La Fortaleza Chief of Staff Francisco Domenech on Sunday addressed statements made by Popular Democratic Party (PDP) Secretary General Manuel Calderón Cerame, along with the PDP minority leaders in the island House of Representatives and Senate, Héctor Ferrer Santiago and Luis Javier Hernández Ortiz, respectively, who characterized the first 100 days of Gov. Jenniffer González Colón’s administration as unsuccessful.
Domenech emphasized that some political entities are not recognizing the reality of the situation. He noted that the administration has issued a memo from La Fortaleza, which he signed at the request of the governor, outlining clear guidelines for lobbying practices and measures to avoid conflicts of interest for contractors. He pointed out that previous administrations under the PDP did not establish a lobbyist registry, which was created under past Gov. Ricardo Rosselló Nevares, nor did they implement regulations for lobbying or conflict of interest management within the executive branch.
Regarding concerns about conflicts of interest, Domenech said he is unclear about the specific issues being referenced by the PDP leaders. Since taking office, the González Colón administration has proposed 55 bills, with two already approved, he said. Most appointments have received confirmation, contrasting with the prior divided government, which struggled to confirm appointments and pass legislation, he noted.
Domenech expressed the belief that the PDP leaders are out of touch with the current realities in Puerto Rico. Under González Colón’s leadership, he said, there is a commitment to transparency and achieving measurable outcomes. He also noted ongoing collaboration with the Legislature and local mayors, and asked when the PDP legislators would begin working, filing legislation, and contributing constructive solutions instead of just criticizing.
The chief of staff highlighted the recent public release of a memorandum regarding the confirmation of more than 20 heads of agencies.
“For the first time, a women’s advocate was confirmed,” Domenech said. “Do you know who didn’t confirm a women’s advocate? The Popular Democratic Party and its previous Legislature.”
Domenech asked rhetorically who is genuinely acting transparently, effectively addressing the needs of Puerto Rico’s citizens, and who is falling short of their responsibilities.
“When are they going to start filing legislation?,” he said. “When are they going to do something other than merely criticize for the sake of criticizing with mendacity?”

“What we’ve experienced in these first 100 days is worrying. The lack of transparency and potential conflicts of interest prevail,” Calderón Cerame said in a written statement. “More than 90 days have passed, as required by the ethics law, and Francisco Domenech still hasn’t submitted his financial reports. Beyond the lack of solutions to the country’s problems, there is no clear public policy in Jenniffer González’s administration. No one can articulate what her main project is because it simply doesn’t exist.”
Ferrer Santiago asserted that controversies have marked the beginning of González Colón’s administration.
“Jenniffer González likes power, but not accountability,” said. “From here, we warn her that we will continue to monitor her, even if she doesn’t like it.”
Hernández Ortiz, meanwhile, insisted that “Jenniffer promised immediate action on energy, permits, taxes, and infrastructure.”
“However, in these first 100 days, she hasn’t signed a single measure to fulfill her commitments or benefit the people,” he said.

Interconnection changes related to rights of way have led to delays in the commencement of commercial operations for what is set to become Puerto Rico’s largest solar power plant, the 90-megawatt (MW) Ciro One project.
The update was provided by the Puerto Rico Electric Power Authority (PREPA) to the Puerto Rico Energy Bureau (PREB), the island’s energy regulatory body.
The Ciro One project, located in Salinas, is designed to enhance the renewable energy landscape of Puerto Rico and has secured a power purchase agreement with PREPA. However, current estimates suggest that the mechanical completion of the photovoltaic park, which is a critical milestone, is now anticipated to be achieved between May and June, a shift from the initial target set for this month. Consequently, the precise date for the start of commercial operations remains undetermined at the current time.

A subsidiary of New Fortress Energy, Soluciones de Energía Limpia, has signed a 25-year lease agreement with the Ponce Port Authority to establish an International Organization for Standardization (ISO) filling facility.
The contract, which was signed in January, specifies that the semi-permanent LNG storage will be moored to floating barges at Pier Eight. A visiting LNGC will perform shipto-ship (STS) transfers of LNG to ISO containers stored on-site. Additionally, the LNGC and/ or shuttle LNG ships will supply LNG to Pier Eight for transfer to the ISO containers. The contract was signed by Christopher Guinta, chief financial officer of Soluciones de Energía Limpia and New Fortress Energy, as well as Héctor Agosto, the executive director of the Ponce Port Authority
Currently, there is no information available from the Federal Energy Regulatory Commission or the PREB about the proposed storage facility.
Under the terms of the contract, Soluciones de Energía Limpia will pay $1,833 per month for each of the four acres being leased, with an annual increase of 3% starting in the third year of the lease.

The Financial Oversight and Management Board has given its approval for a comprehensive financial arrangement designed to support the development of an affordable housing initiative in San Lorenzo. Designated Justice Secretary Janet Parra Mercado announced Sunday that charges have been filed against Gabriel Ortiz, 39, who is accused of sexually assaulting a 23-year-old woman in Río Piedras. According to the investigation by Officer Johara Robinson, assigned to the Sexual Crimes and Child Abuse Division of the Police Bureau,
the suspect sexually assaulted the victim using force last Wednesday morning while she was on her way to class at the University of Puerto Rico. Judge Ángel Rivera Miranda of the San Juan Court of First Instance found cause for Ortiz’s arrest and set bail at $150,000. Since bail was not made, the accused man was taken to jail.
The preliminary hearing was scheduled for April 16.

Gov. Jenniffer González Colón has announced plans to extend the Puerto Rico Incentives Code, also known as Act 60-2019, until 2055 to attract new investors, who will also have to pay a 4% tax on profits, interest and dividends.
The change is part of a larger set of 13 proposed measures that both branches of the Legislature expect to approve as soon as this week. The measures aim to provide tax exemptions to nonprofit organizations and to ease the tax on prescription drug inventory. They also plan to continue existing tax breaks for hospitals and health centers, as well as for property owners renting to long-term residents for another 10 years.
Additionally, the proposals intend to simplify the local tax system and improve the management of the sales and use tax.
During a recent press conference at La Fortaleza, the
governor noted that the legislative changes aim to benefit citizens and make the tax system easier to navigate. The overall goal is to encourage people to save for education and retirement, support nonprofit organizations, regulate
foreign investments, and provide better support for farmers and small businesses. The measures will also make it simpler for families and businesses to comply with tax regulations and ensure that Puerto Rico’s tax system aligns better with the federal system.
González Colón emphasized at a news conference last week that while the new tax on profits and dividends will be introduced for new investors, the more than 4,000 investors currently benefiting from Act 60 will not be affected. The new tax will only apply to those who start investing in Puerto Rico from January 2026 onward.
She added that to qualify as a resident investor in Puerto Rico, individuals will now need to have lived outside of Puerto Rico for six years before returning. The rule is intended to ensure that the benefits are given to those who genuinely contribute to the local economy. Extending the program for resident investors until 2055 aims to reduce uncertainty and encourage more people to invest in Puerto Rico rather than leaving the island, the governor said.

