Candidates for governor participate in pharmacy forum

The mainstream party candidates for governor, Resident Commissioner Jenniffer González Colón of the New Progressive Party (NPP) and Rep. Jesús Manuel Ortiz González of the Popular Democratic Party (PDP), participated on Sunday in a forum hosted by the Community Pharmacies Association.

González Colón reiterated her opposition to the application of an inventory tax for prescription drugs.

She described the inventory tax as “a regressive, inefficient, unfair tax measure that affects the availability of merchandise, increases the cost of goods and is an obstacle to economic development.”

To eliminate the tax, the NPP candidate proposes to adopt the island Legislature’s proposal to freeze the inventory tax for a period of five years to explore alternatives to eliminate it, and appoint a committee to, within a period of six months, provide suggestions and recommendations for a real reform of the tax system that will be simpler, fairer and more transparent. Such a reform, González Colón said, should include, among other things:

* Fairer tax rates for individuals and corporations, including the possibility of replacing the “exemption decree” figure with preferential rates within the Internal Revenue Code for industries such as export, agriculture and others;

* A substitute for the inventory tax whose impact is not so regressive;

González Colón said. “No one takes a prescription drug for pleasure, they take it because it is a matter of life or death and, as a public policy, we must work to increase the conditions that provide for greater availability, greater accessibility and lower cost. And the inventory tax does the opposite.”

Ortiz González for his part highlighted the importance of guaranteeing decent and affordable access to medical services, recognizing the crucial role that community pharmacies play.

“In every place and in every visit I make, I have been able to feel the crisis of essential services that our people have. One of those important areas is access to quality, affordable, but, above all, dignified medical services,” he said. “Our people deserve a health system that serves them, not one that fails them.”

Ortiz González emphasized the dedication and effort of community pharmacies, especially in times of crisis such as hurricanes Irma and Maria, earthquakes and the pandemic.

The attorney also clearly established five priorities of his government regarding the pharmacy sector: he would not allow the opening of the pharmacy network to chains that are not local, he would establish a mechanism to increase the charge for dispensing without impacting what community pharmacies currently receive, he would guarantee that pharmacies are recognized as providers of essential services, he would strongly defend the regulation of pharmacy benefit manager, known as PBMs, and he would cancel the LUMA Energy contract that hinders the operation of pharmacies and life in general in Puerto Rico.

“My commitment to our local pharmacies is unwavering,” the PDP candidate said. “They were there when we needed them most, and it is our duty to protect them. These five points go directly to strengthening our community pharmacies, our local entrepreneurs and guaranteeing our people’s access to health services. As Governor, I am committed to the health and economic development of our people.”

* The possibility of substantially decreasing or reducing the capital gains contribution for individuals and equating it to the beneficiaries of decrees under Law 60-2019, as amended.

The resident commissioner also said that as governor she would work immediately to exempt prescription drugs from the inventory tax.

“Prescription drugs do not pay VAT [value-added tax] and for the same reasons of public policy that they do not pay VAT, they should not be subject to any municipal contribution,”

Hernández Rivera presents 3 proposals for affordable housing

Pablo José Hernández Rivera, the Popular Democratic Party (PDP) candidate for resident commissioner, presented three proposals for affordable housing for Puerto Rico on Sunday.

Among his proposals, Hernández Rivera said he will promote the initiative of the vice president and candidate for the presidency of the United States, Kamala Harris, to contrib-

ute $25,000 to the purchase of a first home.

“We need a resident commissioner who thinks about the country’s problems, beyond thinking about status and plebiscites, and housing is one of the main challenges we face,” Hernández Rivera said. “These proposals that I am presenting today will help young people, especially first-time home buyers, veterans, victims of domestic violence, and low-income people, in purchasing their first home, [along with] the

construction industry.”

Hernández Rivera pledged to promote the inclusion of Puerto Rico in Harris’ proposal, which consists of providing an advance of up to $25,000 so that eligible people can buy their first home.

The PDP candidate also presented his support for House Resolution 3238, the “Affordable Housing Credit Improvement Act of 2023.” The bill would increase tax credits for the construction of affordable housing,

encourage the development of housing for veterans, rural areas, and areas with high levels of poverty, among others. It would also incorporate protections for victims of domestic violence who live in affordable housing.

Hernández Rivera said he also plans to push for a review of the income limits for low-income housing, which are lower in Puerto Rico than in other jurisdictions in the United States, including the U.S. Virgin Islands.

Villafañe stresses energy projects in message to building contractors

During his participation in the General Contractors Association of Puerto Rico’s 50th Convention this past weekend, William Villafañe Ramos, the New Progressive Party candidate for resident commissioner, spoke about his proposals and priorities regarding the reconstruction of the island’s energy system.

“Energy transformation is possible and we will achieve it with your help,” Villafañe said. “Rest assured, because that is my record, that I work day and night to streamline processes and eliminate bureaucracy, because I am committed to once and for all solving this great problem of energy stability in Puerto Rico.”

In response to questions from a panel, the senator also elaborated on efforts to bring in employees from abroad through

the H-2B program to help streamline the construction industry by allowing people with undefined immigration status in the United States to work on construction projects funded with federal dollars.

“I will work to facilitate the H-2B visa

process by seeking to establish a much more flexible process when it comes to a reconstruction project like the one we [face] in Puerto Rico,” the candidate said. “Projects financed with federal funds have certain terms and should be more flexible and given priority. In the case of overseas jurisdictions, they should also be assigned priority Villafañe also said he is in talks with the government of the Dominican Republic regarding a collaborative request to the White House and other key federal agencies to facilitate Dominican workers’ assistance in construction projects in Puerto because it is more difficult for additional labor to arrive.”

“It is essential to intervene to eliminate bureaucracy so that the federal funds allocated are not lost and to make the most of them, requesting a budget review given inflation,” he said. “We have structured how we will go agency by agency and to [other] federal offices, and until they [sit down with] me I will not leave there.”

The candidate reiterated to the assembled contractors that they are “a fundamental part of the Puerto Rico we have achieved and the Puerto Rico we long for.”

Pierluisi enacts amendments to senior citizen rights law

Gov. Pedro Pierluisi Urrutia announced on Sunday the signing of House Bill 1845, which amends Law 121-2019, known as the “Bill of Rights and Government Public Policy for Senior Citizens,” to expand public policy and establish new mechanisms for the well-being and healthy aging of the island’s senior population.

“With this law, we reaffirm our commitment to the senior population, ensuring that their rights and well-being are protected by the government and the agencies that

have the responsibility of ensuring their health and safety,” the governor said in a written statement.

The amendments to Act 121-2019 will take effect immediately.

The legislation modifies several key parts of Law 121-2019, in addition to incorporating new provisions that cover areas such as the definition of abuse toward older people, rights in care facilities, and the implementation of a relocation plan to avoid arbitrary transfers. Among the most significant changes are new responsibilities for key government agencies, including the Family, Health, Housing, and Public Safety

departments, all with the goal of improving services and protections for seniors.

The measure also includes new articles that define the responsibilities of government agencies to promote healthy aging and establish the obligation to submit an annual report to the governor on the progress made in the implementation of the public policy.

The amendments complement the Ten-Year Plan for Healthy Aging, which was presented by Pierluisi in May of this year along with Health Secretary Carlos Mellado López; Family Secretary Ciení Rodríguez Troche; and the Health Department’s Assistant Secretary of Services for

Comprehensive Health, Marilú Cintrón Casado. The comprehensive plan, designed in response to Law 121 of 2019 and framed in an executive order, establishes a long-term public policy aimed at promoting a longer healthy life expectancy and socioeconomic well-being for older adults in Puerto Rico. The Ten-Year Plan describes the profile of older adults in Puerto Rico, identifying five areas of action that include changing the perception of aging, fostering the capabilities of older people in their communities, providing primary health care, guaranteeing access to long-term care, and establishing a monitoring and evaluation system.

