PIP lawmaker assails confirmation process, appointment of women’s advocate

Puerto Rican Independence Party (PIP) Rep. Adriana Gutiérrez Colón, who serves as the party’s secretary of women’s and gender affairs, expressed her condemnation Tuesday of the confirmation of Attorney Astrid Piñeiro Vázquez as women’s advocate, joining various feminist leaders and organizations who have expressed similar concerns.

“With the approval of this appointment, the governor [Jenniffer González Colón] failed to meet the imperative requirement that the person occupying the Women’s Advocate Office have an impeccable record in promoting gender equality and combating sexist violence, as established by the law that enables the Office of the Women’s Advocate,” Gutiérrez Colón said.

The alternate minority leader for the PIP in the island House of Representatives added that “the lack of experience and track record in gender issues and the absence of support from various feminist organizations, who were not consulted on this appointment, make it impossible to establish support for it.” She also questioned the legislative process, as the appointment “was confirmed without prior notice, without public hearings, without consultation, and backed by a very poor positive report.”

Prior to the statements by the PIP legislator, various

human rights groups expressed their discontent with the appointment, arguing that they were not consulted nor were candidates considered with a proven commitment to the fight for gender equality.

“We are facing a 10-year confirmation of a position, without women and the country knowing what their positions are on fundamental issues that affect us, such as abortion, femicide, gender perspective, wage inequality, obstetric violence, and their relationship with shelters that serve women and their families,” Gutiérrez Colón said.

NASA selects Aguas Buenas students to present lunar project in Houston

Ateam of students from the Second Unit Bayamoncito School in Aguas Buenas was selected by the NASA HUNCH program to represent Puerto Rico in the national design and prototype competition at the Johnson Space Center in Houston, Aguas Buenas Mayor Karina Nieves Serrano announced Tuesday.

“This achievement confirms the enormous talent of our youth and the potential that exists in our public schools,” the mayor said. “I congratulate these students and their teacher for elevating the reputation of Aguas Buenas with a project that stands out for its innovation and the passion and discipline they have demonstrated throughout the process.”

The project, which is a lunar vehicle concept called the Lunar Camper Venux, was developed by students Evan O. Román, Janielys Morales, Jensel A. Sierra and Valeria Núñez, along with their science teacher, Darlene Huertas Velázquez.

The group will travel to Houston to present their prototype on April 8 and 9, as part of the national fair of finalist projects of the High Schools United with NASA to Create

Hardware (HUNCH) program, where they will present their ideas to astronauts, aerospace engineers and technical staff from the aerospace agency.

The Lunar Camper Venux prototype was selected for its originality, functionality and innovation as part of the Design & Prototype category, in which teams from schools across the United States participate. The official invitation was extended by Robert C. Zeek, the HUNCH program project manager, in a letter sent to Huertas Velázquez.

“These types of educational initiatives are what transform communities,” Nieves Serrano noted. “In Aguas Buenas, we will continue to support any project that inspires, educates, and brings out the best in our students. What these young people and their teacher have achieved is a source of pride for our community and all of Puerto Rico.”

NASA HUNCH is a national platform that seeks to introduce students to the world of engineering, design and applied science through real-life projects related to space missions.

The students received financial support from the Department of Education, NeoMed Center, BuenaCoop and Supermarkets Econo Aguas Buenas.

Governor files new round of bills addressing women’s issues

Gov. Jenniffer González Colón introduced a series of bills on Tuesday aimed at strengthening women’s rights, addressing maternity from a comprehensive perspective, and modernizing the framework of the Office of the Women’s Advocate (OPM by its initials in Spanish).

“It is important that, with the Office of the Women’s Advocate established and the necessary positions to fill for advisory councils and the advocate, we equip it with the tools to become an office that extends beyond handling domestic violence cases,” the governor said at a press conference. “Our vision as women is to empower women, ensuring we have an Advocate’s Office that oversees, educates and works with cases of women victims of violence, while also empowering those who wish to study, breastfeed and work.”

The proposals received support from legislators across various parties, as well as from recently confirmed Women’s Advocate Astrid Piñeiro Vázquez and her predecessor, Madeline Bermúdez Sanabria, who is now a judge on the Court of First Instance.

The first measure aims to amend Law 20-2001 to modernize the functions and structure of the OPM, expand its jurisdiction over all laws recognizing women’s rights, and strengthen its oversight role. It will also delegate adjudicative functions to examining officers or administrative judges and direct fines imposed

to a special account for services benefiting high-risk women.

Among the changes, the law will incorporate the concept of “nonprofit organization,” establish uniform terms for the Advisory Council, and create the Program to Guarantee Equal Employment Opportunities by Gender, which will require public agencies to prepare affirmative action plans.

The second measure proposes the Puerto Rico Breastfeeding Code, which consolidates more than nine existing laws on the topic and recognizes breastfeeding as a fundamental right for mothers and a vital public health tool. This legislation includes measures to guarantee one hour per day for breastfeeding or pumping during working hours without loss of pay and prohibits discrimination in public or private spaces.

Additionally, the bill imposes sanctions on those who violate those rights and designates August as “Breastfeeding Awareness Month,” which will be promoted through educational activities.

The third measure creates the Puerto Rico Breast Milk Bank Act, which will be associated with the Department of Health to collect, process, and distribute donated breast milk under strict safety standards. The new entity will address the need for milk for hospitalized newborns, following guidelines from the U.S. Food and Drug Administration and the Human Milk Banking Association of North America.

The bill includes the establishment of a

multidisciplinary board of directors and specialized personnel. It will also require health insurance plans to provide mandatory coverage for donated milk when prescribed by a doctor.

The fourth measure designates the fourth Thursday of April as the “Official Day of Girls and Women in STEM” in Puerto Rico, with the goal of promoting access to and training in science, technology, engineering and mathematics as essential tools for the island’s development.

The initiatives complement other proposals already presented by the governor, such as Bill A-015, which aims to expedite public-private

partnerships for the construction of shelters for women victims of violence; Bill A-016, which mandates the immediate issuance of protection orders in courts; Bill A-017, requiring semiannual training for judges on domestic violence issues; and Bill A-018, which guarantees direct access to obstetrician-gynecologists for up to one year after childbirth under health insurance plans.

Also included is Measure A-025, which establishes fixed 10-year terms for anyone confirmed as a women’s advocate, even if they fill the position as a substitute for someone who has vacated the role.

NPP electoral commissioner to send governor nominations to chair SEC

New Progressive Party (NPP) Electoral Commissioner

Aníbal Vega Borges announced Tuesday that he will send Gov. Jenniffer González Colón the nominations of Judge Jorge Rafael Rivera Rueda as chairman of the State

Elections Commission (SEC) and Cyndia Irizarry Casiano as alternate chair, after failing to reach consensus with the electoral commissioners of the Popular Democratic Party and Puerto Rican Independence Party.

“We would have liked this decision to have been made by mutual agreement within the Commission,” Vega Borges said in a written statement. “However, we are continuing the work to ensure that we soon have a chair and alternate chair who will steer the reins in the right direction, and that we begin working as quickly as possible on all the countless processes we have ahead of us to ensure the people of Puerto Rico have lawful and orderly upcoming elections, strictly following the provisions of our electoral code.”

The governor, meanwhile, stated at a press conference that “Now, what the law mandates is that I, as governor, have the power to send those appointments to the Legislative Assembly, those or any other.”

“However, I’m inclined to send the two submitted by the electoral commissioner and, with the approval of two-thirds of the House and Senate, be able to put an end to this SEC issue,” González Colón said. “Work needs to be done there; we need to update it. I don’t want us to have the same problem

with the machines, I don’t want us to have the same problem with the lists, right? That work has to start. So, I would be submitting to the Legislature the same two appointments that were proposed by the electoral commissioner.”

