he Financial Oversight and Management Board for Puerto Rico informed the island government recently of violations contained in its proposed version of a fiscal plan, which is the blueprint for Puerto Rico’s economic path. The oversight board asked the government recently for updates to the fiscal plan as it awaits the confirmation of the debt adjustment plan. The board said the importance of the fiscal plan that it intends to certify in the coming weeks cannot be overstated. “Pending [federal] Judge [Laura Taylor] Swain’s ruling on the confirmation plan for the central government debt restructuring, it appears likely that the end of the Commonwealth’s bankruptcy is on the horizon,” wrote Natalie Jaresko, the executive director of the oversight board. “The Board has worked with the Government and numerous stakeholders for over five years to bring about this moment. The Plan of Adjustment, if confirmed, will substantially reduce the cost of the Commonwealth’s debt service and provide the opportunity for a fresh start.” To take advantage of the moment, she said, the government will need to redouble its efforts to ensure fiscal responsibility and manage its resources carefully for the benefit of the people of Puerto Rico. This includes making prudent spending and investment decisions to meet current needs and reach future goals, while also prioritizing resources needed to fulfill commitments made to provide retirement benefits to public sector workers. She noted that the proposed plan forecasts significantly increased federal funds as a result of recent guidance from the Centers for Medicare and Medicaid Services making incremental general funds available, along with incremental local resources due to an improved national and global economic outlook since the last fiscal plan was certified. The proposed plan then outlines a number of new spending priorities, some of which are one-time while others are recurring in nature. “While some of the new spending priorities have merit, taken as a whole the Proposed Plan does not adequately consider whether those expenditures are affordable, and fails to set aside, on a priority basis, sufficient resources to meet the Commonwealth’s obligation to current and future retirees,” Jaresko said. In order for the oversight board to fully consider the government’s requests, the board required revisions that follow several critical themes: The first is that the government must prioritize obligations to current and future retirees: the Plan of Adjustment
provides a mechanism to set aside resources to fund the commonwealth’s pension obligations. While most states have set aside resources equivalent to 70+% of pension liabilities, the government of Puerto Rico has nothing set aside at this time. “In order to bring the commonwealth in line only with the bottom decile of states,” Jaresko said, “please revise the Proposed Plan so that the pension trust targets a 50% funding ratio by 2031.” Second, she said the government must create a fiscally responsible post-bankruptcy roadmap: the government must establish fiscal responsibility by implementing a properly structured and empowered office that pursues financial reporting, resource management, and planning objectives. She also said the government must invest in operational capacity to improve government service delivery. “We recognize the need to adjust compensation structures to ensure the Commonwealth has competitive, fair and justified salaries. Although a Uniform Classification and Compensation Plan (URP) establishes a uniform role and pay structure for its employees, a URP alone will not lead to a long-overdue transformation of the civil service in Puerto Rico,” Jaresko said. “The proposed Fiscal Plan should include a comprehensive plan based on the implemented pilot project that will improve the civil service including evaluations, recruitment, and organizational restructuring. To address the urgency with compensation structures we agree with the Government on implementation of the URP for included employees in FY 2023.” However, the effective date of the URP implementation should be January 2023, pending compliance with civil service reform milestones, she added.

The information is contained in a report from the Puerto Rico Fiscal Agency and Financial Advisory Authority published Dec. 30. The filing was an unaudited summary of bank account balances. The report shows accounts decreased by $228 million from $25.43 billion recorded in October. The difference was the result of, first, a $25 million increase in accounts restricted by theTitle III proceedings, and a $13 million increase in pension-related funds. However, there was a $151 million decrease in the non-Treasury Single Accounts (TSA), an $84 million decrease in public corporations and a $30 million decrease in central government TSA accounts. The liquidity of the Puerto Rico Highways and Transportation Authority, which is one of the entities in bankruptcy, decreased to $255.4 million as of Nov. 30 from $259 million in October. The bank account balance of the Puerto Rico Electric Power Authority, which is also in bankruptcy, went up to $1.34 billion in November, from $1.31 billion in October. The Puerto Rico Sales Tax Financing Corporation’s (COFINA by its Spanish acronym) account balance decreased to $21.5 million in November, from $21.6
million in October, the report showed. The Puerto Rico Aqueduct and Sewer Authority increased its balances to $852 million in November from $839 million in October, and the University of Puerto Rico increased its balances to $415.7 million in November from $397.3 million the previous month.

Lawmaker dismisses explanations for botched year-end broadcast

he majority leader in the island House of Representatives, Ángel Matos García, described as false excuses the explanations made by the Convention District Authority for what he said was the worldwide fiasco involving the New Year’s broadcast, which was cut off just before midnight on Friday. “In a document filed with the House of Representatives, the firm that produced the
New Year’s event dissociated itself from the Government’s lies, since clearly the Convention District knowingly [contracted] for the broadcast to end at 11:59 p.m. on December 31, 2021,” Matos García, a Carolina lawmaker, said in a written statement. “This is demonstrated by page 3 of the response document from the producer of the Dick Clark New Year celebration event.” The contract with the Convention District states “One (1) video package segment featuring or recapping the countdown to midnight in the Spanish language which will take place at or around the Venue at 11:59 p.m. Atlantic Standard Time and which will be incorporated in the Program after 11:30 p.m. Eastern Standard Time (EST) but before 11:59 p.m. EST.” “It is shameful to see how the country’s press is now being lied to, saying that they are going to investigate what they knowingly signed,” the politician said. “In addition, people present at the event and people linked to the production posted on social networks [about
the situation] and the lack of controls on the broadcast floor, where people accessed the talent for photos and autographs causing a delay in the broadcast where the year-end moment was cut off abruptly. It is a shame that federal funds are put at risk for a mixup by friends and government politicians, for an event that … ends up being the laughingstock of modern television history, as the most important moment in the farewell to the year is not broadcast.” Meanwhile, Edward Zayas, the chief strategy officer of Discover Puerto Rico, said of the events celebrating the end of 2021: “The investment in the end-of-the-year events paid off before [New Year’s Eve].” “As of the morning of December 31, Puerto Rico had received, due to advertisements and reviews in the media announcing the event, over $30 million in advertising value,” Zayas said. “This figure far exceeds the investment of $4.4 million to put on the event, which was broadcast on the Telemundo network in
Puerto Rico, and on ABC in the United States. And that figure doesn’t count the impact the broadcasts themselves had on the night of the event. We anticipate having that information in the next few days.” Similarly, Discover Puerto Rico held talks with the CNN network to facilitate additional broadcasts from Puerto Rico on the occasion of the end of the year, Zayas said. Discover Puerto Rico staff accompanied CNN correspondents during their stay in Puerto Rico and assisted in their broadcasts. Discover Puerto Rico is working with the Convention District and the various components of the end-of-year effort gathering information on the impact of the event for the benefit of Puerto Rico tourism, he said. “Once we have that information we will make it public,” Zayas said. “Meanwhile, Discover Puerto Rico vigorously rejects attempts to politicize the event in contempt of the enormous number of people who worked hard to expose Puerto Rico to the world and improve the country’s economy through tourism.”

Prior to this, it was established to reduce the venue capacity to 50 percent (OE-2021-085), plus any person who attended an event would have to present a negative coronavirus
test taken in the past 48 hours, in addition to evidence of complete vaccination (OE-2021-080). Likewise, the producer emphasized that “although we see how the entertainment industry continues to be affected, at BAS Entertainment we are committed and continue working to offer good entertainment of the highest quality during this 2022.” Ticketera will soon be sending emails to people who have purchased tickets confirming the return of their money. “In the Heights,” the acclaimed piece created by actor and playwright Lin-Manuel Miranda, managed to appear at the Coliseo de Puerto Rico in September 2021 with nine successful performances, which were enjoyed by some 28,000 people, making history by being the first musical work to be presented in the venue after several changes of dates as a result of the pandemic.

CODEPOLA president provides eyewitness account of Salinas restaurant shooting By THE STAR STAFF

riel Torres Meléndez, president of the Corporation for the Defense of Gun License Holders of Puerto Rico (CODEPOLA by its Spanish acronym), said the shooting that occurred on Saturday at the Puerta al Sol Restaurant in Salinas “was not a shooting, but a direct attack by the owner of the premises against a customer.” “We were at the scene to corroborate the events. We maintain that the events did not occur as described by the local press,” Torres Meléndez said. “Among the people involved in the incident there are two members of CODEPOLA, and the third victim is a friend of those who accompanied them to dine at the place.” Part of an investigation by CODEPOLA was carried out in person at the scene of the events, before witnesses, Torres Meléndez said. The group also conducted interviews at the medical facilities where the victims were taken, he said. “Our investigation shows that three people were hanging out in the bar of the aforementioned business, when the owner of the restaurant, who in turn is a lieutenant of the Puerto Rico Police attached to the Canine Unit, uttered obscene words in front of employees and diners. Then he approached one of the injured and knocked over his drink,” Torres Meléndez said. “When the gentleman got up and cleaned his shirt, the lieutenant drew his regulation weapon and shot him in the groin without a word. After this, he proceeded to strike another of the companions in the face with his regulation weapon. Then he went back to where the bullet-wounded person was on the floor and continued hitting him.” During the investigation process, several officers from

