Literacy program aims to bridge the gap in reading comprehension in grades K-3

The program provides a multisectoral approach involving children, their families, professional organizations, government agen cies, and educators, among others, and the role they could play in developing competent future literacy learners. Likewise, it suggests concrete actions to support the goal of children becoming proficient readers by the end of the third grade of elementary school. Among its recommendations to align public policy with best practices, the Coalition seeks to modify elementary teacher certification regulations to require literacy training and to train educators at all levels in essential literacy teaching practices. It also aims to restructure the current curriculum, implement tests to measure the strategy’s success and create a comprehensive assessment system to report students’ literacy skills. Team negotiating the debt adjustment plan for the bankrupt of PREPA requested another extension

The mediation team negotiating a debt adjustment plan for the bankrupt Puerto Rico Electric Power Authority (PREPA) on Thursday requested anoth er extension, the fourth one, to complete negotiations.

The cost of the 39 projects, which by 2020 was $459 mil lion, went up to $1.3 billion, which is more than 10% of the funding allocated by FEMA to rebuild the power grid. Torres said that many of the projects had been developed by the Puerto Rico Electric Power Authority (PREPA) but were delayed by the arrival of LUMA in the summer of 2021.

For his part, Consul Bosch Bessa said: “It is a historic mo ment, a moment in which we all row in the same direction.

“Luma will leave us a partially rebuilt power system because of the manner it is dealing and designing the projects that will be paid for with federal funds,” Torres said LUMA Energy proposes 624 projects proposed in a 10-year reconstruction plan.

He said he has information that the first 10,000 poles that were installed by LUMA Energy do not meet required speci fications and “they will be left like that because LUMA won’t pay for them again.”

“LUMA changed the design and engineering which had the effect of increasing costs. Most of the projects being done by LUMA have to do with poles and street lighting,” he said.

Nonetheless, Torres said the most serious concern he has about the use of the federal funds for projects is the change in specifications because that increases the cost of the projects.

“When you increase the cost, there is a reduction in money left for other projects,” he said.

By the time the Niagara County Cour thouse opened Wednesday morning, 150 people were lined up to apply for permits that would let them carry con cealed handguns in public. Nearly 100 had camped out overnight, some staying awake in folding chairs and taking regular walks to keepThewarm.crowd represented an impulse that has become visible in much of New York as hundreds attempt to avoid hours of training and paperwork required by a new gun law, many provisions of which go into effect on Thursday.

The new rules — which also bar the carrying of guns in a large number of “sensitive locations” including mass transit, parks, and playgrounds — have rankled some gun sellers.

The rush of submissions was unsurpri sing to experts. “Anything that implies that it’s going to be harder to get a gun tomorrow than it is today leads to a lot of people going out and trying to get guns,” said Jonathan Metzl, the director of the Department of Medicine, Health and Society at Vanderbilt University, whose research focuses on guns in America.

“I don’t want to imagine a New York City where people are just willy-nilly ca rrying around firearms,” she said. “It’s a scary prospect.”

In most counties, those who already have permits can recertify them with the state police in a straightforward process that can be completed online. That has led officials to believe that the lines upstate consist mostly of newInapplicants.NewYork City, and Suffolk, Nassau and Westchester counties, licenses must be renewed every three years, a far more burden some process that will require permit holders to

meet the same requirements as new applicants.

“The people with pistol permits are some of the most honest people in the whole state,” said McGuire, who was wearing a holstered Kahr P40 semi-automatic pistol, one of 16 handguns he owns. “Why? Because if they violate the law, they’re going to have their permit taken away from them, and they don’t want to lose it.”

The new law, which also makes carrying guns illegal in private businesses unless they signal otherwise, has set off the opposite con cerns downstate. For many people, the idea of guns in public represents what Carmen De La Rosa, a city council member who represents neighborhoods in upper Manhattan, called a “culture shift.”

Thoseaccounts.hurdles may have encouraged the new applicants to try to beat the deadline. But the requirements may not be permanent: They could be scrutinized by the Supreme Court, which is expected to further redefine its already-expanded view of the Second Amend ment. The law has already been challenged in a case that a judge dismissed Wednesday evening. But a similar challenge may eventually be heard in Washington.

Kevin Dix, a retired sheriff’s deputy who has worked as a firearms instructor in central New York for more than 20 years, said interest in his class has reached an all-time high. “I see the whole parking lot filled up with cars,” he said. “I got to the point where I told people to bring their own lawn chairs.”

