ozens of public workers marched on Thursday to La Fortaleza to demand a salary increase and better benefits. “We have returned to the gates of La Fortaleza to demand from the governor better employment conditions for these workers who have gone more than a decade without a salary increase,” said Gerson Guzmán López, president of the General Workers Union (UGT by its Spanish initials), the union representing the public employees.. “Last August 30, we sent a letter to the governor’s labor adviser with a concrete proposal to bring justice to these employees. Still, to date, we have not received a reply.” Guzmán López said the proposal presented to La Fortaleza is to replicate for public employees of various agencies the bonus that will soon be given to workers in the public health sector. “We present this alternative that would replicate the same [bonus] that will be granted to public health personnel since these colleagues have also worked providing direct service to citizens during the pandemic and should also be rewarded,” he said. “The amount of money that is being requested is modest; we believe that it is modest in comparison to what has been granted to other sectors.” The union leader insisted on the need to recognize the work done by public employees of the public agencies and corporations who were represented at the protest and to give them labor justice.

“We want the governor to make good on his word. He talks about the importance of public servants in their work for the citizens’ benefit. For it is these public servants who, day by day, give their best so that the country continues to function,” Gerson Guzmán López said. “It is these public servants who today demand better conditions and salary justice, that their work be recognized, but also that they be rewarded for it.” Recently, the UGT signed a collective bargaining agreement with Atlantis Health to grant wage increases and better employment conditions to 248 healthcare workers. “The negotiation that has culminated between the UGT and Atlantis Healthcare Group, which provides dialysis services in Puerto Rico, was developed in an atmosphere of respect and appreciation for the work done by workers. The achievements and changes achieved will result in a certain improvement in the working and living conditions of the personnel and contribute to the recruitment and retention of the work teams that work in the company,” Guzmán López said. “We consider this to be a solid agreement for difficult times. Once again, it proves that union organizing and collective bargaining contribute significantly to workers’ welfare and corporate progress.” Among the agreements reached by the union, which will benefit the employees of the 11 units in Aguadilla, Guaynabo, Isabela, San Germán, Ponce, San Sebastián, Lares, Fajardo, Manatí, Caguas and Toa Baja, is that the workers will receive a salary increase in each of the three years of the collective bargaining agreement.

Resilience-themed Women’s Economic Forum Caribbean will have 150 speakers By THE STAR STAFF

ne hundred and fifty female experts will speak at the Women’s Economic Forum Caribbean (WEF Caribbean) in San Juan from Nov. 16 to Nov. 18. The experts will speak on various topics but will focus their talks on resilience to promote the efficient management of public and private sustainable policies and the transformation of innovative, intelligent and inclusive territories. Other topics are educational trends, job opportunities, economic growth, technology, innovation, politics and health. In charge of the opening of WEF Caribbean 2022 will be the organization’s director, Johanna Salgado, who will explain what WEF Caribbean is and why resilience was chosen as the main theme this time. Marilina Wayland, chancellor of Inter-American University of Puerto Rico, in her capacity as host of the event will talk about women’s empowerment through knowledge. During the event there will be eight panels on mental health and entrepreneurship, innovation and technology, politics, leadership, sustainability, digital marketing, competitiveness and cooperation. Speakers will also talk about inspiration and learning about the current state of women and their direction for the future, business, supporting women-founded businesses and initiatives by exposing them to a broader audience and promoting job opportunities. The WEF Caribbean aims to implement actions that support women’s economic progress and development through

networking and connections. In addition, 16 thematic conferences, eight workshops and four conversations will take place. In total, there will be about 90 sessions on various topics. The event, geared toward women and youth, foundations, non-governmental organizations, influencers, media and government institutions, is expected to attract around 900 attendees from Puerto Rico and different parts of the world. According to the event’s organizers, the idea is to share firsthand initiatives, knowledge, entrepreneurship and efforts made by different women leaders and governments throughout the region to generate changes to improve the quality of life within their communities. The technology theme will have a special agenda, with topics such as the future of technology belonging to women, the challenge of overcoming the digital divide and the impact on society, women in the 4.0 revolution, and executive competencies for digital transformation. There will also be talks about the metaverse, AI, data and cloud computing; opportunities in financial technology for women entrepreneurs; reimagining the post-pandemic world; and the human face of transformation. Deadline is Nov. 12 to vote on petition to restructure $1.5 billion in Public Finance Corp. debt By THE STAR STAFF

ov. 12 is the deadline to vote on a qualifying modification petition filed recently in bankruptcy court to restructure over $1.5 billion in Public Finance Corp. debt. On Oct. 25, the Fiscal Agency and Financial Advisory Authority on behalf of the Puerto Rico Public Finance Corp. (PFC), and the Financial Oversight and Management Board, launched the solicitation of a qualifying modification for PFC pursuant to Title VI of the Puerto Rico Oversight, Management and Economic Stability Act, according to an oversight board document. On Oct. 28, the oversight board, as the Title VI administrative supervisor, also commenced a Title VI proceeding in the bankruptcy court by filing an application seeking approval of the qualifying modification. The deadline to vote on the qualifying modification is Nov. 21. The qualifying modification involves the restructuring of the several bonds series issued by the PFC. The first is Series 2011A Commonwealth Appropriation

Bonds, the second is Series 2011B Commonwealth Appropriation Bonds, and the third is Series 2012A Commonwealth Appropriation Bonds. Those participating bonds are payable solely from payments of principal and interest on certain promissory notes issued by certain departments, agencies, instrumentalities and public corporations of the Commonwealth of Puerto Rico, which are payable solely from budgetary appropriations made by the Puerto Rico Legislative Assembly. If the requisite votes are received and the qualifying modification is approved by the bankruptcy court and implemented, the qualifying modification will result in the discharge of the participating bonds at a significant discount. In particular, the only new economic consideration required to be provided by the commonwealth or the PFC to discharge the more than $1.5 billion, including principal and unpaid interest of participating bonds, is through payment of $13.8 million in cash. The remaining consideration, subject to and as provided under the qualifying modification, will be in the form of bonds issued by the Government Development Bank Debt Recovery

Authority in the face amount of up to some $47 million. In addition, if consummated, the qualifying modification will result in the release of all claims against the agencies and public corporations that issued the notes. That would allow the notes’ liability that is currently carried on the balance sheets of multiple government agencies and public corporations to be eliminated.

Island looks to be in for a rainy weekend By THE STAR STAFF

ureau of Emergency Management and Disaster Administration (NMEAD by its Spanish acronym) Commissioner Nino Correa Filomeno said Thursday that the National Meteorological Service (NMS) is projecting rainy weather conditions for Puerto Rico over the weekend and that maritime conditions will deteriorate due to the passage of a low pressure system associated with an almost stationary trough over the region. “This is not the time to visit beaches, rivers, lakes, or other bodies of water. This weekend we don’t want anyone in the water,” Correa Filomeno said. “The NMS alerted us of a system causing rains, mostly intermittent but copious. The current forecast is that three to six inches of rain could fall until Monday, which could affect the entire island.” “Our greatest concern is that our soils are extremely satu-

rated after the rains recorded in September, plus the downpours caused by hurricane Fiona and the rain of the last few days,” the NMEAD commissioner said. “This can cause rivers to run out of their channels faster, and we are more prone to landslides, mudslides, and floods. We need citizens to be alert, not to cross flooded roads, and if they live in flood zones, to consider moving out of the area with time to spare. We cannot let our guard down. DTOP, Bayamón agree to expand solar traffic light system By The STAR STAFF

