducanu was ranked 348th, opting to stay home and study for high school exams rather than traveling to Australia.

Tuesday’s match, only the second night match of Raducanu’s career, was also the first time she had played a third set at a Grand Slam: Her run to the U.S. Open title last year, which began in qualifying, entailed winning 20 straight sets across her 10 matches.

“I think 2022 is all about learning for me,” Raducanu said. “Being in those situations — winning a set and then having to fight in a decider — is definitely all just accumulating into a bank of experience that I can tap into later on down the line. Yeah, very happy that today I can add to that.”

Despite being a Grand Slam champion herself, Raducanu had never faced one before Stephens.

“When Sloane was fighting back in the second set, I definitely accepted that,” Raducanu said. “I was almost expecting it, because she is a champion and you don’t just become one by rolling over.”

Raducanu will play her second-round

Raducanu will play Danka Kovinic of Montenegro in the second round. match today against Montenegrin Danka Kovinic, another early steppingstone for a player who has already shot to superstardom in her home country. Raducanu’s U.S. Open win propelled her to the BBC’s Sports Personality of the Year award, and she was named an MBE — Member of the Most Excellent Order of the British Empire — on the Queen’s New Year’s honors list. Shortly after her triumph in New York, a congratulatory message to Raducanu appeared on the Royal Mail’s postmarked envelopes across Britain for four days.

Stephens, 28, admitted that while both she and Raducanu had won in Flushing Meadows, their titles had little in common.

“We won the U.S. Open, but our situations are very different,” Stephens said. “I think she is carrying a whole country, and that’s quite different than my win at the U.S. Open.”

Despite her swift success, Raducanu has received blowback from members of the British media, who have suggested that she has not focused enough on her tennis after her results dipped following a windfall of endorsements. In Nike’s first video advertisement featuring the 19-year-old, the com-

pany dramatized those criticisms, showing Raducanu playing as phrases like “fluke” and “one-hit wonder” flashed behind her in capital letters.

For those who had wanted to make uncharitable assessments, there had been some reason for concern: Raducanu had lost four of the six matches she had played since winning the U.S. Open, including a brutal 6-0, 6-1 loss to Elena Rybakina last week in Sydney.

Raducanu, whose training before the match in Sydney had been limited by a recent case of the coronavirus, said she was “very happy to have turned it around so quickly” after that stark defeat.

“The last week I put some great work in,” she said. “Sydney for me, wasn’t a deal breaker. I was still feeling positive; I just knew where I was at that point.”

Stephens, who noted the “massive scream” Raducanu let out after the first point of the match, said that she could sense Raducanu’s readiness to silence doubters.

“I think the hardest part is trying to prove that you are good enough to be where you are or good enough to stay where you are,” Stephens said. “The more you try to do

that, I think, the more emotion shows and the more things are probably out of character than normally you would do, because you’re trying so hard to show and prove that you’re this person, or this ranking.”

Raducanu said she also has had to learn to deal with self-criticism.

“The biggest challenge is to be patient,” Raducanu said in her pretournament news conference. “I’m a bit of a perfectionist.

Whether that’s practice, whether that’s off the court, I want to be the best I can all the time; sometimes it’s just not very viable.”

She added: “I need to just relax. As long as the trend is trending upward, just a matter of small fluctuations, I think I can be proud.

Whatever challenge that is, I feel kind of ready to face it now.”

While Raducanu’s career continues to trend upward, Stephens said that her accomplishments have come in a “very backward” sequence.

“It’s hard to manage,” Stephens said of Raducanu’s uncharted trajectory. “But I think if you have the right people in your corner guiding you, they will know when to take breaks. They will know when to push her harder, and they will know when she’s up for it.”

Stephens had been expecting to be on a break of her own during this tournament. She married her longtime boyfriend, soccer player Jozy Altidore, on New Year’s Day, and said she planned the wedding for January because she had “fully planned on skipping” the Australian part of this season.

She said she had not wanted to take the risk of having to quarantine and of having to retread upon the pain she felt here a year ago: While enduring the mandatory hotel quarantine before last year’s Australian Open, Stephens attended the funerals of her grandparents via Zoom.

“Last year, I had a very traumatizing experience in quarantine, and I just wanted to completely remove myself from that,” Stephens said Tuesday. “No matter what, even if it was like two days, I didn’t want to do it.”

Stephens, who said she had completed full-fledged offseason training, said people close to her were caught off guard when she decided to make the unexpected trip Down Under.

