GOOD MORNING

PDP: Governor’s refusal to work jointly is hurting the people

Popular Democratic Party (PDP) Secretary General Manuel Calderón Cerame, along with PDP Vice President Migdalia González Arroyo and Reps. Gretchen Hau Irizarry and Ángel “Tito” Fourquet Cordero, criticized Gov. Jenniffer González Colón on Sunday for what they said was her failure to collaborate on important problems facing Puerto Rico.

The remarks were made at a press conference at PDP headquarters.

“The governor has demonstrated that she is not prepared to tackle the challenges facing Puerto Rico,” Calderón Cerame said. “Last Thursday, Resident Commissioner Pablo José Hernández sent her a letter requesting joint efforts on three significant issues; however, the governor has yet to respond. One of the topics included in the letter is a new manufacturing incentive through H.R. [U.S. House Resolution] 1328, authored by Congresswoman [Nicole] Malliotakis and Hernández. This is the most important manufacturing incentive measure from Washington in the past 16 years.”

Additionally, González Arroyo noted that “the resident commissioner filed H.R. 1697 to extend the Child Tax Credit to Puerto Ricans. This is a crucial measure for social justice and particularly for supporting the Puerto Rican middle class, yet the governor has not commented on it.”

“My appeal to the governor is to join this effort with our [resident] commissioner,” the former senator said. “The Child Tax Credit is an essential tool for providing relief to working households. The governor’s failure to respond to the resident commissioner’s letter highlights her lack of commitment to the most vulnerable sectors of society.”

“It is unacceptable that, due to partisan differences, the door is closed to a measure that would benefit thousands of families,” González Arroyo said. “This is not leadership; it is negligence. It is increasingly clear that the priority is not the people, but political interests.”

Hau Irizarry, who represents the 29th District (Cayey and Cidra), addressed the closure of the LUMA Energy customer service office in Cayey, indicating that the La Fortaleza chief of staff claimed to have intervened to prevent its closure.

“The central government’s lack of

willingness and teamwork was evident in LUMA’s final decision to close the customer service office in Cayey,” the legislator said. “If they had consulted the mayor of Cayey or me, I am convinced the outcome would have been different.”

On March 13, La Fortaleza Chief of Staff Francisco Domenech announced in the press that following a meeting with LUMA officials, it was decided to postpone the closure of seven commercial offices.

“It will be postponed until further notice,” he stated.

However, during a public hearing on Wednesday, LUMA’s vice president of customer experience, Noriette Figueroa Meléndez, stated that “the closure of the offices is final and firm,” although she did not provide specific dates.

Fourquet Cordero, meanwhile, noted that the island House of Representatives has filed important measures and is willing to meet with the governor to negotiate reasonable amendments. “Our delegation has proposed measures to cancel the LUMA contract in Concurrent Resolution 13 and to repeal the DSP [Public Safety Department by its initials in Spanish] umbrella in House Bill 261. Both measures are vital -- one aims to terminate a company that has not served our people well, and the other seeks to maximize resources and enhance effectiveness in the fight against crime,” the District 24 (Ponce) lawmaker said.

The PDP leaders urged the governor to prioritize the interests of the people of Puerto Rico above all else.

“There will be time to campaign in 2028,” Calderón Cerame said. “Right now, it’s our responsibility to work for the general public, and the resident commissioner and the Popular Democratic Party are ready to support that agenda.”

“The governor has demonstrated that she is not prepared to tackle the challenges facing Puerto Rico,” said Popular Democratic Party Secretary General Manuel Calderón Cerame, at lectern.

Inaugural ‘I Can Do It’ adaptive festival held in Cataño

In commemoration of World Down Syndrome Awareness Day, the Municipality of Cataño on Saturday held the First “I Can Do It” Adaptive Festival, an initiative led by the municipality’s first lady, Bethzaida Rodríguez Torres, which brought together dozens of families on the waterfront to promote inclusion, equity and empowerment of people with the condition.

The event marked a milestone in the municipal agenda aimed toward a more accessible community that is responsive to the needs of all its citizens. Children, youth and adults participated in a variety of recreational, sports and cultural activities, all designed to highlight the abilities, talents and rights of people with Down syndrome.

Cataño Mayor Julio Alicea Vasallo emphasized that the festival represents the beginning of a sustained effort by the municipality to provide equal opportunities for its entire population.

“Today we demonstrate that inclusion is not an abstract concept, but a practice that begins in our communities,” he said. “We are proud of this first step.”

Senate to investigate floods in Carolina

Senate Vice President Marissa “Marissita” Jiménez Santoni has announced the filing of a resolution to investigate the causes of the massive flooding in Carolina over the weekend, which resulted in substantial losses for many families.

The measure, set to be introduced today, aims to examine the operations of the Carolina municipal administration regarding the drainage system, and the island Aqueduct and Sewer Authority (PRASA by its initials in Spanish).

The city of Carolina did not answer requests for comment.

“What happened on Saturday in our municipality of Carolina is completely unacceptable,” the Carolina District senator said. “While many areas experienced significant rainfall, the levels were not high enough to account for the reported damage. We’re talking about locations such as Roberto Clemente Av-

enue, Jesús M. Fragoso Avenue in front of the Plaza Carolina shopping center, and sections of state highway PR-860, all of which suffered major flooding.”

“Something went wrong, leading to flooded homes and businesses,” Jiménez said. “We believe that part of the storm drain network may have been obstructed by solid waste, vegetation, and debris, preventing proper water flow.”

Residents on 67th Street in the Villas de Carolina neighborhood experienced extensive damage, with vehicles and homes inundated by several feet of water.

“This must not happen again,” the senator added. “We will investigate the situation thoroughly, including the sewer cleaning program, to determine whether it was performed correctly and according to a predetermined schedule. Additionally, we will review the pumping system, as the events in areas like Villa Carolina were devastating.”

During the event, Recreation and Sports (DRD by its initials in Spanish) Secretary Héctor Vázquez Muñi joined the celebration and reaffirmed his agency’s commitment to creating accessible spaces.

“At the DRD, we reiterate our support for initiatives like this one, which promote a more inclusive Puerto Rico through recreation and sports,” he said.

Throughout the day, attendees enjoyed adaptive game stations, sports exhibitions, musical performances and educational activities, with the participation of community organizations, government agencies and volunteers committed to inclusion. The atmosphere was marked by excitement, solidarity and enthusiasm among participants and their families.

Down syndrome is a genetic condition caused by the presence of an extra copy of chromosome 21. In Puerto Rico, it is estimated that between 40 and 50 babies are born with this condition each year, and many families still face challenges related to accessing therapies, educational services and specialized medical care.

Jiménez also announced plans to schedule a meeting with the municipal administration and the PRASA board this week.

On Saturday, the National Weather Service issued a flash flood warning for the entire municipality of Carolina, which ended at 5 p.m.

With wagering proceeds down, bill filed to investigate horse racing agencies

Rep. José Aponte Hernández announced the filing of House Resolution 209, which orders the Tourism Committee in the lower chamber to look into the operation of horse racing agencies on the island, including the licensing process for operating them, among other matters.

“It’s no secret that betting on horse racing, a central pillar of the horse racing industry in Puerto Rico, has declined in recent years. In fact, the steepest decline is estimated to have begun in 2023 and is continuing,” Aponte said in a

written statement. “An essential part of this structure of local horse racing are the horse racing agencies, which handle the largest volume of transactions associated with racing at the only racetrack on the island, Camarero Racetrack. What we seek with this resolution is to develop a detailed overview of the operations of these agencies with the goal of evaluating any potential legislation that may need to be adopted.”

“The industry should be concerned that race betting transactions had their worst year since 2021 in 2024, with just $120.3 million. In 2021, the figure was $157 million,”

added the chairman of the House Committee on Federal and Veterans Affairs. “There’s no doubt something is happening, and what we’re looking for is to see what’s happening and how we can help.”

According to data from the Puerto Rico government’s Gaming Commission, there are currently 367 horse racing agencies operating.

Pursuant to Act No. 83 of July 2, 1987, better known as the Puerto Rico Equestrian Industry and Sports Act, the Gaming Commission is authorized to issue, suspend, or permanently cancel horse racing agency licenses.

Judge partially lifts litigation stay to settle PREPA debt

U.S. District Judge Laura Taylor Swain

has ordered a partial lifting of the litigation stay and set new deadlines to settle the main disputes that have prevented the resolution of the Puerto Rico Electric Power Authority’s (PREPA) bankruptcy, filed in 2017.

The judge agreed to lift PREPA’s litigation stay to litigate the debt adjustment plan, which must be turned in by this Friday. Bondholders who have refused to settle their debt dispute (non-settling bondholders) will also be able to litigate their administrative expense motion, in which they also claim that PREPA has used billions of dollars of their collateral during the pendency of the bankruptcy. The claims are entitled to the highest priority in distribution of the assets of the estate.