Meanwhile, restaurant employees went to the hospital in a show of solidarity and support for the injured victims and stated that what happened “was not their fault,” Torres Meléndez said They said they were surprised by the behavior of their boss and that “the extreme reaction of the owner cannot be explained,” he said. However, police colleagues from the Salinas District told the families of the injured that “they had previously had to intervene with the lieutenant due to his character and
aggressiveness,” Torres Meléndez said. “Former Puerto Rico Police officers describe him as ‘trigger happy,’” he added. Torres Meléndez said the injured parties are requesting that the NIE immediately take possession of the hard disk of the security system recordings from inside and outside the establishment so they can have evidence of everything that happened and prove their innocence, since they fear that because the aggressor is a policeman, witnesses may feel intimidated. Torres Meléndez said that during the early morning hours, “the investigation mysteriously took another turn and the arrested detainees were released with their respective blows and bruises on their faces and bodies. “One of the victims is still in the Hospital Menonita de Guayama due to the gunshot wound, and not in the Medical Center in Río Piedras, as originally reported in the news media,” he said. The CODEPOLA president said he trusts that the investigation will be carried out with integrity and speed by the NIE, and the justice secretary and district attorneys to whom the case was assigned. “If my clients acted badly, we will assume the consequences, but if everything points to the preliminary reports that we have in the investigation, we will be looking at the process of filing charges,” Torres Meléndez said. “I have given instructions for our colleagues to be assisted by [attorney] Roxanna I. Soto Aguilú … and to see to it that their rights are protected. It was recommended that the third victim go to her primary doctor, have herself examine and document medical evidence regarding the beatings she received in the incident.”
Maximum capacity of public at sporting events capped at 250 By THE STAR STAFF

ecreation and Sports Secretary Ray Quiñones Vázquez issued administrative memo 2022-001 on Monday, which limits the maximum capacity of the public at sporting and recreational events to 250 people. “Once again, we continue to make the necessary efforts to stop the spread of this virus,” Quiñones Vázquez said in a written statement. “I know that our sports community will continue to cooperate in the faithful fulfillment of these guidelines so that we can return to the stands as soon as possible.” The document — which will be effective from today, Jan. 4 to Tuesday, Jan. 18 — establishes that the capacity of 50 percent occupancy in closed spaces and 75 percent in outdoor facilities remains in force as long as occupancy does not exceed 250 participants. Likewise, closure is ordered during the hours from 12 midnight to 5 a.m. of all private operations that serve

Child tax credit’s extra help ends, just as COVID surges anew By BEN CASSELMAN
F
or millions of American families with children, the 15th of the month took on a special significance in 2021: It was the day they received their monthly child benefit, part of the Biden administration’s response to the pandemic. The payments, which started in July and amounted to hundreds of dollars a month for most families, have helped millions of American families pay for food, rent and child care; kept millions of children out of poverty; and injected billions of dollars into the U.S. economy, according to government data and independent research. Now, the benefit — an expansion of the existing child tax credit — is ending, just as the latest wave of coronavirus cases is keeping people home from work and threatening to set off a new round of furloughs. Economists warn that the one-two punch of expiring aid and rising cases could put a chill on the once red-hot economic recovery and cause severe hardship for millions of families already living close to the poverty line. “It’s going to be hard next month, and just thinking about it, it really makes me want to bite my nails to the quick,” said Anna Lara, a mother of two young children in Huntington, West Virginia. “Honestly, it’s going to be scary. It’s going to be hard going back to not having it.” Lara, 32, lost her job in the pandemic, and with the cost of child care rising, she has not been able to return to work. Her partner kept his job, but the child benefit helped the couple make ends meet at a time of reduced income and rising prices. “Your children watch you, and if you worry, they catch on to that,” she said. “With that extra cushion, we didn’t have to worry all the time.” Unlike most other programs created in response to the pandemic, the child benefit was never intended to be temporary, at least according to many of its backers. Congress approved it for a single year as part of the $1.9 trillion American Rescue Plan, but many progressives hoped that the payments, once started, would prove too popular to stop. That didn’t happen. Polls found the public roughly divided over whether the program should be extended, with opinions splitting along partisan and generational lines. And the expanded tax credit failed to win over the individual whose opinion mattered most: Sen. Joe Manchin, D-W.Va., who cited concerns over the cost and structure of the program in his decision to oppose President Joe Biden’s climate, tax and social policy bill. The bill, known as the Build Back Better Act, cannot proceed in the evenly divided Senate without Manchin’s support. To supporters of the child benefit, the failure to extend it is especially frustrating because, according to most analyses, the program itself has been a remarkable

Researchers at Columbia University estimate that the payments kept 3.8 million children out of poverty in November, a nearly 30% reduction in the child poverty rate. Other studies have found that the benefit reduced hunger, lowered financial stress among recipients and increased overall consumer spending, especially in rural states that received the most money per capita. “What we’ve seen with the child tax credit is a policy success story that was unfolding, but it’s a success story that we risk stopping in its tracks just as it was getting started,” said Megan Curran, director of policy at Columbia’s Center on Poverty and Social Policy. “The weight of the evidence is clear here in terms of what the policy is doing. It’s reducing child poverty and food insufficiency.” But the expanded tax credit doesn’t just go to the poor. Couples earning as much as $150,000 a year could receive the full $3,600 benefit — $3,000 for children 6 and older — and even wealthier families qualify for the original $2,000 credit. Critics of the policy, including Manchin, have argued that it makes little sense to provide aid to relatively well-off families. Many supporters of the credit say they’d happily limit its availability to wealthier households in return for maintaining it for poorer ones. Manchin has also publicly questioned the wisdom of unconditional cash payments and has privately voiced concerns that recipients could spend the money on opioids, comments that were first reported by The Wall Street Journal and confirmed by a person familiar with the discussion. But a survey conducted by the Census Bureau found that most recipients used the money to buy food, clothing or other necessities, and many saved
some of the money or paid down debt. Other surveys have found similar results. For one of Manchin’s constituents, Lara, the first monthly check last year arrived at an opportune moment. Her dishwasher had broken days earlier, and the $550 a month that she and her family received from the federal government meant they could replace it. Lara, who has a 6-year-old daughter and a 3-yearold son and whose partner earns about $40,000 a year, said the family had long lived “right on the edge of need” — not poor but never able to save enough to withstand more than a modest setback. The monthly child benefit, she said, let them step a bit further back from the edge. It allowed her to get new shoes and a new car seat for her daughter, stock up on laundry detergent when she found it on sale and fix the brakes on her car. “None of the dash lights are on, which is amazing,” she said. Some researchers have questioned the policy’s effectiveness, particularly over the long term. Bruce D. Meyer, an economist at the University of Chicago who studies poverty, said that whatever the merits of direct cash payments at the height of the pandemicinduced disruptions, a permanent policy of providing unconditional cash to parents could have unintended consequences. He and several co-authors recently published a working paper finding that the child benefit could discourage people from working, in part because it eliminated the work incentives built into the previous version of the tax credit. Some Republican critics of the expanded child tax credit, including Sen. Roy Blunt of Missouri, have argued that it has essentially done too much to increase spending — that by giving people more money to spend when the supply chain is already strained, the government is contributing to faster inflation. But many economists are skeptical that the tax credit has played much of a role in causing high inflation, in part because it is small compared with both the economy and the earlier rounds of aid distributed during the pandemic. “That’s a noninflationary program,” said Joe Brusuelas, chief economist at accounting firm RSM. “That’s dedicated toward necessities, not luxuries.” For those receiving the benefit, inflation is an argument for maintaining it. Lara said she had noticed prices going up for groceries, utilities and especially gas, stretching her budget even thinner. “Right now, both of my vehicles need gas, and I can’t put gas in the car,” she said. “But it’s OK, because I’ve got groceries in the house, and the kids can play outside.” This article originally appeared in The New York Times.

US judge blocks vaccine mandate for Head Start program By ANNA P. KAMBHAMPATY
A
federal judge in Louisiana has blocked for now the White House’s requirement that all workers in the Head Start early education program be vaccinated. The preliminary injunction, issued Saturday by U.S. District Judge Terry Doughty, also halts a mask requirement for students aged 2 or older who are in close contact with other people or indoors. The ruling was brought to Doughty by 24 states that sued Health and Human Services Secretary Xavier Becerra. Head
Start is a federal program for young children from low-income families that offers early educational and child development support services. In September, President Joe Biden released his “Path out of the Pandemic” six-part COVID action plan, which called for teachers and staff of Head Start and Early Head Start programs to be fully vaccinated against COVID by the end of January. Staff of schools operated by the Department of Defense and Bureau of Indian Education were also required to be vaccinated. “These schools and programs collec-
tively serve more than 1 million children each year and employ nearly 300,000 staff,” the president’s plan read. Doughty cited a violation of separation of powers in his ruling. “The issue in this case is not whether individuals should take the Covid-19 vaccine, but whether federal agencies can mandate individuals to take a vaccine or be fired,” he wrote. “If the executive branch is allowed to usurp the power of the legislative branch to make laws, then this country is no longer a democracy — it is a monarchy.” It wasn’t clear if the White House
would fight the injunction, but the Supreme Court has recently upheld vaccine mandates for New York health care workers, Indiana University and air travel. In November, Doughty, who was nominated to the court in 2017 by thenPresident Donald Trump, also blocked Biden’s national vaccine mandate for health care workers. The Biden administration appealed that decision. White House officials did not immediately respond to a request for comment. Fauci: Hospitalization rates will be true test of omicron By GINA KOLATA
T
he nation should focus less on the skyrocketing number of coronavirus infections and more on the number of hospitalizations and deaths, Dr. Anthony Fauci said Sunday on ABC’s “This Week with George Stephanopoulos.” A seven-day daily average of just under 387,000 cases was being reported nationally, a 202% increase over the past two weeks, according to a New York Times database. Hospitalizations were up only 30%, however, to an average of 90,000 a day, while deaths had dropped 4% to an average of 1,240 daily. Fauci, the government’s top infectious disease expert, noted that many new infections, especially in people who are vaccinated and boosted, result in no symptoms or mild symptoms, making the absolute number of cases less important than they were for previous versions of the virus. “As you get further on and the infections become less severe, it is much more relevant to focus on the hospitalizations as opposed to the total number of cases,” Fauci said. That advice is in keeping with what many public health researchers have said all along. Despite the daily drumbeat of case counts, the number of positive tests has never been a perfect indicator of the
course of the epidemic. The number of tests has exploded because the omicron variant seems to be much more contagious than delta or other earlier variants and more people are getting tested for mild symptoms. What’s more, the official numbers are almost certainly an undercount, because many people are testing positive on rapid at-home tests or carrying the virus without any symptoms. Yet, as Fauci told Stephanopoulos, the concern is not so much the mild or asymptomatic cases being picked up with widespread testing as it is the number of people with severe or fatal infections. “The real bottom line that you want to be concerned about,” he said, “is are we getting protected by the vaccines from severe disease leading to hospitalization?” So far, vaccines and boosters appear to be providing that protection. But the unvaccinated remain at risk. “I’m still very concerned about the tens of millions of people who are not vaccinated at all because even though many of them are going to get asymptomatic and mildly symptomatic, a fair number of them are going to get severe disease,” Fauci said. Also, even if omicron is milder, as most evidence suggests, a higher caseload means more health care work-
ers who can’t work because they test positive as well as more chances that people could get sick enough to require medical care. “We have got to be careful about that, because, even if you have a less of a percentage of severity, when you have multi-multi-multi-fold more people getting infected, the net amount is you’re still going to get a lot of people that are going to be needing hospitalization,” he said.
Fauci also said that the Centers for Disease Control and Prevention may be reconsidering its guidelines for people who test positive for the coronavirus. The guidelines as of now do not require a negative test before people venture out after five days of isolation. But Fauci suggested that the agency may soon revise these guidelines to include testing. “I think we’re going to be hearing more about that in the next day or so from the CDC,” he said.

