CR-V is loaded, family friendly By Mike Blake
Honda seems to have a mindset not to mess with what works. It continues that philosophy with the top-selling compact crossover in America, their family-friendly CR-V. For 2014, Honda has increased some standard features, kept costs in line with last year and essentially has come back with the same vehicle it redesigned in 2012 and marketed with only a few changes last year. CR-V’s upscale demeanor, competitive fuel efficiency, entertainment and functional features, high-tech inclusions and attention to safety have garnered awards and sales for Honda, and early returns show the same results in store for this year.
Runabout vehicle CR-V gets its name from Honda’s decision to build a Comfortable Runabout Vehicle. Launched in 1995, before the term “crossover” was marketed, CR-V was a small sports-utility vehicle created to combine vanlike, carlike and soft off-road capabilities. It was a family passenger car that could take you camping, or carry a load of people and cargo. Since then, CR-V has gained sophistication, style, sportiness and the latest in hightech entertainment and comfort, while increasing its safety and fuel efficiency. CR-V is assembled at Honda’s East Liberty, Ohio, facility, and it incorporates forward action, gentle angles and roundness in its architecture, from its threebar horizontal grille to its artistically creased tail. Technology will change driving laws Brandpoint Have you ever felt that new technologies, from smartphones to Internet apps, are moving so fast that it’s hard to keep up? You’re not alone. Many Americans feel overwhelmed by new technology. Onethird of adults in the United States, United Kingdom, Australia and China said they felt overwhelmed by technology in a 2011 study conducted by the University of Cambridge. As it relates to public policy, lawmakers may also be feeling overwhelmed as they try to keep up with researching, writing and passing legislation to regulate new technologies to maintain public safety or prevent the invasion of privacy. According to the WestlawNext, the leading online legal research service, more than 100,000 new or changed statutes, 160,000 new or modified regulations and 285,000 new judicial opinions were incorporated into the U.S. legal system in 2013. “New technology can create a debate,” said Rachel Utter, manager of Legal Editorial Operations at Thomson Reuters. “As regulators come to understand the impact of a new technology on our day-to-day lives, they may be challenged with balancing the benefits of a new technology with public safety concerns. In some cases, such as fuel mileage mandates, government regulation can force the development of new technology, such as hybrid engines and electric cars.” Among the new wave of enacted or proposed legislation involving technol-
ogy and cars conducted via WestlawNext through Jan. 30, some of the most prominent include: • Texting and driving: Forty-one states and the District of Columbia ban texting with smartphones and cellphones for all drivers — and all but four have primary enforcement, allowing law enforcement in those four states to only ticket someone for texting while driving if they were stopped for another reason. • Wearable technology — With the recent introduction of Google Glass and other evolving wearable technology such as the smart watches and smart contact lenses, lawmakers may need to develop new laws about the use of these technologies while a person operates a motor vehicle. Ten states — Delaware, Illinois, Indiana, Maryland, Missouri, New Jersey, New York, Tennessee, West Virginia and Wyoming — have enacted or have proposed legislation prohibiting the use of wearable computers with a head-mounted display while driving. In October 2013, a California woman may have been the first person in the United States to receive a citation for operating a motor vehicle while wearing Google Glass. The citation was later thrown out of court. • Black boxes — Nearly all recently manufactured U.S. cars and trucks are equipped with an Event Data Recorder (EDR), also known as a black box. In September, this piece of computing technology will become mandatory in all new U.S. vehicles. The EDR monitors a vehicle’s electrical systems, which includes speed, braking, driving pat-