“The stay of PREPA plan confirmation and bond-related litigation in PREPA’s Title III Case is extended sine die except as specifically provided herein,” the judge said.

The order was filed after last week’s omnibus hearing.

Swain lifted the litigation stay to permit the Financial

Mayagüez mayor launches programs to increase number of doctors in region

Mayagüez Mayor Jorge Ramos Ruíz announced on Sunday the launching of two programs aimed at ensuring the availability of medical specialists in the city and across the western region.

The first proposal involves the establishment of a medical scholarship program that would outline the terms and conditions under which the Municipality of Mayagüez may award scholarships to medical students. The initiative aims to provide essential funding to support talented young individuals who wish to pursue training in the healthcare field, thereby contributing to the development of future medical professionals for the community. Additionally, an economic incentive program has been introduced to promote the practice of specialized areas of medicine within the jurisdiction of Mayagüez. The program is to be formalized through a municipal ordinance that states in its opening section: “Create an Economic Incentive Program to encourage the practice of the following specialized medical fields within the municipality: Neurosurgery, Vascular Surgery,

Oversight and Management Board, which represents PREPA in its bankruptcy, to file an amended proposed plan of adjustment and amended proposed disclosure statement for PREPA. The judge said those materials must be filed by March 28.

She also lifted the litigation stay to permit litigation concerning a motion for allowance of an administrative expense claim against the utility. The Non-Settling Bondholders are directed to file their administrative expense motion on April 7. The oversight must file its objection to the administrative expense motion on April 28.

Joinders to the oversight board’s objection must be filed by May 2 of this year while the Non-Settling Bondholders’ reply in support of the administrative expense motion must be filed by May 16, 2025.

Following completion of briefing, Swain said the court will take the administrative expense motion under advisement and the parties are directed to meet and confer and file a joint status report on May 30.

“The joint status report must provide a proposed discovery plan and order approving such plan setting forth

Mayagüez Mayor Jorge Ramos Ruíz, right, said “Our priority is to ensure that the residents of Mayagüez and western Puerto Rico have access to the necessary specialists to address medical emergencies promptly.”

Otolaryngology (ENT), Intensive Care Medicine, Ophthalmology, and Maxillofacial Surgery.”

With the latter initiative, the Municipality of Mayagüez seeks to attract and retain more specialists in the region, ensuring that residents have better access to essential medical services without needing to travel to other areas for specialized care.

“Our priority is to ensure that the residents of Mayagüez and western Puerto Rico have access to the necessary specialists to address medical emergencies promptly,” Ramos Ruíz said. “With these initiatives, we reaffirm our commitment to improving healthcare access and the well-being of our community.”

the timetable and deadlines for targeted limited discovery necessary for the resolution of the Administrative Expense Motion,” she said.

The oversight board has argued that the primary concern in the administrative expense motion is whether the claim is recourse, as non-recourse claims can only be paid from net revenues like the main claim. The recently released fiscal plan indicates that PREPA will not generate sufficient net revenues, raising questions about the bondholders’ constitutional right to collateral, which they assert as a basis for their claims.

The oversight board’s position highlights the importance of distinguishing between recourse and non-recourse claims, as the latter are only payable from the same source as the main claim, in this case, net revenues.

The judge also allowed the lifting of the stay to permit the oversight board to file a motion concerning the proper classification of the PREPA Bond Trustee’s claim. The board was directed to file the classification motion on April 7. Parties in interest supporting the classification motion must file non-duplicative supplemental briefs on April 11.

The PREPA Bond Trustee and/or the Non-Settling Bondholders must file their objection to the classification motion on April 28. Joinders to the objection must be filed by May 2. Replies must be filed on May 16.

The court will thereafter take the classification motion on submission, unless it determines that a hearing is necessary, the judge said.

Ponce School of Medicine places 96% in residencies

The Ponce Health Science University School of Medicine announced late last week that 96% of its students have been accepted into medical residency programs in Puerto Rico and the mainland United States.

“This achievement reaffirms the academic level of the institution and its capacity to prepare highly qualified health professionals,” said Olga Rodríguez de Arzola, the medical school’s vice president of professional medical affairs, in a written statement.

A total of 108 medical students were accepted in specialties such as orthopedic surgery, pediatric medicine, internal medicine, psychiatry, anesthesiology, neurologic pediatric gynecology and others after completing the National Residency Matching Program.

The “Match Day,” held at midday Friday, marked the culmination of the process in which students learned the programs where they would be continuing their medical formation.

Academia confronts a watershed moment at Columbia, and the right revels

Many professors saw it as surrender, a reward to the Trump administration’s heavy hand. Conservative critics of academia celebrated it as an overdue, righteous reset by an Ivy League university.

Columbia University’s concession late last week to a roster of government demands as it sought to restore about $400 million in federal funding is being widely viewed as a watershed in Washington’s relationships with the nation’s colleges.

By design, the consequences will be felt immediately on Columbia’s campus, where, for example, some security personnel will soon have arrest powers and an academic department that had drawn conservative scrutiny is expected to face stringent oversight. But they also stand to shape colleges far from Manhattan.

Students on the campus of Columbia University in upper Manhattan on March 10, 2025. Columbia was accused by the Trump administration of a systemic failure to protect students and faculty members “from antisemitic violence and harassment.”

“Columbia is folding and the other universities will follow suit,” Christopher Rufo, an activist and senior fellow at the Manhattan Institute, a conservative think tank, wrote on social media after the university’s announcement Friday.

(Bing Guan/The New York Times)

“They must restore the pursuit of truth, rather than ideological activism, as their highest mission,” said Rufo, who is close to the Trump administration and has helped make battles against diversity and equity into a conservative rallying cry.

He added: “This is only the beginning.”

The end is not clear. Columbia’s moves Friday — revealed in a letter to the campus from the interim president, Dr. Katrina A. Armstrong — were essentially an opening bid in negotiations with the federal government to let the $400 million flow again. But the Trump administration has not publicly said what other concessions it might seek from Columbia or the dozens of other universities, from Hawaii to Harvard, that it has started to scrutinize since taking power Jan. 20.

In a letter Friday, Columbia’s board of trustees said it had used talks with the government to “present Columbia-driven” plans for change. The board also insisted that it

was “dedicated to protecting Columbia University’s bedrock principles of academic excellence, open inquiry and the deeply held value of free expression.”

Republicans have spent decades warring with the elite realms of higher education. But the Trump administration, despite being led by a president who graduated from the University of Pennsylvania, has adopted an especially vitriolic and punitive approach.

Vice President JD Vance, who holds a degree from Yale University’s law school, has branded universities as “the enemy.” Rufo said recently that it was his mission to master using federal financial support to make colleges feel “an existential terror.”

Rufo’s comments came in a New York Times interview published the same day that the Trump administration struck at Columbia’s checkbook because, the administration said, the university had not protected students and faculty “from antisemitic violence and harassment.” The government later sent a letter of demands that leaders at other universities privately likened to a ransom note, especially because it effectively threatened a sustained funding freeze regardless of the school’s initial response.

Academia braced for a pressure campaign from President Donald Trump soon after he was elected in November. But Washington’s tactics against Columbia during the past month have shaken university leaders from coast to coast.

Many worry that the administration’s pursuit of Columbia was a test drive — a way to gauge public reaction, assess the prospects of legal pushback and develop a precedent. On Wednesday, the administration seemed to bring another test case, saying it would withhold about $175 million from Penn because the university had allowed an openly transgender woman on its women’s swim team in 2022.

In response to the administration’s demands, Columbia, a private university with a storied history of campus activism, pledged to adopt a formal definition of antisemitism, hire an internal security force that will be empowered to make arrests, and place the university’s Middle Eastern, South Asian and African Studies Department under the oversight of a senior vice provost. The fallout among students, faculty and liberal leaders was swift and severe.

A former Democratic candidate for New York governor, Cynthia Nixon, said Columbia had abandoned the Constitution. Todd Wolfson, president of the American Association of University Professors, a national faculty rights group, described the move as the greatest incursion into academic freedom and free speech since Sen. Joseph McCarthy’s crusade against communism in the 1950s.

Yet it was still not clear Saturday whether the university’s acquiescence would be sufficient.

Leo Terrell, a senior Justice Department lawyer and member of a federal task force to combat antisemitism, said in a radio interview Thursday that the Trump administration was “hellbent on eradicating antisemitism” on campuses. Many colleges, including Columbia, saw rancorous pro-Palestinian protests last spring over the Israel-Hamas war in the Gaza Strip and grappled with subsequent debates about what is considered the meaning of antisemitism.

“I will tell you right now that Columbia has not in my opinion — and the opinion of the Department of Justice — has not cleaned up their act,” Terrell said. “They’re not even close, not even close to having those funds unfrozen.”

A spokesperson for the Education Department, one of three federal agencies named in the ultimatum to Columbia, did not respond Saturday to a request for comment, including to questions about the potential restoration of funding.