he Colorado wildfires that swept through suburban areas near Denver on Thursday may have been the most damaging in the state’s history, as they burned roughly 1,000 homes and forced the evacuation of tens of thousands of residents. Here’s what we knew as of Sunday: How and why did the fires spread? The fires began Thursday morning and spread with astonishing speed across suburban neighborhoods in Boulder County. Authorities said around 6,200 acres were burned. Sheriff Joe Pelle of Boulder County said Thursday that he believed the fires had been started by downed power lines. However, investigators have not found any evidence of that. The sheriff on Saturday said that authorities had executed a search warrant “on one particular location where we’re investigating,” but added, “I don’t have probable cause to understand what caused it.” While wildfires usually occur in Colorado’s mountainous region, far from where most of its residents live, the
Marshall fire attacked drought-stricken suburban neighborhoods instead. The wildfires came unusually late in the year for Colorado, where severe drought conditions in recent months have set the stage for such blazes to spread with ease. A state of emergency was declared. The fires Thursday burned around 1,000 homes, a shopping complex and a hotel, authorities said. No deaths or major injuries had been reported as of Sunday, but Pelle said three people had been reported missing. One had been found alive, but authorities were still searching for the other two: a woman from Superior and a man from an area near Marshall. The search efforts were hampered by debris and snow, the sheriff said. For many residents whose homes were spared, life has not returned to normal. Around 1,600 households remained without power Sunday, according to Xcel Energy in Colorado, the local provider. Some have likened the damage from the fires to that of the 2013 Black Forest fire, at the time the most destructive in Colorado’s history. That fire
destroyed roughly half as many homes as the one Thursday, but it killed two people. Gov. Jared Polis on Thursday declared a state of emergency, a decision that allows the state to tap emergency funds and to deploy the Colorado National Guard and other resources. He called the fires a “force of nature.” The Boulder area was hit with high winds, then fires, then snow. First came the powerful winds, including gusts of nearly 110 mph, which fanned the wildfires. The winds came two weeks after a powerful storm system generated dust
clouds in Colorado and other extreme weather across the Midwest. Just two days after they fled a firestorm, many residents Saturday slogged back through snow to their damaged homes. Nearly 1 foot of snow and single-digit temperatures added new items to their list of woes: frozen pipes and water damage. What happens next? Authorities have said it will take years to rebuild from the wildfires. Garry Sanfaçon, Boulder County’s disaster recovery manager, said the state was not done rebuilding from a disastrous flood that took place nine years ago.

What we learned about the economy in 2021 By NEIL IRWIN
F
or people who study the vicissitudes of the economy, 2021 was the most interesting year of the 2000s. It was not the most dramatic (that would be 2008 or 2020), and neither the best (2000 or 2019) nor the worst (2009). Rather, it was a year in which economic dynamics that had seemed entrenched for decades came apart or changed in fundamental ways. Workers attained the upper hand over employers; supply chains broke; inflation surged; and the economy rebuilt itself from its depressed pandemic levels with astounding speed. In contrast to the last economic cycle, the government tried overheating the economy for once. For better and worse, it succeeded. The unemployment rate, 6.7% in December 2020, fell to 4.2% 11 months later. That same shift took 3 1/2 years in the last expansion, from March 2014 to September 2017. But the flip side has been soaring prices and many goods in short supply. Inflation has reached its highest levels in four decades. In surveys, Americans are remarkably unsatisfied with economic conditions. The growth numbers have been good. The vibes have been bad. These are the most important things to learn from a year in which the economic ground beneath our feet shifted. Yes, you can overheat the economy. In the early months of 2021, there was vigorous disagreement between people in the centrist and left-of-center economics worlds. Was the $1.9 trillion pandemic rescue plan the Biden administration enacted, on the heels of a $900 billion bipartisan package passed in the final weeks of the Trump administration, too big relative to the hole the economy was in? For example, in February, the Congressional Budget Office projected that the 2021 output gap — the economy’s shortfall relative to its full potential — was only $360 billion. Even if you think the CBO numbers are too cautious, estimates like that implied that the pandemic relief that passed a month later would send too much money coursing through the economy and result in inflation. That, anyway, was the interpretation by traditional models of how fiscal stimulus works. Defenders of President Joe Biden’s approach emphasized, among other things, risk management — doing everything possible to get money into Americans’ hands, aggressively roll out vaccinations and get the economy back to its pre-pandemic path as quickly as possible. These views were shaped in large part by the experience of the last expansion. Fiscal austerity was a major reason for a painfully long slog out of the global financial crisis. After years or arguably decades in which the central crisis was an underheated economy, the experience of 2021 is a reminder that overheating can cause its own discontents.
For once, the government tried overheating the economy. For better and worse, it succeeded. With demand for goods exceeding supply, especially for physical items, it is clear that the surging prices and other related problems (shortages and shadow inflation) are now America’s central economic problems. Economists will debate how much they are attributable to excess stimulus for years to come. But regardless of where one comes down on that question, the events of the last few quarters are a reminder that just because the risks of overheating were dormant for a long time does not mean they have gone away. When supply chains get messed up, it is hard to unmess them. The disruptions to supplies of all sorts of goods have their roots in the earliest weeks of the pandemic, when manufacturers the world over pulled back on production amid collapsing demand and a public health crisis. But things did not play out as in past recessions. Demand for physical goods surged in late 2020 and into 2021 — not like a typical recession in which demand for cars and other big-ticket items is depressed. That happened because consumers shifted their spending toward physical goods and away from services, and government support kept incomes stable, preventing a collapse in overall demand. The result: an economywide occurrence of the “bullwhip effect,” a phenomenon from the field of operations management in which small shifts in demand ripple through supply chains to cause wild swings. The complexity of modern global supply chains and the fact that this bullwhip effect has played out across countless industries has made it a fiendishly difficult problem to solve. The issue is not just a shortage of semiconductors, or shipping containers, or any other single item. It is shortages of all these things crashing together in ways that make the feeling of scarcity and shortages more intense. More power for workers does not necessarily make workers happy. The tension between soaring demand and pandemiclimited supply showed up in the labor market in 2021 as well. The result was that workers were in command to a degree not seen in at least two decades. This showed up across multiple dimensions. Wages
have been rising rapidly. Companies have been forced to be more creative, flexible and aggressive in attracting a workforce. The rate of people quitting their jobs soared. After two decades in which employers were mostly able to have their pick of workers, the tables had turned. And people hated it. That is an exaggeration, of course. The Great Resignation is real, and plenty of people have taken advantage of this moment to secure a better, more rewarding employment arrangement. But in the aggregate, people view the state of the economy as horrendous. In a Gallup poll in early December, 67% of adults said the economy was getting worse. Overall economic confidence matched its lowest levels from the early days of the pandemic and was lower than it was in the very weak economy of 2010 and 2011. Some of this is surely tied to the fact that prices are rising more quickly than average wages, which means an average worker’s purchasing power is declining. Wage gains have been highest, in percentage terms, in lower-paying industries. In effect, hourly workers have been securing raises, while middle-managers and white-collar workers are, on average, losing significant ground. People really, really, really do not like inflation. For Americans younger than 50 or so, inflation is something you read about in history books or in articles about other countries. At least it was this time a year ago. That changed abruptly in 2021, for reasons involving the economic dynamics discussed above. Even if the rate of inflation comes down in 2022 — if prices rise more slowly — it is readily apparent that inflation is weighing heavily on Americans. But 2021 has made it clearer why inflation is less of a micro story about how higher prices affect individuals and more one of generalized discontent. For one thing, this inflation surge has manifested itself in ways beyond those easily measured — in poorer customer service because of labor shortages, less selection on store shelves and more hassle planning Christmas gifts far ahead of time. For another, during a pandemic and a time of profound polarization, high inflation adds to the sense that the world is a chaotic mess and will only get worse. And finally, it is natural human psychology to view the negatives of inflation (higher prices for consumer goods) and its positives (higher wages) differently. That pay raise was money I earned fair and square; that higher grocery bill is an affront done to me by powerful forces beyond my control. All that speaks to the central challenge for economic policymakers in 2022. For all the progress the economy made in 2021, it felt like a period of scarcity and want, whatever the growth numbers say. Achieving better vibes in 2022 depends on making it a year of abundance.

