23 firms earn Women Certified Company recognition

wenty-three local and international companies have been awarded the Women Certified Company (WCC) recognition for their achievements in the inclusion of women and for attracting, retaining and promoting them to leadership positions, said Frances Ríos, founder and CEO of Women Who Lead.

At a time when there are problems in Puerto Rico and globally due to a lack of talent, the 23 WCC companies have discovered a formula to position themselves as companies preferred by women. They also stand out from the competition regarding female talent, Ríos said.

“Ninety-five percent of the women who work for WCC-certified companies feel happy about their commitment to helping their companies grow,” said Ríos, creator of the WCC and the first workplace survey of women in Puerto Rico. “It is fascinating because our most recent survey revealed that in the rest of the private sector, only 53% reach that level of commitment and in the government, only 49%.”

Ríos stressed that companies in the private sector and the government need to adjust immediately to adapt their organizations to the aspirations and needs of women. Otherwise, they will not have the capacity to address the problem of the lack of talent.

“According to reports from the EEOC [Equal Employment Opportunity Commission] the industries most affected by the issue of sexual harassment are restaurants, manufacturing and retail sales,” Ríos pointed out. “But in the case of the W Certified, we saw examples of companies in these industries whose results are outstanding, as was the case with Edwards Lifesciences, Sartorius, and Walmart.”

Ríos noted that this year the five most outstanding W Certified companies were: Edwards Lifesciences, Sartorius, Basf, Manpower and Larcoop. Others that have also achieved certification are L’Oréal, Walmart, Hotel Fairmont-El San Juan, Retail Group, Alivia, AIG, Lopito Ileana & Howie, El Vocero, Baxter, Boston Scientific, Pepsico, Thermo Fisher, Aireko, Abbvie, Becton Dickinson, Motor Ambar, Serrallés and Saldaña, Carvajal & Velez-Rivé.

Governor: Bigger Yule bonuses come with union support for commonwealth debt adjustment plan

ov. Pedro Pierluisi Urrutia looked to explain on Tuesday why public employees in Puerto Rico who work under Public Servants United (SPU by its Spanish initials) will receive a larger Christmas bonus.

“Well, it is not to be announced before the end of this week what the expected amount of funds is, and obviously what SPU and affiliates and the rest will receive,” the governor said in response to questions from the press. “And they are the ones, as I have said, those who work in the agencies covered under the full amount of funds and obviously what the adjustment plan and the previous agreements with the [oversight] board provide.”

As announced by the governor, the debt adjustment

plan (PAD by its Spanish acronym) provides for the payment of a greater bonus to public servants represented by the SPU/American Federation of State, Country and Municipal Employees union because they supported the approval of the central government PAD. Like the Christmas bonus, the PAD bonus is considered part of the ordinary income of public servants and will be subject to the corresponding federal and state withholdings.

However, some unions have called the situation discriminatory.

“While we are happy that workers receive higher incomes, we must repudiate the use of such measures to legalize discrimination against those who reject the PAD,” said Víctor Rivera Pastrana, of the EDUCAMOS education union and Eva Ayala Reyes of the EDUCAMOS Retirement Committee, in a written statement.

“It is shameful that attempts are being made to punish employees who exercise their right to free speech. It is another way to criminalize the right to express oneself around any issue that is supposed to be covered by

the constitutions of the U.S. and Puerto Rico. And it is worse that the governor himself is the spokesman for this act of discrimination.”

Ports, aviation firm team to offer aircraft & fuel services at Ceiba airport

ov. Pedro Pierluisi Urrutia announced Tuesday that the Puerto Rico Ports Authority and Roosevelt Roads Aviation Services LLC will offer aircraft maintenance and repair services at José Aponte de la Torre Airport in Ceiba.

The two entities have signed a 10-year agreement that includes the provision of fixed base operation (FBO) services and the sale and dispatch of aircraft fuel.

“Part of my administration’s commitment is to maximize the use of regional airports, foster economic development, and solidify tourism,” the governor said. “Today, I am pleased to announce that this agreement that has just been signed will not only expand the specialized services that we offer for the airline industry, but will also promote the economy of the eastern region and contribute to the creation of jobs.”

Gov. Pedro Pierluisi Ports Authority Executive Director Joel Pizá Batiz said the new operations align with efforts to maximize the use of regional airports and assets. Roosevelt Roads Aviation Services LLC joins the other companies operating from the Ceiba airport: Arlet Aviation, Modern Aviation and LM Aviation Services.

“This shows the great interest in the industry and the potential of this airport for general aviation,” Pizá Batiz said.

Under the agreement, Roosevelt Roads Aviation Services will lease 107,497 square feet of land to establish its services and operations.

Those include setting up a 52,400-square-foot hangar and 55,097-square-foot open area. From there, the firm will offer FBO and aircraft services, including the sale and dispatch of aviation fuel.

In addition, the company will make the necessary repairs to the infrastructure of Hangar No. 200, without any credit against the rent, estimated at more than $250,000. Similarly, the lessee will repair Walkway E at some $500,000.

In addition, Pizá Batiz noted that the Ceiba airport currently has three airlines -- Air Flamenco, Vieques Air Link and Air Taxi -- that operate flights to Culebra and Vieques, along with MN Aviation, which operates charter flights. According to statistics for fiscal year

2021-2022, Ceiba airport had traffic of about 76,820 passengers.

“The development of Roosevelt Roads is one of the priority projects of my administration,” Pierluisi said. “We have been working hard for the electrical, water and transportation infrastructure to ensure that we support housing, hotel, port and commercial projects in this area. The growth and development of Roosevelt Roads will be vital to boosting the economy of the east and southeast regions.”

Last year the airport’s taxiway was inaugurated as a result of a federal investment of $3.7 million. In addition, the governor announced that the access roads to the old naval base are being asphalted through an agreement with Ceiba Mayor Samuel Rivera Báez.

Pierluisi also announced that the central government will soon award the contract for the development and operation of the old marina in Ceiba.

Eight indicted in bank fraud scheme targeting elderly

n Oct. 28, a federal grand jury issued a 40-count indictment against eight individuals for conspiracy to commit bank fraud, wire fraud, access device fraud, aggravated identity theft and money laundering conspiracy.

The UPS and FBI have been investigating a fraudulent scheme involving debit cards, mostly from elderly clients of Banco Popular of Puerto Rico related to purchases with debit cards and purchases of fraudulent money orders.

From Oct. 21, 2021 until the present, Ángel de la Rosa, alias “Julio Zapata,” and others made themselves pass for federal agents or bank representatives.

With the pretext of helping restore the integrity of the bank account, de la Rosa and others asked the victims to provide their debit card account number and pin number.

“The U.S Attorney’s Office continues to pursue and prosecute individuals who take advantage of others, including the elderly and other vulnerable members of our community,” U.S. Attorney W. Stephen Muldrow said Tuesday in a written statement. “Once again we urge everyone to take steps to protect their personal information. Do not share your personal identification information with strangers. If you suspect that your bank account, credit card or ATH Mobile account has been compromised, call or visit your bank directly. That is the best way to avoid being a victim like the one involved in this case.”

With the pretext of helping restore the integrity of a bank account, the accused fraudsters asked the victims to provide their debit card account number and pin number, authorities said.

Fueled by falsehoods, a Michigan group is ready to challenge the vote

R

epublican activists, lawyers and elected officials in Michigan who call the results of the 2020 election fraudulent would unite with a single focus: “to provide ongoing citizen oversight, transparency, and accountability” in elections. They adopted the name Michigan Fair Elections and the simple slogan, “Choose Freedom.”

Over the next months, the participants got to work trying to remake democracy in the nation’s 10th largest state under the banner of integrity.

They recruited and trained challengers to spot and document minute ballot irregularities; filed lawsuits to undermine protections for the vote-counting process; and debated the merits of calling 911 on poll workers deemed to be violating rules. In weekly Zoom meetings, they discussed friendly insiders positioned on Michigan canvassing boards, which certify results; repeated debunked conspiracy theories about election machines, ballot “mules” and widespread voter fraud; and obsessed over the idea that Democrats “cheat” to win elections.