But the Republican-led House Committee on Education and the Workforce crowed on social media: “Columbia FOLDS.”

Brent R. Stockwell, the chair of Columbia’s department of biological sciences, said that many people “simply do not understand that a modern research institution cannot exist without federal funding.” He pointed to the importance of research in the sciences and its potential to produce medical breakthroughs and improvements to the lives of everyday Americans.

“There is no scenario in which Columbia can exist in any way in its current form if the government funding is completely withdrawn,” he said. “Is having a dialogue a capitulation? I would say it is not.”

Stockwell added: “It is frustrating to me that people at other academic institutions who are not subject to these pressures are saying, ‘Columbia should fight the good fight.’

Trump administration moved to end program for migrants from 4 Caribbean and Latin American nations

The Trump administration said late last week that it was ending a Biden-era program that allowed hundreds of thousands of people from four troubled countries to enter the United States lawfully and work for up to two years.

The program offered applicants from Cuba, Haiti, Nicaragua and Venezuela the opportunity to fly to the United States and quickly secure work authorization, provided they passed security checks and had a financial sponsor. They were allowed to stay for up to two years, which could be renewed.

Billed “legal pathways” by the Biden administration, the program was first introduced for Venezuelans in 2022 and was expanded to nationals of the other three countries the next year.

By the end of 2024, more than 500,000 migrants had entered the United States through the initiative, known as the CHNV program, an abbreviation of the four countries.

The work permits and protection from deportation conferred under the program’s authority, called parole, would expire April 24.

The program’s termination had been expected. On President Donald Trump’s first day back in office, he ordered the Homeland Security Department to take steps to end it.

But the formal notice Friday announcing its elimination throws into doubt the ability to remain in the United States

for hundreds of thousands of people who could face grave danger or economic duress if they are forced to return to their home countries.

“It’s taking the livelihood away from thousands and thousands of people who are here legally, rendering them undocumented and putting their lives at risk,” said Guerline Jozef, executive director of the Haitian Bridge Alliance, an advocacy organization.

Tricia McLaughlin, a Department Homeland Security spokesperson, said in a statement that the “termination of the CHNV parole programs, and the termination of parole for those who exploited it, is a return to common-sense policies, a return to public safety, and a return to America First.”

Employers, including Amazon and Honda, that have struggled with worker shortages have hired many beneficiaries of the program since its inception.

“These people came here lawfully, and they have been contributing to the economy,” said Jozef.

A notice from Homeland Security, scheduled to be published in the federal register Tuesday, said the termination of the program would take effect 30 days later.

“These programs do not serve a significant public benefit, are not necessary to reduce levels of illegal immigration, did not sufficiently mitigate the domestic effects of illegal immigration, are not serving their intended purposes, and are inconsistent with the Administration’s foreign policy goals,” said the notice.

Migrants without another legal basis to remain in the United States would be required to leave the country before their parole termination date, the notice said. If they do not leave, they could be targeted for deportation by immigration authorities.

President Joe Biden’s administration had cast the program, which survived legal challenges, as a way to bring order to the Mexican border by creating an alternative that allowed people from the four countries to enter the country legally, if they met certain conditions.

Under pressure on the issue of immigration in an election year, the Biden administration said last fall that it was allowing the program to lapse.

A separate but similar parole program created by the Biden administration has allowed about 240,000 Ukrainians who fled the war with Russia to legally enter and temporarily stay in the United States. Trump said this month that he would decide soon whether to end that program.

The end of the CHNV program comes as the Trump administration has broadened its crackdown on immigrants.

Setareh Ghandehari, an advocacy director at the rights group Detention Watch Network, said the development was “in line with the Trump administration’s multipronged strategy of wreaking havoc on immigrant communities and expanding the deportation and detention system.”

At least 3 dead and 15 injured in shooting at New Mexico park, officials say

Afight between two rival groups at an unsanctioned car show late Friday led to a huge shootout that killed three people and injured at least 15 others in Las Cruces, New Mexico, police said.

About 200 people were at the show at Young Park when gunfire erupted around 10:10 p.m., police said at a news conference Saturday. The shooting involved handguns and resulted in the discharge of as many as 60 rounds, officials said.

No arrests had been made as of Saturday afternoon. Police said the shooting began between two groups that had ill will toward each other, though the nature of the dispute was unknown.

Among those killed were three males, two 19-year-olds and a 16-year-old, police said. The people who were injured were 16 to 36 years old. At the news conference, officials revised the total number of injured from earlier reports.

Of those wounded, seven patients were sent to the University Medical Center of El Paso in Texas. Four others were treated and discharged from hospitals, and the conditions of four others receiving treatment were unclear, Michael Daniels, the Las Cruces fire chief, said at the news conference.

“Today we mourn a tragic, a senseless, a horrible event that happened in our city last night,” the city’s mayor, Eric Enriquez, said at the news conference. “Our heartfelt condolences to all. This is a sad day for our community.”

Witnesses said that the shooting took place at a monthly gathering where drivers of modified sports cars show them off. They described a scene of pandemonium as gunshots were heard and attendees began to flee.

“They just started shooting, and they just started running around everybody,” said Angel Legaspy, 20, whose parked car was hit by bullets. The shooting was indiscriminate, “like all over the place,” he said.

Manuel Urbina, who was visiting from Wyoming, went to the park to check out the city’s car scene. He said things were calm, aside from the occasional squeal of a skidding car or the roar of its engine. Then he heard shots.

“People were running everywhere,” he said. “We all started to run, and then I saw a young man laid out on the ground.”

Police said they had not identified any suspects.

Police asked anyone who has video or images of the events, particularly any that show the shooting or people with firearms, to submit them as evidence.

While the circumstances of the shooting in Las Cruces remain unclear, New Mexico has struggled in recent years with violent crime.

The violent crime rate there was twice the national average in 2023, according to the Council of State Governments Justice Center. Gov. Michelle Lujan Grisham, a Democrat, has made combating crime a priority.

“There will come a time to talk about the failures that led to this tragedy and so many others in New Mexico, but now is not that time,” Jeremy Story, the Las Cruces police chief, said at the news conference.

Las Cruces became a flashpoint in the state’s debate over crime in February 2024, when a police officer, Jonah Hernandez, was stabbed to death after responding to a trespassing call.

By August 2024, violent crime in the city was up 46% compared with the same period in 2023.

Two law enforcement officers guard the scene of a shooting in Las Cruces, N.M., on March 22, 2025. Three people were killed and at least 14 people injured during a shooting at a park Friday night in Las Cruces, N.M., according to the police. (Paul Ratje/The New York Times)

Wind and solar firms have a pitch for Trump:

As President Donald Trump works to blunt the growth of wind and solar power and expand fossil fuel production in the United States, the renewable energy industry is making a new pitch: You need us.

Wind and solar developers are increasingly pointing out that America’s demand for electricity is soaring, driven by a boom in data centers, and it’s proving difficult to build enough new gas plants to supply all the extra power that the nation needs.

Wind, solar and battery storage are relatively quick and cheap to construct. That could help avert energy shortages and keep prices low, an argument that renewable energy firms are making to policymakers.

“Our message to the administration is, let’s be realistic about this,” John Ketchum, the CEO of NextEra Energy, one of the country’s largest power producers, said in an interview. “If you take renewables and storage off the table, we’re going to force electricity prices to the moon.”

These are tough times, politically, for the renewable energy industry. Trump has been a blistering critic of wind turbines for years and openly promotes fossil fuels like oil and gas, riding into office on a promise to “drill, baby, drill.” He has halted federal approvals for wind farms, placed a moratorium on large solar arrays on public lands and frozen billions of dollars in spending for battery factories and electric grid upgrades.

At the same time, Republican leaders in Congress are talking about ending federal subsidies in the form of tax credits for lowcarbon electricity, which have been expected to supercharge the growth of wind and solar power. Uncertainty around those credits has paralyzed the renewable energy industry, with companies delaying projects and laying off workers.

The chaos could make it harder for the United States to slash its planet-warming emissions, even as scientists warn the risks from climate change are escalating.

But an environmental argument won’t get far with a president who dismisses global warming. So, many wind and solar companies are now casting their industries as essential to achieving U.S. energy abundance.

“The focus is, what do we need to ensure that we have enough energy to retain our dominance in manufacturing, in electri-

‘You’re going to need us’

fication, in artificial intelligence?” said Sandhya Ganapathy, CEO of EDP Renewables North America, a leading wind and solar developer.

Over the next 15 years, U.S. electricity demand could increase by up to 50% as tech companies build massive data centers for AI, factories expand and millions of people plug in electric cars, according to a new study by S&P Global Commodity Insights.

Renewable companies say they are well positioned to help meet that growth in the near future. This year, wind, solar and batteries are projected to make up 93% of new electric capacity added to U.S. grids — with the rest coming from power plants that burn natural gas. In many places, building new wind turbines or installing solar panels are often the cheapest ways to generate additional electrons.

