All the stars aligned in Mansfield, Texas (near Fort Worth) and a unique elementary school was able to

open its doors in August of 2017 as the Tarver-Rendon Elementary School of Agricultural Leadership. The elementary school sits on 96 acres with the school district’s agriculture barn within walking distance and is Mansfield Independ School District’s (MISD) first school of choice for agricultural leadership.

The only elementary of its kind, TarverRendon Elementary agricultural teacher, Shaye Atwood, is combining her agricultural background and elementary education experience into a curriculum suited for 650 Pre-K through fourth grade students. “When we applied to be a school of choice, agriculture was a perfect fit. Our school already sits on a large amount of land and with our district’s $3M agricultural facility in our backyard, it is the perfect place to teach students how to grow food and learn about animals. We started our program small three years ago by opening Discovery Park, a large outdoor classroom and STEM garden. We have added gradelevel gardens and a large raised bed. We will soon be gaining a greenhouse and aqua pods,” explains Jamie Norwood, principal at Tarver-Rendon Elementary.

For the students at Tarver-Rendon Elementary, it’s become a literal “garden to table” experience. “We want these students to know where their food comes from, how to sustain the land, why agriculture is important and to learn all the possibilities in the industry,” Atwood says. The garden to table experience has come to life for the students, who raise a number of fruits and vegetables in the school’s garden that are then, in turn, used for the school’s cafeteria salad buffet. The students at the elementary are responsible for planting, weeding, watering and harvesting the crops in their gardens and then the teachers coordinate with Rita Denton, MISD Director of Student Nutrition, to incorporate the harvested food items into the salad buffet.

“The staff keeps me updated on the vegetables that are harvested and I adjust the salad bar accordingly. While the salad buffet can’t be supplemented by the garden alone, we work with a local vendor to provide the rest of our vegetable and fruit needs, which in turn gives us an opportunity to talk to the kids about our local farmers,” Denton said. The school has seen an increase in lunches purchased this year, not only by the students, but the parents and staff as well. Fourth grade student, Katie Keating, has purchased lunch from the salad bar almost every day since it opened at the school and said, “Growing our own food has been so much fun. It’s important to know where your food comes from and it’s amazing that farmers use to harvest all their food by hand!” she said, “It makes you thankful for all the hard work farmers and ranchers do to raise animals and grow crops.”

It’s important to know where your food comes from and it’s amazing that farmers use to harvest all their food by hand!” she said, “It makes you thankful for all the hard work farmers and ranchers do to raise animals and grow crops.” Even sack lunch students are able to go through the line each day and receive a free sampling of the vegetables from the buffet in an effort to increase their excitement for the food they are growing in the gardens and ultimately increase their chances of trying new things and choosing healthier options. “Life as a whole is busy and this generation is so used to going to the grocery store and having convenience,” Denton said, “The School of Agricultural Leadership is teaching these students about the source of their food and the roots of farming.” The school has been fortunate enough to have farmers and ranchers in the area bring their animals or products up to the school for demonstrations and other learning opportunities. Additionally, agricultural companies come to the school and teach the kids how to care for, assemble and use their products. For instances, Sullivan Show Supply taught the students how to clean clippers and put them together. The School of Agricultural Leadership even hosted an agricultural career fair to help increase the student’s exposure to possibilities in agricultural after school. “We are on the cutting edge as we keep developing our curriculum, since there is no other school like ours,”

Atwood adds. “It’s been great to see the kids learn and great to form relationships with the producers in our area that are so eager to help and share with our students.” Keating has many favorite moments from her agriculture class, like visiting the barn and Discovery Park. “I also really liked learning about careers in agriculture, the importance of soil and how farming machines have changed over time,” she says. “I think farmers and ranchers that grow food for the world have a really neat job. They have to know so much about a lot of different things and they are also super hard working. Without them we wouldn’t be able to eat.” The district owns a flock of sheep, donkeys, rabbits, goats and chickens that live at the high school agricultural barn behind the School of Agricultural Leadership, giving elementary students one more resource as they learn and grow in this field. Trips to the barn are frequent during the 75-minute class time students get for agriculture each week, but it’s not just the elementary students who benefit. “We learn how to administer shots, shear or groom animals and much more. Additionally, we have a high school that teaches high-end culinary skills and