Wall Street climbs in upbeat start to 2022 U .S. stock indexes on Monday looked to extend a market recovery from the pandemic shock into the new year, led by a surge in heavyweight Tesla after the electric carmaker posted bumper delivery numbers. Tesla (TSLA.O)rose 10.4% after the company’s quarterly deliveries exceeded Wall Street estimates, riding out global chip shortages as it ramped up production in China. The stock gave the biggest boost to the S&P 500 and the Nasdaq, followed by Apple (AAPL.O) and Nvidia (NVDA.O). Apple’s shares, last up $181.61, closed in on the $182.86 mark needed to become the first company to post a market capitalization of $3 trillion. The banking index (.SPXBK) added 3.1%, as bank stocks tracked a jump in U.S. Treasury yields on expectations of a series of U.S. interest rate hikes this year. Wells Fargo’s shares were further boosted by a report of its upgrade to “overweight” by Barclays. Another economically sensitive sector, energy (.SPNY) firmed 2.5%, the most among major S&P sector indexes as crude prices rose on tight supply and hopes of a further demand recovery in 2022. “Looks like the reopening trade is in full force this morning and it basically says the market is looking through Omicron... it’s something we can live with, like the seasonal flu,” said Thomas Hayes, managing member at Great Hill Capital Llc in New York. The U.S. Food and Drug Administration authorized a third dose of Pfizer (PFE.N) and BioNTech’s COVID-19 vaccine for children aged between 12 and 15 years. Pfizer’s shares, however, fell 3%, pulling the healthcare index (.SPXHC) down 1.7%. BioNTech slumped 7%. At 11:45 a.m. ET, the Dow Jones Industrial Average (.DJI) was up 13.38 points, or 0.04%, at 36,351.68, the S&P 500 (.SPX) was up 5.01 points, or 0.11%, at 4,771.19, and the Nasdaq Composite (.IXIC) was up 95.75 points, or 0.61%, at 15,740.72. All of Wall Street’s main indexes ended 2021 with monthly, quarterly and annual gains, recording their biggest three-year advance since 1999. The benchmark S&P 500 added 27% in 2021 and reported 70 record-high closes, its the second-most ever, in a tumultuous year hit by new COVID-19 variants and supply chain shortages. The Dow added 18.7% for the year and the tech-heavy Nasdaq gained 21.4%. “Lots of liquidity and low-interest rates are the supporting factors which will change in couple of months when the Fed hikes rates somewhere in June,” said Randy Frederick, vice president of trading and derivatives for Charles Schwab. “But there remains huge capital on the sidelines which needs placement and as long as that is true markets will remain higher.”

A Spanish mystery: Is a ‘masked restorer’ to blame for a church’s botched repair?

T
he Romanesque church that sits above the river in the village of Castronuño used to look like many others that dot the land: not too decrepit for a 750-year-old, but not particularly well-kept, either. Then in November, Mayor Enrique Seoane noticed something that gave him a shock and caused a scandal in Spain. In a photo taken by one of his neighbors, Seoane spied a seam of very modern cement that someone had poured into a decidedly ancient archway. It was an apparent homemade repair job to keep the church’s eastern flank from falling in. The work was done by an unknown “masked restorer,” the mayor told a local journalist in a story that soon spread across Spain. While this might conjure visions of a superhero secretly coming to the aid of an aging church, that is not how the mayor’s words played in Spain. Instead, they stirred up bad memories in a country whose small towns and villages had
been scarred before by the eyesores these sort of vigilante repair efforts leave behind. The figure of do-gooder gone bad was epitomized in Spain by Cecilia Giménez, a grandmother then in her 80s, who made headlines around the world after her botched restoration of a century-old fresco of Jesus crowned with thorns called “Ecce Homo.” The result was so bungled, authorities at first thought the painting had been vandalized. Spain’s art and architecture conservators vowed to stop these amateur, and unwanted, restorers. Yet in Castronuño, in Valladolid province northwest of Madrid, a mysterious someone had struck again, this time at the Church of Santa María del Castillo, built around 1250 by the Knights Hospitallers of St. John of Jerusalem. It could be said that the problem of Castronuño is the problem of Spain: This ancient land just has too many old things in need of fixing. There are Phoenician forts, Celtic castles, Moorish minarets, Roman ramparts, granite Greek graves — all left by bygone civilizations that came here conquering, all bent on leaving something for posterity.
Even the name of the Spanish heartland, Castille, means something like “land of castles,” since so many were built after 800 years of battles between Christian and Muslim rulers. As she stood outside Castronuño’s damaged church on a recent day, Mar Villarroel, a children’s book writer who doubles as the hamlet’s part-time tourism promoter, observed that if Spain’s blessing was that it had so much history, then its curse was that so much was at risk of being lost for neglect. Take the old castle, she said, for which the village had been named but that had been razed by Ferdinand II of Aragón in the time of Columbus. Or Castronuño’s first church — built even earlier than the one in use today but demolished in 1919 (decades after its roof had fallen in). More recently, the villagers had been begging the government and the local Roman Catholic Archdiocese to come fix Santa María del Castillo before it suffered a similar fate. But with no sign that any help was on the way, someone was moved to take matters into their own grossly misguided hands. “The cement is a scandal; it is ugly, yes,” Villarroel said. “But you want to know the real scandal? It’s that those in charge let the church get this way.” While the mayor’s report this fall of a “masked restorer” had set off angry calls for an investigation to find the culprit, information that surfaced later both complicated the whodunit and emphasized just how long these errant interventions had been plaguing the country. A local resident, looking through an aging book about the churches of the region, noticed an image that showed the same seam of cement over the archway at least as early as 1999, when the survey had been published. With the crime apparently at least two decades old, it seemed there might be no finding out who did it. Sitting in his office, Seoane, the mayor, said he regretted if his words had made people think there would be a manhunt for the culprit. But the fact that no one had noticed the cement had been there all those years was telling, too, he said. And it wasn’t just the mishandled cement repair job that was now causing people to do a double take. Who had installed the alarm system that seemed drilled into the ancient stone? Or the bulky electrical conduit that jutted out of one of the ancient windows? It appeared to have been there for years, mostly unnoticed. And why was there wire mesh covering over the rosette window, and who had put it there? The list of impromptu repair jobs now being noticed at the church all of a sudden seemed endless. But at least the botched cement job — and the mayor’s colorful if fictional description of the perpetrator’s appearance — had gotten everyone’s attention, enough that Seoane thought he might finally get the funding to fix the other items that needed repair. “If we don’t get the job done this time,” he said, “I don’t think we ever will.”

Online ‘auction’ is latest attack on Muslim women in India By SAMEER YASIR

dia’s federal minister for communications, Ashwini Vaishnaw, said that GitHub had blocked the user behind the recent app. GitHub has not commented publicly on the episode. Karti Chidambaram, a member of India’s parliament and a leader of the opposition Congress party, wrote on Twitter that he was appalled that those responsible apparently felt emboldened because of the government’s lack of action on the previous auction. “It is unacceptable that this project of dangerous antiMuslim misogyny is back,” he said. On Monday, the police in the southern state of Andhra Pradesh said they had opened an investigation and filed a criminal complaint against several Twitter handles and developers of the app, based on the complaint of a Muslim woman. But many complaints said the lack of progress on the previous investigations had inspired little confidence. For years, Bég, has been a vocal critic of India’s governing Hindu nationalists and their anti-minority policies under
Modi. She has faced intense internet trolling, including death threats, on Twitter. Over the years, as the pressure has intensified, she said, she started self-censoring, avoiding critical posts on the policies of the Hindu nationalists. She said she had been worried about the rising intolerance, but the latest episode showcased how the online machinery was being used to make vocal Muslim women withdraw from public life, essentially eliminating any counternarrative. Hasiba Amin, a social media coordinator of the opposition Congress party, who was also featured on the auction app, says the fact that the violence and death threats against minorities online have recently gone beyond virtual is what keeps her awake. “What guarantees do we have from the government that tomorrow the threats and intimation online is not going to turn into the real-time sexual violence on the streets?” she asked.
iba Bég, a graduate student in the United States, was visiting the grave of her grandmother in New Delhi over the weekend when she learned that she was “for sale” to the highest bidder online — for a second time in less than a year. Her screen filled with dozens of calls and messages from friends, all sharing the same screenshot of the profile created of her on the app, a fake auction site called “Bulli Bai.” Bég, a former journalist with an active online presence, wasn’t alone. More than 100 other prominent Indian Muslim women, including artists, journalists, activists and lawyers, found that online images of themselves were being used without permission on the app, which went up on Saturday and was taken down again within about 24 hours. In June a similar app, called “Sulli Deals,” appeared. (Both terms are derogatory slang for Muslim women.) That one remained up for weeks and was taken down only after complaints from victims. Though the police opened an investigation, no one has been charged in that case. India’s online space is rife with misogyny and harassment of women. But the two “auctions” have amplified concern about the organized nature of the virtual bullying, and how targeted smears and threats of violence, particularly sexual violence, are deployed to try to silence women, especially those critical of some of Prime Minister Narendra Modi’s policies. “The intimidation is aimed at forcing Muslim women who raise their voices against the injustice to withdraw from public life,” said Bég, 26, who is pursuing a graduate degree at Columbia University. “But you don’t back off, even if everything gets overwhelming.” Muslim women were at the forefront of one of India’s largest protest movements in recent decades. In early 2020, before the coronavirus pandemic, thousands blocked roads and held demonstrations for months in protest of a new citizenship law that was seen as prejudiced against Muslims. Women featured in the “auction” included Fatima Nafees, the mother of a student activist who disappeared more than five years ago after a fight with members of a rightwing student organization; a film star turned social activist, a researcher, and several other prominent Muslim women. China moves to overhaul protections for women’s rights, sort of

