DOJ to follow PBBM’s lead on ICC

THE Department of Justice (DOJ) said yesterday they recognize the possible return of the Philippines as a member of the International Criminal Court (ICC), according to Justice Assistant Secretary Mico Calavano.

“The [DOJ] acknowledges the calls to submit the report from the Quad Committee of Congress regarding the drug war killings under former President Rodrigo Duterte to the International Criminal Court (ICC). We also

A recent Pulse Asia survey conducted from September 6 to 13, 2024, shows that 7 out of 10 Filipinos are not inclined to vote for candidates who are “pro-China,” whether in the past or currently.

The event gathers governments, civil society organizations, the private sector, academia, and stakeholder groups to strengthen cooperation on disaster resilience and risk reduction in the Asia-Pacific region.

Around 4,000 delegates from 70 countries have gathered in Manila to emphasize the urgency of strengthening regional efforts to ensure a safer future for all.

Josue Raphael J. Cortez, a lecturer at the School of Diplomacy and Governance at De La SalleCollege of St. Benilde, told Manila Standard that the survey results reflect Filipinos’ growing awareness of the risks tied to the country’s dependence on China. He noted that public sentiment has shifted as people increasingly recognize the challenges and consequences of China’s influence, particularly in the context of territorial disputes in the West Philippine Sea.

“To the point that our sovereignty is not merely violated, as well as the Arbitrator’s ruling, but more importantly how the latter is more than willing to utilize force just for it to gain sole rights over the disputed islands,” Cortez stated.

Cortez noted that the outcome reflects growing public trust in the Marcos Jr. administration and its foreign policy stance, particularly the decision to push back against China’s aggressive actions in the West Philippine Sea.

“As the chief architect of Philippine foreign policy, Marcos, Jr.’s decision to uphold the Arbitration’s ruling —along with like-minded nations—is an effective move as it an implicit signal that the Philippines is more than willing to fight for what it possesses despite perils,” Cortez explained.

“At the same time, his statements during the recently held ASEAN Summit vis-a-vis the Chinese Premier propels this stance more, and in turn contributes to a better perception about his tenure as chief executive. Thus, a spillover can be expected from this — and it will not be surprising anymore that those who have anti-China sentiments presently will rally behind the administration’s candidates for next year’s elections,” he recounted.

The House leader, who heads the Philippine delegation to the IPU Assembly, informed his fellow lawmakers and parliamentarians worldwide that the Philippine Congress, in support of the 2030 Agenda for Sustainable Development, has enacted several measures to improve innovation governance in the country.

He specifically mentioned three laws: Republic Act 11293, also known as the “Philippine Innovation Act;” Republic Act 11927 or the “Philippine Digital Workforce Competitiveness Act;” and Republic Act 10055 or the “Technology Transfer Act of 2009.”

“With all these legislation, policies, and programs, in terms of innovation governance, the Philippines’ Global Innovation Index has been increasing over the last decade. In fact, the Philippines is recognized as one of the middle-income economies with the fastest innovation catch up,” Romualdez told his IPU audience.

Figures released to reporters on Tuesday show there were only a total of 34 Chinese ships sailing around Ayungin and Escoda Shoals, and Bajo de Masinloc.

The spotted ships represent a combination of People’s Liberation Army Navy and Chinese Coast Guard vessels. Last week, the Navy reported a total of 190 various vessels in the said key water features of the Philippines in WPS.

Police dismantle drug den in La Union town

OPERATIVES of the Philippine Drug Enforcement Agency (PDEA) and Philippine National Police (PNP) dismantled a suspected drug den in Bacnotan, La Union.

According to PDEA Regional Director Joel Plaza, a 39-yearold man, who is suspected to be the caretaker of the alleged drug den; a 63-year-old barangay guard; and a 25-year-old man were arrested in the raid.

Law enforcers confiscated 12 heat-sealed transparent plastic sachets containing a crystalline substance suspected to be shabu estimated to weigh 30 grams and worth P150,000.

Yamsuan vows more aid under H.O.P.E.

BAON aims to initially benefit 1,000 Parañaque District 2 residents aged 18 years old and above who are enrolled in senior high school, college and the Alternative Learning System (ALS) of the Department of Education (DepEd).

NBI agents nab 17 foreigners for cybercrime acts in Makati City

THE National Bureau of Investigation (NBI) on Tuesday announced it has arrested 17 foreign nationals for cybercrime activities in Makati City.

NBI Director Santiago said the “continuous cyber patrolling and intelligence gathering of the NBI Cybercrime Division (NBI-CCD) intercepted an organized cybercrime group engaged in large-scale online scamming activities.”

He added that the operation on Friday resulted in the arrest of 15 Chinese nationals, one Malaysian, and one Taiwanese, who were all caught red-handed having engaged in the illicit activities. NBI-CCD operatives, in coor-

THE Civil Aviation Authority of the Philippines (CAAP) has reported that the country is making progress in achieving and maintaining an effective implementation score of over 75 percent in a safety audit.

The Philippines has improved its effective implementation score in the latest audit conducted by the International Civil Aviation Organization’s (ICAO) Universal Safety Oversight Audit Programme (USOAP).

During the 59th Directors General Civil Aviation (DGCA) Conference held in Cebu, CAAP Director General Manuel Antonio Tamayo stated, “In line with this commitment, we are on track to achieve and maintain a USOAP Effective Implementation score higher than 75% in the upcoming audit in March 2025.”

THE Office of the Vice President (OVP) said the claims of Department of Social Welfare and Development (DSWD)Secretary Rex Gatchalian that all assistance requests from the OVP were accommodated were “inaccurate and misleading.”

