Proposal to apply incentives for natural gas vehicles heads to House The Daily Review

HARRISBURG — The House Environmental Resources and Energy Committee on Wednesday endorsed Rep. Tina Pickett’s (R-Bradford/Sullivan/ Susquehanna) proposal to provide grants to municipalities, schools and the private sector for the purchase of natural gas vehicles. House Bill 306 would create the Keystone Fuel Incentive Fund within the Alternative Fuels Incentive Fund to encourage the use of compressed natural gas vehicles. The package does not call for any additional taxes or fees on Pennsylvania residents. Specifically, the legislation would give priority to school districts, transit mu-

nicipal authorities and other subdivisions to receive state grants to help with the purchase of compressed natural gas (CNG) vehicles. If all eligible governmental applications under this section are filled, then it would be opened to the private sector including nonprofits. “With the abundance of natural gas available in our state, it only makes sense to use our homegrown resource to fuel our transportation needs now and well into the future,” said Pickett. “Transforming to a cleaner fuel, such as natural gas, has benefits economically, in that it is less expensive than traditional gasoline, and healthwise, as fewer harmful emissions are produced. That’s why we should do

what we can at the state level to provide incentives for both the public and private sectors to switch to CNG vehicles.” Grants would be broken down in this way: • 65 percent to school districts, municipal authorities, political subdivisions, nonprofit entities, corporations, limited liability companies or partnerships incorporated or registered in Pennsylvania to help -purchase dedicated compressed natural gas vehicles with a gross vehicle weight rating of 14,000 pounds or more, with priority given to school districts, municipal authorities and political subdivisions. • 23 percent to individual residents, not to exceed

$10,000 each, for the purchase of bi-fuel vehicles. • 10 percent to taxi companies and operators for the incremental cost of purchasing dedicated compressed natural gas taxis, not to exceed $10,000 per recipient. Pickett’s legislation is part of the Marcellus Works package of proposals that is designed to reduce harmful emissions and air pollution, create jobs, and use Pennsylvania’s own natural resources to work toward energy independence. In total, eight bills in the package — which include a series of grants, loans and tax credits to encourage the use of natural gas — were reported out of committee this week. They all now head to the House floor for consideration.

2013 GMC Acadia: Refreshed and a cut above Back in the day, most American automobile manufacturers put out nearly identical vehicles under various badges within their lineups. General Motors led the way by producing very similar cars under Chevrolet, Pontiac, Buick and Oldsmobile brands and later put out very similar Saturn and Pontiac vehicles. In today’s leanand-mean auto universe, that duplication seldom occurs, but in the GM full-size crossover world, the General has seen fit to produce three sports-ute cousins on the same Lambda platform: the Chevrolet Traverse, the Buick Enclave and the GMC Acadia. The Acadia distinguishes itself with its own elegance, confident exterior styling, entertainment features, interior versatility and safety features, including the industry’s first front center air bag.

DETROIT — Six automakers, including Toyota, Honda and Nissan, are recalling nearly 3.4 million older-model vehicles worldwide because of defective air bags that can send shrapnel flying into the passenger compartment. The recall mainly affects cars sold by Japanese automakers in North America, Europe and Japan. A small number of cars made by Germany’s BMW AG and General Motors Co. and also involved. The front passenger air bags all were made by the same parts supplier, Japan’s Takata Corp. They have faulty inflator mechanisms that don’t route gas into the air bags. Instead, the highpressure gas can launch plastic and metal parts from the air bags into the cars’ passenger areas. Takata says no one has been hurt, but there have been six incidents of the air bags deploying improperly on roadways. The recall, announced Thursday in Japan, is so large because many automakers use common parts on multiple models to cut costs and simplify manufacturing. This approach was pioneered by Japanese automakers. The recall will bring a great deal of unwelcome publicity for automakers, especially Toyota Motor Corp., said IHS Automotive analyst Paul Newton. Honda Motor Co. is recalling 1.1 million vehicles worldwide, including about 680,000 in North America, 270,000 in Japan and 64,000 in Europe. Models include the Civic compa-

