Notice of Public Meetings Opportunities for Early Public Involvement using Electronic Polling of Participants Interested Citizens: Monday, September 22, 2008 7:00 PM to 9:00 PM Williston High School Auditorium 502 W. Highland Drive Williston, ND

Williston is currently in the process of updating its Comprehensive Plan. We need the public’s input! The City is hosting meetings to solicit input from a broad-based representation of city residents and property owners on issues and concerns related to the issues being addressed in the updated Plan. The updated Plan will address future land use, housing, parks, development, public services, beautification, and other issues related to future growth and quality of life. The meetings will consist of an opening presentation and a public input process called electronic polling, and follow-up discussion regarding other issues that arise during the meeting. The purpose of using electronic polling is to allow each individual to have anonymous input on the important issues facing the city and the direction in which the city should go with its planning efforts. A hand-held “electronic voting device” is issued to participants when they arrive. During the meeting, participants “vote” on the importance of various issues related to the community. Each person’s “voice” is equally represented through the process of electronic polling. The results of the polling process will be presented to participants at the meeting.

SPONSORED BY The Williston City Commission and the Williston Planning Commission Conducted by SRF Consulting Group Inc. Written comments for the early public involvement phase of the project should be provided by October 10, 2008, and can be sent to: Cindy Gray, SRF Consulting Group, Inc. One North Second Street, Suite 226 Fargo, ND 58102 e-mail: cgray@srfconsulting.com fax: 701-237-0017 Should you plan to attend either of the meetings and will need special facilities or assistance relating to a disability, contact City Hall at 577-8100 or through the TDD State Relay 711.

Picture of Success Dora Rolfstad was born in Epping, ND. on August 11th, 1921 to Martin and Annie (Samson) Jacobson. Dora grew up on the farm near Epping, with four sisters and six brothers. She attended school in Epping and graduated in 1939. Dora met Ervin Rolfstad at a dance, they dated for awhile and then Dora went to Beau, Washington to work. Ervin went to visit and returned with Dora, they were married on September 11, 1940. After they were married, they moved to the Rolfstad Farm Northeast of Williston. Dora was a typical farm wife, helping where ever she was needed. They raised wheat, corn, oats, beef cattle, and dairy cattle. Together they raised their family, two sons and four daughters. Larry, a retired banker, lives in Rapid City and now raises buffalo. Barbara Stewart lives in Virginia MN, Dyanne Johnsrud lives on a farm near Watford City. Theresa Torgerson lives in Beulah, ND. and Bekki May lives in Watford City. Dora and Ervin, lost their son Martin in a car accident in 1979. Over the years Dora was a 4H leader for 20 years and a member of the Muddy Valley Homemakers. She is a member of TOPS, The Rebeccas, and the First Lutheran Church. Ervin and Dora built a new house and they moved into it after they retired from farming in 1977. After Ervin passed away in 1990, Dora began to do more volunteer work. She decided to sell their house and move to Williston. Dora likes to read, play bingo and cards. She loves to bake. She enjoys being with people and spending time with her children, eleven grandchildren and twelve great-grandchildren. Dora keeps happy helping people. Dora volunteers at Mercy Hospital and the Kensington and works as a Baliff for the Williams County Court House. Dora is a kitchen volunteer at the Senior Center, sings with the Choraleers choir, and is on the Board of Directors. We are very pleased to have Dora Rolfstad as our volunteer of the month.

Republicans left 400 million dollars on the table. We now have 1.2 BILLION dollars of YOUR MONEY in the State coffers. K-12 education, especially our small, necessary schools, were left inadequately funded. The State of North Dakota is supposed to finance education, not our local property taxes! That is not happening! This needs to change! The Legislature needs to fully and fairly fund K-12 education which will provide property tax relief. It's all YOUR MONEY! Let's invest part of it in North Dakota's most valuable resource...your kids' education!

