TPRESIDENT Ferdinand Marcos Jr. said he is considering clemency for Mary Jane Veloso, the overseas Filipina worker convicted of drug trafficking in Indonesia who is set to return to the Philippines soon.

Veloso on Thursday said she was "elated" to be returning home after a deal brokered between the two nations.

My informers tell me that certain government officials have been advising them [on circumventing the POGO ban],” Hontiveros noted.
She, however, declined to name the involved government officials.
“We will introduce the legislative reforms that need to be pushed in the Senate during the next hearing. The committee aims to resolve all outstanding matters during the hearing on Tuesday,” said Hontiveros, who chairs the Women, Children, Family Relations, and Gender Equality panel.

Speaking during a visit to Pampanga, President Marcos said the government is considering repurposing unused land owned by State Universities and Colleges (SUCs) for seedling production.

THE Philippine Sweepstakes Office (PCSO) delivered aid to thousands of residents in the Bicol region who were severely affected by Typhoon Kristine.

THE Department of Agrarian Reform (DAR) has issued 6,707 certificates of condonation and release of mortgage (CoCRoMs) to 5,549 farmer-beneficiaries of the Comprehensive Agrarian Reform Program in Negros Oriental.
Lawyer Sheila Enciso, DARCentral Visayas regional director, said the amnesty program covered 71,580.42 hectares of agricultural land.
The distribution of CoCRoMs was held at the Plenary Hall, Convention Center in Dumaguete City, freeing the farmers from their unpaid land amortizations

Cayetano flags DPWH on Laguna road project

Ice wine for dessert: A helpful passport

— The 51-year-old Antoine Gerald Satoshi, our host, raised his cup of ice wine as we were about to finish our Sunday dinner and said: “Merci pour votre visite, je vous souhaite un bon voyage. Cheers.”
I heard the patriarch of the six-member group respond: “Merci beaucoup.” Then chased that with his learned English, as he himself raised his glass: “Hail to the men who made the ice wine great, but hell to the men who made this glass short.”

They stopped by the 23-hectare Peller Estates, en route home to Oshawa from the boat ride the day before at the Niagara Falls, which produces award-winning wines like the sparkling ice wines made from Chardonnay and Pinot Noir grapes.
The dessert wine is made from grapes that have frozen on the vines, among products of this country of a little over 40 million which has earned international acclaim for ice wine production.
Peller Estates is just one of several wineries in Ontario, thanks to The Great Lakes that shaped the province’s wine regions which played a crucial role in moderating the extremes of the region’s continental climate.
During the winter, The Lakes do not freeze, their warm water helps protect the shoreline vineyards against vine-destroying deep freezes. Ontario is known as a world leader in ice wine production, which also makes world-class, high quality table and sparkling wines. Not far behind are Germany, upstate New York, British Columbia, Quebec, and Nova Scotia.
Our host said ice wine is made by leaving grapes on the vine past the usual harvesting window to allow the grapes to freeze.

MARY Jane Veloso, on death row in Indonesia, is coming home. To be sure, she would still be a prisoner, but at least she would serve out the rest of her sentence in a Philippine jail.
Veloso was arrested in Yogyakarta in April 2010 for possession of 2.6 kilos of heroin. She was sentenced to death in October of the same year. Subsequently, the appeals court and Indonesia’s Supreme Court upheld the death sentence. Veloso insisted she knew nothing about the drugs she carried, and the person who roped her into the scheme was later on charged with illegal recruitment, human trafficking, and estafa. The appeals continued even as Veloso was already transported to Nusa Kumbangan Island, known to some as “execution island.” Her execution was scheduled but was suspended at the last minute.

BANGKOK — Four foreign tourists have died after a suspected mass methanol poisoning from drinking tainted alcohol at a backpacker hotspot in Laos, Western government officials and media said Thursday.
A young Australian woman was the latest confirmed death, and her friend was fighting for her life, Prime Minister Anthony Albanese said.
Two Danish citizens and an American had also died, officials said, after what media said was a night out in Vang Vieng where they drank possibly tainted alcohol.
The group of about a dozen tourists became ill after going out on November 12, according to British and Australian media.
Vang Vieng has been a fixture on the Southeast Asia backpacker trail since Laos’ secretive communist rulers opened the country to tourism decades ago.
The town was once notorious for backpackers behaving badly at jungle parties and has since re-branded as an eco-tourism destination.