ny, CR-V small SUV and Odyssey minivan from the 2001 to 2003 model years. Also, Nissan Motor Co. is recalling 480,000 vehicles worldwide, including about 265,000 in the U.S. Models include the Nissan Maxima midsize sedan, Pathfinder SUV and Sentra company as well as the Infiniti FX crossover and QX4 SUV, all from the 2001-2003 model years. Recalled models in Japan include the Cube, X-Trail, Maxima and Teana. Mazda Motor Co. is also

part of the recall. About 45,000 Mazda RX-8 and Mazda 6 cars are affected, including 4,000 in Japan. The company said recalls will be announced in North America, Europe, China and elsewhere. At GM, only 55,000 Pontiac Vibe hatchbacks sold in the U.S. and Canada are being recalled. The 2003 models are nearly identical to the Toyota Matrix and were made at a California plant that was jointly run with Toyota. BMW says it’s researching

the problem but no numbers or models are available. The automakers said they would inspect the air bag inflators and replace them if necessary at no cost to owners. The air bag problem happened because of two human errors during production. A worker forgot to turn on the switch for a system weeding out defective products, and parts were improperly stored, which exposed them to humidity, according to Honda spokeswoman Akemi Ando.

DETROIT — Six automakers, including Toyota, Honda and Nissan, are recalling nearly 3.4 million older-model vehicles worldwide because of defective air bags that can send shrapnel flying into the passenger compartment. The recall mainly affects cars sold by Japanese automakers in North America, Europe and Japan. A small number of cars made by Germany’s BMW AG and General Motors Co. and also involved. The front passenger air bags all were made by the same parts supplier, Japan’s Takata Corp. They have faulty inflator mechanisms that don’t route gas into the air bags. Instead, the highpressure gas can launch plastic and metal parts from the air bags into the cars’ passenger areas. Takata says no one has been hurt, but there have been six incidents of the air bags deploying improperly on roadways. The recall, announced Thursday in Japan, is so large because many automakers use common parts on multiple models to cut costs and simplify manufacturing. This approach was pioneered by Japanese automakers. The recall will bring a great deal of unwelcome publicity for automakers, especially Toyota Motor Corp., said IHS Automotive analyst Paul Newton. BMW adds small crossover, the X1, to U.S. market by ANN M. JOB Associated Press

Finally, American car shoppers can get a small crossover sport utility vehicle from BMW that has a starting retail price of less than $32,000. In fact, the new-for-2013 BMW X1 five door has the lowest starting retail price of any BMW car or SUV — $31,695. The well-proportioned X1 looks pricier on the outside than it is and has great cargo- and peoplehauling functionality. The X1 even comes standard with two fuel-saving mechanisms. An automatic stop/start system turns off the engine when the vehicle is stopped at stoplights, while the other system called Eco Pro is driver activated and optimizes engine operation and transmission gearing, among other things, for maximum fuel economy. The federal government mileage ratings for the base X1 with turbocharged, fourcylinder engine are 22 miles per gallon in city driving and 33 mpg on the highway. These ratings are on par with those for Honda’s popular CR-V SUV that has a 185-horsepower, naturally aspirated four cylinder under the hood. BMW has been selling the X1 in Europe since 2009. Demand has been so strong that the U.S. market was left out until this model year, when BMW added production capacity. Now, the X1 with 240horsepower, turbocharged four cylinder, eight-speed automatic transmission and rear-wheel drive for the United States is priced $400 less than the manufacturer’s suggested retail price, including destination charge, of a 2013 BMW 128i Coupe here, which was the previous lowest-priced BMW.

The X1 also is lower priced than the starting MSRP, including destination charge, of $39,745 for BMW’s nextlargest SUV, the X3. The 2013 X3 uses the same 240-horsepower, turbo four cylinder that’s in the X1. No manual transmission is offered in the X1. But fourwheel drive is available, and the lowest starting retail price for a 2013 X1 with four-wheel drive is $33,395. A second engine — a 300horsepower, turbocharged six cylinder — comes at a starting MSRP, including destination charge, of $39,495. The base X1 doesn’t have a lot of luxury features. For example, it does not include leather-trimmed seats or metallic exterior paint. Everything from rearview camera and automatic dimming rearview mirror to power-adjustable front seats and USB adapter are extras. So, it is easy to load up the X1 and get to a much higher sticker price. The test X1 xDrive28i topped out at more than $45,000, and at that price, a shopper can look at larger and more sumptuous SUVs. Competitors to the X1 are wide-ranging. Acura’s 2014 RDX comes standard with a 273-horsepower V6, automatic transmission and a starting retail price of $35,415 with two-wheel drive. Meantime, the 2013 Mercedes-Benz GLK starts at $37,995 with 302-horsepower V-6, automatic transmission and twowheel drive. The not quite 15-footlong X1 has exterior dimensions that are similar to those of some of America’s best-selling compact crossover SUVs. For instance, the X1 is within 2 inches in length and nearly the same width as the CR-V. But it’s the much lower height

