hile the Financial Oversight and Management Board expressed concerns that Act 172 of 2020, which would broaden certain tax incentives, is inconsistent with the fiscal plan, it will allow its implementation with certain conditions.

In a letter to Javier Tirado-Polo, counsel for the Fiscal Agency and Financial Advisory Authority (AAFAF by its Spanish initials), the oversight board’s executive director, Natalie Jaresko, said the federally appointed board will allow the law to be implemented “with the understanding and agreement that the annual estimated fiscal impact of Sections 2 and 3 of Act 172 shall be deducted annually from the General Fund transfers to the ‘Appropriations under the custody of Treasury’ line item for ‘Export Development in the Economic incentive Fund, pursuant to law 60-2019’ of the Certified Budget.

She gave the government until Jan. 14 to agree to the condition.

Act 172 of 2020 amends the Export of Goods and Services Chapter of the Incentives Code to mirror Act 732008’s export activities provisions related to the preferential tax rate of 12% for royalty payments made to foreign entities. As a result of the amendment, businesses that export goods and services will now benefit from a 12% fixed tax rate for any payment of royalties, rents and license fees by those businesses to a foreign person not engaged in trade or business in Puerto Rico. The legislative intent was to grant the export business the same preferential tax rate in place for manufacturing, the visitor economy, infrastructure & green energy, and opportunity zone.

On Feb. 9, 2021, the oversight board said Gov. Pedro Pierluisi Urrutia acknowledged that Act 172 was inconsistent with the fiscal plan.

The oversight board notified AAFAF to “correct the law to eliminate the inconsistency” or “provide an explanation for the inconsistency that the Oversight Board finds reasonable and appropriate.”

The oversight board also notified AAFAF that the government had not submitted the required formal estimate, Jaresko said.

“As you know, Sections 2 and 3 of Act 172 establish a preferred tax rate of twelve percent (12%) on payments of royalties, rents, and license fees made by certain Puerto Rico export businesses to foreign entities for the use of certain intangible property,” she said. “In his February 9, 2021 certification, the Governor confirmed that Sections

2 and 3 of Act 172 are significantly inconsistent with the Fiscal Plan as their implementation would have an estimated impact on revenues ranging from $11.6 million to $41.3 million.”

The Puerto Rico Treasury Department revised the original estimated impact on revenues to include only those taxpayers with export services decrees under Act 20-2012 or Act 60-2019 and those with royalty payments under those acts.

“Treasury made these adjustments because the prior submission erroneously assumed all royalty payments made by the relevant taxpayers were related to eligible export activities,” Jaresko said.

Nonetheless, Treasury’s revised analysis estimates that Sections 2 and 3 of Act 172 will have a fiscal impact ranging between $81,847 for the current fiscal year and $409,235 for five fiscal years.

“As we have previously shared, the Oversight Board does not agree with AAFAF’s articulation of what is required for a law to be ‘significantly inconsistent’ with the Certified Fiscal Plan,” Jaresko said, adding that the board will allow the law’s implementation with conditions.

New chancellor envisions major turnaround for UPR’s Medical Sciences Campus

lka Ríos, the newly appointed University of Puerto Rico (UPR) Medical Sciences Campus (MSC) chancellor, has a handful of plans and a clear vision to turn the campus, which recently lost the accreditation of one of its programs and is enduring budget cuts, into a major hub for quality higher education.

In an interview with the STAR, Ríos, who is a dentistry professor and researcher at MSC, read a list of her ambitious plans. At the top of the list is retaking, along with the Health Department, a leading role as a health authority on the island, including the accreditation of all its academic programs and medical student residencies.

After the Accreditation Council for Graduate Medical Education (ACGME) revoked the accreditation of the Neurosurgery Residency program last year, MSC opted not to appeal the decision but to create a new program and submit it for accreditation.

In response to a question from the STAR, Ríos said that personally she did not agree with the decision made by her predecessor against appealing ACGME’s decision because it will now take three years to bring the program back.

She noted that MSC had already resolved some of the issues pointed out by ACGME, including the purchasing of equipment.

“There were also attenuating circumstances, like the pandemic and Hurricane Maria, that prevented the campus from fixing some of the issues,” she said. “But it is a decision that was made and we have to work with it.”

Ríos said she is already working toward the goal of getting back the program’s accreditation as soon as possible. Without the accreditation, MSC can’t accept any students to the residency program and the campus does not have a local version of the program, or “residencia

“I want to put my energy into complying with all the requirements to get the program back,” Ríos said.

Ríos, who had the support of MSC’s Academic Senate and obtained the highest scores in a report to become chancellor, almost did not get the job. UPR Interim President Mayra Olavarría Cruz only wanted MSC Interim Chancellor Wanda Maldonado for the position.

Olavarría Cruz’s action was criticized by former UPR President José Saldaña, who noted Ríos’ accomplishments and qualifications. Ríos has been interim vice president at UPR; chairwoman of the Molecular Sciences Research Center Executive Board; director of the MD/PhD Partnership Program between the University of Texas Health MD Anderson Cancer Center GSBS and the UPR School of Medicine; dean of academic affairs, interim chancellor, dean of student affairs and academic senator at MCS; and consultant to the Institute of Forensic Sciences.

The UPR governing board ended up voting for Ríos despite Olavarría Cruz’s preference.

Ríos said she has a cordial relationship with the interim president.

“I have always been inclined to collaborate,” she said.

The new chancellor noted that her goal is to fulfill the best interest of MCS’s five schools and its students “as they are our institution’s reason for being.”

MCS has a budget of $106.2 million for fiscal year 2022, which began in July, and is receiving a $17 mil-

lion allocation from the governing board to compensate for budget cuts.

Among her plans as chancellor are to bring out to the public the positive things that MCS is doing, which she says is a lot.

“For instance, MSC has community initiatives all across the island, but lately those have been invisible,” she said. “The things that have come out have been negative.”

MSC, through a $10 million federal allocation, is slated to provide training to various personnel in the Education Department.

There is also a high research and investigation component to the work at MSC. The campus is doing research work in conjunction with MD Anderson and the National Science Foundation that totals over $40 million in grants. This includes pioneering research in COVID-19 and the immunity provided by vaccines. In that regard, Ríos wants to reinforce the support system to allow MCS professors to enhance their research.

“Everything that we do is beneficial to the entire world,” she said.

The MSC also has combined programs with other institutions for its students. These are programs in which medical school graduates can conduct studies at other schools and their residencies, including those that go to MD Anderson, some of which return for work at the Comprehensive Cancer Center at UPR. MCS is slated to start classes on Monday, in virtual form, but will continue to do what are called its intramural clinics, Ríos said.

In-person classes to start Jan. 24

ov. Pedro Pierluisi Urrutia, along with Education Secretary Eliezer Ramos Parés and Health Secretary Carlos Mellado López, announced that classes in the island’s public schools will restart face-to-face on Monday, Jan. 24.

Teachers and non-teaching staff will begin preparing in person at the schools next Tuesday, Jan. 18, as will special education therapists. In this way, teachers will be able to review the updated Department of Health protocol, including that regarding random testing, carry out a census of personnel and their vaccination status to ensure compliance with the mandates, and conduct a student census with the same purpose.

“The start of school was scheduled to restart two weeks before what we are going to be doing,” Pierluisi said at a press conference. “Now we will have face-toface education starting on Jan. 24.”

“Given the unprecedented rise in the number of positives and hospitalizations we have, I have made this determination,” he added.

Pierluisi also announced that the dates apply to the public education system and at the same time are a recommendation for the private education system and for university education.

“We ask the university system, both public and private, to be included in the municipal tracking system or have their own system that can report to the Department of Health,” the governor said. “As I mentioned, the Department of Health, along with the Department of Education, has been reviewing the COVID protocols for our schools in order to temper them to the new conditions we face. It will be made public and next

week we will be able to implement it and adjust it as necessary.”

The education secretary pointed out that the school calendar would be adjusted so that students do not miss school days.

“The changes that are being made in the restart of classes are intended to safeguard the health of all components of our school communities,” Ramos Parés said.

“This clearly means that we will make adjustments to our school calendar to meet the amount of instructional time offered to our students; so we will announce in a timely manner what these adjustments will be. What everyone must be sure of is that our facilities will comply with the strictest protocols to ensure the safety of all our employees and students, and we are working hand in hand with the Department of Health to activate the protocols in the most effective way, to minimize the disruption of school environments.”