IT will take six months to a year to analyse a tiny sample of radioactive debris retrieved by a robot from Japan’s Fukushima nuclear plant, its operator said Thursday. The analysis could shed light on radioactivity levels and the chemical structure of the fuel debris -- a key part of preparation for the decades-long decommissioning process. Around 880 tons of hazardous material remain at the Fukushima Daiichi plant in northeastern Japan, more than 13 years after a tsunami caused by an earthquake triggered one of the world’s worst nuclear accidents.
Last week, the sample weighing just below 0.7 grams (0.02 ounces) -- equivalent to about one raisin -- was delivered to a research lab near Tokyo for analysis. It had been removed from a reactor by an ex-

Ateneo bets achieve golden double in UAAP swimming
CAPAS, Tarlac—Ateneo de Manila University continued its reign in UAAP swimming, securing its ninth consecutive men’s division championship, while also reclaiming the women’s title after a five-year hiatus at the state-of-the-art New Clark City Aquatics Center.
The victories further solidified Ateneo’s dominance in collegiate swimming, winning its 10th overall title in the men’s division and seventh in the distaff’s side.
The two championships were secured in contrasting fashion. The men’s team triumphed with commanding ease, while the women’s team had to fend off a spirited challenge from defending champion University of the Philippines until the final event.
Ateneo’s men’s team dominated the four-day meet, securing 19 out of 22 gold medals and amassing a staggering 493 points. Their closest rival, De La Salle University, settled for second place with 321 points, followed by UP (226 points) and the University of
Santo Tomas (UST) (170 points).
Day 4 saw the Blue Eagles claim five golds and two bronze medals. The sole event they missed was the 200-meter breaststroke, where UP’s Geoffrey Liberato edged out La Salle’s Earl Jay Jayme for gold, clocking in at 2:22.64.

PHILIPPINE stocks snapped a four-day winning streak on profit-taking, after the peso tumbled to a record low of 59.0 against the US dollar Thursday.
“The peso’s weakness against the US dollar, now nearing the 59.00 mark, weighed on the bourse,” Philstocks Financial Inc. research head Japhet Tantiangco said. Data from the Bankers Association of the Philippines show that the peso closed at 59 against the greenback, down from 58.91 Wednesday. Dovish statements from the Bangko Sentral ng Pilipinas that a new interest rate cut is possible in December
weighed on the local currency. Investors sought safe haven in the dollar after the BSP reduced its key interest rates by 50 basis points this year.
The weak peso also affected investor sentiment in the equities market. The bellwether Philippine Stock Exchange index lost 112.62 points, or 1.61 percent, to close at 6,863.01.
The broader all-shares index went down by 38.02 points, or 0.99 percent, to settle at 3,809.39.
Analysts said investors were worried about the peso approaching a record low. Trading was tepid, with net value turnover reaching P4.36 billion. Foreigners were net sellers, with net outflows amounting to P481,000. Amongst the six sectors, only the services closed in the positive territory, rising 0.70 percent. The holding firms booked the most losses, declining 2.83 percent, followed by property which declined 2.19 percent.
Losers edged gainers, 111 to 86. International Container Terminal Services Inc. was the top index gainer, gaining 2.26 percent to P408, while SM Investments Corp. was at the bottom, falling 5.78 percent to P904.