— some 4 inches shorter than the CR-V — that helps differentiate the X1. The test X1 seemed to meld the concept of station wagon and SUV successfully, while other crossover SUVs take a higher stance and a more SUV orientation. Still, front seat riders, in particular, have decent views out the front of the X1, and headroom of 41.3 inches is accommodating. In the back seat, headroom is cut to 39.7 inches, and back seat passengers can feel cramped with three adults sitting closely, but two adults back there do fine. The test X1 had a lot of hard plastic inside. Even with textures put into the plastic, the vehicle inside didn’t exude the same kind of pricey look that the exterior, with big BMW badges, did. But the 2-liter, double overhead cam, turbo four cylinder provided plenty of good power. The X1 tester moved quickly to pass other vehicles on highways, and it efficiently zipped into open spots in traffic. The engine delivers a healthy 260 foot-pounds of torque starting at a low 1,250 rpm and continuing to 4,800 rpm, so the X1 always felt responsive. That is, unless the auto stop/start had engaged. Sitting at a stoplight in silence, conserving gasoline, was fine. But every time the driver took the foot off the brake to get going again, the test car shuddered and sort of rumbled to life. This was not the kind of refined stop/start mechanism that’s in some gasoline-electric hybrid vehicles. In addition, there were more than a few times — particularly with air conditioning going — that the

Worse, the X1 uses premium gasoline, so filling the 16.6-gallon tank can cost more than $60, and it

Like many teenagers, Erica Cimato of Moon practically wears out her cell phone sending text messages -- more than 100 per day by her estimate. But none are sent when she’s behind the wheel. Before she joined Moon Area High School’s chapter of Students Against Destructive Decisions, “I used to do that and drive all the time,” she said. “Now, I’ll give the phone to whoever’s next to me and tell them to do it for me.” A state law banning texting while driving for all motorists is barely more than a year old, but it’s hard to imagine that anyone at the high school is unaware of it. The school and SADD chapter have participated in several programs that focus on the dangers of texting while driving and address other teen driving safety issues. On Friday, the school hosted its annual “mock crash” for members of the junior class. Smashed-up cars, students soaked in fake blood and real-life emergency responders and vehicles were to be used to leave a lasting impression in advance of their prom, said Joseph Martonik, student coordinator. 1,300 citations in year one

AAA recently released research of enforcement during the first year of the statewide texting-while-driving ban. Some 1,302 citations were issued in Pennsylvania and 196 in the metro Pittsburgh area including Allegheny, Armstrong, Beaver, Butler, Fayette, Washington and Westmoreland counties. In Allegheny County alone, 113 citations had been issued as of late last month. The Robinson police department, with nine citations, was the top suburban force, ahead of Jefferson Hills with seven and Monroeville with six. Police in Bethel Park issued four citations, as did the forces in Ross and West Mifflin. No other suburban department issued more than three. “AAA is encouraged to see that law enforcement agencies are off to a great start in the process of educating drivers and saving lives,” said Brian Newbacher, spokesman for AAA East Central. Enforcement in other states has increased after the laws’ first year. For instance, California cited 2,845 drivers in the first year of its texting ban; the following year it cited 7,924.