For his part, the health secretary noted that among the core issues, a new definition of fully vaccinated has been established for Education Department personnel, which would be a person with a primary series plus booster doses.

“There is an emphasis on staying home when you are sick or have symptoms; it also emphasizes increasing ventilation in classrooms by ensuring fresh air intake,” Mellado López said. “It should be remembered that by January 15 all employees of the Department of Education must have received the booster dose and in the case of students, they must be vaccinated by Jan. 31.”

“Likewise, we will be significantly increasing the number of random tests that will be carried out in schools, depending on the levels of positivity in the different regions,” the health chief added. “I reiterate that, as a people, we know what we have to do to

The governor noted that “the statistics are clear, vaccination saves lives and significantly reduces the chances of infection and severe disease.”

December vehicle registration deadlines extended to Jan. 31

ransportation and Public Works Secretary Eileen Vélez Vega signed Resolution 2022-01 on Wednesday to extend until Jan. 31 the term of validity and renewal of motor vehicle registrations and inspection stickers whose expiration date fell in December 2021.

“Resolution 2022-01 is signed in order to offer more options to citizens who have not yet been able to obtain the [inspection] sticker and thus provide more tools in favor of drivers who use our public roads on a daily basis,” Vélez Vega said. “As is generally known, the COVID-19 pandemic has affected all production areas; likewise, the distribution of inspection stickers at the island level.”

The resolution also extends the validity of the authorization for the sale of the 2022 inspection stickers, widely known as “marbetes” in Spanish, at the official inspection stations until Jan. 31.

“To meet the high demand for the sale of marbetes in 2022, it is necessary to allow the continuity of their sale through the official inspection stations,” Vélez Vega said. “With this resolution, the sale of marbetes in inspection centers is added to the islandwide ‘colecturías’ that, according to Regulation 7831, known as the ‘Regulation for the Sale of Motor Vehicle Registration Stickers by Official Inspection Stations,’ were the only ones authorized to sell 2022 marbetes. In this way, citizens who for some reason have not been able to obtain their marbete corresponding to December 2021 have more alternative points of sale.”

The programming -- which will be broadcast on WIPR and the governor’s Facebook page -- includes a special for boys and girls and a bohemian feature for adults.

New blogs help track progress of Housing programs under CDBG-DR

he Housing Department (DV) announced Wednesday the introduction of the new section of blogs, and blogs on the Community Development Block Grant Disaster Recovery (CDBG-DR) funds digital page, with the purpose of establishing an additional tool for easy access to guide citizens, organizations and municipalities on the progress of the programs implemented by the commonwealth agency.

“We continue to look for alternatives so that citizens have all the necessary information on the progress of the recovery work. Today, with this new section, we will expose through simpler language the impact of funds among citizens,” Housing Secretary William Rodríguez Rodríguez said. “We are betting on this new effort because it will help us to capture the attention of the public, who, beyond news and announcements, want to know more about the

Election falsehoods surged on podcasts before Capitol riots, researchers find

eeks before the 2020 presidential election, conservative broadcaster Glenn Beck outlined his prediction for how Election Day would unfold: President Donald Trump would be winning that night, but his lead would erode as dubious mail-in ballots arrived, giving Joe Biden an unlikely edge.

“No one will believe the outcome because they’ve changed the way we’re electing a president this time,” he said.

None of the predictions of widespread voter fraud came true. But podcasters frequently advanced the false belief that the election was illegitimate, first as a trickle before the election and then as a tsunami in the weeks leading up to the violent attack at the Capitol on Jan. 6, 2021, according to new research.

Researchers at the Brookings Institution reviewed transcripts of nearly 1,500 episodes from 20 of the most popular political podcasts. Among episodes released between the election and the Jan. 6 riot, about half contained election misinformation, according to the analysis.

In some weeks, 60% of episodes

mentioned the election fraud conspiracy theories tracked by Brookings. Those included false claims that software glitches interfered with the count, that fake ballots were used, and that voting machines run

by Dominion Voting Systems were rigged to help Democrats. Those kinds of theories gained currency in Republican circles and would later be leveraged to justify additional election audits across the country.

The new research underscores the extent to which podcasts have spread misinformation using platforms operated

by Apple, Google, Spotify and others, often with little content moderation. While social media companies have been widely criticized for their role in spreading misinformation about the election and COVID-19 vaccines, they have cracked down on both in the last year. Podcasts and the companies distributing them have been spared similar scrutiny, researchers say, in large part because podcasts are harder to analyze and review.

“People just have no sense of how bad this problem is on podcasts,” said Valerie Wirtschafter, a senior data analyst at Brookings who co-wrote the report with Chris Meserole, a director of research at

Brookings.

Wirtschafter downloaded and transcribed more than 30,000 podcast episodes deemed “talk shows,” meaning they offered analysis and commentary rather than strictly news updates. Focusing on 1,490 episodes around the election from 20 popular shows, she created a dictionary of terms about election fraud.

After transcribing the podcasts, a team of researchers searched for the keywords and manually checked each mention to determine if the speaker was supporting or denouncing the claims.

In the months leading up to the election, conservative podcasters focused mostly on the fear that mail-in ballots could lead to fraud, the analysis showed.

At the time, political analysts were busy warning of a “red mirage”: an early lead by Trump that could erode because mail-in ballots, which tend to get counted later, were expected to come from Democratic-leaning districts. As ballots were counted, that is precisely what happened. But podcasters used the changing fortunes to raise doubts about the election’s integrity.

Election misinformation shot upward, with about 52% of episodes containing misinformation in the weeks after the election, up from about 6% of episodes before the election.

The biggest offender in Brookings’ analysis was Steve Bannon, Trump’s former adviser. His podcast, “Bannon’s War Room,” was flagged 115 times for episodes using voter fraud terms included in Brookings’ analysis between the election and Jan. 6.

Sean Hannity, the Fox News anchor, also ranked highly in the Brookings data.

His podcast and radio program, “The Sean Hannity Show,” is now the most popular radio talk show in America, reaching upward of 15 million radio listeners, according to Talk Media.

“Underage people voting, people that moved voting, people that never reregistered voting, dead people voting — we have it all chronicled,” Hannity said during one episode.

Claims about voter fraud came not just from Hannity but also his guests, inclu-

ding pollster John McLaughlin, who shared a private exchange he had with Trump.

In the exchange, according to McLaughlin’s on-air account, Trump said that the election was stolen.

“Yeah,” McLaughlin said to the president. “I said it yesterday on Hannity radio.”

“Keep saying it,” Trump replied.

McLaughlin went on to say during the podcast: “This election, easily, was stolen and these drop boxes and the Dominion Systems — their voting system — are definitely the culprits.”

Claims about Dominion Voting Systems were debunked and internal Republican memos showed officials in Trump’s reelection campaign knew the claims were false. Dominion later filed a number of lawsuits against people and media companies who pushed the conspiracies.

Representatives for Hannity, McLaughlin and Beck did not comment when reached about the findings.

Apple’s podcast guidelines say the company does not allow podcasts that “may lead to harmful or dangerous outcomes.” Apple declined to comment.

Spotify did not immediately comment on the research.

The lack of moderation on podcast apps is particularly complicated for Alphabet, the parent company of Google and YouTube. The video streaming site cracked down on videos about election fraud, the conspiracy theory QAnon, and vaccine misinformation, prompting some podcast episodes hosted there to be removed. But the same episodes remained accessible on Google’s Podcasts app. Bannon’s show was removed from YouTube shortly after Jan. 6, for instance, but the podcast remains available on Google’s Podcasts app.

Google has argued that its Podcasts app more closely resembles a search engine than a publishing service because no audio is hosted by the company. A Google spokesman, Farshad Shadloo, said the app simply “crawls and indexes audio content” hosted elsewhere and that they have “policies against recommending podcasts that contain harmful misinformation, including misinformation about the 2020 U.S. elections.”

Stranded drivers are freed after 24-hour snowy ordeal on I-95 in Virginia

mergency crews on Tuesday afternoon freed the last of hundreds of drivers stranded by a snowstorm on Interstate 95 in Virginia, after more than 24 shivering hours of watching gas gauges drop, rationing food and water and holding out for any kind of help.

A 40-mile stretch of the highway — one of the busiest travel corridors in the United States — came to a standstill overnight after a fast-falling snowstorm led to jackknifed tractor-trailers and hundreds of other accidents. Some people abandoned their cars. Many, including a U.S. senator, spent the night on the snowy highway.