“If there is a close election, it’s going to be up to us to fix it,” said Erick Kaardal, a lawyer with the Thomas More Society, a conservative legal group in Chicago, during an Oct. 27 Zoom attended by more than 50 people. “We’re the team that’s going to have to fix an election in Michigan if it’s rigged.”

The New York Times reviewed more than 20 hours of recordings of Michigan Fair Elections meetings, along with training sessions and organizing calls from closely linked groups. What emerged was a picture of an organization fueled by falsehoods, bent on trying to influence the 2022 midterms and determined to change the voting system in ways that would benefit Republicans.

The Michigan group has counterparts around the country. Since the 2020 election, activists have rallied behind Donald Trump’s claims about rigged elections and set out to find evidence to prove their theories and change the system. They have staked out ballot drop boxes, recruited thousands of volunteers to monitor voting in the midterm elections and filed legal challenges.

The coalition grew out of Mitchell’s Election Integrity Network, which has established groups doing similar work in states including Pennsylvania, North Carolina and Virginia.

“What you’re doing is really reclaiming our country,” Mitchell said at a meeting in August. “Just remember that what we are collectively trying to do is save our country from the radical left.”

Someone with access to video and audio recordings of the calls shared them with the Times. Several participants confirmed the material’s authenticity.

In a statement to the Times about her work, Mitchell said her network “is about following the law and restoring the election process to one that is accurate, honest, and protects the secret ballot for all voters.”

Patrice Johnson, who sent the July invitation and oversees meetings of Michigan Fair Elections, referred requests for comment to Kaardal, who did not respond to queries.

Kiesel said in an interview that she wanted “to unify the United States through transparent and trusted elections.” She said that although she attended some meetings she is not a member of the coalition.

Election officials and governance experts say that if there is an erosion of trust in elections, Trump and his supporters are causing it. In Michigan, election officials say they are prepared for activists and lawyers to challenge close races in court by asking the judges to discard thousands of ballots in Democratic strongholds such as Detroit and Grand Rapids, and by filing lawsuits that seek to delay or block the certification of results.

The most pressing issue on the calls in recent months has been preparing for the midterm elections. Planning has included some talk of monitoring ballot boxes and demanding hand recounts, strategies pursued by groups in other states, but the Michigan coalition has largely kept its focus on the courts.

“Lawsuits, lawsuits, lawsuits,” Colbeck said in a meeting in early August. (A promoter of theories about hacked election machines, Colbeck is a close associate of Mike Lindell, the founder of MyPillow and a leading figure in the election denial movement.)

Some groups involved have been preparing for lawsuits by stationing trained vo-

lunteers — labeled “challengers” in Michigan election law — at the vote-counting centers to collect what they claim will be evidence of problems.

Late last month, Braden Giacobazzi, an activist and engineer from the outskirts of Detroit, led one of a series of poll challenger trainings for the Election Integrity Force and Fund, a group headed by Kiesel. The goal, he said, is documenting activity that can be used later in legal challenges. “You just keep gathering data, all of that as evidence,” Giacobazzi, who has been kicked out of counting centers twice in the past two years, said to around 50 new recruits.

Giacobazzi said in an interview that he follows the law and wants to try to help catch fraud if there is any, to ensure a more transparent process.

In September, the Election Integrity Force and others sued Michigan’s governor, Gretchen Whitmer, as well as its secretary of state, Jocelyn Benson, in a bid to decertify the 2020 election.

In another recent lawsuit, Giacobazzi and the Election Integrity Force joined with Kristina Karamo, Republican candidate for secretary of state, to ask a judge to effectively declare the absentee ballot system used in Detroit unlawful.

Over the course of a four-hour hearing on that case last week, their lawyers referred to debunked conspiracy theories from the discredited film “2000 Mules.”

“This is again part of a right-wing fever dream,” David Fink, a lawyer for the city of Detroit, said during the hearing.

In a ruling issued Monday, Judge Timothy Kenny rejected the claims, noting that the plaintiffs’ demands would disenfranchise 60,000 voters who had already cast ballots.

Every one of 12 accusations submitted “are unsubstantiated and/or misinterpret Michigan law,” he wrote.

Participants on the calls share updates on their recruitment of both poll monitors and poll workers, the temporary workers who run polling places.

On a call in August, Matt Seifried, the Republican National Committee’s elections integrity director for Michigan, said the party had installed 1,500 Republican poll workers in the state during the August primary. Some 500 of them were in Detroit alone, up from just 170 in 2020.

Oath Keepers leader points finger at colleagues in sedition trial

t the height of the chaos at the Capitol on Jan. 6, 2021, two dozen members of the Oath Keepers militia met outside the building with their leader, Stewart Rhodes.

When some of them reported that they had just come back from inside the Capitol, Rhodes was outraged, he testified in court earlier this week. Taking the stand at his own sedition trial, he said that those who had gone inside the building that day had done so of their own accord — and that he had never had a plan or had given any orders to go in.

“When I heard that they went in,” he told the jury, “I said, ‘That was stupid.’ ” Testifying for a second day at the trial in U.S. District Court in Washington, Rhodes sought to wash his hands of much of what the Oath Keepers did on Jan. 6, laying the blame on several of his colleagues.

He told the jury that one of his codefendants, Kelly Meggs, who went inside the Capitol with others in the group, had

gone “off mission.”

He also claimed — for the first time — that he had “nothing to do with” an armed “quick reaction force” made of up Oath Keepers that was staged in hotel rooms in Virginia, ostensibly to rush to the aid of compatriots if things at the Capitol went wrong.

Rhodes has firmly denied there was a plan to break into the Capitol on Jan. 6 and disrupt the certification of the 2020 election, as the government has claimed. He has also argued that the Oath Keepers went to Washington that day on what he claims was a peaceful mission: to serve as bodyguards for pro-Donald Trump celebrities such as Ali Alexander, a Stop the Steal organizer, and Roger Stone, a longtime adviser to Trump.

It is rare for a defendant, especially one of his prominence, to take the witness stand, but Rhodes, who holds a law degree from Yale, has been visibly confident in putting forward several intersecting arguments.

He spent much of the afternoon sparring with a prosecutor, Kathryn Rakoczy.

From well before the trial began, lawyers for Rhodes have claimed that the armed “quick reaction force” in Virginia would have been mobilized only if Trump had invoked the Insurrection Act, a move that Rhodes believed would have given the Oath Keepers standing as a militia to take up arms in support of Trump.

Last week, Rhodes testified that he had established a similar force for a pro-Trump rally in Washington in November 2020, fearing that leftist activists were going to break into the White House and drag Trump into the streets. On Monday, he told the jury that as Jan. 6 approached, he no longer feared that the White House might be overrun and that an armed force was not needed.

He then suggested that his compatriots could have set up the reaction force without his knowledge.

But Rakoczy showed Rhodes a series of messages he exchanged with Meggs and others in the days leading up to Jan. 6 in which he seemed to be aware of the quick reaction force — or QRF. “Ok We WILL have a QRF,” he wrote in one of the messages. “This situation calls for it.”

During more than three hours of questions, Rakoczy also sought to make another point: that Rhodes had planned to act on Jan. 6 even without the legal cover that would have been offered by Trump invoking the Insurrection Act. She showed Rhodes a message he had written saying that the Oath Keepers were

going to “rise up in insurrection” against Joe Biden even if Trump never summoned them.

What Rhodes had really wanted, Rakoczy said, was for Trump to call up the Oath Keepers to “serve as his private bodyguards to stay in power.”

Rhodes denied it.

To prove the seditious conspiracy charges against Rhodes, Meggs and their co-defendants — Kenneth Harrelson, Jessica Watkins and Thomas Caldwell — prosecutors must persuade the jury that the Oath Keepers plotted to use force to oppose the lawful transfer of power from Trump to Biden.

Several government witnesses have already admitted under questioning from the defense that there was no explicit plan to storm the Capitol and disrupt the election certification.

That left Rakoczy with the task of using circumstantial evidence to argue that Rhodes had encouraged his compatriots to go into the building.

Rakoczy noted that, according to phone records, Rhodes had a call with one of his top lieutenants, Michael Greene, and Meggs just minutes before Meggs went into the Capitol with other Oath Keepers in what prosecutors have described as a military “stack.”