“... I trust that our House and Senate delegations will put an end to the uncertainty of having an administrative structure for the SEC and confirm these two nominations,” the governor added. “I don’t think we should have any problems with that, because prior to this, I had asked the [leaders] of the legislative bodies, who are also the vice presidents of the NPP, to make recommendations on candidates. I evaluated and interviewed several candidates for these positions and determined that these two people had the best qualifications to do the job.”

Article 3.7 of the Electoral Code stipulates that the two positions must be appointed no later than July 1 of the year following a general election, which adds urgency to the process. The governor will have 15 calendar days to send the names to the Legislature.

Vega Borges noted that on March 17 he formally notified the other electoral commissioners of his selections. Both parties, who had 30 days to reach a consensus, expressed their opposition in advance.

Faculty union will not endorse any candidate for UPR president

Puerto Rican Association of University Professors (APPU) President María del Mar Rosa Rodríguez said Tuesday that none of the current candidates for University of Puerto Rico (UPR) president truly represent the community and described the election process as undemocratic.

“The process is undemocratic; it’s a consultative process that is very superficial and serves merely as window dressing because, in the end, the governing board can appoint whomever it wants, or whomever the governor prefers,” Rosa said in a Radio Isla interview. “None of these candidates currently represent the university community’s base, which is why the APPU is not endorsing any of them.”

There are nine candidates vying for the position: Dr. Julián Vásquez Heiling, Dr. Zayira Jordán Conde, Dr. Edwin Barea Rodríguez, Dr. Mayra Olavarría Cruz, Dr. Héctor A. Ríos Maury, Dr. Walleska de Jesús Bonilla, Dr. Angélica

Varela Llavona, architect Wilma I. Santiago Gabrielini and Dr. Agustín Rullán Toro. Rosa raised concerns about specific candidates.

“There are candidates who worry us more than others,” she said. “For example, Dr. Zayira Jordán, while she may be a capable individual, does not understand the essence of the University of Puerto Rico and seems to be imposing the logic of a private university.”

Additionally, Rosa expressed hope that interim president Miguel Muñoz would sign an agreement providing fair pay for non-tenure-track faculty members in the UPR system, who make up almost half of the teaching staff.

“Approximately 44 percent of the faculty, according to the last numbers, are non-tenure-track faculty,” she said. “It’s time to offer them fair compensation so that they receive a prorated salary based on what a full-time faculty member earns. Their academic workload should be recognized at the campus level, and their contributions must be acknowledged despite their contracts often not including a probationary period. We trust that dignity will guide both negotiating committees this Thursday to finalize this agreement.”

NMEAD warns of windy conditions that will cause strong swells in north

Bureau of Emergency Management and Disaster Administration Commissioner (NMEAD by its acronym in Spanish) Ángel Jiménez Colón warned Tuesday that light to strong winds are expected from Thursday through the weekend, which will cause deteriorating sea conditions on the north coast of Puerto Rico.

“These winds will cause dangerous maritime conditions and dangerous rip currents on the north coast,” Jiménez Colón said in a written statement.

According to Ernesto Morales, the National Weather Service

Advisories Coordinator, advisories will be issued for small boats and a high risk of rip currents remains on beaches in northern Puerto Rico, from Aguadilla to Fajardo, including Culebra and the Virgin Islands.

Jiménez Colón and the Public Safety Secretary Arturo Garffer noted that emergency management personnel are in constant communication with municipal offices, commonwealth and federal agencies regarding any situation that may arise due to the event.

Authorities urged the public to take precautions on land and secure tents, awnings and other objects that could become projectiles in wind gusts. For emergencies, the public should call 911, they said.

Advisories will be issued from Thursday through the weekend for small boats, and a high risk of rip currents remains on beaches in northern Puerto Rico, from Aguadilla to Fajardo, and including Culebra and the Virgin Islands.

EDB signs agreement to support construction sector

Economic Development Bank for Puerto Rico (EDB)

President Carmen Vega Fournier announced on Tuesday the renewal of a strategic alliance with the Construction Materials Merchants Association (ACMC by its initials in Spanish) to continue supporting the building materials sector through access to financing alternatives, guidance and tailored solutions for daily operations.

ACMC President Fabio Quevedo formalized the collaborative agreement during a recent visit to the EDB office in Altamira, San Juan, where he met with Vega Fournier.

“Our collaboration with the ACMC is part of a broader strategy and reflects the EDB’s commitment to directly support key sectors driving the island’s economy. Small and medium-sized enterprises (SMEs) are fundamental to our economy, and assisting them with financing is essential for their establishment,

sustainability and growth,” stated Vega Fournier, who is also a certified public accountant. “Through these alliances, we promote local entrepreneurship and job creation.”

In line with this strategy, the EDB recognizes the important role that construction plays in the island’s economic progress and infrastructure. By renewing the alliance, it will provide specialized support to the industry and its merchants, many of whom are family businesses and high-potential SMEs. Their contributions are regarded as crucial to Puerto Rico’s economic development.

“We are very pleased to resume our collaborative agreement with the EDB as we aim to support our members who are looking to create new businesses or expand existing ones,” Quevedo said. “We offer financing alternatives, including direct loans or lines of credit. This effort focuses on generating value for our members through a range of alliances that enhance our portfolio

of benefits.”

ACMC merchants and members will continue to have access to financing options through the EDB, starting at an annual interest rate of 4%. The funds can be used for working capital, purchasing machinery and equipment, making improvements, or building facilities, among other eligible purposes. Additionally, the EDB will provide the ACMC with a team of contractors offering free technical assistance and personalized advice during the application process for federal loans.

“We are strategic allies committed to serving building materials retailers. The renewal of our alliance demonstrates our dedication to understanding and addressing the real needs of retailers,” Vega Fournier said. “Presenting our financing options directly to SME owners is vital, as they drive the economy from their warehouses, stores and communities, contributing to greater stability and economic development for Puerto Rico.”

Cory Booker slams Trump’s policies in marathon Senate floor speech

Sen. Cory Booker, D-N.J., gave a marathon all-night speech on the Senate floor that stretched into Tuesday afternoon in an hourslong effort to put a spotlight on what he called a “crisis” facing the United States because of the Trump administration’s “recklessness.”

Booker began speaking at 7 p.m. Monday and was still going at 3:30 p.m. Tuesday, laying into the Trump administration’s cuts to government services and its crackdown on immigrants.

“This is not right or left; it is right or wrong,” Booker said Tuesday afternoon, his voice still strong. “This is not a partisan moment; it is a moral moment. Where do you stand?”

The speech, which by afternoon had moved within reach of the record for the longest Senate speech, was part of an effort by Democrats to retake the initiative and more assertively oppose President Donald Trump.

Booker divided his remarks into sections focused on an aspect of the administration’s policies, including on health care, education, immigration and national security.

He assailed what he said were Trump’s plans to cut funding for Medicaid, among other programs. The White House has denied that it plans to cut Medicaid benefits, but the president and his allies have attacked Medicaid, Medicare and Social Security over what they claim is waste, fraud and abuse.

legislation on many issues, including civil rights — because it did not come during a debate over a specific bill or nominee.

Before his speech, Booker said on social media that he was heading to the Senate floor because Trump and Elon Musk, the billionaire who is one of the president’s top advisers, had shown what he called “a complete disregard for the rule of law, the Constitution and the needs of the American people.”

“In just 71 days, the president of the United States has inflicted so much harm on Americans’ safety, financial stability, the core foundations of our democracy and even our aspirations as a people for — from our highest offices — a sense of common decency,” Booker said in his speech. “These are not normal times in America, and they should not be treated as such.”

Musk’s feed on X, his social platform, was active late into the night Monday, but it made no mention of Booker or his all-night speech. Neither did Trump’s Truth Social feed. As viewers followed along on Booker’s official YouTube channel, he quoted from celebrated speeches by Rep. John Lewis and Sen. John McCain, both of whom have died. At one point, he spent around 30 minutes reading an account by a Canadian citizen, Jasmine Mooney, about her detention in the United States by immigration enforcement officers.