The state passed the measure in an effort to continue closely regulating weapons after the U.S. Supreme Court in June struck down a century-old law that had strictly limited carrying handguns in public, holding that citizens have a broad right to self-protection outside the home. Since then, concealed carry permit applications in New York City have increa sed by 54%. Oswego County assigned two additional employees to process permits full time. Niagara County courthouse officials, who had to divide Wednesday’s crowd into three lines, have handled 150 applications every day this week. And a certified firearms trainer in Suffolk County said that he was fielding as many as 50 phone calls a day from people eager for “Peoplepermits.now are just scrambling to get their applications in,” said the trainer, Matthew D. Seifer. He added that those who had not received a new permit by Thursday — which given a monthslong backlog in much of the state would include many who lined up — would still have to heed the new requirements for concealed carry, including 16 hours of training, as well as providing character refe rences and a list of former and current social media

As New York’s gun law goes into effect, demand for permits spikes

“It is a just and right decision, and our smart, sensible gun laws will go into effect as planned tomorrow on Sept. 1 to keep New Yorkers safe,” Gov. Kathy Hochul said in a statement Wednesday night. In a news conference earlier, Hochul acknowledged the rise in applications but said she did not expect an immediate increase in concealed weapons. Given the time to process applications, the wait could take as long as a year, she said. But eventually, demand for firearms will harm safety, Hochul added, noting that under its old law, New York had the fifth-lowest per capita death rate from guns. She called the Supreme Court’s decision “negligent and reprehensible.”“We’vebeen working very, very hard, removing thousands of guns that have been coming into our streets illegally from other states,” she said. “We don’t need guns on our streets.”People who apply for permits must provide fingerprints to the New York State Division of Criminal Justice Services for a background check. In the nine weeks since the Supreme Court decision, the agency has received an average of 1,719 submissions a week, compared with 845 during the same period last year. In the past three weeks, that average has climbed to 2,452. The singleday total accounts for about one-quarter of all applications submitted in the county this year.

A useful rule of thumb is that anybody who has not yet received a shot in 2022 should consider doing so in coming weeks. As Dr. Ashish Jha, the White House COVID coordinator, said: “It’s really important, especially if you’re at elevated risk, but really for anyone. If you have not had a booster this year, it’s critical that you go and get one.”

All of which suggests that the decreas ing anxiety among liberals also stems partly from the passage of time. Trump has not been president for more than 18 months. In his place is a Democrat pushing progressive policies on climate change, health care and student loans — and also encouraging Americans not to let COVID fears dominate their lives. “Americans can remove their masks, return to work, stay in the classroom and move forward safely,” President Joe Biden said this spring. One example of changing liberal attitudes is related to in-person school. When asked about the best policy for K-12 education, a growing number of liberals support in-person school only, rather than hybrid or remote learning. The partisan gap on this question has narrowed since early this year.

Severe COVID illness continues to be heavily concentrated among people over 65, especially those who are unvaccinated or not current on their booster shots.

Some 47% of very liberal adults said that they believed COVID presented a “great risk” to their own personal health and well-being. That was a significantly larger share than among conservatives, moderates or even liberals who stopped short of calling themselves very liberal. Particularly striking was the level of concern among liberals under age 45, even though the virus’s worst effects have been concentrated among older people.

The share of the very liberal who say the virus presents a great risk to their own personal health has fallen to 34%. The 13-point drop since March was larger than the drop among any of the six other ideological self-identifications in the poll. A growing number of very liberal Ameri cans have decided that it’s time to treat COVID as an unpleasant but manageable part of life, much as many other Americans — as well as people in other countries — decided months ago. Back to School What explains the change? In part, it’s probably a reflection of changing reality. Drugs like Paxlovid and Evusheld are now widely avail able, reducing the risks for vulnerable people. But psychology seems to play a role too. After all, many aspects of the pandemic have not changed in the past six months. Both then and now, vaccines provided excellent protection against severe illness; the risks of hospitalization for children and most adults under 50 were mi nuscule; and the vaccines reduced the chances of long COVID.

Americans on the left end of the politi cal spectrum have become less anxious about COVID-19.

Almost six months ago, when The New York Times released its last poll about COVID-19, the deep anxiety among Americans identifying as “very liberal” was one of the main findings.

Still, here’s a prediction: Absent a major change in the virus itself (such as a dangerous new variant), the level of COVID anxiety will continue declining in coming months, across political tribes.