Rhodes admitted he was on the 90-second call but could not hear a thing that Meggs had said.

“For 90 seconds you sat on that dead air?” Rakoczy asked, sounding incredulous.

Rhodes said yes.

Bringing her questions to a close, Rakoczy reminded Rhodes that even after Jan. 6, he continued his attempts to reach Trump and persuade him to invoke the Insurrection Act. She suggested that the storming of the Capitol was for him “just a battle in an ongoing war.”

“You and the Oath Keepers were prepared to take steps to abolish this government?” she asked.

“We were prepared to walk the founders’ path, yes,” Rhodes said. “If the government steps outside of the Constitution, it puts you in a bad place.”

Tropical Storm Nicole forecast to become hurricane as it nears Florida

ropical Storm Nicole was forecast to strengthen Tuesday as it barreled toward the northwestern Bahamas, meteorologists said. The storm was expected to be near or at hurricane strength by midweek when it approaches the east coast of Florida.

Nicole, which formed in the southwestern Atlantic on Monday as a subtropical storm, was packing 50-mph winds Tuesday morning.

In preparation, the government of the Bahamas issued a hurricane warning for the northwestern Bahamas, according to the National Hurricane Center. Three to 5 inches of rain were expected across the northwest Bahamas and central and northern parts of Florida from Tuesday through Thursday, with up to 7 inches possible in some locations.

Shelters were to open in the Bahamas Tuesday morning as schools and at least 10 airports prepared to close throughout the day. Emergency management officials urged people in affected areas to evacuate and secure their homes — and even to designate next of kin.

In the United States, a hurricane warning, meaning hurricane conditions are expected within 36 hours, was issued for the east coast of Florida, from Boca Raton to the Flagler-Volusia county line. A hurricane warning was in effect for other parts of the state, including Lake Okeechobee and from Hallandale Beach to Boca Raton.

Tropical storm watches and warnings were in effect for parts of Georgia and Florida, as was a storm surge warning, meaning there was a danger of life-threatening floodwater moving inland.

Meteorologists said they did not expect Nicole to have much of an impact in Florida until after Tuesday, when voters in Florida and Georgia, and the rest of the United States, will cast ballots in the midterm election.

The storm is expected to strengthen into a Category 1 hurricane as it approaches the Florida Peninsula, said Jamie Rhome, acting director of the National Hurricane Center in Miami. “The worst of the impact will be coming onshore during the day on Wednesday, and possibly lingering on Thursday,” Rhome said.

It is expected to “go across the state and then hook back,” he said. The timing was not immediately clear, but that trajectory means that “regardless of where the center tracks, a good portion of the Florida Peninsula will feel some of the impact” of wind and rain from the storm, Rhome said.

The National Hurricane Center on Tuesday morning advised people in the storm’s path not to focus on its exact track, because it was expected to be large, with hazards extending well to the north of the center, beyond the forecast zone.

Gov. Ron DeSantis of Florida on Monday declared a state of emergency for 34 counties that could be in the path of the storm, authorizing the state’s emergency management division to pursue emergency measures and seek federal assistance.

“While this storm does not, at this time, appear that it will become much stronger, I urge all Floridians to be prepared and to listen to announcements from local emergency management officials,” DeSantis said in a statement.

Nicole is the third named storm to form in the Atlantic since Halloween and the second this month.

“This is the most Atlantic named storms to form between October 31 - November 7 on record,” Phil Klotzbach, a senior research scientist at Colorado State University, said on Twitter on Monday.

And although it may seem rare to have a named storm this late in the hurricane season, which runs from June 1 to Nov. 30, half of the seasons since 1966 have had at least one named storm form in November, Klotzbach said.

There is a chance of tying the November record set in 2001 for named storms if another area that the National Hurricane Center is monitoring in the central Atlantic becomes a named storm. This area could become strong enough for a name — it would be called Owen — once it “starts moving northeast, away from the extremely robust outflow from Nicole’s large-scale circulation,” Klotzbach said.

Nicole’s winds stretch out 380 miles from the center of the storm, according to a Tuesday morning update from the hurricane center.

“We are going to have a really big wind field,” John Cangialosi, a senior hurricane specialist at the National Hurricane Center, said in an interview.

Tropical storm-force winds will be felt all along the east coast of Florida, with a smaller core of hurricane-force winds near the center of the storm.

The widespread strong winds pose a dual threat of dangerous winds and flooding.

“These winds, high seas, and surf will combine with high astronomical tides to bring the threat of significant beach erosion around the times of the next several high-tide cycles,” the National Weather Service in Melbourne, Florida, said Tuesday morning.

Asian stocks rise on China reopening hopes, track Wall Street U .S. stocks advanced on Tuesday, gaining momentum in morning trading while Treasury yields took a pause as Americans went to the polls and market participants bided their time to determine whether Capitol Hill is in for a power shift.

The blue-chip Dow led Wall Street’s major slightly higher, while the greenback was essentially unchanged against a basket of world currencies.

The result of the U.S. midterm election will decide whether Democrats lose or retain congressional control halfway through President Joe Biden’s first term in the oval office, raising the possibility of legislative gridlock.

“There’s a lot of talk of a Republican take-over and in the mind of investors that translates to a better business environment, a more business friendly congress,” said Robert Pavlik, senior portfolio manager at Dakota Wealth in Fairfield, Connecticut. “A Republican-controlled congress could create gridlock, and that would be viewed as an overall positive because regulation could be less likely to pass.”

Inflation remains a top concern among voters and the Federal Reserve, and market participants - with third quarter reporting season now largely in the books - are also awaiting crucial consumer price data on Thursday.

The Dow Jones Industrial Average rose 402.76 points, or 1.23%, to 33,229.76, the S&P 500 gained 31.48 points, or 0.83%, to 3,838.28 and the Nasdaq Composite added 73.71 points, or 0.7%, to 10,638.23.

European stocks gained ground, following their U.S. counterparts higher as investors watched election day get underway in the United States.

The pan-European STOXX 600 index rose 0.73% and MSCI’s gauge of stocks across the globe gained 0.94%.

Emerging market stocks rose 0.48%. MSCI’s broadest index of Asia-Pacific shares outside Japan closed 0.77% higher, while Japan’s Nikkei rose 1.25%.

The widespread expectation is for it to push through another increase that’s triple the usual size next week, before it potentially makes a smaller increase in December. Ukrainian officials signal openness to talks with Russia, but with strict conditions

Oleksiy Danilov, head of Ukraine’s National Security and Defense Council, said on Twitter that Ukraine’s “main condition” was restoration of its territorial integrity. He also said Ukraine was seeking guarantees of modern weapons and the destruction of Russian missiles before they could be used to attack Ukraine.

ven as Ukrainian officials celebrate the arrival of more advanced Western air-defense systems and claim growing success at shooting down Russian rockets and drones, they are warning that Moscow is on the hunt for new long-range weapons against which Kyiv’s forces have little defense — specifically, ballistic missiles from Iran.

A spokesman for the Ukrainian Air Force said the Kremlin had plans to buy Fateh-110 and Zolfaghar ballistic missiles from Iran, which the Ukrainians say will almost certainly be used to continue to target civilian energy infrastructure that has already been battered by barrages of attacks in recent weeks.

“We have information that they achieved some agreement on delivery,” the spokesman, Yurii Ihnat, said at a news conference Monday.

Iran has denied plans to sell ballistic missiles to Russia. But Maj. Gen. Kyrylo Budanov, head of Ukraine’s defense intelligence directorate, has said delivery of Iranian missiles could happen by the end of

November.

“It’s a serious threat because Iranian missiles, unlike Russian ones, are quite high-precision, very high-speed, and those features have been battle-proven,” he said in a recent interview with the War Zone, an online publication focused on military matters.

Ukrainian officials have declined to disclose details about the number of missiles that Russia may be seeking to acquire. But Ihnat said Ukraine was in discussions with its Western allies over how to counter the threat.

“It is theoretically possible to shoot them down, but it is actually very difficult to do this with the capabilities we have at our disposal today,” he noted.