Building constructions begin to improve
THE number of building constructions improved in September 2024, reaching 14,063 on a 4.4-percent growth from 13,475 in the same month last year.
The Philippine Statistics Authority (PSA) said that by type of construction, residential buildings reported the highest number at 9,354 or 66.5 percent of the total in September. It was up 10 percent from 8,501 constructions in September 2023. Most residential constructions were single-type houses with 7,293 constructions (78.0 percent), the PSA said, based on building permits issued.
Non-residential constructions reached 2,987 or 21.2 percent of the total. This went down by 2.0 percent from a year earlier. Most of the non-residential constructions were commercial buildings with 1,989 constructions (67 percent). Additions, which refer to any new construction that increases the height or area of an existing building, alteration and repair of existing structures, and other constructions contributed 3.2 percent, 7.1 percent, and 2.0 percent to the total number of constructions, respectively.
Compared with their respective numbers in the same period of the previous year, the annual rates for these types of construction declined by 19.3 percent for addition, 7.7
percent for alteration and repair, and 5.0 percent for other constructions.
The total value of constructions amounted to P40.34 billion in September 2024, an annual decline of 4.8 percent from P42.35 billion in the same month last year.
Residential building constructions valued at P18.97 billion accounted for almost half (47 percent) of the total value of constructions during the period. This represented a decline of 3.0 percent from P19.57 billion a year ago.
The construction value of non-residential buildings amounted to P18.61 billion or 46.1 percent of the total. This reflects an increase of 5.8 percent from P17.60 billion a year ago.
The total floor area of constructions was recorded at 3.11 million square meters in September, excluding alteration and repair, other non-residential such as facade, helipad, niche, water tank, etc., and other constructions, which include demolition, street furniture, landscaping, and signboards, since there is no reported floor area for these types of constructions.
The total floor area in September 2024 registered an annual decline of 1.8 percent from the recorded 3.16 million square meters floor area in the same period in 2023.
DA forming new council to boost support for farmers

Francisco Tiu Laurel Jr. unveiled plans to establish a consultative council aimed at strengthening support for millions of farmers and fishermen, ensuring a more inclusive and effective approach to addressing agricultural challenges. The initiative seeks to enhance collaboration among government agencies, private sector representatives and key stakeholders, while streamlining feedback mechanisms to foster more responsive agricultural planning.
The council, set to begin operations by January 2025, will consist of a 10-member body with representatives from the Department of Agriculture (DA), private sector organizations and groups like the Federation of Free Farmers (FFF).
“These councils will discuss every major crop and sector issue, generating ideas on how to improve and strategize effectively,” Tiu Laurel said as the keynote speaker during the 25th anniversary of the Philippine Chamber of Agriculture and Food Inc. (PCAFI) Thursday.
“The more we talk, the more ideas emerge on how to make things better,” he said. While calling for the support of PCAFI and the Federation of Free Farmers (FFF), Tiu Laurel said that no permanent seats would be allowed in the council to ensure fairness and a diverse range of voices.
Monthly meetings will focus on strategizing for specific commodities representing the different subsectors, with progress reports submitted regularly to the DA for timely and informed decision-making.
The DA chief acknowledged its structural challenges, which he described as“an agency with many generals and colonels, but lacking sergeants and foot soldiers.”