During a Senate hearing on the proposed P2.037 billion budget for the DSWD for 2025, Gatchalian asserted that communication records between the agencies would confirm that all requests had been fulfilled. This statement was in response to Vice President Sara Duterte’s earlier accusation that the DSWD was “politicizing” the government’s assistance programs.

“While such statements may paint a picture of seamless coordination between our two offices, the reality on the ground tells a different story… There had been several instances when OVP referrals were declined,” the OVP said in a statement. The OVP highlighted several issues regarding DSWD and its handling of assistance requests. For instance, a request for aid for individuals impacted by the African Swine Flu was turned down by the DSWD, which stated they couldn’t carry out “mass payouts,” despite having done so in other regions with the support of various politicians.

Currently, the OVP reported “7,056 pending applications for the Assistance for Individuals in Crisis Situations (AICS) and 2,597 pending applications for the Sustainable Livelihood Program (SLP) that were referred to the DSWD Field OfficeVI by the OVP Panay and Negros Islands Satellite Office, with no assistance given yet.”

DOH observes Global Handwashing Day

THE Department of Health (DOH) hopped into the World Health Organization (WHO) bandwagon in marking Global Handwashing Day, observed every Oct. 15.

This year’s team for the event is “Why Are Clean Hands Important?” highlighting the significance of proper handwashing in preventing the spread of infectious diseases and promoting public health.

The DOH launched Water Supply, Sanitation, and Hygiene (WASH) in its eight Priority Health Outcomes, aimed at increasing the percentage of the population using clean water from 88 percent to 100 percent.

In support of the WASH in Schools program of the Department of Education, the DOH provided technical and financial assistance to schools to meet healthy sanitation standards. This included repairing restrooms and water facilities, installing hand washing reminders in restrooms, and conducting daily hand-washing activities in schools.

The DOH also encouraged local leaders provide hand hygiene facilities and supplies to achieve better sanitation and hygiene. Moreover, the health agency is also involved in developing and improving the Global Guidelines for Hand Hygiene in Community Settings, an initiative led by the WHO and the United Nations Children’s Fund (UNICEF).

According to DOH, regular handwashing with soap and water is a simple yet effective way to prevent illness, especially in schools, hospitals, and homes. Ex-NPA recruiter quits ‘living dangerously’

A FORMER New People’s Army (NPA) female rebel has surrendered to the police in Allacapan, Cagayan, saying she wanted to go back to normal life.

Police Major Llewilyn D Guzman, identified the surrenderee only as “Marta”, widow, from Lasam town, also in Cagayan.

The woman said she was involved in the NPA’s recruitment activities in Cagayan and up to Apayao province, apart from involvement in various meetings and anti-government rallies in Cagayan until the year 2011.

Her decision to surrender was attributed to the ongoing campaign by the police and various government agencies against insurgency and terrorism, in accordance with Executive Order No. 70 and the National Task Force to End Local Communist Armed Conflict.

The police reiterated its call on the NPA holdouts to return to the fold of law to live normal lives.

DOH, partners launch cancer awareness drive

THE Department of Health (DOH) has joined the Philippine College of Surgeons (PCS) and the Inner Wheel Club of the Philippines (IWCP) in launching a nationwide cancer awareness program with special focus on breast cancer.

To dramatize unity in the fight against cancer, the event featured a nationwide lighting of 137 iconic landmarks in pink, the color that was recognized as a symbol of breast cancer care awareness. Among these landmarks were the Quezon Memorial Shrine, Manila Hotel, Cagsawa Ruins in Albay, Fernan Bridge in Cebu, and the Grand Mosque in Cotabato City.

Several hospitals, capitol buildings, and other prominent structures also joined the event.

Army has 1,591 newly minted soldiers in ’24, eyes 2,900 more

THE Philippine Army has so far recruited 1,591 new soldiers this year.

Army spokesperson Col. Louie Dema-ala said the command eyes a total of 4,029 recruits for 2024 grouped into five training cycles.

“The Centralized Recruitment Program for Candidate Soldiers has already produced 1,591 privates from the School for Candidate Soldiers (SCS) Classes 792-2024 and 793-2024.” Dema-ala said.

Meanwhile, 1,339 candidate soldiers belonging to SCS Classes 794-2024 and 795-2024 are still undergoing training at the School for Candidate Soldiers.

With this, the Army broke ground for new key training facilities in Capas, Tarlac that will cater trainees at the School for Candidate Soldier of its Training Command (TRACOM).

Army chief Lt. Gen. Roy Galido led the ground breaking ceremony of the facilities consisting of a grandstand and new barracks.

“In eight months or earlier, we will see these facilities completed. As such, we will now have better facilities to train our soldiers and have a better output,” Galido said in his address to the TRACOM leadership and the candidate soldiers. He also reiterated his commitment to building world-class training facilities for the soldiers he described as the Army’s most valuable resource.

Galido also vowed support for constructing top-notch facilities to accommodate thousands of recruits from all over the country.

NOLCOM blends military operations and diplomacy

THE military is integrating diplomacy in its operations in keeping with its commitment to a “comprehensive approach to safeguarding peace and security.”

This as the Northern Luzon Command (NOLCOM) of the Armed Forces of the Philippines forged a tieup with the Foreign Service Institute (FSI) of the Department of Foreign Affairs (DFA) to more effectively address regional security challenges.

The collaboration was formalized during a visit of an FSI team led by director general Francisco Noel Fernandez to the NOLCOM headquarters in Camp Servillano Aquino in Tarlac City.. During the meeting, NOLCOM

chief Lt. Gen. Fernyl Buca, underscored the importance of integrating diplomacy into the military operations.

“Our partnership with the Foreign Service Institute demonstrates our commitment to a comprehensive approach to safeguarding peace and security. By working together, we can effectively respond to threats and promote stability in the region,” Buca said. NOLCOM briefed the FSI delegation on its extensive operational area, covering North and Central Luzon.