One possibility would involve destroying ballistic missiles at their launch, he said. But for that, Ukraine would probably need longer-range weapons of the type that the United States and other allies have so far been reluctant to provide, fearful that Ukraine could use them to hit military targets inside Russia and possibly escalate the conflict.

The missiles that Moscow is seeking to

acquire from Iran are similar to the Iskander missiles that Russia has used since the outset of its invasion in February. Western military analysts and Ukrainian officials say Russia is turning to Iran because its stocks of Iskanders have been severely depleted.

Russia has other weapons at its disposal, including Kalibr cruise missiles and Iranian-made attack drones. Ukraine has gotten better at shooting those down, employing portable air-defense systems, attack jets and a mix of Soviet-era air defenses and newly arriving Western systems.

Ultramodern German IRIS-T air-defense systems — so new that they had never before been used on the battlefield — were extremely effective in shooting down missiles fired by Russia during a wave of strikes at the end of October, according to the Ukrainian military. And Ukrainian officials announced Monday the arrival of the first two of eight advanced surface-to-air missile systems, or NASAMS, promised by the Pentagon. Each is equipped with radar-guided missiles with a range of up to 30 miles.

However, these advanced systems are not designed to defend against ballistic missiles — and are expensive to use against

relatively cheap drones.

Ukrainian officials say they believe that Moscow will continue to try to overwhelm its defenses with sheer volume, as it did Oct. 31, when Russia fired approximately 55 missiles targeting critical infrastructure.

Only five got through the defenses, but they inflicted considerable damage on energy structures, forcing Ukraine to ration power in order to prevent a collapse of the electricity grid.

The Royal United Services Institute, a London-based research body, wrote in a report this week that while the strikes against Ukrainian civilian infrastructure were “unlikely to change Russia’s battlefield fortunes,” they were “causing major problems and generating new requirements for Ukrainian air-defense equipment.”

President Volodymyr Zelenskyy of Ukraine said his country was “gradually moving toward our goal” of completely defending its skies.

“As of today, we can say that the recent escalation of Russian missile and drone terror has only resulted in the world responding — responding with new aid to Ukraine,” he said in his overnight address Monday.

‘A reason to act faster’: World leaders meet on climate amid other crises

HARM EL-SHEIKH, Egypt — World leaders gathered earlier this week to wrestle with the crisis of climate change, amid a sea of other pressing challenges that threaten to set back already inadequate steps to pivot the global economy away from fossil fuels.

Casting an ominous shadow over these talks is Russia’s invasion of Ukraine, itself financed by the sale of Russian gas.

The conflict has unsettled the global energy market, spurred inflation and led some to call for more oil and gas drilling. Meanwhile, poor countries suffering from climate impacts are increasingly frustrated with wealthy countries whose emissions are driving global warming.

And relations between the two biggest polluters, the United States and China, have fallen to a new low.

“We are on a highway to climate hell with our foot on the accelerator,” United Nations Secretary-General Antonio Guterres told the gathering of more than 100 princes, presidents and prime ministers Monday at the summit, the 27th session of the Conference of the Parties to the United Nations climate convention, known as COP27.

Scattered amid the sprawling conference center were several pavilions dedicated to the promotion of oil and gas. Saudi Arabia had paid for an exceptionally large space to describe itself as an energy hub. OPEC had a space showing off what it called its international development fund. Mauritania boasted of its natural gas reserves.

As the countries of Europe scramble to get off Russian natural gas, rising gas prices are whetting the appetites for new gas production elsewhere, from the North Sea to the Gulf of Mexico to the West African coast. United Arab Emirates Crown Prince Mohammed bin Zayed said flatly that his country would continue to produce gas so long as there was a market for it. Delegates arriving at the United Nations climate conference in Egypt’s Red Sea resort city of Sharm el Sheikh on Monday. developed countries to invest more heavily in renewable energy.

“Putin’s abhorrent war in Ukraine, and rising energy prices across the world are not a reason to go slow on climate change,” Sunak said. “They are a reason to act faster.”

Guterres underscored that climate change was not a separate issue that could be deferred, but is linked with the crises of war, unrest and hunger. “It is the central challenge of our century,” he said.

“It is unacceptable, outrageous and selfdefeating to put it on the back burner. Indeed, many of today’s conflicts are linked with growing climate chaos.”

Guterres urged the United States and China to resume discussions on ways to cooperate on climate action, saying that the nations had “a particular responsibility to join efforts.”

There is no immediate sign of thaw.

Chinese President Xi Jinping is not attending the meeting. Xi’s single-minded focus on shoring up his country’s sagging economy — and his increasingly closer relationship to Russian President Vladimir Putin — has raised doubts about his com-

mitment to greening the Chinese economy, while Tuesday’s midterm elections in the United States have brought new uncertainties about the future direction of American climate policy.

John Kerry, U.S. President Joe Biden’s climate envoy, is trying to reboot discussions at the conference with his Chinese counterpart, Xie Zhenhua, but so far, the two have no scheduled meetings. Biden is scheduled to appear at the meeting Friday, after other world leaders have departed.

Of the 110 national leaders who appeared at the global event Monday, seven were women. One of them, Mia Mottley, prime minister of Barbados, gave an impassioned call for reform of the international banking system, saying it trapped formerly colonized countries into deepening debt, as they try to cope with climate hazards.

Leah Namugerwa, an 18-year-old climate activist from Uganda, told the dignitaries, most of whom were middle-aged or older, to move faster. “Politicians, when you stand up to talk, my generation asks that you speak like we are in an emergency,” she said.

The biggest fault line at these talks is over the contentious issue of who pays for climate damages that wreak havoc on countries that have done the least to cause global warming. Several blocs of developing countries have been pushing for payment from rich, industrialized countries, which have been wary of being held liable for what could be trillions of dollars. On this, there was a small breakthrough Sunday. For the first time, the issue of funding for loss and damage is on the official agenda.

But as part of a compromise, negotiators said the discussion would focus on “cooperation and facilitation,” not “liability or compensation.”

Now comes the hard part: hammering out the details of what kind of funding arrangement and how much. That will be the subject of negotiations over the remainder of the conference, which is scheduled to end Nov. 18.

Protests are usually a mainstay of these annual U.N. climate talks, an opportunity for activists and nongovernment groups to raise their voices to decision-makers. But not this year. This meeting is being held in a convention center heavily patrolled by the Egyptian military, with unusually tight security restrictions that essentially shut down any display of dissent.

The Egyptian government said it would allow some protests and set up a designated zone for activists but it was far from the actual conference and difficult to reach. Monday afternoon, there was no one there save a few Russian tourists and some reporters.

The country’s most well-known political prisoner, Alaa Abdel-Fattah, who has been in jail for most of the last nine years over his criticism of the country’s authoritarian government, stepped up his hunger strike Sunday as the conference began, and began refusing water.

“Unfortunately, the only way I can actually sum up the COP27 summit so far is using two words: poor start,” Mohamed Adow, director of Power Shift Africa, a group that aims to mobilize climate action across the continent, said at a news conference. “We cannot have COP27 become a sham.”

Belize turns to its coral reef to escape debt trap

elize faced an economic meltdown.

The pandemic had sent it into its worst ever recession, putting the government on the brink of bankruptcy.

A solution came from unexpected quarters. A local marine biologist offered Prime Minister Johnny Briceño a novel proposal: Her nonprofit would lend the country money to pay its creditors if his government agreed to spend part of the savings this deal would generate to preserve its marine resources.

For Belize, that meant its oceans, endangered mangroves and vulnerable coral reefs.

The resulting deal, known as blue bonds, is an example of a novel approach that has allowed a growing number of developing nations to cut their debt by investing in conservation, giving them a larger role in the fight against climate change.

“It gave us breathing space,” Briceño said. “Instead of bondholders, we will now be paying to protect our environment.”

At its simplest, the blue bonds are the equivalent of refinancing a mortgage.

Like other countries around the world, Belize has financed its public spending partly through the sale of international bonds, a type of debt that allows governments to raise capital, but often saddles them with high-interest payments for decades.