But data centers need power around the clock, something wind and solar power alone can’t provide. That’s why, at the nation’s biggest annual gathering of the energy industry in Houston last week, many executives insisted that demand would have to be largely supplied by natural gas plants today and perhaps in the future by advanced nuclear reactors or enhanced geothermal plants, which can generate electricity at all hours.

“The AI revolution is coming, it’s going

to be big, it’s going to take a lot of power,” said Ryan Lance, CEO of the oil giant ConocoPhillips. “And gas is going to be right at the forefront of driving that power demand.”

Ketchum had a different view. NextEra already owns a fleet of 19 gas-fired power plants, one of the nation’s largest, and plans to build even more gas units as the need for electricity grows. But Ketchum said that wind, solar and batteries will be just as important for meeting rising demand over the next few years.

A big reason, he explained, is that power companies now have to wait up to five years to order new gas turbines as manufacturers struggle to keep up with global demand. Any new gas projects that aren’t already under development are unlikely to come online before 2030, he said. Other nascent technologies like advanced nuclear power are even further off.

By contrast, many wind and solar projects can be built within 12 to 18 months.

The cost of building new gas power plants has also nearly tripled since the inflation shock of 2022, Ketchum said, while wind and solar prices have increased only modestly.

Ketchum added that the intermittent nature of renewables isn’t always a problem, since wind and solar are just one compo-

nent of a larger electric system. Some regions might have gas turbines that don’t currently run much at night, so ramping those up and then adding solar and batteries for the daytime could help provide additional roundthe-clock power.

“Look, nobody’s built more gas-fired generation in the last 20 years than we have, and we agree we’re going to need more gas,” Ketchum said. “But there’s a time problem and there’s a cost problem. So our message is, don’t pull away from renewables, because they’re the only thing we have as a country that we can build to meet the demand that’s here right now and that’s really low cost.”

That message is starting to catch on with some conservative lawmakers. As Republican leaders search for trillions of dollars in offsets to pay for tax cuts, at least 21 GOP House members signed a letter this month urging the preservation of incentives for lowcarbon power sources — including wind, solar, hydropower, nuclear and geothermal — that were part of a 2022 climate law signed by President Joe Biden.

For now, many Trump administration officials remain deeply skeptical of renewables. In Houston last week, Chris Wright, the new U.S. energy secretary, said that wind and solar power weren’t nearly as useful as natural gas, and often trigger local opposition.

“Wind has been singled out because it’s had a singularly poor record of driving up prices and getting increasing citizen outrage, whether you’re a farm or you’re in a coastal community,” Wright said.

“Everywhere wind and solar penetration have increased significantly, prices went up,” Wright said. (That isn’t always true: While California’s electricity rates have jumped as rooftop solar panels have proliferated, Texas has seen its prices decline even as wind and solar now provide one-quarter of the state’s power.)

Egg prices have dropped, though you may not have noticed

The wholesale price of eggs has dropped sharply since the beginning of March after soaring for months, but it may take a few weeks for grocery shoppers to see the decline.

Wholesale egg prices, which are what retailers pay to procure eggs, have fallen to a national average of just over $4 for a dozen large white eggs, down from a peak of more than $8 at the end of February, according to data from the Agriculture Department released earlier this month.

But because eggs typically have a fourweek shelf life, it may be the end of March before retail prices start to drop, said Jeremy Horpedahl, an associate professor of economics at the University of Central Arkansas. Some stores, he added, may not reduce prices until their current inventory sells out.

Economists said the decline in wholesale prices, which are still above long-term

averages, was very likely fueled by a combination of factors: bird flu coming under control, weaker consumer demand, ramped-up supply and producer pricing decisions. The Agriculture Department noted that there had been no significant outbreaks of avian flu in March, but economists say any new outbreaks could push up prices again. The virus has forced egg producers to cull tens of millions of hens since late last year.

In February, the retail price of eggs rose 10.4% from the previous month, continuing a monthslong climb, according to data from the Bureau of Labor Statistics released last week.

Economists noted that prices might not come down evenly across the country. Areas with competing grocery stores might see

egg prices fall more quickly, Horpedahl said, while those dominated by a single chain — with the power to keep prices high for longer — may not. Retail prices may also depend on grocery chains’ strategies, with some opting to keep prices lower to entice customers into stores.

“They can pass the savings of wholesale prices onto us entirely, or not at all, or somewhere in between,” said David Anderson, a professor of economics and business at Centre College in Danville, Kentucky. High demand for eggs leading up to Easter may keep prices elevated through then, he said.

President Donald Trump, who made lowering grocery prices a key part of his campaign, has jumped on the wholesale price trend, citing the drop in his speech at the Justice Department last week. At the same time, his sweeping tariffs have stoked concern about an uptick in prices for a host of products, including grocery staples.

The price of eggs and other groceries created angst during the Biden administration, becoming a top concern among voters in the 2024 election. An outbreak of bird flu in 2022, along with increasing fuel, feed and packaging costs linked to the coronavirus pandemic, pushed wholesale egg prices up to nearly $5 a dozen at their peak. Although the spike in egg prices was smaller than the recent surge, overall inflation was higher, piling pressure onto household budgets.

Egg producers have blamed the spread of avian flu for tighter supplies. United Egg Producers, the industry’s trade association, noted that the industry had lost more than 40 million egg-laying hens in 2024 and 31 million in just the first two months of this year as the virus accelerated.

Anderson said the bird flu had hit supply in “dramatic ways.” But at the same time, he added, “the industry may see the bird flu epidemic as a cover for additional price hikes that aren’t necessarily needed.”

“Part of it is they’re really dealing with a crisis,” he said. “Part of it might be, ‘Do we have some cover to keep our prices artificially high?’”

The Justice Department is in the early stages of an antitrust investigation looking into whether major egg producers have shared information about pricing and supply that contributed to a spike in prices. Some lawmakers and advocacy groups had previously called for federal regulators to investigate the industry’s pricing practices.

US equity funds’ weekly outflows surge

U.S. equity funds saw the largest net outflows in three months in the week through March 19 on worries about the impact of U.S. tariff policies and caution ahead of a monetary policy decision from the Federal Reserve.

According to LSEG Lipper data, investors pulled $33.53 billion from U.S. equity funds during the week in their largest weekly net withdrawal since December 18, contrasting with $4.84 billion in net purchases the week before.

The Fed kept its benchmark overnight interest rate unchanged on Wednesday, and indicated that two quarterpoint cuts were likely later this year, while also forecasting slower economic growth and higher inflation.

U.S. large-cap funds saw $27.38 billion of net selling as investors ended a three-week buying streak.

Small-cap, multi-cap and mid-cap funds also saw outflows of $3.48 billion, $1.42 billion and $1.09 billion, respectively.

Selling pressure in sectoral funds, however, eased to the lowest in three weeks as investors pulled out a net $1.35 billion, compared with combined net sales of $7.54 billion in the prior two weeks.

Tech, communication services and healthcare funds led sectoral outflows, with net sales of $451 million, $230 million and $227 million, respectively.

U.S. bond funds, meanwhile, saw their first weekly outflow in 11 weeks, amounting to $513 million.

Investors divested general domestic taxable fixed income funds and loan participation funds worth $1.56 billion and $1.62 billion, respectively.

In contrast, short-to-intermediate government and treasury funds attracted a net $2.89 billion, the 13th weekly inflow in a row.

U.S. investors, meanwhile, ditched $28.83 billion worth of money market funds after $13.43 billion in net sales a week ago.

StubHub’s 2024 revenue surged 29.5%, it reported on Friday in its U.S. initial public offering paperwork, as the online ticketing marketplace moves ahead with its longsought New York flotation.

A handful of companies are moving ahead with stock market listings despite volatility arising from uncertainty around U.S. trade policy.

Nvidia-backed startup CoreWeave and Swedish fintech Klarna are among the companies gearing up to go public in New York.

StubHub, one of the biggest secondary ticketing marketplaces for live events, will sell new shares in the proposed offering, it said.

Its revenue jumped to $1.77 billion in 2024, compared with $1.37 billion a year earlier, thanks to higher ticket sales.

New York-based StubHub swung to a loss of $2.8 million in 2024, compared with a profit of $405.2 million in 2023.

Canada’s leader calls snap federal elections amid Trump threats

Canadian Prime Minister Mark Carney on Sunday called for a federal election to take place April 28, cementing on the calendar another major event as the country experiences one of its most tumultuous and unpredictable periods.

President Donald Trump has imposed painful tariffs on Canada and said more are coming, while also threatening its sovereignty, turning on the United States’ closest ally and trading partner and upending decades of close cooperation in every sphere.

“We are facing the most significant crisis of our lifetimes because of President Trump’s unjustified trade actions and his threats to our sovereignty,” Carney told news media in Ottawa on Sunday.

“President Trump claims that Canada isn’t a real country. He wants to break us so America can own us,” he added. “We will not let that happen. We’re over the shock of the betrayal, but we should never forget the lessons.”