To many liberals, taking COVID seriously — more seriously, at times, than the scientific evidence justified — became an expression of identity and solidarity. As one progressive activist tweeted last year, “The inconvenience of having to wear a mask is more than worth it to have people not think I’m a conservative.”

I understand why attitudes about the virus vary so sharply by ideology. Our country is po larized on most high-profile issues today. In the case of COVID, President Donald Trump and some other Republicans exacerbated the divide by making a series of false statements that down played the threat or misrepresented the vaccines.

The Food and Drug Administration ap proved the next generation of booster shots — designed to be even more effective against the latest variants — on Wednesday. As soon as next week, these new shots will be available to Americans 12 and older.

The Times’ Morning newsletter has re leased the results of its latest COVID poll (which, like the earlier ones, was conducted by Morning Consult). This time, one of the central findings is how much attitudes have changed since the spring. Americans are less worried about the virus today — and driving that decline is the receding level of anxiety among the very liberal, including many younger adults.

The remaining gaps To be sure, the partisan divides over COVID have not disappeared. Conservatives are much less likely to be vaccinated or boosted, which means that many are voluntarily exposing themselves to COVID risk. And very liberal Americans remain more worried about the virus than almost any other demographic group, including the elderly. That pattern does not seem consistent with scientific reality, given that the very liberal are younger than any other ideological group and that COVID’s effects are far worse for older people. But the pattern may help explain why young people in our poll reported wearing masks slightly more often than older people — and why the few schools and workplaces that still have mask mandates tend to be in liberal enclaves.

The commission hopes to make up much of the cost difference with funding from the federal infrastructure law passed last year. The remaining cost overrun will be split among New York and New Jersey and the federal government. In a statement, New York Gov. Kathy Hochul touted the new cost analysis as “an important step in moving this transforma tive project forward.”

Gov. Phil Murphy of New Jersey also expressed support for the project in a sta tement. “In light of the impact of inflation and other market factors on Gateway’s cost, we remain unwavering in our commitment to affordable and accessible transportation for all New Jersey residents, commuters, and visitors,” he said.

But on Wednesday, the commission managing the project announced that the new tunnel would not be completed until 2035, three years later than expected, and a year beyond the deadline envisioned by Joseph Boardman, that former Amtrak CEO. And the old tunnel — owned by Amtrak but more heavily used by New Jersey Tran sit — will not be fully rehabilitated until 2038, also three years later than planned.

Eight years ago, the head of Amtrak war ned that the century-old rail tunnel connecting New Jersey to midtown Manhattan would have to be shut down in some form by 2034 to address the ravages of age and Hurricane Sandy. It was hoped that the Gateway infrastructure project, which had then already been unveiled, would lead to the construction of a new tunnel before the estimated deadline.

Not only is the new tunnel experien cing delays but the project is also expected to cost more: $16.1 billion, up from a previous estimate of $14.1 billion. Both estimates include the cost of financing the project.Inan interview, Kris Kolluri, the new CEO of the Gateway Development Commission, a public authority created by New York and New Jersey, said he believed that price tag would remain unchanged, within “an acceptable margin of error.” He attributed at least $1 billion of the cost escalation to “market volatility and inflation.”