Genera PR officials summoned to House hearings Friday

Rep. Jesús Hernández Arroyo, who chairs the Energy Committee in the island House of Representatives, along with House Finance Committee Chairman Jesús Santa Rodríguez, announced on Sunday that top officials from Genera PR, the private consortium that operates the island’s legacy power plants, must appear at public hearings this Friday in order to render accounts on various issues related to the operation and maintenance of electric power generation.

The summons came amid constant power outages across the island following the passage of Tropical Storm Ernesto.

“We want to have an update on all this information shared in June of this year, regarding the repairs to the plants, and to include how many are already being decommis-

sioned or in the process of being demolished due to disuse,” Hernández Arroyo stressed. “In addition, how much FEMA [the Federal Emergency Management Agency] has already approved and disbursed, and how much more they have submitted, among other details that merit further discussion.”

“We also want Genera PR to provide us with details of the progress, if any, of the repairs to the generation infrastructure and FEMA reconstruction projects,” the Energy Committee chairman added.

Santa Rodríguez emphasized the importance of obtaining information from Genera PR regarding the behavior of generation before, during and after Ernesto.

“It is important to know how this behavior has been and to obtain detailed information on the most recent deficiencies in electrical service due to generation,” he said.

Energy regulator to evaluate temporary rate hike sought by LUMA

The Puerto Rico Energy Bureau (PREB) says it will evaluate a petition from LUMA Energy, the private operator of the Puerto Rico Electric Power Authority’s (PREPA) transmission and distribution system, that may result in rate hikes.

On Aug. 21 of this year, LUMA filed with the PREB a document entitled “Informative Motion on Preliminary Monthly Reconciliation of FCA, PPCA, and FOS Riders Factors.” Through the motion, LUMA reported that the costs of fuel and energy purchases were higher than initially estimated.

LUMA noted a $45.6 million insufficiency in fuel purchases and an $8.4 million insufficiency in revenues from energy purchases during July 2024. Since there was a deviation between LUMA’s billing and the costs incurred for energy purchases and fuel purchases in excess of $20 million, LUMA informed the PREB, according to another document dated Sept. 6.

during July on the island caused the generation fleet to have to produce more energy than expected to meet demand, requiring greater reliance on the system’s most expensive units.

Furthermore, LUMA noted that the San Juan and Palo Seco generating units were out of service and otherwise were not as efficient during the same period.

“The Energy Bureau underscores that the reconciliation of the FCA and PPCA charges is not an automatic process but rather requires an evaluation and approval by the Energy Bureau, the PREB said. “Pursuant to the provisions established in the Permanent Tariff, the reconciliation of these charges must be formally requested by the pertinent entity, accompanied by the information justifying the request.”

The PREB said it will evaluate LUMA’s request under the criteria of prudence and reasonableness established by the Permanent Tariff, scrutiny to which all utility companies are subject both in Puerto Rico and in the United States, to ensure that the costs transferred to consumers for the purchase of fuel and energy are duly substantiated and justified.

The FCA and PPCA clauses contain a provision for accelerated adjustment of the factors, which states that each month after the final fuel purchase cost and power purchase cost are available to PREPA, the utility will prepare a new estimate comparing the estimated recovery of fuel purchase and power purchase for the quarterly period.

“If the estimated fuel purchase and power purchase expenses deviated from the estimates by more than $20 million, the Authority will re-estimate the Fuel Purchase and Power Purchase Charge Adjustment factors to provide an expected value of zero for the quarterly period,” the PREB said.

The process seeks to ensure transparency and fairness in the application of the charges so that any variation in fuel or power purchase prices is not arbitrarily passed on to the consumer.

The evaluation is essential to prevent the transfer of excessive or unjustified costs to consumers and to comply with the objectives of transparency and accountability “established in our public energy policy,” the regulator said.

PDP, PIP challengers file electoral code complaints against Rep. ‘Georgie’ Navarro

“[Last] week, the SEC [State Elections Commission] made the decision to prohibit candidates from submitting applications for early voting en masse, in response to several complaints. The aim is to avoid practices that could unduly influence the process,” Rivera Estrada, the

Popular Democratic Party candidate for the District 5 seat occupied by Navarro Suárez, said in a written statement. “The representative has been submitting large quantities of applications for early voting to the Permanent Registration Board (JIP) in the SEC building. All of this documentation must be audited.”

Casal Nazario, the Puerto Rican Independence Party candidate for the same seat, asked SEC Alternate Chairwoman Jessika Padilla Rivera to impose an administrative fine on Navarro Suárez of $1,000 for the first and $2,500 for the second alleged infraction of the SEC’s directive.

Mother of Georgia suspect called school minutes before shooting, family says

The mother of the 14-year-old boy charged with fatally shooting four people at his Georgia high school this past week told relatives that she had called the school on the morning of the attack, warning of an “extreme emergency,” her sister said Saturday.

Officials said the suspect, Colt Gray, opened fire Wednesday morning on the campus of Apalachee High School in Winder, killing two students and two teachers and injuring nine others. Authorities said reports of a shooting came in about 10:20 a.m. But the suspect’s mother, Marcee Gray, had apparently called the school at 9:50 a.m., said her sister, Annie Brown. It was unclear what in particular led the mother to call the school that morning.

The emergence of the possible alert from the suspect’s mother intensifies the scrutiny now applied to his family, school officials and law enforcement officials about missed opportunities to heed warning signs and intervene before the attack.

Marcee Gray told Brown in a text message after the shooting that she had notified a counselor at the school, Brown said. The phone call to the school was first reported Saturday by The Washington Post, which cited Brown, text messages and a call log from the family’s shared phone plan that documented a 10-minute phone call from the mother’s number to the school.

Brown confirmed the details of the Post’s reporting to The New York Times on Saturday evening. And a federal law enforcement official confirmed that the mother had called the school shortly before the shooting.

A spokesperson for the Georgia Bureau of Investigation, which has been handling the investigation, declined to comment Saturday. Jud Smith, the sheriff for Barrow County, where the shooting occurred, did not immediately reply to messages seeking comment, nor did officials from the Barrow County School System.

The FBI said hours after the shooting that it had referred a threat of a school shooting made online more than a year ago to a local sheriff’s office, whose investigators traced it to the suspect, who was then 13.

denied making the posts in a chat group on Discord, a social media platform, and suggested that his account could have been hacked.

The sheriff’s investigators from Jackson County, which neighbors Winder, and which was where the suspect and his family had previously lived, found they could not definitively link him to the posts and ended the investigation. The sheriff’s office said that it had informed the middle school in Jackson County that he had attended, but school officials there denied this past week they were told of the threat.

But during that investigation, the suspect’s father, Colin Gray, described to a sheriff’s deputy the turmoil rankling his son’s life at home and at school.

Gray, 54, has now been charged with murder and manslaughter in connection with the shooting because authorities said he was aware the suspect “was a threat to himself and others” and still allowed him access to the military-style rifle used in the attack. Gray had given his son the AR-15 semiautomatic rifle as a Christmas gift last year, federal law enforcement officials said.

The shooting took place roughly a month into the school year at Apalachee,

where the suspect had just started as a freshman. In the months before the shooting, Brown said that her nephew had begged for mental health help, contending that he had been deeply affected by the turbulence that had rocked him and his family in recent years.