As people spent a sleepless night in driver’s seats and truck cabs, state troopers slowly trudged from person to person, helping when they could with supplies. Tow trucks dragged car after disabled car out of the ice.

“It’s been so horrible,” Arlin Tellez, 22, said in an interview Tuesday morning from her car on the highway in Caroline County, Virginia, about 80 miles south of Washington. She had been trapped there since 5 p.m. Monday without any food or

water, and was layering on clothes she had in the car.

“There’s just no way for us to know what’s actually happening,” she said. “When we tried to call the police, because at this point that was our only resource, they literally just told us to hang on tight.”

The interstate reopened Tuesday night after Virginia state officials said that they had been working to clear several hundred vehicles off I-95. With slick roadways still possible, the Virginia Department of Transportation said drivers should avoid unnecessary travel overnight and Wednesday morning.

“We were prepared for the storm that was predicted — a few inches of snow — but instead, Mother Nature sent more than a foot of snow to the Fredericksburg area,” Gov. Ralph Northam of Virginia said said at a news conference Tuesday afternoon.

Virginia State Police said they had not received any reports of injuries or deaths related to the storm, but authorities around the Mid-Atlantic said it had caused at least five deaths.

Officials said the storm began Monday with rain, which would have washed away road salts, and quickly overwhelmed efforts to keep the highway clear. Rain turned to sleet and then snow, which fell at a rate of 2 inches an hour for 4-5 hours, according to Marcie Parker, a Virginia Department of Transpor-

tation engineer.

“That was entirely too much for us to keep up with,” she told reporters Tuesday.

Cars and trucks slowed, and then stopped, on their way up and down hills. At least one tractor-trailer slid sideways across the highway. In some places, Parker said, 4 inches of ice froze underneath vehicles.

Corinne Geller, a spokeswoman for Virginia State Police, said authorities had responded to more than 1,000 traffic crashes and more than 1,000 disabled or stuck vehicles statewide. “We don’t believe that accounts for the vehicles on the 95 stretch,” she said.

The snowstorm trapped truckers, students, families and every stripe of commuter, including Tim Kaine, the junior U.S. senator from Virginia and a former Democratic nominee for vice president. His ordeal began at about 1 p.m. Monday, as his normal two-hour commute to the Capitol was disrupted by the gathering accidents and snow.

“I’m extremely tired,” Kaine said in a phone interview Tuesday afternoon as he arrived in Washington, having spent more than 20 hours stuck in his vehicle. “I had to sleep in my car last night on an ice-packed interstate with a ton of other cars.”

Jen Travis, a marketing agency owner from Sterling,Virginia, said she, her husband and their 12-year-old daughter got stuck near Fredericksburg, Virginia, around 2:30 a.m., as they were returning from a vacation at Universal Orlando Resort. Their road trip began after two canceled airline flights in Florida.

Travis, 42, said the family had no food since they stopped for dinner around 7 p.m. Monday, and that she had not gone to bathroom since then, either. “I’m telling you, my bladder is about ready to burst,” she said.

“Then we’re in the middle of COVID,” she added. “How do you walk up to a random house and say, ‘Can we use your bathroom? By the way, can you take a PCR test?’”

Filling stations and convenience stores did steady business, at least once drivers were able to get to them. An employee who answered the phone at a Sheetz gas station in Woodford, Virginia, on Tuesday afternoon said customers had been streaming in — many on foot, having walked about a quarter-mile from the highway.

“We don’t have much of anything left,” said the employee, who gave only his first name, Jason. Asked whether the station was out of fuel, he said, “We’re about to be.”

The bad weather also disrupted rail traffic in Virginia. An Amtrak train that was on its way to New York from New Orleans returned to the station in Lynchburg, Virginia, after coming to a stop north of there Monday, according to passengers who said they had been told that downed trees were blocking the tracks.

The storm caused problems around the region, burying parts of Virginia in more than 15 inches of snow, and knocking out power for hundreds of thousands of customers in Virginia, Maryland, North Carolina and Tennessee.

Monday’s storm led to the deaths of at least five people. In Maryland, two women and a man died after their vehicle collided with a snowplow, according to the Montgomery County Police Department. Local news outlets in Tennessee and Georgia reported that a child in each state had died after trees fell onto their homes.

In a clash with the teachers’ union, Chicago cancels classes for a day

ublic school officials in Chicago canceled classes for Wednesday amid a clash with the teachers’ union, whose members had threatened to stay home in a bid to force instruction online during a coronavirus surge.

Union members had criticized the district’s response to the omicron variant, which has pushed cases in the city to record levels, and said conditions in classrooms were unsafe. They voted Tuesday to refuse to report to school buildings, just two days after returning from winter break.

But Mayor Lori Lightfoot said reverting to online schooling was unacceptable and unnecessary, and her administration decided to call off class altogether — keeping the buildings open for emergency child care — rather than return to virtual instruction.

“Nobody signs up for being a home-schooler at the last minute,” Lightfoot said. “We can’t forget about how disruptive that remote process is to individual parents who have to work, who can’t afford the luxury of staying home.”

Lightfoot, a Democrat, urged teachers to report to work and suggested they were considering an illegal work stoppage. The Chicago Teachers Union said late Tuesday night that 73% of members who voted favored pausing in-person instruction.

As the highly contagious omicron variant rears its head, so do debates that were considered settled. After a relatively calm fall, when administrators, unions and families largely agreed that remote schooling was a nonstarter, the brinkmanship between the nation’s thirdlargest school district and its union exposes just how quickly that political consensus can fall away.

Like other school systems, Chicago has had to confront a shortage of tests and a far from universal vaccination rate among students. There have been large numbers of staff members calling in sick, and widespread anxiety among just about everyone. Other districts, including in Cleveland, Milwaukee and Atlanta, have also gone online temporarily, but without a public labor dispute.

“We are between a rock and a hard place — the rock being the pandemic, the hard place being an intractable, incompetent mayor,” Stacy Davis Gates, the union’s vice president, said this week. She added: “We said a two-week pause so they could get themselves together, have the proper communication, put in the necessary mitigations.”

Coronavirus cases have skyrocketed in Chicago to their highest level since the pandemic began. But as in the rest of the country, vaccinated adults have had lower rates of hospitalization and death, while children of all ages — regardless of vaccination status — have overwhelmingly been spared severe outcomes.

In addition, data from Chicago and elsewhere shows that in-school transmission of COVID-19 has been limited, with a majority of teacher and student cases

originating outside school buildings. More than 90% of Chicago Public Schools employees are fully vaccinated.

Still, members of the powerful Chicago Teachers Union have accused the school district of failing to adjust to omicron, and the growing threat of breakthrough infections. During the holiday break, they had asked for either universal PCR testing of students and staff or a two-week transition to remote learning.

Pedro Martinez, the district’s chief executive, said Tuesday that he would be more aggressive about shutting down school buildings if large numbers of staff and students there had coronavirus infections. But he pushed back against a districtwide shutdown, suggesting that misinformation was at the root of anxiety over reopening.

He spoke of the district’s $100 million investment in improving building ventilation, and efforts to monitor air quality in each classroom. He said he had continued “to plead, including with CTU leadership, to keep the schools open, to keep the classes going.”

Dr. Allison Arwady, the city’s public health commissioner, said Tuesday that she remained “extremely comfortable” with students learning inside schools.

“We’ve got to do risk-benefit analysis here, and at least among children, we have to think of this as similar to flu,” Arwady said, explaining that Chicago is averaging seven child hospitalizations per day because of COVID-19.

But the district’s bungled effort to test tens of thousands of students over winter break only added to

parents’ and teachers’ concerns. Most of the roughly 150,000 mail-in PCR tests given to students were never returned. Of the 40,000 or so tests that were mailed in, a majority produced invalid results.

Martinez said that many families had trouble following the test instructions, and that he had learned an important lesson: that student testing should be conducted at schools in order to be effective.

“I wanted to reduce the anxiety level, and I’m just disappointed that I couldn’t achieve that,” said Martinez, who called on the federal government to address the persistent shortages of tests. Moving forward, the district has committed to providing at least 30,000 screening tests per week; there are about 340,000 students in the system.

The Centers for Disease Control and Prevention has advised schools to avoid quarantines and closures by using a protocol known as test-to-stay, in which close contacts of positive virus cases take two rapid antigen tests in a week; only those who test positive must stay home.

But officials in Chicago, like those in many cities and towns across the country, said they did not have nearly the number of rapid tests they needed.