Critics of the region’s infrastructure projects have long questioned both the cost of the tunnels and Amtrak’s reluctan ce to enhance the usefulness of the new tunnel by running commuter trains from New Jersey through Penn Station and east to Grand Central Terminal or Long Island. Eric Goldwyn, director of the Trans portation and Land Use program at the NYU Marron Institute, has studied subway construction costs both here and abroad and said the project was emblematic of the region that built the most expensive subway line, per mile, on earth. “U.S. infrastructure costs, from our subway work, are the most expensive, and the Northeast is more expensive than the West Coast,” Goldwyn said. The 4.5-mile rail project will burrow beneath the New Jersey Palisades, the Hudson River and the Hudson Yards into Penn TheStation.need for a new rail connection between New Jersey and Manhattan, the most congested rail link along Amtrak’s Northeast Corridor, is well-established. In 2010, Chris Christie, then the governor of New Jersey, killed an earlier project to build a cross-Hudson River rail tunnel known as ARC, or Access to the Region’s Core, even though construction had already begun. Completion had been expected in 2018. At the time, Christie said the project risked cost overruns that New Jersey would have to bear, though a subsequent report by the Government Accountability Office cast doubt on the claim. Christie ultimately steered $4 billion of the funding toward the state’s highway trust fund.Inthe aftermath of the project’s can cellation, Amtrak took ownership of the issue and cobbled together the Gateway program. It includes a new rail bridge over the Hackensack River — an element that has also seen significant cost escalation — and a southerly expansion of Penn Station. The Gateway tunnel plan, in turn, contains three main elements: a new two-track rail tunnel to replace the de teriorating one still in use; repair of that existing, 112-year-old tunnel, and concrete casements to preserve the tunnel’s right of way under Hudson Yards. The Gateway plan suffered years of delays under the Trump administration. At the time of the original tunnel’s construction in the early 20th century, the railroads serving New York City from the west terminated on the New Jersey shore, and passengers boarded ferries to travel the final leg to Manhattan. It is the chain’s latest attempt to turn around its fortunes. In recent years, successive investors and executives have tried to revive it, to little avail. It just feels like the execution fell flat.” Then the pandemic put huge strains on supply chains, extending delivery times and increasing costs. While online sales got an initial bump as quarantined shoppers stocked up on throw pillows, blenders, and pots and pans, Bed Bath & Beyond had to quickly scale up the kind of offerings, like curbside delivery, that became lifelines for competitors like Tar get and Walmart. In another twist, Ryan Cohen, who be came a champion of meme stock traders as the chair of GameStop, disclosed a stake in Bed Bath & Beyond in March. He chided the retailer’s executives as being “too ambitious,” pushed for it to sell off the BuyBuy Baby bu siness and put three of his nominees on the company’s board. The retailer is reducing the number of workers at its corporate offices and supply chain operations by 20%. It also said it expec ted other layoffs related to the store closures, which are already underway. As of February, the company had about 32,000 employees.

Bed Bath & Beyond tries to turn itself around, again

The chain’s financial travails have weig hed on its relationships with suppliers, a dan gerous prospect since similar problems at Toys R Us and Sears led to understocked stores that were hard to revive. Gove, the interim CEO, said she had personally talked with suppliers over the past few weeks to “reset” those rela tionships.“Ithas been a very careful and close ba lancing act,” she said on the call.

The company is planning a fall adverti sing campaign with a focus on national brands, an effort to tell a new story to shoppers. Execu tives said stores would also stock shelves with lesser-known direct-to-consumer brands, in hopes of recapturing the treasure hunt feel that brought shoppers to the stores in the chain’s glory days. They have not said what those brands would “Discoveringbe. innovative and unexpected brands, products and categories will return to being a core experience for our customers,” Mara Sirhal, who was named the Bed Bath & Beyond brand president Wednesday, said on a call with analysts.

“We have a very important mission to accomplish,” Grossi said. It took weeks of delicate negotia tions for both sides to agree to the IAEA visit, but it remained unclear how much time the experts would have to verify the plant’s safe operation. An addition of 1.3 million barrels a day is roughly 1% of current world demand, but it would make a difference. A s Russia squeezes Europe on supplies of natural gas and Europe readies an embargo on Russian oil, some are looking for help from Iran. That is, of course, if and when Tehran and Washington agree to revive the 2015 nuclear deal, lifting tough economic sanctions on Iran that have limi ted its ability to export energy. But even if a deal comes tomorrow, put ting it in place will be complicated and pha sed, and it is likely to take several months before sanctions on Iran are lifted. There may be an early impact on the oil market to soothe nerves, but supplies would come too late to alleviate world markets this winter, experts say. For Europe, oil is not really the problem. Russia is denying large amounts of natural gas to European countries, which are trying to source it elsewhere. While Iran has lots of natural gas, it uses most of it domestically, including for many automobiles, and it lacks pipelines to Europe or facilities to liquefy natural“Irangas.in the short term will have some additional oil exports, but not gas, which is what Europe really needs,” said Simone Ta gliapietra, an energy expert at Bruegel, an economic research institution. “I would not bet on Iran to rebalance the global energy market anytime soon.” Jacob Funk Kirkegaard, an economist with the German Marshall Fund, said that “what Europe needs is gas, and there’s no way to get it there from Iran and not in a time frame that matters to anyone this win ter.” Even as European countries scramble to line up alternative energy sources, Wes tern officials insist that their timing on the Iran nuclear deal is not being affected by the energy issue and point out that the pri ce of oil has dropped considerably from its heights this summer.