Speaker of the House of Representatives Carlos “Johnny” Méndez Nuñez announced Sunday that the lower chamber will work swiftly on a package of 13 measures submitted by Gov. Jenniffer González Colón aimed at promoting a culture of savings in Puerto Rico and strengthening nonprofit organizations that address pressing citizen needs, among other things.
“Last Thursday, the governor presented us with the final drafts of this package of measures, the result of extensive studies and analysis. …,” Méndez said. “The implementation of tax reform is essential for our people and small and midsize businesses; these measures are aimed at paving the way for that reform. We have instructed … Finance Committee Chairman Eddie Charbonier to begin the evaluation process with the goal of submitting a report as soon as possible.”
“The measures aimed at increasing the maximum deduction from $500 to $1,000 for contributions to education savings accounts and increasing the maximum contribution
to Individual Retirement Accounts, or IRAs, from $5,000 to $7,000 are not only part of our administration’s government program, but are also consistent with our guidelines since 2017. A savings culture is vital to Puerto Rico’s development, and these initiatives will be swiftly addressed in the House of Representatives,” the House speaker said. “Nonprofit organizations are the backbone of the service provided to the people. They provide direct assistance to people that, in some cases, the government, due to its bureaucratic structure, cannot provide expeditiously. Throughout my time in public service, I have defended the work these entities do with no other motivation than the well-being of communities across the island. Therefore, we endorse the bill filed by the governor that amends Section 1101.01 of Act 1-2011 to expedite the granting of tax exemptions to nonprofit organizations at the state level. We will approve this with the urgency it requires.”
Méndez’s remarks came after the governor announced at a press conference the filing of a package of 13 tax-related measures, as part of the groundwork for tax reform.

They came out in defense of national parks and small businesses, public education and health care for veterans, abortion rights and fair elections. They marched against tariffs and oligarchs, dark money and fascism, the deportation of legal immigrants and the Department of Government Efficiency.
Demonstrators had no shortage of causes as they gathered in towns and cities across the country Saturday to protest President Donald Trump’s agenda. Rallies were planned in all 50 states, and images posted on social media showed dense crowds in places as diverse as St. Augustine, Florida; Salt Lake City and rainy Frankfort, Kentucky.
“Pouring rain, 43 degrees, biting wind, and people are still here in Albany in the thousands,” said Ron Marz, a comic book writer who posted a photo of the crowd at the New York state Capitol on the social platform X.
While crowd sizes are difficult to estimate, organizers said that more than 600,000 people had signed up to participate and that events also took place in U.S. territories and a dozen locations across the globe.
On Fifth Avenue in Manhattan, the protest stretched for nearly 20 blocks. In Chicago, thousands flooded Daley Plaza and adjacent streets, while, in the nation’s capital, tens of thousands surrounded the Washington Monument. In Atlanta, police estimated the crowd marching to the gold-domed statehouse at more than 20,000.
Trump, who was playing golf in Florida on Saturday, appeared to be largely ignoring the protests. The White House did not immediately respond to a request for comment.
Some of the demonstrators waved American flags, occasionally turned upside down to signal distress. Many, especially federal workers and college students, did not want to speak on the record for fear of retaliation. Right-wing slogans like “Stop the Steal” were co-opted in defense of Social Security, medical care and cancer research.
“I’m tariffied. Are you?” one placard read. Global financial markets tumbled this past week at Trump’s announcement of tariff increases, which many economists warned would raise prices for U.S. consumers. Republicans in Congress wrestled over budget proposals that included cuts to Medicaid and SNAP food benefits.

In Chicago, Marilyn Finner, 65, who works in customer service, said she had never attended a protest but that she felt compelled to take part on Saturday because she was concerned about threats to retirement benefits.
“Eventually I want to receive my Social Security that I paid for,” she said. “I’ve been working since I was 13 years old. I’m fighting for my Social Security and everybody else’s.”
The mass action, with the deliberately open-ended name “Hands Off!,” was planned at a time when many Democrats have bemoaned what they see as a lack of strong resistance to Trump. The president has moved aggressively to punish people and institutions that he views as out of step with his ideology.
Don Westhoff, a 59-year-old accountant, was another first-time protester. He voiced outrage at the administration but had words for Democrats as well, saying they needed an infusion of younger leaders to oppose the president.
“We want to let the elected Democratic officials know that good is no longer good enough,” he said. “They need to fight.”
Multiple concerns prompted Katrin Hinrichsen to drive six hours from her home in Tolland, Connecticut, to Washington to attend. She held a sign with names of legal residents with foreign passports whom the Trump admin-
istration has moved to deport for allegations of antisemitic speech and gang activities.
Her 18-year-old son is transgender, she said, and she feared his losing access to gender transition care. “Now suddenly he’s a hate object, just because that’s politically convenient,” she said. “I’m just furious.”
The rallies were organized by Indivisible, MoveOn and several other groups that led protests about abortion rights, gun violence and racial justice during the first Trump administration. Organizers said they hoped to shift the emphasis to pocketbook issues like health care and Social Security, with the message that Trump is making life harder for the average American while benefiting his richest allies.
They also moved away from focusing on massive demonstrations, like the 2017 Women’s March on Washington, to instead plan hundreds of local gatherings in communities large and small.
Concerns varied by location. In Ketchum, Idaho — population 3,555 — cuts to the Forest Service generated deep concern, said Fiona Smythe, 56, a resident who attended a protest that she said drew more than 500 people. One sign showed Smokey Bear and read, “Only you can prevent forest fires. Seriously. We’ve been defunded. It’s just you now.”
Some demonstrators had specific issues, while others opposed the Trump administration
and MAGA movement in general. “Hands off my money, rights, democracy,” one sign proclaimed. “Make lying wrong again,” said another. Elon Musk, the billionaire heading Trump’s slash-andburn attack on the federal bureaucracy, was a popular target.
In Chicago, Glynn Tipton, a 45-year-old pharmaceutical professional, said he was attending to make friends feel safer.
“I’m a generic white guy, so they aren’t coming for me,” he said. “There’s a lot of my friends who are Jewish, trans, in the military or sick, and they’re not doing OK. It’s OK for me to stand out here, so I should for the ones who are afraid.”