During the investigation into the previous threat, Gray had told a sheriff’s deputy that his son had struggled in school. Other students at one middle school in Jackson County “just ridiculed him day after day after day,” Gray said, according to a transcript of the interview obtained by the Times this past week.

The family had been evicted from their home and the parents separated, with the suspect apparently living with his father in a new home and two younger siblings moving in with the mother at her parents’ house in Fitzgerald, Georgia, which was several hours away.

Marcee Gray pleaded guilty in December to charges of criminal damage to property and “criminal trespass/family violence.” She was ordered to pay damages to a construction company where Colin Gray had worked and was forbidden from having direct contact with her estranged husband, court records show.

She had also been arrested in November on suspicion of possessing small amounts of methamphetamine, fentanyl and muscle relaxants, according to arrest warrants. But court records indicate that she was not charged with drug possession.

Marcee Gray declined to talk when a reporter knocked on her door Thursday. Efforts to talk to the suspect’s father after the shooting were also unsuccessful. Colin Gray was charged Thursday night.

The next morning, he made his initial appearance in court, sitting before the same judge who had told his son minutes earlier that, if convicted, he could spend the rest of his life in prison.

Trump lays out vision for bending the federal government to his will

Former President Donald Trump vowed to vastly reshape the federal bureaucracy Saturday in a wide-ranging, often unfocused speech at a rally in Wisconsin. He pledged to ultimately eliminate the Department of Education, redirect the efforts of the Justice Department and fire civil servants charged with carrying out Biden administration policies that he disagreed with.

And he told his supporters that Robert F. Kennedy Jr., a leading vaccine skeptic who recently endorsed him, would be “very much involved” in a panel on “chronic health problems and childhood diseases.” Kennedy rose to prominence as a vaccine skeptic who promoted a disproved link between vaccines and autism.

At one point Trump got in a dig at Vice President Kamala Harris, whom he has frequently accused without evidence of covering up signs that Joe Biden was not fit to be president, by saying that he would support modifying the 25th Amendment to the Constitution to make it an impeachable offense for a vice president to cover up the incapacity of the president. It was a long-shot proposal at best, which would entail a difficult process that he does not control.

Trump — who spent four years overseeing the federal bureaucracy — stood at an airport in front of hundreds of people holding “Drain the Swamp” signs distributed by his campaign and promised to “cut the fat out of our government for the first time meaningfully in 60 years,” a period that includes his presidency.

Many of the proposals in Trump’s speech align with plans reported by The NewYork Times to conduct a broad expansion of presidential power over government, and to effectively concentrate more authority within the White House, if he wins in November.

And many of his pledges dovetailed with the stated goals and proposals of Project 2025, an effort by a group of conservative organizations to develop policies for the next Republican president. Trump has disavowed Project 2025 as Democrats have seized on some of its more radical proposals, even as he has said that he agrees with some of its efforts.

Throughout his third presidential campaign, Trump has signaled a willingness to end the post-Watergate norm that the Justice Department operates independently from White House political control.

On Saturday, he said he would “completely overhaul” the department to shift it away from what he called politically motivated prosecutions, a term he has used to encompass the cases of his supporters who stormed the Capitol on Jan. 6, 2021, in a bid to stop Biden from taking office.

Trump again repeated his vow to pardon those people, saying that his administration would “rapidly review the cases of every political prisoner unjustly victimized” and that he would “sign their pardons.”

Trump also suggested that he would root out federal bureaucrats who were not ideologically aligned with him, including some career civil servants who are charged with carrying out policies ordered by the current administration.

that Trump was “obsessed with payback.”

“If he wins this November, Donald won’t lift a finger to help the American people,” Sarafina Chitika, a Harris campaign spokesperson, said in the statement. “Aided by his Project 2025 allies and a Supreme Court that has given him near total immunity, he will use his unchecked power to prosecute his enemies and pardon insurrectionists who violently attacked our Capitol on Jan. 6.”

During the rally, Trump repeated his recent promise to create a so-called government efficiency commission that has been pushed for by billionaire Elon Musk, mistakenly calling him “Leon” at one point.

He vowed to fire “warmongers,” to conduct a “cleanup of the military industrial complex” and to “fire every federal bureaucrat” who he said had infringed on free speech. And he said he would eliminate “so-called equity policies,” a favored culture war target of Republicans.

And Trump, who at the end of his presidency railed against the federal public health apparatus, suggested that he would rethink it by getting rid of what he vaguely described as corruption at the Food and Drug Administration, the Centers for Disease Control and Prevention and the World Health Organization.

Trump’s rally, held outdoors at the Central Wisconsin Airport in Mosinee, Wisconsin, was his last scheduled campaign event before Tuesday’s debate with Harris. Though the focus was intended to be his renewed calls to “drain the swamp,” Trump, in his usual fashion, jumped all over the map.

As he was outlining his nine proposals to, as he put it, “break the grip” of Biden and Harris, Trump detoured to question the size of the crowds at Harris’ rallies and to criticize an effort announced this past week to push back on Russian influence campaigns in the election.

Mocking the effort, Trump jeered Democrats for being overly concerned with Russia. “I don’t know what it is with poor Russia,” he said.

Liberty Latin America buys mobile spectrum from Echo Star in PR

Liberty Latin America (LLA) has completed a $255 million acquisition of spectrum assets from EchoStar in Puerto Rico and the U.S. Virgin Islands (USVI).

The acquisition also includes close to 85,000 pre-paid mobile subscribers, LLA said in a statement.

The deal was given the go-ahead following a review by the U.S. Department of Justice Antitrust Division and approval by the Federal Communications Commission.

LLA will pay $255 million for the assets in four installments, with the first installment of $95 million paid on the closing of the deal.

The transaction will be funded through local liquidity sources, including cash on hand, cash generated from operations, and/or revolving credit facilities, LLA said.

The carrier first struck the deal with struggling EchoStar in November of last year.

“Our strong commitment to Puerto Rico and the USVI is reflected in this deal,” said Balan Nair, president & CEO of Liberty Latin America. “By acquiring over 100 MHz [megahertz] of spectrum,

approximately 85,000 pre-paid subscribers, and an extensive distribution network we have a tremendous opportunity to leverage our full-service products to drive fixed-mobile convergence penetration from current levels of around 25 percent.”

“As we ramp up our commercial efforts, there is significant room for growth, and these assets will enable us to add more capacity, increase speeds, further strengthen our 5G mobile network, and grow our scale in the prepaid market,” Nair added.

EchoStar will use the proceeds from the sale to reduce debts.

US jobs report shows hiring has shifted into lower gear

The labor market appears to be treading water, with employers’ desire to hire staying just ahead of the supply of workers looking for jobs.

That’s the picture that emerges from the August jobs report, released Friday, which offered evidence that while softer than it has been in years, the landscape for employment remains healthy, with wages still growing and Americans still eager to work.

“This report does not indicate that we’re taking another step toward a recession, but we’re still seeing further signs of cooling,” said Sam Kuhn, an economist with the recruitment software company Appcast. “We’re trending more closely to a 2019 labor market than the labor market in 2010 or 2011.”

Employers added 142,000 positions last month, the Labor Department reported. That was somewhat fewer than forecast, bringing the three-month average to 116,000 jobs after the two prior summer months were revised down significantly. Over the year before June, the monthly average was 220,000, although that number is expected to shrink when annual revisions are finalized next year.