Pedro Pierluisi Urrutia announced on Thursday the signing of a memorandum of understanding between the Department of Transportation and Public Works (DTOP by its Spanish acronym) and the municipality of Bayamón to standardize and modernize the infrastructure for traffic lights to a solar-powered one. For those purposes, DTOP will transfer $1,343,101 to the municipality. “The municipality of Bayamón has been a pioneer in developing and implementing, through a pilot program, solar traffic light systems on the island,” the governor said. “Initiatives like these must be supported and must be expanded throughout

Business owner charged in $1 million tax evasion scheme By THE STAR STAFF

reasury Secretary Francisco Parés Alicea referred to the Department of Justice on Thursday a tax evasion scheme perpetrated by the owner of a commercial establishment that owes the Treasury nearly $503,348 in principal by not reporting on its income tax returns over $1.5 million generated through sales with the Nutritional Assistance Program (PAN by its Spanish acronym) card. “Mr. Otilio Rivera Vélez, owner of the Utuado Service Station establishment in Utuado, has been selling basic food items eligible under the Nutritional Assistance Program since 2010. According to the investigation, during the years 2017 to 2019, he received income of $1,564,796 from payments received at his business with the PAN card,” Parés Alicea said at a press conference. “However, he did not report to the Treasury Department the corresponding income taxes for those sales and income generated, failing to comply with his tax responsibility.” The official said the tax deficiency amounts to more than $1 million, including the fines and penalties imposed. Rodney Ríos, director of the Justice Department’s Economic Crimes Division, said the new case confirms to the

same interest as other cases in the agency. “The investigations continue, and the commitment to the Treasury Department and to citizens is to contribute to the identification of tax evaders and to demand that they comply with the law,” he said. After the investigation, which was conducted by the Treasury Department’s Tax Fraud and Intelligence Area and prosecutor Roxanne Rivera Carrión of the Justice Department’s Economic Crimes Division, three charges were filed against Rivera Vélez, 53, for filing fraudulent returns, statements and claims in violation of Section 6030.16 (a) of the Puerto Rico Internal Revenue Code. Judge Iraida Rodríguez Castro determined a cause for arrest for the three charges and imposed a bail of $6,000 on the accused, who faces a sentence of three to eight years in prison for each charge. The preliminary hearing will be on Nov. 17. “At the Treasury, we are constantly investigating. Our commitment is that everyone complies with their obligations and not just a few,” Parés Alicea said. “We will continue our work against all [tax] evaders. We continue to recommend to all those who believe that they have some deficiency pending with the department to approach us to avoid public exposure and a trial in the courts.”

Republicans, eyeing majority, float changes to Social Security and Medicare By JIM TANKERSLEY

ongressional Republicans, eyeing a midterm election victory that could hand them control of the House and the Senate, have embraced plans to reduce federal spending on Social Security and Medicare, including cutting benefits for some retirees and raising the retirement age for both safety net programs. Prominent Republicans are billing the moves as necessary to rein in government spending, which grew under both Republican and Democratic presidents in recent decades and then spiked as the Trump and Biden administrations unleashed trillions of dollars in economic relief during the pandemic. The Republican leaders who would decide what legislation the House and the Senate would consider if their party won control of Congress have not said specifically what, if anything, they would do to the programs. Yet several influential Republicans have signaled a new willingness to push for Medicare and Social Security spending cuts as part of future budget negotiations with President Joe Biden. Their ideas include raising the age for collecting Social Security benefits to 70 from 67 and requiring many older Americans to pay higher premiums for their health coverage. The ideas are being floated as a way to narrow government spending on programs that are set to consume a growing share of the federal budget in the decades ahead. The fact that Republicans are openly talking about cutting the programs has galvanized Democrats in the final weeks of the midterm campaign. Biden has made securing Social Security and Medicare a late addition to his closing economic messaging, and Democratic candidates have barraged voters with a flurry of advertisements claiming Republicans would dismantle the programs and deny older adults benefits they have counted on for retirement. Biden has repeatedly said he will not agree to cuts to Social Security, which provides retirement and disability pay to 66 million Americans, or Medicare, which provides health insurance to about 64 million people. He has also accused all Republicans of putting both programs on the chopping block, based on the possible outcomes of proposals put forth by two Republican senators, which party leaders have not embraced. “You’ve been paying into Social Security your whole life. You earned it. Now these guys want to take it away,” Biden said during a visit to Hallandale Beach, Florida, on Tuesday. “Who in the hell do they think they are? Excuse my language.” Former President Barack Obama, who campaigned last week in Wisconsin for the state’s Democratic candidate for Senate, Mandela Barnes, excoriated Sen. Ron Johnson, the incumbent Republican, over his plans for the legacy programs. Obama faulted Johnson for supporting tax breaks

American retirees “had long hours and sore backs and bad knees to get that Social Security,” Obama said. “And if Ron Johnson does not understand that — if he understands giving tax breaks for private planes more than he understands making sure that seniors who have worked all their lives are able to retire with dignity and respect — he’s not the person who’s thinking about you and knows you and sees you, and he should not be your senator from Wisconsin.” Johnson has proposed subjecting Social Security and Medicare to annual congressional spending bills instead of operating essentially on autopilot as they do now. That would leave the programs susceptible to Washington’s frequent and fraught debates over funding the government, making it more difficult for retirees to count on a steady stream of benefits. Still, Johnson does not hold a leadership position, and it is unclear whether his ideas — or any of the more aggressive proposals presented by those in his party — would find purchase with Republican leaders. This week, he said that Obama had “lied” about his proposal and that he had never called for Social Security cuts. Biden and other Democrats have also criticized a plan from Sen. Rick Scott of Florida, chair of the Senate Republicans’ campaign arm, who has proposed subjecting nearly all federal spending programs to a renewal vote every five years. Like Johnson’s plan, that would make Medicare and Social Security more vulnerable to budget cuts. Sen. Mitch McConnell of Kentucky, the Republican leader, said this year that a bill to sunset those programs every five years “will not be part of a Republican Senate majority agenda.”

Still, the fact that key Republicans are openly broaching spending cuts to Social Security and Medicare — or declining to rule them out — is a break from former President Donald Trump, who campaigned on a promise to leave the programs intact. Several conservative Republicans vying to lead key economic committees in the House have suggested publicly that they would back efforts to change eligibility for the safety net programs. The conservative Republican Study Committee in the House, which is poised to assume a position of influence if the party claims the majority, has issued a detailed plan that would raise the retirement age for both programs and reduce Social Security benefits for some higher-earning retirees. The plan would increase premiums for many older adults and create a new marketplace in which a government Medicare plan competes with a private alternative, in what many Democrats call partial privatization of the program. Rep. Kevin McCarthy, R-Calif., who is in line to be House speaker if his party wins control, told Punchbowl News last month he would not “predetermine” whether Social Security and Medicare cuts would be part of debt limit negotiations. Those comments suggested that, unlike in past negotiations, Republicans could demand future cuts to the programs in order to raise America’s borrowing limit and avoid a default on government debt. McCarthy later told CNBC that he had not brought up the programs and was committed to “strengthening” them, though he did not provide details. Asked whether McConnell would support any changes to the programs should Republicans capture the majority, aides pointed only to his specific comments about Scott’s plan. With Biden in the White House, Republicans have little chance of securing changes to either program. Democratic candidates and outside groups supporting them have spent $100 million nationwide this election cycle on ads mentioning Social Security or Medicare, according to data from AdImpact. Nearly half of that spending has come since the start of October. “Far-right extremists are gutting retirement benefits,” a narrator says in an advertisement targeting Cassy Garcia, a Republican seeking to unseat Rep. Henry Cuellar, D-Texas, in a fiercely contested district. “They’ll slash Medicare and Social Security — benefits we paid for with every paycheck.” Democrats and Republicans largely agree Congress will need to ensure the solvency of the programs in the decade to come. Spending for the programs is projected to balloon in the coming decade as more baby boomers retire. The trustees of the Social Security and Medicare trust funds estimate that a key Medicare trust fund will run out of money in 2028 and the main Social Security Trust Fund will be insolvent in 2034, potentially forcing cuts in benefits if Congress does not act to avoid them.