Under the blue bonds deal, the Nature Conservancy, a Virginia-based nonprofit, lent Belize more than $350 million to enable the Central American nation to buy back international bonds worth more than half a billion dollars.

The Nature Conservancy financed the loan through Zurich-based bank Credit Suisse, which raised the money by selling new bonds to clients looking for environmentally friendly financial products.

The deal freed up more than $200 million, or nearly a tenth of Belize’s annual economic output, to be spent in other areas. In exchange, Belize agreed to designate 30% of its waters as protected, limiting the extent of activities such as fishing and construction. It also committed to spending $4.2 million a year on preserving these areas’ biodiversity.

Proponents of the deal hope the financial and climate incentives will help small or poor nations escape the interrelated challenges of excessive debt and en-

Belize and the Nature Conservancy are trying to preserve an environment threatened by rising water temperatures, beach erosion, construction and overfishing.

Still, conservation efforts often clash with the growing economic needs of Belize’s vital tourism and fishing industries, highlighting the challenges of environmental finance.

“You can’t conserve everything and leave us with nowhere to work,” said Ian Palacio, a Belizean fisherman.

Palacio, 43, makes his living in pristine Turneffe Atoll, a sprawling marine reserve of mangrove-covered islets included in the conservation deal. The atoll lies along the Western Hemisphere’s largest coral reef and is rich in lobster, dozens of fish species, dolphins, manatees and rare trees.

“Conservation is good, but we’ve got to see the benefits,” he added.

The Nature Conservancy closed its third blue bonds deal in September with Barbados, another small Caribbean nation saddled with debt and facing climate change threats. Countries with larger economies, including Ecuador and Sri Lanka, have made similar debt swap proposals.

Government officials and environmental groups hope the spread of such arrangements will make climate change a factor in how private investors, mul-

tilateral organizations such as the International Monetary Fund and sovereign creditors such as China lend and recover trillions of dollars from poorer nations.

“The global financial architecture is just not wired to give countries meaningful credit for positive nature investments,” said Slav Gatchev, head of the Nature Conservancy’s sustainable debt division.

Long considered a global finance niche, so-called debt-for-climate swaps entered the mainstream during the pandemic as lockdowns cratered economies and forced developing nations to take on new debt at record pace, while reducing the revenues needed to pay it back.

The idea of giving developing countries some debt relief in return for climate action started in the 1980s as a way to help protect rainforests.

What is different about the model offered by the blue bonds is that instead of giving countries modest one-time debt reductions, it marshals the resources of global financial markets to unlock new conservation funding, said Gatchev of the Nature Conservancy.

The first country that adopted the blue bonds, the Seychelles, an island nation in the Indian Ocean, has met its goal of putting 30% of its waters under protection, providing sanctuaries to vulnerable species, according to the Nature Conservancy. Human activity is banned or severely restricted in about half of the

protected areas.

Still, economists and conservationists say these financial deals meet just a sliver of urgent global needs.

The combined $683 million of debt exchanged by Belize and Barbados is 0.03% of what developing nations owed private creditors at the end of 2020, according to the World Bank.

And the $134 million that the two countries have jointly committed to marine conservation over the next 20 years is an even smaller fraction of the $125 trillion that the United Nations estimates must be spent globally to reach net-zero emissions by 2050 and avert the worst consequences of climate change.

Some economists say debt relief will not have lasting impact on small, touristdependent nations unless they diversify their economies and boost productivity.

In Belize, the debt swap deal has allowed the government to slash its debt burden and pass the country’s largest ever budget this year, according to Christopher Coye, a senior Belizean finance official.

Social spending has returned to pre-pandemic levels and the economy is expected to grow nearly 6% this year.

To meet its deal terms, the country of 400,000 banned the sale of publicly owned islets in a large part of its coral reef.

The government also created 800 square miles of newly protected marine areas and plans to put another 2,000 square miles under protection by 2026.

But even as preservation has intensified, many islands in the newly protected area have been sold and converted into resorts or private villas. The blue bonds deal has also largely left current fishing areas intact despite the harm the industry can inflict on the nation’s marine life.

Beyond the financial and conservation goals, the biggest benefit of the debt swap could ultimately be a re-imagining of the national identity, said Julie Robinson, a Belize native and the country manager for the Nature Conservancy.

The pandemic shuttered overnight the country’s tourism industry, forcing many of its citizens to return to fishing and farming to feed themselves. In doing so, it drove home the value and fragility of Belize’s natural wealth, she said.

“As a Belizean, I want to make sure that as a country we’re able to grow and thrive,” Robinson said. “I hope that with this bond deal we can step back and think critically about our future. What kind of development do we want?”

No one forced Republicans to do any of these things

n “The Eighteenth Brumaire of Louis Bonaparte,” Karl Marx famously observed that “Men make their own history, but they do not make it as they please; they do not make it under self-selected circumstances, but under circumstances existing already, given and transmitted from the past.”

Our choices are shaped, and even bound, by the histories and institutions we inhabit. And yet they’re still our choices. We are moral agents, responsible for our decisions even if we can’t fully escape the matrix in which we make them.

And yet so much of the conversation about the modern Republican Party assumes the opposite: that Republican politicians are impossibly bound to the needs and desires of their coalition and unable to resist its demands. Many — too many — political observers speak as if Republican leaders and officials had no choice but to accept Donald Trump into the fold; no choice but to apologize for his every transgression; no choice but to humor his attempt to overturn the results of the 2020 presidential election; and now, no choice but to embrace election-denying candidates around the country.

But that’s nonsense. For all the pressures of the base, for all the fear of Trump and his gift for ridicule, for all the demands of the donor class, it is also true that at every

turn Republicans in Washington and elsewhere have made an active and affirmative choice to embrace the worst elements of their party — and jettison the norms and values that make democracy work — for the sake of their narrow political and ideological objectives.

Those objectives, for what it’s worth, are nothing new.

To the extent that the Trump-era Republican Party has an agenda, it is what it has always been: to be a handmaiden to the total domination of capital, to facilitate the upward redistribution of wealth and to strengthen hierarchies of class and status. To those ends, Republicans in Washington have already announced plans to reduce social insurance, cut taxes for the wealthiest Americans and restrict abortion rights.

What’s striking, again, is the extent to which many political commentators refuse to accept the moral and political agency of Republican politicians and officials.

If there is a threat to democracy, goes one argument, it’s because liberals and progressives have refused to compromise their priorities in its defense. And according to another, similar argument, which I wrote about last week, the Democratic Party’s rhetoric embracing democracy is, itself, undermining democracy.

As it stands, plenty of Republican politicians and officials are making live plans to undermine any election they might lose. According to a report in The Washington Post, “Republican officials and candidates in at least three battleground states are pushing to disqualify thousands of mail ballots after urging their own supporters to vote on Election Day.” It’s not that those mail ballots are illegal or illegitimate; the problem is that many have presumably been cast by Democrats. If Republicans can invalidate Democratic mail ballots while counting on their supporters to vote in person on Election Day, then they can forge an easier path to victory in closely divided states such as Michigan, Pennsylvania and Wisconsin.

Republicans have attacked ballot access for Native Americans in Arizona — a Democratic-leaning group in a contested swing state — and embarked on a project of voter intimidation in Florida. In August, the state’s new election police force arrested 20 people accused of voter fraud. Fifteen were Black voters charged with casting ballots illegally. Several said they thought they qualified to cast a vote under a state constitutional amendment that restored the right to vote to many former felons. And in interviews with investigators, all said they had received a voter registration card from their county election supervisors.

In the absence of any evidence of intent, the state’s case against these supposedly lawbreaking voters will fall apart. But that doesn’t mean the arrests were a failure. Some Floridians, accustomed to helping older family members cast ballots by mail, have refrained from giving assistance for fear of running afoul of the state election police.

The larger point is that we should not treat the Republican effort to suppress and intimidate voters — or invalidate elections — as if it were a force of nature or the automatic result of some mechanical process. Republican politicians in Florida chose to respond to hard-fought elections by burdening their opponents. Republican leaders in Washington, likewise, chose to elevate their most irresponsible colleagues into positions of influence and authority. And Republican politicians nationwide chose to embrace the lies and the conspiracy theories that undergird the idea that the only legitimate elections are the ones Republicans win.