The unemployment rate edged down to 4.2%, alleviating concerns that it was on a steep upward trajectory after July’s jump to 4.3%, which appears to have been driven by weather-related temporary layoffs.

In other signs of stability, the average workweek ticked up to 34.3 hours and wages grew 0.4% over the month, slightly more than economists had expected but not enough to add significant fuel to inflation.

The data is unlikely to send a clear signal

to the Federal Reserve as it weighs how quickly to start relaxing interest rates later this month. Investors currently expect a quarter-point cut, but it could be larger if Fed officials judge that the labor market is deteriorating swiftly.

Stocks and bond yields fell through the day, as investors digested the mixed report.

Other indicators remain robust. The economy grew at a 3% annualized rate in the second quarter when adjusted for inflation, an acceleration from the first quarter. Some measures of economic confidence, such as the University of Michigan consumer sentiment index, have been recovering from a deep swoon over the past few years. A disproportionate number of jobs have been added since the pandemic in relatively high-wage industries, the Federal Reserve Bank of Cleveland reported.

The strength of the labor market has been powered by large numbers of people starting to look for work, especially women 25-54, who reached their highest level of labor force participation on record, at 78.4%. That’s come despite the tight market for child care, where employment has been sinking since May.

Employers have not started shedding workers in large numbers; initial claims for unemployment insurance have drifted downward in recent months and the layoff rate remains lower than usual. The number of people working part time because they can’t find more hours, while rising, remains within historical norms.

But businesses haven’t been posting many positions, and workers have been loath to leave for new opportunities. The job opening rate is back down where it was before the pandemic, after spiking to record levels in 2022, and there are roughly the same number of va-

cancies as people looking for work.

“It seems like this is more of a freeze on the hiring side, but companies aren’t necessarily getting rid of employees yet,” said Thomas Ryan, an economist with Capital Economics. “The typical recessionary dynamics, where a few people get laid off and it spirals, don’t seem to be in place.”

That’s good for people who have jobs, but a difficult situation for those just out of high school or college trying to find one for the first time.

One of those staying put is Justin Burgess, 44, who works at a pizza place in Seattle. The pandemic put him out of work for a few months, but federal relief payments gave him enough money to invest in the stock market for the first time, and pay down credit card debt.

— it’s now $17.25 an hour for smaller businesses with tipped workers like Burgess — he doesn’t feel he’s seeing much benefit.

“People are beginning to resent the whole tip system, so we’re making less in tips, and I’m living check to check still,” Burgess said. Just recently, his management notified the staff that 2.5% would be deducted from tips to cover credit card swipe fees.

Food service and drinking places, like the one where Burgess works, added about 30,000 jobs in August, but the industry has barely surpassed its prepandemic level after a slow recovery.

The only other sectors adding significant numbers of jobs were health and other categories of care, which gained 44,000 jobs, and construction, which was up by 34,000 jobs — another month of surprisingly robust growth two years into a cycle of elevated interest rates that has made financing new projects more difficult.

One notable weak spot is manufacturing, which has been mostly flat since late 2022 and contracted by 24,000 jobs in August. Outside federally subsidized investments in battery and semiconductor plants that have generally not started operating, high interest rates have weighed on new investment, while the strong dollar has depressed exports.

The impending election also has companies putting off big decisions, given the large policy changes that could result if the White House or Congress changes hands, said Timothy Fiore, the Institute for Supply Management’s Manufacturing Business Committee chair.

“We’ve pretty much run out of the order book,” Fiore said, “and in the absence of new orders coming in, we have companies stepping down their production plans.”

Economic worries back on Wall Street’s radar after jobs data

Uncertainty over the U.S. economy’s health is rippling through markets, adding fuel to an already-volatile period that has investors grappling with a shift in Federal Reserve policy, a tight U.S. election and worries over stretched valuations.

U.S. stocks tumbled on Friday after closely watched jobs data showed labor market momentum slowing more than expected, suggesting a narrower path for the U.S. to achieve a soft landing, in which the Fed is able to cool inflation without badly damaging economic growth.

The Fed is expected to cut interest rates at its Sept. 17-18 meeting, but the data revived fears that months of elevated borrowing costs have already started to pressure the economy. That is a potentially unwelcome development for investors, after prospects for rate cuts against a background of resilient growth helped drive the S&P 500 (.SPX), opens new tab to record highs this year.

“The data shows that we remain on the soft-landing path, but clearly there’s more downside risks to which the markets are going to be sensitive,” said Angelo Kourkafas, senior investment strategist at Edward Jones. “The expectation for elevated volatility is a realistic one.”

Evidence of ebbing risk appetite showed up across markets. The S&P 500 dropped 1.7% on Friday and has lost nearly 4.3% in the past week, its worst weekly decline since March 2023. Nvidia (NVDA.O), opens new tab, the poster child of this year’s artificial intelligence excitement, was down over 4% and stood near its lowest level in about a month, falling along with other high-flying technology names.

Meanwhile, the Cboe Market Volatility index (.VIX), opens new tab, also called Wall Street’s “fear gauge,” hit its highest level in nearly a month on Friday.

“There’s concern that the Fed is not going to be reacting quick enough or more forcefully enough to help prevent something more sinister,” said Keith Lerner, co-chief investment officer, Truist Advisory Services.

Several factors threaten to compound the market’s uncertainty. Futures bets on Friday showed investors pricing in a nearly 70% chance of a 25 basis point reduction by the Fed, and 30% chance of a 50 bp cut. For many, however, the issue remains far from settled.

“Markets have had to grapple with - just as the Fed is doing - whether the August payroll data reflects a labor market normalizing towards pre-COVID levels or whether it’s indicative of an economy losing dangerous momentum,” Quincy Krosby, chief global strategist for LPL Financial, said in written commentary.

Others took a dimmer view. Citi analysts said the report warranted a 50 basis point cut later this month.

“The takeaway from the range of labor market data is clear – the job market is cooling in a classic pattern that precedes recession,” analysts at Citi wrote.

Inflation data next week could shed further light on the strength of the economy and help solidify bets on how much the Fed might cut rates.

Valuation concerns are also reemerging. The S&P 500, which is up over 13% this year, is trading at a price-to-earnings

ratio of nearly 21 times expected forward 12-month earnings estimates as of Thursday, well above its historical average of 15.7, according to LSEG Datastream.

Despite a recent swoon, the S&P 500 technology sector (.SPLRCT), opens new tab - by far the biggest group in the index - is trading at over 28 times expected earnings, compared to its long-term average of 21.2.

“We’ve come a long way in a relatively short period of time and I think you’re starting to see some businesses do the math on AI and ask whether it’s really worth the cost, which will weigh on the big tech stocks,” said Mark Travis, a portfolio manager at Intrepid Capital Management.

tial election which is starting to head into the home stretch. The race between Democrat Kamala Harris and Republican Donald Trump could draw more investor focus on Tuesday, when the two candidates debate for the first time ahead of the Nov. 5 vote.

So far, the market gyrations have bolstered September’s reputation as a tough time for investors. The S&P 500 has fallen an average of nearly 0.8% in September since 1945, making it the worst month for stocks, CFRA data showed. The index is already down 4% since the month began.

“Investors are saying let’s hope we can have a soft landing,” said Burns McKinney, senior portfolio manager at NFJ Investment Group. “It still feels like it’s fairly likely, but with each weaker jobs number it’s becoming less and less the base case.”

Venezuela’s opposition candidate flees to Spain

The opposition candidate in Venezuela’s disputed July presidential election left the country Saturday, authorities said, as a standoff deepened at the Argentine diplomatic residence in Caracas, Venezuela, where six Venezuelan opposition leaders have been sheltering since March.