At the same time, those officials have sought to reassure Americans that voting is safe and secure despite vigilante drop-box watchers and a disinformation campaign targeting mail-in voting. Here is what some of those officials, already beleaguered by a rise in threats toward them, say they are dealing with: Central Florida Election supervisors in several Central Florida counties reported at a news conference Tuesday that early voting totals had slipped, compared with the midterm elections in 2018. Hays, a Republican who has admonished members of his party for spreading falsehoods about the 2020 election, said that the information circulating online was corrosive.

“One of the things that is almost laughable: Some people call and say. ‘Is it true you don’t count the absentee ballots except in close elections?’ Nothing could be further from the truth,” he said. “Please do not listen to the noise that’s out there on social media,” Hays added. Florida bars voters from returning mail-in ballots to voting precincts on Election Day, though they can exchange them for regular ballots, election officials said. Mail-in ballots may be returned to early-voting centers or intake sites, but county election officials must receive them by 7 p.m. local time on Nov. 8. “Really, misinformation is just a long word for lie,” Hays said. “And I think it’s playing a significant role, because people don’t know who to believe. The confidence of the voters is being grossly undermined by these individuals and these organizations that are out there spreading all these lies.” Philadelphia In Philadelphia, District Attorney Larry Krasner warned on Wednesday that anyone planning to intimidate voters or election officials would be prosecuted and that law enforcement officers were working to ensure a free and fair election. At a news conference, Krasner — a secondterm Democrat who is facing an impeachment action by Pennsylvania Republican lawmakers who have accused him of failing to address rising crime in the city — singled out extremist groups for efforts to disrupt the midterm elections. “Some people just don’t get it anymore,” Krasner said. “We are dealing with an alarming national phenomenon of extremism. Jan. 6 happened, and we cannot ignore it.” He criticized members of groups like the Oath Keepers, Proud Boys and the Three Percenters and issued a warning to those who might try

to disrupt the election. “Your authoritarian, un-American, antidemocratic conduct on Election Day — if it is illegal, we will put you in jail. Bad things will happen in Philly to extremists who come here to try to erase votes.” He noted that Philadelphia was the biggest and most diverse city in a closely watched swing state in what he called a “superheated” election. He delivered his message as Pennsylvania — with pivotal races for Senate and governor — has become an incubator for misinformation and conspiracy. “It is an enormous vote generator, so there will be extremists, conspiracy theorists and other wackos, frankly, who are tempted to do things here,” he said of Philadelphia. “You do things here, I guarantee you, there will be lawful, appropriate and just consequences.” Omar Sabir, vice chair of the Philadelphia City Commissioners, which manages elections and voter registration, sought to assure voters that they would be able to cast their votes freely and safely on Nov. 8, or in advance at drop boxes around the city. “Rest assured, Philadelphians, it will be safe for you to vote, the same as it’s always been,” said Sabir, a Democrat. “Philadelphia is the birthplace of democracy, and I’ll be damned if democracy dies here in Philadelphia on my watch.” He said that about 161,000 mail-in ballots had been received so far. He said more completed ballots were expected be dropped off at one of 18 drop boxes around the city that were under 24-hour video surveillance. Sabir urged voters to put their ballots into designated “secrecy envelopes” and then return envelopes that require a signature and a date. “It’s very simple to complete those steps in order for your vote to be counted,” he said. Akron, Ohio Akron’s City Council on Monday unanimously approved a local election interference ordinance that mandates jail time for violators. The ordinance imposes stiffer penalties for attempts to intimidate an election official and bars unauthorized individuals from loitering in polling places to hinder or delay the election process. It also prohibits unauthorized access to or destruction of election materials. It is similar to a measure that is pending in the state Legislature. “In recent years, election officials, elections staff and poll workers have faced increased threats and abuse and harassment,” Tara Mosley, a City Council member and sponsor of the ordinance, said during the group’s meeting. Biden warns that ‘big lie’ Republicans imperil American democracy By PETER BAKER

resident Joe Biden issued an impassioned condemnation of his predecessor and other Republicans on Wednesday night for encouraging political violence, voter intimidation and “the Big Lie,” framing next week’s elections as a pivotal test of American democracy. While candidates and voters have focused on economic and other issues, Biden sought to use a nationally televised evening speech to put the future of the nation’s system of elections front and center for the final days of debate before midterm elections Tuesday that will determine control of Congress and numerous state offices. “As I stand here today, there are candidates running for every level of office in America — for governor, Congress, attorney general, secretary of state — who won’t commit, they will not commit to accepting the results of the elections that they’re running in,” Biden said at Union Station, just blocks from where a mob stormed the Capitol on Jan. 6, 2021, to disrupt the transfer of power. “This is the path to chaos in America. It’s unprecedented. It’s unlawful. And it’s un-American.” The president seemed particularly unnerved by the violent attack Friday on Paul Pelosi by a hammer-wielding assailant who the police say was seeking to kidnap his wife, House Speaker Nancy Pelosi, using words reminiscent of those called out by rioters on Jan. 6. Biden traced the attack to former President Donald Trump’s “Big Lie” that the 2020 election was stolen. “It’s a lie that fueled a dangerous rise in political violence and voter intimidation over the past two years,” Biden said. Citing examples of election workers being harassed and menaced, the president singled out Trump’s own efforts days before the Jan. 6 attack to pressure Georgia’s Republican secretary of state to “find” him enough votes to reverse the outcome of the election in that state. “This intimidation, this violence against Democrats, Republicans and nonpartisan officials just doing their jobs are the consequence of lies told for power and profit, lies of conspiracy and malice, lies repeated over and over to generate a cycle of anger, hate, vitriol and even violence,” Biden said. “In this moment, we have to confront those lies with the truth. The very future of our nation depends on it.” Refusing to identify Trump by name, Biden nonetheless argued that his predecessor had undercut the rule of law. “American democracy is under attack because the defeated former president of the United States refuses to accept the results of the 2020 election,” Biden said. “He refuses to accept the will of the people. He refuses to accept the fact that he lost. He has abused his power and

put the loyalty to himself before loyalty to the Constitution and he’s made a Big Lie an article of faith for the MAGA Republicans, a minority of that party.” He noted that Trump’s false claims have been rejected across the board by courts and other authorities. “The Big Lie has been proven to be just that, a big lie, every single time,” Biden said. “Yet now, extreme MAGA Republicans aim to question not only the legitimacy of past elections, but elections being held now and into the future.” Political violence has become an increasing concern in recent years. Threats against members of Congress have risen more than tenfold since Trump was elected in 2016, according to the U.S. Capitol Police, which registered more than 9,625 such threats last year alone. This will be “the first election since the events of Jan. 6, when the armed, angry mob stormed the U.S. Capitol,” he said. “I wish, I wish I could say the assault on our democracy ended that day. But I cannot.” “This is no ordinary year,” he added. “So I ask you to think long and hard about the moment we are in. In a typical year, we’re often not faced with the question of whether the vote we cast will preserve democracy or put us at risk. But this year we are.” More than 370 Republican candidates have questioned and, at times, outright denied the results of the 2020 election despite overwhelming evidence to the contrary, according to a monthslong New York Times investigation. Trump has made fealty to his false claims a litmus test for his support for Republican candidates. While Biden excoriated Republicans who deny the legitimacy of elections, he once suggested that he too might not accept the results of this year’s vote if policies he deemed restrictive of the right to vote were enacted by Republican states. “It all depends on whether or not we’re able to make the case to the American people that some of this is being set up to try to alter the outcome of the election,” he said at a news conference in January. He has stayed away from such a formulation since then, recognizing that it provided ammunition to Republicans looking to justify their continued adherence to Trump’s lies about 2020. Reminded of his comments before Wednesday night’s speech, Karine Jean-Pierre, the White House press secretary, was asked if the president expected next week’s elections to be legitimate. “That is a yes,” she said. The issue of election denialism has challenged the system in unpredictable ways. In some cases earlier this year, Democrats even promoted some far-right election deniers in Republican pri-