terns and even location at any given time. A number of legal questions have emerged about black boxes, such as: “Who owns the data that a vehicle’s black box is gathering? If a car owner is involved in a crash, do police and insurance companies have the right to review the data in the vehicle’s EDR? Can marketers buy the data to deliver ads through the vehicle’s entertainment system?” These questions are at the heart of a recent bill introduced by senators John Hoeven, R-N.D., and Amy Klobuchar, D-Minn. • Driverless cars — Imagine a day when people travel by car, but don’t actually drive the car. They simply type in their destination and go. Several states have passed laws allowing automated cars. California, Florida, Nevada and the District of Columbia allow autonomous vehicles to be driven on public roads. Technology will change driving laws Brandpoint Have you ever felt that new technologies, from smartphones to Internet apps, are moving so fast that it’s hard to keep up? You’re not alone. Many Americans feel overwhelmed by new technology. Onethird of adults in the United States, United Kingdom, Australia and China said they felt overwhelmed by technology in a 2011 study conducted by the University of Cambridge. As it relates to public policy, lawmakers may also be feeling overwhelmed as they try to keep up with researching, writing and passing legislation to regulate new technologies to maintain public safety or prevent the invasion of privacy. According to the WestlawNext, the leading online legal research service, more than 100,000 new or changed statutes, 160,000 new or modified regulations and 285,000 new judicial opinions were incorporated into the U.S. legal system in 2013. “New technology can create a debate,” said Rachel Utter, manager of Legal Editorial Operations at Thomson Reuters. “As regulators come to understand the impact of a new technology on our day-to-day lives, they may be challenged with balancing the benefits of a new technology with public safety concerns. In some cases, such as fuel mileage mandates, government regulation can force the development of new technology, such as hybrid engines and electric cars.” Among the new wave of enacted or proposed legislation involving technol-
ogy and cars conducted via WestlawNext through Jan. 30, some of the most prominent include: • Texting and driving: Forty-one states and the District of Columbia ban texting with smartphones and cellphones for all drivers — and all but four have primary enforcement, allowing law enforcement in those four states to only ticket someone for texting while driving if they were stopped for another reason. • Wearable technology — With the recent introduction of Google Glass and other evolving wearable technology such as the smart watches and smart contact lenses, lawmakers may need to develop new laws about the use of these technologies while a person operates a motor vehicle. Ten states — Delaware, Illinois, Indiana, Maryland, Missouri, New Jersey, New York, Tennessee, West Virginia and Wyoming — have enacted or have proposed legislation prohibiting the use of wearable computers with a head-mounted display while driving. In October 2013, a California woman may have been the first person in the United States to receive a citation for operating a motor vehicle while wearing Google Glass. The citation was later thrown out of court. • Black boxes — Nearly all recently manufactured U.S. cars and trucks are equipped with an Event Data Recorder (EDR), also known as a black box. In September, this piece of computing technology will become mandatory in all new U.S. vehicles. The EDR monitors a vehicle’s electrical systems, which includes speed, braking, driving pat-
terns and even location at any given time. A number of legal questions have emerged about black boxes, such as: “Who owns the data that a vehicle’s black box is gathering? If a car owner is involved in a crash, do police and insurance companies have the right to review the data in the vehicle’s EDR? Can marketers buy the data to deliver ads through the vehicle’s entertainment system?” These questions are at the heart of a recent bill introduced by senators John Hoeven, R-N.D., and Amy Klobuchar, D-Minn. • Driverless cars — Imagine a day when people travel by car, but don’t actually drive the car. They simply type in their destination and go. Several states have passed laws allowing automated cars. California, Florida, Nevada and the District of Columbia allow autonomous vehicles to be driven on public roads. Washington D.C. may have the least restrictive provisions: the vehicle must have a manual override feature, a driver must be in the control seat with the ability to take over operation of the vehicle, and the vehicle must be capable of operating in compliance with the District’s traffic and motor vehicle laws. “Technology, whether implemented into how automobiles are designed or operated, has made significant contributions in making vehicles safer,” says Utter. “And as new technology is integrated, there will be questions, concerns and debate driving new regulation and legislation.” To learn more about WestlawNext, visit www.thomsonreuters.com.

Honda seems to have a mindset not to mess with what works. It continues that philosophy with the top-selling compact crossover in America, their family-friendly CR-V. For 2014, Honda has increased some standard features, kept costs in line with last year and essentially has come back with the same vehicle it redesigned in 2012 and marketed with only a few changes last year. CR-V’s upscale demeanor, competitive fuel efficiency, entertainment and functional features, high-tech inclusions and attention to safety have garnered awards and sales for Honda, and early returns show the same results in store for this year.