An influx of Iranian oil on the market could help keep prices down. China locks down major southern city of Chengdu

China is the last major country in the world to pursue a policy of eradicating the vi rus, and it uses citywide lockdowns and mass testing to root out pockets of outbreaks. But the approach is adding to the pressures facing the local authorities in Sichuan, the southern province whose capital is Chengdu. A recordsetting drought and a punishing heat wave have devastated the region’s power supply, and for more than a week emergency res ponders were battling quick-moving wildfires around the city of Chongqing.

That equivalence drew new criticism from liberal Angli cans like Watson, who is a leader of Diverse Church, an Angli can advocacy group in New Zealand that describes itself as “a network of rainbow Christians.” He left the Baptist church after being pressured into what is known as conversion therapy, a discredited practice that aims to “reverse” the sexuality of gay people.“Idon’t think Justin Welby understands how important it is for LGBT people to feel affirmed by the Anglican Church,” Watson said. “He’s willing to put the inclusion of conservative people who reject homosexuality above the inclusion, safety and love” of LGBTQ people.

The southern Chinese city of Shenzhen, which borders Hong Kong, shut down the world’s biggest electronics market on Monday and suspended service on much of the city’s subway system. In Hong Kong this week, an outbreak has hovered near 10,000 cases a day, the most sin ce one in the spring that led to some of the city’s toughest restrictions of the pandemic and that prompted an exodus of expatriates. Officials there are now trying a more lenient approach, diverging from China’s broader pandemic strategy for the first time. Officials in Hong Kong have eased the required hotel quarantine for those returning from overseas twice this summer.

“We should seek with passion the visible unity of the church,” he said at Lambeth. “But that is very difficult.”

But Neill Ballantyne, Watson’s co-leader at Diverse Church, said that Anglicanism’s conservative and liberal wings might be “irreconcilable” — and that a formal split may be good. “There’s a sadness in that, but a hopefulness, too,” Ba llantyne said. The Anglican church’s ‘kick in the guts’ to gay parishioners

By PETE McKENZIE Craig Watson has spent his life searching for a church that accepts him fully as a gay man. After having left the Bap tist church, Watson thought he had found it within the famously progressive Anglican faith in New Zealand. Then came what Watson called a “kick in the guts.” Last month, Justin Welby, the archbishop of Canterbury and global leader of the Anglican Church (known in the United States as the Episcopal Church), affirmed as church policy a 1998 sta tement that rejects “homosexual practice as inconsistent with Scripture.”“Weare looking for allies,” Watson said, “and they are not an ally.”Divisions over the acceptance of homosexuality have rai sed doubts about whether the Anglican Church can remain united, a conflict that has played out both on a global level and inside even liberal-leaning countries like New Zealand, where some Anglicans have broken away to preserve traditional tea ching.These tensions have pulled at the Anglican Church, which has 85 million members worldwide, for decades. In 2003, the U.S. Episcopal Church consecrated V. Gene Robinson, an openly gay priest, as bishop of New Hampshire. American Epis copalians underscored this departure from convention in 2015 by permitting same-sex marriages.

The New Zealand church is known officially as the An glican Church in Aotearoa, New Zealand and Polynesia, sig nifying its Maori, general Anglican and Polynesian branches.

Simultaneously, more than 170 bishops — largely from North America and Britain — signed a statement emphasi zing the “holiness of LGBT+ people’s love.” Liberal Anglicans challenge conservatives’ interpretation of biblical statements around same-sex relationships and point to, among other things, the Bible’s emphasis on love for others as justification for changing traditional teaching.

“We’ve got New Zealand sitting on our hands doing nothing. We need to throw our hands higher and be a bit louder to be a part of this,” he said.

Just as they are split over the status of same-sex relations hips domestically, Anglicans in New Zealand are divided over what their response to the global controversies should be.

The Anglican churches in larger New Zealand cities are often more liberal, while those in rural areas and in Pacific cou ntries that the church also represents, like Fiji and Tonga, are often more conservative.

While the New Zealand Anglican church as a whole, said Peter Lineham, an emeritus professor of religious history at Massey University, “sits very firmly” with more liberal churches in the United States and elsewhere, it is split internally.

Welby aimed to bridge the gap. He said at Lambeth that churches with liberal views on homosexuality would not be punished. But he also sought to mollify conservative bishops, who represent a majority of Anglicans worldwide, by affirming the 1998 statement calling homosexuality inconsistent with Scripture.Thearchbishop said that for churches in many countries, changing traditional teaching on same-sex relationships “cha llenges their very existence.” At the same time, he noted, chur ches elsewhere face “derision, contempt and even attack” if they fail to support gay and transgender worshippers.