Arwady said the city had not received new shipments of the rapid tests since November, despite outstanding orders. She attributed the rapid test shortage to the federal government’s efforts to centralize the purchasing and distribution of the tests, and said she expected the problem to abate soon.

5G cellular service will go forward as US reaches deal with carriers

ederal aviation officials have agreed not to ask for further delays to Verizon and AT&T’s new 5G cellular service, clearing the way for the companies to start their service while avoiding a major clash with regulators who said it could endanger flights.

In addition to delaying the start of their service by two weeks, the carriers will temporarily put in place measures designed to address the government’s safety concerns about the technology, particularly around certain airports.

The agency had expressed concerns that the new 5G service uses signals that clash with equipment pilots use to land in poor weather. Officials have said they could restrict the use of that equipment, known as radio altimeters, which could force airlines to ground or reroute flights

under some conditions.

The new 5G service uses a portion of the airwaves, called C-Band, to operate; planes use an adjacent set of radio waves for their radio altimeters. The aviation industry has said the two signals could clash, with potentially dangerous results.

In a letter to the wireless companies on Monday night, federal officials said that absent “unforeseen” safety issues with the technology, they “will not seek or demand any further delays” in turning on the new technology.

“We are confident that your voluntary steps will support the safe coexistence of 5G C-Band deployment and aviation activities, helping to retain America’s economic strength and leadership role around the world,” said Transportation Secretary Pete Buttigieg and the administrator of the Federal Aviation Administration, Stephen Dickson, in a letter to the chief executives

of the two companies.

The agreement forestalls a collision this week between AT&T and Verizon, which initially planned to debut the service on Wednesday, and the federal regulators who said they could restrict flights if their concerns were not met. The nation’s airlines had said that the restrictions could disrupt hundreds of thousands of passenger flights, not long after holiday travel was dogged by delays and cancellations driven by staff shortages and weather.

“Last night’s agreement is a significant step in the right direction, and we’re grateful to all parties for their cooperation and good faith,” President Joe Biden said in a statement Tuesday.

“This agreement ensures that there will be no disruptions to air operations over the next two weeks and puts us on track to substantially reduce disruptions to air operations when AT&T and Verizon

launch 5G on January 19th.”

Under the agreement, the wireless carriers will follow through on their pledge to operate 5G stations at a lower power than they otherwise plan to. They will reduce the power even more around “no more than 50 priority airports,” according to the agreement.

The FAA said it would assess whether some radio altimeters could be safely used even with the 5G service, potentially exempting those devices from future restrictions and limiting the number of planes that would face delays or cancellations.

Airlines for America, a lobbying group, had threatened to go to court to block the new 5G service. In a statement, Nicholas E. Calio, the organization’s chief executive, said it would “continue to work with all stakeholders to help ensure that new 5G service can coexist with aviation safely.”

Dow hits record high on cyclical boost ahead of Fed minutes; tech falls T

he Dow index hit a record high on Wednesday as investors traded technology stocks for economic-related cyclical stocks that could benefit from a high-yield environment ahead of the minutes of the Federal Reserve meeting in December.

Seven of the 11 major S&P sectors advanced trading early in the afternoon with value-oriented energy (.SPNY), financial (.SPSY) and materials (.SPLRCM) equities leading.

Tech giants including Apple Inc (AAPL.O), Google owner Alphabet Inc (GOOGL.O), Amazon.com, Meta Platforms (FB.O) and Microsoft Corp (MSFT.O) fell between 0.5% and 2 , 2% to weigh the most on the S&P 500 (.SPX) and Nasdaq (.IXIC) indices.

Growth stocks were also under pressure from a recent rise in US government interest rates, triggered by growing anxiety about the prospect of interest rate hikes by the Fed to curb inflation.

“We are seeing a definite shift from technology as interest rates over the 10 years rise,” said John Lynch, chief investment officer at Comerica Wealth Management.

“You’ve just seen some of these positions relax, but nonetheless, higher market interest rates weigh on technology.”

The US Federal Reserve said last month that it would complete its bond purchase from the 2022 pandemic, signaling at least three rate hikes for the year. Minutes from the meeting will be sent out at 1400 ET / 1900 GMT. Salesforce.com Inc (CRM.N) fell 5.4% after UBS lowered its rating on the stock to “neutral” from “buy”.

At 12:07 ET the Dow Jones Industrial Average (.DJI) was up 92.07 points, or 0.25%, to 36,891.72, the S&P 500 (.SPX) was down 8.05 points, or 0.17% to 4,785.49 and Composite Nass. .IXIC) decreased 144.08 points or 0.92% to 15,478.64.

Intel Corp jumped 4.1% and was the highest percentage gain on the Dow after Northland Capital Markets upgraded the chipmaker’s stock to “outperform” from “market performance”.

The ADP National Employment report showed that private wages rose by 807,000 jobs last month, more than double what economists polled by Reuters had predicted.

The report comes ahead of the Labor Department’s more comprehensive and closely monitored non-farm pay slips for December Friday.

Peloton Interactive (PTON.O) fell 0.8% after JP Morgan lowered its price target on the fitness firm’s stock amid expectations of weaker demand.

AT&T Inc (TN) rose 3.8% after the U.S. telecommunications company added 880,000 monthly paying phone subscribers in the fourth quarter.

Meanwhile, Citigroup analysts said they now expect the S&P 500 index to touch 5,100 by the end of 2022 amid strong corporate earnings.

But as of this week, U.S. prosecutors had not charged anyone in the killing, although at least six U.S. citizens and residents had been implicated in the plot.

In particular, the FBI has not commented on the legal status of two Miami-based managers of CTU Security, Antonio Intriago and Arcangel Pretelt. According to officers of the Haitian police and Colombian intelligence, the two were aware of the coup plot.

Intriago had traveled to Haiti in the weeks before the assassination and met with some of the key Haitian suspects, according to the lawyers of the detained men and Haitian police.

Another U.S. citizen, a South Floridabased financier named Walter Veintemilla, helped fund the recruitment of the Colombian soldiers, according to Haitian police. In Haiti, CTU told the Colombian soldiers that Veintemilla’s company, Worldwide Capital, had secured billions in investments that would flow into the country under a new government. The Colombian soldiers were promised years of lucrative work supervising the security of the country.

There is no indication that Worldwide Capital or its subsidiaries, which sell retail financial products like mortgages and car insurance, ever had access to such capital.

Lawyers for Intriago and Veintemilla said in late July and August that their clients were innocent and were cooperating with U.S. authorities. They did not respond to request for comment on their clients’ current legal status.

Even less is known about Pretelt, a retired Colombian special forces officer who recruited his former colleagues, some of whom he knew personally from his service days.

Participants in the plot say that Pretelt claimed to have worked for U.S. law enforcement agencies and assured them that the United States was fully behind it. There is no evidence that Pretelt, who had once been a witness in a drug-trafficking case, had ever worked for the federal government.

Pretelt’s location is unknown, and he was not reachable for comment. The FBI and the Justice Department did not respond to a request for comment on his legal status.

Macron under fire after arguing France should make life miserable for unvaccinated

Marine Le Pen, the far-right leader and one of Macron’s main opponents in the upcoming election, accused him of “waging war” on the unvaccinated.

“Even if one doesn’t share their choice, they have broken none of our country’s laws,” she told reporters in Parliament late Tuesday, saying Macron had made a political and moral mistake. “He is continuing his policy of division, of pitting the French against one another,” she added.

Macron’s comments come in a heated political climate — less than four months before the presidential election — and after he vowed in a recent interview that he had learned from mistakes made earlier in his term, when his one-liners were regularly criticized as dismissive and out of touch.

The president’s opponents have maneuvered in Parliament to delay the passing of the vaccination bill, and his supporters have reported receiving death threats and insults because they are backing the legislation. One lawmaker’s home garage was the target of arson and hostile graffiti last month.

Stéphane Séjourné, a member of the European Parliament and close ally of Macron’s, defended the president’s comments, arguing on Twitter that it was the unvaccinated who were bothering the French by overburdening hospitals, exhausting health workers and “forcing the rest of the population to endure restrictions.”

“I’m not going to put them in prison,” he said. “I’m not going to vaccinate them by force.”

Instead, the government is pushing a bill through Parliament that will tighten the eligibility of France’s health pass by no longer allowing people to obtain one with negative tests. The pass grants access to restaurants, cafes, museums and other public spaces.

Once the bill is approved, only proof of vaccination — or, in some cases, of recovery from COVID-19 — will be accepted, effectively barring the unvaccinated from large sections of French social life.