As for businesswomen, 36% had a bachelor’s degree, and 29% had a master’s degree. Of the human resources managers, 118 participated in the survey;

n a room filled to capacity, hundreds of island industry leaders, women and men, gathered earlier this week at the Fairmont El San Juan Hotel to hear the results of the “State of Working Women in Puerto Rico 2022” study. The initiative, a collaborative effort between the Department of Labor and Human Resources (DTRH by its Spanish initials) and the organization Women Who Lead, which this year celebrates its 15th anniversary, also had the support of other private and public entities. Also during Wednesday’s ceremony, awards were given to those employers with the “W-Certified Company” rating, presented by Women Who Lead to companies that have stood out as employers of choice for female talent. Through a virtual survey, which was available for two months, 4,051 women workers from the private sector, government, and nonprofit organizations were interviewed, along with businesswomen and human resources personnel. In the survey, they expressed their feelings on issues such as inclusion, sexual and workplace harassment, pay equity, growth opportunities and finances. “Through this study, which is being conducted for the first time on the island, we make history by collecting the

52% belonged to private enterprises, while the rest belonged to government agencies. Among the preliminary key findings, just over half (54%) of the leaders of organizations favor female leadership and inclusion, a figure that rises to 63% in the nonprofit sector. On the subject of harassment, respondents were asked if they would feel safe to report it without suffering retaliation. In both the public and private sectors, 68% said yes, they would feel confident in doing so. On the subject of corporate training on anti-harassment and stalking policies, human resource managers were asked whether the company in which they work trains its personnel annually on hostile environments and sexual harassment issues. In the case of the government, the highest percentage was 91%. This was followed by private companies with 78% and nonprofit entities with 56%. In this regard, the Labor secretary insisted that “everyone” has to establish policies and train their full workforce on those issues, following the instructions of Gov. Pedro Pierluisi Urrutia in this regard. When asked if their supervisor has actively supported them in their development and growth, 65% of the women in the private sector answered in the affirmative. Nonprofit companies followed with 56%, followed by the government with 46%. Nonprofit employers that offer programs to support women’s professional development and growth accounted for 63% of the respondents. At the same time, 62% of government workers and 58% corresponding to private companies indicated that their employers offer such programs. Knowing whether it is the employer’s policy to grant equal pay for equal work was also part of the discussion in the questionnaire. In this category, the government occupied the first position, with 43% of affirmative answers, followed by 39% of private companies and 33% of nonprofit organizations. Flexible work arrangements tend to be more common in nonprofit entities, judging by the response of 60% of their workers. In second place was the government with 42% and private companies with 26%. Part of the universe of those surveyed agreed that they would recommend their employer to other women. This response included 61% from the nonprofit sector, 47% private and 43% government. Ríos emphasized during the event that women have to empower themselves in their leadership process and commented that many put aside their professional growth for their families, which men do not usually do. “When a man is told he has to relocate, there goes the whole family. But if it’s a woman, she starts thinking about the children,” noted the CEO of Women Who Lead. “You have to swim against the current, and persistence and determination are key to getting where you want to go.”

World equities fall, U.S. Treasury yields rise after hawkish Fed G lobal equities fell while U.S. Treasury yields rose on Thursday as investors weighed hawkish commentary from Federal Reserve Chair Jerome Powell on the prospects of further interest rate hikes targeted at reining in inflation. Market sentiment has been bearish after the Fed on Wednesday raised rates by 75 basis points and Powell said during a press conference that the “ultimate level” of interest rates is likely higher than previously estimated, and the central bank still has “some ways to go.” Traders, who were expecting the Fed to strike a more dovish stance after delivering its fourth consecutive rate hike, were rattled. “We’ve done 400 basis points in eight months - one of the steepest ascents in tightening in history - and to not sit back and see for a few months how the data comes in is just reckless,” said Thomas Hayes, chairman at Great Hill Capital in New York. The MSCI world equity index, which tracks shares in 50 countries, was down 2%. European stocks dropped nearly 1% after the Bank of England delivered its biggest rate rise since 1989. On Wall Street, all three major indexes were lower in early afternoon trading, led by a selloff in technology, communication services, financials, healthcare, and consumer discretionary stocks. The Dow Jones Industrial Average fell 0.19% to 32,087.77, the S&P 500 lost 0.61% to 3,736.81 and the Nasdaq Composite dropped 1.04% to 10,415.13. “I think the kind of double talk that we saw yesterday is really beginning to massively erode the credibility of anything they say. What’s going to happen is that at some point, they’re going to talk hawkish and the market is going to rally,” Hayes added. Treasury yields were higher, with the two-year note climbing toward 5%, following comments by the Fed chair and the interest rate hikes by the U.S. and British central banks. Both notes have pared back some gains from the previous day’s session. The yield on the benchmark 10-year note rose to 4.1616%, while the two-year yield, which typically moves in step with interest rate expectations, was up at 4.7097%. The U.S. dollar strengthened after the Fed’s hawkish comments, while the euro and the pound slid after the BoE’s statement. The dollar index rose 1.49%, with the euro down 0.66% to $0.9752. Oil prices fell as an increase in U.S. interest rates pushed up the dollar and heightened fears of a global recession that would crimp fuel demand. Brent futures fell 0.86% to $95.33 a barrel, while U.S. West Texas Intermediate (WTI) crude fell 1.29% to $88.84. Gold prices fell to a more than one-month low after the dollar gained following the Fed’s stiff interest rate stance. Spot gold dropped 0.6% to $1,625.91 an ounce, while U.S. gold futures fell 1.77% to $1,616.50 an ounce.

War in Ukraine has forced more than 14 million people to flee By MATTHEW MPOKE BIGG, MARC SANTORA and MATT STEVENS

ussia’s eight-month war in Ukraine has already created the largest and fastest refugee crisis in decades. But the United Nations and humanitarian agencies are warning that new fighting in the east and south, Moscow’s intensified targeting of power plants and other infrastructure, the approaching winter and fears of a nuclear attack could drive even more Ukrainians to flee their homes in the coming months. More than 14 million people have fled their homes since Russia’s invasion in February, according to the United Nations, with 7.8 million having sought refuge outside Ukraine. More than 6 million are displaced inside Ukraine in areas farther from fighting but are increasingly at risk of Russian airstrikes that have disrupted power and water supplies, producing new misery as temperatures drop.

Beneath the raw numbers lies a series of agonizing choices made by individuals and families over schools, work and care for family members who are too old or infirm to leave their homes. Although the immediate danger of a Russian takeover of the capital, Kyiv, and the country’s second largest city, Kharkiv, has passed, and many people have returned to their homes there, the numbers of the displaced continue to climb, if more slowly. Some 10.5 million people had been displaced by the war just in its first month, according to U.N. figures. But Russia’s barrages of missile and drone strikes across the country in recent weeks have highlighted that nowhere in Ukraine is truly safe. The United Nations High Commissioner for Refugees, Filippo Grandi, told the U.N. Security Council on Wednesday that the tally of 14 million people forced from their homes represents the “the fastest and largest displacement witnessed in decades.”