The archbishops of Nigeria, Rwanda and Uganda did not attend Lambeth in protest of “biblical revisionism” by liberal churches. Some other conservatives attended but refused to take Communion alongside clergy with same-sex spouses, who were welcomed to the conference for the first time.

The divisions were on display again last month at Lambeth, the Anglican Church’s decennial conference, where the 650 bishops in attendance argued over the treatment of lesbian, gay and transgender Anglicans.

Watson, who hopes the Anglican Church remains united, called on New Zealand’s bishops to fight more actively to bring conservative churches along on reversing traditional teaching on same-sex relationships and supporting LGBTQ people.

If that challenges current orthodoxy, it’s only because that orthodoxy is based on a simplistic understanding of history.

The proper role of the historian is to complexify, not simplify; to show us historical figures in the context of their time, not reduce them to figurines that can be weaponized in our contemporary debates.

Instead, his column — which bent over backward to showcase his liberal bona fides — ignited the usual progressive furies. Anyone looking for further confirmation that modern academia has become a fundamentally ideological and coercive exercise masquerading as a scholarly and collegial one need have looked no further. It will be interesting to see if Sweet manages to hold on to his post as the American Historical Association’s president.

The End of History was supposed to have happened back in 1989, the year the Berlin Wall fell and Francis Fukuyama announced the conclusive triumph of liberal democracy. We know how that thesis worked out. But what happens when the other kind of History — academic, not Hegelian — starts to collapse? That’s a question that James H. Sweet, a professor of history at the University of Wisconsin, Madison, and the president of the American Historical Association, tried to raise earlier this month in a column titled “Is History History?” for the organization’s newsmagazine. It didn’t go well. Sweet’s core concern in the piece, which was subtitled “Identity Politics and Teleologies of the Present,” was about the “trend toward presentism” — the habit of weighing the past against the social concerns and moral categories of the present.The column offered some muted criticism of the Times’ 1619 Project (along with jabs at Clarence Thomas and Samuel Alito) and warned that “bad history yields bad politics.” It immediately raised howls of protest on Twitter from left-wing academics. Within two days, Sweet produced a groveling apology, in which he indicted himself for a “ham-fisted attempt at provocation” that “alienated some of my Black colleagues and friends” and for which he was “deeply sorry.” We should now feel deeply sorry for Sweet, who probably didn’t realize that, in the cancel culture we inhabit, apologies intended as bids for forgiveness are almost invariably taken as admissions of guilt. But the larger shame is that Sweet had important things to say in his thoughtful column — things that the reaction to the column (and the reaction to the reaction) now risk burying. Between 2003 and 2013, a dwindling number of history doctorates, he noted, were going to students doing work on topics preceding 1800. At the same time, historians were producing works that “collapse into the familiar terms of contemporary debates,” particularly those connected to identity“Thispolitics.newhistory,” he wrote, “often ignores the values and mores of people in their own times, as well as change over time, neutralizing the expertise that separates historians from those in other disciplines.” Put another way, Sweet was warning that historians risked doing an injustice both to their own profession as well as to the past itself by falling victim to “the allure of political relevance.” His main example came from a recent visit to the Elmina Castle in Ghana, which had once been one of the principal sites of the Atlantic slave trade. These days, he wrote, the castle has become a kind of shrine for African Americans seeking a place to memorialize enslaved ancestors.But,Sweet says as a historian of Africa, “less than 1% of the Africans passing through Elmina arrived in North America” — most enslaved Africans who survived the middle passage ended up in Brazil or the Caribbean. And those who were enslaved were often first brought to Elmina by other African brokers who promoted the slave trade just as cruelly and greedily as the Europeans with whom they did business.Thatdoes nothing to diminish the evil of the trade, much less its relevance to America’s past and present. But it helps put it into a global context in which the roles of victim and victimizer seldom fall neatly along a color line.

Above all, historians should make us understand the ways in which the past was distinct. This shouldn’t prevent us from making moral judgments about it. But we can make better judgments, informed by the knowledge that our forebears rarely acted with the benefit (or burden) of our assumptions, expectations, experiences and values. There’s a lesson in humility in that, as well as a reminder that we are only actors in time whose most cherished ideas may eventually seem strange, and sometimes abhorrent, to our descendants.Allthisshould have been a useful antidote to what Sweet correctly lamented as “the idea of history as an evidentiary grab bag” for people “to articulate their political positions.”