T
he announcement was presented — in official news reports, on social media — as a major victory for Chinese women. The government was set to overhaul its law governing women’s rights for the first time in decades, to refine the definition of sexual harassment, affirm prohibitions on workplace discrimination and ban forms of emotional abuse. For many women in China, the response was: Hmm, really? The proposed revisions are the latest in a series of conflicting messages by the Chinese government about the country’s growing feminist movement. On paper, the changes, which China’s Legislature reviewed for the first time last month, would seem to be a triumph for activists who have long worked to push gender equality into the Chinese mainstream. The Women’s Rights and Interests Protection Law has been substantially revised only once, in 2005, since it was enacted nearly three decades ago. The government has also recently emphasized its dedication to women’s employment rights, especially as it urges women to have more children amid a looming demographic crisis. The official newspaper of China’s Supreme Court explicitly tied the new three-child policy to the revision, which would codify prohibitions on employers asking women about their marital status or plans to have children. At the same time, authorities, ever leery of grassroots organizing, have detained outspoken feminist activists and sought to control the country’s fledgling #MeToo movement. Sexual harassment lawsuits — already rare — have been dismissed. Women have been fired or fined for lodging accusations. When Peng
Shuai, a star tennis player, recently said on social media that a top Chinese leader had pressured her into sex, she was censored within minutes, and many worry that she is under surveillance. Women have also been increasingly pushed out of the workplace and into traditional gender roles since China’s leader, Xi Jinping, assumed power. Some fear that the campaign to encourage childbirth could turn coercive. The contradictions were clear in a recent article in the Global Times, a Communist Party-owned tabloid, about Chinese feminist advocacy. While the article hailed the proposed legal revisions as a “landmark move,” it also denounced “spooky ‘feminism’” and derided the “so-called MeToo movement” as yet another Western cudgel against China. Feminist activists have warned against giving the revisions too much weight. Feng Yuan, founder of Equality, a Beijing-based advocacy group, welcomed the move for its potential to impose “moral responsibility and pressure” on institutions. But she noted that the draft does not specify clear punishments for the violations it outlines. Instead, it uses phrases such as “will be ordered to make corrections” or “may be criticized and educated.” “This law, to be honest, is more of a gesture than a specific plan of operation,” Feng said. The gesture, at least, is extensive. As revised, the law would offer the most comprehensive legal definition yet of sexual harassment, to include behaviors such as sending unwanted sexually explicit images or pressuring someone into a relationship in exchange for benefits. It also instructs schools and employers to introduce anti-harassment training and channels for complaints. The law would also codify women’s right to ask for com-
pensation for housework during divorce proceedings — following the first-of-its-kind decision by a Chinese divorce court last year to award a woman more than $7,700 for her labor during her marriage. Some provisions would go beyond those in other countries. In particular, the draft bans the use of “superstition” or other “emotional control” against women. While the draft does not offer further details, state media reports have said those bans would cover pickup artistry. Pickup artistry — a practice that arrived in China from the United States — commonly refers to the use of manipulative techniques, including gaslighting, to demean women and lure them into having sex. It became a booming industry in China, with thousands of companies and websites promising to teach techniques, and it has been widely condemned by both the government and social media users. Elsewhere, bans on emotional coercion are spotty. Britain banned it in 2015, while the United States has no federal law against it. Yet the truly novel aspects of the Chinese law are limited. Many of the provisions already exist in other laws or regulations but have been poorly enforced. China’s labor law bans discrimination based on sex. The compensation-for-housework measure was included in a new civil code that went into effect last year. While the law affirms women’s right to sue, its emphasis is largely on authorizing government officials to take top-down action against offenders, said Darius Longarino, a researcher at Yale Law School who studies China. “The priority should be on bottom-up enforcement, where you empower individuals who have been harassed to use the law to protect their rights,” he said. It is rare for victims of harassment to go to court. An analysis by Longarino and others found that 93% of sexual harassment cases decided in China between 2018 and 2020 were brought not by the alleged victim but by the alleged harasser, claiming defamation or wrongful termination. Women who have made public harassment claims have been forced to pay those they accused. Nonlegal complaints can bring heavy consequences, too. In December, Alibaba, the e-commerce giant, fired a woman who had accused a superior of raping her. The company said that she had “spread falsehoods,” even though it had earlier fired the man she accused. Still, some women remain optimistic about the possible power of the proposed changes. A woman in southern Guangdong province who asked only to use her last name, Han, out of fears for her safety, said that she had endured years of physical and emotional abuse by her ex-husband. Even though she managed to secure a divorce last year, he continues to stalk and threaten her, she said. She obtained a restraining order, viewed by The New York Times, that cited chat logs and recordings. Yet even with the restraining order, when Han called police, they often told her that threats alone were not enough for them to take action, as he had not physically harmed her, she said. If the law were revised, she continued, police would be forced to recognize that she had a right to seek their help. “If the law changes, I will be even more convinced that everything I’m doing right now is right,” she said.

The military’s broken culture around sexual violence and suicide By CYBÈLE C. GREENBERG

nne Vassas loved being a Marine. She was always smiling. Younger members of her unit saw Vassas, 20, as something like a mother. Stationed in Iwakuni, Japan, she was reenlisting for a second tour. So it came as a shock when Vassas took her own life in August 2019, a month before her 21st birthday. Six months after her death, her father was surprised to discover among her belongings pages from a sexual assault report she filed in October 2018. A military investigation into Vassas’ death later found that she may have been sexually assaulted on three occasions while serving in uniform. The death of Vassas, and other deaths like hers, raises questions regarding the military’s ability to care for its service members who experience sexual trauma. In many cases, untreated trauma can have deadly consequences. There are numerous misconceptions about military suicide. Despite the stereotypes, there is no significant association between combat deployments and the rate of suicide, according to a study in JAMA Psychiatry. Some experts say that it would be more accurate to blame the problem on the military’s culture of intensity and violence that extends well beyond the battlefield. That includes toxic relationships between service members and continued stigma surrounding those seeking help. It is perhaps no coincidence that the Army and the Marine Corps — the two branches founded on an infantry culture, in which the perception of strength trumps all else — experience the

highest suicide rates. A report by the Defense Department inspector general this month indicates that although the number of sexual assault complaints has doubled in the past decade, the services often cut corners when it comes to investigating and prosecuting them. Sexual trauma is associated with an increased risk of suicide and is more likely than combat to lead to post-traumatic stress for both men and women. While combat troops get time to recover from their deployments, victims of sexual trauma are often sidelined or forcibly discharged, according to Don Christensen, a retired Air Force officer who is president of Protect Our Defenders, a nonprofit that works to end sexual violence in the military. Many victims of sexual violence actually experience trauma twice: once, at the hands of the offender, and a second time, at the hands of the institution they serve. In a July report, the Independent Review Commission on Sexual Assault in the Military found that many of those who reported sexual violence regretted doing so. The backlash often compounds the trauma of the actual assault. Worse still, some service members attempt suicide after speaking up and seeking help. Studies show that the perception of betrayal by the military bureaucracy in the aftermath of sexual assault is associated with severe depression and self-inflicted violence. Women who served in the military are at 2.5 times the risk for suicide compared to their counterparts who did not. According to the investigation into her death, Vassas tried reporting her sexual assaults several times. But the reporting process was perilous. During her initial training, she said that she had been forcibly kissed by another Marine. But when investigators reminded her that having a relationship with another trainee was prohibited, she withdrew her complaint. While stationed in California, Vassas told two of her childhood friends that an officer had interrupted another Marine pushing her up against the wall of his room and taking her pants off without her consent, after both had been drinking. She was disciplined over this incident because she was not supposed to be in the barracks for men. The inquiry into her death suggests that the officer who reprimanded Vassas ignored the assault and that a military investigator
believed she may have been lying about the incident “to get out of trouble for being in the wrong barracks.” But her medical record tells a different story. Her heightened depression and anxiety can be traced back to late 2018 and were likely “due to the stress induced by the sexual assault” in the barracks, according to a behavioral health assessment. It was also around this time that Vassas started voicing suicidal ideations to her friends, including one text message that read, “I can’t live with this pain.” But in February 2019, she was given a clean bill of health and cleared to deploy to Japan. There, Vassas may have been sexually assaulted yet again, according to Marines in her unit. Six months after her arrival in Iwakuni, Vassas was dead. The contours of her story are all too similar to those of other servicewomen. In May an Army specialist, Kaylie Harris, 21, who reported she was raped by a man after she came out as gay, died by suicide. In 2018 an Army private, Nicole Burnham, 21, died by suicide after incidents in which male soldiers held her down against her will and photographed and assaulted her. Despite some fellow soldiers calling her a “whore,” “slut” and “deserving of rape” after she reported the attacks, the Army was slow to transfer her out of South Korea, according to an investigation by CBS News. In 2009 a 20-yearold Marine, Carri Leigh Goodwin, died from acute alcohol poisoning after, according to a lawsuit, she was raped twice and bullied by her commander for reporting the second rape. Many factors have contributed to a recent increase in suicide rates for military personnel, and they’re not entirely well understood. The accessibility of guns certainly plays a role: The most common method of suicide across the military is death by firearm. The White House recently announced regulations that will increase the availability of secure gun storage and safety devices. More research is also needed on the possible correlations between military suicide, the protracted length of recent wars and the rise in traumatic brain injuries from increased exposure to improvised explosive devices. Despite years of effort and tens of millions of dollars invested in prevention research and programs, suicide continues to afflict military communities. Last year there was a statistically significant increase in the rate of suicide deaths by active-duty troops in all services — the highest rate since 2008, when the Pentagon began keeping detailed records, according to the Defense Department’s latest annual suicide report. An independent Pentagon commission established this year prefaced its findings on sexual trauma with a letter to service members: “We heard you.” But in at least some important ways, no one listened to Vassas, Harris, Burnham or countless other service members who experienced unbearable trauma while serving their country. Many military units still do not take sexual trauma or mental health as seriously as they should and often treat suicide awareness training as a perfunctory exercise. Few active duty military leaders speak out about their own struggles coping with trauma. Those who do often face derailed careers — something that discourages junior troops from speaking up and seeking help themselves. Ultimately, it is only genuine, supportive human connections with other service members, leaders and veterans — those who believe and understand them — that will save young American troops from feeling there is no way out.

AN JUAN – Un adolescente de 15 años resultó con una herida en su brazo izquierdo tras salir en defensa de su madre en medio de un incidente de violencia de género ocurrido a las 9:30 de la mañana del lunes, en un apartamento del residencial Nemesio R. Canales, en Hato Rey. Según la Uniformada, alegó la querellante,
que mientras se encontraba en su apartamento entró su expareja, un hombre de 42 años, y la tomó por el cuello con ambas manos. En medio de la agresión, la víctima alcanzó un cuchillo y le produjo una herida en la frente al agresor. Durante el incidente, el adolescente de 15 años, hijo de la mujer, también resultó con una herida en el brazo izquierdo, cuando intentó defender a su madre. El supuesto agresor huyó del lugar y
al momento no ha sido arrestado por las autoridades. La condición del joven herido es estable y no surge de la querella si tuvo que ser transportado a alguna institución hospitalaria. Este caso lo investigó el agente Adalberto Mercado, del Precinto de Hato Rey Oeste, y lo refirió a personal de la División de Violencia Doméstica para que continúen con la investigación.