The country’s prewar population stood at roughly 44 million. “Humanitarian organizations have dramatically scaled up their response, but much more must be done, starting with an end to this senseless war,” Grandi said. “Unfortunately, we see the opposite,” he added. “And the destruction caused by strikes at civilian infrastructure, which is happening as we speak, is quickly making the humanitarian response look like a drop in the ocean of needs.” A senior Ukrainian government official warned last week that people should not return to their homes. Russian strikes have destroyed roughly 40% of the nation’s critical energy infrastructure in recent weeks, according to Ukrainian officials. The national power grid has been stretched to the breaking point, with officials instituting widespread rationing needed to keep it from collapse. Before dawn Thursday, Russian missiles did more damage, hitting energy and water supply infrastructure facilities in the southern city of Kryvyi Rih, local officials said. Warnings that Russia could turn to unconventional means, including the use of tactical nuclear weapons, have added to unease. This week, officials in the Kyiv region said they were preparing more than 400 fallout shelters in case of a nuclear attack. But not everyone has the option to leave. In areas occupied by Russian forces in

the east and south of the country, almost all of the routes toward Ukrainian-controlled territory have been blocked. In the southern region of Zaporizhzhia, there is a single designated crossing where people from all four regions of Ukraine partly occupied by Russian forces can cross the front line. For months, thousands were able to escape occupied territory along this route. But after Moscow announced the illegal annexation of the occupied territories in September, the Russians have allowed fewer people to pass through the maze of checkpoints. Russian forces have also stepped up efforts to forcibly relocate civilians in southern Ukraine as they fortify defensive positions and move soldiers into abandoned homes, according to Ukrainian officials and residents. Hans Kluge, the World Health Organization’s regional director for Europe, warned recently that “wintertime challenges, and the recent escalation in fighting, could add to significant internal displacement, with an anticipated 2 to 3 million people on the move in Ukraine itself as well as another exodus of refugees to surrounding countries.” Poland received more refugees than any other country, with nearly 1.5 million Ukrainians registered as refugees, according to U.N. data. More than 450,000 are registered in the Czech Republic, and smaller numbers have gone to other European countries including Bulgaria, Slovakia, Romania and Hungary.

Lapid concedes in Israel, paving way for Netanyahu’s return to power By PATRICK KINGSLEY

rime Minister Yair Lapid of Israel conceded Israel’s election on Thursday evening to Benjamin Netanyahu, paving the way for Israel’s opposition leader to return as prime minister at the helm of one of the most right-wing governments in Israeli history. With almost all votes counted, Netanyahu’s right-wing bloc was projected by the country’s broadcasters to win a clear majority in parliament, ensuring that Israel, after five elections in less than four years, will have a cohesive government with a steady majority for the first time since 2019. The far right’s strong showing was linked to fears among right-wing Jews about perceived threats to Israel’s Jewish identity and to their personal safety. A wave of interethnic riots in May 2021 unsettled their sense of security, a feeling that was compounded months later by the inclusion — for the first time in Israeli history — of an Arab party in the coalition government. Those dual concerns drove some rightwing Israelis to more extreme parties in the most recent election. Although the coalition led by Netanyahu would provide a stable government, it would nevertheless unsettle Israel’s constitutional framework and social fabric. Currently standing trial on corruption charges, Netanyahu says that he will not use his authority to upend that process. But some of his coalition partners have said they will push to legalize one of the crimes he is accused of committing, or even to end the trial entirely. His return would also test some of Israel’s diplomatic relations, most notably with the United States and with the Persian Gulf states with which Israel recently formed alliances. Netanyahu himself oversaw the creation of those alliances during his last spell in office. But his new coalition allies’ priorities are likely to heighten tensions with the Palestinians, which could embarrass Israel’s Arab and U.S. partners. These tensions underscore the complexity of Netanyahu’s return: As Israel’s longest-serving prime minister, he is a known quantity who has defined contemporary Israeli society perhaps more than any other politician. But his decision to ally with the far right, untrammeled by any centrist or leftist forces, takes Israel into the unknown. Netanyahu may not formally return to power until the second half of November. State protocols mean that the Israeli president, Isaac Herzog, has until Nov. 16 to invite Netanyahu to assemble a government, and Netanyahu’s own coalition negotiations might take even longer. Foreign-policy experts predict that Netanyahu, once back in office, will be forced to tread an awkward path between mollifying hard-line allies at home while avoiding confrontations with international partners that support a twostate solution to the Israeli-Palestinian conflict.

The State Department has already hinted that the Biden administration has reservations about Netanyahu’s likely coalition partners. “We hope that all Israeli government officials will continue to share the values of an open, democratic society, including tolerance and respect for all in civil society, particularly for minority groups,” the department’s spokesman, Ned Price, said when asked about the election result Wednesday. Aaron David Miller, a former senior official at the State Department, said that Biden and Netanyahu would try to avoid conflict because they have other, more pressing priorities. But, Miller said, “At a minimum, Biden and Netanyahu will likely annoy the hell out of one another. ” Netanyahu was the primary architect of the landmark diplomatic relationships that Israel forged in 2020 with Bahrain, Morocco and the United Arab Emirates, and reelection is not expected to upend those new ties, even if it presents them with new challenges. Though none of Israel’s new partners have renounced the Palestinian cause, analysts say that Persian Gulf leaders now consider their own national interests to be a greater immediate priority. Just as he went along with the Oslo accords in the 1990s, after criticizing them while in opposition, Netanyahu is also expected to stick to a recent maritime deal with Lebanon that he condemned when it was negotiated. But his election may make it harder to formalize ties between Israel and the most influential Arab country, Saudi Arabia. The Saudi government recently made small diplomatic gestures to Israel, like allowing Israeli planes to fly through its airspace, but said it would not agree to full diplomatic relations until the creation of a Palestinian state. In Israel, Netanyahu’s opponents fear that his return will empower the more extreme figures in his coalition. One of them, Bezalel Smotrich, wants to be defense minister; another, Itamar Ben-Gvir, wants to oversee the police force. Until 2020, Ben-Gvir hung a portrait in his home of an Israeli settler who shot dead 29 Palestinians in a West Bank mosque in 1994. As a teenager, Ben-Gvir was barred from army service because he was considered too extremist. He also describes a hard-line rabbi who wanted to strip Arab Israelis of their citizenship as his “hero.” Netanyahu attempted to calm fears about his return this week, promising in a speech on Wednesday morning that he would lead “a national government that will look after everyone.” He also pledged to heal the divisions within Israeli society, adding that the country “respects all its citizens.” But many in Israel’s Palestinian minority, which forms roughly a fifth of the population, remained unconvinced and afraid.