6. SAMELCO II is a duly franchised Distribution Utility engaged in the distribution of electricity within its franchise areas in the Municipalities of Sta. Margarita, Gandara, San Jorge, Matuginao, Pagsanghan, Tarangnan, Sto. Nino, Almagro, Tagapul-an and City of Calbayog, all in the Province of Samar (the “Franchise Area”);
7. The demand for electricity within the franchise area of SAMELCO II has seen a notable yearly increase following the Covid-19 Pandemic. From 2020 to 2023, this consistent growth trend has been observed. Concurrently, the peak demand has risen from 16.075 MW in 2020 to 21.143 MW for 2024, and projections indicate a further increase to 22.164 MW by 2025 up to 30.492 by the year 2033;
8. Foreseeing the imminent increase in demand, as early as 2023, SAMELCO II was already a part of the efforts to secure Aggregate Supply through the Region 8 Joint Competitive Power Supply Procurement (“R8 JCPSP”). With this aggregation, SAMELCO II intends to procure a total baseload capacity of 20 MW;
9. Following its mandate to provide power in a least cost manner, SAMELCO II entered into the subject Power Supply Agreement with SPI, in which the provided energy and capacity is needed by SAMELCO II to meet the demand of its captive market; THE CONDUCT OF COMPETITIVE SELECTION PROCESS
10. Through a Memorandum of Agreement (MOA) , ten (10) Electric Cooperatives (EC) of Region 8, including SAMELCO II, agreed to conduct a joint procurement for their baseload requirement for the period of 2024 to 2033. The joint procurement was referred to as the Region 8 Joint Competitive Power Supply Procurement (R8 JCPSP);
11. Under the MOA, the Federation of Rural Electric Cooperatives in Region 8 Association, Inc. (“FRECOR 8”) was tasked to supervise and facilitate the transaction process, documentary requirements, and operational coordination among the member ECs of the R8 JCPSP;
12. A Joint Board of Directors (“JBOD”) was also created composed of General Managers and Board Presidents of the member ECs, which acts as the governing and policymaking body of the R8 J CPSP;
13. The JBOD passed Board Resolution No. 2023-11-002, Series of 2023 constituting the R8 Joint Bids and Awards Committee (JBAC) for the R8 JCPSP. A Joint Technical Working Group (JTWG) and a Joint Secretariat was also created;
14. The R8 JCPSP was for the procurement of an aggregate power supply of 190 MW, divided into two (2) lots: Lot 1 for 162 MW, which commences in 2024, and Lot 2 for 28 MW, which commences in 2027. The R8 JCPSP followed the policy and rules prescribed under Department of Energy (DOE) Department Circular No. DC2023-06-0021,6 and
of Conformity No. NEA-RAO-COC-2024-02 dated 22 March 2024 when it found the R8 JCPSP’s Bidding Documents to be consistent with the latest posted 2023-2032 Power Supply Procurement Plan of the member ECs of the R8 JCPSP. METRO Pacific Tollways Corp. appointed Arrey Perez as its new president and chief operating officer effective Nov. 20, 2024.
Perez, who resigned as president of Clark International Airport Corp. in September, will take over the role of Rogelio Singson at MPTC.
“After over a year leading MPTC as president and CEO, we have determined [Rogelio] Babes Singson would have greater impact in a role that involves him in the wider MPIC Group. While Babes’ tenure in MPTC is short, he has contributed to its success significantly,” MPTC chairman Manuel Pangilinan said
in a memo.
“This success was recognized after he was chosen as the MAP Management Person of the Year for 2024,” he said.
Pangilinan will assume the role of chairman and chief executive in the interim in view of Singson’s forthcoming appointment to key roles within the group.
“In regard to the foregoing matter about Babes’ retirement as president and CEO of MPTC, I am pleased to announce the appointment of Arrey Perez as incoming president and COO of MPTC with effect on 20th November,” said Pangilinan.
Perez, in his most recent role as president and chief executive of CIAC, was key in the rollout of seven flagship infrastructure projects towards transforming the 2,367-hectare Civil Aviation Complex into the Clark Airport City into the premier global civil aviation logistics hub of the Philippines.
Prior to this, he was senior vice president
for corporate services of the Bases Conversion and Development Authority (BCDA) and held various leadership roles in his more than two decades with the institution.
Perez is a certified public accountant (CPA) and holds a Master’s Degree in Public Administration and a post-graduate diploma in Urban and Regional Planning from the University of the Philippines.
He also completed an executive training program on Public-Private Partnerships at the Harvard Kennedy School.

CICC warns Filipinos against foreign scammers offering crypto investments

THE Cybercrime Investigation and Coordinating Center (CICC) on Thursday warned the public about a surge in investment scams, particularly those involving cryptocurrency.
The CICC’s alert comes after the USbased Federal Trade Commission reported a growing number of investment scams targeting Filipinos.
CICC executive director Alexander Ramos said the agency already received complaints from 14 victims related to cryptocurrency and dollar scam since last week.
He said the scammers are mostly foreigners who promise high yield on investment in cryptocurrency, often creating a false sense of urgency, pushing unsuspecting victims to invest quickly. Scammers also claim that offers are lim-
ited and assert that victims might miss out on an incredible opportunity.
Ramos said the victims were asked to invest between $100 and $1,000 which they had to deposit to a foreign account. Scammers, however, cut off their communication once the money was deposited to the designated account.
Cryptocurrency has become popular investment instruments recently because of the surge in value. According to Forbes.com, the price of bitcoin skyrocketed to $91,488 as of Nov. 19, 2024 from $500 in May 2016.