The NOLCOM officials highlighted their mission to protect national sovereignty and address both internal and external threats.

Imee demands honest assessment of gov’t anti-poverty programs

SENATOR Imee Marcos is seeking a no-nonsense assessment of the government’s anti-poverty programs amid allegations that they were being exploited for political purposes.

“Seventeen years in, we should evaluate and improve our 4Ps program, the cornerstone of our antipoverty efforts,” Marcos said during a hearing on the government’s propoor financial subsidies.

The senator cited data showing that

only 39.1 percent of the beneficiaries asserted their living conditions improved, while 60 remained in poverty.

The other face of USA: Homelessness and illegal immigrants

VALLEJO, California — Droves of tourists from west of the International Date Line are ostensibly anxious as they go through immigration on arrival either at the Los Angeles International Airport or the San Francisco International Airport in the nation’s most populous state.

Elsewhere in the country, where 333.3 million people live, more than 39 million of them living in California, illegal immigrants are hurriedly crossing the border in pursuit of that fabled “American Dream.”

This is defined as the ideal that every citizen of the United States should have an equal opportunity to achieve success and prosperity through hard work, determination and initiative.

Before long, some of the tourists from west of the IDL, many of whom are Filipinos, stay longer than their tourist visas allow them and hide from immigration authorities, earning for themselves the familiar Tagalog pejorative “tago nang tago (perennially in hiding).”

According to the new Washington, DC-based Pew Research Center estimates based on the 2022 American Community Survey, the most recent year available, the unauthorized immigrant population, topped by Mexicans, in the United States grew to 11 million in 2022.

The increase from 10.5 million in 2021 reversed a long-term downward trend from 2007 to 2019, which makes this the first sustained increase in the unauthorized immigrant population since the period from 2005 to 2007.

Official figures suggest California tops the list of 50 states in the United States with the highest number of unauthorized immigrants, with 1.9 million, followed by Texas (1.6 million) and Florida (900,000) -- with the total including those who went to other states placed at 10.5 million.

Another face in this “American Dream” is the state of homelessness in this “land of milk and honey,” a poetic description of the land’s fertility and abundance, a phrase which originated in the bible when God promised Abraham a land “flowing with milk and honey.”

In 2023, the estimated number of people experiencing homelessness in the United States was 653,104, the highest number since 2007.

This was 12.1 percent increase from 2022, according to the Department of Housing and Urban Development, which conducts an annual point-in-time count of homelessness on a single night each winter. The count includes people in both sheltered and unsheltered locations.

Sources said the Black community experiences homelessness most disproportionately, at a rate nearly triple its popula-

tion share.

Instance, from 2020 to 2022, the number of unhoused Black individuals dropped by 5 percent, although this jumped again in the past year, along with most other self-identified ethnic groups.

During a road trip from California to Colorado via Nevada, Utah and Wyoming, we saw shadows of heavily grimy homeless people walking on the streets or simply slouching on the sidewalks with either filthy backpacks or personal carts beside them.

Elsewhere in the country, illegal immigrants are hurriedly crossing the border in pursuit of that fabled ‘American Dream.’

We wondered where the homeless people spent the night -- but particularly during the fall or autumn, the season before freezing winter.

According to our sources, homeless people, including the elderly, spend the night in various ways, most commonly by sleeping in shelters when available but also often outdoors in places like parks, under bridges, in tents, or even on sidewalks, depending on their circumstances and location.

In the United States, where lights sparkle in urban centers and capital cities, the primary federal agency responsible for managing homelessness initiatives and funding shelters for the homeless is the Department of Housing and Urban Development.

The US Inter-agency Council on Homelessness coordinates the overall federal response to homeless across various agencies, including HUD, to develop a comprehensive strategy to end homelessness.

Can the homeless stay only overnight in the shelters, checking in only at 6 pm and moving out at 6 am the next day?

Sources said individuals may stay for up to 180 days, but the shelter facilities primary day-to-day focus is assisting program assistants with creating a housing plan, making connections to housing resources and moving them to transitional and permanent housing at the soonest possible time.

The son almost rises: Cambodia’s Hun Sen the power behind throne

PHNOM PENH — Cambodian Prime Minister Hun Manet kept a low profile at the ASEAN summit in Vientiane last week, holding meetings on the sidelines with fellow leaders but making no public statements to the media.

An ex-military man, he marched straight past waiting reporters as he arrived for summit sessions, his most animated moment a jovial conversation with Singapore’s foreign minister.

More than a year after inheriting power from his father Hun Sen, he has yet to hold an open news conference to explain how he will navigate challenges including balancing China and the West.

In contrast, Hun Sen regularly opines on government policy to his millions of social media followers.

Analysts say the father remains the power behind the throne in the Southeast Asian nation.

Officially, Hun Sen stepped down last year after nearly four decades of ironfisted rule, passing the baton to his eldest son following a landslide win in national polls held without any significant opposition parties.

Hun Manet turns 47 on October 20, when he will have been in office for 14 months. By that age, his father had already been prime minister for 15 years.

In February, Hun Sen took over as president of the senate, the country’s second-highest ceremonial role after King Norodom Sihamoni, and has since hosted every foreign dignitary visiting the country -- just as he did when prime

minister.

A few months later, he openly stated his enduring authority. “I have not finished my political life,” he told an audience of government officials and foreign dignitaries.

Hun Manet faces a number of challenges, including economic recovery, internal party dynamics and balancing relations with China and Western countries.

“I am the father of the prime minister.”

In one video in May, he mused over whether the ground-breaking ceremony for a billion-dollar canal project could be brought forward from the year-end proposed by the government.

IT IS clear by now that due to global warming, renewable energy sources rather than fossil fuel-based ones should be given priority. But the shift to renewable energy seems to be proceeding at a snail’s pace because there’s a big hurdle.