they have used the rabbits and chickens for some of their dishes,” Norwood said, “Many in our district are learning where their food comes and so much more.” Atwood says the elementary students have always spent a lot of time outside learning, but with the gardens and more, learning outside is just part of being a student at the School of Agricultural Leadership. “We are learning what nature does for us and how we can protect it,” she said. With 17 third and fourth graders alone showing livestock at their elementary, the excitement for participating in agriculture is only growing. “We are located in a rural setting and so many would think that our students are familiar with agriculture, but most live in neighborhoods and on less than one acre plots and have never raised livestock or grown a garden,” Norwood explains. “We are preparing these students to one day have their own garden and provide for their family and we get really excited about that.” “This is the future of our country and our future is now learning why farming is important and how it affects our daily lives,” Atwood said, “We want to provide hands on experiences and show them how agriculture affects us daily.”

SC ANNOUNCEMENTS Hauling Livestock? Better Pay Attention to Electronic Logging Device Mandate Government overreach may affect the readers of the Show Circuit magazine in 2018 when they head out on the roads with cattle in the trailer this spring. As with many things coming out of Washington, nothing is settled yet and agricultural producers from all sectors are asking for more time and consideration of the unique needs of our industry before the final rules go into effect. At press time, we at least have a 90-day waiver (starting November 20) on the required use of Electronic Logging Devices (ELD). A little background – this whole mess started under President Obama back in 2012 when he signed the Commercial Motor Vehicle Safety Enhancement Act. Part of this policy, enacted through the Department of Transportation (DOT), required all motor carriers and drivers who were currently required to keep records of duty status to install and use an ELD – no later than December 18, 2017. However, agricultural haulers were given the 90day reprieve. Stay with me because if you think this doesn’t affect you this summer going to junior nationals, you could be wrong.

According to the National Cattleman’s Beef Association (NCBA), ELDs are a problem for a number of reasons. “The ELD enforcement date and existing hours of service (HOS) regulations pose significant consequences for the livestock industry. Current federal law limits on-duty time to 14 hours, with a maximum drive time of 11 consecutive hours. The driver must then rest for 10 consecutive hours before returning to duty. For the great majority of the trips made by our livestock haulers, this is simply not enough drive time to accommodate the realities of hauling live animals across the country. Research also demonstrates that repeated loading and unloading of animals creates stress, harming the livestock as well as endangering the hauler. Unfortunately, the impending (December 18, 2017) electronic logging device (ELD) enforcement date and existing hours of service (HOS) rules may force small business owners out of the marketplace while also having the unintended impact of decreasing driver safety, and jeopardizing the wellbeing of hauled animals if they can no longer be hauled by highly skilled and trained drivers/stockmen.”

To further muddy the waters, back in June there was guidance issued regarding livestock haulers, but it is very limited in range. “When transporting livestock and using the exemption, the hours of service regulations do not apply to any work that is conducted within a 150 air mile radius (about 172 road miles) of the source of the livestock. That includes loading and waiting time, as well as any driving time that occurs within that radius. Once exiting that radius from the source of the livestock, the hours of service regulations begin to apply. From the point of exiting the 150 air mile radius, the driver can drive an additional 11 hours.” Confused yet? Ag groups like NCBA continue to work for more time and more training regarding both the needs of animal industry and the awareness of the new requirements. Stay tuned for more updates this spring. In the meantime, it’s been suggested to print out a copy of the waiver and keep in your truck in the event that you are pulled over and the person pulling you over may not be aware of the waiver for livestock haulers.

USDA Updates Carcass Grading Standards Following a petition led by the National Cattlemen’s Beef Association, USDA’s Agricultural Marketing Service has announced that dentition and documentation of actual age will now be used as additional methods for classifying maturity of carcasses. (The full notice in the Federal Register.)

Dentition is a method for measuring the age of cattle based on their teeth. Cattle with fewer than three incisors are classified as less than 30 months of age (MOA). Three or more incisors indicate cattle are more than 30 MOA.

Prior to the change, a significant portion of cattle under 30 MOA were incorrectly deemed ineligible for USDA quality grades because of limitations in the process used to assess their age. Dentition and/or documentation of actual age provides a more accurate assessment method. Ultimately this will ensure that more carcasses are eligible for USDA quality grades and allow producers to maximize the value of each head.

A beef industry working group composed of representatives from the cow-calf,

feeder, and packer segments conservatively estimated that incorrect classification of carcasses cost the industry nearly $60 million annually. Carcasses incorrectly classified were sold at an estimated discount of nearly $275 per head. Dentition assessments have long been used in U.S. federally inspected plants, with effective USDA Food Safety Inspection Service oversight, to meet the export requirements of many U.S. trading partners.

