Blues In Baileyton
BAILEYTON, AL- Blue ribbons were abundant in Baileyton when Walking and Racking Horses recently visited on August 9th and 10th. The Roger Latham Memorial Walking Horse Show was held on Friday, August 9th while the Roger Latham Memorial Racking Horse Show followed on Saturday, August 10th. Organizers annually host this two-night event in order to memorialize the passing of their friend Roger Latham. On Friday evening, Ray Solley directed his entry, Air Force, to the Walking Horse Championship. Taking the top honor in the Racking Horse Stake on Saturday evening was Jose Master with Larry Latham in the irons for David Latham. The Scoop was proud to be present to capture the winning moments.

Experience, rule book knowledge and strengths in previous judging assignments were considered by The Celebration’s judge’s committee. The 2019 panel is mixed with seasoned and novice Celebration judge’s. The judge’s committee is selected from the TWHNC Board. They begin the process annually by sending each Triple A judge a message finding out if they are available and if they are interested. After the list was narrowed, five judges accepted the task of choosing your 2019 World and World Grand Champions. Marking the cards for the 81st Annual Tennessee Walking Horse National Celebration are Jamie Bradshaw, Nathan Clark, Jamie Hankins, Kenny Smith and Robbie Spiller
Jamie Bradshaw- Jamie Bradshaw resides in Arab, Alabama with his wife Chrissy and two children, Brody 16 and Ella, 12. This year’s Celebration will be Bradshaw’s fifth time to mark the cards. His last appearance as judge was in 2013, and other previous years were 2006, 2009 and 2011. Jamie is a former Walking Horse trainer whose career is now in the poultry business with a 41-acre poultry farm. This new career allows him more time to spend with his family. His children are very involved in athletics, and he enjoys spending his time cheering them on and serving in various positions such as president of the Booster Clubs for football and baseball.
Nathan Clark- Also entering The Celebration ring as a five-time judge will be Nathan Clark. The Arab, Alabama resident has been judging since 2002, and he judged his first Celebration in 2008. Clark also marked the cards in 2010, 2012 and 2016. He and his wife Anna have two boys; Frank, 13 and John Winston, 8. Clark is still involved in the horse industry as he passed his love of showing down to his children who also love showing. Nathan currently serves as a project manager for Woodward Construction & Design.

Jamie Hankins- When Jamie Hankins enters this year’s Celebration ring as a judge, he will make his seventh appearance on the panel. He comes to this year’s show with the most experience judging the TWHNC. Hankins is a third generation trainer and continues his business today in Paris, Kentucky. The avid UK basketball fan is married to Jennifer and they have six children; Amy Northrop, Chad Hankins, Jarrod Hankins, Justin Hankins, Logan Hankins and Claire Hankins.
Kenny Smith- Making his first Celebration appearance as a judge is Kenny Smith. He previously judged the Fun Show in May and will expand that experience while judging at this year’s Celebration. His family has owned and exhibited Walking Horses for many years. Along with his wife Renee, the Smiths reside in Manchester, Kentucky and own a convenient store in London, Kentucky. The couple has three beautiful daughters; Dalia Smith-Harr, Molly Smith and Annabelle Smith. Robbie Spiller- Robbie Spiller is a native of Tuscaloosa, Alabama but now resides in Tennessee in the small Bedford County community of Deason. It is there where she has owned and operated Spiller Hill Farm for the last 28 years. Upon her move to Shelbyville, she learned under some great trainers including Steve Hill, Albert Lee Rowland, Wink Groover, Howard Roberts, Buddy Hugh, Phillip Wilson and David Landrum.
Robbie has exhibited her horses for many years and has been involved in the Walking Horse industry in various other aspects. Her career now mainly specializes in trail and field trial horses for riders all across the United States. Spiller will join Kenny Smith as a novice Celebration judge. The Scoop / Page 51