President Nicolás Maduro of Venezuela has faced widespread domestic and international condemnation for proclaiming that he won the election, as well as for a violent crackdown on demonstrators protesting that declaration. The United States has said that the opposition candidate, Edmundo González, won.

On Saturday, Vice President Delcy Rodríguez of Venezuela said on social media that González had left for Spain after voluntarily seeking refuge at the Spanish Embassy in Caracas. Spain’s foreign minister, José Manuel Albares, said that González was traveling on a Spanish air force plane at his own request.

“The government of Spain is committed to the political rights and physical integrity of all Venezuelans,” he wrote on the social platform X.

González was a retired diplomat with no political ambitions when he was plucked from obscurity in March to be a stand-in for popular opposition leader María Corina Machado. A few weeks earlier, the Venezuelan Supreme Court had disqualified Machado from the election, a common tactic to keep strong competitors off the ballot. Those who know González said the role was not one that he had aspired to, but that he had accepted it out of a sense of duty.

Last Monday, a Venezuelan court that deals with “crimes associated with terrorism” issued an arrest warrant for González. He was charged with conspiracy, usurping power, and sabotage, among other things.

In a separate standoff, security forces have surrounded the Argentine diplomatic residence in Caracas since Friday

night. The six Venezuelans took refuge there in March, soon after the country’s attorney general announced warrants for their arrests.

Argentina’s Foreign Ministry said in a statement on Saturday that Venezuelan intelligence security forces were surrounding the residence. It warned them not to “kidnap” asylum-seekers staying inside.

Brazil has been representing Argentine interests in Venezuela since last month, when Maduro ordered diplomats from Argentina and other countries that disputed his claim of winning the election to leave the country.

In a statement on Saturday, Venezuela’s Foreign Ministry said that it had been forced to revoke Brazil’s custody of the Argentine diplomatic mission. The Foreign Ministry said that it had proof that its facilities were being used to plan “terrorist activities” and to plot assassinations against Maduro and his government.

A representative for Brazil’s Foreign Ministry told The New York Times that under international law, Venezuela had no right to do such a thing.

In a separate statement, Brazil’s Foreign Ministry said it had been surprised to learn that Maduro’s government “intends to revoke its consent for Brazil to protect Argentina’s interests in Venezuela.”

“Brazil will remain in charge of the custody and defense of Argentine interests until the Argentine government indicates another state acceptable to the Venezuelan government to exercise the aforementioned functions,” the statement said.

Some of the Venezuelans sheltering in the Argentine diplomatic residence posted images on X on Saturday morning that appeared to show armed men in uniform nearby, some wearing balaclavas. They also confirmed earlier reports that electricity had been cut off to the residence.

In a message posted to X, the opposition leader, Machado, pleaded for help from the international community.

with a profound Latin American spirit, has served to protect the politically persecuted,” Machado wrote, adding “Today, it stands to be violated.”

In interviews with the Times this summer, some of the opposition leaders described living in a state of anxiety and uncertainty since seeking refuge there in March.

After the July election, police officers were stationed outside of the residence for three days, sometimes dangling handcuffs, the campaign officials said.

A top aide to Machado, Magalli Meda, said that those three nights “took years off my life.”

Ukrainian forces block Russian advance on a key eastern town

Reinforced Ukrainian defenders in a key location on the front have halted what had been relentless Russian advances in eastern Ukraine, according to soldiers and battlefield maps. But Russia continued to advance elsewhere, and pressed on Saturday with long-range bombardment of more distant cities.

After a night of explosions and rattling antiaircraft fire in the capital, Kyiv, debris from Iranian-designed attack drones was discovered in the city’s government quarter, near the parliament building.

It was unclear whether the drones had targeted the building or were shot down in its vicinity. Falling debris, from the exploding drones or antiaircraft missiles,

started a grass fire. No damage was reported to the parliament.

In the east, a Russian offensive toward the Ukrainian town of Pokrovsk, which has become a focal point of the war in recent months, has stalled along one key section of the front for more than a week, even as advances continued elsewhere, soldiers fighting in the area said. Battlefield maps based on open sources such as satellite images and videos posted online also showed the halt.

Still, the fighting in villages and fields east of the town, which is a logistical hub for Ukraine’s defense of the eastern Donbas region, remains fluid, and there was no indication that the large Russian force gathered in the area had abandoned its goal of advancing toward the town.

In a risky, surprise effort to ease pressure on troops

on the eastern front, Ukraine last month launched an attack into Russia over a thinly defended stretch of the Russian border, quickly capturing more territory inside Russia than Russia has in nearly a year of its offensive in eastern Ukraine. But speaking at an economic forum Thursday, President Vladimir Putin said the Russian army would not divert forces from Ukraine’s Donbas region, which he called the army’s “first priority,” to defend Russia land.

Ukraine has reinforced its troops in the area around Pokrovsk with soldiers from two brigades, both of which posted videos and statements showing their presence near the city in the past three days. At least one brigade had been moved from another section of the front line, potentially weakening defenses there.

Kuwait is awash in oil money. But it can’t keep the power on.

Kuwait, perched atop around 6% of global oil reserves, is one of the world’s wealthiest states and a major energy exporter.

But in June, as soaring temperatures strained the country’s electrical grid, a Kuwaiti elementary school teacher, Shaikha al-Shammari, found herself leading lessons in the dark when the power suddenly cut out. Last month, she went home to find her own children struggling to cope after the electricity went out there, too, shutting off the air conditioning.

And Mishari al-Olyan, 40, a lawyer, said the rolling blackouts that the government had resorted to recently as electricity demand surged were a “catastrophe.” His father needs an oxygen tank to breathe — and the tank needs electricity to operate, he said. So now he makes sure he has a spare machine charged and ready.

“Since when does a country like Kuwait have electricity cuts?” he asked.

The country’s power problems have many causes. As the planet warms, soaring demand has outpaced the capacity of the existing electrical grid, while bureaucratic delays have stymied efforts to expand it. Kuwait has also largely shifted away from burning oil to generate power — a more polluting method — in favor of natural gas. And since the country produces relatively little natural gas, it needs to import it.

The blackouts in Kuwait this summer underscore the challenges that even affluent countries in the region face as climate change reorders life across the Middle East. In April, heavy rains caused severe flooding in Dubai, United Arab Emirates, wreaking havoc at its international airport. And in June, heat waves contributed to the deaths of more than 1,300 people making the annual Hajj pilgrimage in Saudi Arabia.

Summer blackouts are not new in Kuwait; they have occurred regularly since 2006. But this year, the ministry of electricity, water and renewable energy has increased scheduled power cuts, and Kuwaitis say it feels like the electricity is going out more often.

On Aug. 18, the ministry warned that cuts would happen in several neighborhoods across the country and asked people to conserve energy during the peak hours of 11 a.m. to 5 p.m. It blamed those cuts on a “fuel supply disruption” for natural gas. And in a statement this summer, the ministry attributed outages in June to “the inability of power generation stations to meet the increasing demand during peak times, compounded by higher temperatures compared to previous years.”

In late August, the ministry said Kuwait had recorded its highest electrical load in history as temperatures reached 50 degrees Celsius, or more than 120 degrees Fahrenheit, aggravated by high humidity along the coast.

“Just walking out of the house is difficult,” said al-Shammari, 31.

Sarah Hashem Ibrahim, 34, a middle school teacher, said she had noticed her students increasingly affected by the heat, finding it more difficult to concentrate.

“When it’s so hot and the electricity is out, your whole life stops,” she said. “Even just basic daily tasks you can’t do anymore.”

