Former U.S. comptroller general David M. Walker The first thing you must do is lay out just how dire the situation is. Based on honest accounting, federal debt as a percentage of GDP is worse in the U.S. than in any country in Europe except Greece. Everything has to be on the table: budget controls, Social Security reforms, better control of health care costs, reducing defense and other spending, and comprehensive tax reform that would generate more revenue. All are essential elements of a grand fiscal bargain. We need at least $5 trillion in deficit reduction over 10 years, and federal debt as a percentage of GDP needs to fall from 103 percent to 60 percent within 10 to 12 years. People are smarter than many politicians think. They’ll accept tough choices as long as those choices are part of a plan they deem fair.

hat I want to convey is not really a policy suggestion but a way of looking at the world—an understanding that in the past decade we’ve gone from an interconnected world to an interdependent world. There are a number of big things that are different. The first is that your allies can hurt you more than your enemies can. For example, if Greece were to collapse, our 401(k)s would be fundamentally impacted. What’s more, your rivals threaten you as much by collapsing as they do by rising. So if China were to go to zero growth, again, our 401(k)s would be fundamentally affected. Another thing to bear in mind is that we have to deal with a lot of failed or failing states, which are more resistant to traditional diplomacy. Ordering Pakistan to do something can be like pushing on a string. Finally, one knucklehead with a camera who does an insulting video about the Prophet Mohammed can create an international incident. Now we have not only superpowers but super-empowered individuals. What all this adds up to is that we need to make sure we are on a sound economic footing— so no matter how interdependent the world gets, we can withstand the buffeting on its worst days and take advantage on its best days.

REFORMING

IMMIGRATION Former Florida governor Jeb Bush and Clint Bolick, Hoover Institution research fellow America’s population growth has stalled, and our social welfare burden is escalating as fewer workers support more retirees. The only way to save safety-net programs and escape a crushing debt burden is to have a pipeline of hardworking, talented immigrants. Our schools aren’t producing enough graduates to ﬁll the science and engineering jobs that drive our economy. Immigrants start businesses at a much higher rate than native-born Americans. But the U.S. issues only about 65,000 visas a year for skilled workers. When companies

can’t meet their labor needs here, they open facilities abroad. We also need more visas for seasonal workers. It’s estimated that when Alabama enacted strict immigration restrictions, the state lost billions of dollars in GDP. As for illegal immigrants in the U.S., we believe they should have to pay a ﬁne, and can become permanent residents only if they have obeyed our laws. Their kids deserve the chance to earn a path to citizenship. Finally, our immigration laws are so cumbersome and contradictory that they need to be rewritten. The system should be driven by economic demands and provide a chance for law-abiding people to earn a share of the American dream. Emanuel, M.D., Ph.D., former White House health care policy adviser In 2012, U.S. health care costs will total $2.8 trillion, making our health care system the ﬁfthlargest economy in the world. The most important change we can make: the way doctors and hospitals are paid by government health programs. Right now, they’re paid fee-forservice, which encourages more interventions. Providers should have incentives to emphasize prevention, especially for patients with chronic illnesses. I recommend telling doctors and hospitals that by 2022, 75 percent of their payments won’t be fee-for-service; they need to begin planning now how to alter their practices. Second, Medicare and Medicaid need to immediately expand so-called episode-based payments. Instead of requiring payments for each visit, test, or treatment, this model entails paying a lump sum for an “episode,” such as a hip replacement or bypass surgery. Hospitals and doctors would have to learn to be more efﬁcient. Third, Medicare and Medicaid should encourage hospitals and doctors to accept capitation, an annual payment for comprehensive patient care. These three policies would allow us to control costs by having doctors decide which tests and treatments are necessary and which are wasteful. Roughly 17 million barrels pass through the Persian Gulf every day; about 12 percent of that comes to the U.S. It’s insane that we have the Fifth Fleet of the t U.S. Navy tied up there to protect p oil that ends up in China and a Europe. There are a number b of ways to take advantage of o our resources. For instance, if we converted 8 million heavy trucks t to natural gas, we would save 3 million barrels of oil a day. We now get 4.5 million barrels a day from OPEC, so we’d be eliminating two-thirds of our dependency. We’d also create jobs, and natural gas is cheaper and cleaner than diesel. And that’s only one example.

Both political parties are starting to agree that we need to open our doors to talented foreigners. (See “Reforming Immigration,” page 8.) That will bring a fresh wave of new companies and jobs and also help keep America younger than its competitors. Germany, the U.K., China, and Japan are all aging much faster than we are.

Two streams of people pouring into the workforce could change the country. The ﬁrst are veterans, who are dazzling employers— a silver lining from 11 years of war. The second are college graduates who are passing up Wall Street to do socially responsible work. At some top universities, nearly one in ﬁve seniors have applied to Teach for America.

Over the years, governmentsubsidized housing in America’s inner cities has produced unintended consequences: It has ampliﬁed the negative social effects of poverty by concentrating it in these areas. What’s essential for creating aspirational communities is to mix “affordable” housing with market-rate housing and to provide incentives for businesses and job training that aren’t generally found in poor neighborhoods. One example: providing technology training and business incubation support in communities that use technology heavily but haven’t been tapped as tech producers. About a third of Twitter users are black, yet a much smaller percentage of the technology sector’s workforce can say the same. The mobile-apps industry places a high value on creativity, a quality in abundance in poor neighborhoods. There’s a shortage of tech talent in the U.S., and we have an opportunity to develop a uniquely American talent pipeline. —Majora Carter, president of Majora Carter Group, a consulting firm specializing in sustainable development