New baseball diamond is named Phil Rabon Field

Phil Rabon

By THOMAS A. KVAMME The Scope After 30 years of employment, along with ongoing support of programs at the University of North Dakota-Williston and Williston State College, an effort to honor the dedication of Phil Rabon has been unveiled. “It was very much a surprise, when I was called over to see the blueprints,” said Rabon, as he discussed the honor bestowed upon him with the naming of the new baseball field on the Williston State College campus in his

name. While the field continues to be a work in progress, a new lighted sign on the corner of University and 18th Street proclaims Phil Rabon Field, along with a message board to update the community on events at WSC. This effort came to be as a combined effort of WSC and the WSC Foundation. Rabon recalled earlier this spring when newly named WSC Foundation Director, outgoing men’s basketball coach and longtime athletic director Terry Olson along with incoming men’s basketball coach and new athletic director Hunter Berg told him to look at the prints, only to see his name on the drawings. “It was a complete surprise and I am very humbled and honored,” said Rabon. While Rabon considers this a great addition to the college and community, he looks for the new diamond to get “good” use.

“I’m a big believer in kids and I really enjoy young people and I would like to see it wore out,” said Rabon. Not one to consider it a showpiece, Rabon indicated “it’s for kids to play on.” CREDITS MANY OTHERS While Rabon is, “looking forward to seeing it finished,” he is quick to point out, “this is not about me, as I represent a lot of the former faculty and folks who still work there.”

RABON Continued on Page 3

Phil Rabon, left, visits with WSC Foundation Director Terry Olson as they discuss the progress of Phil Rabon Field, a new addition to the campus. The electronic sign board, a joint effort of WSC and the WSC Foundation, will serve as a message center. Rabon, top photo, checks out the new signage. Work on the dugouts and infield continues. Teton Thunder gears up to cover activities at WSC Christenson/Gilbertson to highlight 9/11 concert today With another school year in session it’s time to get back to the keyboard and develop another series of Teton Thunder. Thunder is the name of the game, as this space allows an opportunity to make some noise about the many good things happening on the campus of Williston State College. Over the course of the next nine months plans call to inform you about current events, along with looking back at a number of alumni who got their start here. Special thanks go out to the many sponsors Thomas A. Kvamme who make this happen, along with the support The Scope of The Shopper staff. In addition, we say thanks to everyone in advance for being supportive of this project. Plans call for Teton Thunder to be published twice each month throughout this period. Should you have any information or story ideas feel free to toss them our way. At the same time we ask you to pass on to friends and relatives the Teton Thunder editions which can be found online at www.wsc.nodak.edu and www.theshopper.net. Along with that you can click on www.scopingitout.org to learn more about college and community events. FEEL THE POWER CONCERT Before we get too far along we want to alert you about a special community event scheduled for this evening at Harmon Park. It all begins at 5 p.m. this evening with a free-will picnic provided by Jack & Jewel’s Bar-B-Que. The Williston Cowboys Drum & Bugle Corps takes the stage at the Virgil Syverson Performance Center (VSPC) at 7 p.m. to offer a salute on this day of remembrance. Now being billed as “Patriot Day,” an event like this serves to remember and pay tribute to those directly affected by 9/11 and at the same time salute all the folks who serve this country on a daily basis. INSPIRATIONAL/PATRIOTIC At approximately 7:15 p.m. this evening Job Christenson, direct from a long run in Medora, will be joined by Joel Gilbertson in a tribute concert. These high-powered performers will not only be uplifting, but they will bring to life what America is really about. This is a chance for our community to come out and support the effort. A free-will offering will be taken, with any proceeds being earmarked to help fund events in conjunction with the 2009 Williston Chokecherry Festival, back at the VSPC. Tonight’s “Can You Feel The Power?,” concert is co-sponsored by Mountrail-Williams Electric Cooperative and Montana-Dakota Utilities. You’re invited to “Come Feel The Electricity!” Great support from Northern Plains Radio and the Williston Herald, along with Jack & Jewel’s, El Rancho, First International Bank & Trust and MacMaster Law Firm make it possible. The table is set and this is a time to come together and celebrate with music. TEDDY CELEBRATION SATURDAY Folks who are interested in history and would like to learn even more about the life of Teddy Roosevelt should consider making a trip to Medora on Saturday. While the famed Medora Musical has run its course, this special 150th birthday celebration will be portrayed by historian Clay Jenkinson. Everything kicks off at noon CDT, with the main event set for 4 p.m. CDT at the Burning Hills Amphitheatre. You will have yet another opportunity to hear Job Christenson and Joel Gilbertson along with a Buffalo Pit Barbecue. For pricing and details you can call 1-800-MEDORA1 or click on www.medora.com. SUPPORT FOR SORENSON On that note we call your attention to an effort being headed up by Williston native Phil Sorenson.