At the recent Senate hearing on the budget of the Department of Energy (DOE), several senators asked the Energy Regulatory Commission (ERC): Why is it taking too long to formulate the pricing mechanism for renewable energy?

Senator Pia Cayetano, chairperson of the Senate energy committee, lamented the seeming lack of urgency on the part of the ERC to set up the mechanism that would open the door for renewable energy (RE) investors to fully explore the realm of pollution-free energy.

“That is one of the priorities I think we need to do because the goal is to make the shift to renewables,” said Cayetano. “I hope we get this done. I understand there are things that have to be done on the part of ERC as well,” she pointed out.

Energy Secretary Raphael Lotilla was there during the budget hearing. So was Jesus Hermogenes Andres, ERC OIC and CEO.

The DOE assured the lawmakers that the Green Energy Auction 3 (GEA-3) for more RE supply to come will already be completed this year. “Our target for Green Energy Auction 3 is to finish it before the end of the year,” said Energy Undersecretary Rowena Guevara.

This is supposed to unlock RE supply of more than 3,000 MW expected in five years. But there’s a missing element here. For the GEA-3 to happen, the ERC must first release the GEA prices, which is part of its mandate.

“One of the items required there would be the approved pricing method-

The push for RE has moved in fits and starts. In the last two years, the DOE has conducted two rounds of auction which generated a total of 5,306 MW of RE commitment for delivery in 2024 to 2026. GEA-2 yielded only 3,580.76 MW out of the 11,600 MW offered at auction.

The order lists auction policy and guidelines for the non-FIT RE technologies in the GEA program which will also cover run-of-river (ROR) Hydro, a FITeligible RE technology.

The estimated capacities for non-FIT Eligible RE technologies are 699 MW from impounding hydro; 3,120 MW from pumped storage hydro; and 380 MW from geothermal.

With pumped storage providing 3,120MW of flexible storage and generation, this ensures the capability of the grid to manage variable RE (VRE) and allow more VREs to be included in the energy mix.

Geothermal and impounding hydro allow dependable RE technologies to serve as baseload for the energy mix. The target start of deliveries for impounding hydro and pumped storage hydro is 2028 to 2030 and 2024 to 2030 for geothermal.

An estimated 200 MW of RE capacity from ROR hydro is expected to be auctioned, with target delivery starting in 2026 to 2028.

These are achievable targets, if only the ERC can act with urgency.

The RE sector has already identified the challenges that stand in the way of progress. Now is the time to come up with solutions that will make renewable energy the wave of the future by ensuring its reliability and affordability. (Email: ernhil@yahoo.com)

tions of the deeply symbolic roads connecting it to the South on Tuesday, Seoul’s military said, adding it had conducted a “counter-fire” operation in response.

Pyongyang’s military last week vowed to permanently seal its southern border after spending months laying mines and building anti-tank barriers in the wake of leader Kim Jong Un declaring the South his country’s “principal enemy”.

The North also accused Seoul of using drones to drop anti-regime propaganda leaflets on the capital Pyongyang, with Kim convening a security meeting to direct a plan of “immediate military action” in response, state media reported Tuesday.

Vijitha Herath said police raids over the past week had also seized 250 computers and 500 mobile phones used in the alleged scams, with investigations into how much had been stolen still underway.

“They have mainly targeted foreign banks and financial institutions,” Herath said of the gangs targeted in the raids.

China’s embassy in Colombo said they had sent a “working group” of security officials to carry out “special operations” with Sri Lankan police.

“A large number of criminal suspects were arrested,” the embassy said in a statement, adding that “repatriation and other work” were ongoing.

The biggest raid was on Saturday, when police arrested 126 Chinese men, as well as two from Vietnam and one each from Thailand and the Philippines.

Sri Lanka has a strong telecommunication infrastructure and was the first in South Asia to unroll a 5G network, in April 2019, three years before the country’s financial meltdown.

The embassy statement said China’s crackdown on cybercriminals at home may have pushed some to seek criminal opportunities abroad.

Chinese premier inaugurates Beijing-funded Pakistan airport

ISLAMABAD—China’s Premier Li Qiang took part in a ceremony during his Pakistan visit to inaugurate a Beijing-funded airport, located in a volatile region where Chinese interests are routinely targeted by separatists.

While Li did not travel to Balochistan, he “virtually” inaugurated Gwadar Airport at a ceremony held Monday in the capital Islamabad, some 2,000 kilometres (1,240 miles) away.

The airport is next to Gwadar Port, the cornerstone project of the multi-billion dollar China-Pakistan Economic Corridor (CPEC) that connects China’s Xinjiang region to Pakistan’s coast.

“China will continue to work with Pakistan to uphold the principle of planning together, building together and benefitting together,” Li said at the ceremony alongside Pakistan Prime Minister Shehbaz Sharif.

An aviation official told AFP, on condition of anonymity, that the airport is yet to open for flights.

“The facility is now ready for operations, but it is not yet operational,” he told AFP.

Li is on a four-day visit to Pakistan that began on Monday to hold bilateral talks.

He will also take part in the Shanghai Cooperation Organisation summit that Islamabad is hosting on Tuesday and Wednesday.

Olivarez nears title, fights Aguilar in finals

ERIC Jed Olivarez secured his spot in the finals of the Rep. Edwin Olivarez National Open tennis championship with a gritty win over Loucas Fernandez, 6-0, 7-6(0), at the Olivarez Sports Center in Sucat, Parañaque last Monday.

After breezing through the first set, the top-seeded Olivarez found himself in a dogfight in the second as Fernandez mounted a strong comeback with the latter taking a commanding 4-0 lead. But Olivarez demonstrated resilience, winning four straight games to force a tiebreaker.