It’s horse show time in Tennessee. Since 1939, visitors from all around have been making memories at The Celebration. The Walking Horse Industry has a tremendous impact on the Shelbyville/Bedford County economy. Fuel, real-estate and sales tax all play an important part. Civic clubs and school organizations also use this event for major fundraising, and at the same time the citizens and local business owners are eager to welcome visitors. Numerous stores, churches, banks and homes are hanging tricolored bows, banners and supportive signs welcoming guests to each establishment. The HSUS, HSLF file lawsuit to compel USDA to reinstate rule necessary to save horses from soring WASHINGTON D.C. — Today the Humane Society of the United States and Humane Society Legislative Fund filed a lawsuit in federal court against the U.S. Department of Agriculture, seeking to compel the agency to reinstate a final rule that was duly issued, prescribed and promulgated in 2017, but withdrawn with the advent of a new administration. The final rule amended regulations under the Horse Protection Act (HPA) that have allowed soring to fester for the entire 49 years since the Act’s passage. The lawsuit argues that by withdrawing the final rule, the USDA not only violated the legal requirements of rulemaking, but also violated its mandate under the HPA. The lawsuit was filed by pro bono counsel at the law firm Latham & Watkins, LLP and the HSUS’s Animal Protection Litigation team. Several individual plaintiffs joined the HSUS and HSLF. It’s been a federal crime since 1970 to show horses who have been sored – subjected to the intentional infliction of pain on their legs and hooves to force them to step higher to gain a competitive edge in the show ring. But trainers in the Tennessee walking, spotted saddle, and racking horse breeds have taken advantage of inadequate regulations that have allowed soring to continue unabated. The existing regulations allow chains to be hung around horses’ legs and tall, heavy platform shoes or “stacks” nailed to horses’ hooves. These devices – which exacerbate the pain of caustic chemicals burned into the horses’ skin and conceal hard or sharp objects jammed into their tender soles – are integral to the soring process. The current regulations also authorize an industry self-policing Page 66 / The Scoop
scheme which has facilitated the perpetuation of soring. In 2010, USDA’s Inspector General released a comprehensive audit of the agency’s Horse Protection Program, concluding that the industry self-policing system – the one authorized by the regulations that would have been replaced by the final rule – was fraught with conflicts of interest, inadequate to prevent soring, and should be abolished. USDA agreed with the Inspector General’s recommendations and said then that it would implement new regulations to remedy the problem. The agency also stated in separate Federal Register notices (in 1979 and 2011) that if soring persisted, it would consider banning the stacks and chains used to facilitate the practice. With the final rule, the agency at long last took the necessary actions to move toward fulfilling its obligations under the HPA. On Jan. 13, 2017, USDA put out a press release announcing the final rule and sent the rule to the Office of the Federal Register where it was put on public inspection and scheduled for publication. However, the rule was withdrawn a few days later by the new administration, without following any of the procedures mandated by law to repeal a duly issued, prescribed and promulgated final rule; agency officials have since placed the final rule on “inactive” status and have resisted efforts to move forward on it. “With today’s legal action we are making clear that we intend to hold the federal government accountable for complying with its statutory obligations under the Horse Protection Act to end the cruelty of soring” said Kitty Block, the HSUS president and CEO. “Our action also puts horse sorers on notice that we will not stop in our efforts to halt the cruelty they inflict on horses.” Sara Amundson, president of HSLF said, “Our commitment to end soring is a lasting one. It’s been a hard fight over the years because soring has powerful defenders. But we’ve never given up, and we’ve never been closer to securing its abolition than we are now.” The HSUS has investigated the practice of soring for decades, bringing forth evidence that has deepened public awareness and outrage and resulted in cruelty convictions for trainers. This lawsuit and the organizations’ ongoing advocacy to pass the PAST Act seek to deliver justice to the horses who have so long suffered as a result of soring. Animal lovers everywhere are encouraged to contact their U.S. senators to urge them to cosponsor PAST and do all they can to help secure its passage. Those in support of the Walking Horse industry and those who oppose the HSUS are quite aware of this, as they continue working and reviewing the matter. CELEBRATION DOG SHOW The Walking Horse Trainers’ Auxiliary is hard at work preparing for the upcoming Celebration. One of the highlights at each year’s show is the Celebration’s Dog Show, “Paws For Cause”. This event will take place on Sunday, August 25th at 1:00PM in the Calsonic Arena. Please note that members of the auxiliary will meet prior at 11:00AM at Finish Line Farms on the Celebration grounds.

CELEBRATION TO AWARD NECK RIBBONS
Those attending the 81st Annual Tennessee Walking Horse National Celebration will be introduced to something new that The Celebration has never done. Each preliminary class winner will receive a neck ribbon, as well as the traditional bridle blue ribbon.
WHTA ANNOUNCES BOARD MEETING The Walking Horse Trainers’ Association Board of Directors will meet on Tuesday, August 20th at 4:00PM. The General Membership will meet at 6:00PM with guest speaker and Lobbyist, Jeff Speaks. The topic of discussion will be the legal issues and the industry. The general public is invited to attend. Both meetings will take place at the Blue Ribbon Circle.
ETWHA LADIES AUXILIARY HOSTS SHOW NEWPORT, TN- The East Tennessee Walking Horse Association Ladies Auxiliary hosted a horse show on August 10th. It was a typical hot summer evening with a large number attending. Jeff Green marked the cards as judge. The 30-class event offered places for Walking and Racking Horses. Mike Carter directed I’m Tom Thumb to the Walking Horse Stake victory for owner Anita Bradshaw.