Another bout of heavy rain and high winds Sunday battered a vast stretch of the South and Midwest, increasing the risk of flooding in places where rivers had already been overflowing their banks.
But as the storm system started shifting east, residents from Texas to Ohio, wary from days of pounding storms and unsettling forecasts, were finally beginning to get a reprieve.
So far, the heaviest rains of the weekend have fallen in Arkansas, Missouri and Kentucky, where rising water and flooding have prompted water rescues, road closures and evacuation orders. At least 16 deaths, including those of a 5-year-old boy in Arkansas, a 9-year-old boy in Kentucky and a firefighter in Missouri, have been attributed to the storm system since Wednesday. Some areas received more than 15 inches of rain over the past four days.
Residents in the region are eager for a break as the storm is expected to diminish in strength. Heavy rain and flooding are likely to ease considerably by Monday.
Yet even as the deluge subsides, other uncertainties are emerging, particularly in areas where engorged rivers and other waterways continue to rise. The Weather Prediction Center said a threat of significant to “potentially catastrophic” river flooding in the areas already hit hard by the storm would persist through the week.
Parts of the region could still receive up to 5 more inches of rain before the long stretch of bad weather finally clears, according to the National Weather Service. “Moderate to major” flooding was forecast on many of the region’s rivers.
“Given the fact that everything is so saturated, everything is just running right off the ground and into area creeks and streams,” said Nate McGinnis, a meteorologist with the agency in Wilmington, Ohio.
Some rivers in areas like northern Arkansas and southern Missouri could crest as soon as Sunday. Others may continue rising for two or even three more days, but there will be less chance of dangerous flooding than there was Friday and Saturday, forecasters say.
Another unknown is the extent of the damage, as many are waiting to assess the toll of the storm.
In Poplar Bluff, Missouri, Mount Calvary Powerhouse Church had to reschedule and relocate its Sunday services after the nearby
Black River surged past its banks, turning the church’s parking lot into a muddy brown lake. The church sits atop a small hill, but pastors and congregants worried if it was high enough to spare the sanctuary from the flood.
“We don’t know yet,” said Bishop Ron Webb, the church’s founding pastor. “So we’re going to get a boat after the service and go over there to see, because it go way up there.”
Eastern Mississippi, nearly all of Alabama, northwestern Georgia and eastern Tennessee are facing the brunt of the storm Sunday, according to the Weather Prediction Center.
Areas to the east, from southeastern Virginia to northern Florida, face the greatest risk of excessive rainfall from the storm Monday. The Weather Prediction Center expects between 1.5 and 2.5 inches of rain there, with more possible in some sections, especially northern Florida and the eastern Carolinas. As the storm system moves east, parts of the southern mid-Atlantic and southeastern states may experience gusty winds, thunderstorms and possibly tornadoes.
As floodwaters have risen over the weekend, emergency workers in several states, including Arkansas, Missouri and Kentucky, have been working to rescue trapped residents.
Evacuation orders were in place in several areas of Kentucky, including parts of Montgomery County, where the Kentucky River is forecast to crest at 47 feet — high enough to cause near-record flooding, offi-
cials said. Some low-lying homes in nearby Woodford County had already been inundated with 6 to 8 feet of water.
Parts of Shelbyville, Kentucky, a city of more than 17,000 people, were under mandatory evacuation orders because of flooding in the Big Blue and Little Blue rivers, local officials said. All of Falmouth, Kentucky, home to 2,500 people on the Licking River, had also been ordered to clear out.
The storm dredged up agonizing memories of previous times when the Licking River invaded Falmouth, including a 1997 flood that killed five people. That flood led to the installation of river gauges to better track water levels.
“The thought that it could be like 1997 doesn’t leave your mind,” said Debbie Dennie, a former editor of The Falmouth Outlook, a weekly newspaper with an office on Main Street. The possibility of the return of anything like that “would be devastating,” she added. In places like Cape Girardeau, Missouri, on the Mississippi River, the worst had passed, and residents were bracing themselves for cleaning up and rebuilding. A pizzeria’s roof collapsed, and an antique shop had its windows blown out.
Sunday morning in Hopkinsville, Kentucky, was filled with the hum of motors from pumps drawing water out of downtown buildings. One of them belonged to Tony Kirves, who owns a photography studio. His building’s basement had flooded, and the water nearly reached entrances protected by sandbags.
The past few days have been restless, he said, his anxiety rising and falling with the floodwaters.
“It had all receded,” Kirves said. “Then last night it came up again.”
He had photographs of downtown Hopkinsville from past floods displayed in his studio: 1937, 1957, 1997. A photograph from the past week will likely be added. “This is ’25 — it’s two years early,” he said.
In Anderson County, Kentucky, along the Kentucky River, Jessica Stratton said Saturday that she knew her camper was already a total loss and figured it would be washed away. She had taken the groceries she had left in her camper to Tyrone Baptist Church, where meals were being served to people who had been displaced.
“We watch and wait and make sure everyone is OK and has something to eat,” Stratton said. “I’m not leaving my people behind.”

The notion that the Federal Reserve will rush in to rescue investors in a crisis has comforted investors for decades. But in the big market downturn induced by President Donald Trump’s tariffs, no Fed rescue is in sight.
Jerome Powell, the Federal Reserve chair, made that clear last Friday. The tariffs are much “larger than expected,” he said, and their immense scale makes it especially important for the U.S. central bank to understand their economic effects before taking action.
“It is too soon to say what will be the appropriate path for monetary policy,” he said at a conference in Virginia.
In fact, I’d say, the likelihood of further market declines is much greater than the chance that the Fed will turn the markets around in the immediate future.
What U.S. stock investors have experienced until now is what’s known on Wall Street as a correction — a decline of 10% or more from a market peak. The correction doesn’t end, by this common definition, until the markets have turned around and that peak has been surpassed. For days, though, the market momentum has been almost entirely downward. So another dubious distinction is in sight:
a bear market, which is a decline of at least 20% from a market top. For the S&P 500, which closed at 5,074.08 on Friday, down from its peak of 6,144.15 on Feb. 19, a bear market is already within shouting distance, a scant 2.6 percentage points away.
It would be lovely to be able to say that the stock market bottom is near or that it has already been reached, Edward Yardeni, a veteran market watcher, said in a conversation Friday.
“I’ve been pretty good at picking market bottoms, and I’m not shy about calling one when I see one,” he said. “But that usually has happened when the Fed has taken action. And right now, it’s pretty clear that Powell won’t be doing that.”
The Fed is holding back this time for good reasons. The impact of the sudden new range of tariffs imposed by the president — and the tit-for-tat tariffs announced Friday by China that are likely to be followed by similar moves from a host of other countries — is far from clear.
But this much is certain. Tariffs are a tax, one that is likely to slow economic growth as well as raise prices. Those effects complicate the task of the Fed, which has a dual mandate: Promote full employment (and economic growth) and hold the rate of inflation to a reasonable level.