Led by Donald Trump and his many acolytes, the Republican Party is poised to plunge this country into political and constitutional crisis over its refusal to share power or acknowledge defeat. We can treat this as some kind of an inevitability, the only possible outcome given the pieces at play, or we can treat it as what it is: a deliberate choice.

AN JUAN – La comisionada residente Jenniffer González Colón rechazó el martes la oposición del Hospital Auxilio Mutuo para que no se complete la construcción de un Hospital de Veteranos en Hato Rey. “Un asunto importante para mi es la nueva clínica de servicio del cuiidado prolongado, específicamente lo que tiene que ver con salud mental, la facilidad residencial en Hato Rey, que comenzó su construcción y el Hospital Auxilio Mutuo ha querido impedir que esta costrucción se dé. Tengo que decir que yo favorezco, estuve allí en la primera piedra al igual que muchas organizaciones de veteranos que están aquí”, dijo González Colón en conferencia de prensa.

“Nuestros veteranos aquí no tienen acceso a camas para tratar su situación de rehabilitación o promover a que tengan una vida independiente. Y esos programas no solamente en términos sicológicos son importantes para aquellos que tienen abuso de sistancias controla-

das, personas sin hogar, estas 40 camas que estarían disponibles en residencia son vitales con la poblaciónd e pacientes en Puerto Rico”, añadió.

Recordó que este hospital será administrado por el gobierno federal.

“Este hospital no representa competencia para servicios privados o servicios públicos. Esto es exclusivamente para veteranos. No debería de haber ninguna razón para que alguien se oponga pa la construcción de este hospital que atendería exclusivamente a veteranos en Puerto Rico y que tanta falta hqce y que se consiguieron los fondos para esto”, afirmó.

El Programa residencial consiste en 40 apartamentos diseñados para funcionar como un programa residencial de rehabilitación para veteranos en donde se promueve el desarrollo de nuevas destrezas y aptitudes que se necesitan para vivir independientemente en la comunidad. Este será uno novel y permitirá que el hospital de Veteranos en Puerto Rico pueda tratar estos pacientes en la Isla y no tenga que trasladarlos a

otros estados. Estos traslados afectaban a los veteranos apartándolos de sus familiares y evitando que exista un apoyo directo de estos durante la recuperación. Las barreras culturales o de lenguaje ya no será un efecto devastador en el proceso de rehabilitación y atención médica.

González Colón, encabezó una discusión con su Task Force congresional de Asuntos del Veterano, que comprende organizaciones y entes de veteranos y militares locales con capítulos nacionales, así como agencias federales, sobre los esfuerzos que han impactado a esta comunidad en Puerto Rico este año, al igual que las necesidades más importantes que la congresista priorizará en el próximo Congreso 118.

“Mi agenda para los veteranos tiene varios pilares.

Abordamos el componente de salud, acceso a programas federales y compensaciones e igualdad en los servicios. Continuamos escuchando las peticiones de este sector en la Isla para insertar en la agenda del Congreso”, expresó la comisionada residente.

“Nosotros en Isabela estamos apoyando la innovación y la tecnología, y desde el inicio de mi administra-

ción hemos estado generando alternativas para atender el problema del alto costo de la energía eléctrica. Hoy le estamos presentando al País el concepto ‘Hogares Solares’, una alternativa que viene atender esa situación,” señaló el alcalde. ‘My Broken Language’ review: Piecing together a life of many dialects

E

nglish was playwright Quiara Alegría Hudes’ first language. But her mother’s house, in North Philadelphia, sheltered other tongues: Spanish, Spanglish, the brash gold-hoops-and-spandex sass of her older cousins.

From piano teachers, she learned the language of classical music; from her paternal aunt, punk rock; from backyards and stoops, bachata. Her magnet school gave her Flannery O’Connor and Arthur Miller. The free library gave her James Baldwin and Sandra Cisneros. There was Judaism from her father, Lukumí from her mother and the Quaker faith that she discovered later. Food was a language. Grief was a language. Some dialects she spoke easily. Others came harder. Her early life seems to have been a search for a vernacular that was all her own.

“My life required explication,” Hudes writes in “My Broken Language,” her autobiographical new play at the Signature Theatre. “And I didn’t have the language to make it make sense.”

Considered narrowly, the play, also directed by Hudes, is a story of how one young woman found her voice. But that suggests something more linear and less atmospheric than what “My Broken Language” provides: an attempt — poignant, if not entirely successful — to summon generations of willful women to the stage. The show, which honors the many women in Hudes’ maternal line, is a tender collision of scene and image, an impressionistic collage rather than a straightforward biography.

The play is lifted, almost verbatim, from her 2021 memoir of the same name. That book, which reaffirms her gifts for exhaustive empathy and feisty prose, is more capacious. The theatrical version shrinks timelines, characters and stories.

The sections on Hudes’ father don’t appear here, and her discussions of music and religion are greatly reduced. Her college years (during which I sometimes saw her on the Yale campus) have vanished entirely. The main character, referred to in the script as the Author, appears in one scene as an almost 18-year-old, dyeing her cousin’s hair. In the next she is 26, a graduate student at Brown. The show also leaves out a conversation with Paula Vogel, who ran the playwriting program at Brown, that gives the book and the play their shared name.

“Your Spanish is broken?” Vogel tells a younger Hudes. “Then write your broken Spanish.”

What remains is the Author’s physical and intellectual development. In the opening section, the Author gets her first period. In the closing one, she writes her first play. What happens in between is evocative, yet the script feels thinner than Hudes’ earlier plays — “Elliot,

Under Hudes’ direction, the Author is played by five performers referred to collectively on the pages of the script as Grrrls, a lippy Greek chorus. Each also takes a solo turn with the narration. The voice throughout is not the voice of Hudes at 13 or 16 or 26 but of the mature artist using the brainy, gutsy idiolect that she eventually developed to recall the girl she was.

Daphne Rubin-Vega, with her vital, scalpel-like way of carving out a character, and Zabryna Guevara, animated and incisive, play the Author most often, with Yani Marin, Samora la Perdida and Marilyn Torres filling out the ensemble. Arnulfo Maldonado’s green-blue tiled set suggests a patio and a bathroom and places more abstract, places of ritual. The profusion of house plants and Jennifer Schriever’s warm, nearly tropical lighting suggest devotion and homegrown magic.

Even considering the pianist onstage, and Ebony Williams’ choreography, frisky or sinuous or jerky, as the moment requires, “My Broken Language” isn’t really a play. Which it knows. Because the prose is only

rarely reframed as dialogue, scenes are reported as often as they are enacted. But there’s a sincere attempt to find a theatrical language that captures the love and joy and pain of learning, that celebrates the grandmother, mother, aunts and cousins from whom Hudes learned.

This is at its core a memory play, and to remember means not only to recall but also to piece back together.

That’s at work here, too — an effort to gather up the fragments of a woman’s life and argot and make of it something whole.

Puerto Rican creates winning design

for Ann Klein’s fashion challenge

he passion for fashion has played a pivotal role in the development and evolution of Valerie Nicole Martínez’s stellar career in the competitive world of design.

A graduate of Savannah College of Art and Design (SCAD), Martínez recently created the winning design for the Anne Klein Scholar Design Competition, an initiative in collaboration with the Fashion Scholarship Fund (FSF).

Her design is featured on a commemorative T-shirt sold at AnnKlein.com, Macy’s stores in the mainland U.S. and online at macys.com.

The profits from the sale of the T-shirt will go to the FSF, a national nonprofit that supports the careers of talented fashion students around the country.

An FSF scholar herself, Martínez is thrilled with the award, one that led her to meet Anne Klein spokesperson and Puerto Rican actress Gina Rodríguez. Both women are featured wearing the T-shirt for the firm’s national campaign supporting the FSF initiative, which celebrates the 100th anniversary of the birth of the American fashion designer and company founder.

Can’t sleep? Try sticking your head in the freezer.