Sorenson, a graduate of Williston State College, is in his senior year at the University of North Dakota. His story is known by most, but for those that don’t, Sorenson served his country in Iraq with the North Dakota National Guard and was involved in an attack that cost the life of his best friend Cody Wentz, while Sorenson lost a leg. Not about to sit back, Sorenson is moving ahead with his life, and that includes taking part in a half-marathon in November. You can read more about Sorenson on Pages 3 & 4 in today’s issue of Teton Thunder. However, we encourage you to jump on board to donate toward his cause in the battle against cancer and click on www.scopingitout.org to learn more and lend your support to this courageous young man. This community has rallied before and the time is now. UNITED WAY KICK-OFF EVENT On Friday you will have an opportunity to support the local United Way effort. The annual luncheon at Jack & Jewel’s Bar-B-Que awaits you with serving beginning at 11 am. This is a great way to enjoy some fabulous food and donate to the cause. RABON IS HONORED A tip of the hat is certainly in order for Phil Rabon who has been honored with the naming of the new baseball field at Williston State College. You can read about this effort on Page 1 and learn more about the man who has long believed in the slogan “Where The People Make The Difference.” Phil and his wife Sharon raised four children who all attended college here for two years before moving on to complete four-year degrees. We add a Scope Salute to Rabon for his many years of dedicated service, which continues to this date. WSC BASEBALL GOLF TOURNEY You can get in the swing and pitch in to help the Teton baseball program by participating in the golf tournament set for Sept. 21 at the Municipal Golf Course. This event will be held in conjunction with the Teton Baseball Alumni Weekend. A 4-person scramble is being planned with play to begin at 10 a.m. Cost for the tourney is set at $40 per golfer which includes golf, cart and lunch on the course. Proceeds will go to purchase new equipment for Phil Rabon Field. Any one interested in taking part should call WSC Coach Kelly Heller at 770-5917 to get registered. CLASS OF 1953 REUNION This past weekend allowed a unique opportunity for members of the Williston High School Class of 1953 to get together for the 55th reunion. No doubt some great stories were shared from this class that captured a state football title for the Coyotes. Back home from Grand Forks to join in the fun was former WSC President Garvin Stevens and all the way from the state of Washington, Dave Tri. Tri, who made the trek across country to be with friends, was a standout athlete who was recruited to Gonzaga University where he started in basketball for four seasons. Tri continues to be a great Gonzaga supporter and keeps us posted on activities from that part of the country. We learned that 1953 classmate Ronnie Martin, who thrilled many fans with his play on the diamond as member of the Williston Oilers, has taken ill and is spending some time in Bethel Home. Our thoughts and prayers go out to him during this period and we encourage you to drop him a line or better yet drop by and pay a visit. OUT OF THE DARKNESS Here’s an opportunity to get out and support another community wide event. Williston’s Gloria Dei Lutheran Church is spearheading the first “Out of The Darkness Walk,” which is set from 2-4 p.m. on Sunday at Spring Lake Park. Registration is set to begin at 1 p.m., while a recognition ceremony is set upon completion. We understand there will be resources for you to

Sorenson returns from Iraq to further his education Touts WSC as a great place to prepare for a career

Phil Sorenson

By THOMAS A. KVAMME The Scope If life’s lessons were considered for extra credit one would think Phil Sorenson would be able to step to the front of the class. Sorenson, the son of Cindy and Wayne Sorenson of Williston, now finds himself attending the University of North Dakota pursuing his bachelor’s degree. Getting to this point has proved interesting for this 2001 graduate of Williston High School. His path began as a junior at WHS back in 1999 when he signed on with the North Dakota