With the Fed still battling inflation after the runaway surge in prices of 2022 and 2023, it is reluctant to lower interest rates when price increases on a range of goods could be just around the corner. And Friday, the latest jobs report from the government showed that the economy in March remained reasonably strong. Employers added 228,000 jobs for the month, far more than anticipated, and while the unemployment rate rose slightly, to 4.2% from 4.1%, there were few signs of substantial weakness.
Given that backdrop, Powell seemed to be signaling that it would take an actual slowdown, with substantial job declines, to justify rate cuts under current circumstances. Consumer confidence has declined, and an Economic Policy Uncertainty Index that is closely watched by economists and business executives has soared. But concrete data isn’t here yet. If they’re not rolled back, the tariffs are likely to take a while to result in widespread layoffs — and without strong evidence of a slowdown, the Fed may be reluctant to act.
Yet the Fed has already come under pressure from Trump to lower interest rates. This is the “PERFECT time” for a Fed rate cut, he said on his Truth Social media platform Friday, shortly before Powell’s speech.
Maintaining Fed independence is important in the markets, and there was no indication that this overt presidential pressure had any effect on Powell’s staunch resolve to bide his time, and to
lower interest rates only when and if the Fed decides it’s time to do so.
So investors may need to be patient and hope that changes in tariff policy occur rapidly enough in Washington to turn the markets around and, more important, avert a recession. Recessions are typically associated with wide-ranging job losses, and they cause immense hardship in the real world as well as in financial markets.
Recessions usually make bear markets much worse, Ned Davis Research, an independent financial research firm, has found. Bear markets accompanied by recessions had a median duration of 528 calendar days and a market decline of 32.8%, the firm has found, using Dow Jones industrial average data since 1900. Bear markets that occurred without recessions had a median duration of 224 days and a decline of 23.3%.
Some market declines are blessedly brief. But in the bear market that started in October 2007 during the Great Recession of that period, it took more than four years, including dividends, for investors in the S&P 500 to climb back to the peak of their holdings in that index.
Even so, it was worth hanging on, for those who were able to do so.
Since the 2007 market peak, the S&P 500 has had a total return of more than 356%, even including the latest market declines. Staying in the market has paid off over the long run, and it’s likely to do so again. But sticking with it, even in times like these, can be tough. You need strength and plenty of patience to be a long-term investor.
Alarm about the fallout from President Donald Trump’s sweeping tariffs gripped global financial markets, with Wall Street’s fear level at a five-year high while financial executives expressed shock and worry about economic growth.
Trillions were wiped off stock market values as investors said they were fearful about the risk of recession ahead. U.S. stock markets slumped more than 10 percent in two days, with the Nasdaq Composite now in a bear market, as China imposed fresh tariffs on all U.S. goods, sparking worries of an extended global trade war.
The tariffs prompted “shellshock” among business leaders weighing the potential economic damage, a senior financial executive said. Another executive described a typical industry response to the announcements: “Oh my God, terrible!” Both executives declined to be identified discussing the policies.
The Cboe Volatility Index, an options-based gauge of stock investors’ anxiety about the market’s near-term outlook, jumped 15.29 points to end at 45.31, its highest close since April 2020.
“A VIX at 40 is a sign of fear for sure,” said Joe Tigay, portfolio manager for Rational Equity Armor Fund.
“Usually you see a 40 when there’s something more than the usual selloff ... some sort of credit risk, margin risk, something that could cause a contagion that could spill over and across to other asset classes,” Tigay said.
Investors, who have been battered by a sharp selloff this year - the S&P 500 is down nearly 14% for the year - have been keeping an eye on the volatility gauge as an indicator of market stress.
“Tariff uncertainty is likely to rattle markets for the foreseeable future,” said Jeff O’Connor, head of market structure at Liquidnet.
Friday’s 6% S&P 500 drop brought the index close to the 7% circuit breaker threshold that would have triggered a 15-minute trading halt, intended to pause panic selling to avoid a downward stock-market spiral.
Trump’s team has characterized the market turbulence as an adjustment that would prove beneficial in the long run, with Treasury Secretary Scott Bessent linking the selloff to the emergence of China’s DeepSeek artificial intelligence tool earlier t The selloff was broad with everything from large-cap to small-cap stocks hemorrhaging. In currency markets, euro one-month implied volatility shot up to a two-year high of 10.45 as the
common currency fell about 1% against the dollar.
The greenback, which slumped to a six month low against a basket of currencies on Thursday, has been smacked around by rapidly flowing news on Trump’s tariffs and countermeasures from other countries.
“FX pricing has swung wildly and the dollar’s movement has been the opposite of smooth,” said Helen Given, director of trading at Monex USA in Washington.
Meanwhile, U.S. Treasury yields fell, with the yield on the benchmark U.S. 10-year Treasury note falling to a six-month low of 3.86%, slipping below the widely watched 4% mark.
Safe-haven buying of Treasuries has sent yields, which move inversely to prices, down sharply in recent weeks, driven by concerns about recession and shifting expectations about potential Federal Reserve policy.

U.S. high yield corporate bond spreads, an important indicator of financial conditions, surged to 401 basis points as of late on Thursday, their highest since November 2023, as global markets swooned.
The short-term cost of insuring exposure to U.S. government debt has climbed, with spreads on U.S. six-month credit default swaps (CDS) - market-based gauges of the risk of a defaultwidening to 47.48 basis points as of Thursday, the highest since mid-November 2023, according to LSEG data.

Russia bombarded Ukraine with ballistic missiles and drones Sunday that killed one person and wounded at least seven others, the latest in a series of deadly attacks that President Volodymyr Zelenskyy of Ukraine has said makes clear Moscow has little real interest in ceasefire negotiations.
While Russian drone and missile attacks have been unrelenting throughout more than three years of war, they have intensified in recent weeks amid ongoing peace talks led by the Trump administration.
Ukrainian authorities said the barrage Sunday killed one man, damaged buildings and started fires in three neighborhoods of Kyiv, the capital. Damage and injuries were also reported elsewhere in Ukraine, as the country declared a day of mourning for a deadly strike Friday in the city of Kryvyi Rih in central Ukraine.
A missile strike on a residential neighborhood there killed 19 people, including nine children, and wounded 74 others. It damaged the courtyard of an apartment block, and emergency medical workers found some of the wounded in a playground, videos released by Ukraine’s emergency services showed. Russia’s ministry of defense said
the missile hit a gathering of Ukrainian and foreign military personnel.
But a U.N. team that visited the site said, citing witnesses, that a meeting of beauticians, not military personnel, had been underway at a nearby restaurant when the missile struck.
Most of the children died while playing in a park, the United Nations said in a statement by the high commissioner for human rights, Volker Turk. It was the deadliest single strike for children of the war, said Turk, who called the attack with a cluster munition warhead “an unimaginable horror.”
Though he has expressed support for the Trump administration’s efforts to secure a ceasefire, Zelenskyy was critical of the tepid U.S. response to the attack on Kryvyi Rih, his hometown.
He said he was “unpleasantly surprised” by a social media post from the U.S. ambassador to Ukraine, Bridget Brink, that expressed horror over the strike but did not directly condemn Russia.
And in his nightly address Saturday, he said that he was “thankful to every country whose representatives have spoken out” about the strike and — although he did not single out the United States — emphasized that silence would embolden Moscow to “continue the war and keep ignoring diplo -
macy.”
“We must all remember: The war continues,” Zelenskyy added.
Ukrainian officials have accused President Vladimir Putin of Russia of playing for time in ceasefire negotiations mediated by the Trump administration.
After the attack on Kyiv, Zelenskyy said in a post on social platform X: “The pressure on Russia is still insufficient, and the daily Russian strikes on Ukraine prove it.”
He added, “These attacks are Putin’s response to all international diplomatic efforts.”