As the speech neared 20 hours, it moved within reach of some of the longest in Senate history.

Strom Thurmond of South Carolina spoke against a voting rights act for 24 hours, 18 minutes, considered the Senate’s longest filibuster.

Judge blocks Trump administration’s bid to end deportation protections for Venezuelans

after a federal judge in San Francisco on Monday delayed Trump administration actions rolling back a program known as Temporary Protected Status. Judge Edward M. Chen found that decisions in February by Homeland Security Secretary

At least 6 killed in storm that leaves more than 700,000 without power

At least six people were killed and more than 730,000 customers were without power in the Great Lakes region earlier this week after a spring storm brought freezing rain and sleet over the weekend.

Three children — two siblings and a cousin — were killed after a tree struck their vehicle in Michigan on Sunday afternoon, the Kalamazoo County Sheriff’s Office said. The siblings were a 4-year-old boy and a 2-year-old girl. The cousin was an 11-yearold girl.

“At this time, it appears weather is the main contributing factor to this accident,” the office said. The identities of the children were not released.

On Sunday afternoon, severe crosswinds blew a tractor-trailer on its side in Valparaiso, Indiana, killing the driver, Jagbir Singh, 34, of Ontario, Canada, according to Sgt. Benjamin McFalls of the Porter County Sheriff’s Office.

The severe weather also caused an Amish buggy to overturn, killing its driver, Lonnie Yoder, 84, in Elkhart County, Indiana, on Sunday afternoon, according to the Elkhart County Sheriff’s Office. And in Montgomery County, Indiana, a tree that had blown onto a roadway caused a driver to swerve, resulting in a head-on collision that killed one driver, according to the Indiana Department of Homeland Security.

On Monday, the Mackinac Bridge in Michigan was closed Monday because of hazardous ice conditions, authorities said. There was no timetable for its reopening.

A National Weather Service office in Michigan posted photos on social media of trees weighed down with icicles. Accumulations of ice there ranged from half an inch to nearly an inch.

In Ontario, images on social media showed downed and ice-encased trees, some of which were making roads impassable.

In Michigan, state officials activated the State Emergency Operations Center after the ice storm downed trees and power lines, making some roads impassable in the northern part of the state.

In eastern Canada, authorities in Quebec on Monday morning warned of the possibility of “several hours of freezing rain” and snowfall until Tuesday morning.

This ice storm produced more ice than usual, said Harold Dippman, a meteorologist at the weather service office in Gaylord, Michigan. A typical one in the region produces up to a quarter of an inch of ice.

The storm was also lasting longer than usual. Dippman said a typical one lasts six to 12 hours, while this one lasted multiple days.

In Michigan, about 300,000 customers were without power Monday afternoon, according to the monitoring site poweroutage. us, with around 48,000 customers without power in neighboring Wisconsin, and more than 40,000 without power in Indiana.

In Ontario, more 340,000 customers were without power Monday afternoon, according to poweroutage.com.

The outages, concentrated in central and eastern Ontario, were largely caused by ice that weighed down tree branches, Hydro One, Ontario’s main power transmission company, said on its website.

passed by Congress and signed into law by President George H.W. Bush, allows migrants from nations that have experienced national disasters, armed conflicts or other extraordinary instability to live and work legally in the United States.

It has been a target of President Donald Trump during both his terms. Most recently, Trump administration officials have

sought to end TPS protections for many Venezuelan and Haitian immigrants, as Trump seeks to make good on a promise to deport millions of immigrants from the United States.

In February, the administration revoked an 18-month extension of TPS protection for Venezuelans that was granted under the Biden administration, and it terminated TPS for Venezuelans who initially registered for the status in 2023. It later partly voided another 18-month extension that the Biden administration had granted to Haitian immigrants.

The actions would have terminated the initiative for nearly 350,000 people in early April, and for hundreds of thousands more later this year.

In a hearing in March, the plaintiffs in a lawsuit against the actions — an immigrant advocacy organization and a group of Venezuelan TPS holders — contended that Noem had violated administrative procedures and acted with racial bias when she moved to reverse extensions of the protections granted under the Biden administration. Federal officials rebutted the allegations of discrimination and said Noem had acted within her authority to protect the national interests of the United States.

In his ruling Monday, Chen said the government had failed “to identify any real countervailing harm” in continuing the program for Venezuelan TPS holders. He said the plaintiffs had also demonstrated they were likely to succeed in showing that the actions taken by the Noem were “unauthorized by law, arbitrary and capricious, and motivated by unconstitutional animus.”

Trump administration tallies trade barriers that could prompt tariffs

President Donald Trump is set to announce today global tariffs that he says will combat unfair trade treatment by other countries and make sure American exporters remain competitive.

On Monday, the Office of the United States Trade Representative released a wide-ranging report on foreign trade barriers that could hint at some of the trade battles the Trump administration aims to fight.

In an annual report, the office listed the most important barriers to U.S. exports in dozens of countries. Those obstacles included tariffs, but also laws, regulations and policies that the administration said undermine competition. Here are eight of the most consequential trading partners for the United States that could be targeted in the president’s tariff announcements this week.

China

The report dedicated almost 50 of its nearly 400 pages to China, which has long been a subject of trade criticism for U.S. officials and companies.

The report criticized China as using industrial planning and other policies to support certain sectors it had targeted for “domination,” such as robotics, aerospace, new energy vehicles and biopharmaceuticals. The trade representative’s office argued that those tools sometimes worked by discriminating against or taking advantage of foreign enterprises, and that the program had allowed Chinese firms to win market share at the expense of foreign competitors.

The office also pointed out that China had not followed through in rolling out provisions of the trade deal signed with Trump in his first term, including commitments to open up its agricultural market and protect U.S. intellectual property. Trade data also shows that China fell far short of commitments it made to purchase U.S. goods and services in 2020 and 2021, the report said.

The United States also criticized China for strongly restricting the transfer of data outside the country, making it difficult for international businesses to operate across borders. The country has erected barriers to U.S. service exports, like cloud computing, film production, internet services, express delivery and legal services, the report said. It also highlighted China’s increasing use of export controls and other restrictions to target the supply chains of the United States and its allies.

Canada

For Canada, the trade representative focused on “supply-management systems” used to regulate the country’s dairy, chicken, turkey and egg industries. The systems create production quotas, set prices and supply and control the amount of imports of those products. The report said that the system “severely limits the ability of U.S. producers to increase exports to Canada.”

U.S. access to those markets was expanded through the United States-Canada-Mexico Agreement, a trade deal Trump negotiated in his first term, but the countries have continued to spar over the dairy sector in particular.

Europe, or regulate the practices of large tech companies, most of which are American.

India

The USTR report cited India’s tariffs on foreign products, which are the highest of any major world economy, including levies of 50% on apples, corn and motorcycles, and a 100% tariff on coffee, raisins and walnuts.

The United States also criticized India as having put up various other barriers to American business in the country. Those include requiring certain licenses or other approvals; imposing quotas; having “onerous requirements” for dairy products; placing price caps on medical devices; creating an unlevel playing field for banks; insurers and other businesses; and prohibiting the import of ethanol. India also provides a broad range of subsidies to its farmers and other sectors that distort the market, the office complained.

Japan

Japan has low average tariff rates and is the fourth-largest market by country for U.S. agricultural products. Still, the trade representative said that Japan had put up barriers to U.S. products at the border, affecting fish, seafood, leather, footwear, rice, potatoes and pork.

The United States also criticized Canada’s digital service tax, which imposes a 3% fee on revenues from online marketplaces, online advertising and social media platforms. The United States says that most digital service taxes have been designed in ways to discriminate against American companies, which are dominant in those sectors.