The Persian Gulf nation is one of the world’s largest oil exporters and has a $980 billion sovereign wealth fund. Yet its citizens often complain of government mismanagement. In a recent report, AlShall, a business consultancy, blamed the power cuts on disorganized public administration rather than on a financial deficit or fuel shortage, pointing out that there have been 14 electricity ministers over the past 10 years, two of whom served twice.

And for decades, experts have warned of a looming energy crisis in Kuwait, citing delays in building power plants to keep pace with rising demand.

“In a country like Kuwait, which has all the capabilities that make it among the advanced countries, when the electricity cuts off in the hot summer, you know that there is a flaw in the planning,” Yousef al-Zalzalah, a former minister and a former member of parliament, wrote on social media.

But even in Gulf countries like the United Arab Emirates and Qatar — which have smoother-moving bureaucracies and have managed to avoid widespread power outages — governments have been unable to fully insulate their people from the effects of climate change.

Emissions from fossil fuels, resources that have made their states rich, are the main drivers of global warming, to which the region is particularly vulnerable. Air pollution and scorching temperatures degrade the health of migrant workers whose jobs often expose them to the elements, force citizens indoors and for the wealthiest, prompt a seasonal exodus to cooler climes in Europe and North America.

Kuwait relies mainly on natural gas for electricity generation, and its consumption per capita increased 16% from 2000 to 2021, according to the International Energy Agency.

In August, Kuwait Petroleum Corp. announced that it had secured a 15-year supply of liquefied natural gas from Qatar, building on other such deals.

Still, many Kuwaitis fear that the problem will only get worse as time goes on.

“The population is increasing; therefore electricity consumption is also increasing — of course we are going to see more power cuts,” said Sami al-Ajmi, 42, a state oil refining company employee. “The government is trying to do their best, but we haven’t seen any solutions yet.”

Why I still think Trump will win

This week my colleague David Brooks and I offered dispatches from two different futures: One in which Kamala Harris edges out Donald Trump for the presidency and one in which Trump is victorious. I wrote the “How Harris Wins” narrative, exploring a scenario in which the Democratic nominee succeeds in her effort to Marie Kondo-fy progressive politics, tidying things up by reducing the Democratic agenda to just a few popular components and letting that simplified, joy-sparking platform expose the internal tensions of the Republican Party’s coalition of the discontented.

That’s a vision of what could happen, and I think that Harris has a good chance to win in exactly the way that I describe. But if you forced me to place a bet on what will happen, my current expectations are closer to the scenario offered by my colleague — in which Trump, not Harris, is the next president of the United States.

One might argue that the safest way to bet is simply not to make one. As of this writing, Harris leads slightly in one of the popular betting markets, PredictIt, and Trump in another, Polymarket; in other words, for people making real wagers, it’s a toss-up. The RealClearPolitics polling average in Pennsylvania, the most likely decisive state, is a tie. Election forecaster Nate Silver’s complex model gives Trump a 60% chance of victory — but the forecasting at his former home, FiveThirtyEight, thinks Harris has a 57% chance of winning.

All this looks like the very definition of a coin-flip election. So why do I expect the coin to fall Trump’s way? Three reasons, none of them completely rigorous and all of them shadowed by the fact that I was wrong in 2016 (when I expected Trump to lose) and wrong in 2020 (when I expected Joe Biden to win more easily than he did), so I could simply be overcompensating for underestimating Trump’s chances in the past.

First, I think if Harris were on track to win, she would be leading more decisively at the moment. She has enjoyed an extended period of extraordinarily positive media coverage while the rival ticket flailed around trying to figure out an effective line of attack. She recently had the benefit of her party’s convention, which wrapped up Aug. 22 and was — in the press, at least — extremely positively received. And yet after those two boosts she still isn’t clearly ahead of Trump in the Electoral College race — which suggests that she probably now has more room to fall than rise.

Not that she will necessarily fall: It may be possible for her to sustain the media halo and the joyfully policy-light style for two more months, and in my essay on her path to victory that’s the future I assumed. But if the current dead heat is her ceiling, at least absent some dramatic change in the race, that’s enough reason for me to regard Trump as a very narrow favorite.

That is, as I understand it, part of why Silver’s projection now gives Trump a meaningful edge. What Silver’s calculations don’t include is an expectation of polling errors like the ones we saw, especially in some state polls, in 2016 and 2020, which led to Trump’s overperforming projections — and my second reason for betting on Trump is that I suspect he’ll slightly overperform again.

Silver explains why he isn’t forecasting such an error: Because the partisan valence of polling error varies from election to election, because pollsters have had four years to correct the problems that bedeviled them in 2020 and because two Trump elections is way too small a sample to assume that Trump will benefit from any error again.

All fair, but unscientifically I still suspect that pitting Trump’s unique coalition of the disaffected supporters against a Democratic coalition filled with institutionalist liberals who are overeager (especially now that Biden isn’t on the ticket) to tell pollsters how they’re voting creates survey problems that are hard for even the most careful and self-aware pollsters to fully overcome. Add in the murmurs from professionals and tea-leaf reading suggesting that the campaigns themselves don’t fully believe the numbers in the public polls, and I’m inclined to mentally add a point or two to Trump’s total in the averages — which again, would push him toward favorite territory.

Finally, like any analyst, I’m attached to my own theories, and my theory of this election before the great shake-up was that voters were alienated from Biden because he was seen as too liberal and not just because he was too old and that voter nostalgia for the Trump era had strengthened Trump’s position relative to four or eight years ago.

In that environment I was very doubtful that swapping Biden out for Harris, a figure burdened by his unpopular record and

her own more liberal profile, would be enough to get the Democrats back to the (extremely narrow) edge they enjoyed in the key Electoral College states in 2020. And I still basically think that it won’t be enough — that notwithstanding Harris’ success in restoring Democratic enthusiasm, and notwithstanding her success so far in floating somewhere above and apart from her progressive record, she’s not a strong enough candidate to overcome the forces that gave Trump a lead in the first place.

So that’s why I’m still inclined to expect a Trump victory — for now, pending further developments or debate stage drama and with the awareness that this entire era is still designed to make fools of all political prognosticators.

VEGA BAJA – El Municipio Autónomo de Vega Baja inició formalmente la reconstrucción del Estadio de Pelota Carlos Román Brull, una de las principales instalaciones deportivas de la ciudad. Severamente dañado por el huracán María en 2017, el estadio se ha convertido en un símbolo de la resiliencia de la comunidad y su anhelo por restaurar este espacio de gran valor histórico y deportivo. Hoy, con la colocación de la primera piedra, comienza oficialmente la obra que devolverá la vida a esta emblemática instalación para los deportistas locales.

La reconstrucción del estadio ha sido posible gracias a una asignación de $10.5 millones por parte de la Agencia Federal para el Manejo de Emergencias (FEMA). Inicialmente, se aprobó una cantidad de $2,555,776.19, pero tras una reevaluación que consideró el estado crítico de la estructura y el aumento de los costos de construcción, la cifra fue ajustada para cubrir adecuadamente las necesidades del proyecto. Las mejoras y la rehabilitación de las instalaciones estarán a cargo del contratista CL & L Group, LLC, como parte de una serie de proyectos de infraestructura deportiva que la administración municipal ha priorizado en los últimos años.

cuya ceremonia está programada para el 11 de septiembre. Estos proyectos forman parte de un plan integral de rehabilitación de instalaciones deportivas que busca fomentar el desarrollo atlético, la recreación y el bienestar de la comunidad vegabajeña.