In Mexico, women directors take the lead By OSCAR LÓPEZ
A
s a young girl growing up in 1980s Mexico, the idea of becoming a filmmaker was almost unthinkable for Fernanda Valadez. Other than a movie club at the local university, there were no cinemas in her hometown, Guanajuato, and films made by women were few and far between. “The dream of making cinema was something far away,” she recalled recently. “We grew up with the feeling that making films was very difficult.” Some 30 years later, however, that dream has become very real. Valadez’s debut film, “Identifying Features,” won two top prizes at the Sundance Film Festival in 2020, and this year it won best picture, director and screenplay, among other prizes, at the Ariel Awards, Mexico’s equivalent of the Oscars. After decades of fighting for recognition in an industry dominated by men, filmmakers like Valadez are setting Mexican cinema ablaze, not just releasing more work but also gaining the critical success and major awards that were long restricted to their male peers. In a society in which machismo has often held women back and gender-based violence is commonplace, the rise and recognition of female filmmakers reflects a broader social change brought about by both an emboldened feminist movement in Mexico and an urgent conversation about sexism worldwide. “It’s been years in the making,” Valadez said. “But I’m very happy to be part of a generation of women telling powerful stories.” Getting here has not been easy, either for Valadez or her fellow filmmakers. Tatiana Huezo is a Salvadoran-Mexican director, who in 2017 became the first woman to win the directing prize at the Ariels. Her latest film, “Prayers for the Stolen,” which received a special mention at the Cannes Film Festival this year, is Mexico’s candidate for the best international feature Oscar at the 2022 Academy Awards and last week made it onto the shortlist of finalists for the statuette. If nominated, Huezo would become the first Mexican woman to compete for the award, even as fellow countrymen like Alfonso Cuarón and Guillermo del Toro have dominated the top prizes of late. When Huezo was a little girl, her mother would sneak her into the cinema to see art-house movies. The director remembers being enchanted and at times frightened by the films of David Lynch and François Truffaut. But when she began studying at Mexico’s Film Training Center, she found herself confronted by sexism. Huezo had enrolled to become a cinematographer, but once in school, male directors wouldn’t take her on their projects, so she ended up having to both shoot and direct her own. “They would say that ‘it’s too heavy with the cameras,’ ” she said. Valadez encountered similar obstacles at the Film Training Center, where she was one of only four women in a class of 15. She said some female students at film schools were asked inappropriate questions like whether they were going to have children or they would be able to carry equipment.
“We women face more filters,” she said. “Men in these generations are brought up to believe that destiny is in their hands.” Sexism has long been an issue in Mexican film schools, said Maricarmen de Lara, a feminist filmmaker and professor who was director of the film school at Mexico’s National Autonomous University from 2015 to 2019. The industry was even worse when she was a young student, with sets ruled by men. “They were men who minimized the work of women, and they did it publicly,” Lara said, adding that a few were violent. “There were some cinematographers who wouldn’t even accept a woman assistant photographer.” But women have still managed to make films in the country for decades, said Arantxa Luna, the critic and screenwriter, pointing to Adela Sequeyro, who worked as a producer and director in the 1930s, and María Novaro, who along with Lara, was part of feminist collective Cine Mujer in the 1970s and ’80s. The legacy of the feminist film movement has been particularly lasting for Mexican documentaries: Between 2010 and 2020 women directed a third of documentaries in the country, compared to just 16% of fiction films. Still, it’s been an uphill battle. “Fifteen, twenty years ago in Mexico there weren’t that many women directors,” said documentarian Natalia Almada, who won a 2009 Sundance directing award. “Even just being out in the field as a woman with a camera making films meant something.” Off-camera, women have had an impact beyond direc-
ting. Behind some of Mexico’s most prominent male filmmakers of the last 20 years have also been producers like Bertha Navarro, whose credits include several of del Toro’s most acclaimed films, and Mónica Lozano Serrano, who was an associate producer on Alejandro González Iñarritu’s “Amores Perros.” A former president of the Mexican film academy, Lozano has in recent years defended public funding for cinema in Mexico. Meanwhile, the Hollywood success of Iñarritu, Cuarón and del Toro, nicknamed “the three amigos,” also helped the industry in Mexico, which has seen a surge in attention and money for film. Almada said they “turned a kind of international gaze on Mexico as a place where interesting work is being made.” The result has been an avalanche of Mexican cinema and a corresponding rise in the number of films made by women. In 2000, “Amores Perros” was one of just 28 Mexican feature films; in 2019, there were more than 200, according to official figures. In 2008, just five films were directed by women, by 2018, that number had increased to 47. Meanwhile, the Film Training Center, where both Valadez and Huezo studied, announced that beginning this year, half the places in its main courses would be reserved for women. Still, there is more work to be done, directors say. Of the more than 100 Mexican feature films produced in 2020, when the industry was affected by the pandemic, 17% were directed by women, down from 20% the year before and 25% in 2018. “There’s still a long way to go — it’s not yet equal,” Huezo said. “And I hope we get there because it’s going to enrich cinema so much.”

5 classical music albums to hear right now Liza Lim: ‘Singing in Tongues’ Elision Ensemble (Huddersfield Contemporary Records) Over the past decade, the reputation of Australian composer Liza Lim has grown steadily, with consistently strong chamber and orchestral albums released on top-flight experimental music labels like Wergo and Kairos. “Singing in Tongues” collects vocal and operatic music written by Lim between 1993 and 2008 — all of it handled persuasively by her longtime collaborators in the Elision Ensemble. The earliest piece here is an abstract take on “The Oresteia.” Its airy extended techniques, snatches of luminous vocal harmony and gnarly fullensemble blasts of sound give a sense of Lim’s approach to music drama: It’s more about traveling between timbres than it is about moving from one plot point to the next. That approach has remained remarkably consistent, but that doesn’t mean she hasn’t evolved. The most recent piece on the album — “The Navigator,” which concludes this set — is a magnum opus of slippery, sinuous invention. Fragments of the work have been available on YouTube, in Barrie Kosky’s staging. But this first full audio recording reveals Lim’s command of her style. As the piece progresses from a prologue written for an alto “Ganassi” recorder to the guitar-led opening of the first scene (“The Unwinding”), her skills as an avant-garde dramatist are on full display. — SETH COLTER WALLS Igor Markevitch: The Deutsche Grammophon Legacy; The Philips Legacy (Eloquence) The recent rash of archival boxed sets dedicated to conductors has tended to be a painful reminder of just how narrow a repertoire some major artists took after World War II — with lasting consequences for the field. But these two enticing collections offer an exception to the rule. Igor Markevitch, a polyglot, cosmopolitan figure who was born in the Kyiv of the late czarist empire but settled in Paris, was a major composer before he switched to the podium after the war, to the horror of Nadia Boulanger. He trained as a conductor with Pierre Monteux and Hermann Scherchen, sharing vivacity and rhythmic
drive with the former and clarity and incision with the latter. “My repertory runs from Purcell to Dallapiccola,” Markevitch said in 1957; for him, “versatility” was crucial if a musician were to understand where Stravinsky, a favorite of his, was really coming from. So along with wonderfully vibrant Haydn, committed Beethoven with not an ounce of heaviness and a Tchaikovsky cycle that has rarely been bettered since it was set down in the 1960s, these boxes find Markevitch leading Victoria, Berwald and Halffter, as well as exploring lesser-known Stravinsky and even the history of zarzuela. All of it is fresh, alive, essential — this was a real conductor. — DAVID ALLEN Walter Piston: Concerto for Orchestra and Other Works Boston Modern Orchestra Project; Gil Rose, conductor (BMOP/sound) Along with championing living composers, the Boston Modern Orchestra Project, under its founding director, Gil Rose, has for 25 years been bringing renewed attention to mid-20th century Americans, as in this exceptional recording of works by Walter Piston (1894-1976). The biggest discovery here is Piston’s 1933 Concerto for Orchestra, receiving its premiere recording. Piston is usually grouped with composers who hewed to American neoclassical styles. Yet elements of spiky modernism often run through his scores, as in this concerto. It opens with a marching, vibrant first movement, fol-
lowed by a scherzo driven by perpetualmotion runs for strings. The compelling third movement begins ominously, with a seemingly lugubrious passacaglia, the theme played low and haltingly by a tuba. The music becomes darker, more elusive and textured, with each variation as instruments enter, building steadily in intensity until a chorale calms things down, leading to an extended allegro alive with industrious counterpoint. The album includes a Stravinsky-influenced Divertimento for Nine Instruments; a pointillist and perky Clarinet Concerto, with Michael Norsworthy as soloist; and the premiere recording of Variations on a Theme by Edward Burlingame Hill. — ANTHONY TOMMASINI Vivaldi: ‘Cantate per Soprano I’ Arianna Vendittelli, soprano; Abchordis Ensemble; Andrea Buccarella, harpsichord and conductor (Naïve) This is the latest installment in the expansive Vivaldi Edition on Naïve, which is capturing a huge trove of the master’s scores on record and is scheduled to culminate in 2027, the year before his 350th birthday. In a monthly review feature earlier this year, I wrote about an album of early-17th century chamber madrigals by Sigismondo d’India; these Vivaldi “cantate per soprano,” from roughly a century later, are an outgrowth of that form. While the subject matter is still love, in both contemporary and ancient settings, the poetry Vivaldi sets in his multipart alternations of
recitative and arias is more pedestrian; he makes up for it with the increased vocal dazzle of the high baroque. The virtuosity poses no problem for soprano Arianna Vendittelli — her tone floating, but also agile and forceful. Given intimate accompaniment by Andrea Buccarella and the Abchordis Ensemble, Vendittelli is responsive to the different moods of these six cantatas: the dreamy melancholy of “Aure, voi più non siete”; the tossed-off lightness of “Tra l’erbe i zeffiri” and “La farfalletta s’aggira al lume”; the dash of “Si levi dal pensier”; and the burning grandeur of “Sorge vermiglia in ciel la bella Aurora,” the album’s highlight. — ZACHARY WOOLFE Pamela Z: ‘Echolocation’ (Freedom to Spend) This year proved rewarding for fans of vocalist, composer and visual artist Pamela Z. Despite widespread performance cancellations because of the pandemic, she brought new works to the Prototype Festival in New York and to German radio. She also issued her second full-length solo recording, “A Secret Code,” while one of her pieces was included on a compilation album produced by the Resonant Bodies Festival. And there’s time for one more offering from this veteran experimentalist. “Echolocation,” her long-out-of-print, cassette-only recording from 1988, has been reissued on the Freedom to Spend imprint. Its tracks include winning early takes of pieces like the chattering “Badagada” and the list-poem assemblage “Pop Titles ‘You’” — both of which are mainstays of her repertoire. But the rest of the set offers a rare look at this less documented period of her practice. Given her skill at live looping and solo concertizing, it’s a treat to hear her in bandleader mode. The track “I Know” features synthesizers performed by Donald Swearingen; those keyboard motifs suggest an affinity for both 1980s new wave as well as some 1970s Philip Glass. Coquito, the Puerto Rican holiday drink, available in frozen form By KORSHA WILSON
flavor’s namesake isn’t there to taste it. Peter Berrios died in June, but the family still hung his stocking behind the counter as they do every year, a testament to his presence which still infuses the business. “We have so many memories,” Pura Berrios said as she looked around the shop. “Even though he’s not here, he’s in everything.”
“T
hey don’t know how good they have it,” Christine Berrios said of her two children as she walked her son Noah into the small prep kitchen at Torico, her family’s ice cream shop in downtown Jersey City, New Jersey. Noah, 5, had been making pancakes with his grandmother, Pura Berrios, upstairs and came down to the first floor to ask his mother for chocolate chips. She gave him a small plastic measuring cup, half full with milk chocolate pieces, and sent him back upstairs. “Most of the time he comes down looking for ice cream,” Christine Berrios said as she watched him bounce up the stairs. This is a typical Saturday at Torico Ice Cream. It’s a business, but it also feels like a home, with photos in practically every corner documenting the family’s more than 50 years at the location. In fact, Pura Berrios and her family have lived upstairs off and on since 1970, when she and her husband Peter bought the building. In 1968, Peter and Pura Berrios had been operating a small deli for a few years on the same block as a Woolworth’s department store, when Pura got pregnant with their first child, Denise. Pura Berrios began to miss the flavors of her native Puerto Rico, specifically coquito, a holiday-season drink made with coconut, warming spices like clove and allspice, and often a splash (or two) of Puerto Rican rum. Peter Berrios, who also grew up in Puerto Rico, concocted for her a sort of coquito sherbet (without the alcohol), cracking fresh coconuts and grinding the meat before placing the mixture in a small hand-cranked ice cream maker. The result was smooth and creamy with a flavor reminiscent of the coquito she craved. “I started giving people tastes and they would ask to buy it, so we started selling it,” Pura Berrios said. Lines started forming along Erie Street for scoops at 5, 10 or 15 cents for a small, medium or large. Peter Berrios came up with a few more flavors, and eventually the couple converted their deli into an ice cream shop. They called it Tropical Delight before eventually shortening it to Torico, a play on “todo rico” or “everything is delicious.” “Once we started selling ice cream, there was no going back,” Pura Berrios said. Fifty-three years later, Torico is selling about 15,000 gallons of ice cream a year at the same compact, handsome storefront just blocks away from the Hudson River, with flavors inspired by tropical fruits like mango and tamarind, and beloved classics like pound cake and banana-peanut butter. Next year, Torico will open a second location in the Bergen-Lafayette neighborhood of Jersey City, with a larger production facility to help them expand the business to include shipping and selling to more retail and restaurant clients. “We’ve survived because we’ve always invested when