Hurricane Lisa batters Belize as it makes landfall By THE NEW YORK TIMES

urricane Lisa was battering parts of Belize as it made landfall on Wednesday afternoon while many residents took shelter from the powerful winds and threat of flooding. As the storm hit the nation of about 400,000 people, lampposts fell, some houses lost their roofs and others collapsed, and some residents of Belize City called a local television show to ask for emergency assistance. Prime Minister John Briceño told The New York Times in a telephone interview that the government was more concerned about flooding than wind damage. “The problem that we have in Belize City is that Belize City is about a foot above sea level and we expect the water surge or the sea to surge between 2 to 5 feet, so large areas of Belize City will be underwater,” said Briceño, speaking from his home in Orange Walk Town. The storm, forecast to bring dangerous conditions to several countries in Central America, made landfall about 10 miles southwest of Belize City, the National Hurricane Center in Miami said. It had prompted an earlier hurricane warning for the coast of Belize and a part of Mexico from Chetumal to Puerto Costa Maya. The Hurricane Center said the storm would move through Belize and would cross northern Guatemala into southeastern Mexico by Thursday. As the Category 1 hurricane threatened Belize, the minister of disaster risk management, Orlando Habet, said officials had issued multiple advisories as a precaution. “However, we continue at the last hour to emphasize and increase

Lisa was expected to produce up to 6 inches of rain, with local amounts up to 10 inches, across Belize, northern Guatemala and parts of Mexico. Up to 4 inches of rain were forecast for the southeastern portion of the Yucatán Peninsula, the Bay Islands in Honduras, central Guatemala and south-central Campeche, Mexico. As Lisa moved west across the western Caribbean, Hurricane Martin was intensifying over the central North Atlantic but posed no threat to land. On the beach in Placencia, on the coast of Belize, Shelly Hyde, the manager of Julia’s Guesthouse and Cabanas, was overseeing workers cutting plywood to board up windows. Cabanas were being hauled further inland. Heeding warnings about strong winds, workers trimmed trees and cleared debris to lessen the risk of flying objects, she said.

At least 12 guests in the eight-room hotel were given instructions to relocate to the nearest shelter as a precaution, she said. The hotel sits about 100 miles from areas in the south where Hyde expected the storm to make landfall, but she said in an interview that she was not taking any chances. “We do not encourage anybody to stay here, especially on the beach,” she said, with the noise of hammering from a nearby bar in the background. “Better safe than sorry.” Guatemala had deployed members of its disaster reduction agency to the regions of Izabal, Alta Verapaz and Retalhuleu on Tuesday. Lisa formed on Monday, becoming the 12th named storm of the 2022 Atlantic hurricane season. The season, which runs from June through November, had a relatively quiet start, with only three named storms before Sept. 1 and none during August, the first time that has happened since 1997. Storm activity picked up in early September with Danielle and Earl, which formed within a day of each other. By the end of September, Hurricane Ian had slammed into the coast of Florida as a Category 4 hurricane, one of the most powerful storms to hit the United States in the past decade. Last year, there were 21 named storms, after a record-breaking 30 in 2020. For the past two years, meteorologists have exhausted the list of names used to identify storms during the Atlantic hurricane season, an occurrence that has happened only one other time, in 2005. The links between hurricanes and climate change have become clearer with each passing year. Data shows that hurricanes have become stronger worldwide during the past four decades. A warming planet can expect stronger hurricanes over time, and a higher incidence of the most powerful storms — though the overall number of storms could drop, because factors like stronger wind shear could keep weaker storms from forming. Hurricanes are also becoming wetter because of more water vapor in the warmer atmosphere. Also, rising sea levels are contributing to higher storm surge — the most destructive element of tropical cyclones.

Extremism is on the rise … again By CHARLES M. BLOW

fter all this country has been through — from Donald Trump and his election denial, to the insurrection, to what prosecutors call the “politically motivated” attack on Nancy Pelosi’s husband — it still appears poised to elect candidates next Tuesday who deny the results of the 2020 election. There are 291 election deniers on the ballot. And Trump — the greatest threat to democracy — may make a comeback in 2024. It’s hard to believe even though it’s happening right in front of our eyes. In a major speech Wednesday night, President Joe Biden described election denial as “the path to chaos in America.” “It’s unprecedented,” he said. “It’s unlawful. And it’s un-American.” But in truth, the extremism, racism and white nationalism are neither un-American nor unfamiliar. I am personally fascinated by precedents and historical corollaries, the ways that events find a way of repeating themselves, not because of some strange glitch in the cosmos but because human beings are fundamentally the same, unchanged, stuck in rotation of our failings and frailties. The presidential election of 1912 offers a few lessons for our current political moment. William Howard Taft had been elected president in 1908, succeeding the gregarious Theodore Roosevelt, the undisputed leader of the progressive movement of the age, who endorsed

Taft’s presidential bid. But Taft was no Teddy. Taft was, as University of Notre Dame professor Peri E. Arnold has written, “a warmhearted and kind man who wanted to be loved as a person and to be respected for his judicial temperament.” I hear echoes there of the differences between Presidents Barack Obama and Biden. Progressives at first seemed satisfied with Taft’s election, as they expected him to simply carry Roosevelt’s legacy forward. But they soon grew disaffected, as did Roosevelt. It wasn’t that Taft was ineffective; he just didn’t do all of what those progressives wanted, much like Biden hasn’t checked the box on all progressive priorities. Riding a wave of progressive anger, Roosevelt challenged Taft in 1912, and when Roosevelt didn’t secure the nomination, he ran as a third-party candidate, taking many of the progressives with him. That split all but guaranteed that their opponent, Woodrow Wilson, would win, becoming the first president from the South since the Civil War. Wilson had not been a favorite to win the nomination of his own party — he only secured it on the 46th ballot after quite a bit of deal-making. But once he reached the general election, he sailed to victory over the quarreling liberals. He would go on to campaign on an “America First” platform, which for him was primarily about maintaining America’s neutrality in World War I. But as Sarah Churchwell, author of “Behold, America,” told Vox in 2018, it soon became associated not just with isolationism, but also with the Ku Klux Klan, xenophobia and fascism. In Wilson’s case, extremists took his language and twisted its meaning into something more sinister. When Trump glommed onto that language over a century later, he started with the sinister and tried to pass it off as benign. Of course, Wilson was no Trump. Trump is one of the worst presidents — if not the worst — that this country has ever had. Wilson at least, as the University of Virginia’s Miller Center points out, supported “limits on corporate campaign contributions, tariff reductions, new and stronger antitrust laws, banking and currency reform, a federal income tax, direct election of senators, a single term presidency.” He was a progressive Southern Democrat. The newly formed NAACP actually endorsed him. But there are eerie similarities between him and Trump. Wilson was a racist. He brought the segregationist sensibility of

the South, where he had grown up and where Jim Crow was ascendant, into the White House. He allowed segregation to flourish in the federal government on his watch. And while Wilson didn’t support shutting down all immigration, as long as the immigrants were from Europe, he did embrace ardently xenophobic beliefs. In 1912, he released a statement, saying: “In the matter of Chinese and Japanese coolie immigration I stand for the national policy of exclusion (or restricted immigration). The whole question is one of assimilation of diverse races. We cannot make a homogeneous population out of people who do not blend with the Caucasian race.” It was Wilson who screened “The Birth of a Nation” at the White House, a film that pushed the “Lost Cause” narrative and fueled the rebirth of the Klan. Trump hosted a screening of “2000 Mules” — a fact-checker-debunked documentary that purported to show widespread voter fraud carried out by “mules” who stuffed ballot boxes with harvested ballots during the last presidential election — at Mar-a-Lago, which Trump has called the Southern White House. That film has helped boost his followers’ belief in his lie about the 2020 election. Allow me a quick aside to dissect the dehumanizing language of the “mule.” Mules were synonymous with captivity and servitude, and as such, a comparison between them and the enslaved — and later, oppressed — Black people was routine. In fact, in “Their Eyes Were Watching God,” Zora Neale Hurston famously wrote that the Black woman is the mule of the world. Then came the invention of the “drug mule,” a phrase that first appeared in this newspaper in 1993. Later, the media would often use it to describe Hispanic women. Now we have ballot mules, an extensive cabal of liberal actors bent on stealing elections. Once you animalize people, you have, by definition, dehumanized them, and that person is no longer worthy of being treated humanely. I say all this to demonstrate that we have been here before. We have seen extremism rise before in this country, multiple times, and it often follows a familiar pattern: One party loses steam, focus and cohesion; liberals become exhausted, disillusioned or fractured, allowing racists and nativist conservatives to rise. Those leaders then tap into a darkness in the public, one that periodically goes dormant until it erupts once more. I fear that too many liberals are once again caught up in the cycle, embracing apathy. My message to all of them going into Election Day: Wake up!