‘Room Next Door’ claims top prize at Venice Film Festival

“The Room Next Door,” directed by Pedro Almodóvar, was awarded the Golden Lion for best film at the 81st Venice International Film Festival on Saturday by a competition jury led by Isabelle Huppert. In the film, a journalist with cancer (Tilda Swinton) asks an old friend, played by Julianne Moore, to stay with her when she decides to take her own life.

“It is my first movie in English, but the spirit is Spanish,” Almodóvar said of his adaptation of “What Are You Going Through,” the 2020 novel by Sigrid Nunez. In accepting the award, the acclaimed auteur spoke of the decision to end one’s life in circumstances of unresolvable pain as a fundamental right.

Moore’s vigil with Swinton takes place in a rented house in upstate New York. The small cast features John Turturro as a former lover and Alessandro Nivola as a police investigator. Almodóvar won a lifetime achievement award at the Venice Film Festival in 2019 and, in 2021, opened the event with his film “Parallel Mothers” (for which Penélope Cruz won the best actress prize).

The 81st edition of the festival opened with “Beetlejuice Beetlejuice,” Tim Burton’s sequel to the original 1988 supernatural comedy. Other prominent films included “Maria,” “Queer,” “Babygirl,” “Joker: Folie à Deux,” “Wolfs,” “Cloud,” “April,” “Pavements,” “The Order” and “Horizon: An American Saga — Chapter Two.”

Despite sweltering heat, the stars were back in full force in Venice after last year’s actors’ strike. The list of boldface names was remarkable: Nicole Kidman, Joaquin Phoenix, Angelina Jolie, Daniel Craig, Lady Gaga, Brad Pitt, George Clooney, Antonio Banderas, Cate Blanchett, Adrien Brody,

Jude Law, Jenna Ortega, Winona Ryder, Kevin Costner, Michael Keaton, Swinton and Moore.

The Silver Lion Grand Jury Prize went to “Vermiglio,” an intimate period drama by Maura Delpero set in an Italian mountain village. The Silver Lion for best director went to Brady Corbet for “The Brutalist,” a 3 1/2-hour drama about a Hungarian Jewish architect in America. Dea Kulumbegashvili won the Special Jury Prize for “April,” an acclaimed film about a Georgian doctor who performs abortions despite a ban on the procedures.

The 21-feature competition resisted easy classification, as the prizes reflected. The festival also screened episodes from new series, including Alfonso Cuarón’s drama “Disclaimer”; “M. Son of the Century,” a historical drama directed by Joe Wright; and the climate disaster story “Families Like Ours,” directed by Thomas Vinterberg.

Kidman won the Volpi Cup for best actress for her role in “Babygirl,” where she plays a tech executive who has an affair with an intern (Harris Dickinson). The film’s director, Halina Reijn, accepted the prize on behalf of Kidman, reading a statement by the actress that explained she had just learned of her mother’s death, and that dedicated the honor to her, saying, “She shaped me, she guided me, and she made me.”

The best actor award went to Vincent Lindon, who plays the father of a young man drawn to far-right politics in “The Quiet Son.” Paul Kircher received the Marcello Mastroianni Award, which is given to an outstanding emerging actor, for “And Their Children After Them.” The best screenplay honor was given to Murilo Hauser and Heitor Lorega for “I’m Still Here,” which follows a family during Brazil’s dictatorship in the 1970s; Walter Salles (“Central Station”) directed.

“Familiar Touch,” directed by Sarah Friedland, won

both the Lion of the Future award for best debut feature and the best director prize in the Orizzonti section, another competition slate in the festival. The film’s star, Kathleen Chalfant, won the Orizzonti prize for best actress. “The New Year That Never Came” by Bogdan Muresanu nabbed the top prize, and the section’s Special Jury Prize went to “One of Those Days When Hemme Dies” by Murat Firatoglu. This year’s Golden Lions for lifetime achievement went to actress Sigourney Weaver and director Peter Weir. The Glory to the Filmmaker Award went to Claude Lelouch, whose new film “Finally” played out of competition.

Want a rich, rustic taste of Spain? Head for the hills of La Rioja.

Hear the word “Rioja” and the first thing that comes to mind is wine — high-quality, fruit-forward red wine.

But there’s another side to this small region in northeastern Spain: family-run restaurants in quiet villages atop craggy mountains or surrounded by farmland. You won’t see signs boasting Michelin stars; instead, you’ll find a constellation of flavorful, rustic dishes and extremely affordable and drinkable wine that you can rarely find outside of the region. It’s served by people who treat diners like out-of-town family friends who just happened to pop in for a three-hour lunch. Driving there is half of the fun, as roads snake through rolling, vineyard-clad hills and alongside verdant mountains.

Here are five restaurants that will give you a rich taste of La Rioja.

La Cueva del Chato

In Spanish, “chato” refers to someone with a flat nose and the chato in question here is chef César Torrecilla, who doesn’t have a particularly flat nose. “That was my father,” he said. “I’m el chatito,” he added, using the diminutive. Located in the tiny village of Canillas de Río Tuerto (population 42), about 25 miles west of Logroño, the capital of La Rioja, the restaurant is run by Torrecilla and his wife, María Isabel Hermo -

de force, an enormous bone-in chuletón, or rib eye, which diners cook by placing the raw steak on portable grills sitting on the table.

co-owner, Pablo Porres, oversees the grilling of meat and vegetables in the enormous walk-in fireplace in the dining room. Housed in a late-18th-century stone building with wooden ceiling beams, the dining room has long wooden tables and benches. Nearly everything edible comes from the nearby farm-and-vineyard-blanketed countryside. The jamón Ibérico and chorizo are house-cured, the vegetables are grown in the restaurant’s garden, and the lamb is from a local farm.

If you request a physical menu, they’ll give you one, but servers prefer to recite the short compendium of what’s being offered that day. The food is Rioja to the core: bowls of patatas a la Riojana (chunks of potatoes and chorizo bobbing in a smoked paprika broth); grilled morcilla stuffed with pig’s blood, lard, onions and rice, that pairs nicely with a side dish of sweet roasted red pimientos; and the meal’s main event, suckling lamb chops — chuletillas al sarmiento — cooked over dried vine shoots, making it an ideal companion to a bold Rioja vintage. In our case, we chose a 5-year-old Crianza from the local winery Caecus.

Dessert was a heaping plate of creamstuffed eclairs.

I came here with my Logroño-born wife, Ivana, and her family — six of us in all — and by the end of the meal, Hermosilla had memorized our names.

The menu is filled with rustic goodness, including white asparagus smothered in a mushroom sauce; a stew of caparrónes (a local red bean) studded with slices of morcilla (blood sausage), pork belly and chorizo; foie gras salad, essentially a heap of rich and delicious foie gras; and the menu’s tour

Torrecilla, who grew up in the village, is the son and grandson of farmers and decided as a young man to carve out a new path for himself as a chef and restaurateur, converting the garage that was used to store the family tractor into a restaurant with four distinct dining rooms, all on different levels.

Bodega Pimiento

As Marimar Porres put a thick piece of just-off-the-grill morcilla on our table, she said, “Morcilla, it’s the sushi of Rioja.” Porres, who co-owns and runs Bodega Pimiento, a 50-year-old restaurant in the village of Tirgo, works the dining room while her brother and

If you’re willing to brave the narrow, mountainous road that twists along the border of the La Rioja and Castilla y León regions, you’ll be rewarded with views of tall, green mountains dotted with grazing cows, and a luscious lunch in the quiet village of Viniegra de Abajo, population 78. In her 20seat spot with wood-beamed ceilings and large photos of sheep on the walls, Irene Sobrón and her two-woman team cook up hearty, inspired fare.