In the end, the seasoned player’s experience shone through as he outlasted Fernandez in the tiebreak to advance to the championship round of the Group A tournament presented by Dunlop. Olivarez thus moved one win away from his second consecutive Open title, having already triumphed in the Mayor

WASHINGTON—Paul George, the nine-time NBA All-Star who joined Philadelphia as a free-agent in the off-season, hyper-extended his left knee in a pre-season victory over the Atlanta Hawks, the team said Monday.

George was guarding Atlanta’s Jalen Johnson in the first half when he appeared to plant his leg awkwardly.

He played no further part after having scored eight points on three-of-five shooting with two rebounds, one assist and one steal in just over 12 minutes on court.

George told the Philadelphia Inquirer that he felt the hyper-extension and knew he needed to have the knee examined but added “I’m not too concerned about it.”

Sixers coach Nick Nurse said he was hopeful George would be back in action “right away”.

George’s injury comes a day after Philadelphia announced that star big man Joel Embiid wouldn’t play in any pre-season games as part of the management plan for his surgically repaired left knee.

Embiid played in just 39 games last season because of a torn lateral meniscus, returning after surgery with seven games left in the regular season.

He was still wearing a knee brace when he helped the United States win gold at the Paris Olympics.

Asked Monday if there were concerns about Embiid’s availability for the 76ers’ seasonopener against Milwaukee on October 23, Nurse said he was “not really sure where we’re at with that”.

LOS ANGELES—Mark Vientos smashed a grand slam and Francisco Lindor homered as well as the New York Mets beat the Los Angeles Dodgers 7-3 on Monday to level their Major League Baseball playoff series at one game apiece.

Vientos’s four-run blast in a determined second inning at-bat helped the Mets rebound from a 9-0 drubbing in game one on Sunday in the best-of-seven National League Championship Series.

The winner of the series will advance to face either the New York Yankees or Cleveland Guardians in the World Series.

MURCIA, Negros Occidental – Jiwon Lee showcased her return to form with an impressive eagle-aided 68, taking an early one-stroke lead over Daniella Uy in the ICTSI Bacolod Golf Challenge here on Tuesday.

After a couple of setbacks following back-toback victories, Lee settled into a familiar position atop the leaderboard, though not without some turbulence along the way.

Starting her round on the more challenging backside of the par-70 Bacolod Golf and Country Club, the 16-year-old fired a birdie on the 12th hole and followed it up with a stunning eagle on No. 14.

“I hit a great drive, then holed it from 105 yards out,” Lee said of her eagle. “I thought it would be close, but my caddie told me it went in.”

However, the momentum was short-lived as she misfired on the next hole, sending her second shot out-of-bounds, resulting in a double bogey. Despite this setback, Lee regained her composure, adding another birdie on the 16th to finish with a pair of 34s.

“I thought everything was going to be fine after the eagle,” said Lee. “But I learned to stay patient and not force things, which has been key for me after struggling in Iloilo.” Lee, who finished 10th at the ICTSI Iloilo Golf Challenge following a sixth-place effort at Forest Hills, seems to have regained the form that led her to victories at Lakewood and Splendido Taal earlier this year.

She credited those recent struggles for teaching her the importance of staying grounded.

“I was trying too hard to win. Now, I’m just trying to play humble and seize the moment,” she said.

Lee holds a narrow one-shot lead over Uy, who posted a 69. The former Junior World champion, who recently returned from playing on the LPGA of Taiwan Tour, overcame an inconsistent start to close strong, carding birdies on Nos. 11 and 16.

“That double bogey on No. 2 pushed me to fight back,” said Uy, reflecting on her miscue following a birdie on the opening hole. “After my Taiwan stint, I’m more relaxed playing here, especially with friends.”

Bloomberry, banks sign P72-b syndicated refinancing facility

BLOOMBERRY Resorts Corp. said Tuesday subsidiary Bloomberry Resorts and Hotels Inc. (BRHI) signed a P72-billion syndicated refinancing facility with a consortium of banks.

The agreement replaces an existing P73.5-billion loan obtained in 2018 and an additional P20-billion loan secured in December 2020, the company said in a disclosure to the stock exchange.

“We view this refinancing as a positive development that will allow the company to lighten its debt service and preserve cash as Solaire Resort North ramps-up, improve the company’s bottom line, and ultimately ensure the consistent return of capital to our shareholders in the coming years,”

said Bloomberry chairman and chief executive Enrique Razon Jr.

The lending syndicate includes BDO Unibank, Bank of the Philippine Islands, China Banking Corp. and Philippine National Bank. BDO Capital and Investment Corp. acted as the lead arranger, while BDO Unibank’s Trust and Investments Group served as the security trustee and facility agent.

“The growth in cash remittances in August 2024 was due to the growth in receipts from land- and sea-based workers,” the Bangko Sentral ng Pilipinas (BSP) said Tuesday. This brought total cash remittances

to $22.22 billion in the first eight months of 2024, up by 2.9 percent from $21.58 billion registered a year ago. Meanwhile, personal remittances which cover cash sent through banks

and informal channels as well as remittances in kind, rose 3.3 percent to $3.20 billion in August 2024 from $3.10 billion in the same month last year. The growth was driven by higher remittances from land-based workers with longer-term contracts and those with shorter-term contracts in both sea and land-based sectors, it said.

PHILIPPINE stocks surged by more than 100 points Tuesday to close above 7,400 level, while the peso retreated against the US dollar on rising world crude prices.

The Philippines Stock Exchange index rallied by 129.90 points, or 1.77 percent, to close at 7,456.31, while the broader all-shares index advanced by 61.73 points, or 1.53 percent, to reach 4,086. 45.