Cada vez vamos a ver más sistemas de energía renovable por todo Puerto Rico. Pero, al mismo tiempo, hay un acarreo que se da cuando se utiliza la red eléctrica; y puede tener, por ejemplo, entidades en el sector privado generando energía y el excedente de energía lo van a estar vendiendo a otras entidades y la Autoridad de Energía Eléctrica va a cobrar por el uso de la red. O sea, que eso será una fuente de ingreso que la Autoridad hoy no tiene. También tenemos los vehículos eléctricos. Cada vez más, vamos a tener la recarga por todo Puerto Rico. Por cierto, la Autoridad de Carreteras sometió un plan a la Administración Federal de

Carreteras para establecer un corredor de estaciones de recarga de vehículos eléctricos en las principales vías de Puerto Rico; ya recibió el visto bueno de la Administración Federal de Carreteras, y eso lo doy como ejemplo”, dijo el gobernador a preguntas de la prensa. “El Departamento de Desarrollo Económico y Comercio está incentivando para que las PyMES establezcan estaciones de recarga y eso lo comento como una fuente adicional de ingresos para la Autoridad. Si, en su momento hay que presentar un plan, tiene que ser sostenible, que no genere aumentos en la luz en Puerto Rico y cuando se evalúe ese plan si la Autoridad tiene fondos para pagar la cantidad suficiente”, añadió. Admitió, además, que a la medida que los comercios y las residencias se muevan a energía renovable los recaudos por parte de la AEE se vean afectados. “Por un lado, puede ser que con la interconexión de sistemas solares en residencias y en comercios haya una baja en ingresos, pero hay otras áreas como las que he mencionado”, concluyó.

How her ancestors reignited her return to theater By JOSÉ SOLÍS

n 2018, playwright Quiara Alegría Hudes announced that she would be taking a pause from the theater. The art form she loved so much had become a source of heartbreak: She was tired of the industry’s lack of cultural diversity, the disinterest those in power had in changing the status quo and the anxiety she felt leading up to opening night (the unexpected hiccups, the uncertainty of how a work would be received by critics and audience members). When it came to producing works by playwrights of color, she began to feel as if her Pulitzer Prize-winning play, “Water by the Spoonful,” about a Puerto Rican war veteran recently returned from Iraq, and “In the Heights,” her Tony-winning musical with Lin-Manuel Miranda, were exceptions more often than the rule. During the 2018-2019 season, for example, only three writers of color had their work produced on Broadway. In order to heal, Hudes went on an

inner retreat. Turning to her memories, she sought out the people who taught her how to tend to her body and spirit. This soulful

journey resulted in “My Broken Language,” an impressionistic coming-of-age memoir published in 2021 that detailed the sha-

me she felt over being fluent in her Jewish father’s native English, but not her Puerto Rican mother’s Spanish. It was that same sense of incompleteness that led her to take a break from the theater. While recording the audiobook, Hudes noted her prose sometimes had the rhythm of a monologue. “It was the one-woman play,” she said. That realization, combined with her wanting to step up as a community leader, ignited her desire to return to theater — despite the heartbreak. “Let me get some real bodies and spirits on this,” she recalled thinking during our video chat. Now, Hudes’ stage adaptation of her book, also called “My Broken Language,” is running off-Broadway at Signature Theater through Nov. 27. Onstage, she is embodied by five people, including one of her frequent collaborators, Daphne Rubin-Vega, all of whom play different shades of the author. From page 17 by realizing, “it was all the identities of mine, but it was also all the identities of all the women who raised me and who I love.” “My Broken Language,” in all its forms, is also partly a celebration of her ancestors, and how often unintentionally they inspired her to become a writer. “Our archive is in us and of us,” she wrote in the script for the play. On a practical level, in tune with changing what once made her turn away from the theater, Hudes wanted to ensure the production contributes to moving the industry forward in terms of representation in casting. In the script, she insists, “these are Philly Rican roles” for Latina actors. Born and raised in Philadelphia, Hudes comes from a long line of Puerto Rican women who excelled at building community and developing strong spiritual values. Her mother, Virginia Sanchez, who features prominently in the book and the play, is a renowned santera, who instilled love and respect for their Taína-Lukumí-Boricua legacy, as well as a fascination with words. One of Sanchez’s favorite possessions is a 19thcentury Spanish dictionary that she uses to search for words people may have forgotten. “The book smells like our elders, it has its own soul,” Sanchez said over a video call, “it contains one of our identities.” Despite her daughter’s “broken language,” Sanchez said she believes “Quiara always had a gift for words, she knows how to transform her experiences into a form of teaching.” Indeed, the playwright extracts wisdom from experiences she had growing up, such as seeing her mother possessed by a spirit. “To do that literally onstage would be vulgar,” Hudes explained. So she transformed her memories into words and then into physical movements that would make sense onstage with the help of the choreographer Ebony Williams. The goal is to create actions that evoke the feeling of being in between universes. The play also marks Hudes’ directorial debut. She describes the work of a director as one of “community care,” and compares it to a gardener choosing the seeds, planting them, and then nurturing them toward excellence. “Directing is the process,” she said. “Her rehearsal room feels like home,” said Samora la Perdida, who plays one of Hudes’ alter egos, describing “walls decorated with altars to our ancestors, tables with guava and cheese empanadas from her favorite spot in Washington Heights, a stereo blasting Frankie Ruiz.” Of Hudes, Rubin-Vega added, “She

leads with openhearted professionalism.” Rethinking the meaning of community and how to affect it is what led Hudes to resume her theater work. After publishing her memoir, she discovered a new community in a world of readers who reacted emotionally to her stories and reminded her of her purpose. “Quiara is giving our community the opportunity to talk about the raw pain we’ve inherited, not only as women or immigrants but as people,” Sanchez said. “My daughter is a keeper of our lineage, a witness of our experience.” Although they work in different fields, Hudes said she believes she and her mother have overlapping journeys. “We break through the vines with our machetes, finding our own way, sharing strategies and celebrating triumphs,” Hudes added. “Quiara accepted her tongue for what it was in order to create a language of her own,” la Perdida said, “a language that shamelessly dances with both her Latina roots and Western canon influences. A language with the rhythms of Chopin and Juan Luis Guerra, inspired by the poetic prose of both Shakespeare and José Rivera.” After five years away, Hudes said she is enjoying the various pleasures that come with working in the theater again, like being in a room full of Latino artists, her community. The glamorous lifestyle of the 1920s was everywhere in the lovely decorations of the gala activity, which featured well-known fashion designer Sonia Rivera debuting her 2022 Spring collection and celebrating 40 years in the fashion industry. Women glided by in their finest boas, sparkling beads, and feathers during the glitzy event and were greeted warmly by the lovely Christy Collins of Collins Designs & Co., the event chairwoman, in a full-length, shimmering silver gown. Also, the ladies and attending gentlemen dressed in pinstripes with top hats sipped on champagne and nibbled on delicious tapas while enjoying the welcome reception featuring opera singer Laura Rey and the Jazz Quartet of the Cannon Club. A no-hitter with four pitchers but only one catcher

n some ways, every no-hitter in baseball history — from Bumpus Jones’ in the 19th century to Don Larsen’s perfect game in the 1956 World Series, all the way to Wednesday night, when a collection of four Houston Astros pitchers accomplished the feat — was a combined no-hitter. Someone caught those games, called the pitches and worked in tandem to summon the very best from that pitcher (and more recently, group of pitchers). Yogi Berra combined with Larsen for perfection in Game 5 of the 1956 World Series, and Christian Vázquez was the man behind the plate in Game 4 of the World Series in Philadelphia on Wednesday. While the pitchers funneled in and out of the game, Vázquez was the only constant in a pitcher-catcher battery that combined to make history. “There’s only two catchers in history to make or call a no-hitter,” Vázquez said, referring to the two World Series no-hitters, “So, yeah, it’s very special day for us, and we’re happy to get that W for everybody.”