Queremos asegurarnos que nuestros estudiantes estén listos. A lo mejor hay un problema de accesibilidad que se pueden atender con otras varian tes”, dijo Ramos Parés en conferencia de prensa. “En mi exhortación es a ser cuidadosos porque un estudiante que no esté listo para la universidad puede verse perjudicado”, añadió. Según el secretario, quien es integrante de la Junta de Gobierno de la Universidad de Puerto Rico, los criterios mínimos establecidos existen para que el estudiante pue da demostrar que está listo para entrar a la universidad. “Si se va a eliminar conforme a la propuesta, nece sita discutirse y evaluar cuál va a ser la sustitución y si no hay sustituciones, el por qué. The off-Broadway incubator Ars Nova will allow audience members to pay what they wish for theater tickets in a new initiative called “What’s Ars Is Yours: Name Your Price,” the company annou nced “It’sWednesday.notincome based, it’s not age based, there’s no demographic basis,” said Renee Blinkwolt, the pro ducing executive director of Ars Nova. “It’s just radica lly accessible — the doors are wide open to any and everyone to pay what they will.” Beginning on Oct. 6, theatergoers can choose their ticket price for any Ars Nova show at its base on West 54th Street in Hell’s Kitchen — as well as the company’s two productions at Greenwich House — for its 2022-23 season. Tickets will start at $5 and increase in $5 increments up to $100 per ticket.

The pay-what-you-wish tickets idea is, of course, nothing new. For instance, in 2013, the Forum Theater in Silver Spring, Maryland, instituted “Forum for All,” under which patrons could attend performances for as little as 25 cents. And in 2017, the off-Broadway play “Afterglow” offered 10 pay-what-you-wish tickets to some performances at the Loft at the Davenport Thea ter. Still, having that ticketing for an entire season could signal a new standard in arts accessibility in New York City. Ars Nova says it will treat the effort as a learning experiment, with plans to assess the finan cial impact at the end of the year along with evaluating if the model succeeded in motivating attendance and diversifying the demographics of the audience.

“My hope is that people are curious about it, they’re excited about it, and they build back that habit of getting together with friends, enjoying each other’s company in real time and space and taking in a show,” Blinkwolt said.

The investment in Milan is not the Yan kees’ first foray into international soccer. In 2001, the team signed a joint-venture agree ment with Manchester United, which failed to yield the returns that either side expected, resulting in the deal being quietly shelved. It is currently a minority owner in Major League Soccer’s New York City FC, which is controlled by United’s crosstown rival Man chester TheCity.takeover by RedBird comes just a year after the collapse of an effort by a group of 12 European clubs — includ ing Milan — to set up a breakaway Euro pean super league. Though that endeavor embarrassingly collapsed within 48 hours, the factors that led to its creation remain as relevant today, including the untram meled spending power of teams owned by wealthy Gulf nations. Owners of the most well-supported teams continue to demand a greater, and reliable, share of European soccer’s television revenue, irrespective of performance. With English teams pulling further and further ahead of rivals elsewhere, it is un likely that the status quo will not be chal lenged again.

Milan’s sale is the latest high profile sale of a European sports team to American in vestors. It follows the 2.5 billion-pound ($3 billion) purchase of Chelsea Football Club, the most ever paid for a team in any sport, by a group led by California-based private equity firm Clearlake.

RedBird, led by its managing partner Gerry Cardinale, has been on a spree of acquisitions, with Milan becoming just the latest sports investments made by the firm.

Milan’s financial firepower is also lag ging behind Europe’s top teams, particularly the biggest teams in England, where rev enue — particularly television income — is considerably higher than in any other major soccer league. RedBird is co-owner of the Yankee Entertainment Sports Network, the most-watched regional sports network in the United States, and will look to tap that rela tionship to find new growth, Cardinale said.

Last year, it paid $735 million for a stake in Fenway Sports Group, owner of baseball’s Boston Red Sox and the powerhouse English soccer team Liverpool FC. The Yankees are not the only eye-catch ing name now attached to AC Milan. Media reports said basketball star LeBron James, who owns a stake in FSG, and rapper Drake would also own a minority stake of AC Mi lan. For the Italian team and its supporters, the sale will mark another chapter in its ef forts to return to the top of European soccer after a decade of decline marked by financial crisis and poor performance. Last year, Mi lan, a seven-time European champion, quali fied for the elite Champions League for the first time since 2014. Elliott seized the team in 2018 and set about repairing AC Milan’s balance sheet, which was one of the most distressed in all of sports. In 2020, the team had losses of nearly $200 million, with that figure halved a year later as the owners slashed payroll costs by moving out underperforming aging stars and replacing them with younger — and cheaper — alternatives.