The tender offer aims to acquire the remaining 10.14 percent of CHP owned by minority investors. It intends to acquire up to 1.37 billion publicly owned-CHP common shares at P1.42 apiece.

DMCI said the addition of cement manufacturing would be a good fit to the group’s business portfolio, which now includes real estate development, coal mining, power generation, construction and nickel mining.

However, due to human activities such as overfishing, pollution, and climate change, nearly 50% of the world’s coral reefs have already been lost or severely degraded. Rising sea temperatures and ocean acidification, caused by climate change, pose significant threats to coral reefs, leading to coral bleaching and weakened reef ecosystems.

Without urgent intervention, it is predicted that 70-90% of coral reefs could disappear by mid-century.

In response to this crisis, coral restoration efforts are gaining traction. Phemie’s experiences in Zambales under Dr. Peter Harrison’s team and her involvement in a coral restoration project at Coral Cliff, Bohol, underscore the potential of both sexual and asexual coral reproduction techniques.

These projects aim to restore reef health, improve biodiversity, and engage local communities in marine conservation. Coral restoration efforts, like those at Coral Cliff, involve the community in hands-on activities and training, aiming to make conservation sustainable and impactful.

Phemie stresses that coral reefs can recover if human-induced threats such as climate change and pollution are mitigated. She calls for a global coordinated response that includes community involvement and policy changes to preserve these vital ecosystems for future generations.

Balut tradition is revived in Pateros

PATEROS, known as the Balut sa Puti capital of the Philippines, is a small municipality in Metro Manila. Despite its small population and land area, it is recognized for its rich culture.

A famous Filipino delicacy, Balut, is a fertilized duck egg incubated for a specific period of time before being boiled and eaten. The process might seem complex and unusual to some, but it is precisely the uniqueness that contributes to the food’s intriguing place in culinary tradition.

owner for 25 years, believes that preserving the traditional methods of making Balut or Garong is challenging. She has had to adapt and embrace new technologies and strategies to remain competitive in the market.

“Malaki rin ang naitulong sa akin ng Municipal hall [kasi] nandyan na ‘yung instant incubator. At

the same time, na encourage kaming mga mamamayan ng Pateros na buhayin muli ang Balut industry,” she said.

On the other hand, Danny, a seasoned practitioner of the traditional art of making balut known as a ‘mambabalot’, has dedicated over 20 years to perfecting his craft.

His fascination with the process began in his youth, as he observed neighbors in his community skillfully preparing balut. He emphasizes that mastering this craft requires years of dedicated learning and hands-on experience.

“Usually, 5000 eggs every other day ang ginagawa namin dito. Tiyaga at pasensya lang din ‘talaga. Dahil gusto namin quality [‘yung’] product na inilalabas namin dito,”

Danny added.

The Local Government Unit (LGU) of Pateros together with the DOST and DOT works hand in hand to revive the Balut industry, one of their efforts to revitalize the traditional making process includes providing incubators that improve the production of Balut in the municipality.

The LGU, along with Theresa and Danny, believe that the future of the Balut industry extends beyond its traditional boundaries. They think that collaborating will help establish and ensure a sustainable and promising future for this unique culinary tradition.

DESIGN Week Philippines has officially kicked off its 14th year with the theme “Unearthing Islandness,” which emphasizes how Filipinos can lean on indigenous philosophies and generational knowledge to reframe sustainability, heritage, and innovation in the country’s design landscape.

The satirical thriller highlights the steadfast dedication of teachers to preserving the integrity of elections by fusing comedy, drama, and suspense.

The protagonist of the tale is Emmy (Marian), a teacher who, amid a heated mayoral race, absconds with the last copy of the election results. Emmy works to outsmart those trying to

sabotage the election process with the help of her community. Marian, who has received recognition for her performance as Emmy, said that Balota fulfilled her as an actress and rekindled her love for filmmaking. For the part, she also received her first Balanghay trophy from Cinemalaya for Best Actress.

In addition to her recent win at Cinemalaya, Marian has received numerous accolades, including the “Box-Office Heroes” award at the 7th Eddys (The Entertainment Editors’ Choice) Awards, the “Box Office Phenomenal Stars of Philippine Cinema” recognition from the Guillermo Mendoza Memorial Scholarship Foundation, Inc., and the “Bida ng Takilya Award” at the 2024 FAMAS Awards. Puregold CinePanalo names 25 student finalists for 2025 short film competition

PUREGOLD has unveiled the 25 student finalists for the 2025 Puregold CinePanalo short film competition, with each filmmaker receiving a P150,000 production grant.

Selected from hundreds of submissions, the finalists hail from various schools across the country. The Polytechnic University of the Philippines (PUP) leads with six finalists, followed closely by the University of the Philippines Diliman with five, and two from UP Visayas. The list of student finalists includes Adelbert Abrigonda, Allan M. Balance Jr., Naiah Nicole Mendoza, and Alexie Nicole Pardo from PUP, Angel Allizon Cruz from the University of Santo Tomas, Carlos Dala, Clyde Cuizon Gamale, Mae Malaya, Jadrien Morales, and John Lester Rimorin from UP Diliman,

and Maria Eleanor P. Javier and Kieth Earl B. Rebaño from UP Visayas.

Other finalists include Roniño Dolim from the University of Eastern Philippines, Kenneth Flores from Far Eastern University, Austine Rae R. Fresnido from FAITH Colleges, Bjorn M. Herrera from Central Philippine University, Ira Corinne Esquerra Malit from the University of Caloocan City, Vhan Marco B. In addition to the 25 finalists, Puregold announced five honorable mentions who may step in if any selected filmmakers are unable to continue in the competition. These honorable mentions include Victoriano L. Arroyo from UP Visayas, Jamal M. Baulo from Mindanao State University, Donnie C. Delos Reyes from UP Visayas, Vannece Llera from PUP, and Abdul Hakhem R. Serad from Mindanao State University.