While Ukraine agreed last month to accept an unconditional 30day halt in the fighting, Russia did not. Both sides have agreed in principle to halt strikes against energy infrastructure temporarily, only to accuse each other of violating the agreement. Kyiv and Moscow also considered a ceasefire on the Black Sea last month in separate U.S.-mediated talks but are still negotiating whether or how it will come into force. Russia asked for an easing of sanctions in exchange.
In the meantime, a Russian frigate and a Russian submarine in the Black Sea launched some of the cruise missiles fired Sunday, a spokesperson for Ukraine’s navy, Dmytro Pletenchuk, said.
Among a small crowd standing outside the police perimeter at one missile strike site in Kyiv, the scene of smoldering, collapsed concrete fueled anger at Russia, as attacks have throughout the war, but also at what was seen as hapless American mediation.
“The negotiations are taking place in one reality, and the war is going on in another reality in which we live,” said Maria Savchenko, whose familyowned business printing advertising posters was obliterated in the strike.
“The president of the United States doesn’t really want to understand what is happening here,” she said. Russia, she said, intends to carry on fighting.
Ukrainian officials say that, as the talks continue, Russia has shifted tactics in the missile and drone war by increasing the overall number of exploding drones and singling out certain cities for intense bombardments on some nights, rather than scattering attacks around the country.
The Ukrainian air force said March 30 that 4,133 drones and missiles were fired that month, an increase from earlier months.
In Sunday’s attack, the air force said, Russia launched a mix of ballistic missiles, cruise missiles and drones.
In Kyiv, the aerial assault began with exploding drones. Missiles then followed, setting off air-raid alarms through the night and early morning.
Valentyn Maidaniuk, a Kyiv resident, said he saw explosions flashing in the sky and heard buzzing from the drones’ engines as he walked to an air-raid shelter early Sunday. In the end, he said, “I didn’t manage to sleep at all.”

Trump administration officials have fired workers for the main U.S. aid agency who were sent to Myanmar to assess how the United States could help with earthquake relief efforts, three people with knowledge of the actions said.
The firings, done Friday while the workers were in the rubble-strewn city of Mandalay, raise doubts about Secretary of State Marco Rubio’s stated commitment to continuing some humanitarian and crisis aid even as the aid organization, the U.S. Agency for International Development, is dismantled by the administration.
More than 3,300 people were killed and more than 4,800 injured in Myanmar, according to Burmese government estimates. A tropical storm was lashing much of the country Saturday, with heavy rain and winds leading to flooding. The Trump administration has been criticized by Democratic lawmakers and others for what they called its paltry response.
The three experienced aid workers got termination emails addressed specifically to them just days after arriving in Myanmar, said the three people with knowledge of the situation, who are current and former USAID officials. They spoke on the condition of anonymity to avoid retribution.
One of the aid workers had flown in from Washington, and the other two from Bangkok and Manila, Philippines, where the aid agency has regional operations.
Other aid agency employees said they were furious over the way the workers in Myanmar had been fired. Separately, U.S. diplomats said Friday they were worried that changes in the top ranks of the State Department that took place that day could presage wider purges and layoffs there. Besides enacting U.S. foreign policy, the department is taking over all foreign aid now that USAID is being dismantled.

The move shocked employees in Washington, and soon word of it spread across the agency. Although senior agency officials had sent out an email to all employees on March 28 alerting them to mass terminations effective this summer, as the State Department absorbs the aid agency, the fact that the three workers in Myanmar got their notices while in the quake zone was seen as especially cruel.
It is unclear what they will now do in Myanmar. Like other USAID workers being fired now, they will most likely have to leave their jobs by July 1 or Sept. 1, two deadlines for departures set by senior officials.
The Bureau of Humanitarian Assistance at USAID sent an email to employees Friday evening saying the overall situation “continues to be challenging and uncertain.” The New York Times obtained a copy. The email said the aid agency has 898 active grants and contracts, a fraction of the number before the dismantlement began. More than 60% are related to humanitarian assistance, the email said.
USAID did not answer a request for comment. The State Department said in a statement Saturday after this article was published that it does not comment on the employment status of specific employees or contractors. The department said the team in Myanmar had spent one night outdoors and was now housed in a building.
The government of Myanmar, ruled by authoritarian generals, asked other nations to send help after the earthquake hit on March 28. China, Russia and India sent teams and supplies, as did Thailand, Malaysia and Vietnam. The United States did not send any aid specialists into the country until this past week, when the three-person assessment team arrived.
Myanmar, saying that “we already have people there.” He also noted that the country’s ruling military junta can make it hard to work there.
The U.S. Embassy in Myanmar announced March 30 that the U.S. government would provide up to $2 million in aid for earthquake relief. That is only one-tenth of the $20 million in aid that the United States, India, Japan and Australia have together committed; the four nations announced that number in a joint statement Thursday.
Six Democratic senators sent a letter to the Trump administration Wednesday denouncing its lack of aid efforts in the earthquake zone, saying it was failing its first test of the nation’s ability to continue humanitarian aid during the dismantlement of USAID.
At the State Department on Friday, career diplomats and the union representing 18,000 of them were grappling with a shake-up in the top ranks that has led to great anxiety.
The union, the American Foreign Service Association, released a statement saying it was “deeply concerned” by Rubio’s appointment of Lew Olowski to the position of senior bureau official in charge of global talent management. The union said that position, which oversees all personnel and human resource matters, is supposed to go to a senior career diplomat with deep management experience.
Olowski is a former lawyer who has written opinion essays on politics, including one in January 2020 praising Trump as an “unapologetic nationalist” and denouncing the impeachment trial over Trump’s withholding of military aid from Ukraine in exchange for political favors.

Trump appointees continue to cut humanitarian aid contracts, employees say.
U.S. foreign aid spending was less than 1% of the annual federal budget before Trump’s severe cuts.
State Department spokesperson Tammy Bruce pointed to that team Monday as a sign that the United States was willing to help Myanmar despite widespread doubts over Washington’s ability to perform aid operations given the slashing of the agency since late January. The cuts were carried out by Rubio; Pete Marocco, a divisive political appointee at the State Department; and Elon Musk, the billionaire adviser to Trump.
When asked by a reporter Friday in Brussels about the inability of the United States to provide substantial aid to Myanmar, Rubio said that other large countries, including China and India, should step up in global foreign aid as the United States cuts back.
“We are the richest country in the world, but our resources are not unlimited,” he said.

Various plans have circulated at the State Department proposing closings of consulates, wider layoffs and personnel changes, and diplomats say Olowski could now play a major role in all of that.

Donald Trump is not known for doing his homework
— he’s more of a go-with-my-gut kind of guy. What I find most terrifying about what Trump is doing today is that he seems to be largely relying on his gut to bet that he can radically overturn how America’s institutions have operated and the way the nation relates to both its allies and enemies — and get it all right. As in, America will become stronger and more prosperous, while the rest of the world will just adjust. Next question.
Well, what are the odds that Trump can get all of these complex issues right — based on trusting his gut — when on the same day that he was announcing his huge tariff increases on imports from the world over, he invited into the Oval Office Laura Loomer, a conspiracy theorist who believes that Sept. 11 was an “inside” job. She was there, my Times colleagues reported, to lecture Trump about how disloyal key members of the National Security Council staff were. Trump subsequently fired at least six of them. (No wonder so many Chinese asked me in Beijing last week if we were having a Mao-like “cultural revolution.” More on that later.)
Yes, what are the odds that such a president, seemingly ready to act on foreign policy on the advice of a conspiracy theorist, got all this trade theory right? I’d say they’re long. What is it that Trump, with his grievance-filled gut, doesn’t