Runabout vehicle CR-V gets its name from Honda’s decision to build a Comfortable Runabout Vehicle. Launched in 1995, before the term “crossover” was marketed, CR-V was a small sports-utility vehicle created to combine vanlike, carlike and soft off-road capabilities. It was a family passenger car that could take you camping, or carry a load of people and cargo. Sienna a roomy family vehicle By Ann M. Job For The Associated Press Remember when Toyota’s quintessential family vehicle, the Sienna, was called a minivan? Today, the Sienna stretches nearly 17 feet in length, and with generous seating for seven or eight people and impressive cargo space, the Sienna no longer is mini. Even the Sienna’s fourcylinder engine is gone for 2014, leaving all Siennas to be powered by a strong, responsive, 266-horsepower V-6. It’s a good thing, because the V-6 is well suited to moving the large, heavy Sienna van around town and down highways. Plus, federal government fuel mileage ratings for the V-6 are akin to those of last year’s four cylinder: 18 miles per gallon in city driving and 25 mpg on the highway. Also noteworthy about the Sienna: It’s the only passenger van on the U.S. market that still offers all-wheel drive. The system operates on demand to shift torque to rear wheels when needed, such as in snowy conditions. Best of all, the 2014 Sienna, with and without all-wheel drive, earned top, five out of five stars overall in federal government crash tests. This is up from four out of five stars for the 2013 Sienna. And the Sienna is a recommended buy of Consumer Reports magazine, which lists predicted reliability as above average. Base price is up with the departure of the four-cylinder Sienna. Starting manufacturer’s suggested retail price, including destination charge is $27,780 for a base, frontwheel drive, 2014 Sienna L. It does not, however, have a rearview camera, which is standard in base models of some competitors. The lowest starting retail price for an all-wheel drive, 2014 Sienna is $33,780 and this is the LE trim level that includes standard rearview camera. All 2014 Siennas come with a 3.5-liter, double overhead cam V-6 and six-speed automatic transmission. Competitors include the top-selling U.S. passenger van, the Honda Odyssey, which has a starting MSRP, including destination charge, of $29,655 for a 2014 LX with 248-horsepower V-6 and automatic transmission. The base 2014 Odyssey comes with rearview camera, two-zone air conditioning, fabric seats, cruise control, remote entry and power windows and door locks. Meantime, the second best-selling passenger van
in the United States, the Dodge Grand Caravan, has a starting retail price of $21,390 for a 2014 American Value Package trim level with 283-horsepower V-6, automatic transmission, fabric-covered seats, dualzone air conditioning, keyless entry and power windows and door locks. Prices for passenger vans can reach into luxury territory, as they did for the test, 2014 Sienna Limited AWD. With a price tag of nearly $48,000, this seven-seater was a showcase in comfortable, multiple-passenger travel. Well-padded, leatherclad seats were in all but the split-bench third row, where same-color leatherette material was scarcely differentiable, visually, from the four ritzier seats in rows one and two. The two captain’s chairs in the middle row were popular sitting spots because they had pull-down armrests on both sides, reclining
backs and extremely long seat tracks that provided amazing legroom, even for people who were well over 6 feet tall. And, if parents want to be able to reach a child behind them, they only need to position a second-row seat all the way up on the tracks and close to the front seatbacks. Third-row seats didn’t feel as confining as in some other vans because the Sienna has large third-row windows that in the tester could open, via power, like vents. The rearmost seats split 60/40 and didn’t require a lot of brawn to fold them into a deep cavity. Still, the fixed, plastic floor pieces around the second-row seat tracks and at the base of the third floor Sienna seats gave a less-than-luxurious appearance inside when people approached the wide door and liftgate openings. The test Sienna had two moonroofs, but it was the one above the rear seats that
opened widest and brought a big sky inward. Alas, in the test vehicle, this larger moonroof also made a grinding/rubbing noise as it closed, as if something wasn’t quite on track. Steering felt a bit numb but acceptable. Sienna drivers notice the considerable heft of the vehicle, since weight shifts from side to side and from one corner to another as the vehicle travels through curves and turns. The suspension, with independent MacPherson struts up front and rear torsion beam — is compliant and absorbs and manages all but the worst road bumps. Standard safety equipment, such as traction control and electronic stability control, work to keep the Sienna from exceeding its limits, and this van has front, side and curtain air bags along with a driver’s knee air bag to keep the driver properly positioned

in a frontal crash. The Sienna’s V-6 was surprisingly quick to respond to pressure on the accelerator pedal and, with the transmission, delivered power smoothly. Passengers could hear engine sounds, but the only nit was a vibration that came through the steering wheel at times during lowspeed acceleration. The tester averaged 15.7 mpg in city driving, just a tad less than the government mileage rating of 16 mpg. Highway travel averaged 20 mpg vs. the government’s 23 mpg. With a full, 20-gallon gasoline tank, the test Sienna could travel 360 miles at a cost of less than $70 at current fuel prices.