Ingredients: 1 (15-ounce) can cream of coconut, preferably Coco López 1 (15-ounce) can unsweetened coconut milk 1/2 cup heavy cream 4 teaspoons rum extract, plus more to taste 2 tablespoons sugar 3/4 teaspoon ground cinnamon Pinch of salt 4 large egg yolks Preparation: 1. Prepare your ice cream machine, freezing the insert bowl if needed. 2. In a medium saucepan over medium heat, combine the cream of coconut, coconut milk, heavy cream, rum extract, sugar, cinnamon and salt. Cook, stirring occasionally, until the cream of coconut melts down and all the ingredients are incorporated, making sure it does not come to a boil, about 5 minutes. 3. As the coconut mixture cooks, place the egg yolks in a small bowl, add 1/4 cup of the coconut mixture to the yolks and whisk quickly and vigorously. (This will temper, or bring up the temperature, of the eggs, so they don’t set.) Pour the yolk mixture into the saucepan with the remaining coconut mixture, and immediately start whisking over medium heat. Continue whisking until thickens and tastes intense, about 2 minutes. If you dip a spoon in the custard, it should coat the back. Run your finger through that coating; the stripe should hold for 3 seconds. Stir in more rum extract if you’d like. 4. Set a fine-mesh strainer over a food storage container or a bowl with a lid that can hold at least 1 quart. Strain the ice cream base into the container, to catch any pieces of egg that may have solidified, cover and refrigerate overnight. 5. Set up your ice cream maker, add the ice cream base to its bowl and churn according to manufacturers’ instructions. It should increase in volume and look thick and creamy, the consistency of soft ice cream. Serve the ice cream right out of the machine, or for a better, more traditional texture (think store-bought ice cream), transfer the churned ice cream to a food storage container and freeze for 4 to 5 more hours.

Stress may be your heart’s worst enemy By JANE E. BRODY
Y
ou’re probably familiar with these major risk factors for heart disease: high blood pressure, high cholesterol, smoking, diabetes, obesity and physical inactivity. And chances are your doctor has checked you more than once for these risks and, I would hope, offered advice or treatment to help ward off a heart attack or stroke. But has your doctor also asked about the level of stress in your life? Chronic psychological stress, recent studies indicate, may be as important — and possibly more important — to the health of your heart than the traditional cardiac risk factors. In fact, in people with less-than-healthy hearts, mental stress trumps physical stress as a potential precipitant of fatal and nonfatal heart attacks and other cardiovascular events, according to the latest report. The new study, published in November in JAMA, assessed the fates of 918 patients known to have underlying, but stable, heart disease to see how their bodies reacted to physical and mental stress. The participants underwent standardized physical and mental stress tests to see if their hearts developed myocardial ischemia — a significantly reduced blood flow to the muscles of the heart, which can be a trigger for cardiovascular events — during either or both forms of stress. Then the researchers followed them for four to nine years. Among the study participants who experienced ischemia during one or both tests, this adverse reaction to mental stress took a significantly greater toll on the hearts and lives of the patients than did physical stress. They were more likely to suffer a nonfatal heart attack or die of cardiovascular disease in the years that followed. I wish I had known that in 1982, when my father had a heart attack that nearly killed him. Upon leaving the hospital, he was warned about overdoing physical stresses, such as not lifting anything heavier than 30 pounds. But
he was never cautioned about undue emotional stress or the risks of overreacting to frustrating circumstances, such as when the driver ahead of him drove too slowly in a no-passing zone. The new findings underscore the results of an earlier study that evaluated the relationship between risk factors and heart disease in 24,767 patients from 52 countries. It found that patients who experienced a high level of psychological stress during the year before they entered the study were more than twice as likely to suffer a heart attack during an average follow-up of five years, even when traditional risk factors were taken into account. The study, known as Interheart, showed that psychological stress is an independent risk factor for heart attacks, similar in heart-damaging effects to the more commonly measured cardiovascular risks, explained Dr. Michael Osborne, a cardiologist at Massachusetts General Hospital. But what about the effects of stress on people whose hearts are still healthy? Psychological stress comes in many forms. It can occur acutely, caused by incidents such as the loss of a job, the death of a loved one or the destruction of one’s home in a natural disaster.
A recent study in Scandinavia found that in the week after a child’s death, the parents’ risk of a heart attack was more than three times the expected rate. Emotional stress can also be chronic, resulting, for example, from ongoing economic insecurity, living in a highcrime area or experiencing unrelenting depression or anxiety. Bereaved parents in the Scandinavian study continued to experience an elevated cardiac risk years later. Osborne participated with a team of experts led by Dr. Ahmed Tawakol, also at Massachusetts General, in an analysis of how the body reacts to psychological stress. He said the accumulated evidence of how the brain and body respond to chronic psychological stress strongly suggested that modern medicine had been neglecting a critically important hazard to heart health. It all starts in the brain’s fear center, the amygdala, which reacts to stress by activating the so-called fight-orflight response, triggering the release of hormones that over time can increase levels of body fat, blood pressure and insulin resistance. Furthermore, as the team explained, the cascade of reactions to stress causes inflammation in the arteries, fosters blood clotting and impairs
the function of blood vessels, all of which promote atherosclerosis, the arterial disease that underlies most heart attacks and strokes. Tawakol’s team explained that advanced neuroimaging made it possible to directly measure the impact of stress on various body tissues, including the brain. The researchers are now investigating the impact of a stress-reducing program called SMART-3RP (which stands for Stress Management and Resiliency Training-Relaxation Response Resiliency Program) on the brain as well as biological factors that promote atherosclerosis. The program is designed to help people reduce stress and build resilience through mind-body techniques such as mindfulness-based meditation, yoga and tai chi. Such measures activate the parasympathetic nervous system, which calms the brain and body. Even without a formal program, Osborne said people could minimize their body’s heart-damaging reactions to stress. One of the best ways is through habitual physical exercise, which can help to tamp down stress and the bodywide inflammation it can cause. Given that poor sleep increases stress and promotes arterial inflammation, developing good sleep habits can also reduce the risk of cardiovascular damage. Adopt a consistent pattern of bedtime and awakening, and avoid exposure at bedtime to screens that emit blue light, such as smartphones and computers, or use blue-light filters for such devices. Practice relaxing measures such as mindfulness meditation, calming techniques that slow breathing, yoga and tai chi. Several common medications can also help, Osborne said. Statins not only reduce cholesterol, they also counter arterial inflammation, resulting in a greater cardiovascular benefit than from their cholesterol-lowering effects alone. Antidepressants, including the anesthetic ketamine, may also help to minimize excessive amygdalar activity and ease stress in people with depression.