Carney, 60, a political novice with a long career in central banking and finance, was only elected leader of Canada’s Liberal Party on March 9, and was sworn in as prime minister March 14. He replaced Justin Trudeau, who had led the Liberals for 13 years and the country for nearly a decade, but had grown deeply unpopular.

Carney had been widely expected to call for a quick election. He does not have a seat in Canada’s parliament, and the Liberals do not command a majority, meaning that their government was likely to fall in a vote of no-

confidence as early as Monday had he not called for the election.

The Liberals’ main opponents are the Conservatives, led by Pierre Poilievre.

Trump’s aggressive stance toward Canada has been a boon for the Liberals and Carney. Before Trump took office, the Conservatives had been ahead by double digits in polls and a victory for Poilievre seemed a foregone conclusion.

But voters have grown concerned that Poilievre is too ideologically similar to Trump to stand up to him, and many are drawn to Carney’s economics experience and long career on the international stage.

have eliminated a 25-percentage-point lead held by the Conservatives, and the two enter the election period neck and neck.

Speaking just before Carney called for the election Sunday morning, Poilievre tried to distance himself from the perception that he’s aligned with Trump.

“What we need to do is put Canada first for a change,” Poilievre said, echoing his campaign’s core slogan. “When I say I want to cut taxes, unleash our resources, bring back jobs, that’s bad news for President Trump.”

Who’s running?

Carney and the Liberals will square off against the Conservatives and Poilievre, 45, a career politician who made his name as an aggressive orator unafraid to adopt some of Trump’s style.

Poilievre is a mainstream conservative, who has long supported deregulation, tax cuts and an abandonment of Trudeau-era environmental policies in order to enable Canada to ratchet up the exploitation of its vast natural resources, predominantly oil and gas.

Poilievre has also waded into culture war topics and borrowed language from Trump: He attacks practices and politicians as “woke,” has called for the defunding of the Canadian national broadcaster and has said he believes there are only two genders.

He has also said he wants to make Canada the world’s cryptocurrency capital, showing the same affinity for the alternative financial asset as Trump.

Carney, by contrast, has been in the public eye for decades but not in a political capacity. He was governor of the Bank of Canada during the global financial crisis of 2008, and the Bank of England during Brexit.

Since then, he has been working in senior roles in the private sector and has, in recent years, become a prominent advocate for sustainable investment, taking on a role as a United Nations special envoy on climate action and finance.

In the few days that he has been in office, Carney has come across as fluent in economics and comfortable on the global stage, but less accustomed to the close scrutiny of his personal affairs, which is not unusual for people running for high public office.

He has shown himself to be more centrist than Trudeau. On Sunday, as he announced the snap elections, Carney also pledged

tax cuts for the lowest income bracket. In the past few days, he has adopted some of Poilievre’s more centrist positions, including scrapping a household- and small-business tax on carbon emissions and canceling a planned tax hike on capital gains.

The third party in the House of Commons, the Bloc Quebecois, is led by YvesFrançois Blanchet and is dedicated to Quebec nationalism.

Canada’s fourth-largest party, the New Democratic Party, led by Jagmeet Singh, is to the left of the Liberals.

How do Canada’s elections work?

Canada has a first-past-the-post electoral system, which means that candidates who get the most votes in their district win, regardless of whether they secure a majority. Voters elect local members of the House of Commons, not individual party leaders as they would in a presidential system. Parties select their leaders, who then can become prime minister.

The country is divided into 343 electoral districts, known in Canada as ridings, each one corresponding to a seat in the House of Commons.

To form a majority government, a party needs to win 172 seats. If the party with the most seats has fewer than 172, it can still form a minority government, but would need the support of another party to pass legislation.

What happens next?

In the run-up to the election, Carney will remain prime minister and will technically continue to lead the country together with his Cabinet. But they will be in “caretaker” mode and, under Canada’s conventions, can only focus on necessary business, such as dealing with routine or urgent matters. They cannot make new major or controversial decisions.

The parties and their leaders will hit the campaign trail immediately. For Carney, this will be a critical time since he is not an experienced campaigner, unlike Poilievre, who is seasoned in retail politics.

Both men will travel the vast country to try to secure support. Carney’s campaign will be open to journalists paying their own way to travel with him on the trail.

Poilievre’s campaign said it would not allow the news media to join him on trips, stressing that its decision was for logistical reasons and that news coverage was welcomed.

Venezuela says it will resume accepting US deportation flights

Venezuela announced Saturday that it had reached an agreement with the Trump administration to resume accepting deportation flights carrying migrants who were in the United States illegally, with the first one landing as soon as Sunday.

Part of Venezuela’s willingness to accept the flights appeared related to the plight of Venezuelan migrants whom the Trump administration recently sent to notorious prisons in El Salvador with little to no due process. In a statement Saturday, a representative for the Venezuelan government said, “Migration isn’t a crime, and we will not rest until we achieve the return of all of those in need and rescue our brothers kidnapped in El Salvador.”

The White House did not respond to a request for comment Saturday, though one of the president’s close allies, Richard Grenell, said earlier this month that the Venezuelans had agreed to accept the flights.

Venezuela’s autocratic leader, Nicolás Maduro, suspended the deportation cooperation after the Trump administration revoked a Biden-era policy that allowed more oil to be produced in Venezuela and exported.

Since the suspension of the flights, Maduro has come under intense pressure from the Trump administration, which has been pressing various Latin American nations to take in more deportees. Secretary of State Marco Rubio said on social media that Venezuela would face new “severe and escalating” sanctions if it refused to accept its repatriated citizens.

Venezuelans have crossed the U.S.-Mexico border in record numbers in recent years, in response to the economic and social crisis consuming the nation, which Maduro blames on U.S. sanctions against his regime.

The agreement to resume the deportation flights comes after the Trump administration invoked an obscure wartime authority from 1798 called the Alien Enemies Act to deport Venezuelan migrants to El Salvador, whose strongman leader agreed to accept the migrants, putting them in prisons where conditions are so nightmarish that many experts say they constitute human rights abuses.

The use of the wartime authority has emerged as a flashpoint in a broader struggle between federal judges across the country, who have sought to curb many of President Donald Trump’s recent executive actions, and an administration that has come close to openly refusing to comply with judicial orders.

Last week, a federal judge in Washington issued a temporary order blocking the gov-

ernment from deporting any immigrants under the wartime authority, saying he did not believe the law offered grounds for the deportation flights.

The Trump administration had claimed that the Venezuelan migrants who had been sent to El Salvador were all criminal gang members, but the families of some of those men, as well as immigration lawyers, argued that this was not the case for all the deportees sent to El Salvadoran prisons. And the administration provided little detail as to whom the individuals it sent there actually were. There seemed to be little to no due process at play.

Trump has appeared captivated by the ability to send people to the prison complexes in El Salvador, threatening Friday that those caught vandalizing Teslas could be banished there for 20 years.

The president and his allies, including Elon Musk, went to war with the judge over his order restricting deportations, calling for the judge’s impeachment. The rapidly escalating spat caused Chief Justice John Roberts of the Supreme Court to weigh in with a rare statement admonishing the calls for the judge’s impeachment. This spurred concerns of a constitutional crisis.

The Trump administration has continued to stonewall the judge’s questions about the deportations to El Salvador. “The government

is not being terribly cooperative at this point,” said the judge, James E. Boasberg, at a hearing Friday. “But I will get to the bottom of whether they violated my order and who was responsible.”

Saturday’s agreement could help Trump accelerate his plans for mass deportations, one of the central promises of his campaign. He has already enlisted military planes, sent people to third countries far from their homes and invoked the wartime law to achieve that

goal. Arrests inside the country are up sharply relative to those in the Biden administration, but they are well below the levels Trump and his immigration advisers want.

The agreement to resume the deportation flights to Venezuela also comes a day after the Trump administration said that it would end a Biden-era program that allowed hundreds of thousands of people from Cuba, Haiti, Nicaragua and Venezuela to enter the United States lawfully and work for up to two years.

Keir Starmer on Putin, Trump and Europe’s challenge: ‘We’ve known this moment was coming’

With a staccato burst, a horn sounded in the control room of the HMS Vanguard, sending the crew of the nuclear-armed Royal Navy submarine to battle stations. The voice of the commanding officer crackled over the intercom. “Set condition 1SQ,” he said, ordering its battery of ballistic missiles to be readied for launch.

It was just a drill, conducted last Monday for a visiting VIP, British Prime Minister Keir Starmer. But Starmer had reason to pay close attention when he was shown where the submarine’s launch key is stored: The prime minister is the only person in the United Kingdom authorized to order a nuclear strike.

“You’re looking for the ideal conditions?” Starmer asked softly, as the captain explained how the Vanguard must be maneuvered to the right depth to launch its Trident missiles. Starmer leaned forward in the captain’s chair, the blue glow from a bank of screens reflected in his eyeglasses.