understand? The time we live in today, though far from perfect or equal, is nevertheless widely viewed by historians as one of the most relatively peaceful and prosperous in history. We are benefiting from this pacific era in large part because of a tightening web of globalization and trade, and also because of the world’s domination by a uniquely benign and generous hegemon called the United States of America that is at peace and economically interwoven with its biggest rival, China.
In other words, the world has been the way the world has been these past 80 years because America was the way America was: a superpower ready to let other countries take some advantage of it in trade, because previous presidents understood that if the world grew steadily richer and more peaceful, and if the United States just continued to get the same slice of global GDP — about 25% — it would still prosper handsomely because the total pie would grow steadily larger. Which is exactly what happened.
The world has been the way the world has been because China brought more people out of poverty faster than any other country in history, largely on the back of a giant, relentless export engine that took advantage of the U.S.-engineered global free trade system.
The world has been the way the world has been because the United States had the good fortune to be bordered by two friendly democracies, Canada and Mexico. Together the three nations wove a network of supply chains that made them all richer, no matter that many goods manufactured in North America could have a label saying, “Made by America, Mexico and Canada together.”
The world has been the way the world has been thanks to the alliance between the United States and both the other members of NATO and the European Union, which, with U.S. help, have kept the peace in Europe from the end of World War II right up to the Russian invasion of Ukraine in 2022. This vast, prosperous trans-Atlantic partnership has been a pillar of global growth and security.
The world has been the way the world has been because America had the government workforce it had, with its expertise, incorruptibility and funding of scientific research that was the envy of the world.
Trump is now betting that the world will stay the way the world was — growing more prosperous and peaceful — even if he converts the United States into a predatory power ready to seize territory, like Greenland, and even if he sends the message to aspiring talented legal immigrants, “If you do come here, be very, very careful what you say.”
If Trump turns out to be right — that we’ll still enjoy

the economic benefits and stability we’ve had for nearly a century even if America suddenly shifts from a benign hegemon to a predator, from the world’s most important proponent of free trade to a global tariffing giant, from the protector of the European Union to telling Europe it’s on its own and from a defender of science to a country that forces out a top vaccine specialist like Dr. Peter Marks for refusing to go along with quack medicine — I will stand corrected.
But if Trump turns out to be wrong, he will have sown the wind, and we as a nation will reap the whirlwind. But so, too, will the rest of the world. And I can tell you, the world is worried.
When I was in China last week, more than a few people asked me if Trump was launching a “cultural revolution” the way that Mao did. Mao’s lasted 10 years — from 1966 to 1976 — and it wrecked the whole economy after he instructed his party’s youth to destroy the bureaucrats that he thought were opposing him.
This question was so much on the mind of one retired senior Chinese official that he emailed me last week, with a warning: Mao sent his young party cadres to attack “anyone who could think — ruling elites such as Deng Xiaoping, college professors, engineers, writers and journalists, doctors, etc. He wanted to dumb down the entire population so that he could rule easily and forever,” the former official wrote. “Sounds a bit similar with what is going on in the U.S.? I hope not.”
I hope not, too — especially for a reason raised by Stephen Roach, a Yale economist with long experience in China. When Mao’s Cultural Revolution happened, Roach noted, China was largely isolated and the effects were mostly felt within its borders. A similar cultural revolution in the United States today, Roach noted, could have a “profound impact” on the entire world.

“De la misma manera también, estamos erradicando legislación para uniformar los equipos de comunicaciones del Departamento de Seguridad Pública. Aunque ustedes no lo crean, históricamente el Gobierno de Puerto Rico ha estado comprando múltiples equipos de seguridad y comunicaciones que ninguno se mira entre sí. Dependiendo la agencia, tú puedes tener un equipo de comunicaciones para manejo de emergencia, otro para desastre, otro para los paramédicos, otro para lo que es el negociador de la policía y otro para lo que es el Departamento de Seguridad Pública. Así que, de esta manera, ordenamos a todos los equipos de comunicación a través del componente de seguridad, entiéndase, su radio de la comunicación, a que sean uniformes en función y en calidad”, añadió.
Otro proyecto tiene que ver con las radiofrecuencias en las agencias de Gobierno.
“Para que exista comunicación efectiva en todo momento para atender situaciones que involucren más de un negociador. Por ejemplo, cuando vemos un caso, hoy vimos casos de violencia doméstica en el área de Adjuntas. Ustedes vieron por primera vez una reacción inmediata de la Procuraduría de la Mujer, el Superintendente de la Policía, el Departamento de las Familias y Acuden. ¿Por qué? Porque mi decisión es que el gobierno vaya a atender la cosa de manera holística, de
manera integrada, no una agencia por un lado y otra agencia por otro. Pues hay que empezar por la radiocomunicación. En ese sentido, esta radiocomunicación, si hay un incidente que está ocurriendo, todas las bandas de manejo de emergencia pueden estar escuchando a la misma vez el reporte de lo que está ocurriendo y de esta manera poder interactuar. Esto ocurre mucho en la mayoría de los estados. Al momento, por ejemplo, de un accidente en la carretera, la policía tiene que poder comunicarse directamente y efectivamente con emergencias médicas o con los bomberos. Eso no ocurre hoy. Se dan llamadas individuales, así que estaríamos interconectando todos los sistemas de comunicación y se establece, por ley, que para facilitar esta operación de las comunicaciones del DSP deben uniformar también los equipos de comunicaciones, funciones, calidad y la estandarización de bandas de frecuencia de transmisión, que aunque ustedes no lo crean, no son las mismas”, explicó.

“No Other Land” has racked up festival awards, critical acclaim and the Oscar for best documentary feature. Yet the film, a narrative exposé about Israeli demolitions of Palestinian homes directed by two Palestinians and two Israelis, has not been acquired by a traditional North American distributor. This is partly a reflection of the collapse of studio interest in newsy documentaries and hesitance surrounding a movie that condemns Israeli policies.