Ivy Hayagan-Piedad, Puregold Senior Marketing Manager and one of the festival directors highlighted the high caliber of this year’s entries, stating, “We’re proud to highlight our honorable mentions. We’re confident these student filmmakers will be ready to step up and shine at the festival should the opportunity arise.”

The selection committee for this year’s lineup included HayaganPiedad, director Chris Cahilig, awardwinning filmmaker Kurt Soberano, screenwriter Jinkee Laurel, and representatives from Republic Creative Creations, Inc., Sonny Bautista, and Lyle Gonzales. MUSIC mogul Sean Combs is facing a batch of new lawsuits including one alleging he molested a minor, the legal team behind the filings announced Monday. The federal civil complaints filed in Manhattan were filed anonymously, two by women named as Jane Does and four by men identified as John Does The allegations in them against the now-54-year-old rapper known as “Diddy” span from 1995 until 2021,

“We expect to be filing many more cases over the next several weeks naming Mr. Combs and others as defendants as we continue to gather evidence and prepare the filings,” Buzbee said in a statement Monday. In the new suits, one accuser says Combs sexually assaulted him when he was 16, fondling his genitals in 1998 in the Hamptons just outside of New York City, at one of Combs’s infamous white parties. At the time, Combs had insisted to the teenage boy that allowing such behavior was part of what it took to break into the music world, allegedly asking him: “Don’t you want to break into the business?”

The new lurid lawsuits – filed pursuant to the Victims of GenderMotivated Violence Protection Act in New York City – are the latest chapter in the stunning downfall of Combs. Combs was already facing a laundry list of similar civil suits before federal authorities arrested him on three criminal counts, alleging he sexually abused women and coerced them into drug-fueled sex parties using threats and violence, all with help from a network of employees and associates. Judges have denied him bail, as prosecutors voice concerns of witness tampering. He has pleaded not guilty to all charges.

The Madz caps year-long ‘Intensixty’ celebration

THE Philippine Madrigal Singers concluded their year-long anniversary celebration with a musical performance showcasing their extensive background. The event, billed The Grand Finale, wrapped up their “Intensixty” celebration and was held two Saturdays at the Philippine International Convention Center (PICC).

We got a behind-the-scenes look at their rehearsals and a sneak peek of the show’s lineup. Here’s what we observed.

Typically, a Madz concert opens with a madrigal, a 16th-century vocal piece, but executive director Alfred Samonte hinted at a surprise.

The adventure of Alexis is enhanced by the character of Matthew Caliente, played by Jameson Blake. Matthew, a young attorney she formerly mentored, gets involved in her personal and professional problems, making her already difficult situation even more difficult. In addition to the ongoing legal dispute, Alexis is forced to face the wounds inflicted by the individuals she previously trusted.

The subtle portrayal by Lovi captures the complexity of Alexis’ character. Despite her success in her career, Lovi said that Alexis still

QCinema Festival to open with

International Film Festival will open its 12th edition with an Asian premiere from the Directors’ Factory Philippines, an omnibus film

at the 77th Cannes Film Festival. The program, marking the first time a short film collection will kick off the festival, features four short films from emerging filmmakers across Southeast Asia.

The selected films are: Walay Balay, directed by Eve Baswel (Philippines) and Gogularaajan Rajendran (Malaysia); Nightbirds, directed by Maria Estela Paiso (Philippines) and Ashok Vish (India); Silig, directed by Arvin Belarmino (Philippines) and Lomorpich Rithy (Cambodia); and Cold Cut, directed by Don Eblahan (Philippines) and Tan Siyou (Singapore).

Directors’ Factory Philippines is the first Directors’ Factory program to be held in Southeast Asia, following previous editions in Taiwan. Each year, the program pairs filmmakers from different countries to develop short films, which are then compiled into an omnibus.

for a festival focused on creative exploration and new cinematic perspectives. The initiative is a collaboration between QCinema, the Quezon City Film Commission, and Cannes Directors’ Fortnight.

The Madz joined the stage for the climax of the medley, performing the hit song “A Million Dreams.” The mood shifted to a more solemn tone as they transitioned to a sacred piece, signaling the gathering in Christ’s banquet, followed by Filipino art songs like “Nahan” and “Alitaptap” by National Artists. The first set concluded with a medley from the musical Noli Me Tangere , composed by Ryan Cayabyab.

The second set brought back the familiar Madz sound, opening with their rendition of “The Prayer of St. Francis,” arranged by alumnus Robert Delgado, performed with their signature gestures. Alumni from the 1997 and 2007 batches took the stage, performing the winning pieces from their European Grand Prix victories.

The Madz also paid tribute to three choral groups that have brought pride to the country in recent international competitions—UP Manila Chorale, Sola Gratia Chorale, and the University of Mindanao Chorale joining them in a shared love of music. In a powerful moment, they declared, “As long as we have music, we are free.”

The concert concluded with the Madz leading the audience in Sing, Philippines, Sing, celebrating their mission of spreading music across the nation.

In typical Madz fashion, an encore was held on the iconic PICC staircase, where alumni and current members performed “Isang Dugo, Isang Lahi, Isang Musika” and capped the evening with “Sana’y Wala Nang Wakas,” a Sharon Cuneta classic.

The concert traced the Philippine Madrigal Singers’ history through songs that shaped their legacy. Their repertoire reflected their past, present, and future, honoring the vision of National Artist Andrea Veneracion to build a singing Philippines.

The four films cover a range of themes, from Walay Balay, which tells the story of a mother and daughter during wartime, to Cold Cut, a film centered on auditions for a talent show in Dapitan City. Other highlights include Nightbirds, a mystical story about a woman seeking freedom, and Silig, which explores a woman’s battle with cancer as she returns to her hometown.