DIGIPLUS Interactive Corp. is getting a step closer with its plan to tap Brazil’s growing online gaming market, after its subsidiary qualified for a gaming license in South America’s largest country.
DigiPlus said in a disclosure to the stock exchange Thursday DigiPlus Brazil Interactive Ltda. passed an important qualification stage for a federal license. The license is issued by Brazil’s Ministry of Finance’s Secretariat of Awards and Bets (SPA).
The company said it now has 30 days to meet additional regulatory requirements, including platform certification and paying necessary fees.
Once these steps are completed, SPA will release the final list of approved operators, which will be allowed to begin operating from January 1, 2025.
If granted the license, DigiPlus said it would offer online sports betting and other iGaming services in Brazil, a country with more than 200 million people and a strong interest in sports betting. This is seen as a major growth opportunity for DigiPlus.

(Maynilad) is gearing up for the testing and commissioning of its P1.6-billion water reclamation facility (WRF) and sewer conveyance system in Barangay Cupang, Muntinlupa City, signaling the facility’s readiness for full operational deployment by the end of the year.
“Wastewater management is essential to safeguarding both public health and the environment, which is why we continue to invest
in projects that ensure the proper treatment and disposal of wastewater.
The construction of this new WRF in Cupang, Muntinlupa, is part of our long-term strategy to expand sewerage services across the entire West Zone,” said Maynilad president and chief executive Ramoncito Fernandez.
The Cupang Water Reclamation Facility is designed to treat up to 46 million liters of wastewater daily using conventional activated sludge technology.
The advanced system effectively removes pollutants from wastewater,
contributing significantly to environmental protection and ecosystem health.
Once fully operational, the facility will serve about 33,000 residents in Barangays Sucat, Buli, Cupang and Bayanan in Muntinlupa, ensuring proper treatment of wastewater before its safe discharge back into the environment.
The Cupang WRF is part of Maynilad’s broader efforts to enhance sewerage services in Muntinlupa City.
Alongside this facility, the company is also nearing completion of the Tunasan Water Reclamation Facility.
LAS Piñas City is now qualified to have two congressional districts, according to members of the city council.
Incumbent councilors Mark Anthony Santos and Henry Medina filed a council resolution asking the House of Representatives to create a new legislative district in Las Piñas.
“With the creation of another congressional district representation in the House of Representatives, the voice of Las Piñeros will be heard in broader arena,” said Santos.
Former President Fidel Ramos signed the bill on Feb. 12, 1997 which elevated Las Piñas from a municipality into a city. A plebiscite held a month later approved the city status by its residents,
making Las Pinas the 10th city in Metro Manila on March 26, 1997.
The 2020 census conducted by the Philippine Statistic Authority showed that Las Piñas City had a population of 606,293. This meets the required number of at least 250,000 people to create another legislative district, said Santos, who is gunning for a seat in Congress. Govt awards P4.5-b contract to expand Panglao airport
THE Department of Transportation (DOTr) awarded Aboitiz InfraCapital Inc. the contract to expand, operate and maintain the Bohol-Panglao International Airport.
DOTr Secretary Jaime Bautista, in a letter dated Nov. 18, 2024, informed Cosette Canilao, president and chief executive of Aboitiz Infra that the board of directors of the Civil Aviation Authority of the Philippines (CAAP) approved the awarding of the contract for the unsolicited proposal for the upgrade, expansions, operations and maintenance of Bohol-Panglao International Airport with a total project cost of P4.52 billion.
The project is expected to transform the Bohol-Panglao International Airport into a key regional hub, aligned with the National Tourism Development Plan and the government’s infrastructure flagship projects.
The expansion project aims to increase the maximum passenger throughput from two million to at least 2.5 million passengers per year at the project’s start and to at least 3.9 million by the end of the project.