Later, after he had climbed a 32-foot ladder to the submarine’s deck, Starmer reflected on its nearly seven-month-long mission. Prowling silently in the depths of the Atlantic Ocean, it is designed to deter a nuclear conflict with Russia (at least one of the four Vanguard-class submarines is always on patrol). At a time when Europe’s capacity to defend itself has come under criticism, not least from President Donald Trump, Starmer said these mighty boats were an ironclad symbol of Britain’s commitment to NATO.

“Twenty-four hours, 365 days, year after year after year, for 55 years,” Starmer told me after we had cast off and the Vanguard steamed toward its home port in Scotland. “It has kept the peace for a very long time.”

Back on a tugboat, taking us to shore in the Firth of Clyde, Starmer sat alone, staring out a window at the gathering clouds. It has been a defining, if sobering, few weeks for the 62-year-old leader: Swept into power eight

(Doug Mills/The New York Times)

months ago on a tide of discontent about the cost of living, he now finds himself fighting to avert a rupture of the post-World War II alliance between Europe and the United States.

“In our heart of hearts, we’ve known this moment was coming from just over three years ago, when Russian tanks rolled across the border” of Ukraine, Starmer said of Europe’s heightened vulnerability and the strains in the NATO alliance. “We have to treat this as a galvanizing moment and seize the initiative.”

first postwar Labour prime minister, as he described Britain’s singular role in a more fractured West.

“Many people are urging us to choose between the U.S. and Europe,” he said in one of three conversations last week. “Churchill didn’t do it. Attlee didn’t do it. It’d be a big mistake, in my view, to choose now.”

has rejected the idea of a NATO peacekeeping force. Trump has yet to offer security guarantees, which Starmer says are crucial before countries will commit troops. Aside from Britain and France, no other European country has done so, even as Starmer led the first military planning meeting for the coalition Thursday.

Senior British military and defense officials said they expected that ultimately, multiple countries would contribute planes, ships or troops to the effort. But regardless of the political and diplomatic uncertainties, Starmer said he felt he had little choice but to get ahead of the pack.

“If we only move at the pace of the most cautious,” he said, “then we’re going to move very slowly and we’re not going to be in the position we need to be in.”

Three days after the submarine visit, Starmer took part in a keel-laying ceremony for a new fleet of ballistic missile submarines, being built at a shipyard in Barrow-in-Furness, in northwest England. Four Dreadnought-class vessels, each almost the length of St. Paul’s Cathedral, are scheduled to go into service in the early 2030s, at an estimated cost of 41 billion pounds ($53 billion).

Standing in the cavernous factory, with the aft section of a submarine towering above him, Starmer expressed pride in this statement of British might. But it was also a reminder of the stretched state of its military.

The crisis has transformed Starmer, turning a methodical, unflashy human rights lawyer and Labour Party politician into something akin to a wartime leader. With debates over welfare reform and the economy largely eclipsed for now by fears about Britain’s national security, Starmer invoked Winston Churchill and, in a nod to his party, Clement Attlee, the

Pausing for a moment, Starmer added, “I do think that President Trump has a point when he says there needs to be a greater burden borne by European countries for the collective self-defense of Europe.”

The immediate question is whether Britain and Europe will play a meaningful role in Trump’s negotiations with Russian President Vladimir Putin. To ensure that they do, Starmer is trying to assemble a multinational military force that he calls a coalition of the willing. The goal, he says, is to keep Ukraine’s skies, ports and borders secure after any peace settlement.

“I don’t trust Putin,” Starmer said. “I’m sure Putin would try to insist that Ukraine should be defenseless after a deal because that gives him what he wants, which is the opportunity to go in again.”

Britain faces hurdles on every front: Russia

The Vanguard-class submarines being replaced by the Dreadnoughts are nearly 30 years old — “pretty old kit,” in Starmer’s words — which necessitates prolonged maintenance periods. That has extended the patrols for the other vessels in the fleet and put acute pressure on their roughly 130-person crews.

The strain was on display during Starmer’s visit to the Vanguard, which set a Royal Navy record for longest patrol. Sailors said the food, excellent at first, deteriorated as the submarine’s provisions dwindled. Four were returning to spouses who had had babies while they were away. Others lost family members, only learning the news from the captain on the eve of their return.

“It is with huge respect to the team” that they survived seven months at sea, Starmer said after stepping gingerly off the submarine’s weathered deck. “But we shouldn’t be celebrating it.”

“This has doubled my resolve to ensure we go further and faster in our capabilities,” he said, “to make sure they are not put in that position again.”

Who will defend the defenders of the Constitution?

The Domino’s pizzas arrived at the homes of federal judges without explanation. The message was clear: We know where you live.

The mysterious pizza deliveries are happening at the same time that President Donald Trump, his aides and their allies have started an intimidation campaign against the legal system — through executive orders, social media posts, public comments and even articles of impeachment. The evident goal is to spread anxiety and fear among judges and keep them from fulfilling their constitutional duty to insist that the Trump administration follow the law. The campaign extends to private-sector lawyers, with Trump trying to damage the business of several firms he does not like. The scope of these tactics can sometimes get lost amid the pace of news, and we want to pause to connect the dots and explain the seriousness of what’s happening.

We also want to honor the people who are taking a public stand against this campaign, including Chief Justice John Roberts, and urge more lawyers to do so in the days ahead. Every time a judge or lawyer steps forward, it becomes easier for others to speak out and harder for Trump to isolate any one person standing up for the law. He is straining the American system of checks and balances in ways it has not been tested in many decades. The most effective way to protect that system starts with courage from more people who believe in it.

The primary targets for intimidation have been federal judges, the latest being Judge James Boasberg. On March 15, he ruled that the Trump administration could not send 261 migrants to a prison in El Salvador without first holding a hearing. The administration continued deportation flights nonetheless, and its lawyers have since dissembled about the timeline. In response, Trump described Boasberg, who was appointed to the bench by George W. Bush and elevated by Barack Obama, as a “troublemaker,” “agitator” and “Radical Left Lunatic” who should be impeached. A Republican House member filed articles of impeachment hours later, and Elon Musk announced he had made the maximum campaign contribution to several House members who supported the articles.

Trump’s allies outside government echo these attacks in even harsher ways. Media allies of Trump have published biographical details about judges’ children. Federal marshals recently warned judges about an increase in personal threats. After Judge John Coughenour temporarily blocked the Trump administration’s attempt to end birthright citizenship, he was the subject of a bomb threat hoax. No wonder that judges feel “mounting alarm over their physical security,” according to interviews by Reuters.

We want to emphasize that criticizing a judge’s decision can be entirely reasonable. Joe Biden, Obama, Bush and other presidents inveighed against rulings. The Constitution establishes the judiciary as equal to the executive and legislative branches, not dominant over them. And Republicans are not the only ones who have crossed a line when unhappy with judges. Liberal critics of the Supreme Court have harassed justices at their homes, and in one extreme case, a man unhappy with the court’s approach to abortion planned to assassinate Justice Brett Kavanaugh.

Yet Trump’s efforts at judicial intimidation are of a different scale. As president, he is encouraging a campaign of menace. In case after case, he argues that the only reasonable result is a victory for his side — and that he alone can determine what is legal and what is not. His allies then try to dehumanize the judges with whom they disagree and make them fear for their safety.

Trump’s efforts to subdue law firms may seem separate, but they are connected. He has issued three executive orders removing the security clearances of lawyers at three large firms: Covington & Burling, Perkins Coie and Paul, Weiss. In each case, the motivation is political. The firms have employed lawyers who represented Democrats, investigated Trump and sued Jan. 6 rioters.

The orders against Perkins Coie and Paul, Weiss were broad, barring their lawyers from entering federal buildings and discouraging federal employees from interacting with them. In doing so, the administration tried to devastate the firms: They cannot represent clients if their lawyers cannot speak with federal regulators, investigators and prosecutors.

These orders are not merely revenge, though. They are attempts to undermine the legal system and freedom of speech. If it becomes onerous for anybody who dares question Trump to hire a lawyer, fewer people will challenge him. Those who do will find themselves at a severe disadvantage in court. “An informed, independent judiciary presumes an informed, independent bar,” as Justice Anthony Kennedy wrote in a 2001 decision. On March 12, Judge Beryl Howell temporarily blocked part of the order against Perkins Coie, calling it “retaliatory animus” that “sends little chills down my spine.”

The initial response from many law firms has been a disappointing mixture of silence and capitulation. The clearest example is Paul, Weiss. During Trump’s first term, it helped sue the Trump administration for its separation of migrant children from their parents, and the firm’s chair, Brad Karp, boasted that the firm fought “to protect the liberties and freedoms of the most vulnerable among us.” In the past few days, he reversed course. He traveled to the White House and agreed that the firm would donate $40 million in legal services to causes Trump favors. In exchange, Trump said he would drop the executive order against Paul, Weiss.