A

good night’s sleep can make us more empathetic, more creative, better parents and better partners, according to Aric Prather, a psychologist at the University of California, San Francisco, who treats insomnia and is the author of the new book “The Sleep Prescription.” Sleep can help us manage stress; it can make us competent and capable and better able to take on the day. But Prather says we too often view sleep as an afterthought — until we find ourselves frozen in the middle of the night, our thoughts racing, fumbling for rest or relief.

Some people might reach for a supplement or sleep aid. A 2013 Centers for Disease Control and Prevention survey found that 1 in 8 adults with trouble sleeping reported using sleep aids. But Prather said there are simple steps we can take throughout the day and night to get better rest, which he outlines in the book, out last week from Penguin Life.

“It’s not something you do,” he added. “It’s something that comes to you.

Here are some of his science-backed tips for sounder sleep.

DURING THE DAY Carve out time for “scheduled worry.”

“No one ever says, ‘I was awake in the middle of the night, and I was only thinking of good things,’” Prather said. Throughout the day, we might be too busy to linger on our thoughts, but at night, when we try to let our brains pause without distractions, “our thoughts can get very, very loud,” Prather wrote.

To beat back nighttime rumination and anxiety, Prather recommended in an interview devoting part of your day to worry. Block out 10 to 20 minutes to write down what you’re anxious about, or just think about it, without searching for a solution. If you do that consistently, he said, your worries won’t seep into the night — and if they do, you can remind yourself that you have a dedicated time to address them the next day.

Instead of reaching for caffeine, plunge your head in the freezer.

If you regularly reach for coffee to get you through an afternoon slump, you’ll still have caffeine in your system by bedtime, said Prather.

Instead, he recommends getting an energy boost elsewhere. You can go for a brisk walk in the afternoon, or spend five to 10 minutes taking a break from work and engaging your brain in a simple task — pull weeds in the garden, reorganize a bookshelf, turn on some music and really focus on a song. Focusing on a non-work task can energize our brains, Prather said, jolting us out of our routine. Or, for a more extreme option, stick your head in the freezer. That brief shock of cold activates your arousal system, Prather said, like jumper cables on a car battery to wake you up — no coffee run needed.

Declutter your bedroom Your computer, a heap of laundry, the pile of sticky

notes reminding you of all of your unfinished tasks — clear those all out of the room where you sleep. If that’s not possible, at least move them so you can’t see them from your bed, Prather advises. You want your sleeping area to calm you down, not remind you of everything you need to get done.

To further set yourself up for sleep, get blackout curtains to block out light, or invest in a comfortable sleep mask. And consider turning down the heat — or turning up the air conditioning — so that your sleeping area is between 60 and 68 degrees at night. You want your room to be dark and cool, Prather said, in order to prod the core temperature of our bodies to drop, which happens naturally as we sleep.

BEFORE BED Stop treating your brain like a laptop.

You can’t expect your brain to instantly power down the way a laptop does when you close the lid, Prather said.

Instead, you should plan a transition period that lets your brain wind down. Sometimes that’s not possible, he acknowledged; work deadlines and parenting responsibilities might mean you’re engaged right up until you turn off the lights. But ideally, you would give yourself a two-hour period to “turn down the volume on your sympathetic nervous system,” he said, cuing to your body and brain that you’re gearing up to rest.

You should spend that time doing something pleasant and soothing, like listening to a favorite podcast, chatting on the couch with your partner or watching TV. Prather offers his patients what he calls a menu of options for that power-down period — they can take a luxurious bath, write in a gratitude journal or even sit outside, weather permitting, and look at the stars. The goal is to find “low arousal” activities that you enjoy, he said.

Re-watch your favorite show.

Many clinicians caution against screen time before bed, but Prather said he pays more attention to the content of what people consume as they settle down for the night, rather than whether they’re looking at a laptop, a paperback or their phone. A thriller — whether it’s a novel or a movie — can prompt you to stay awake a bit longer or to mull over the answer to a mystery as you’re trying to fall asleep. Instead, he recommended watching something calming, and ideally, a show you’ve seen before. Prather turns to “The Office,” which he said he’s re-watched more times than he can count, because he already knows what happens next.

IF YOU’RE STRUGGLING TO STAY ASLEEP IN THE NIGHT If you can’t sleep, move.

As people age, especially in their 50s, 60s and 70s, sleep can become more fragmented, Prather said. People may need to urinate in the night more frequently, or pain might keep them awake. But it’s essential that older adults get sufficient rest — a recent study found that adults older than 50 who slept for five hours or less each night had a greater risk of developing chronic diseases than those who slept for at least seven hours.

In the new book “The Sleep Prescription,” the psychologist Aric Prather offers tips for better rest without reaching for a pill.

In general, if you are struggling to fall or stay asleep you should get out of bed, Prather said. Give yourself 20 minutes or so to try to sleep, but if you’re still wired, head to the couch or living room and do something quiet, Prather advised, like knitting or meditating. You only want to associate the position you sleep in with actually falling asleep; if your body gets used to staying awake, and struggling to sleep, in that position, you’ll have a harder time conditioning yourself to sleep through the night.

If you don’t want to move, or are unable to, even sitting up in the bed can help rewire your brain or flipping over and placing your head where your feet typically lay.

While in that new position, you can read, listen to soft, gentle music or put on a soothing podcast — any activity that winds you down, until you feel sleepy again and are ready to get back into your sleeping position.

Don’t beat yourself up about one night of bad sleep (or several).

When people are in the throes of a sleepless night, they often stress about how the lack of sleep will clobber them the next day, Prather said. But one or even a few nights of little rest won’t ruin the way you sleep long-term, Prather said.

“Any parent of small kids can tell you that you can survive on less sleep,” he said. “You can have these off nights. Your body is resilient.”

If you consistently find yourself unable to sleep, you might want to seek out a therapist or clinician trained in cognitive behavioral therapy, which Prather uses to treat insomnia. Even in chronic cases, he said, poor sleep is curable. A sleep specialist may also prescribe medication in extreme cases or treat underlying conditions that can lead to poor sleep, like sleep apnea.

“When people have insomnia, because it’s so distressing, they’re trying to figure out all the things they can do to allow sleep to work again, like, ‘What can I fix?’ And that kind of effort is actually incompatible with sleeping,” he said. “Sleeping’s about letting go.”

A $102 million closer? It could pay off in October.

T

here are very few things more polarizing in baseball than the value of relief pitchers. Some will swear that relievers are interchangeable parts and are far too volatile on an annual basis to take them seriously. Others will insist that a team can’t possibly win without an officially sanctioned Capital-C Closer (bonus points if he wears glasses or has interesting facial hair).

The New York Mets, under team owner Steven Cohen and General Manager Billy Eppler, appear to be part of the latter group, as they are in the process of finalizing a $102 million contract with the Capital-C Closer Edwin Díaz, according to a person familiar with the negotiations who is not authorized to discuss them publicly. It would be a record-breaking deal that would keep Timmy Trumpet’s and Blasterjaxx’s version of “Narco” blasting over the loudspeakers at Citi Field for the next five seasons.

For context, the previous record deal for a reliever was the five-year, $86 million contract that left-handed closer Aroldis Chapman signed with the New York Yankees before the 2017 season.

Among active contracts, only two relievers, right-handers Raisel Iglesias of Atlanta and Liam Hendriks of the Chicago White Sox, are guaranteed even half as much as Díaz is set to earn.

It is easy to see why a team would be keen to keep Díaz, a hard-throwing right-hander. He just completed a season in which he had a 1.31 ERA in 61 appearances and struck out 50.2% of the batters he faced. He has proved to be wildly popular with Mets fans, for both his dramatic entrances and his extreme reliability, and over the past five seasons he has been the second-best reliever in Major League Baseball, in terms of wins above replacement, even with his disastrous 2019 season included.

So why would anyone question such an accomplished player being handed a record contract? The reality is that relievers, thanks to their small number of innings pitched, are often seen as hav-

Díaz’s 8.2 WAR over five seasons, using Baseball Reference’s metric, may make him the second-most valuable reliever in MLB in that span, but they have him tied with journeyman starter Mike Fiers and two others for 55th among all pitchers.