VW Passat has superb fuel economy By Ann M. Job For The Associated Press Don’t be fooled by the mild-looking exterior of the Volkswagen Passat sedan. This mid-size four door comes with a solid, stable ride, European-style handling, exceptional back-seat legroom and superlative fuel economy. In fact, the Passat differentiates itself well from other mid-size family sedans because it is one of the few sold in the United States that offers buyers a choice of gasoline or diesel engine and automatic or manual transmission. With VW’s turbocharged diesel four cylinder and fivespeed manual, the 2014 Passat ranks second best in fuel mileage among non-hybrid, non-electric sedans sold in the United States. The federal government ratings are an impressive 31 miles per gallon in city driving and 43 mpg on the highway for a combined travel range of nearly 600 miles on a single tank of diesel. The numbers drop slightly to 30/40 mpg with VW’s Tiptronic automatic, but based on experience with a test Passat diesel Tiptronic, these results are achievable. Indeed, a slightly modified 2014 diesel Passat, driven for maximum fuel mileage, set a Guinness World Record of nearly 78 mpg. Plus, the 2014 Passat, like its 2012 and 2013 predecessors, earned top, five out of five stars overall in federal government crash tests. The Passat also is a recommended buy of Consumer Reports magazine, which lists predicted reliability as average. Buyers get to pick among several trim levels and engines — one of which uses diesel. Note that while VW announced it is replacing the 2.5-liter, gasoline, five-cylinder engine that was in the Passat with a 1.8-liter, double overhead cam, turbo-
charged, gasoline four cylinder, buyers may still find 2.5L models on dealer lots. Starting manufacturer’s suggested retail price, including destination charge, is $21,815 for a base, 2014 Passat S with the 170horsepower, turbocharged, gasoline four cylinder and five-speed manual. The lowest starting retail price for a 2014 Passat S with the gasoline turbo four and sixspeed Tiptronic automatic is $22,915. Mileage ratings for the turbo four gasoline engine are 24 mpg in the city and 34 mpg to 35 mpg on the highway, depending on the transmission. The 2014 Passat with the turbocharged diesel four cylinder, is pricier, in part, because it includes more standard equipment, such as rearview camera and heated front seats. Starting MSRP, including destination charge, is $27,495 for a 2014 Passat TDI SE manual and $29,495 with an automatic. Competitors run the gamut from the top-selling car in America — the Toyota Camry — to the Chevrolet Malibu. Starting retail price for the base, 2014 Camry L with 170-horsepower, naturally aspirated, gasoline four cylinder and automatic transmission is $23,235. The base, 2014 Chevrolet Malibu LS with 196-horsepower, naturally aspirated, gasoline four cylinder and automatic transmission carries a starting MSRP, including destination charge, of $23,990. Neither the 2014 Camry nor Malibu offers manual transmissions or diesel engines. The Passat is styled on the outside cleanly and pleasantly. But no one gave the test car a second look. Some observers said the car, an upscale SEL Premium model, looked a bit plain, despite though the sticker price of more than $34,000. Inside, the Passat exhibited VW functionality and a

Buttons and knobs were well laid out in the Passat and had good tactile feel. The dashboard had a nononsense, horizontal appearance, even with a display screen in the middle. But an enthusiast driver will enjoy the thick-all-theway-around steering wheel, the properly positioned foot rest for the driver’s left foot and the supportive, adjustable driver’s seat. The tester had a bonus: A 400-watt Fender premium audio system. The typical diesel engine clatter came through at startup, acceleration and when the car was sitting idle at stoplights. It’s noticeable to people who are standing outside the car, too. But the Passat seems to minimize road and wind noise. The car rode stably and
a bit firmly so passengers felt some vibrations as the car traveled over sunken manhole covers and broken pavement. But the test Passat did not drive like the large, 16-footlong car that it is. At today’s $4 average for a gallon of diesel, filling the Passat’s 18.5-gallon tank can cost nearly $75. A few nits in the test car: While rear doors are long and have sizable openings, the windows go down only about halfway. And the middle person in the back seat has to straddle a sizable hump in the floor. The Passat has only six air bags, while the Camry comes with 10.