Shiela Valderrama-Martinez welcomes audiences into her world at CCP

SHIELA Valderrama-Martinez is diving headfirst into a new set of projects, with her upcoming concert Part of My World a key highlight of her schedule. Set to be part of the Cultural Center of the Philippines’ (CCP) prestigious Triple Threats series, Valderrama-Martinez has been balancing multiple roles in theater and music as she prepares for the event.

Valderrama-Martinez recently completed her run as Erzulie, the goddess of love, in the musical Once On This Island, which closed on Sept. 29 at the RCBC Theater in Makati. The role had been a long-standing ambition for the singer-actress, who shared her excitement about the character.

“It has always been on my bucket list,” she said, citing the role as an important milestone in her theater career. Hot on the heels of Once On This Island Valderrama-Martinez quickly transitioned to rehearsals for Rama Hari, a Filipino pop ballet that will tour Visayan cities in October. She is set to take on dual roles as Sita and Kaikeyi. She will make her first visit to Dumaguete, where the show will be performed at Silliman University, and return to Bacolod, her hometown, where it will be staged at St. La Salle University.

The title Part of My World holds personal significance, as it was the song she performed during her first professional audition. The concert is set to be a retrospective of Valderrama-Martinez’s career, providing audiences with a glimpse into her journey in both theater and music.

“My concert will be a journey of my career, so I’m inviting my audience to see and be a part of my world,” she shared. Known for her Disney roles, Valderrama-Martinez has had a successful run in various productions, including as a vocalist for Hong Kong Disney shows.

Valderrama-Martinez’s solo concert comes after her performance at The Ruins in Bacolod, produced by her talent management group, Stages. This time, she is working with a trusted team, including director Menchu Lauchengco-Yulo, a well-known figure in Philippine theater.

ENOWNED poet Francisco Balagtas is one the most important figures in Philippine literature. His iconic works showcase his incomparable talents in the art of writing and have inspired many of the country’s famed heroes.

One of his iconic works that nearly all Filipinos are aware of is the poem Florante at Laura. As part of the curriculum in high schools, many have been well acquainted with the famous poem’s memorable characters and gripping plot staged in the fictional country of Albania. While the poem’s popularity has led to numerous adaptations from stage plays to films, there has yet to be one of a ballet production. With this in mind ballet company Ballet Manila took it upon itself to be the first one in the country to stage a production utilizing the art of classical ballet. Ballet Manila artistic director Lisa Macuja-Elizalde shared how the idea of a ballet production of the poem came to mind after the performance of Ballet Manila’s principal dancer and resident choreographer Gerardo Francisco’s Ibong Adarna in

“She’s seen me grow in this industry, and she’s someone I trust,” Valderrama-Martinez said.

The concert’s musical direction will be handled by Rony Fortich, a longtime collaborator of Valderrama-Martinez. The two have previously worked together on Disney shows and her previous solo concert. Fortich and Valderrama-Martinez took their time to finalize the concert’s setlist, carefully selecting songs that fit both the theme and the flow of the performance.

“It was like solving a puzzle,” she explained, noting how they had to consider the musical sequence, the story, wardrobe changes, and vocal endurance.

Though the specific setlist is being kept under wraps, the concert will feature orchestral arrangements by JC Celeste and will include performances by an 11-piece orchestra.

Looking ahead, Valderrama-Martinez’s schedule remains packed. She is set to begin filming the Netflix series Buy Bust, directed by Erik Matti and is preparing for the release of Bag Man, a series she recently wrapped up filming. As the year winds down, she is bracing for the busy events season that the final months of the year usually bring. In September 2025, Valderrama-Martinez will reprise her role as Fosca in the Philippine production of Stephen

’s Passion, a role she has long held dear. With its themes of love, betrayal, and obsession, Passion is expected to be another standout moment in ValderramaMartinez’s already impressive career.

Ballet Manila dances Balagtas

“With the huge success of Ibong Adarna, the logical next step was, of course, Florante at Laura,” said Macuja-Elizalde.

The artistic director further revealed that the production was halted following the fire back in 2019 that had damaged the Aliw Theater and the Star Theater, where the ballet company frequently held its performances. Adding to the delay was the pandemic as well as the eventual production of other ballets, leaving the work to stage it be put on hold indefinitely.

With Macuja-Elizalde eventually taping once again for her radio-television show Art 2 Art after the pandemic, she talked with Balagtas and Balagtasan scholar and poet Dr. Michael Coroza who had seen Ballet Manila’s staging of volunteered to collaborate with Ballet Manila choreographers and Martin Lawrence to make a libretto for Florante at Laura.

The show also allowed Macuja-Elizalde to invite National Artist for Music Ryan Cayabyab, whom she personally asked to compose a musical score for the production. Without hesitation, Cayabyab agreed to do it.

“I’m collecting Filipino works to compose because I’m getting old. I’m already 70. Those are already considered as heritage works and those are very important to me,” explained Cayabyab.

“It’s my gift to the Filipino people,” said Cayabyab.

Despite it being a difficult thing to make, the National Artist followed through with his words as it had also been his dream to compose for a big orchestra. He ended up finishing the entire composition for the ballet’s three acts, which he said sounded like the Philippine version of Tchaikovsky, in a span of ten days.

Ballet Manila’s Florante at Laura stars principal dancers and Abigail Oliveiro as the titular characters with Stephanie Santiago Noah Esplana completing the main cast as Flerida and Aladin, respectively.

The rest of Florante at Laura’s production team included lighting and design, Mio Infante on set design and execution, and Arroyo on costume design, who all have also worked on Ballet Manila’s previous productions.

The ballet premiered on Oct. 12 at the Aliw Theater in Pasay City.