“I think everyone was a little bit surprised,” she said. “But, yeah, I just was like: ‘I’m ready.’ ” Raducanu proved that she was even more ready.

Time is Ben Roethlisberger’s harshest critic

en Roethlisberger led one final drive for the Pittsburgh Steelers on Sunday night in a game that was over before it had officially ended, the same as his NFL career.

Roethlisberger, who will turn 40 in March, has all but announced his retirement after 18 seasons as the Steelers quarterback. Following his team’s wildcard round playoff loss to the Kansas City Chiefs, Roethlisberger spoke at a news conference about moving “from one chapter to the next.” He said that he hugged Cameron Heyward, the next longest-tenured Steelers player, and told him that the figurative torch was now his.

“It will probably really hit me come training camp time,” Roethlisberger said.

The 42-21 loss, Roethlisberger’s worst playoff defeat, abruptly ended a Steelers season that had perhaps gone on too long. His goodbye tour began two weeks earlier, when Roethlisberger acknowledged before a final home game in Pittsburgh that “this could be it.” His team sneaked into the postseason as the AFC’s No. 7 seed but was no match for Kansas City, the conference’s new superpower.

Despite the game’s wide margin, the Steelers called their last timeout with 11 seconds left, giving Roethlisberger one more chance to exit on a touchdown.

The element of time is prominent in Roethlisberger’s career. He won a Super Bowl in his second NFL season, and added another championship ring just three years later, achievements that are expected to earn him a spot in the Pro Football Hall of Fame. He collected 165 regular-season wins as a starting quarterback, fifth most in league history, and sits in the top 10 in the major career passing categories.

But as time has worn on, he has become less able to deliver the style of play that earned him those early successes: Tough and instinctual backyard football, predicated on his ability to absorb hits and extend plays beyond reason. His 6-foot-5, 240-pound frame, which once required multiple defenders

to tackle, became worn down through the accumulation of contact, injuries and age.

During his peak, Roethlisberger’s success obscured two allegations of sexual assault made against him. A hotel employee in Lake Tahoe, Nevada, filed a lawsuit in 2009 saying that Roethlisberger had raped her in his hotel room.

Then, in March 2010, a college student in Georgia told police that Roethlisberger had sexually assaulted her in a nightclub bathroom, while her friends said that they were blocked from reaching her by two off-duty Pennsylvania police officers who had accompanied Roethlisberger that night. Roethlisberger denied both accounts.

He later settled the lawsuit in Nevada, and the local district attorney in Georgia declined to pursue criminal charges, citing a lack of evidence. The student had also requested not to press charges; her lawyer wrote a letter to the district attorney that said that she did not recant her account, but that her participation in a trial that was expected to have “extraordinary media attention” would be personally intrusive.

There were questions about the handling of the Georgia case. The restroom where the assault was said to have occurred was cleaned the next day, potentially destroying evidence, and the police officer who initially investigated her case later referred to the woman with an expletive.

After the police investigation, the NFL suspended Roethlisberger for the first six games of the 2010 season, the first player to be suspended under the league’s personal conduct policy without having been charged with a crime.

The penalty was later reduced to four games. That season, Roethlisberger led the Steelers back to the Super Bowl, where they lost to the Green Bay Packers.

Both allegations made against him came years before the NFL sought to strengthen its response to allegations of sexual assault and partner violence, and before the #MeToo movement brought attention to accounts of assault and harassment. It is impossible to know if different timing would have changed how

Roethlisberger’s hint at retirement resulted in his receiving a home sendoff at Heinz Field in Week 17 against the Browns, a win that kept alive the limping Steelers’ playoff chances.

Thomas Tull, a minority owner of the team, took out a full front page ad in the Sunday edition of The Pittsburgh Post-Gazette thanking the quarterback, and Roethlisberger did a postgame lap around the stadium to salute fans. His wife, whom he married in 2011, and their three children met him in the tunnel afterward.

During the “Monday Night Foot-

ball” broadcast, ESPN color commentator Brian Griese made a reductive reference to Roethlisberger’s being “immature” and having made “mistakes” early on, adding that the fan base “forgave” him. This effort to sanitize his farewell was, at best, an oversimplification. There is no easy way to juxtapose two sexual assault allegations with the 18 years Roethlisberger bolstered the Steelers with his play, but both are part of his NFL career.

A person’s legacy isn’t always neat and tidy, and the same goes for endings. With one play left in Kansas City, Roethlisberger completed his last pass, but his target, tight end Zach Gentry, was tackled short of the end zone. The Steelers could no longer stop the clock, and the final seconds ticked away.