Sienna a roomy family vehicle By Ann M. Job For The Associated Press Remember when Toyota’s quintessential family vehicle, the Sienna, was called a minivan? Today, the Sienna stretches nearly 17 feet in length, and with generous seating for seven or eight people and impressive cargo space, the Sienna no longer is mini. Even the Sienna’s fourcylinder engine is gone for 2014, leaving all Siennas to be powered by a strong, responsive, 266-horsepower V-6. It’s a good thing, because the V-6 is well suited to moving the large, heavy Sienna van around town and down highways. Plus, federal government fuel mileage ratings for the V-6 are akin to those of last year’s four cylinder: 18 miles per gallon in city driving and 25 mpg on the highway. Also noteworthy about the Sienna: It’s the only passenger van on the U.S. market that still offers all-wheel drive. The system operates on demand to shift torque to rear wheels when needed, such as in snowy conditions. Best of all, the 2014 Sienna, with and without all-wheel drive, earned top, five out of five stars overall in federal government crash tests. This is up from four out of five stars for the 2013 Sienna. And the Sienna is a recommended buy of Consumer Reports magazine, which lists predicted reliability as above average. Base price is up with the departure of the four-cylinder Sienna. Starting manufacturer’s suggested retail price, including destination charge is $27,780 for a base, frontwheel drive, 2014 Sienna L. All 2014 Siennas come with a 3.5-liter, double overhead cam V-6 and six-speed automatic transmission. Competitors include the top-selling U.S. passenger van, the Honda Odyssey, which has a starting MSRP, including destination charge, of $29,655 for a 2014 LX with 248-horsepower V-6 and automatic transmission. The base 2014 Odyssey comes with rearview camera, two-zone air conditioning, fabric seats, cruise control, remote entry and power windows and door locks. Meantime, the second best-selling passenger van
in the United States, the Dodge Grand Caravan, has a starting retail price of $21,390 for a 2014 American Value Package trim level with 283-horsepower V-6, automatic transmission, fabric-covered seats, dualzone air conditioning, keyless entry and power windows and door locks. Prices for passenger vans can reach into luxury territory, as they did for the test, 2014 Sienna Limited AWD. With a price tag of nearly $48,000, this seven-seater was a showcase in comfortable, multiple-passenger travel. Well-padded, leatherclad seats were in all but the split-bench third row, where same-color leatherette material was scarcely differentiable, visually, from the four ritzier seats in rows one and two. The two captain’s chairs in the middle row were popular sitting spots because they had pull-down armrests on both sides, reclining
backs and extremely long seat tracks that provided amazing legroom, even for people who were well over 6 feet tall. And, if parents want to be able to reach a child behind them, they only need to position a second-row seat all the way up on the tracks and close to the front seatbacks. Third-row seats didn’t feel as confining as in some other vans because the Sienna has large third-row windows that in the tester could open, via power, like vents. The rearmost seats split 60/40 and didn’t require a lot of brawn to fold them into a deep cavity. Still, the fixed, plastic floor pieces around the second-row seat tracks and at the base of the third floor Sienna seats gave a less-than-luxurious appearance inside when people approached the wide door and liftgate openings. The test Sienna had two moonroofs, but it was the one above the rear seats that