European

Union

The trade representative noted that the United States and the countries making up the European Union shared the largest economic relationship in the world, but argued that U.S. goods and services had nonetheless faced persistent barriers in Europe. Some of those barriers have persisted despite repeated bilateral talks or efforts to settle them at the World Trade Organization, it said.

The United States’ complaints about the European Union included criticism about regulations, including requirements that ban certain chemicals or pesticides that kill pollinators. The trade representative argued that many EU restrictions on food unnecessarily restrict trade without furthering safety objectives, or were not based on scientific evidence. Those rules, the office said, include various measures that ban genetically engineered crops or meat produced using hormones or other compounds that promote growth in animals that are commonly used in the U.S.

The United States criticized a proposed regulation that would combat deforestation by requiring makers of cocoa, beef, palm oil and other products to trace where their goods come from. It also cited Europe’s carbon border adjustment mechanism, which beginning in 2026 will tax certain imports based on the carbon emissions generated as they are produced.

The report also said that Europe had harmful tech policies, including its efforts to regulate how content is shared online, restrict personal data from being transferred outside

The United States has also expressed strong concerns about a lack of access to Japan’s auto markets, saying that issues with having vehicles certified and tested, among other problems, block American-made cars from that market.

Mexico

USTR cited Mexico for a variety of regulations that can change on short notice, making it difficult for U.S. exports to follow and predict rules. It also mentioned Mexico’s backlog in allowing pharmaceuticals and medical devices to enter the market, and barriers for products made with herbicides and genetically engineered materials, including the use of genetically engineered corn in tortillas.

It criticized Mexico for issues with online piracy. And it said the country had set up systems that gave preference to its state-owned oil and gas company over private energy companies, gave the government greater state control over lithium resources, and restricted foreign investment in sectors like ports and express delivery companies.

South Korea

Seoul has eliminated tariffs on many U.S. agricultural products through a free-trade agreement, but still has restrictions on U.S. beef, pet food, blueberries and other goods. USTR also criticized barriers to foreign cloud service providers, and bills that South Korea had introduced to regulate companies in the digital sector. It said that the country had maintained barriers to foreign investment and said that the auto industry had expressed concerns about requirements like certification for emissions standards.

Vietnam

The report criticizes Vietnam for prohibiting the import of certain products like toys, used vehicle parts and refurbished medical devices. It also cited Vietnam’s restrictions on imported pharmaceuticals, medical devices, ethanol and genetically engineered corn and soybeans, as well as the country’s restrictions on data and its barriers to investment.

US inflation swaps price in big short-term tariff impact, flag recession risk

Investors in financial derivatives called U.S. inflation swaps are betting that President Donald Trump’s tariffs will have a hefty short-term impact on consumer prices that will recede in the next few years as recession concerns escalate.

Inflation swaps are used to hedge against a rise in prices. They have two participants: the receiver and payer. The receiver seeks protection against rising inflation, while the payer, typically a bank, assumes the risk tied to inflation.

Specifically, the receiver agrees to exchange with the payer a fixed amount for floating payments tied to the Consumer Price Index (CPI) for a given notional amount and period of time.

These instruments are also used by market participants to speculate on the path of inflation and more broadly to infer inflation expectations. U.S. inflation swaps cleared by LCH have amounted to $1.3 trillion so far this year, having grown sharply since Trump’s January 20 inauguration in the face of rising tariff uncertainty.

Trump is expected to announce on Wednesday a wide range of reciprocal tariffs against U.S. trading partners who levy tariffs against imports from the United States. While there are no specific details on which products will be affected, analysts expect that tariffs will be imposed on cars, semiconductors, lumber, and pharmaceuticals.

The U.S. president, however, said last week, he was open to negotiating deals with countries seeking to avoid U.S. tariffs.

Ahead of this tariff announcement, U.S. one-year inflation swaps surged to a two-year high of 3.07% on Friday, and were last at 2.99% on Tuesday. This move means that investors believe headline CPI will average about 3% over the next 12 months, higher than the 2.8% year-on-year CPI reading for February, the latest available data.

U.S. two-year swaps, on the other hand, were at 2.84%, while those on three-year maturities stood at 2.42%, LSEG data showed, suggesting the market thinks inflation will come down after that initial spike.

“There’s an initial, one-time increase in inflation at the price level because firms have to raise prices to offset the impact of tariffs,” said Ryan Swift, chief bond strategist at BCA Research.

“But over the medium term, tariffs would actually slow manufacturing activity, which means less demand ... and inflation will end up lower than what it would have been otherwise just because the economy is hurt. It reflects recession expectations.”

Recession is not the base case for many banks, although that likelihood has increased.

Goldman Sachs, in its latest research note, has raised its 12-month recession

probability to 35% from 20%, reflecting its lower growth forecast for the fourth quarter, declining consumer confidence, and “statements from White House officials indicating willingness to tolerate economic pain.”

J.P. Morgan estimates a 40% chance of a recession.

There’s another measure of price increase expectations, however, called breakeven inflation, derived from the Treasury Inflation-Protected Securities market. Breakeven inflation and inflation swaps are similar, although the former has a liquidity premium attached to it due to supply and demand factors in TIPS trading.

Some analysts prefer to look at inflation swaps to measure

expectations because they are not tied to liquidity issues.

Breakevens showed a similar pattern with U.S. inflation swaps: a big tariff impact in one-year breakevens of 3.4% on Tuesday, sliding in the next few years.

Some analysts pointed out that lower inflation expectations after that initial tariff-related rise seemed misplaced.

“If growth continues to chug along even if it is at a more subdued pace and you get this big supply shock coming from tariffs, the inflation impact in the near term will be larger than what the market is currently priced for and that could last longer,” said Phoebe White, head of U.S. inflation market strategy at J.P. Morgan.

How Trump supercharged distrust, driving US allies away

The F-35, a fifth-generation fighter, was developed in partnership with eight countries, making it a model of international cooperation. When President Donald Trump introduced a sixthgeneration aircraft, the F-47, he praised its strengths — and said the version sold to allies would be deliberately downgraded.

That made sense, Trump said last week, “because someday, maybe they’re not our allies.”

For many countries wedded to the United States, his remark confirmed a related conclusion: that America can no longer be trusted. Even nations not yet directly affected can see where things are heading, as Trump threatens allies’ economies, their defense partnerships and even their sovereignty.

For now, they are negotiating to minimize the pain from blow after blow, including a broad round of tariffs expected in April. But at the same time, they are pulling back. Preparing for intimidation to be a lasting feature of U.S. relations, they are trying to go their own way.

A few examples:

— Canada made a $4.2 billion deal with Australia in March to develop cuttingedge radar and announced that it was in talks to take part in the European Union’s military buildup.

— Portugal and other NATO nations are reconsidering plans to buy F-35s, fearing U.S. control over parts and software.

— Negotiations over a free trade and technology deal between the EU and India have suddenly accelerated after years of delays.

— Brazil is not only increasing trade with China, it’s doing it in China’s currency, sidelining the dollar.

— In several countries, including Poland, South Korea and Australia, discussions about whether to build or secure access to nuclear weapons are now commonplace.

Some degree of distancing from the United States had already been in motion as other countries became wealthier, more capable and less convinced that U.S. centrality would be permanent. But the past few months of Trump 2.0 have supercharged the process.

Prime Minister Keir Starmer at the submarine shipyard in Barrow-in-Furness, England, March 20, 2025. While President Trump is taking on all of America’s allies, he harbors a particular animus for Europe. (Andrew Testa/The New York Times)

History and psychology help explain why. Few forces have such a powerful, long-lasting impact on geopolitics as distrust, according to social scientists who study international relations. It has repeatedly poisoned negotiations in the Palestinian-Israeli conflict. It kept Cold War tensions between the United States and the Soviet Union burning for decades.

So-called realists — who see international relations as an amoral contest between self-interested states — argue that trust should always be assessed with skepticism, because believing in good intentions is risky.