France has seen record-breaking numbers of new confirmed cases almost every day over the past week — over 270,000 for Tuesday alone — and hospitalizations are steadily increasing. But unlike some of its European neighbors, France has balked at imposing restrictions like curfews or lockdowns to keep infection rates in check.

Macron has consistently made it clear that his government’s strategy was to make life for unvaccinated French people uncomfortable. But his comments, which were published late Tuesday on the newspaper’s website, marked the first time he stated so in such a crude way, even as the rapid surge of the omicron variant of the coronavirus is already fraying France’s social contract on COVID. Macron’s comments quickly caused an uproar in Parliament, interrupting a session where lawmakers were debating the government’s vaccination bill. Reaction from his political opposition was swift.

Kazakhstan shuts internet as government offices burn in protests

T

housands of people returned to the streets across Kazakhstan on Wednesday for a fourth straight day of demonstrations driven by outrage over surging gas prices, in the biggest wave of protests to sweep the oil-rich country for decades.

Protesters stormed government buildings and captured police vehicles despite a strict state of emergency and government attempts to concede to their demands, including by dismissing the Cabinet and announcing the possible dissolution of Parliament, which would result in new elections. Kazakhtelecom, the country’s largest telecommunications company, shut off internet access throughout the country on Wednesday afternoon.

Anger has been building since Sunday, when Kazakhs began protesting after the government lifted price caps for liquefied petroleum gas — frequently referred to by its initials, LPG — and the cost of the fuel doubled.

Many people in the country of 19 million found the price increase particularly infuriating because Kazakhstan is an exporter of oil and gas. It added to the economic misery in a country where the coronavirus pandemic has exacerbated severe income inequality.

In the days since, demonstrators have demanded the ouster of the authoritarian political forces that have ruled the country without any substantial opposition since it achieved independence from the Soviet Union in 1991.

The developments have plunged Kazakhstan, which had

been regarded as politically and economically stable and is at the heart of what President Vladimir Putin of Russia sees as the Kremlin’s sphere of influence, into chaos and upheaval.

The president of Kazakhstan, Kassym-Jomart Tokayev, announced early Wednesday that he was dismissing the prime minister and his entire Cabinet, and imposing a strict two-week state of emergency in much of the country.

In an address late Tuesday, he also said the government would reimpose price caps for LPG — which powers many cars in Kazakhstan — at half of the market rate.

“Dear compatriots, I urge you to show prudence and not succumb to provocations from within and from without, to the euphoria of rallies and permissiveness,” Tokayev said in a video address. “Calls to attack civilian and military offices are completely illegal. This is a crime that comes with a punishment.”

According to a document published on the president’s website, the state of emergency includes an overnight curfew; restrictions on movement, including curbs on entering and leaving Almaty, the country’s biggest city; and a ban on mass gatherings.

The government blocked social networking sites and chat apps including Facebook, WhatsApp, Telegram and, for the first time, the Chinese app WeChat. All public protests without a permit were already illegal.

In spite of the government’s attempts to quell the protests, footage posted online Wednesday showed thousands of people storming the main government building in Almaty.

Smoke billowed from City Hall as the crowd began to

disperse. The regional branch of the Nur Otan party, which is without opposition in Parliament, was also set on fire, according to local news media reports, as was the former presidential residence.

News services reported renewed clashes between protesters and police, who used stun grenades and tear gas to quell the crowd. Protesters also set fire to the prosecutor’s office in Almaty and then headed to the president’s residence.

According to the Almaty police, more than 500 civilians were beaten and protesters burned 120 cars, including 33 police vehicles, and damaged about 400 businesses. More than 200 have been detained.

The protests began Sunday in the southwestern oil town of Zhanaozen, where at least 16 oil workers striking for improved working conditions were killed by the police in 2011.

The public displays of anger quickly spread across the country.

In Aktau, a city on the Caspian Sea which serves as the country’s main oil and gas processing hub, protesters stormed the Akimat, the local government building. Local activists tried to control the crowd and prevent violence, according to Mukhtar Umbetov, a rights activist who took part in the protest.

The gas price increase was a spark that ignited long-simmering discontent over the past few years over income disparities in the resource-rich country, Umbetov said.

The coronavirus pandemic has exacerbated inequality, with rapidly rising prices hitting the poor the hardest, he said.

The main problem, however, was more fundamental: The Kazakh government, he said, “has removed all legal ways to participate in politics.”

“People don’t have any political intermediaries who would solve problems that exist in the country,” he said in a phone interview from Aktau. “Kazakhstan is rich, but its natural resources are not working in the interests of all — they work in the interests of a small group of people.”

As the protests have unfolded, the demands of the demonstrators have expanded to include a broader political liberalization. Among the changes they seek is the direct election of Kazakhstan’s regional leaders by voters; in the current system, they are directly appointed by the president.

For almost 30 years, Kazakhstan was ruled by Nursultan Nazarbayev, a former Communist Party boss. Nazarbayev stepped down in 2019, and Tokayev, a loyalist seen as his hand-picked successor, took over after elections that were widely condemned by Western observers.

Nazarbayev, now 81, still wields tremendous power, holding the title “leader of the nation” and serving as chairman of the country’s Security Council.

The ascension of Tokayev created two centers of power.

Nazarbayev and his family enjoy wide authority, while the new president, even though he is loyal to his predecessor, is trying to carve out a stronger role for himself, disorienting Kazakhstan’s bureaucracy and elites. This divide has contributed to the government’s slow reaction to the protesters’ demands, according to Arkady Dubnov, a Central Asia expert in Moscow.

“The government has been slow because it is divided and has no idea what young people in Kazakhstan really want,” Dubnov said. “On the other hand, the protesters don’t have a leader who would articulate it clearly.”

Relaxing is a skill. Here’s how to do it.

ometime in 2021, I learned how to do something that I suspect will greatly improve how I deal with what already looks to be a harrowing 2022. This thing I learned sounds trivial, a practice so simple you’d think there’d be no need for special instruction — which is probably why a lot of us go through life not knowing that there is a particular technique to getting it right.

What is this dark art? I learned the proper way to relax.

I don’t mean that I discovered the benefits of taking it easy or of remaining calm in the face of adversity and letting life’s troubles slide off my back. I mean it more literally: I learned how to relax my muscles, to purposefully, systematically isolate each part of my body and loosen the meat on my bones.

And I learned that doing so regularly, once or several times a day, can be more or less instantly life changing.

For me, deliberate muscle relaxation immediately reduces fatigue, stress and anxiety. It creates a kind of allover refreshed feeling that can be attained nearly anywhere and at any time. And it gets more effective the more I do it.

I have come to think of relaxation as a skill; the more I relax, the better I learn which parts of my body

tend to become tense, what that tension feels like and how to unlock that tension with a quick flick of the mind.

This might sound like New Age nonsense, but the benefits of muscle relaxation have been studied for decades, and research has found that versions of the practice may mitigate a wide range of physical and mental conditions — among them generalized anxiety disorder, hypertension, irritable bowel syndrome, insomnia, chronic pain, postpartum depression, some symptoms of schizophrenia, some side effects of cancer treatment, stress among students and anger and aggression in adolescents.

But enough about what relaxation does. Here’s how to do it. One of the most widely used methods is known as progressive muscle relaxation, which was developed early last century by Edmund Jacobson, a medical doctor who pioneered research into the connection between physical tension and mental well-being.

Jacobson’s insight was that a moderately tense muscle is indistinct — that is, one often does not notice, in ordinary life, that certain muscles are in a state of tension.

His method for relaxation is thus a two-step process.

First, learn to recognize what a particular muscle feels like when it is flexed. Then, focusing on that muscle in the flexed state, do the opposite of flexing: Relax.

When you’re starting out with muscle relaxation, it can be helpful to set aside time and space to do it. Find 10 or 15 minutes in the day when you’re unlikely to be disturbed. Look for a quiet spot where you can lie down on a bed or sit on a couch. Close your eyes. Take a few deep breaths.

Now begin: Start at your extremities — say, your

hands. Clench them and focus your mind on what that feels like. What is the physical sensation of a clenched fist? Which muscles are activated, and what does their activation feel like? After you have spent a few seconds focusing on the clench, you will be able to do the opposite. As you exhale (I’ve found that relaxation is best achieved on an out breath), gently unclench your fist. Let go of the tension. Feel your hand loosening, becoming heavy, falling into relaxation.