Net Wrap – Friend or Foe? “America the Bountiful” is surely true, especially regarding big round hay bale production and storage. As I drive around the country, I see so much wasted hay – stored in all the wrong places that just rots away never to be used. And, considering the cost to bale large round bales at $12-15: bale, the cost to move bales to storage, even if it is just to the edge of the field (not to mention the loss in grass production) is such a waste. Large round bales came on to scene in the early 1970s. Prior to that, hay was put up as small square bales, stored in loose stacks or baled with an Allis Chalmers small round baler (almost an idea before its time). On the whole, collectively we wasted a lot less hay before the adaptation of the large round baler. Of course, it took a lot more physical labor back then than it does now. Over the last 37 years, I have written several articles regarding the right ways and wrong ways to store large round bales of dry hay. From an Environmental Protection Agency (EPA) perspective, the EPA is not concerned about runoff from round bales stored in the field. However, EPA requires control of any potential runoff from round bales stored on site of a confined animal feeding operation (CAFO). Therefore, a preferred method for storing large round bales is under roof of either a pole building (my favorite is an open front shed) or a hoop structure. Other acceptable methods not under roof include storing on a concrete pad,

storing on coarse gravel, and storing on earth and covering the bales with plastic sleeves or a plastic tarp. If storing on a concrete pad, the pad should have enough slope so rain water runs away from the bales and does not puddle around the bales increasing bottom rot. But, remember EPA requires the runoff to be contained or controlled. Storing on coarse gravel prevents water from puddling around the bales. Storing on earth increases potential for bottom rot and potential runoff must be controlled. (Refer to Tables 1 and 2 for estimated losses.) Spoiling due to weathering can account for wasting 21% to 36% of a large round hay bale for each 4 to 6 inches in diameter depth of damage. That is equivalent to throwing away 21 to 36 bales of hay out of each 100 bales harvested. Hence, one of the reasons the type of binding used to contain large round bales has changed over time. Binding has evolved from sisal twine to plastic twine to net wrap and plastic bale wrap. Sisal twine wrap served the baling industry for almost 30 years. An advantage for sisal twine is that it rots and degrades overtime. That advantage is also, sisal twines disadvantage. Bales wrapped with sisal and stored on earth tend to fall apart when moving during hauling and feeding. Consequently, plastic twine pretty much replaced sisal twine because it does not rot overtime and degrades very slowly in the environment. Plastic twines advantage is also, its disadvantage. Plastic twine not re-

moved from round bales during feeding can wrap around hooves, causing foot rot and worse. Plastic twine that is ingested can cause G.I. tract blockage and ultimate death or at minimum harvest of the cattle for salvage value. For several reasons, net wrapping has evolved into the binding of choice. According to Taylor Grusing, SDSU Extension, net wrap can increase baling efficiency up to 75% faster compared to binding with twine. Net wrap can increase water shedding ability resulting in less spoilage and outdoor storage loss. It has been estimated that 90% of producers have converted from twine wrap to net wrap over the past 10 years. Net wrap helps to maintain a tight bale that sheds water, maintains shape during moving and transport, and decreases bottom bale rot. However, because net wrap is made of plastic, it degrades very slowly in the environment, resulting in several problems. A must do when utilizing net wrap is to remove it from bales before feeding or grinding. (Ever try removing net wrap when the bale is coated with ice or frozen snow – a time consuming problem with which I can identify.) Unlike sisal twine, net wrap must be removed prior to grinding or it will build up on equipment to the point of making the grinders ineffective. If choosing not to remove net wrap prior to feeding (such as the frozen snow example), it should be picked up as the bale is eaten or immediately after the

SC ANNOUNCEMENTS National Western Unveils Vision for New World Headquarters The National Western Stock Show is building a new home for the countless supporters of this longtime fixture of the American West. The 100,000-square-foot Western Stock Show Association Legacy Building will be a focal point of the new National Western Center—a transformation of the aging facilities on the banks of the South Platte River into a year-round attraction. The Legacy Building will be one of four major new facilities the Western Stock Show Association is building. It will serve as a centerpiece of the nearly billion-dollar urban renewal project to reinvigorate and expand the National Western into a year-round destination for education, entertainment and agricultural innovation. The others include The Yards (a complete redesign of the stockyards into a flexible, multi-use attraction), the Equestrian Center, and the Livestock Center. “The Legacy Building will be a home to all members of the National Western family,” said Pete Coors, chairman and chief customer relations officer of the Molson Coors Brewing Company, as well as chairman of the $100 million Honoring the Legacy Campaign supporting these four new facilities. Least favorite show-day or show-barn activity: I don’t think anyone can ENJOY cleaning up after your animals in the barns, but scooping and hauling manure is very important in the show process.