But Trump has sparked more than cautious suspicion. His own distrust of allies, evident in his zero-sum belief that gains for others are losses for America, has been reciprocated. What it has created is familiar — a distrust spiral. If you think the other person (or country) is not trustworthy, you’re more likely to break rules and contracts without shame, studies show, reinforcing a partner’s own distrust, leading

to more aggression or reduced interaction.

“Trust is fragile,” Paul Slovic, a psychologist at the University of Oregon, wrote in a seminal 1993 study on risk, trust and democracy. “It is typically created rather slowly, but it can be destroyed in an instant — by a single mishap or mistake.”

In Trump’s case, allies point to a sustained assault.

His tariffs on imports from Mexico and Canada, which ignored the North American free trade deal that he signed during his first term, stunned the United States’ neighbors.

His threats to make Canada a U.S. state and send the U.S. military into Mexico to go after drug cartels were brash intrusions on sovereignty, not unlike his demands for Greenland and the Panama Canal. His blaming of Ukraine for the war that Russia started further alienated allies, forcing them to ask: Is the United States a defender of dictators or democracy?

Relatively quickly, they have determined that even if Trump’s boldest propos-

als — such as turning the Gaza Strip into a Mideast Riviera — are fantasies, the trend lines point in the same direction: toward a world order less like the Olympics and more like Ultimate Fighting.

Perhaps no country is more shocked than Canada. It shares the world’s largest undefended border with the United States, despite their wide disparity in military strength. Why? Because Canadians trusted America. Now, in large part, they do not.

Canadian Prime Minister Mark Carney on Thursday said his country’s traditional relationship with the United States was “over.”

“Trump has violated the deep assumption in Canadian foreign policy that the U.S. is an inherently trustworthy nation,” said Brian Rathbun, a global affairs professor at the University of Toronto. “That is very threatening to basic Canadian interests in trade and security, leading it to cast around for alternatives.”

Economic patriotism is somewhat new for Canada, but it has given rise to a Buy Canadian movement that urges consumers to shun American products and stocks. Canadians are also canceling U.S. holidays in large numbers.

More significant in the longer term, Trump’s threats have forged a surprising consensus around a policy that had been contentious or ignored: that Canada should be building pipelines, ports and other infrastructure east to west, not north to south, to reduce its reliance on the United States and push its resources outward to Asia and Europe.

Bilihari Kausikan, a former Singaporean diplomat, said that a little mistrust can lead to healthy caution, noting that Asia has been skeptical of the United States since the Vietnam War. He said the end result of the Trump era could be “a more diversified world, with more maneuvering space” and a less-dominant United States.

But for now, distrust is spreading. Experts said it would take years and a slew of costly trust-building efforts to bring the United States together with allies, new or old, for anything long term.

“Trust is difficult to create and easy to lose,” said Deborah Welch Larson, a political scientist at UCLA who wrote a book about mistrust’s Cold War role. “Mistrust of the United States’ intentions and motives is growing day by day.”

Marine Le Pen barred from French presidential run after embezzlement ruling

Marine Le Pen, the French far-right leader, was found guilty of embezzlement by a criminal court in Paris on Monday and immediately barred from running for public office for five years, setting off a democratic crisis in France.

The verdict effectively barred the current front-runner in the 2027 presidential election from participating in it, an extraordinary step but one the presiding judge said was necessary because nobody is entitled to “immunity in violation of the rule of law.”

Jordan Bardella, Le Pen’s protege and a likely presidential candidate in her absence, said on social media, “Not only has Marine Le Pen been unjustly convicted, French democracy has been executed.” Hard-right leaders across Europe, including Viktor Orban, the Hungarian prime minister, appeared to agree.

“Je suis Marine!” Orban declared.

However, Sacha Houlié, a centrist lawmaker, asked, “Is our society really so sick that we are going to take offense at what is no more and no less than the rule of law?”

Monday’s verdict infuriated Le Pen, an anti-immigrant, nationalist politician who has already mounted three failed presidential bids. Murmuring “incredible,” she briskly left the courtroom before the hearing was over.

Le Pen, looking grim, told TF1 television the ruling was a “political” attempt to thwart her. She said millions of French people were “outraged” and she vowed to fight back despite slim chances of legal success. “Let’s be clear,” she said. “I am eliminated, but in reality its millions of French people whose voices have been eliminated.

“I’m not going to submit to a democratic denial so easily,” Le Pen said angrily, displaying little of the “serenity” that she had spoken of before the verdict.

An opinion poll on the presidential election published Sunday gave Le Pen 34% to 37% of the vote, more than 10 points ahead of her nearest rival. President Emmanuel Macron is termlimited and cannot run again.

Le Pen has denied any wrongdoing in the case, which involved accusations that her party, the National Rally, misused several million euros in European Parliament funds between 2004 and 2016. Le Pen was found guilty not of personally enriching herself but of overseeing a complex scheme to pay party staff members with money intended for aides to European lawmakers.

The court also sentenced Le Pen, 56, to four years in prison, with two of those years suspended. The court said the other two could be served under a form of house arrest. She was fined 100,000 euros (about $108,000).

Le Pen’s electoral ineligibility is effective immediately. As a result, she will be able to run in 2027 only if she secures a more lenient ruling on appeal — which is difficult but not impossible. The appeals process is slow in France, and even if a new trial took place before the election, it is unclear whether the prosecution’s case would be overturned.

The presiding judge, Bénédicte de Perthuis, acknowledged that a politician prevented from running for office might later win on appeal, and she said the tribunal could not be indifferent to “the need to seek social consensus.”

But the gravity of the case, and the apparent refusal of those accused to acknowledge the facts, made political disqualification necessary, the judge said. The court has to “ensure that elected officials, like any citizen, do not benefit from any favorable treatment,” she noted.

a budget this year and could still be toppled at any time by lawmakers in the lower house of parliament, where Le Pen’s party is the single largest.

The verdict does not affect her current mandate as a lawmaker in the lower house. But if Macron calls snap elections, as he did last year, she will not be eligible to run again. Given the current impasse in a divided assembly, such a dissolution this year is plausible.

Until Monday, the accusations that Le Pen and her party had embezzled a sum close to $5 million in European Parliament funds had done little to hinder the National Rally’s rise from the fringes of French politics to its heart.

Le Pen has endeavored to rebrand the party, founded in 1972 by her father, Jean-Marie Le Pen, steering it away from its antisemitic and racist roots. Its platform, however, has remained resolutely hard right, calling for extreme toughness on crime and drastic measures against immigration.

The court ruled that Marine Le Pen had played a “central role” in the scheme to siphon funds from the European Parliament and to fill up its coffers at a time when they were precariously empty. Le Pen was a European lawmaker from 2004 to 2017.

The party used lawmaker assistants who were paid with European Parliament funds to perform tasks for the party that were unrelated to EU business, the court ruled.

The verdict could usher in a period of renewed political turmoil if Le Pen decides to lash out against France’s fragile government or if anger spills over into the streets. The government struggled to pass

It also rejected Le Pen’s argument that the case was a political witch hunt.

“No one is on trial for engaging in politics,” de Perthuis said.

NEW YORK TIMES

Can the Jesus of history support the Christ of faith?

The latest issue of The New Yorker includes an essay by Adam Gopnik, “We’re Still Not Done With Jesus,” on the scholarly debates about the origins of Christianity. In the piece, Gopnik positions himself as a nuanced balancer between two serious schools (though he tilts toward the first): a school that holds that the early Christians mythologized and invented, but on the basis of some set of true events; and a school that treats the historical core of Christian faith as illusory and inaccessible and the books of Mark, Matthew, Luke and John as pure literary-mystical inventions.