RABON Continued from Page 1 Rabon, long credited with coining the slogan, “Where The People Make The Difference,” he rattled off names including Irene Eide, Les Olson, Gary Rooks, Gary Bickel and Al Bervig as some of the many individuals who have given a lot to make the college what it is today. PATH TO WILLISTON A native of Velva, Rabon recalled his days as an American Legion baseball coach, when he had Mark Vibeto playing shortstop on his team during the summer of 1965. Mark is the father of Dr. Bret Vibeto, a former Teton cager who returned to Williston as a surgeon at Mercy Medical Center and now heads up the Teton Booster Club. “We had played against Williston a couple times and I was at Moorhead working on my Masters when Ardean Aafedt called,” said Rabon. Aafedt, who has a baseball stadium named in his honor in Williston, was the recreation director at that time. Aafedt enquired if Rabon was interested in making a move here to coach the Legion baseball program. While unable to move just to coach baseball, Aafedt noted there was a possibility to get a baseball program started at the local college. MAKES AN APPLICATION Rabon followed up with an application, only to be hired on as the athletic director and basketball coach. Once he arrived Rabon was able to field the first baseball team at the college. Having coached baseball for 19 years in the college ranks, along with three years as coach of the Williston Keybirds baseball team, he also accounted for 17 as athletic director. You can add to that 14 years as the enrollment services director, working on marketing and recruiting students

SCOPE Continued from Page 2 pick up, along with professional mental health counselors and clergy expected to be on hand. You can click on www.outofthedarkness.org to learn more or call 572-2667. The effort is being made to call awareness to suicide, which according to statistics reveal a person dies every 16 minutes, claiming some 32,000 lives each year. Those are some numbers that need to be reduced, if not eliminated. You can make an effort to gain sponsors and raise funds as an individual or better yet, form a team to make a much bigger impact. Don’t sit back, it’s time to step forward and be counted. MONDAK DOG JOG IS SEPT. 27 Make plans now to take part in the 10th annual MonDak Humane Society Dog Jog. This fun event will begin with registration at 10 a.m. at Spring Lake Park, followed by the jog at 10:30 a.m. You should note this is not a race as you and your pet can go on a safe pace. This is meant to be a fun-filled event for the entire family. All participants raising $25 or more in pledges will receive a MDHS T-shirt.

National Guard. Right out of high school Sorenson opted for college only to find out he wasn’t ready to face that challenge. “I tried that college thing and it didn’t take at first,” said Sorenson. As a result he went to work and tried again in the fall of 2002 at Williston State College. With his first year of undergraduate studies now behind him, he was set to continue on with his education. That was until he learned his education was to be put on hold while he and his fellow soldiers were being called upon to serve their country. Sorenson opted to withdraw from his studies at WSC and credited officials at WSC with being “very understanding.” As a matter of fact they went so far as to reimburse his tuition.

SORENSON Continued Page 4 to the campus. This period of time included filling in as baseball coach back in 1991, advancing the Tetons to the region playoffs. CREDITS STUDENT ATHLETES/FAMILY While he is humbled with the honor, Rabon passes the accolades onto his students. “You have to give credit where credit is due,” said Rabon. At the same time he credits the support of his wife Sharon and his family. “When you have a job like coaching and athletic director you are gone from the family and my wife has been very supportive,” said Rabon. He noted a period when they had three of their four children over four years and that made for a heavy load. LOVES THE MOVE HERE Rabon is especially proud of the fact their four children all attended college in Williston for the first two years and then went on to complete their education at Concordia College in Moorhead and are now very successful. “It was not only good for me, but very good for my family and education of our kids,” said Rabon. He noted his children were able to obtain their two-year degrees and enjoy college life while also being able to save money for use in later years. Looking back over the many years Rabon stated, “I really liked working with the young people at the college.” He went on to say, “They made it enjoyable and it’s a credit to the kids that they did well.” While Rabon continues to serve as an ambassador for the college, his name will serve as a reminder of the many hours he recorded in service to area youth. SORENSON Continued from Page 3 CALLED TO SERVE COUNTRY Being activated for military duty in mid-December of 2003, Sorenson recalled leaving Williston in a snowstorm, en route to Colorado Springs, Colo. With training behind them the local unit was in for a long flight, consisting of some 27 hours, as they made their way with a stop for fuel along the way. Sorenson recalled while in the air they celebrated the birthday of Cody Wentz on Feb. 16, 2004. ARRIVES AT DUTY STATION While in Kuwait for about a month, the unit got the equipment in place and was set for a convoy on Mar. 15, a time he remembers well, as he searched for a phone to call his father Wayne to wish him Happy Birthday. From this point on the young soldiers were about to learn lessons that you can’t find in a textbook. “Throughout the company danger was ever present,” said Sorenson, as he described what was involved in the duty of the Taskforce Trailblazers. The unit was called upon to seek out the placement of improvised explosive devices (IED). “The guys were put in charge and figured out ways to make their own standard operating procedures and they did a hell of a job,” said Sorenson. LIFE CHANGING EXPERIENCE While on duty Sorenson learned first-hand the horrors of war. His best friend Wentz was killed when the Humvee they were riding in hit an explosive device on Nov. 4, 2004. Since that time Sorenson has been dealing with the loss of Wentz, along with nursing himself back to health after losing his lower left leg. That battle scar is something he has had to deal with after spending 10 months on the mend at Walter Reed Hospital in Washington, D.C. When asked about the adjustment Sorenson noted, “It’s been one day at a time.” FINDS HIMSELF BACK IN COLLEGE While taking time off to heal and grieve the loss, Sorenson realized he must move forward. That included getting back to hitting the books and after the fall semester in 2006 Sorenson earned his associates degree in arts and science from Williston State College. SORENSON ENJOYED TIME AT WSC Sorenson had nothing but good things to say about his time while attending Williston State College. “All of the faculty was amazing and I learned so much,” said Sorenson. He went on to say, “You do the work, you do the job and have some teachers who care.” Sorenson recalled he struggled to give speeches and his instructors stepped forward to lend a needed hand. “That’s the great thing about Williston State College and if you want to learn it’s there for you,” added Sorenson. He wrapped up his time at WSC by saying, “You get the bang for your buck at Williston and it’s the best education in the state.” ATTRACTED TO UND AFTER HOCKEY GAME After a brief break it was time to find another college to continue his learning. Having attended a Fighting Sioux hockey game at the University