“When Elliott acquired AC Milan in 2018, we inherited a club with a tremendous history but with serious financial problems and a mediocre sporting performance. Our plan was simple: to create financial stability, and to return AC Milan to where it belongs in European football,” Gordon Singer, El liott’s managing partner, said in June when an agreement with RedBird was first an nounced.Now that the deal has been completed, RedBird will most likely need to reassure Eu ropean soccer’s governing body, UEFA, that it will comply with rules barring one investor from owning a significant share in two teams playing in its competition. Milan and Liv erpool will both participate in this season’s Champions League, though they were not drawn to play in the same group stage. They could meet in the knockout rounds. RedBird also owns the French soccer team Toulouse.

The changes paid dividends last year with a surprise run to the Italian champion ship, a success that positioned the team to be sold at what is most likely the upper end of its market value.

Milan has made a solid start to the new season, unbeaten after four rounds of the new Italian season, relying on much of the same roster it used to win the title last year, spending just $50 million on new talent, about half the amount spent by the league’s richest team, Juventus. While Milan is savoring success again, its long-term future is unclear, with signifi cant investment required to build a new sta dium. The team currently leases the San Siro stadium it shares with city rival Inter from the local government, and is planning to build a new facility that it will coown with Inter. Progress has been halting, highlighting the difficulty team owners have in building new facilities in Italy, where most top-divi sion soccer teams continue to play in aging public-owned arenas.

Mired in a string of disappointing summers, and with team owner Arte Moreno’s surprise announcement last week that he is exploring a sale of the club, Ohtani’s Angels future is more uncertain than ever.

“I definitely wasn’t thinking it was going to happen,” Trout said. “Looking back, obviously, Arte took a chance on me when I was a kid. I appreciate all he’s done. When you hear things like that, being here for so long, it definitely was a shock.”Ohtani was not made available by the team to comment Tuesday. Neither was John Carpino, the club’s president.

“It has been a great honor and privilege to own the An gels for 20 seasons,” Moreno, the first — and, still, only — Latino majority owner of an MLB club, said in last week’s statement. “As an organization, we have worked to provide our fans an affordable and family-friendly ballpark experi ence while fielding competitive lineups which included some of the game’s all-time greatest players.”

For now, there is little the Angels can do but plod toward yet another reset this winter.

Shohei Ohtani has continued to excel as a hitter, with 29 home runs, and has gotten even better as a pitcher, with an 11-8 record and a 2.67 E.R.A.

Things have come a long way since Ohtani announced his decision to join the Angels after the 2017 season. His ar rival had been so thrilling that Billy Eppler, the team’s general manager at the time, completely missed his chair and col lapsed to the floor while trying to take in the news. The team has had fairly little joy since and a great deal of turnover.

He said he had not discussed the sale of the team or Ohtani’s future with Ohtani. But Trout hopes that Ohtani stays, and he promised that “once the team gets sold, if it does, there will be conversations.”

Moreno fired Eppler after the 2020 season, replacing him with Perry Minasian. Eppler landed on his feet and is now the top baseball operations executive for the divisionleading New York Mets.

It was not always this way for the Angels. Moreno pur chased the club from the Walt Disney Co. just after the team won its lone World Series title, in 2002. The Angels proceed ed to play in five of the next seven postseasons as Moreno enjoyed a prolonged honeymoon with fans, buoyed by one of the first moves he made as owner: lowering beer prices at Angel Stadium. In those heady, early days, his Angels lured free agents like Vladimir Guerrero, Bartolo Colon and Bobby Abreu. Guerrero won an MVP Award (2004) and Colon won a Cy Young Award (2005).

“I think it’s all up in the air,” Trout said Tuesday regard ing how a new owner might affect Ohtani’s future with the Angels. “We don’t know what’s going to happen. If the team does sell and we find out who the owner is, obviously things can change. You don’t know.”

“I just know from reading about the histories of teams and organizations selling in every sport, really, that it will take time,” Nevin said, adding that he knows that Moreno “loves this organization and will put it in good hands.”

The Angels have continued to rank among the highest payrolls under Moreno, including this year’s $179 million, which ranks 10th in the majors. But since 2009, the Angels have made the playoffs just once, in Trout’s first MVP season, in 2014. They were swept in a division series.

One of them did not see this decision coming.