Entirely absent is any meaningful treatment of the arguments for taking the Gospels seriously as what they claim to be: eyewitness accounts, or syntheses of eyewitness accounts, with a straightforward claim to basic historical credibility. This absence is not exactly surprising to a longtime reader of Gopnik’s work. But I will admit that I had been hoping — wishcasting? — that we were finally moving past a cultural landscape in which the only interpretations of Christian origins offered to inquiring readers of secular publications were those bent, as Gopnik puts it, on “rehabilitating aspects of Christianity on terms that a secular scholar can respect,” while taking for granted that “nothing happened quite as related.”

To be clear, I would not expect a non-Christian writer to simply embrace the thesis that events in the New Testament did mostly happen as related. But readers who look at the headline of Gopnik’s essay and its implicit questions — We

aren’t done with Jesus? Why aren’t we? — deserve a fuller answer than you can get from just considering the range of perspectives he presents. They deserve an explanation of how the persistence of Christianity is connected not just to the Gospel story’s moral or mythopoetic power, but to the enduring plausibility of its historical claims even in the face of so many determined debunking efforts.

To illustrate this point, I’m going to offer a response to just one passage in Gopnik’s essay. Here he glosses a theory from the religion scholar Elaine Pagels that tries to explain how, if the Gospel accounts are later mythologizations, the early Christians might have moved from an initial spiritual belief in Jesus’ continuing presence in their lives to the frankly supernatural claim about a literal resurrection: Pagels, rightly but audaciously, likens the evolving belief in Jesus’ Resurrection to that of the followers of the Lubavitcher Rebbe Menachem Mendel Schneerson in our own time. During his life, many devotees of the Brooklyn rebbe believed he was the Messiah, a conviction that he encouraged without ever explicitly confirming — much like the Jesus of the Gospels. After Schneerson’s death, in 1994, only a small portion of believers insisted that he remained physically alive, but others continued to experience him as an enduring presence, a guide still available for inner light and intercession, as Jesus was for Paul.

In times of catastrophe, such beliefs tend to harden into certainty. If the Lubavitcher community had been struck by something on the scale of the Judeans’ loss of the Temple and their enslavement, what are now marginal, hallucinatory visions of the rebbe would almost certainly take on a more declarative, redemptive form. “Long live the Rebbe, King Moshiach forever!” — the Lubavitcher slogan seen on New York street corners — is, in essence, no different from “Christ is risen.” Both trace the same arc from comforting spiritual presence to asserted physical reality.

So this is a framework that casts the catastrophe of the Jewish-Roman war that began in the year 66 as the crucial instigator of Christian belief in Jesus’ literal resurrection from the dead. I don’t want to say that this is an impossible framework to maintain, since scholarly debates about the proper interpretation of ancient texts are never-ending. But it’s a very peculiar one if you just follow the consensus of secular scholarship, which does tend to date the Gospels to a period after the catastrophe, but assumes that Paul’s letters to the early communities of Christians (the letters that secular scholars consider genuine, at least) predate the wars of the 60s, the destruction of the temple, and everything that this theory casts as instigating the shift from the spiritual to the literal in Christian faith.

The strongest support for a later dating is that the Gospel of Luke includes passages in which Jesus predicts the destruction of the temple, which themselves seem to adapt passages from the Gospel of Mark. To credit an earlier dating is to potentially credit Jesus with a supernatural gift of prophecy, which secular scholarship is not inclined to do.

But against that reading you have to set the deep strangeness of the Luke-Acts author, supposedly writing decades after his main character’s martyrdom and a massive, epochal trauma

in the life of Christianity, Judaism and the Roman Empire, deciding to just cut his story off in the early 60s with Paul still alive and preaching in Rome, with no clear indicator in the text of what was coming next, both his death and the subsequent political-religious upheavals.

Instead, the larger narrative told about Paul’s ministry seems rhetorically tailored for the landscape that existed before the Jewish revolt and Neronian persecution: a world with an influential Jewish community spread throughout the empire, in which Christians were trying to justify their own message and mission to the Gentiles in terms familiar to Judaism while simultaneously seeking the friendship of Roman authorities, whose persecution they didn’t yet have reason to fear. To the extent that Acts reads propagandistically in any way, its propaganda seems aimed at a landscape that existed while Paul was traveling and preaching, and that vanished soon thereafter.

Which means that there is a very straightforward reading of Luke-Acts that explains why it doesn’t include Paul’s martyrdom or any reckoning with everything that followed. It’s because those things hadn’t happened yet, the books were completed by the early 60s at the latest — and as such provide further evidence that a fully supernaturalist Christianity, Gospel narratives and all, was off and running before the traumas of war, persecution and exile intervened.

This is a gloss on a complex debate that doesn’t address all the possible counterarguments. But I offer it because it’s just one example of why so many Christian believers who engage seriously with their religion’s origins don’t feel as if the reasonable and historically minded person is required to choose between Gopnik’s two disenchanted options. They think that the best evidence, the most serious reading of history, still makes the original interpretation as plausible as ever, and the mystery not disenchanted but intact.

Taking aim at Smithsonian, Trump wades into race and biology

When President Donald Trump issued an executive order claiming that the Smithsonian Institution had “come under the influence of a divisive, racecentered ideology,” he singled out a sculpture exhibition at the Smithsonian American Art Museum in Washington.

The exhibition, called “The Shape of Power: Stories of Race and American Sculpture,” explores how, for more than 200 years, sculpture has both shaped and reflected attitudes about race in the United States.

The president’s order noted, among other things, that the show “promotes the view that race is not a biological reality but a social construct, stating ‘Race is a human invention.’”

In interviews, several scholars questioned why the executive order appeared to take issue with that view, which is now broadly held. Samuel J. Redman, a history professor at University of Massachusetts Amherst who has written about scientific racism, said that “the executive order is troubling and out of step with the current consensus.” He added that pseudoscientific attempts to create a hierarchy of races with white people at the top were seen “in places like Nazi Germany or within the eugenics movement.”

rences could be categorized into distinct ‘races,’” the Field Museum wrote when it brought some back for a 2016 exhibition.

Smalls said it was important to confront this part of history. “What bothers me most about the executive order is that it shuts down the whole conversation, not allowing for any discussion,” he said. “It also imposes that there is one view of American history and that the country is a history of greatness. No country is great all the time.”

Artists with sculptures in the show questioned the White House’s contention that it was divisive.

Roberto Lugo, a 43-year-old Puerto Rican artist whose sculpture was featured in advertisements for the exhibition, said that the curators wanted to promote connection and understanding.

Asked for comment, the White House referred a reporter back to the executive order. Trump said in his inaugural address that he would stop efforts to “socially engineer race and gender into every aspect of public and private life.”

The quotation about race as a human invention appears to come from the wall text in the show, which notes that humans are “99.9 percent genetically the same” and introduces part of a statement on race and racism by the American Association of Biological Anthropologists.

“Race does not provide an accurate representation of human biological variation,” the statement reads. “Humans are not divided biologically into distinct continental types or racial genetic clusters. Instead, the Western concept of race must be understood as a classification system that emerged from, and in support of, European colonialism, oppression, and discrimination.”

“It thus does not have its roots in biological reality, but in policies of discrimination,” the statement says. “Because of that, over the last five centuries, race has become a social reality that structures societies and how we experience the world. In this regard, race is real, as is racism, and both have real biological consequences.”

Trump’s executive order came after he moved to purge diversity, equity and inclusion measures.

The executive order took issue with a number of other things about the show, including that it noted that societies, including the United States, had “used race to establish and

maintain systems of power, privilege, and disenfranchisement” and claimed that “sculpture has been a powerful tool in promoting scientific racism.”

Museum officials declined to comment about the order and the show, which opened just a few days after the presidential election in early November to positive reviews and runs through Sept. 14.

James Smalls, an art historian who advised the curators of the exhibition and wrote for its catalog, said there had been clear examples in the past of sculpture being used to suggest that some races were superior to others.