By caving, Paul, Weiss has increased the chances that Trump will attack other firms.

More than 600 associates at top firms have signed an open letter that captures the larger dynamic: Trump is trying to create a chilling effect among law firms. The letter — signed by lawyers at stalwart firms like Cravath, Kirkland & Ellis and Skadden Arps, along with Paul, Weiss — criticizes their own firms’ partners for not speaking up. “These tactics only work if the majority does not speak up,” the letter says.

There are some signs of bravery. Williams & Connolly, a firm where Kavanaugh and Justice Elena Kagan previously worked, has sued the Trump administration on behalf of Perkins Coie. We hope that more large firms display such courage.

The response from judges has been stronger, despite the threats that they face. During court hearings, they have tried to ascertain the facts of cases and confronted Trump’s lawyers about their dubious assertions. Roberts, for his part, released an

admirable statement the same day that the president called for Boasberg’s impeachment, saying that impeachment was “not an appropriate response to disagreement concerning a judicial decision.” Even though the chief justice did not name Trump, the speed and directness of the response were highly unusual.

As Stephen Vladeck, a law professor at Georgetown University, said, “The courts’ behavior to this point has been spot on.” Trump’s testing of America’s legal system has probably only begun, and it will require a more vigilant response in coming months. If he continues to defy court orders, judges may need to begin holding his lawyers and aides in contempt. Roberts, as well as his Supreme Court colleagues, may have to become bolder about protecting the legal system they oversee. Law firm leaders would do well to summon more patriotism and courage. Members of Congress can do the same by asserting their own constitutional powers.

The

In Wes Anderson’s world, it’s all about the details

When Wes Anderson was just starting out and wanted to reshoot some scenes for his 1996 debut “Bottle Rocket,” the rookie director got a shock. Columbia Pictures had sent all the movie’s props off to a store, which had then sold them for next to nothing.

So when he made his next movie, “Rushmore” (1998), Anderson decided the same thing would never happen again. He put everything into an SUV when the shoot was over, then drove the hoard away to look after it himself.

That decision ended up helping not just Anderson. Over the past 2 1/2 years, curators at the Cinémathèque Française in Paris and the Design Museum in London trawled Anderson’s storage facility in Kent, England — which contains thousands of items from his movies — to compile a museum retrospective of the director’s work.

The show opened at the Cinémathèque Française last week, where it runs through July 27. It will transfer, expanded, to the Design Museum in the fall.

The Paris show includes more than 500 exhibits, many of them well known to Anderson fans, including the candy pink hotel model that opens “The Grand Budapest Hotel,” several sardine-blue explorer outfits from “The Life Aquatic With Steve Zissou,” and a luxurious fur coat worn by Gwyneth Paltrow in “The Royal

Puppets from the movie “Fantastic Mr. Fox,” part of an exhibition celebrating the film career of the director Wes Anderson at the Cinémathèque Française in Paris, March 14, 2025. Tenenbaums.”

Items like these are key to Anderson’s signature style — heavy on retro fashion, symmetry and pastel colors — as popularized by Instagram and TikTok accounts and documented in books and magazine spreads. But Johanna Agerman Ross, a curator at the Design Museum, said it was a “misunderstanding” to think of Anderson as a director defined by a few stylistic tropes.

He also had “an extreme interest in the creative process,” Agerman Ross said, and he believed that because even the smallest items help create a world on screen, they needed to be “fully formed pieces of art and design.”

Some of Anderson’s best-known props took weeks or months to conceive and make, including a faux-Renaissance painting, “Boy With Apple,” that appears in “The Grand Budapest Hotel”; a vending machine that mixes and dispenses martinis from “Asteroid City”; and painted Louis Vuitton luggage that appears in “The Darjeeling Limited.”

Agerman Ross said that while developing the exhibition, she had spoken with craftspeople who told her that they had lengthy email correspondences with Anderson to discuss every detail of the props they were making, right down to tweaking fonts and colors for magazine covers that appear for milliseconds in “The French Dispatch.”

Matthieu Orléan, a curator at the Cinémathèque Française, said that Anderson’s attention to detail shaped his projects from their be-

ginnings. The exhibition includes a vitrine filled with yellow spiral-bound notebooks in which the director jotted down his ideas. They contain notes for scripts, in careful capital letters, and minute storyboards for scenes.

The exhibition also includes a screen showing an animatic: a black-and-white animated storyboard that Anderson uses to show actors and crew how he wants scenes to appear on

screen. Orléan said that Anderson had produced these for all his movies since “Fantastic Mr. Fox” in 2008, adding that the director then records himself reading the script over it so that the actors know how he wants the lines to be delivered.

“Fantastic Mr. Fox,” Anderson’s first stopmotion animation movie, was a turning point in his almost 30-year career.

On a tour of the show earlier this week, Andy Gent, a model maker who has worked on seven Anderson movies, said that the director had “totally changed the look” of stop-motion films by insisting the puppets in that movie have real animal fibers, even though they were hard to control and could move between shots, creating a screen effect known as “boiling,” where the puppet’s fur appears to be constantly moving.

Gent and his fellow puppet makers would “slave over the tiniest whisker” to ensure the figures looked exactly as Anderson wanted, he said, though he added that the director gave his craftspeople freedom, despite his reputation for perfectionism.

While making “Isle of Dogs,” for instance, Gent recalled that Anderson’s opening instruction was simple: “Sculpt some dogs!” So Gent and his team spent months making hundreds of mongrels, with Anderson choosing bits he liked from individual models and asking the puppet makers to bring them together. “It was amazing fun,” Gent recalled.

At the opening of the Paris exhibition Monday, one item drew more attention than any other: the model of the Grand Budapest Hotel. Before giving a brief speech, Anderson, who declined to be interviewed for this article, posed in front of its pink walls for photos, including with a French pop star in a cutesy outfit, like a character in an Anderson movie.

Simon Weisse, who oversaw the making of the prop, said that six craftspeople spent three months building the model, which includes glass windows and sheer curtains. The color choice, though, was all Anderson’s, he said.

Weisse said that when the color samples had first arrived at the studio, he couldn’t believe it. “I said, ‘Pink? Bright pink and dark pink? No!’” he recalled. “I asked the art department to check there wasn’t a mistake, but they said, ‘It’s right. Wes has chosen these colors.’”

It was only when Weisse finished the job, he said, that he appreciated Anderson’s decision. The colors were quirky, but they echoed real central European buildings, and fitted perfectly with the movie’s eccentricities.

Anderson might sweat the smallest details, Weisse said, but “in the end, he’s always right.”

Trump administration aims to eliminate EPA’s scientific research arm

The Environmental Protection Agency plans to eliminate its scientific research arm, firing as many as 1,155 chemists, biologists, toxicologists and other scientists, according to documents reviewed by Democrats on the House Committee on Science, Space and Technology.

The strategy is part of large-scale layoffs, known as a “reduction in force,” being planned by the Trump administration, which is intent on shrinking the federal workforce. EPA Administrator Lee Zeldin has said he wants to eliminate 65% of the agency’s budget. That would be a drastic reduction — one that experts said could hamper clean water and wastewater improvements, air quality monitoring, the cleanup of toxic industrial sites and other parts of the agency’s mission.

The EPA’s plan, which was presented to White House officials March 14 for review, calls for dissolving the agency’s largest department, the Office of Research and Development, and purging up to 75% of the people who work there.

The remaining staff members would be placed elsewhere within the EPA “to provide increased oversight and align with administration priorities,” according to the language shared with The New York Times by staff members who work for Democrats on the House science committee.

Molly Vaseliou, a spokesperson for the EPA, said in a statement that the agency “is taking exciting steps as we enter the next phase of organizational improvements” and stressed that changes had not been finalized.

“We are committed to enhancing our ability to deliver clean air, water and land for all Americans,” she said. “While no decisions have been made yet, we are actively listening to employees at all levels to gather ideas on how to increase efficiency and ensure the EPA is as up to date and effective as ever.”

Rep. Zoe Lofgren of California, the top Democrat on the science committee, said that without the Office of Research and Development, the EPA would not be able to meet its legal obligation to use the “best available science” when writing regulations and considering policy. She also said that the office was created by congressional statute and that dissolving it would be illegal.

“Every decision EPA makes must be in furtherance of protecting human health and the environment, and that just can’t happen if you gut EPA science,” Lofgren said in a statement. She said that the first Trump administration had weakened the agency’s scientific research in order to relax regulations against polluting industries. “Now this is their

attempt to kill it for good,” she said.

The EPA’s science office provides the independent research that undergirds virtually all of the agency’s environmental policies, from analyzing the risks of “forever chemicals” in drinking water to determining the best way to reduce fine particle pollution in the atmosphere. It has researched synthetic playground material made from discarded tires; found that hydraulic fracturing, or fracking, can contaminate drinking water; and measured the impact of wildfire smoke on public health. The office also helps state environmental agencies figure out how to address algae blooms, treat drinking water and more.