At a glance, Vázquez is somewhat reminiscent of Berra. He is a stocky catcher who stands 5 feet 9 inches tall, wears baggy pants and calls a terrific game. He won’t win 10 World Series rings or go into the Hall of Fame like Berra did, but he can hit a little, too. Vázquez rapped out a single in Game 4, which was more than the Philadelphia Phillies could muster. But his main function was to work with the staff, to call for just the right pitches at just the right time in just the right locations, and ensure that everyone is energized and focused. On Wednesday, Cristian Javier started things off with six dominant innings, followed by Bryan Abreu, Rafael Montero and Ryan Pressly, who each threw one inning. The group effort was the second no-hitter in World Series history. Javier threw 97 pitches in six innings, relying heavily on his elevated fastball. Abreu needed only 15 pitches, Montero 10 and Pressly 19. But Vázquez called for, and caught, all 141. “Vázquez, today specifically, he stayed on top of me,” Javier said

through an interpreter. “He continued to motivate me throughout the game, and called a great game, and gave me really good positive energy. I think that’s one of the reasons why we got the results we did today.” Vázquez saw early on that the Phillies were not seeing Javier’s fastball very well, so he kept calling for it: 72% of the time in the end. What made Vázquez’s work even more impressive is that he did not even join the Astros until Aug. 1, when he was acquired from the Boston Red Sox in a trade for prospects Wilyer Abreu and Enmanuel Valdez. It was only the second transaction of Vázquez’s career. The first was when he was selected by the Red Sox in the ninth round of the 2008 draft. It is challenging for catchers to join a new team so late in the season. They must go through an accelerated course of learning the repertoire, tendencies, preference and idiosyncrasies of each pitcher, and figuring out how to get the best from their talented arms. One thing that helped is that Vázquez, who is from Bayamón, Puerto Rico, speaks Spanish, as do many of the Astros pitchers. “We’re Latino,” Montero said through an interpreter, “and where there are a lot of Latinos, when another arrives, we welcome them and as a team. It’s the right thing to do, give the support to whomever arrives here.”

Vázquez learned very quickly, and received insight from Martín Maldonado, Houston’s other catcher. According to Ryne Stanek, one of the Astros relievers, Vázquez already knew many of the Astros hurlers from facing them as a member of the Red Sox. That included their postseason bouts in 2017, 2018 and last year. “Still, it’s incredibly difficult to come in and learn a whole new pitching staff,” Stanek said. “He did it on the fly and learned the staff so quickly. It’s been an incredible transition.” But not all the Astros pitchers were new to Vázquez. Pressly said that the first pitch he ever threw as a professional, in the Red Sox minor leagues in 2008, was to Vázquez. The most recent one, as well. “He was back there from the beginning of my career,” Pressly said. After the final out, Vázquez did not jump into Pressly’s arms, the way that Berra did with Larsen in ’56. But he jogged out with a little more enthusiasm than after an ordinary Game 4 win. He hugged Pressly and his teammates with a beaming smile, and later signed a ball with all the pitchers that is headed to the Hall of Fame. “We’ve not finished the job yet,” Vázquez said, with Game 5 set for Thursday night in Philadelphia, “but this is very, very special for us. And when we get old, we’re going to remember this.”

or the past three seasons, success for the Brooklyn Nets had been rooted in hypotheticals. Ever since Kyrie Irving and Kevin Durant joined the team in the summer of 2019, the Nets had been supremely talented on paper, with hopes of multiple NBA championships. On the court, though, they were never good enough to contend. Their specialty, it seemed, was not playoff wins but off-court theater. Two weeks into a new season, one that was supposed to be a fresh start, the Nets are once again mired in drama. Last week, Irving posted a link to an antisemitic documentary on his Twitter account, drawing a public rebuke from team owner Joe Tsai. On Tuesday, the Nets announced that their coach, Steve Nash, was out. Hours later, general manager Sean Marks sat down behind a microphone and tried to quiet the gathering storms. Marks expressed regret about firing Nash but said that now that it was done, he would “like to get back to basketball,” to “focus on the things that are important.” Asked why fans would continue to cheer for the Nets with the team’s constant dysfunction, Marks replied, “Look, it’s understandable” if they don’t. He said the Nets had a “window” for winning, one he hoped the next coach would maximize with the current roster. But that may take longer than he likes: An hour or so after he finished his news conference, the Nets took the court and lost again, falling to the Chicago Bulls, 108-99. After an offseason in which it seemed as if Durant and Irving would be traded (Durant by request), both returned to Brooklyn instead. The Nets trotted out a revamped roster that also included Ben Simmons and Joe Harris, who were returning from injuries, and the new addition Royce O’Neale, but they struggled out of the gate. The Nets opened the season 1-4 even before the backlash to Irving’s antisemitic post began to take attention away from basketball. Simmons has missed the last two games with injuries. And Tuesday’s defeat dropped them to 2-6. And while Nash paid the price for those struggles, many of the Nets’ issues would have been problems for any coach: not only Irving’s social media and Durant’s changing commitment but also Simmons’ difficulty finding his rhythm on the court, a lack of depth in the frontcourt and an inability to close out games. “It was a difficult task, first of all, for Steve,” Harris said after Tuesday night’s loss to Chicago. “It was not an easy job for him, given especially how much turnover we had. “There was a lot going on,” he added, “and it made for a difficult job.” While Durant said he was “shocked” to wake up from a nap and find out Nash had been fired, he did not seem surprised by the move. Durant said he had not been consulted about Nash’s firing but admitted that he “knew that everybody was being evaluated.” “That’s just how it is in the league,” Durant said. “I like working with Steve. I like working with the coaching staff, and it was a roller coaster the last few years. But you know, at the core of it, basketball is something that we all love to do. But the Vaughn-directed Nets looked like the same team they had been all season. Simmons sat out with an injury. They struggled on the defensive end and particularly at the end, when they allowed Bulls guard Zach LaVine to outscore the Nets by himself (20 points to 19) in the final period. And while Durant looked dominant with 32 points, the Nets again appeared to be a team with an incorrect combination of players. But, at least hypothetically, the Nets say they still believe they can win a championship. “We got everything you need and more,” said O’Neale, who noted — correctly but rather optimistically — that there were still 74 games left in the season. Durant said the Nets’ issues, in fact, were not unusual. “It’s the NBA,” he said. “Everybody got volatility. Outside people might look at what we do as bigger than what it is, but we come to work every single day. I mean, guys ask for trades before coaches get fired. You know, we have disagreements in our locker room. That happens in the NBA. But at the end of the day, we all came to work. It just didn’t work out on the floor.” It’s hard to say if it will work out. Simmons has a knee injury. It’s not clear whether Irving will be suspended or otherwise disciplined for promoting the antisemitic documentary; on Wednesday, he and the team announced that they would each donate $500,000 to anti-hate organizations. And after Durant asked to be traded over the summer, it’s not hard to imagine him asking for that again. (The Athletic reported that he also asked the team to choose between him and Nash and Marks during the summer, prompting Tsai to express support for them.) “I just want a good coach,” Durant said Tuesday. “I’m sure Sean and the staff will do a good job trying to figure that out.”