But as the filmmakers rolled out the movie without the marketing muscle and prestige of a typical release, it has flourished. By the admittedly parched standards of post-pandemic theatrical releases of topical documentaries, it is a hit.
“No Other Land” was a top 25 film each of the three weeks following its Oscar win, according to film database Box Office Mojo, with ticket sales set to eclipse $2 million domestically by the end of the last weekend in March. It was playing on 130 screens across the country the weekend of March 22-23, a small number when compared to the thousands of a studio blockbuster, but robust given its circumstances. (The film’s theatrical rights have been acquired in more than 20 other countries.)
“Documentaries are having a harder time theatrically these days,” said Connie White, who has programmed “No Other Land” at a dozen theaters from Brookline, Massachusetts, and Pleasantville, New York, to Tucson, Arizona, and Omaha, Nebraska. “This is remarkable.”
At Film Forum in New York City, “No Other Land” sold out seven shows its opening weekend in February and a week’s worth of evening screenings after its Oscar win. It “is shaping up to be among the highest-attended films in our 55-year history,” said Sonya Chung, the cinema’s president and director.
At the national Alamo Drafthouse chain, which screens studio tentpoles such as “Captain America: Brave New World” and “Snow White,” “No Other Land” has been the 14thbiggest film since its Jan. 31 release, a spokesperson said.
And at the Flicks in Boise, Idaho, some prospective moviegoers Thursday had to be turned away from a sold-out one-off screening in a 192-seat room, said the independent theater’s president.
The unlikely success comes as the film remains in headlines past its Oscar victory and its directors’ acceptance speech, which was defiantly polemical amid a largely apolitical ceremony. Two weeks ago, the mayor of Miami Beach, Florida, threatened to break a theater’s lease with the city over screening the film (he later backed down). On Monday Israeli authorities detained one of the filmmakers, Hamdan Ballal, along with two other Palestinians on suspicion of throwing stones, which they deny; Ballal was released Tuesday.
The movie’s trajectory can be seen as an encouraging model for other hot-button documentaries and an indication that success is possible even in the face of logistical hurdles, a relative lack of marketing and political controversy.
A successful evening at the Academy Awards helps, too. “This has had the biggest Oscar bounce I’ve seen,” said Gregory Laemmle, who runs a family theater chain largely in Southern California.
Releasing “No Other Land” on their own was not the filmmakers’ original plan. “The intention was to sell it to a distributor,” said Jason Ishikawa, co-head of sales at film marketing and sales company Cinetic.
A traditional distributor — giants like Netflix and Disney or midsize players like A24 and Neon — might feature extensive marketing budgets and national campaigns. By contrast, all “No Other Land” advertisements were paid for out of a grant it won, and local theaters found themselves doing their own outreach.
“Filmmakers are not necessarily marketers, they’re not distributors,” Ishikawa said.
“They have a vision for who the audience is, but transforming that into a release requires people who have very specific skill sets.”
Initially, “No Other Land” sought to build momentum at prestigious festivals in Telluride, Colorado, Toronto and New York in the hope of securing North American distribution. Cinetic booked a one-week commercial run in November at Film at Lincoln Center in Manhattan to qualify the movie for several awards. (A best documentary victory at the Berlin International Film Festival in February 2024 made it Oscar-eligible.)
When it became clear that no distributor was going to take on the film, the directors realized they would be better off releasing the movie themselves. Lauren Schwartz, a senior vice president of publicity and promotions at Cinetic, said it was “the most appealing option for the film-
makers at the juncture when that decision had to be made.”
They hired Michael Tuckman, a veteran independent film distributor. “You adjust to what the world is telling you,” Tuckman said in an interview.
In the end, “No Other Land” did have theatrical distribution, just on its own. And it ended up more widely available to be seen than most movies like it. “From my position,” said White, the programmer, “it came to my attention, and I’m working with people I work with all the time.”
For comparison, fellow Oscar nominee “Soundtrack to a Coup d’Etat,” which was acquired by respected small distributor Kino Lorber, peaked at showing on 20 screens and totaled roughly $350,000 in domestic box office. It is now available to stream on Amazon Prime.
“No Other Land” is not currently available to stream, and Ishikawa said the filmmakers have not made any decisions yet about streaming rights.

It costs about 14 euros, or about $15, per minute to drive a rented Lamborghini on the public roads of northern Italy’s Emilia-Romagna region. This feels especially exorbitant in a place where a couple of coins buys a glass of world-class wine. Even more grating, however, is that the experience is actually worth the money.
Stomping a supercar’s pedal to the metal is exhilarating at an undeniable, visceral level. The chaperone in the passenger seat during my own supercar test drive had to ask me to stop shouting with joy as I accelerated.
Twice.
I hadn’t even realized I was making a sound.
Lamborghini, Ferrari, Maserati and the high-end motorcycle brand Ducati are just the most recognizable names among the many, many manufacturers that come together in what is sometimes called Italy’s “Motor Valley.” Most are within an hour’s drive of Bologna, making it possible to construct a weekend-long holiday crash course (pun intended) in the niche — but global — world of supercars.
Most of the companies offer similar experiences — factory tours, driving simulators, vintage car expos and branded gift shops are almost ubiquitous. The factories in the Motor Valley resemble Amazon warehouses, at least at first glance. Sterile overhead lights illuminate mostly gray interiors in which S-shaped assembly lines weave across giant, open-floor work spaces. Small teams of workers in matching industrial uniforms focus on their assigned, often narrow tasks — affixing a door panel here, sealing a windshield there, constantly tightening and retightening various nuts and bolts. Whirring drills, cranking wrenches and the pounding of rubber mallets give everything a productive, almost musical soundtrack.
The Ferrari campus in Maranello feels the most like a theme park and, of all the supercar destinations in the area, seems to attract the widest range of tourists. The company-themed cafe next door serves as a waiting room for everyone from bored adolescents playing Pokémon Go to enthusiastic fans gushing over Formula One history. Most couples seem to consist of an automobile aficionado and a casually interested partner that the aficionado is trying to convert to Ferrari fandom, sometimes even with success.
Ferrari certainly possesses a particular romance. It is, after all, the only Italian luxury car manufacturer still racing at the Formula One level. Ferrari also currently operates as an independent company, whereas Lamborghini, Maserati and Ducati are all subsidiaries of non-Italian corporations. Lastly, the colorful life of founder Enzo Ferrari is intriguing enough to have been depicted in multiple Hollywood films in the last decade alone.
But visitors do not actually enter a factory while on the Ferrari “factory tour.” Instead, they are driven around the company campus in a shuttle bus while a guide describes what’s going on in the various, mostly nondescript buildings.
Lamborghini’s factory tour offers the most well-rounded experience. The cars vary in color from matte black to mac-andcheese orange to highlighter yellow and look like spaceships. Supercars-to-be, atop automated, GPS-navigated, robot-like vehicles, crawl between workstations that are hives of employee
activity.
Lamborghini’s factory also benefits from its location across the street from Bull Bar, an otherwise anonymous cafe where the company’s employees often stop for an espresso and, in my limited experience, are quite happy to chat with curious visitors.
Maserati offers the most comprehensive factory tour at about 90 minutes. One standout benefit of the extra time is a visit to Maserati’s engine testing lab. In a room there, separated from the rest of the vehicle (as well as the engineers testing them), supercar engines are pushed to their limits by computer programs designed to replicate extreme driving conditions. Isolated in their testing rooms, the engines are connected to enough tubes and wires to give the proceedings a sci-fi air.
Perhaps unsurprisingly, the Ducati factory is the smallest of the bunch. Tight and less well-lit, the motorcycle manufacturer’s cramped quarters nevertheless allow visitors to examine the various construction stages up close. The same robot-like vehicles seen in the Lamborghini factory are present here (Lamborghini and Ducati are both subsidiaries of the Volkswagen Group).
Supercars, of course, raise ethical dilemmas simply by existing, and touring factories that produce the gas-guzzling machines in the age of climate change can feel out of touch. (A relevant aside: all the manufacturers are at some stage of developing electric vehicles.)
Even more conspicuous is the level of ostentatious wealth fundamental to the supercar industry’s survival, since the cars sell for hundreds of thousands of dollars. Prospective customers wearing watches that could pay off an entire family’s student loans can be spotted with sales staff as their minders. Spending time ogling the toys favored by the ultrawealthy seems — well, a bit gross. At least at first.
The cars do represent a pinnacle of human achievement in a specific field and can be appreciated purely for their beauty and power. For better or worse, this appreciation is best achieved behind the wheel. Several outfitters offer supercar-driving experiences, although many cost several hundred (or even thousand) dollars. Fortunately, lower cost options are available.