BMW adds small crossover, the X1, to U.S. market by ANN M. JOB Associated Press

Finally, American car shoppers can get a small crossover sport utility vehicle from BMW that has a starting retail price of less than $32,000. In fact, the new-for-2013 BMW X1 five door has the lowest starting retail price of any BMW car or SUV — $31,695. The well-proportioned X1 looks pricier on the outside than it is and has great cargo- and peoplehauling functionality. The X1 even comes standard with two fuel-saving mechanisms. An automatic stop/start system turns off the engine when the vehicle is stopped at stoplights, while the other system called Eco Pro is driver activated and optimizes engine operation and transmission gearing, among other things, for maximum fuel economy. The federal government mileage ratings for the base X1 with turbocharged, fourcylinder engine are 22 miles per gallon in city driving and 33 mpg on the highway. These ratings are on par with those for Honda’s popular CR-V SUV that has a 185-horsepower, naturally aspirated four cylinder under the hood. BMW has been selling the X1 in Europe since 2009. Demand has been so strong that the U.S. market was left out until this model year, when BMW added production capacity. Now, the X1 with 240horsepower, turbocharged four cylinder, eight-speed automatic transmission and rear-wheel drive for the United States is priced $400 less than the manufacturer’s suggested retail price, including destination charge, of a 2013 BMW 128i Coupe here, which was the previous lowest-priced BMW.

The X1 also is lower priced than the starting MSRP, including destination charge, of $39,745 for BMW’s nextlargest SUV, the X3. The 2013 X3 uses the same 240-horsepower, turbo four cylinder that’s in the X1. No manual transmission is offered in the X1. But fourwheel drive is available, and the lowest starting retail price for a 2013 X1 with four-wheel drive is $33,395. A second engine — a 300horsepower, turbocharged six cylinder — comes at a starting MSRP, including destination charge, of $39,495. The base X1 doesn’t have a lot of luxury features. For example, it does not include leather-trimmed seats or metallic exterior paint. Everything from rearview camera and automatic dimming rearview mirror to power-adjustable front seats and USB adapter are extras. So, it is easy to load up the X1 and get to a much higher sticker price. The test X1 xDrive28i topped out at more than $45,000, and at that price, a shopper can look at larger and more sumptuous SUVs. Competitors to the X1 are wide-ranging. Acura’s 2014 RDX comes standard with a 273-horsepower V6, automatic transmission and a starting retail price of $35,415 with two-wheel drive. Meantime, the 2013 Mercedes-Benz GLK starts at $37,995 with 302-horsepower V-6, automatic transmission and twowheel drive. The not quite 15-footlong X1 has exterior dimensions that are similar to those of some of America’s best-selling compact crossover SUVs. For instance, the X1 is within 2 inches in length and nearly the same width as the CR-V. But it’s the much lower height

— some 4 inches shorter than the CR-V — that helps differentiate the X1. The test X1 seemed to meld the concept of station wagon and SUV successfully, while other crossover SUVs take a higher stance and a more SUV orientation. Still, front seat riders, in particular, have decent views out the front of the X1, and headroom of 41.3 inches is accommodating. In the back seat, headroom is cut to 39.7 inches, and back seat passengers can feel cramped with three adults sitting closely, but two adults back there do fine. The test X1 had a lot of hard plastic inside. Even with textures put into the plastic, the vehicle inside didn’t exude the same kind of pricey look that the exterior, with big BMW badges, did. But the 2-liter, double overhead cam, turbo four cylinder provided plenty of good power. The X1 tester moved quickly to pass other vehicles on highways, and it efficiently zipped into open spots in traffic. The engine delivers a healthy 260 foot-pounds of torque starting at a low 1,250 rpm and continuing to 4,800 rpm, so the X1 always felt responsive. That is, unless the auto stop/start had engaged. Sitting at a stoplight in silence, conserving gasoline, was fine. But every time the driver took the foot off the brake to get going again, the test car shuddered and sort of rumbled to life. This was not the kind of refined stop/start mechanism that’s in some gasoline-electric hybrid vehicles. In addition, there were more than a few times — particularly with air conditioning going — that the

Like many teenagers, Erica Cimato of Moon practically wears out her cell phone sending text messages -- more than 100 per day by her estimate. But none are sent when she’s behind the wheel. Before she joined Moon Area High School’s chapter of Students Against Destructive Decisions, “I used to do that and drive all the time,” she said. “Now, I’ll give the phone to whoever’s next to me and tell them to do it for me.” A state law banning texting while driving for all motorists is barely more than a year old, but it’s hard to imagine that anyone at the high school is unaware of it. The school and SADD chapter have participated in several programs that focus on the dangers of texting while driving and address other teen driving safety issues. On Friday, the school hosted its annual “mock crash” for members of the junior class. Smashed-up cars, students soaked in fake blood and real-life emergency responders and vehicles were to be used to leave a lasting impression in advance of their prom, said Joseph Martonik, student coordinator.