Why is Leadership Important to You: I believe the younger someone can get involved in leadership, the sooner thy can learn to appreciate the behind the scenes tasks. When someone can appreciate that, it makes you appreciate all events you attend and don’t have to plan a little more.

What do you like to do outside of the barn/show ring: Since at college, I have gotten involved in several clubs on campus. One my favorite organizations I’m involved with is Sigma Alpha where I am currently the Executive Rush Chair and am very excited to continue my involvement in sisterhood.

What is your favorite show memory and why: When Knutson 14-5 became the Grand Champion Suffolk Ewe at the 2015 NAILE Suffolk Show. Although it wasn’t in my family’s flock name, I am very proud to have bred and raised such a ewe!

Favorite movie: Beauty and the Beast. I have loved Princess Belle since I was a little kid and since the new, updated version of the movie came out, I have been even more obsessed.

Do you have a quote or motto you like to follow? “Enjoy the journey as much as the destination” Whether it be working with my sheep, at school, or being involved in an organization, I often become so focused on the end goal and don’t enjoy the journey, that this quote serves as a reminder to slow down once and awhile. Who is someone you’d like to thank for helping you succeed in the showring: Jim Heggemeier will be someone I will always look up to. From learning how to fit, market, and breed my sheep from him, he has really helped my sisters and I further our operation.

Consumer Implications Grow with Carcass Size By Wes Ishmael

For as much as steaks bolster carcass value and consumer beef demand, their growing size is costing the industry a lot of jingle.

These OSU researchers surveyed more than 1,000 U.S. consumers and presented them with a series of choices that varied the type, thickness, area and price of the steak. Once the thickness and area of a steak is known, the weight is pre-determined.

“The aggregate welfare (consumer) loss from the increase in carcass weight with respect to ribeye and sirloin steaks is $8.6 billion for the two largest classes. That is significant,” says Jason Lusk head of Purdue University’s department of agricultural economics, speaking about research he helped conduct while a faculty member at Oklahoma State University (OSU).

According to the study conclusion, “the decrease in consumer welfare by moving from a choice set containing small area and thick steaks to a choice set that includes large area and thin steaks implies that the changes in carcass size have led to a decrease in consumer utility from today’s steak choices relative to the steak choices of a few decades ago.”

Despite increasing average carcass weights over time—and meat cut into steaks—Lusk and fellow OSU researchers Derrell Peel and Josh Maples explain most restaurants and grocery stores offer relatively fixed steak serving sizes, usually 6 oz., 8 oz., 12 oz. or 16 oz. In other words, achieving the same serving sizes from larger carcasses means cutting steaks thinner.

“In essence, our survey implied consumer preference varies relative to steak size but are generally in unison in their dislike for the thinnest cuts of steaks,” Lusk says. “Most people don’t want to eat a 32-ounce steak, with the consequence that steaks from today’s larger beef cattle are often cut thinner than what was done traditionally.”

“That got us to wondering: For a fixed weight, do consumers prefer traditional, thicker steaks that take up a smaller area on one’s plate or newer, thinner steaks that take up a larger area?” Lusk says. “Presentation is known to correlate to varying degrees to what consumers want to buy.”

Beef carcass 101 For perspective, the most coveted steaks come from the middle meats—rib and loin—which represent 10% to 12% of carcass weight, according to a Texas A&M University beef carcass and value yields demonstration conducted by Jeff