of North Dakota he was sold on making his next move to Grand Forks. He did so in the fall of 2007, while now enrolled facing his final year at UND. VESTED INTEREST IN REHAB SERVICES With what he termed a, “vested interest in it anyway,” Sorenson is seeking future employment in rehab services. Bill Hinneman, who deals with Phil’s prosthesis from Bismarck, has encouraged him to seek out further education regarding this venture. That calls for him wrapping up things at UND at the end of this school year and making a shift to Connecticut. Things have been happening fast for Sorenson as this summer he bought a house in Grand Forks and now looks to turn it into a rental property when he heads east for more schooling. KNOWS THE PAIN FIRST HAND One thing for certain, Sorenson knows first hand what he will be dealing with. The loss of his lower left leg has involved a “process,” that began with him being able to wear the artificial leg for only 15 minutes at first, before he was in tears. While the pain has “lessened,” Sorenson is a trooper as he simply says, “I’m getting through it.” That includes being able to walk/run a mile in a time of 7:40, while covering two miles in his best time of 18:15. NOW READY FOR HALF-MARATHON As we told you, this spirited individual is ready for any challenge in his path. During a family reunion he learned from his cousin Tommy Paulson, a retired U.S. Navy Admiral with 34 years of service, that his son-in-law was involved in a fund raising program “M for Miles.” This is a fund-raising effort to collect pledges in the fight against skin cancer. To do that Sorenson has agreed to take part in a half-marathon (13 miles) on Nov. 23 in Philadelphia. You can click on www.Firstgiving.com and search for the Phil Sorenson fundraising page if you would like to pitch in and donate. We have even made it easier for you by clicking on www.scopingitout.org and another click will take you to the effort. Other options would be to contact Sorenson at 5703529 or send an E-mail to Philip.sorenson@us.army.mil with your pledge. Today, which is termed “Patriot Day,” seems fitting as we encourage you to do so. That’s the least anyone can do. SORENSON FAMILY IS FULL SERVICE One thing for certain, the Cindy and Wayne Sorenson family knows a thing about service. Along with Phil, brothers Jeff, Brent and Adam are all active members of the National Guard. Jeff served a tour of duty along with Phil, while he opted for more and is now serving his second tour of duty in Iraq. Being willing to answer the call is apparently something that serves this family well. In the next issue of Teton Thunder we will tell you more about Adam who also completed his studies at WSC. Scope can be reached at scopend@yahoo.com

Mr. Sears and Mr. Roebuck got together because of a classified ad! In the late 1800’s, Richard W. Sears had a pretty good business going selling watches and needed someone to handle his watch repairs. He placed a classified ad and Alvah C. Roebuck got the job. That’s how the nation’s biggest retailer got started....through a classified ad! If you need a good helper, try advertising in our classifieds. Who knows? You may spark the beginning of something big!