What we learned from Week 17 in the NFL By TYLER DUNNE
T
he Cincinnati Bengals have a young, unproven offense and a fan base that had pored over All-22 film breakdowns long enough to demand the team draft an offensive lineman last April to shore up its future. Riding high off a Week 16 win over the Baltimore Ravens, the Bengals figured that facing Patrick Mahomes and a savvy Kansas City Chiefs team Sunday would remind them how much growing they would need to reach the AFC’s golden standard. In a 34-31 upset, the Bengals (106) proved that choosing wide receiver Ja’Marr Chase in the 2021 NFL draft was the gap closer the team needed. The Bengals locked up their first AFC North title since 2015, and made one fact very clear: Joe Burrow throwing deep to Ja’Marr Chase is the NFL’s most dangerous connection. Again and again, with ruthless precision, former Louisiana State teammates Burrow and Chase tore up a Kansas City defense that had been shutting down just about every team it had faced in the past two months. Burrow completed 11 passes on 12 targets to Chase for three touchdowns and 266 receiving yards. Two of those game-swinging shots came on the winning field-goal drive. With the score tied 31-31 and 4:21 remaining, Burrow first unloaded a 35-yard pass deep right to Chase, who was being suffocated by cornerback Charvarius Ward. After a holding penalty and a sack marred the next two plays, the Bengals faced a third-and-27 from Kansas City’s 41-yard line. Cincinnati appeared to call the same play, having Burrow simply chuck it deep to Chase, who hauled it in for 30 yards, again over Ward. So anticipated was the target that Burrow said afterward, “Everyone knows that meme,” adding in explanation: “Ja’Marr’s down there somewhere.” From there, the Bengals were able to melt time off the clock, and an illegal use of the hands penalty on L’Jarius Sneed on fourth-and-goal from the 1-yard line allowed the Bengals to drain even more. Evan McPherson kicked the game-winning 20-yard field goal with no time left. The comeback win, in which Kansas
Ja’Marr Chase’s 266 receiving yards helped beat Kansas City in the least surprising way possible. City had led by as many as 14 points, showed Cincinnati is as powerful a contender as any of the AFC’s more respected franchises. Mahomes has looked typically dangerous in recent weeks, fitting throws in against defenses that prop two safeties deep and cutting back on the blooperreel interceptions. Josh Allen has mostly carried the third-rated offense of the Buffalo Bills (10-6) on his back this season. Running back Jonathan Taylor of the Indianapolis Colts (9-7) will wrap up his rushing title next week. The Tennessee Titans (11-5) expect to welcome back Derrick Henry soon. Yet after Week 17, this Burrow-toChase connection is most responsible for morphing a team that went 2-14 in 2019 into title contenders in 2021. Drafting Chase with the fifth pick over left tackle Penei Sewell, who went seventh, to Detroit, has proved a franchise-altering decision. Burrow was beat up a ton as a rookie, resulting in a major knee injury that ended his 2020 season. He has been sacked 47 times this season, behind a line that was built through free agency. But Burrow can quickly hit Chase for 30 or more yards, exquisitely placing deep shots where he
knows his former college teammate can grab them. And Burrow knows Chase can turn his less-perfect throws into gains. With the Bengals trailing 14-0 late in the first quarter, Chase caught a short pass and should have been blasted by linebacker Nick Bolton. Instead, Chase, a 6-foot, 201-pound receiver, hit the brakes to completely evade Bolton and then outraced the Kansas City defense to the end zone for a 72-yard score. Safety Juan Thornhill, who once ran a 4.42 in the 40yard dash at the NFL combine, appeared to have a perfect angle covering over the top, and Chase still dusted him. With Kansas City threatening a blowout, Chase boxed out Ward for his second touchdown grab to pull the Bengals within 7 points midway through the second quarter. When Ward threw his hands up in disbelief, he might as well have waved a white flag. There is likely nothing Ward or Darrelle Revis or Deion Sanders or anyone else could’ve done against Chase oneon-one Sunday. If any AFC teams hope to beat Cincinnati in the postseason, they will probably have to bracket a safety over the top. Burrow has 971 passing yards, eight touchdowns and no interceptions in his
past two games. One week ago, when Don Martindale, the defensive coordinator of the Baltimore Ravens, said he wouldn’t use his depleted secondary to double- or triple-team Chase because “I don’t think we’re ready to buy a gold jacket for Joe,” Burrow made him eat his words. On Sunday, he did it against a Kansas City defense that hasn’t been lit up since September. Of course, the scariest part of all this is that Burrow is 25 years old and Chase is 21. The Buccaneers will need everything Tom Brady can give. First, the New Orleans Saints beat them in a Week 15 shutout. The Tampa Bay Buccaneers didn’t lose only that game at home: Wide receiver Chris Godwin tore an anterior cruciate ligament and running back Leonard Fournette injured a hamstring. On Sunday, it sure appeared the lowly New York Jets (4-12) would deliver to Tom Brady one of his most embarrassing losses in his 22 pro seasons. Not only did the Jets build a 14-point lead, but Antonio Brown, the receiver whom Brady lobbied the team to acquire in free agency in 2020, unexpectedly stormed off the field in the third quarter. Brady wound up saving a 28-24 win with a nine-play, 93-yard touchdown drive in the game’s final minutes. On the scoring pass, he threw a 33-yard touchdown laser to Cyril Grayson: The pass was so forceful its momentum nearly carried Grayson the two steps into the end zone. But the Buccaneers’ foundation appears cratered at the worst possible moment. Afterward, coach Bruce Arians indicated Brown would be released from the team. With Godwin’s season-ending tear and major injuries to Shaq Barrett and Jason Pierre-Paul denting the Buccaneers’ vaunted pass rush, the onus of Tampa Bay’s postseason hopes will rest on Brady elevating the likes of Grayson and Tyler Johnson to augment his options beyond Rob Gronkowski and Mike Evans. At this point a year ago, Tampa Bay, healthy and peaking, blasted the Detroit Lions by 40 points. Now, despite Sunday’s win, Brady and the Buccaneers have a much different road to a title repeat.

Around the NFL Cardinals 25, Cowboys 22: Arizona stopped its three-game losing streak thanks to the hustle of Isaiah Simmons, the second-year rookie linebacker and edge rusher who tracked Dak Prescott on a fourth-quarter scramble and punched the ball loose for a Cardinals recovery, his fourth forced fumble of the season. Kyler Murray finished with 307 total yards, two touchdowns and — most importantly — no turnovers, and Cowboys running back Ezekiel Elliott was held to a 1.8 yards per carry average. Seahawks 51, Lions 29: Underachieving Seattle supplied the 12s with a few cheers in what may have been the final game there for both quarterback Russell Wilson and coach Pete Carroll. Wilson threw for 236 yards and four touchdowns and the Seahawks hounded Tim Boyle, the Lions’ backup quarterback, into three interceptions. 49ers 23, Texans 7: In his second career start, Trey Lance was steady as he threw for 249 yards and two touchdowns to earn a win San Francisco absolutely needed. His 45-yard scoring strike to Deebo Samuel midway through the fourth quarter provided some separation from the Texans and provided evidence that Lance gives the 49ers a chance to beat the Rams next week if Jimmy Garoppolo’s torn thumb ligament keeps him sidelined. Saints 18, Panthers 10: With disastrous injuries to their starting quarterback and offensive line, plus a rash of positive coronavirus tests among players, it is no small miracle that New Orleans could still make the playoffs with a win next week against Atlanta, and a 49ers loss. Credit the defense, which stymied Tom Brady in Week 15 and gave Sam Darnold and Carolina an abysmal day. The Saints racked up seven sacks with Cameron Jordan (eight tackles, 3.5 sacks) leading the way. Running back Alvin Kamara busted loose for one 30-yard run but managed all of 2 yards on his other 12 carries. Chargers 34, Broncos 13: After Broncos coach Vic Fangio inexplicably settled for a field-goal attempt to take 3 points out of a 20-3 deficit in the fourth quarter, the Chargers quickly ended the affair. Andre Roberts returned the ensuing kick 101 yards for a touchdown, and Los Angeles will now face Las Vegas in Week 18 with a playoff berth on the line. is on the verge of making the playoffs. Cornerback Rodney McLeod supplied the game-sealing interception of Taylor Heinicke in the end zone. Rams 20, Ravens 19: This win showed why the Rams traded for Odell Beckham Jr. On fourth-and-5 from the Ravens’ 12-yard line, with 1:08 left, Beckham hauled in an extremely difficult 5-yard reception. Matthew Stafford, who had been intercepted twice, went back to the receiver for a 7-yard touchdown pass on the next play. Bills 29, Falcons 15: Josh Allen’s three interceptions gave the Bills a scare but the reemergence of running back Devin Singletary helped push Buffalo to the win. Last season, the Bills showed zero desire to run the ball in January, even calling 20 consecutive pass plays to open up the divisional playoff game against Baltimore. With so many opposing defenses focused on stopping Allen, Singletary, who shredded the Falcons for 110 yards and two touchdowns on 23 carries, could provide much-needed balance. Patriots 50, Jaguars 10: Rookie quarterback Mac Jones got back on track by going 22 of 30 for 227 yards with three touchdowns and no interceptions. Of course, in New England, it all starts with the run. Damien Harris and Rhamondre Stevenson, who combined for 142 yards, helped create opportunities for Jones to throw successfully. Raiders 23, Colts 20: Receiver Hunter Renfrow made the play of the game, selling out for a 24-yard reception on third-and-10 with 54 seconds left to set up a game-winning field goal. Titans 34, Dolphins 3: So much for the Dolphins’ valiant playoff run. Their seven-game win streak came to a screeching halt in Nashville, Tennessee, as Mike Vrabel’s team relentlessly leaned on the run for 198 yards on 40 attempts, even without Derrick Henry. The Titans are one win away from locking up the No. 1 seed in the AFC for the playoffs. Bears 29, Giants 3: John Mara, a Giants co-owner, may indeed want to stick with coach Joe Judge beyond this season, but after yet another uninspiring effort — in which Mike Glennon completed four passes with two interceptions and was sacked four times — Mara was again confronted by a team whose problems run deeper than any one player, coach or general manager.