Casa Comidas Irene, which first fired up its burners in 2013, offers up a lunchtime menu del dia, a three-course meal, plus house wine for 22 euros. Sobrón said the lunch menu — which is delivered verbally tableside by Ana Montero, the restaurant’s only server — doesn’t change often, so diners will likely be offered something similar to what I feasted on: timbal de patata, a bowl layered with uncased chorizo stuffing, mashed potatoes, with a fried egg on top; and a tureen holding a hearty stew of smoky chorizo and red beans.

For the main course, we ate tender pig trotters in thick tomato sauce, three large pork meatballs in a slightly sweet orange sauce, and a very intensely flavored venison dish slathered in a mushroom sauce. For dessert, try the torrija, a French toast-like bread that’s been dipped in egg, pan-fried and sweetened with honey.

Casa Tila

When husband-and-wife-team Manuel Ruiz and Ana Isabel Diaz opened Casa Tila in an 1882 building in the hilltop village of Clavijo (population 300), they conceived a menu with Spanish staples. And then one day someone asked Ruiz, the Rioja-born chef, what his particular specialty and favorite local dish was. He shrugged and thought about it, realizing he often ate rice dishes growing up. So, he put a rice-based dish on the menu. It was a hit. So much so that when diners called to make reservations, they specifically asked for the rice dish.

“We now have six rice dishes on the menu, and it’s become our specialty,” said Diaz, who works the five-table dining room.

The rice dishes have to be ordered in advance — online through Casa Tila’s website or via telephone — and include a large paella pan filled with creamy Albufera rice from Valencia, cooked in a broth of Rioja wine, garlic, onion, leek and cognac and then topped with a whole cockerel (a young, male chicken) slow-cooked with smoked butter and rosemary; a surf-and-turf version

with venison and shrimp; and one that includes candied pigs ear, Iberian pancetta and morcilla.

There’s also a tapas menu: sauteed artichokes in a silky potato purée with toasted corn kernels; salmorejo, a popular soup from Córdoba in southern Spain, although Ruiz’s version substituted a tomato base with peas and ling fish roe, which imparts a fresh, bright flavor.

The short wine list includes bottles from small Rioja winemakers — so small, that even my La Rioja-born, wine-geek dining companions had not heard of many on the list. We drank an excellent Tempranillo, Garnacha and Carignan blend from ZaRuGa, a winery in the medieval hill town of Briones, about 25 miles northwest of the restaurant. For dessert, we shared ice cream made from Basque idiazábal cheese from Logroño-based ice cream maker DellaSera.

“This is not a restaurant,” a diner at the next table told me at a recent lunch. “This is a temple of gastronomy.” I heeded the words of the diner who happened to be Martín Berasategui, one of the most famous chefs in Spain, whose restaurant in neighboring Basque country has three Michelin stars. Berasategui said he comes here twice a year.

Alameda, in the town of Fuenmayor — near the Ebro River and the La Rioja-Basque Country border — is run by husband-andwife team Tomás Fernandez and Esther Álvarez. Fernandez mans the charcoal grill, which diners can see via large windows, and Alvarez oversees the kitchen. Before opening Alameda in 1988, Alvarez learned to cook at her family restaurant Mesón Chuchi, also in Fuenmayor; Fernández had been a farmer.

The restaurant is known for its wine list — which includes bottles from 120 local wineries — and its grilled 40-dayaged rib-eye steak. Álvarez and Fernández have long been buying their beef from Luismi Garayer, a butcher in the Basque Country, whose specialty is older cows from the region of Galicia. The meat is less tender than that from a calf, but much more flavorful — as I discovered when the barely medium-rare, bone-in hunk of steak appeared at our table. The slightly chewy, yet flavor-popping meat is the best steak I’ve eaten in Spain. The cocochas, or grilled hake chins, were also revelatory: The server recommended eating each of the 10 specimens in one bite, letting the flavor — a combination of smokiness from the grill and saline from the sea — burst onto one’s palate. Which it did.

Por la presente se le notifica que ha sido presentada en este Tribunal una Demanda en su contra en el pleito de epígrafe. En este caso la parte demandante ha radicado una Demanda para que se decrete judicialmente el saldo de un (1) pagaré hipotecario a favor de RG Mortgage Corporation,

Cayey’s largest building to be named after ‘Piculín’ Ortiz

Cayey Mayor Rolando Ortiz Velázquez announced over the weekend that the municipal assembly authorized his initiative to name the Plaza Empresarial Municipal building, which is located at the entrance to the urban center, after former basketball star José Rafael “Piculín” Ortiz Rijos.

“For us it is a joy and satisfaction that we can honor the career of this great Cayeyan, who has generated so many glories in sports,” the mayor said on Saturday. “While studying at Benjamín Harrison High School in Cayey, Piculín began to play basketball, and the rest is history. His outstanding height, 6 feet 11 inches, favored him to perform as a pivot on the court.”

‘Hefty sneeze’ sends soccer player to the sidelines

Victor Adeboyejo, a forward for Bolton Wanderers, recovered from a hamstring injury this spring to play what his coach described as his best season yet for the English Football League One team. Then came the sneeze.

Adeboyejo, a 26-year-old from Nigeria, was set to play last Tuesday in a Bristol Street Motors Trophy game against Barrow but was sidelined with discomfort in his rib cage and back.

“Victor has been suffering with a nasty back injury, and a sneeze set it off,” coach Ian Evatt told The Bolton News. The injury came nearly two weeks after he was kneed in the back during a game against Charlton Athletic. “He was OK at the time,” Evatt said. “But then he had a pretty hefty sneeze. Now, Victor is a powerful boy, and even his sneezes are powerful.”

Evatt said Adeboyejo “felt a bit of

a crack in between his ribs” and was sent for imaging tests to assess the injury. “We are hopeful it is just a cartilage or muscular issue,” he added.

Bolton Wanderers did not respond to a request for comment or specify a timeline for the player’s return.

Sneeze injuries are rare, but they happen from time to time, said Dr. Jordan Metzl, a sports medicine doctor at the Hospital for Special Surgery in New York. He said that a sneeze was more likely to worsen an underlying injury — like a broken rib, an intercostal muscle strain or a nondisplaced fracture (in which broken bones do not move out of alignment) — than to directly cause a new injury. But it does happen, including to a patient of his who had ruptured a lumbar disc, he said.

Trying to hold a sneeze can also worsen the injury, Metzl said. He advised patients to be careful when they sneeze, especially with a broken rib.

“It sounds ridiculous, but it really is a real thing we see,” he said, adding, “It

hurts like hell.”

Adeboyejo is not the first professional athlete to be sidelined because of a bizarre injury.

Last week, Croix Bethune, a midfielder for the Washington Spirit, injured her knee after she threw out the ceremonial first pitch at a Washington Nationals game. She will miss the remainder of the National Women’s Soccer League season.

Sammy Sosa strained his back ligaments in 2004 by sneezing, rendering him unable to play for 15 days. In 2015, Lindsey Vonn was hospitalized after she hurt her thumb breaking up a fight between her dogs. Michael Jordan severed a tendon in his finger in 1999 while cutting a cigar. Glenallen Hill, an outfielder for the Toronto Blue Jays, ended up with cuts and carpet burns after he tried to escape spiders in a nightmare in 1990. And in 1996, Bruce Walker, a defensive lineman for the New England Patriots, wound up with a chest injury while playing catch with a knife.