He pointed to the 1930s bronze sculptures of Malvina Hoffman made for a “Races of Mankind” exhibit at the Field Museum in Chicago that attempted to show “racial types” from around the world. (Hoffman, who died in 1966, was skeptical about the biological notions of race she was hired to illustrate, seeing her subjects as individuals, not types.)

“By the time the exhibition was deinstalled more than 30 years later, more than 10 million people had seen it — as well as its misguided message that human physical diffe -

“My art is not about divisiveness but trying to find my place in the world and connect with others and represent my culture, ancestry and community within the context of American history,” he said of his sculpture, which was made from a cast of his own body, painted in patterns that describe different aspects of his heritage. “I feel like the exhibition was an honest interpretation of people’s lived experiences.”

Nicholas Galanin, a 45-year-old artist whose work is inspired by his Indigenous heritage, contributed a 2016 sculpture to the exhibition called The Imaginary Indian (Totem Pole), which includes a wooden totem disappearing into floral wallpaper.

“Museums, monuments and public institutions should be spaces where these stories are held with care, not suppressed for political convenience,” he said. “When we interrogate systems of power and challenge historical narratives that center whiteness and colonial dominance, we do not divide; we restore balance.”

In an essay for the exhibition’s catalog, Stephanie Stebich, the museum’s director at the time, wrote that “our goal is to encourage visitors to feel invited into a transparent and honest dialogue about the histories of race, racism, and the role of sculpture, art history, and museums in shaping these stories.”

The Food and Drug Administration’s top vaccine official, Dr. Peter Marks, resigned under pressure late last week and said that Health Secretary Robert F. Kennedy Jr.’s aggressive stance on vaccines was irresponsible and posed a danger to the public.

“It has become clear that truth and transparency are not desired by the secretary, but rather he wishes subservient confirmation of his misinformation and lies,” Marks wrote to Sara Brenner, the agency’s acting commissioner. He reiterated the sentiments in an interview, saying: “This man doesn’t care about the truth. He cares about what is making him followers.”

Marks resigned after he was summoned to the Department of Health and Human Services on Friday afternoon and told that he could either quit or be fired, according to a person familiar with the matter.

Marks led the agency’s Center for Bio -

logics Evaluation and Research, which authorized and monitored the safety of vaccines and a wide array of other treatments, including cell and gene therapies. He was viewed as a steady hand by many during the COVID pandemic but had come under criticism for being overly generous to companies that sought approvals for therapies with mixed evidence of a benefit.

His continued oversight of the FDA’s vaccine program clearly put him at odds with the new health secretary. Since Kennedy was sworn in Feb. 13, he has issued a series of directives on vaccine policy that have signaled his willingness to unravel decades of vaccine safety policies. He has rattled people who fear he will use his powerful government authority to further his decades-long campaign of claiming that vaccines are singularly harmful, despite vast evidence of their role in saving millions of lives worldwide.

“Undermining confidence in wellestablished vaccines that have met the high standards for quality, safety and effectiveness

Dr. Peter Marks, the FDA’s director of the Center for Biologics Evaluation and Research, testifies at a Senate hearing regarding the pandemic response, on Capitol Hill in Washington, March 18, 2021. Marks, the FDA’s top vaccine official, resigned on March 28, 2025, saying that Health Secretary Robert Kennedy’s ‘misinformation and lies’ on vaccines was irresponsible and posed a danger to the public. (Anna Moneymaker/The New York Times)

that have been in place for decades at FDA is irresponsible, detrimental to public health, and a clear danger to our nation’s health, safety and security,” Marks wrote.

Kennedy has, for example, promoted the value of vitamin A as a treatment during the major measles outbreak in Texas while downplaying the value of vaccines. He has installed an analyst with deep ties to the antivaccine movement to work on a study examining the long-debunked theory that vaccines are linked to autism.

And Thursday, Kennedy said on NewsNation that he planned to create a vaccine injury agency within the Centers for Disease Control and Prevention. He said the effort was a priority for him and would help bring “gold-standard science” to the federal government.

The House Committee on Oversight and Government Reform sent a list of demands to Kennedy on Saturday, seeking records related to a list of actions it described as “endangering the nation’s public health by undermining routine vaccinations.” The committee asked him to provide records by April 14 related to Marks’ termination.

The letter, signed by U.S. Rep. Gerald

Connolly, D-Va., the ranking member of the committee, also urged the FDA to return funding to grants related to vaccine hesitancy and use and to provide information about canceled or delayed vaccine-related advisory committee meetings. “I am deeply alarmed that you continue to sow doubts regarding the efficacy of vaccination,” the letter said.

An HHS spokesperson said in a statement Friday night that Marks had no place at the FDA if he was not committed to transparency.

In his letter, Marks mentioned the deadly toll of measles in light of Kennedy’s tepid advice on the need for immunization during the outbreak among many unvaccinated people in Texas and other states.

Marks wrote that measles, “which killed more than 100,000 unvaccinated children last year in Africa and Asia” because of complications, “had been eliminated from our shores” through the widespread availability of vaccines.

Marks added that he had been willing to address Kennedy’s concerns about vaccine safety and transparency with public meetings and by working with the National Academies of Sciences, Engineering and Medicine, but was rebuffed.

“I did everything I possibly could for this administration to work with them in an effort to restore confidence in vaccines,” Marks said in the interview. “It became clear that’s not what they wanted.”

Leaving the FDA, Marks added, was a “weight lifted from me, because I was in an environment where it was spiraling deeper and deeper into danger.”

Ellen V. Sigal, founder of the advocacy group Friends of Cancer Research and a close ally of Marks’, said his “leadership has been instrumental in driving medical innovation and ensuring that lifesaving treatments reach patients who need them most.” His departure, she said, “will create a significant void.”

John Crowley, CEO of the Biotechnology Innovation Organization, the biotechnology industry’s trade association, also praised Marks’ leadership and added a warning about the future of the agency: “We are deeply concerned that the loss of experienced leadership at the FDA will erode scientific standards and broadly impact the development of new, transformative therapies to fight diseases for the American people,” he said in a statement Saturday.

Government science data may soon be hidden. They’re racing to copy it.

Amid the torrent of executive orders signed by President Donald Trump were directives that affect the language on government webpages and the public’s access to government data touching on climate change, the environment, energy and public health.

In the past two months, hundreds of terabytes of digital resources analyzing data have been taken off government websites, and more are feared to be at risk of deletion. While in many cases the underlying data still exists, the tools that make it possible for the public and researchers to use that data have been removed.

But now, hundreds of volunteers are working to collect and download as much government data as possible and to re-create the digital tools that allow the public to access that information.

So far, volunteers working on a project called Public Environmental Data Partners have retrieved more than 100 data sets that were removed from government sites, and they have a growing list of 300 more they hope to preserve.

It echoes efforts that began in 2017, during Trump’s first term, when volunteers downloaded as much climate, environmental, energy and public health data as possible because they feared its fate under a president who has called climate change a hoax.

Little federal information disappeared then. But this time is different. And so, too, is the response.

“We should not be in this position where the Trump administration can literally take down every government website if it wants to,” said Gretchen Gehrke, an environmental scientist who helped found the Environmental Data and Governance Initiative in 2017 to conserve federal data. “We’re not prepared for having resilient public information in the digital age and we need to be.”

Gretchen Gehrke, an environmental scientist who helped found the Environmental Data and Governance Initiative, works at her home in Durham, N.C., March 17, 2025. Vast quantities of climate and environmental information have been removed from official websites in the past months, but scientists are trying keep it available. While a lot of data generated by agencies, like climate measurements collected by the National Oceanic and Atmospheric Administration, is required by Congress, the digital tools that allow the public to view that data are not.

“This is a campaign to remove public access,” said Jessie Mahr, the director of technology at the Environmen-

tal Policy Innovation Center, a member group of the data partnership. “And at the end of the day, American taxpayers paid for these tools.”