After repeating this a few times, you can move on to other parts. Your arms: Flex your biceps, feel the flex and then let go. Your shoulders: Shrug, then unshrug. Your mouth: Smile wide and feel the pull of your smile muscles, then let your smile go limp. Go on like this through your whole body, tensing and relaxing, and by the end of it, I promise, you’ll notice something. At first, it may be just a sense of calm, but the more you do it, the deeper into relaxation you’ll fall, eventually reaching a state of such blissful ease that it can feel hard to stop. On a weeklong beach vacation last summer, I spent an hour or more each day just relaxing — reveling in the euphoria of a body at maximum slack.

Muscle relaxation has also become my go-to way of going to bed. I used to have a lot of trouble falling asleep; now I lie down, breathe in and out in a slow rhythm and focus on letting all tension flow out of my limbs. I usually fall asleep within 20 minutes.

A few years ago, I wrote about how daily meditation had helped me cope with the chaos of digital life. I still meditate quite often, but I recognize that meditation is not for everyone. Many people find it close to impossible to quiet the mind; a lot of people told me they found the practice so hard that they gave up after one or two sessions.

Muscle relaxation is related to meditation — quieting the body is an important part of quieting the mind — but it is much easier to get into and a lot more portable. After your first few practices, you’ll begin to achieve mastery over your tension, to sense how you’re unconsciously tightening parts of your body during the course of a day.

Once you begin to recognize that feeling, muscle relaxation can become an allover, all-the-time activity.

Unless you’re operating heavy machinery, being pursued by a bear or otherwise facing imminent danger, you can generally relax whenever you like.

I find myself consciously relaxing everywhere, anytime — in the checkout line at the supermarket, say, or while on hold with my insurance company. And now that I’m done singing the praises of relaxation, I suppose I’ll go off to relax right now.

AN JUAN – El informe de COVID-19 del Departamento de Salud reportó el miércoles sobre 2,173 casos positivos confirmados, 5,603 casos probables y seis muertes.

Las personas fallecidas son: una mujer de 31 años de la región de Arecibo, tres mujeres de 43, 79 y 93 años respectivamente de la región de Mayagüez y dos mujeres de 65 y 87 años respectivamente de la región Metropolitana.

El monitoreo cubre el periodo del 20 de diciembre al 3 de enero de 2022.

La tasa de positividad subió a 36.12 por ciento.

Hay 456 adultos hospitalizados y de ellos, 68 están en intensivo. Mientras, 83 menores están hospitalizados y dos están en intensivo. Hay 37 adultos en ventiladores y un menor en ventilador.

Con una dosis hay al menos dos millones, 778 mil, 477 personas. Con las dosis completadas hay dos millones, 479 mil, 608 personas.

El total de muertes atribuidas es de 3,324.

AN JUAN – Una mujer que fue atropellada en la madrugada del miércoles falleció en el Centro Médico de Río Piedras, informó la Policía.

Según el reporte preliminar, Natalia Nicole Ayala Rivera de 20 años tuvo problemas con una goma de su vehículo BMW, color gris a eso de las 12:12 de la madrugada del jueves, en la calle Calaf salida hacia el Expreso PR-22 en San Juan.

La mujer fue arrollada por el conductor de un

vehículo de color oscuro, que no se detuvo en la escena ni dejó dato alguno.

En el incidente, resultó arrollado y con heridas leves, un hombre que se detuvo a ayudar a la mujer. El hombre llevó a la mujer en su vehículo personal hasta el Centro Médico de Río Piedras, donde el médico de turno indicó que su condición era crítica. El hombre recibió asistencia médica por las heridas recibidas y su condición fue descrita como estable.

Take a look at the inspirations behind ‘The Witcher’

N

etflix’s wildly popular series “The Witcher” has everything you could want from a fantasy adventure, including terrifying beasts, magical feats, sword battles and power plays. In the first season, we watched as the destinies of the title character, a monster hunter named Geralt of Rivia (Henry Cavill), became inextricably linked with that of the tormented sorceress Yennefer of Vengerberg (Anya Chalotra) and the young princess Cirilla (Freya Allan) — whose role and powers begin to emerge in the long-awaited Season 2, which was unveiled on Dec. 17.

But the show, based on a world created by Polish writer Andrzej Sapkowski, also has a sense of humor that often borders on the wacky, and it has even generated a pop-rock cult earworm, “Toss a Coin to Your Witcher.”

The series’ stylistic range is as unpredictable as it is wide.

To keep the inspiration flowing, showrunner Lauren Schmidt Hissrich tapes ideas and references on a door.

She was still a writer and executive producer on the Netflix superhero show “The Umbrella Academy” when she landed her new gig, back in August 2017, so the door did double duty for a while.

“When it was opened, it was all ‘Umbrella Academy,’ and when it was closed I could start delving into ‘The Witcher,’” she said.

Schmidt Hissrich, 43, spoke by video from Los Angeles about some of the inspirations behind “The Witcher.”

These are edited excerpts from the conversation.

— ‘Labyrinth’ Schmidt Hissrich has long loved the Jim Henson film “Labyrinth” (1986), in which the teenage Sarah is lured into a strange world of goblins and fairies.

“You have live action, you have songs, you have fun, and you also have these creatures, and they all feel of the same world,” she said. “For ‘The Witcher’ we struggled at first with, ‘How do you have people take a story seriously

The showrunner singled out the scene in which the Junk Lady dangles the lure of material possessions to distract Sarah from her mission. “There is that sense of, ‘If only I could stay here, if only I could believe this,” Schmidt Hissrich said. “And yet [Sarah] knows it’s not real.”

She compared the scene to one in the new season in which Ciri must make a decision between the past and the future — “and that’s really also what ‘Labyrinth’ is.”

— Michal Koralewski When she started on the series, Schmidt Hissrich felt it was important to understand where Sapkowski came from. Her research included going on a two-week trip to Poland and following Polish photographers on Instagram.

Among them was Michal Koralewski, whose image of the Old Town in the medieval city of Poznan has been on her wall for a few years now.

“Fantasy is often represented as dire and dour and gray, and it’s all dusty because it’s the worst time in the world,’” she said, laughing. “One of the things that I wanted to bring to ‘The

Witcher’ is a sense of light and color, so I was immediately attracted to the colors, the buildings, the brightness in the photo.”

Schmidt Hissrich also liked that the photo does not look like a Middle Ages cliché. “The show doesn’t take place in our conception of the medieval world — it’s a fantasy world with no boundaries of time and space,” she said. “A lot of times our characters speak with a little bit more modern language than you would expect. I know that’s a lot for a photograph but to me it hit all of those things.”

— ‘The Witch’ Schmidt Hissrich does not seek out scary movies (“They give me nightmares”) but she makes an exception for Robert Eggers’ period shocker “The Witch,” from 2016. “The idea of telling a horror story by what you don’t see deeply informed how we approach things in ‘The Witcher,’” she said.

More specifically, she draws parallels between the film’s heroine, Thomasin (played by Anya Taylor-Joy) and Yennefer. “Thomasin is going for acceptance of who she is in Puritan New England, and independence and power against societal restraints,” Schmidt Hissrich

said. “Their journeys are really interesting to me, and also, more generally, the blurring of good and evil. Temptation versus resistance: That theme from ‘The Witch’ directly informs Yennefer’s story this season.”

— ‘Elektra’ Schmidt Hissrich’s association with Netflix began on the “Daredevil” series a few years ago, and she wrote the episode introducing the slinky Marvel assassin Elektra Natchios in Season 2. Pulling a copy of Michael Del Mundo’s “Elektra: Bloodlines” comic book from a shelf, she flipped to a couple of pages.

“Visually, she goes from being a dancer to being an assassin and all of those ribbons become the blood,” Schmidt Hissrich pointed out. “It’s a character who is forced to let all other parts of their identity fall away, to become this one thing, an assassin. Geralt is a witcher and we see what happens when that facade has to start to break down.”

The choreographic element seeped into Geralt’s fight in a library in Season 2. “It is such a beautiful dance, and it’s a very environmental fight — he is picking up a stool here, a lamp there, because he does not have his weapons,” Schmidt Hissrich said. “There is something that evokes ballet in it.”

— A teacup Sitting on Schmidt Hissrich’s desk is a lovely little teacup — with the word “poison” printed on it. “I love to write about contrast,” she said. “There’s a scene in Episode 6 that’s very quiet; the music is kind of lovely and nice. And then something very violent happens.

Presenting those contrasts is a way to keep our audience on board.”