opened widest and brought a big sky inward. Alas, in the test vehicle, this larger moonroof also made a grinding/rubbing noise as it closed, as if something wasn’t quite on track. Steering felt a bit numb but acceptable. Sienna drivers notice the considerable heft of the vehicle, since weight shifts from side to side and from one corner to another as the vehicle travels through curves and turns. The suspension, with independent MacPherson struts up front and rear torsion beam — is compliant and absorbs and manages all but the worst road bumps. Standard safety equipment, such as traction control and electronic stability control, work to keep the Sienna from exceeding its limits, and this van has front, side and curtain air bags along with a driver’s knee air bag to keep the driver properly positioned

Passengers could hear engine sounds, but the only nit was a vibration that came through the steering wheel at times during lowspeed acceleration. The tester averaged 15.7 mpg in city driving, just a tad less than the government mileage rating of 16 mpg. Highway travel averaged 20 mpg vs. the government’s 23 mpg. With a full, 20-gallon gasoline tank, the test Sienna could travel 360 miles at a cost of less than $70 at current fuel prices.
VW Passat has superb fuel economy By Ann M. Job For The Associated Press Don’t be fooled by the mild-looking exterior of the Volkswagen Passat sedan. This mid-size four door comes with a solid, stable ride, European-style handling, exceptional back-seat legroom and superlative fuel economy. In fact, the Passat differentiates itself well from other mid-size family sedans because it is one of the few sold in the United States that offers buyers a choice of gasoline or diesel engine and automatic or manual transmission. With VW’s turbocharged diesel four cylinder and fivespeed manual, the 2014 Passat ranks second best in fuel mileage among non-hybrid, non-electric sedans sold in the United States. The federal government ratings are an impressive 31 miles per gallon in city driving and 43 mpg on the highway for a combined travel range of nearly 600 miles on a single tank of diesel. The numbers drop slightly to 30/40 mpg with VW’s Tiptronic automatic, but based on experience with a test Passat diesel Tiptronic, these results are achievable. Indeed, a slightly modified 2014 diesel Passat, driven for maximum fuel mileage, set a Guinness World Record of nearly 78 mpg. Plus, the 2014 Passat, like its 2012 and 2013 predecessors, earned top, five out of five stars overall in federal government crash tests. The Passat also is a recommended buy of Consumer Reports magazine, which lists predicted reliability as average. Buyers get to pick among several trim levels and engines — one of which uses diesel. Note that while VW announced it is replacing the 2.5-liter, gasoline, five-cylinder engine that was in the Passat with a 1.8-liter, double overhead cam, turbo-
charged, gasoline four cylinder, buyers may still find 2.5L models on dealer lots. Starting manufacturer’s suggested retail price, including destination charge, is $21,815 for a base, 2014 Passat S with the 170horsepower, turbocharged, gasoline four cylinder and five-speed manual. The 2014 Passat with the turbocharged diesel four cylinder, is pricier, in part, because it includes more standard equipment, such as rearview camera and heated front seats. Starting MSRP, including destination charge, is $27,495 for a 2014 Passat TDI SE manual and $29,495 with an automatic. Competitors run the gamut from the top-selling car in America — the Toyota Camry — to the Chevrolet Malibu. Starting retail price for the base, 2014 Camry L with 170-horsepower, naturally aspirated, gasoline four cylinder and automatic transmission is $23,235. The base, 2014 Chevrolet Malibu LS with 196-horsepower, naturally aspirated, gasoline four cylinder and automatic transmission carries a starting MSRP, including destination charge, of $23,990. Neither the 2014 Camry nor Malibu offers manual transmissions or diesel engines. The Passat is styled on the outside cleanly and pleasantly. But no one gave the test car a second look. Some observers said the car, an upscale SEL Premium model, looked a bit plain, despite though the sticker price of more than $34,000. Inside, the Passat exhibited VW functionality and a