DPWH enhances agricultural logistics in Tubajon, Dinagat Islands
THE Department of Public Works and Highways (DPWH) has completed the Barangay San Vicente to Barangay San Roque Farm-to-Market Road (FMR) project, strengthening food security in the municipality of Tubajon, Dinagat Islands.
DPWH said that the FMR project, amounting P11.6 million, aims to enhance the agricultural logistics in the area, particularly benefiting the local rice farming community.
Prior to the road’s construction, farmers face significant challenges in transporting their goods due to costly and time-consuming multiple-handling processes, impacting both their productivity and income.

Megan Deen Campbell secures runner-up spot at World Top Model 2024
Megan Deen Campbell, Mutya ng Pilipinas 2022-Visayas, won first runnerup at the World Top Model 2024 competition in Livigno, Italy. Campbell was a lastminute substitute for Anne Klein Castro, who could not obtain her travel visa in time for the event.
Drawing on her extensive modeling experience, Campbell earned the runner-up title
behind winner Federica Giovagnoli of Italy.
The Lapu-Lapu City native follows in the footsteps of Arianna Padrid, who achieved the same placement earlier this year in Monte Carlo, France. Campbell’s achievement has also secured her a chance to walk the runway at Milan Fashion Week 2025.

Australian home and lifestyle brand Anko opens doors in PH

ANKO, a home and lifestyle brand popular in Australia and New Zealand for its affordable, high-quality products, has entered the Philippine market by opening its first store in Makati. The brand offers a wide range of items, including home essentials, storage solutions, fitness gear, and pet accessories.
The store, which opened on Nov. 7, was inaugurated by Kmart Group Managing Director Ian Bailey, Anko Global CEO Arjun Puri, Anko Philippines Country Manager Rachel Turner, Ayala Land, Inc. Senior Vice President for Leasing and Hospitality Mariana Zobel de Ayala, and Ayala Malls COO Paul Birkett
Speaking on the brand’s venture into the Philippines, Bailey expressed that Anko took pride in consistently delivering quality products to consumers at an affordable price.
“As we introduce Anko to the Philippines, we’re dedicated to bringing Filipino families the same reliable quality and affordability that have made Anko a much-loved brand in the ANZ region,” said Bailey.
According to Turner, the Philippines was a natural choice for Anko as it expanded its market because Filipinos and their culture bearing a strong emphasis on the importance of family resonated with their products.
“With over a hundred million people in the Philippines compared to our home market of 30 million, where we sell over a billion
units annually, we see immense potential. It’s an exciting opportunity to bring Anko’s value and quality to even more homes,” she said.

Responsible gaming campaign aims to empower Filipino gamers
IN ORDER to give Filipino gamers the information and resources they need to make wise choices during their gaming sessions, DigiPlus Interactive Corporation, through its social development division, BingoPlus Foundation, has started the “Pusta de Peligro” campaign.
The initiative draws on the Filipino phrase “ petsa de peligro ” — commonly associated with the need for prudence before payday — as a metaphor for moments when gamers must practice caution and discipline.
The “Pusta de Peligro” campaign aligns DigiPlus Interactive with PAGCOR’s efforts to promote responsible gaming and playing with trusted operators. The initiative demonstrates a shared commitment to maintaining gaming as a safe and enjoyable activity. Anchored on a three-pronged approach—Prevention, Education, and Intervention—the campaign seeks to help players recognize risks, set limits, and access support when needed.
On Nov. 14, DigiPlus and BingoPlus Foundation hosted the hybrid talk show Tamang Laro, Tamang Panalo! Wais Tips for Pusta de Peligro Moments at their headquarters, with over 200 attendees on-site and online.

The artist shared that while creating the bag’s design, he wanted to incorporate elements from the culture the Philippines is known for while also infusing the modern style of Anko.

With Anko’s “Kaya Bagay Tayo” campaign, the brand aims to highlight its commitment to perfectly matching Filipinos’ various lifestyles.