out, 600 seconds is enough time to convert a solely intellectual appreciation of supercars into gut-level affection.
Even when just puttering along in the village around the Lamborghini factory, something feels different. You’re sitting very low. Everything is alien, from the steering wheel that looks like a video game controller to the flashy dashboard display.
Inching slowly around the village for the ride’s first couple of minutes can feel like you’ve been conned into paying 14 euros per minute to drive a golf cart. Then you hit the arrow-straight, two-lane highway leading out of town and the guide in the passenger seat says, “OK, now you can go fast.”
Driving a supercar (in my case, a Lamborghini Huracan Spyder) is a multisensory experience. A split second before your innards are compressed by the increased G-force of acceleration, your ears are flooded by the sound of the car’s roaring V-10 engine. It is a phenomenal, snarling noise.
The signs along the road (which, it’s worth reiterating, is a public road, complete with oncoming traffic) pass at an increasing rate, heightening the sense of high speed. And just when you think you’ve gotten what you’ve paid for, the guide says, “You can go faster if you want.” After an incredulous confirmation, you then stomp the pedal with all your body weight. The signs pass faster, the oncoming traffic is blurrier, and the engine thunders even more angrily.
A ticket to either Ferrari museum allows you to drive a car for 15 minutes on the Autodromo di Modena racetrack for just 35 euros. During its heyday, the Autodromo not only hosted multiple Formula One races, but it also acted as a test track for Ferrari and Maserati. The original track has been closed for decades, but it is still worth taking the new Autodromo up on its offer.
You have to bring your own car — in my case, a cheapest-you-can-rent 100 horsepower hatchback (for comparison, the Lamborghini I drove wields 640 horsepower). What you lose in power, however, you make up for in freedom. I was the only driver present on the foggy morning I took my turn and, after a remarkably brief safety orientation, I had the track to myself.
Despite accelerating at pitifully slow rates compared with the Lamborghini a day earlier, the will-the-car-flip-over turns and hyperfocus on coaxing every extra millisecond out of each lap nearly matched the rush of driving a supercar.
Did I shout?
I don’t know.

On an overcast March morning, Jhonkensy Noel, an outfielder for the Cleveland Guardians, bobbed his head, bounced his knees, mouthed some lyrics and then stepped into the batting cage and obliterated some baseballs. Afterward, he returned to bobbing his head.
“I’ve seen him mad, like, once,” Guardians manager Stephen Vogt said, “and it’s scary, so I’m glad he’s a jolly person. He’s always in a good mood. He loves baseball. He loves working. He loves playing.”
His smile illuminates the clubhouse. This spring, he would take his hacks, then head home to watch a crime-filled thriller. One day it was “A Bronx Tale.” The next, it was “Casino.” “Red Dawn” was waiting.
He is in control of his own destiny. Listed at 6-foot-3 and 250 pounds, he is not sneaking up on anyone this year, not after the way he delivered for Cleveland’s lineup last summer and in October.
He is now on everyone’s radar: Guardians evaluators, opposing pitchers, the fans sitting in the left-field bleachers at Progressive Field. He is a home run threat in any stadium.
During the Guardians’ season-opening series against the Royals at Kansas City, in which he was 1 for 4, Noel dismissed the notion that Kauffman Stadium’s spacious outfield makes life tough on those built like him.
“They say it’s too big,” Noel said, “but when you have power, nothing is too big for you.”

no trouble earning more at-bats. He ranked among the major league leaders in bat speed and barrel rate last season.
“We know Jhonkensy could probably hit 50 homers,” his teammate David Fry said.
The question, of course, is whether he will make enough contact to stay in the lineup, whether he can resist pitches off the plate thrown only to tempt him. He ranked near the bottom of the leaderboard in chase and whiff rates.
“They say if you love something, you have to work for it,” Noel, 23, said.
So that’s what he has done, though it will take some time for him to learn if he can be a more patient hitter. No one is expecting him to revamp his profile. He is a giant made to mash mistakes, though he noted, “You’re not always going to hit the ball 110 all the time.”
That’s why he said, “People don’t know, but I love bloopers.”
If he can demonstrate more selectiveness, it will make him even more imposing.
“He’s on a mission,” Vogt said. “I’m excited to see the year he’s going to put together.”
Brayan Rocchio, a Guardians shortstop, has an image on his phone: He and Noel are in a dugout at the club’s complex in the Dominican Republic. They are each 16, two skinny players who have no idea what challenges their journey to the big leagues will present.
The two bonded over the photo at a recent team gathering. They laughed about how young they looked and marveled that they reached the majors together and enjoyed postseason success as rookies.

“We both have a lot of confidence now,” Rocchio said, “because the team knows what we can do in those moments.”
Noel does not tire from watching the replay of his ninth-inning blast against the New York Yankees in Game 3 of the American League Championship Series. He loves hearing about it from fans, especially the ones who recount how they left the game early only to hustle back to the turnstiles when he sent Luke Weaver’s change-up spinning toward Lake Erie.

“Where I come from,” he added, speaking about his neighborhood, “I’m the first person to make it to the big leagues.”
Before that life-changing homer, Noel was swinging away in the batting cage beneath Progressive Field, adjacent to the Guardians’ weight room. His swing felt fluid. He could feel in his hips and legs that he was on time and ready to pounce on a pitch. That particular session checked every box.
“I knew I was going to do something,” he said.
When Lane Thomas battled back from an 0-2 count to extend the game with a double off the wall, Noel knew he could complete the mission. In the stands, his father, Rafael, sat with the slugger’s agent. It was Rafael’s first visit to the United States, and he left with quite a memory.
Noel does not like talking baseball with his father, who tends to question swing decisions as if a split-second is ample time for a hitter to determine whether he can pummel a 92-mph slider on the outside corner. Over the winter, Noel and his father watched games at a facility in the Dominican. A hitter waved at a fastball down the middle. Rafael Noel said, “Come on, man.” His son replied: “You see? It’s not easy. Go hit yourself.”
“Baseball can drive you crazy,” Jhonkensy Noel said, laughing.
He would know. He carried a .935 onbase plus slugging percentage into September in his rookie season, only to go 6 for 51 in September and then 1 for 15 before going to the plate with two outs in the bottom of the ninth of Game 3.

Rocchio commended Noel for staying prepared on the bench, for making himself ready to meet the moment at a crucial point of the game and season.
Noel said that he does not typically crave the spotlight, but that he has been humbled by how often he hears from strangers — at the airport, the supermarket, even walking around Cleveland, where, thanks to his size and smile, he sticks out like a January heat wave.
He wears it as a badge of honor because when he was growing up in San Pedro de Macoris in the Dominican Republic, his childhood was divided into three components: “School, baseball and home,” he said. When he was 12, his parents pulled him out of school and entered him into a baseball
Noel is hoping his October heroics put an end to all father-son second-guessing. Even without his father in his ear, he knows his swing decisions will determine whether he can carve out a regular role with the Guardians.
“When he hits a big home run, he’s not smiling,” Vogt said. “It’s: ‘I did my job. Here we go. Let’s keep going.’ Off the field, he’s very smiley and engaged, but he knows how to lock it in, and that’s what makes him great.”
That’s why, for Noel, it’s all about baseball and becoming a more threatening hitter — at least, when he’s not watching mob movies.
“That’s how I’m learning to home in,” he said. “Do my best, put my clothes on and go home and watch a movie. Today, I’m going to go watch ‘The Godfather.’”