Clearly, “The Witcher” has its share of sex and violence, but it does not uncomfortably linger on either, unlike other series that may come to mind.

“It’s an adult show — kids should not be watching it,” Schmidt Hissrich said.

“But it doesn’t mean that every time we see someone get their head cut off, we should stay on the head and see everything spurting out.”

‘How Civil Wars Start,’ a warning about the state of the union

I

n the year since the rampage at the Capitol, chatter about a 21st-century American civil war has seeped from the fringes into the mainstream. During the Trump presidency, there were of course any number of books about political fracture; still, they mostly discussed widening but (usually) peaceable differences (Lilliana Mason’s “Uncivil Agreement,” Ezra Klein’s “Why We’re Polarized”), or they focused mainly on the historical roots of political violence (Joanne B. Freeman’s “The Field of Blood,” Kathleen Belew’s “Bring the War Home”).

By contrast, predictions of an imminent conflagration tended to come from those quarters that also celebrated it, on MAGA Twitter and its companion talk shows, invoking the paranoid fever dreams of the far-right. The logic was hard to follow, but it often went something like this: Snowflakes (i.e. liberals), despite being so wimpy that they’re cowed into wearing “face diapers” (i.e. masks), were physically preparing to muscle their way to a gun-free hellscape of gender-neutral bathrooms and critical race theory.

Who wanted to dignify such dumb scenarios with sober analyses? “These prophecies have a way of being self-fulfilling,” Fintan O’Toole recently wrote in The Atlantic, in a critique of a new book

by Canadian novelist and cultural critic Stephen Marche, “The Next Civil War.” O’Toole recoiled at Marche’s lamentations that catastrophe was inevitable, and at his speculative narratives of what might hasten the collapse. Such visions don’t just distract us from the chronic, less spectacular problems the country faces, O’Toole argued; apocalyptic premonitions are “flammable and corrosive,” making people so fearful of one another that “the logic of the preemptive strike sets in.”

When Barbara F. Walter began writing “How Civil Wars Start” in 2018, the few people who heard that it was “about a possible second civil war in America” thought it was “an exercise in fear-mongering,” she writes in her acknowledgments, “perhaps even irresponsible.” That “even” gives you a sense of Walter’s cautious inclinations. As a political scientist

who has spent her career studying conflicts in other countries, she approaches her work methodically, patiently gathering her evidence before laying out her case. She spends the first half of the book explaining how civil wars have started in a number of places around the world, including the former Yugoslavia, the Philippines and Iraq.

Only a fanciful vignette about twothirds of the way through — envisioning a morning of chaos in November 2028, with bombs going off across the country as California wildfires rage — made me think that Walter was “fear-mongering,” or at least pandering to our most literalminded instincts. Then again, if things are as dire as she says, forcing us to see what a collapse might look like may arguably be the responsible thing to do.

She suggests that we have gotten to this point because of a “failure of the imagination”; our realm of possibility has been hemmed in by the historical example of the American Civil War, with its muddy embankments and men on horseback.

The range of her case studies implies that another damper on the American imagination has been an insistent exceptionalism — the belief that political collapse is something that happens elsewhere.

Contemporary civil wars are in some sense common (Walter says there have been “hundreds” in the last 75 years), and in another sense rare. In any given year, only 4% of the countries that “meet the conditions for war” actually descend into one.

“Civil wars ignite and escalate in ways that are predictable; they follow a script,” Walter writes in her introduction, in what I thought was a bit of mechanistic hyperbole. It turns out that she and other scholars have identified certain risk factors, signs that things are starting to go awry.

Walter has a political scientist’s fondness for data sets and numerical scales. She says that the United States is firmly within the “danger zone” of a “five-point scale” measuring factionalism and a “21-point scale” measuring a country’s “polity index,” where a full autocracy gets a -10 and a full democracy gets +10. (We’ve slid from +10 to +5 in a few years, occupying what Walter and her colleagues call the not-quite-democratic and not-quite-autocratic zone of an “anocracy.”) The numbers serve a function, corralling troubling observations into a cold system of measurement that presents itself as beyond dispute, seemingly nonpartisan and scientific. The numbers also allow her to offer empirical grounding for her work while she makes her way toward some blunt conclusions: “Today, the Republican Party is behaving like a predatory faction.”

Of course, nothing is beyond dispute anymore — and the book has a chapter on that, too. Social media, for all its initial promises of interpersonal harmony, has become an efficient machine for stoking rage, tearing people apart when it isn’t bringing extremists together. An “ethnic entrepreneur” seeking to amass power by making bigoted appeals to a particular group doesn’t need an especially sophisticated disinformation campaign to get people to feel fearful and despairing, convincing them to turn against a democracy that includes people they hate. There’s comfort in assuming that autocracy has to arrive with a military coup: “Now it’s being ushered in by the voters themselves.”

America lucked out, Walter says, because “its first modern autocratic president

was neither smart nor politically experienced.” She ticks off the risk factors that have already been met here — factionalism, democratic decay, lots of guns. There is also, crucially, a once-dominant group whose members are fearful that their status is slipping away. It isn’t the downtrodden masses that start a civil war, Walter says, but rather what she and her fellow scholars call “sons of the soil.” Their privileged position was once so unquestioned and pervasive that they simply assume it’s their due, and they will take to violence in order to cling to power.

Walter’s earnest advice about what to do comes across as well-meaning but insufficient — though I’m not sure how much of it is her fault, considering that the situation she has laid out looks too inflamed to be soothed by a few pointers in a book. “The U.S. government shouldn’t indulge extremists — the creation of a white ethno-state would be disastrous for the country.” Thank you, Professor Walter.

She proposes that the government instead “renew its commitment to providing for its most vulnerable citizens, white, Black or brown.” This, too, seems unobjectionable — but she also makes clear that right-wing militias planning to kidnap and murder government officials are zerosum thinkers; they experience any benefit that might be shared by people who don’t look like them as a grievous loss.

While the blithely unworried are hindered by too little imagination, the florid fantasies of QAnon show that some Americans are beset by too much of the same. Walter mostly sticks to citing the scholarship in her field, but at one point, discussing the sinister clowning of Alex Jones, she reaches for Voltaire: “Those who can make you believe absurdities can make you commit atrocities.” The absurdities are by definition preposterous, but Walter’s book suggests that it would be preposterous to assume they’re irrelevant; it’s only by thinking about what was once unfathomable that we can see the country as it really is.

This is the NFL season that ran too long

elcome to Week 18 of the NFL season, the superfluous coda to an already-grueling marathon that few besides the television networks and advertisers really wanted.

Get ready to discover the answers to some crucial questions this weekend. For example: Will the Dallas Cowboys finish second, third or fourth in the NFC playoff seedings? A second-place finish guarantees them a home playoff game against a wildcard opponent, while third or fourth earns them a home playoff game against a different wild-card opponent. The stakes could hardly be any lower.

The Cowboys (11-5) will face the Philadelphia Eagles (9-7), who have already clinched a wild-card berth and may be missing many of their starters because of a coronavirus outbreak. Also, Saturday night’s contest will not actually determine the Cowboys’ final seeding. To learn their true fate, viewers will have to tune in for such can’tmiss Sunday action as the 12-4 Tampa Bay Buccaneers’ showdown with the 5-11 Carolina Panthers.

Cowboys-Eagles is actually one of Week 18’s most important games, which is why the NFL moved it to a prime-time television slot. Most of the weekend’s games have much more esoteric meaning, if they have any at all.

The Green Bay Packers (13-3) have already clinched home-field advantage throughout the NFC playoffs and a coveted first-round bye. All but two of the division titles have been decided. The Arizona Cardinals (11-5) and Los Angeles Rams (12-4) will duke it out for the NFC West championship Sunday, though not against each other.

The New England Patriots (10-6) can improve their chances to win the AFC East by beating the Miami Dolphins (8-8), who were eliminated from postseason contention last week, while the Buffalo Bills (10-6) can clinch the division by defeating the New York Jets, who were eliminated in 1972. All four divisional challengers still reach the playoffs if they lose, robbing their games of much of their potential drama.

The only Week 18 game with true playoffs-or-bust stakes for both teams pits the 9-7 Los Angeles Chargers against the 9-7 Las Vegas Raiders. In most weeks, ChargersRaiders would be preempted across much of the East Coast by a Cowboys game or

The NFL strives annually to create a final-week schedule that begins with an appetizer sampler of lesser matchups but gradually builds to a Sunday night crescendo in which all of the playoff pieces satisfyingly fall together like the resolution of a murder mystery. The league could have accomplished that feat last week, when the Eagles, Bills, Tennessee Titans and Cincinnati Bengals all earned playoff berths while the Dolphins, Washington Football Team, Cleveland Browns and other also-rans were mercifully eliminated.