Farmers have sued the Department of Agriculture for deleting climate data tools they hope will reappear. In February, a successful lawsuit led to the republication of the Centers for Disease Control and Prevention’s Social Vulnerability Index. A banner at the top of the CDC webpage now notes that the Department of Health and Human Services was required to restore the site by court order.

The Public Environmental Data Partners coalition has received frequent requests for two data tools: the Climate and Economic Justice Screening Tool, or CEJST, and the Environmental Justice Screening Tool, or EJScreen.

The first was developed under a Biden administration initiative to make sure that 40% of federal climate and infrastructure investments to go to disadvantaged communities. It was taken offline in January. EJScreen, developed under the Obama administration and once available through the Environmental Protection Agency, was

removed in early February.

“The very first thing across the executive branch was to remove references to equity and environmental justice and to remove equity tools from all agencies,” Gehrke said. “It really impairs the public’s ability to demonstrate structural racism and its disproportionate impacts on communities of color.”

Just a dozen years ago, the EPA defined environmental justice as “the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income.” The EPA’s new administrator, Lee Zeldin, recently equated environmental justice to “forced discrimination.”

Nonprofit organizations used both screening tools to apply for federal grants related to environmental justice and climate change. But the EPA closed all of its environmental justice offices last week, ending three decades of work to mitigate the effects on poor and minority communities often disproportionately burdened by industrial pollution. It also canceled hundreds of grants already promised to nonprofit groups trying to improve conditions in those communities.

“You can’t possibly solve a problem until you can articulate it, so it was an important source of data for articulating the problem,” said Harriet Festing, executive director of the nonprofit group Anthropocene Alliance. Christina Gosnell, co-founder and president of Catalyst Cooperative, a member of the environmental data cooperative, said her main concern was not that the data won’t be archived before it disappears, but that it won’t be updated.

Preserving the current data sets is the first step, but they could become irrelevant if data collection stops, she said.

Some data have, so far, been left alone, like statistics from the Energy Information Administration, among other agencies. Zane Selvans, a fellow co-founder of Catalyst Cooperative, said the group had worked for the past eight years to aggregate U.S. energy system data and research in the form of open source tools. The goal is to increase access to federal data that is technically available but not necessarily easy to use.

“So far we’ve been lucky,” Selvans said. “Folks working on environmental justice haven’t been as lucky.”

For top players, road to the World Cup will go on, and on, and on

Thomas Tuchel is worried.

Tuchel, the new coach of the England men’s national soccer team, is concerned that his players will be burned out by the time they arrive in North America next summer for the 2026 World Cup.

“I am not so concerned about the number of games the players play in total,” Tuchel said. “I am more concerned that they never have a real break of three to four weeks.”

Tuchel is not the first to raise the issue. Last year, FIFPro, the international players union, made its feelings known about the demands placed on athletes in the men’s game, echoing concerns expressed by a range of players — including Kylian Mbappé, Jude Bellingham and Rodri — about the lack of breaks from the physical demands of competitive matches.

It will be worse for some than others.

Take Chelsea striker Nicolas Jackson. He has been out injured since February but is expected to be available again soon.

It is unlikely that he will play every game possible and also that Chelsea and his national team, Senegal, will go the distance in every competition they are in, but if they did, he could theoretically be involved in more than 100 matches from now to the end of the 2026 World Cup.

Paris St.-Germain defender Achraf Hakimi could be in a similar position. His most recent significant break from action came last summer — about a month between a couple World Cup qualifying matches for Morocco and the start of preseason with his club.

He is unlikely to have another lengthy breather from top-level action for over a year, with club and international commitments filling his calendar well into the 2026-27 campaign if Morocco qualifies for the 2026 World Cup. He could also surpass 100 games in the 475 days from now to the World Cup final.

FIFPro’s workload monitoring tool, which keeps track of 1,500 soccer players spread across the globe, reported that 54% of players experienced “excessive or high workload demands” during the 2023-24 season. It highlighted Argentina striker Julián Álvarez, who was involved in 83 matchday squads for club and country across the campaign.

The union is calling for action to prevent player burnout. But there will be no letup for the foreseeable future. The sport is preparing for a 16-month slog, which includes an Africa Cup of Nations, an expanded Club World Cup, huge matches in domestic and European competitions, and the biggest World Cup ever.

The next 16 months will be dizzying for fans and exhausting for players. Here is an outline of what that schedule will look like for men’s soccer.

THROUGH MAY

Domestic league and cup games, UEFA club competitions, international friendlies/ World Cup qualifiers/Nations League, CONCACAF Champions Cup

Steve Bruce, a former Manchester United player and a veteran manager of Premier League and English Football League teams, speaks often about the season hitting a new level of intensity “when the daffodils come out.”

The end of the current international break — this has included World Cup qualifiers and the latter stages of the Nations League — and the arrival of spring bring a nonstop sprint to the finish in the domestic league season.

Premier League clubs have nine more league games to play, and at least two clubs can look forward to three more games in the FA Cup.

The Premier League season ends May 25, as does La Liga in Spain and Serie A in Italy, while France’s Ligue 1 and the German Bundesliga end a week earlier. In the United States, the MLS regular season, which began in February, continues to October. Select MLS teams will also enter the U.S. Open Cup the first week of May.

European competitions also finish in May, culminating in the Champions League final in Munich on May 31.

The CONCACAF Champions Cup began in February and reaches the quarterfinals stage in early April, with the semifinals to follow later the same month and into early May.

JUNE

Postseason tours, international friendlies or qualifiers, CONCACAF Champions Cup, CONCACAF Gold Cup, Club World Cup

It was once a familiar sight to see players leaving the final games of the league season in shorts and flip-flops and boarding flights a few hours later to a beach somewhere.

Not this year. The Champions League final and the CONCACAF Champions Cup final are on the same weekend and are followed immediately by a nine-day international window. Most European national teams will play two games in World Cup qualifying or the Nations League.

For many players, there will be just a fiveday break before the start of the expanded Club World Cup, featuring 32 teams from around the globe.

The winners and runners-up will play sev-

en games in a month — three group matches and four more in the knockout stage — before the final at MetLife Stadium in East Rutherford, New Jersey, on July 13.

At the same time, the CONCACAF Gold Cup will be taking place in the United States and Canada, running from June 14 to July 6.

JULY

Preseason tours, Club World Cup, CONCACAF Gold Cup, Leagues Cup

For European clubs, the first week of July is the traditional start of preseason training. Many clubs excuse their international players from the first phase of this to provide a manufactured break, but with the new Premier League season starting in midAugust, the scope for giving players a rest is limited.

And in the United States, the Leagues Cup — the tournament between Liga MX and MLS teams — gets underway in July.

AUGUST TO NOVEMBER

Preseason tours, domestic leagues begin, domestic cup games, UEFA club competitions, international qualifiers/friendlies, MLS Cup playoffs

The first games of the 2025-26 Premier League season will kick off on the weekend of Aug. 16, with La Liga due to begin a few days later and the other major European leagues likely to start about the same time.

For international players, there will be no breaks and many air miles until the end of the season.

There are windows for up to six international games in September, October and November before a relentless sequence of games through Christmas.

October marks the start of the MLS Cup playoffs.

DECEMBER AND BEYOND

Domestic league and cup games, UEFA club competitions, MLS Cup, Africa Cup of Nations, international qualifiers/friendlies, postseason tours, international friendlies, World Cup

Some of Africa’s top players will be missing from club duty for up to a month across December and January so they can play in the continent’s premier international tournament, the Africa Cup of Nations.

The teams that reach the final of the tournament in Morocco will play seven games in four weeks (as will the losing semifinalists because of the competition’s third-place playoff). And then, beginning in mid-January, the club season will take center stage again, punctuated by one more two-game international break next March. A two-game slot for preWorld Cup friendlies will take place in midJune 2026 before the tournament itself begins June 11.