Its findings tend to support stronger regulations to protect against exposure to air pollution, hazardous chemicals and climate change. And that has made it a target of many industries. Eliminating the office would serve the Trump administration’s dual goals of reducing the size of government while potentially easing regulation of the chemical and fossil fuel industries.

The science office was also criticized by Project 2025, a blueprint for overhauling the federal government that was produced by the Heritage Foundation and written by many who are serving in the Trump administration.

The chapter on the EPA accuses the science office of being “precautionary, bloated, unaccountable, closed, outcome-driven, hostile to public and legislative input, and inclined to pursue political rather than purely scientific goals.”

It calls for eliminating programs within the science office, in particular the Integrated Risk Information System, which evaluates the human health effects of exposure to toxic chemicals and uses that information to form the basis for restrictions on their use. Industries regulated by the EPA often push back against that research. A bill introduced by Sen.

John Kennedy, R-La., and backed by industry groups seeks to prevent the EPA from using the research.

“It is an assault on science,” said Jennifer Orme-Zavaleta, who ran the EPA office under the first Trump administration.

Shuttering the office would cost jobs across the country, particularly in places like North Carolina and Ada, Oklahoma, two of the places where the agency operates major research labs, she said. In addition to chemists and biologists, the science office also employs physicians, nurses, hydrologists and experts who focus on plants, soils and wetlands.

Chris Frey, who led the Office of Research and Development under the Biden administration, said eliminating it would create a vacuum that would allow an administration to impose any policies it wanted to.

“It’s certainly convenient for certain stakeholders to have ORD silenced,” Frey said.

The American Chemistry Council, which represents chemical manufacturers, said in a statement that it supported the EPA’s having the “resources, technical staff and subject matter expertise needed for the agency to meet its statutory requirements.”

More than 40 former EPA officials who served in Republican and Democratic administrations plan to send a letter Tuesday to Zeldin warning that steep cuts will render the agency unable to meet its mission.

“Policy changes are to be expected from one administration to the next, but not the dismantling of EPA,” the officials wrote in the letter, a copy of which was obtained by the Times. “If the administration does not agree with the laws Congress has passed and the programs it has funded, it should work with Congress to seek changes, not unilaterally and recklessly freeze, delay or eliminate funding.”

George Foreman, boxing champion and grilling magnate, dies at 76

George Foreman, a heavyweight boxing champion who returned to the sport to regain his title at the improbable age of 45, and who parlayed his fame and his amiable personality into a multimillion-dollar grill business, died Friday night in Houston. He was 76.

His family announced the death, in a hospital, on his Instagram account. Foreman’s brother, Roy, said the cause was not known.

When Foreman returned to the ring after 10 years away, there was skepticism that a fighter of his years could beat anyone younger, much less come back to the top of the game. But in 1994, he shocked the world by beating the undefeated Michael Moorer to reclaim the world title.

Foreman’s career spanned generations: He fought Chuck Wepner in the 1960s, Dwight Muhammad Qawi in the ’80s and Evander Holyfield in the ’90s.

With his fellow heavyweights Joe Frazier and Muhammad Ali, Foreman embodied a golden era in the 1970s, when boxing was still a cultural force in America. The three great champions thrilled fans with one classic bout after another. Foreman was the last living member of the trio.

His popularity also helped him make millions selling grills after his retirement.

George Edward Foreman was born Jan. 10, 1949, in Marshall, Texas. His father, J.D. Foreman, was a railroad construction worker. His mother was Nancy Ree (Nelson) Foreman. As an adult, he learned that his biological father was a man named Leroy Moorehead.

Foreman was candid about having been a bully and a petty criminal in his youth. After dropping out of school, he joined the Job Corps at 16. At 17, he tried his hand at boxing.

Success came quickly in the amateur ranks; only a year and a half later, he was Olympic heavyweight champion, defeating Ionas Chepulis of the Soviet Union by a second-round knockout in Mexico City in 1968.

After the fight, Foreman, who was Black, waved a small American flag in the ring, days after the track athletes Tommie Smith and John Carlos raised clenched fists during the national anthem to protest the country’s treatment of Black people.

“I was just glad to be an American,” Foreman said afterward. “Some people have tried to make something of it, calling me an Uncle Tom, but I’m not. I just believe people should

live together in peace.”

Turning professional, he started a heavy schedule of fights, as many as a dozen in a year. He was 37-0 when he got his first shot at a world heavyweight title against Frazier in Kingston, Jamaica, in 1973.

Although he was a 3-1 underdog, Foreman dominated the fight, knocking Frazier down six times before the contest was stopped halfway through the second round.

One of those knockdowns led the television announcer Howard Cosell to utter one of boxing’s most famous calls: “Down goes Frazier! Down goes Frazier!”

“It was unbelievable,” New York Times sports columnist Arthur Daley wrote. “In little more than 4 1/2 minutes, George Foreman destroyed Joe Frazier tonight, and the man who supposedly couldn’t lose never had even one ghost of a chance for victory. So there is a new heavyweight champion of the world, and he won it with authority in an explosive demonstration of overpowering punching skills.”

Foreman defended the title twice before a match with Ali in Zaire (now Congo) in 1974 that would become known as the Rumble in the Jungle. This time, Foreman was the favorite, but Ali reclaimed the title, dealing Foreman his first career loss.

Ali used his “rope-a-dope” strategy, resting on the top rope and allowing Foreman to punch him but also to tire himself out. Ali finished the fight with a left-right combination knockout in the eighth round.

Foreman had five more victories, including another one over Frazier. But after losing to Jimmy Young in 1977, he elected to hang up his gloves at age 28, citing his religious beliefs and his mother’s wishes.

He turned to religious vocation in his retirement years, by serving as a nondenominational Christian minister in Houston and by starting a youth center.

But the ring lured him back. “I want to be champion again,” he said in 1987. “I’ve got a three-year plan. I want to start at the bottom. Train harder than any man in the world. Fight once a month.”

He admitted that money was a factor as well. “You know that story about how you have four pockets in your pants, and you better save what’s in one pocket so you can live?” he told Dave Anderson of the Times. “I saved one pocket. I’ve got money for steak and potatoes. But the other three pockets I just blew.”

Sure enough, Foreman fought frequently, as many as nine times in a year. He cranked

In the classic heavyweight title fight in Zaire (now Congo) dubbed the Rumble in the Jungle, Muhammad Ali employed his “rope-a-dope” strategy to avoid George Foreman’s formidable power and tire his younger opponent out. Ali KO’d Foreman in the eighth round. (Wikipedia)

out 24 straight wins, although most were against boxers of lesser ability. That set him up for a title shot at age 42 against Holyfield, the champion, in 1991. Foreman lost the decision but put forth a creditable performance.

He scored a few more wins and lost to Tommy Morrison, but then he managed to land another title shot in 1994, in Las Vegas against Moorer, 26, who had defeated Holyfield. Some called it undeserved and suggested that Foreman got the chance only because of his fame and the novelty of his age. “It’s not about deserving,” he said with a smile, “because I’ve got it.”

Foreman was trailing on the judges’ score cards when he managed to land the big punch he was looking for and knocked Moorer out in the 10th round. Moorer had thrown 641 punches, to 369 by Foreman. But the last one was the one that counted.

Foreman had stood rather than sit on a stool between rounds, as if to defy his 45 years. He became the oldest heavyweight champion in history.

“Anything you desire, you can make happen,” he said after the fight. “It’s like the song, ‘When you wish upon a star, your dreams come true.’ Well, look at me tonight.”

Foreman defended his belt against a German fighter, Axel Schulz. But the governing bodies that awarded the championship began to strip him of his belts as he declined to fight the challengers they mandated. Instead, Foreman faced and defeated a couple of lesser fighters. His final fight was a loss, a

close decision to Shannon Briggs in 1997. He was 48.

He finished with a professional record of 76-5 and is widely regarded as one of the 10 best heavyweight fighters of all time; a Ring magazine survey in 2017 ranked him seventh. He was inducted into the Boxing Hall of Fame in 2003.

Foreman returned to his youth center, did commentary for televised boxing broadcasts and, most lucratively, sold hamburger grills.

Foreman began endorsing the George Foreman Grill in 1994, with a big smile and predictable but still charming lines such as “It’s a knockout.” The grills were electric and portable and could be used inside as an alternative to outdoor charcoal grilling. Foreman helped make the grills an American kitchen mainstay.

In addition to his brother, Foreman is survived by his wife, Mary Joan Martelly, whom he married in 1985. He had previously been married four times.

His survivors also include six daughters — Natalia, Leola, Michi, Georgetta, Isabella and Courtney Foreman — and five sons. A seventh daughter, Freeda Foreman, died in 2019.

All of Foreman’s sons were named George: George Jr., George III, George IV, George V and George VI. In 2005, he collaborated with author Fran Manushkin on a children’s book called “Let George Do It!” about a household full of Georges, like his own.