Had the season ended in Week 17, the Cincinnati Bengals’ AFC North-clinching 34-31 upset of Kansas City would likely have been moved to prime time and served as a thrilling climax. Both teams, like the others mentioned above, still have potential first-round byes and home playoff games at stake, but they will fight for them against

eliminated opponents who may shift into evaluate-the-backups mode. Watching the scoreboards will be more informative and interesting than watching the games.

The 16-regular-season-game, 12-playoff-team format, which lasted from 1990 through 2020, created a delicate equilibrium that made compelling final weeks possible.

Playoff berths were relatively scarce, while first-round byes were precious but reasonably attainable. The best and worst teams sometimes still had little to play for in their season finales, but there were still plenty of games between quality opponents with meaningful stakes in between.

The league upset that equilibrium by adding two wild-card berths and eliminating two first-round byes in 2020, then lengthening the regular season this year. Division winners with no chance for a first-round bye, like the Cowboys and the Buccaneers, may still be motivated to earn a higher seed so they can face a weaker first-round opponent and perhaps gain an extra home game later in the postseason. But that’s not a compelling hook for casual viewers.

The extra wild-card berths, meanwhile, turned the second half of the season into an endless round robin of welterweights who neither gained much ground by victory nor fell very far behind in defeat, making the games feel repetitive and insignificant. When every routine December matchup is a potential “playoff preview,” then playoff previews cease to be very interesting.

The latest COVID-19 surge made the end of this NFL season feel even longer and less relevant. The Eagles and Raiders climbed past the Browns and Washington by defeating their glorified scout teams in rescheduled December games. Wildcard berths are not necessarily going to the worthiest teams this year, but the ones whose outbreaks were fortuitously timed.

Finally, ending the regular season on the weekend after New Year’s used to provide tidy emotional closure for weaker teams and their fans. Forcing the Jets and the New York Giants to endure another icy week of pointless football is a little like leaving the Christmas decorations up until the crocuses bloom.

The NFL’s ultimate goal seems to be extending the regular season to 18 games, pushing future Super Bowls into Presidents Day weekend. Fans will then grow conditioned to accept wearying winter weekends of .500-caliber teams battering one another for the right to get routed by Tom Brady (yes, he will still be playing) in the first playoff round. The thought that a 17-game regular season was too long will someday seem as quaint and antedated as the Christmas Eve playoff matchups of the mid-1970s.

No matter how long the league draws out its season, fans are sure to keep watching. More than 28 million viewers tuned in for Packers-Browns on Christmas, with another 12.6 million flipping to NFL Network for the Indianapolis Colts’ evening game against the Cardinals. If a small-market, moderate-stakes, cable-tier NFL broadcast like Colts-Cardinals can earn a 5.3 audience share on a holiday, Eagles-Cowboys will do boffo box office, Raiders-Chargers will do even better, and some future mid-January duel between teams with 8-9 records for the eighth playoff seed will still attract plenty of customers.

The NFL’s audience never tires. Ultimately, that’s all that matters.

Skepticism greets Novak Djokovic’s vaccine exemption

as there ever a doubt that Novak Djokovic, jab or no jab, would end up in Melbourne this month to defend his Australian Open title?

Not seemingly among his competitors.

Many of them figured as soon as the tournament announced late last year that players could apply for a medical exemption from the COVID-19 inoculation requirement that officials would find a way for Djokovic, the vaccine-averse, 20-time Grand Slam tournament champion, to compete for a record 10th title in Australia.

And when that exemption came through Tuesday, and Djokovic, a Serbian ranked No. 1, posted a picture of himself on Twitter announcing his imminent departure for Australia, reaction among the pro tennis elite ranged from skeptical to inspired.

There was this exchange from Alex de Minaur and James Duckworth, both of Australia, after they lost their singles matches in the ATP Cup, a team tournament in Sydney.

“If he’s fit the criteria, then, yeah, he should be able to come,” Duckworth said.

“That’s very politically correct of you,” de Minaur said with a laugh. “As James has very wisely put out there, I think he’s said all the right things there. Look, I just think it’s just very interesting, that’s all I’m going to say.”

By Wednesday, Australian politicians were weighing in. The prime minister, Scott Morrison, said the government expected to see evidence that Djokovic merited his exemption, and threatened to put him “on the next plane home” if he did not meet the strict requirements for one.

“We await his presentation and what evidence he provides us to support that,” Morrison said. “If that evidence is insufficient, then he won’t be treated any different to anyone else and he’ll be on the next plane home. There should be no special rules for Novak Djokovic at all.”

Djokovic, who is tied with Rafael Nadal and Roger Federer for the most Grand Slam men’s singles titles, has long held some non-traditional views of science and medicine (he once asserted that prayer and belief could purify toxic water) and has had a complicated relationship with the pandemic.

In June 2020, when sports were still largely shut down, and long before experts deemed it safe for people to gather and large events to take place, Djokovic organized a

Novak Djokovic will compete for a record 10th title in Australia later this month. series of exhibition matches in Serbia and Croatia and invited several of the world’s top players to participate. They obliged, and several of them became infected with the coronavirus, including Djokovic.

Eventually, vaccines became available and a debate ensued about requiring tennis players to get inoculated, to protect themselves, tennis fans and tournament organizers, since the tours are an 11-month journey around the world. Djokovic was adamantly against this. He has long said vaccination is a private and personal decision that should not be mandated.

This placed him at odds with his chief rivals, Federer and Nadal, who are vaccinated.

Just last month, Nadal said he did not have a position on a mandate but deferred to the experts who said vaccines were the best way to protect everyone.

“I don’t pretend to know more than what the authorized people say,” Nadal said last month during his preparation for the

Australian Open in the United Arab Emirates. He tested positive for the coronavirus upon his return to Spain. “If the people who really know about it say that we need to be vaccinated, who am I to create a different opinion?”

Throughout last year, the WTA, the professional women’s tour, and the ATP, the men’s circuit, did not require a vaccination, though players often have had to adhere to staying within a strict bubblelike environment as they hopscotched the world.

But then the Australian Open announced the vaccine would be required to gain entry into the country. Djokovic’s father referred to the mandate as “blackmail.” A confrontation between tournament organizers and Novak Djokovic appeared inevitable, producing mixed emotions at the top of the game.

Djokovic’s absence would make it easier for his rivals to win. But while he is not exactly close with Federer or Nadal, Djokovic is extremely popular among many top players,

including leading members of the so-called next generation, like Alexander Zverev of Germany, Daniil Medvedev of Russia and Stefanos Tsitsipas of Greece, who also happen to be his neighbors in Monte Carlo.

“Hopefully the Australian government will make an exemption or whatever it is that they can do for him to be able to participate there,” Zverev said in November at the ATP Finals in Italy.

Such an exemption had the potential to become a political hornet’s nest in Australia. The country has waged one of the most successful battles against COVID-19 but it has come at a steep price. Strict lockdowns have lasted for months. International borders were largely closed until recently. Inbound travelers had to adhere to an expensive, twoweek quarantine upon arrival. For long periods, even domestic travel between states was also prohibited. The country has experienced only 2,200 deaths but since opening its borders late last year it is now dealing with more than 30,000 cases each day.

As the Australian Open approached, though, Craig Tiley, the tournament director, announced that in accordance with the government of Victoria, the state where Melbourne is, there would be an independent review process to consider possible medical exemptions for unvaccinated players who had a “genuine reason.”

Players had to pass muster with two panels of medical experts. The process included the redaction of personal information to ensure privacy, but that emphasis on privacy also meant that the panel and the tournament did not release any justification for exempting Djokovic.

In a statement Tuesday, Tiley said, “Fair and independent protocols were established for assessing medical exemption applications that will enable us to ensure Australian Open 2022 is safe and enjoyable for everyone. Central to this process was that the decisions were made by independent medical experts and that every applicant was given due consideration.”

Not everyone in the game believed that.

“I think if it was me that wasn’t vaccinated, I wouldn’t be getting an exemption,” Jamie Murray of Britain said Tuesday following his ATP Cup doubles match. “But well done to him for getting clear to come to Australia and compete.”

In a week and a half, Djokovic will do just that.