Savell, one of the world’s foremost meat scientists. But, these middle meats can account for about a third of total carcass value—upwards of 40% for Prime grading carcasses. In broader terms, consider a 1,200-lb. fed steer with a dressing percentage of 62% to 64%, which equates to a carcass weight of 744-768 lbs. Yep, 1,200 lbs. is light by today’s standards, but old habits are hard to break. “The expected yield of retail cuts from beef carcasses ranges from approximately 55% to 75%, depending on the fatness and muscling of the animal, and the type of cuts produced,” explained Rosie Nold, in a fact sheet from South Dakota State University (SDSU) a few years back. She is the SDSU animal science assistant department head. “A typical 750 carcass with 0.50 in. of fat over the rib eye and average muscling of a 12-13 sq. in. rib eye will yield about 65% of the carcass weight as retail cuts (roasts and steaks) and lean trim,” Nold said. Using this example, cutting the carcass into primarily boneless steaks and roasts, Nold breaks out the resulting carcass composition this way: 20% to 25% lean trim that will likely be packaged as ground beef; 10% to 12% boneless chuck roasts and steaks; 10% to 12% round roasts and steaks; 10% tob 12% steaks from the


rib and loin. “Ground beef increases proportionally as carcass size increases, and so more meat per animal has likely led to increases in consumer value through lower prices or smaller increases in prices resulting from the decrease in number of cattle slaughtered,” Peel says. “However, steaks represent an important portion of the total carcass value and it is possible the increase in size of other cuts also may have created less desirable end products for consumers.” Carcass growth continues The primary driver of increasing steak size is straightforward. Improved genetics, management, cattle feeding technology and economic incentive all foster more pounds. U.S. Department of Agriculture data indicate average weights of commercially slaughtered cattle hovered around 1,000 lbs. from the 1950s midway through the 1970s, Peel says. In his early-December market comments, Peel explains: “Since 1975, there has been a steady increase in the size of beef cattle.

year resulting in an average of 12 lbs. lighter year over year for the year to date.”

In 2016, the average weight was 1,363 lbs., which is 366 lbs. more than the average weight in 1975.

These lighter carcass weights help support prices by diluting the impact of cyclically increasing cattle numbers.

“Steer and heifer carcass weights have increased an average of 5 lbs. per year for the last 50 years. Current production systems, technology, and genetics would suggest that there is no end in sight to just how big cattle can get from a production standpoint. There is no reason to believe that the drop in carcass weights in 2017 is a change in the long run trend of bigger carcasses, though it could represent moderation or a peak in carcass size.”

“The decrease in carcass weights partially offsets increased cattle slaughter and moderates the increase in beef production in 2017,” Peel explains. “Steer slaughter is up 2.1% for the year to date; an increase of 310,000 head year over year. Lower steer carcass weights is the equivalent of 234,818 fewer head at last year’s carcass weights, meaning that the reduction in carcass weights is equivalent to increasing steer slaughter by 81,154 head or just 0.6% this year.

The decline in carcass weights this year that Peel alludes to stems mainly from economic incentives encouraging aggressive feedlot marketing, which equates to feeding cattle relatively fewer days.

“Decreased heifer carcass weight is equivalent to a 110,067 head reduction in heifer slaughter, reducing the increase in heifer slaughter from the actual 12.2% year-over-year increase to an equivalent level of 10.5% year-over-year increase. As a result, year-to-date beef production is up 4.1% compared to the 5.3% increase in steer and heifer slaughter.”

“Steer carcass weights have been lower 44 of 46 weeks this year and the average decrease for the year to date is 14 lbs. below last year,” Peel says. “Heifer carcass weights are currently 13 lbs. below last year and have been lower every week of the

“The industry has been hearing from consumers for at least two decades that they did not want bigger and bigger steaks,” Peel says. “Grocery stores and restaurants both market beef, not just on a price per pound, but on a cost per package or plate. Reflections from Zachary Andrews – 2017 AJCA President Thank you! Thank you to every AJCA member, parent, sponsor, and volunteer. Thank you for making this past year serving as the President of the Arkansas Junior Cattlemen’s Association nothing short of exhilarating. More importantly, thank you for allowing me to serve you. At the age of four I started showing Hereford cattle. As the years went on, I looked up to the older showmen and especially the youth who served on the AJCA Board. I had a dream that I could be on that board, and one day I was! It is crazy looking back from my first year as a board member to now. Never would I have thought that I would actually lead this Association, but I did. I have cherished each and every moment while holding this office. I took office at the Thanksgiving Classic with an open mind and a rush of excitement looking forward to my year ahead. My first memory came after starting the New Year presiding over the January board meeting. This occasion was incredibly humbling as our board members, both youth and adults, looked to me to lead the Association for the next year. My next favorite memory came from attending three area ACA conferences. Connecting with AJCA supporters and past members is a great experience especially when they are genuinely interested in what our livestock youth are doing. You are also able to connect with former showmen and AJCA members. When Spring Livestock Show came around, I was eager to connect with many AJCA members. From the fitting contest to the supreme heifer drive, I could not help but soak up every moment and see in action every AJCA purpose – youth development, forwarding the beef industry in Arkansas, leadership opportunities, networking experiences, developing friendships, education and the development of important life skills.