But with the Mets of the Cohen era, this deal very likely has far more to do with a few late-October games than it does with sustained regular-season success (or the ability to profit off toy trumpets). Cohen wants to win a World Series, the franchise’s first since 1986, and he seems to believe that having Díaz at the back end of his bullpen is a way to

make that goal more attainable.

Watching this year’s World Series would only have encouraged that belief.

As Games 4 through 6 reached their later innings, the Philadelphia Phillies knew exactly what was coming from the Houston Astros. Some combination of right-handed relievers Bryan Abreu, Héctor Neris and Rafael Montero was going to take over for Houston’s starter, rendering Philadelphia’s bats largely helpless, and the Capital-C Closer Ryan Pressly was going to slam the door.

Pressly did not allow an earned run all postseason, and in the World Series he was on the mound to finish all four of Houston’s wins.

Thanks largely to his thrilling five-

out save in Game 5, Pressly recorded one of the 10 most impactful World Series performances by a reliever in terms of championship win probability added, according to research conducted by Baseball Reference. The statistic, which attempts to estimate how much effect a player’s performance had on his team’s ability to win a championship, credits Pressly with a shocking total of 33.87 cWPA in this year’s World Series (meaning he was single-handedly credited with just over one-third of a win).

It is a higher mark than Mariano Rivera reached in any of the seven World Series he played in, and the list of nine relievers who have been more important than Pressly in a single Series features multiple Hall of Famers.

Those who would diminish the value of relievers might point out that the most impactful performance by a reliever in World Series history came from a starter, when Madison Bumgarner tossed five scoreless innings of twohit ball as a reliever in Game 7 of the 2014 World Series to shut down the Kansas City Royals. Indeed, five of the 10 best relief performances were put in by starters masquerading as relievers.

But Pressly, pitching 5 2/3 innings, managed more than double the cWPA of shortstop Jeremy Peña (16.5), who won the World Series Most Valuable Player Award. Relievers, it seems, have a hard time building value over the course of a season, but in any single postseason game they can decide everything.

Under Cohen, the Mets do not operate under the budget limitations of a typical baseball team, so the amount given to Díaz probably does not matter all that much provided he eventually does something close to what Pressly just did. And with multiple other openings in the Mets’ bullpen following the disappointing end to their 2022 season, Cohen might not be done spending.

So in that context, the answer to how much a top-flight reliever is worth in the current market can most likely be summed up as: however much Steven Cohen is willing to pay.

New endorsements for college athletes resurface an old concern: Sex sells

livia Dunne is a gymnast on Louisiana State’s women’s team.

She was an All-American in her freshman year and made the Southeastern Conference’s honor roll as a sophomore majoring in interdisciplinary studies.

Before the start of her junior season, Dunne is also at the leading edge of a movement shaking the old foundations of college sports: a female student athlete raking in cash thanks to the passage in 2021 of new rules allowing college athletes to sign name, image and likeness, or NIL, deals.

Dunne, 20, won’t give specifics on her earnings, which at least one industry analyst projects will top $2 million over the next year.

“Seven figures,” she said. “That is something I’m proud of. Especially since I’m a woman in college sports.” She added: “There are no professional leagues for most women’s sports after college.”

Dunne, a petite blonde with a bright smile and a gymnast’s toned physique, earns a staggering amount by posting to her 8 million strong internet following on Instagram and TikTok, platforms on which she intersperses sponsored content modeling American Eagle Outfitters jeans and Vuori activewear alongside videos of her lip-syncing popular songs or performing trending dances.

To Dunne, and many other athletes of her generation, being candid and flirty and showing off their bodies in ways that emphasize traditional notions of female beauty on social media are all empowering.

“It’s just about showing as much or as little as you want,” Dunne said of her online persona.

The athlete compensation and endorsement rules have been a game-changer for collegiate women, particularly those who compete in what are known as nonrevenue sports, such as gymnastics.

Sure, male football players have garnered about half of the overall compensation, estimated to be worth at least $500 million, fueled by collectives formed by wealthy supporters who pay male athletes for everything from jersey sales to public appearances.

Women are more than holding their own as earners, thanks largely to leveraging their social media popularity. Along with Dunne, other female student athletes have been minted millionaires by the NIL rules, including Haley and Hanna Cavinder, twins who play college basketball at Miami; Sunisa Lee, an Auburn gymnast and Olympic gold medalist at the Tokyo Games; and Paige Bueckers and Aziz Fudd, All-American basketball stars at Connecticut.

But the new flood of money — and the way many female athletes are attaining it — troubles some who have fought for equitable treatment in women’s sports and say that it rewards traditional feminine desirability over athletic excellence. And while the female athletes I spoke to said they were consciously deciding whether to play up or down their sexuality, some observers say that the market is dictating that choice.

She noted that some of the athletes had decided that making such imagery public wasn’t worth it, while others had found it was one of the primary ways to increase their online popularity and earning power.

Scroll through the social media posts from female college athletes across the United States and you will find that a significant through line on many of the women’s accounts is the well-trod and well-proven notion that sexiness sells.

Posts catering to traditional ideals about what makes women appealing to men do well, and the market backs that up.

Stanford’s Tara VanDerveer, the most successful coach in women’s college basketball, sees the part of the NIL revolution that focuses on beauty as regressive for female athletes. VanDerveer started coaching in 1978, a virtual eon before the popularization of the internet and social media, but she said the technology was upholding old sexist notions.

“I guess sometimes we have this swinging pendulum, where we maybe take two steps forward, and then we take a step back. We’re fighting for all the opportunities to compete, to play, to have resources, to have facilities, to have coaches, and all the things that go with Olympic-caliber athletics.”

“This is a step back,” she added.

Race cannot be ignored as part of the dynamic. A majority of the most successful female moneymakers are white.

Sexual orientation can’t be ignored, either. Few of the top earners openly identify as gay, and many post suggestive images of themselves that seem to cater to the male gaze.

Other than the massive internet audiences, none of this is entirely new. The tension among body image, femininity and the drive to be taken seriously as athletes has been part of the deal for female athletes for generations.

We can go back roughly 70 years, as just one example, to the era of the top tennis player “Gorgeous” Gussie Moran, who grew famous as much for her body-hugging outfits and lacy underwear as for her tennis.

In the 1990s, two-time Olympic gold medal-winning figure skater Katarina Witt was a Playboy cover model, and she’s hardly the only female athlete to show up in risqué photo spreads.

Think of the Sports Illustrated swimsuit edition or ESPN The Magazine’s Body Issue, in which artful photos of nude athletes have hooked a mostly male audience for years. But those depictions also continue to draw female athletes who see such shoots as a chance to promote body positivity, to feel boldly confident about the physiques they’ve honed through hard work, or to challenge norms about femininity.

Female collegiate athletes are certainly taking advantage of multiple ways to present themselves — while always having to be wary of society’s tendency to objectify.

Haley Jones, an All-American guard at Stanford and a candidate for the Player of the Year Award, said she didn’t want to play up sex appeal. Her endorsement income is driven by a social media image that portrays her as a lighthearted student-athlete without an overtly provocative tone.

“I don’t post bikini pictures,” she said in a recent interview. “Not because I don’t want to show my body. It’s because that’s not the top topic type of content that I want to post, and my audience isn’t looking for that for me.”

Welcome to the world of Haley Jones, Inc. Jones, among the few Black female collegiate athletes considered to be a top endorsement earner, has learned to quickly deconstruct the pros and cons of the new era of commercialization.

She has endorsements with Nike, Beats by Dre, SoFi and Uncle Funky’s Daughter, a hair-care product for women with curly hair, among other companies. Rishi Daulat, her agent, said Jones had made over six figures since the NIL legislation passed but declined to give a specific figure.

Jones was quick to note that female athletes can choose not to participate in social media and lose out on the biggest profits. Or they can take part, make money, focus on the supportive fans and hold their breath with a sort of resignation about the swath of online reactions — often leering and sexualized comments on their social media platforms — that show how much they are objectified.

“You can go outside wearing sweatpants and a puffer jacket, and you’ll be sexualized. I could be on a podcast, and it could just be my voice, and I’ll face the same thing. So, I think it will be there, no matter what you do or how you present yourself.”

“This is the society we live in,” Jones added.