Then came our AJCA Super Saturday held in conjunction with the ACA Convention! This day was so busy, but so memorable for so many people. I had the opportunity to see members walk across the stage to receive their very first AJCA award, and then a few members accepted an award for the final time. To shake the hands of the recipients on behalf of the AJCA was an extremely humbling honor and a huge highlight of this year. When the Arkansas State Fair rolled around it was fun to step back and observe the months of hard work put in by our members as they stepped foot into the show ring. It is always a joy to see AJCA members honored as the best of the best in the state of Arkansas. This year the words I have spoken most often are “thank you”. The biggest thank you goes to Michelle Rieff, AJCA State Director. I could not have done anything this year without Michelle. Thank you for supporting the dreams and desires of all Arkansas Junior Cattlemen’s Association members. My term as AJCA President will end with the Thanksgiving Classic. SC ANNOUNCEMENTS Witnesses assess US biosecurity infrastructure as inadequate Senate Agriculture Committee members can’t say they weren’t warned. A panel of witnesses spoke to the committee (in early December) and all essentially delivered the same message: the current defense against pests, pathogens and biosecurity threats to the food system needs work. “If you were an enemy of the United States and wanted to strike us, nuclear weapons always get the most attention because they’re so terrifying to everybody, but when you think about the damage that would be done to our economy, to our country, to our people, it would create a real sense of terror if somebody successfully attacked with a pathogen our agriculture sector,” former U.S. Senator Joe Lieberman, cochair of the Blue Ribbon Study Panel on Biodefense, told the committee. Other witnesses agreed. Raymond Hammerschmidt, a professor in Michigan State University’s Department of Plant, Soil and Microbial Sciences, said the country is “relatively ill-prepared” to combat pathogens and pests in the food supply. Kansas State University President Richard Meyers told of his time in the military and intelligence gathering that revealed al-Qaeda deliberations on the use of biological weaponry, even going as far as to test methods on animals. Even outside the realm of bioterrorism, R.D. Meckes, North Carolina’s State Veterinarian, spoke of a potential outbreak of foot-andmouth disease, something that “cannot be controlled without immediate access to millions of doses of vaccines.” The witnesses faced little pushback from the assembled senators to their claims; most of the lawmakers, in fact, were in agreement. But Pat Roberts,

the Kansas Republican who chairs the committee, said there’s a real issue of drawing awareness to the concern without causing hysteria.

“This is a difficult issue, because if you really come out and say what’s on your mind, it would scare the dickens out of people,” Roberts said. “I can promise you that every member of this committee is aware of this threat.” Lieberman’s Blue Ribbon panel issued a report in October calling for “immediate action” from the executive branch as well as Congress. Those recommendations ranged from figuring out how much money was being spent on agrodefense across the federal government – a number Lieberman said was somewhere between difficult and impossible to come by – to fully funding the National Veterinary Stockpile. There was also talk at the hearing about the need to fulfill the objectives of Homeland Security Presidential Directive 9, which includes suggestions to increase the number of employees with security clearances at USDA as well as increasing support for increased surveillance systems that could warn of disease threats across the food system.

After the hearing, Roberts told reporters that HSPD-9, originally issued in 2004, needs to be looked at again to make sure the directive “fits today’s world and where we are.” He also spoke on the issues of “silos” in the intelligence community, which can hinder understanding and communication of the issue. As to the matter of increased employees with security clearances, Roberts said “we don’t need to have everybody over there have a topsecret clearance.” Livestock groups made a FMD vaccine bank one of their top issues as talks shift (at press time) to writing the 2018 farm bill. They have generally found support on Capitol Hill for their concerns, but the $250 million price tag has left many to wonder if the request could be funded in full in a farm bill that won’t have inflows of new money. Roberts told reporters he hopes to include the vaccine bank in the upcoming bill, noting that this is “one of the issues that doesn’t get much attention until it’s too late.” The Institute for Infectious Animal Diseases focuses on research, education and outreach to prevent, detect, mitigate and recover from transboundary, emerging and/or zoonotic diseases, which may be introduced intentionally or through natural processes.
